1 CITY OF WEST BEND Quote Q15-03 Request for Proposal for Traffic Counts on Paradise Drive and Signal Timing A. INTRODUCTION The City of West Bend ( Client ) is interested in obtaining the services of an engineering firm specializing in traffic control ( Engineer ), to undertake traffic movement counts on Paradise Drive from 18 th Avenue to Main Street. Work efforts also include evaluation of traffic signal timing and implementing corrective measures as necessary. Proposals are due by 1:00 p.m. on Thursday, May 21, B. PROJECT This project would include conducting traffic turning movement counts at the six (6) of the eight (8) signalized intersections (Paradise/Main and Paradise/Silverbrook/Parkway would be counted through a private development TIA) on Paradise Drive from 18 th Avenue to Main Street for the weekday morning and evening peak hours. These six (6) intersections along with the two (2) intersections counted through the TIA, for a total of eight (8) intersections, will be used as input into a traffic signal timing computer program to design traffic signal timing coordination/progression plans for the weekday morning and evening peak/rush hours. This will include evaluating the current signal system and comparing it to the optimized signal system to show levels of improvement, evaluating and updating the actuated signal timing parameters to current MUTCD standards, preparing of signal timing plans for field implementation by TAPCO, fine tuning/adjusting the signal timings and offsets in the field and preparing and submitting a technical memorandum documenting the data collection, traffic analysis and recommendations. C. SCOPE Project scope developed by TADI and furnished gratuitously for use by the City of West Bend for this Request for Proposals. Task I Data Collection and Traffic Counts Engineer will conduct traffic turning movement counts on a weekday from 6:00 a.m. until 9:00 a.m. and from 3:00 p.m. until 6:00 p.m. at the following six (6) signalized intersections: Paradise Drive with 18 th Avenue Paradise Drive with Continental Drive/Vogt Drive Paradise Drive with Wal-Mart/Clarence Court Paradise Drive with USH 45 Southbound Ramps Paradise Drive with USH 45 Northbound Ramps Paradise Drive with 7 th Avenue/Menards Access City of West Bend Quote 15-03: Traffic Counts on Paradise Drive and Signal Timing Page 1 of 5

2 Client will provide Engineer with the TIA report for the private development including the traffic count data for the following intersections: Paradise Drive with Parkway Drive/Silverbrook Drive Paradise Drive with Main Street Engineer will conduct the traffic turning movement counts to WisDOT standards which includes counting automobiles, trucks, bicycles and pedestrians separately per movement in 15 minute intervals. Engineer will collect the existing intersection geometry and spacing between intersections while in the field. Engineer will compile the traffic count data and will determine the weekday a.m. and p.m. peak hours, percent trucks and peak hour factors for the corridor. Engineer will then balance the traffic through the corridor for the weekday a.m. and p.m. peak hours. Client will provide Engineer with the current traffic signal timing plans for the corridor. Engineer will utilize these timing plans to obtain the existing minimum green times, pedestrian timings, yellow times and all red times for the traffic analysis. Task II Existing Traffic Condition Analysis Engineer will evaluate the existing traffic signal coordination timings to serve as a basis of comparison to the optimized signal plans to determine a percentage of expected improvement. Engineer will determine the existing levels of service per movement to determine if any movements need additional green time. Engineer will evaluate the existing actuated timing plans and will update the existing actuated signal timing plans to current MUTCD standards. More specifically, Engineer will evaluate and adjust the following actuated signal timing parameters for each phase of the eight (8) study area intersections: Initial Interval Variable Initial Minimum Assured Green Number of Actuations Passage Time Extension Stretch Maximum Green Allowable Gap Time Before Reduction Time to Reduce Yellow All-Red Walk Flashing Don t Walk City of West Bend Quote 15-03: Traffic Counts on Paradise Drive and Signal Timing Page 2 of 5

