FINAL Background On behalf of the City of New Bedford and in conjunction with the Massachusetts Department of Transportation (MassDOT) Highway Division Safety Section and representatives from other state and local agencies, CDM Smith conducted a Road Safety Audit (RSA) for 4 intersections along with 2 designated pedestrian clusters along County Street in the City of New Bedford. An RSA is required to be performed during the design process for any MassDOT project that includes a high crash location. The goal of the RSA is to identify safety issues and provide potential enhancements to improve safety for all roadway users. Additionally, the potential enhancements are categorized by timeframe and cost, which allows responsible agencies to determine when to make proposed implementations. CDM Smith conducted the RSA on Wednesday, January 4, The pre-and post-audit portions of the RSA were held at the New Bedford Department of Infrastructure (DPI) office located at 1105 Shawmut Avenue, New Bedford, Massachusetts. Members of the interdisciplinary audit team discussed safety issues, conducted a site visit, and identified possible safety improvements that could be made to the infrastructure and operating conditions of the 4 subject intersections. The audit team was comprised of members of the local and state agencies ranging from emergency responders to transportation planners and engineers. The members and their affiliations are provided in Table 1. Contact information for the audit team members are provided in Appendix B. The intent of this RSA is to identify conditions that could potentially impact public safety. In accordance with MassDOT RSA guidelines, every attempt has been made to tie safety issues with historic crash records; existing crash records available do not necessarily provide sufficient detail to clearly connect with an identified safety issue. Therefore, in some instances safety issues that are not tied to specific crashes on record have also been identified with the intent of preventing future crashes. Project Data Audit team members received a meeting packet prior to the RSA including a meeting agenda (Appendix A), study area details, and detailed crash data. The crash data details and collision diagrams, and graphical representations of the crash data, are provided in Appendix C. The audit members were asked to review the packet and visit the RSA study area prior to the meeting. Project background, general field conditions, crash data and traffic volumes were presented by CDM Smith at the beginning of the RSA, followed by a field visit to the subject intersections. The audit team finished the meeting by identifying appropriate countermeasures for the safety issues discussed. Crash data was obtained from MassDOT and the City of New Bedford Police Department for the most recent three-year period available (2012 to 2014). Page 1

The study area also includes the following Highway Safety Improvement Program (HSIP) Pedestrian Clusters ( ) along County Street, according to the MassDOT Interactive Crash Cluster Map. An HSIP cluster is an intersection that is listed as the top 5% of high crash locations within the region according to the Southeastern Regional Planning and Economic Development (SRPEDD). Union Street to Jolie Gonsalves Memorial Way; Rivet Street to Nelson Street. According to the MassDOT Office of Transportation Planning, County Street is functionally classified as an Urban Minor Arterial. County Street is a 2-lane roadway with several intersecting roadways. All roadways within the study area are locally (City) owned roads. The current typical section of County Street consists of one travel lane in each direction with no marked shoulders. Parking is allowed on both sides of County Street from Nelson Street to just north of Rivet Street, with no parking allowed on the east side along the rest of the corridor to Union Street. With the exception of an exclusive right turn only lane for southbound vehicles at Allen Street, there are no exclusive turning lanes at key intersections. Page 2

There are no posted speed limit signs along the length of the project and, according to MassDOT, no speed regulations are on file. Therefore, there is an assumed speed limit of 30 MPH for County street, as it is in an urban setting. County Street and Rivet Street Rivet Street is classified as an urban collector according to the MassDOT Office of Transportation and Planning. The intersection of Rivet Street and County Street is a four-way signalized intersection. The existing signals are post mounted. All approaches to the intersection consist of one general purpose lane. Land use within the vicinity of the intersection consists of a convenience store on the southwest corner, a church on the southeast corner, a parking lot on the northwest corner and a Bank Five on the northeast corner. The pavement width along Rivet Street is approximately 28 feet. County Street and Rockland Street Rockland Street is classified as a local road according to the MassDOT Office of Transportation and Planning. The intersection of Rockland Street and County Street is a four-way unsignalized intersection. Rockland Street is a one-way eastbound roadway west of the intersection with County Street. Two-way Rockland Street (intersecting County Street on the east side) is offset approximately 60 feet from the oneway eastbound roadway and is under STOP control. A church is located on the northwest corner with a parking lot on the northeast corner of the intersection. Residential houses are on the remaining corners of the intersection. The pavement width along Rockland Street is approximately 25 feet. County Street and Wing Street/Allen Street According to the MassDOT Office of Transportation and Planning, Allen Street is classified as an urban minor arterial in the immediate vicinity of this intersection while Wing Street is classified as a local road. The intersection of Wing Street/Allen Street and County Street is a four legged signalized intersection, with Wing Street offset approximately 50 feet south of Allen Street. The existing signals consist of overhead mast arms and post mounted signals. Each approach to the intersection consists of one general purpose lane. Land use consists of a church on the northeast corner of the intersection, a thrift store on the southeast corner, a restaurant on the northwest corner and residential housing on the southwest corner. The pavement widths along Wing Street and Allen Street are approximately 24 and 28 feet respectively. Wing Street is one way eastbound, although no One-Way signs provided. A No Parking to Corner sign is provided along the north side of Allen Street. There is a newly reconstructed cement concrete sidewalk along the northwest corner of Allen Street. A 3-foot grass buffer is provided along the north side of Allen Street. Cement concrete sidewalks are provided along all other approaches and are in fair to poor condition. Page 3

FINAL County Street and Union Street Union Street is classified as an urban minor arterial according to the MassDOT Office of Transportation and Planning. The intersection of Union Street and County Street is a four-way signalized intersection, with post mounted traffic signals. Each approach to the intersection consists of one general purpose lane. The pavement width along Union Street is approximately 40 feet. Land use consists of a church on the northeast corner of the intersection, Wamsutta Club on the southwest corner and businesses on the remaining corners. A No Parking Bus Stop sign is provided along the south side of Union Street, east of the intersection with County Street. There is metered parking on the north side of Union Street (east of County Street) that continues to the intersection with County Street. Along the north side (west of the intersection with County Street), there is a No Parking to Corner Bus Stop sign. FINAL AUDIT OBSERVATIONS AND POTENTIAL SAFETY ENHANCEMENTS County Street (Union Street to Jolie Gonsalves Memorial Way Pedestrian Cluster): Crash Details and Overview: According to the MassDOT Interactive Crash Cluster Map, County Street (from Union Street to Jolie Gonsalves Memorial Way) is listed as a Pedestrian Cluster ( ). During the study period of , the following 10 pedestrian/bicyclist crashes were reported: Union Street: o o 2 crashes involving pedestrians in the crosswalk (both occurred during daylight with dry roadway conditions) both resulting in injuries; 2 crashes involving bicyclists (both occurred during daylight with dry roadway conditions) both reported possible injuries. Spring Street: o 2 crashes involving pedestrians (1 in the crosswalk when a vehicle made a right turn from Spring Street onto County Street) and 1 along County Street. These crashes both occurred during daylight with dry roadway conditions. Distracted driving was the cause of both crashes, with possible injuries reported. School Street: o 2 crashes involving pedestrians in the crosswalk occurred when vehicles made a left turn from School Street onto County Street. These crashes both occurred during daylight with dry roadway conditions. Possible injuries were reported. Walnut Street: o 1 crash involving a pedestrian (no existing crosswalks provided). This crash occurred as a result of a vehicle turning right from Walnut Street onto County Street during daylight with dry roadway conditions. Injuries were reported. Madison Street: o 1 crash involving a pedestrian (no existing crosswalks provided). This crash occurred during a dry, dark-lighted roadway. Injuries were reported. No fatalities were reported in this pedestrian cluster during the study period. Please refer to Figure 1 for a map of the pedestrian cluster locations and Appendix C for detailed crash information. FINAL Safety Issue #1: Roadway Layout Observations: The southeast corner curb radius for Spring Street and the northwest curb radius for Arnold Street are very large, resulting in a long crossing for pedestrians. Since the cause of both collisions at Spring Street was due to distracted driving, it is likely the motorist either didn t see the pedestrian or expected the pedestrian to complete the crossing before the vehicle reached the area. Potential enhancements: 1. - Evaluate the feasibility of tightening curb radii to provide a shorter crossing distance for pedestrians; 2. - Consider providing curb extensions to provide a shorter crossing distance for pedestrians. FINAL Safety Issue #2: Lack of Pavement Markings and Signing Observations: Existing pavement markings are in fair to poor condition, with markings missing for some intersecting side streets. Crosswalk markings are intended to guide pedestrians to the most appropriate place to cross. Without crosswalk markings, pedestrians may cross in a location which isn t appropriate. The following documents the existing condition regarding pavement markings (crosswalks and stop bars) and signing at the following locations within the pedestrian cluster: Spring Street: o o Crosswalk is not provided across Spring Street; One-way signs are missing (one-way roadway eastbound). Potential enhancements: 1. - Given the existing roadway width and the on-street parking on either side of County Street, consider installing "Share the Road" (W16-1P) signing and pavement markings to alert motorists and bicyclists of the shared travel lane. FINAL County Street Corridor (General): Safety Issue #1: Signing and Pavement Markings