3 Engineer will determine the optimum minimum green times, walk times, yellow and all-red times which will be used as input in the computer program Synchro (or approved equal by Client) to develop the optimum cycle length and green splits. Task III Optimization of Coordinated Traffic Signal Timings Engineer will prepare traffic signal coordination timing plans for the weekday a.m. and p.m. peak hours for the eight (8) Paradise Drive signalized intersections. Engineer will then conduct a Synchro (or approved equal by Client) analysis to determine the optimum cycle length for the signal system for the weekday a.m. and p.m. peak hours. Engineer will then determine the optimum maximum green times for each phase during the a.m. and p.m. peak hours to obtain LOS D or better for all turning movements. Engineer will then conduct a coordination analysis to obtain the optimized offsets for a coordinated signal system of eight (8) signalized intersections. Task IV Development of Traffic Signal Timing Plans and Field Implementation Engineer will prepare traffic signal coordination timing plans for the eight (8) signalized intersections for the weekday a.m. and p.m. peak hours for field implementation by TAPCO. Engineer will coordinate with TAPCO for the field implementation and will be in the field with TAPCO during the implementation to fine tune the timings and offsets for optimum performance. Engineer is also required to attend City of West Bend Safety Commission meeting to present recommended signal operational modifications and respond to questions. Task V Technical Memorandum Engineer will prepare a technical memorandum documenting the traffic counts, existing conditions analysis, recommended actuated timing plans, recommended signal coordination timing plans and resulting level of service analysis performance. The technical memorandum will also include a full appendix of all the traffic data, analysis and computer files which will serve as a reference for future modifications, if needed. D. PROJECT SCHEDULE 1. Consultants shall submit their proposals by Thursday, May 21, Consultant selection is intended to be completed and the contract awarded by June 04, Engineer shall complete all work efforts under the provisions of this Request for Proposals within 90 days of receipt of an executed agreement to provide services. E. CONTRACT The firm(s) that is/are awarded this contract shall be required to enter into a standard City of West Bend Contract for Professional Services. Consultant shall include a sample service agreement within the proposal for evaluation by the City Attorney. 4 The selected Consultant will be required to provide indemnification to the City of West Bend and provide the following types of insurance, with form subject to the Engineering Department s approval: Worker s Compensation Bodily injury, death and property liability Professional liability F. SUBMISSION OF BID Two (2) copies must be submitted in a sealed envelope by 1:00 p.m. on Thursday, May 21, 2015 to the attention of: City of West Bend Office of the City Clerk 1115 S. Main Street West Bend, WI The proposal envelope shall be marked Traffic Counts and Signal Timing. The Consultant s name should be clearly marked on the envelope. Proposals that are received after the above date and time will be rejected. G. BID CONTENTS Each proposal shall contain the following: Bid The proposal documents provided for within this Quote completed in full Not to Exceed Cost for completing the project scope along with a breakdown of individual tasks and estimate of man hours expended Sample copy of Engineering Services Agreement References minimum of four (4) similar projects H. 5 I. GENERAL CONSIDERATIONS The City of West Bend reserves the right to award a contract for services to the engineering firm which the City feels serves the best interests of the community. Interview of competing engineering firms may be conducted by the City if warranted. The City of West Bend will make available the existing signal information as is on file. The City makes NO representations as to the accuracy or completeness of the information. No further obligations are expressed or implied. The City of West Bend shall have the right of cancellation under the terms of this agreement in the event that the progress or quality of the Consultant s work is unsatisfactory by giving notice by mail to the Consultant and shall be liable for payment for work completed only to the date of the receipt of such notice by the Consultant. The Consultant certifies s/he has no direct or indirect, present or contemplated personal interest in the parcel assigned and that s/he will not in any way derive benefit from the acquisitions of such properties. The Consultant agrees that it is an independent contractor with respect to the services provided pursuant to this agreement. Nothing in this agreement shall be considered to create the relationship of employer and employee between the parties.