Observations: Stop signs and stop bars are missing from several side streets. In some cases where stop bars are provided, they are located far back from the intersection, causing vehicles to creep ahead to gain sight distance to turn onto County Street. In the instance where these stop bars are placed back to accommodate crosswalks, it is expected that the vehicle stops at the stop bar and then proceeds forward slowly to confirm an appropriate gap in traffic along the major street is available. If the stop bar is arbitrarily placed far back from the intersection with no accompanying crosswalk, compliance with the stop bar will likely not occur. Most street name signs along County Street (specifically the intersecting side streets) are small and barely visible. Several signs were observed to be non-compliant with the current Manual on Uniform Traffic Control Devices (MUTCD). Photograph No. 6 Existing Signing not compliant with MUTCD (typical) Existing pavement markings along County Street are limited to double yellow center lines; shoulders/on-street parking are not striped. Potential enhancements: 1. - Consider installing stop signs and stop bars that meet MUTCD standards at missing locations; 2. - Consider replacing all MUTCD non-compliant signs, such as the street name signs that are too small; 3. - Given the lack of pavement markings along County Street, consider striping shoulder/parking lanes to narrow the travel lane in both directions. FINAL Safety Issue #2: Pavement Condition and Maintenance Observations: The existing pavement is in poor condition within the project limits, with medium severity patching and significant severity cracking which has been sealed repeatedly. There is some patch work and crack sealing within the intersection for utilities, potholes and sidewalks that continue to disintegrate. Based on the crash reports received, several crashes occurred during icy/snowy roadway conditions. Potential enhancements: 1. - Consider repaving the corridor to minimize the abrupt swerving which may occur to avoid poor pavement conditions; 2. - Consider treating the roadways more frequently during icy conditions. Safety Issue #3: Drainage Observations: The existing catch basin bar type grates along County Street are parallel to the roadway. These types of catch basins are used throughout the County Street corridor and could create a potential hazard for bicyclists. Ponding was observed along the eastern side of County Street and at several corners throughout the project area. In addition, many existing catch basins are filled with trash. Although the historical collision data does not attribute any crashes to ponding, motorists may swerve abruptly to avoid these situations which could result in a collision. FINAL Safety Issue #5: Vegetation Observations: Overgrown vegetation and existing shrubs/bushes negatively impact sight distance at several side streets. Throughout the County Street corridor, existing trees located in the sidewalk do not provide an accessible ADA clearance. In addition, the tree roots are damaging the existing sidewalk in these areas, causing uneven levels and potential tripping hazards for pedestrians. In addition, curb reveals greater than 6 inches were observed, which can also be an unexpected tripping hazard for pedestrians. No painted shoulders or bicycle lanes are provided, which may force bicyclists to ride on sidewalks. During the RSA field visit, several teen cyclists were observed riding on the sidewalk. Potential enhancements: 1. - Given the existing roadway width and the on-street parking on either side of County Street, consider installing "Share the Road" (W16-1P) signing and pavement markings to alert motorists and bicyclists of the shared travel lane. Safety Issue #8: Lack of Pedestrian Accommodations Observations: There is existing varying width sidewalk on both sides of the roadway which is currently in fair to poor condition, with areas of broken cement concrete/asphalt. FINAL County Street and Rivet Street Intersection Crash Details and Overview: According to the MassDOT Interactive Crash Cluster Map, the intersection of County Street and Rivet Street is listed as a High Crash Signalized intersection ( ). During the study period of , there were 28 reported crashes. Approximately 32% were angle collisions (9 crashes), 29% were rear end crashes (8 crashes) and 29% were crashes involving a single vehicle (8 crashes). The remaining crashes included 3 sideswipe (same direction) collisions. The highest percentage of crashes occurred during 10am-12pm and 4pm-6pm periods. Approximately 22% (6 crashes) occurred during dark lighted conditions, and 25% (7 crashes) occurred during wet/snow/icy roadway conditions. 3 crashes involving pedestrians occurred during daylight with dry roadway conditions. 2 crashes were due to vehicles making a left turn from Rivet Street westbound onto County Street. The remaining crash involving a pedestrian occurred when a vehicle traveling northbound along County Street made a left turn onto Rivet Street. 1 bicycle crash that occurred during daylight with dry roadway conditions resulted in a bicyclist hitting a car due to inattention from the bicyclist. Of the 28 reported crashes, 10 resulted in personal injury; no fatalities were reported at the intersection. Please refer to Appendix C for detailed crash information. FINAL Safety Issue #1: Pavement Markings Observations: The County Street northbound and southbound approaches to the intersection consist of one general purpose lane, with no edge lane markings. Vehicles that are traveling through the intersection will attempt to bypass the turning vehicle on the right. When a vehicle attempts to make a left turn onto Rivet Street, cars squeeze around to go straight. There was 1 reported sideswipe crash on the northbound approach, which may be attributed to the lack of edge lane markings. Potential enhancements: 1. Consider providing edge lines for each approach to delineate lane usage. Safety Issue #2: Lack of Pedestrian Accommodations Observations: Crosswalks are provided for each approach to the intersection, although they are generally faded. The faded nature of these crosswalks may be a contributing factor to the 3 collisions involving pedestrians that occurred at this intersection (all occurring within a crosswalk). The existing crosswalks lead directly to vertical curbing at the northeast and southeast corners of the intersection. Existing wheelchair ramps that are provided are not in conformance with the current ADA/AAB and do not provide detectable warning panels. The 2 existing wheelchair ramps are apex ramps (1 ramp that serves 2 directions). Apex ramps provide a longer distance to cross, and also might lead pedestrians with disabilities into the intersection due to the angle of the ramp. The stop bar for the crosswalk on the eastern leg is partially missing, which may cause vehicles to stop short in the crosswalk. Pedestrian signals are not provided at this high pedestrian activity intersection. There is a church located at southeast corner, and the lack of pedestrian signals is a safety concern, especially considering there is a bus stop at this location. Page 24

In addition, the existing yellow and red clearance times appear to be too short. There were 9 reported angle crashes, which may have been caused in part by insufficient clearance times or permissive phasing only. Page 25

Potential enhancements: 1. - Consider providing at least one overhead mast arm if right-of-way (ROW) allows to increase signal visibility; 2. - Consider providing reflectorized backplates on the existing signals to increase signal visibility; 3. - Consider the installation of emergency pre-emption; 4. - Consider evaluating the yellow and all red clearance intervals to ensure that they meet MUTCD and ITE standards. Safety Issue #4: Signing Observations: A small No Turn on Red sign is provided only for the northbound approach. These signs are beneficial to pedestrian safety and could help prevent pedestrian crashes as they require motorists to come to a complete stop at an intersection. Potential enhancements: 1. - Evaluate the need for installing No Turn on Red signs for the remaining three approaches to increase pedestrian safety; 2. - Consider replacing the existing No Turn on Red sign to increase the size of the sign to increase awareness. FINAL County Street and Rockland Street Intersection Crash Details and Overview: According to the MassDOT Interactive Crash Cluster Map, the intersection of County Street and Rockland Street is listed as a High Crash Unsignalized intersection ( ). Rockland Street intersects County Street approximately 70 feet apart. During the study period, there were 14 reported crashes. Angle crashes were the most common collision manner (64% 9 crashes). The remaining crashes were rear end crashes (36% -5 crashes). The highest percentage of crashes occurred during the hours of 2-6 pm. 5 occurred during dry roadway conditions, while the remaining 5 occurred during either wet or icy roadway conditions. 36% (5 crashes) occurred during dark lighted roadway conditions. Of the 14 reported crashes, 6 resulted in personal injury; no fatalities were reported at the intersection. Please refer to Appendix C for detailed crash information. Although the historical collision data does not attribute any crashes to ponding nor poor pavement conditions, motorists may swerve abruptly to avoid these situations which could result in a collision. Safety Issue #2: Lack of Pedestrian Accommodations Observations: A church is located on the west side of County Street, just north of the intersection with Rockland Street. A faded crosswalk is provided across County Street (north of the intersection with Rockland Street), with only an advanced pedestrian warning sign for the southbound approach. Advanced pedestrian crossing signs and signs at the crosswalk are not provided for the northbound approach. This crosswalk leads directly to vertical curbing. RSA participants noted that there is no crossing guard on Sundays when church is in session. While limited parking is provided in the back of the church, a small parking lot is provided across the street. It was noted that several pedestrians will park in the small lot and use this crosswalk to attend Church. There have been no reported collisions at this intersection involving a pedestrian. Page 28

During the study period, 22 crashes were reported. Single vehicle crashes were the most common collisions at this intersection (32% 7 crashes). The remaining crashes included 6 rear ends, 5 angle crashes, 2 sideswipe (same direction) and 2 head on crashes. 14% of the crashes occurred during the 10am-12pm period, while 18% occurred during the nighttime hours of 8pm-10pm. 23% occurred during wet conditions, with 27% occurring during icy/snowy roadway conditions. 5 (11 crashes) occurred during dark lighted roadway conditions. Of the 22 reported crashes, 7 resulted in personal injury; no fatalities were reported at the intersection. Please refer to Appendix C for detailed crash information. There were 37 crashes reported during the study period. Angle crashes were the most common form of collision at this intersection (43% 16 crashes). The remaining crashes included 13 rear ends, 5 sideswipe (same direction), 2 crashes involving single vehicles and 1 head-on crash. The highest percentage of crashes (22%) occurred during the afternoon hours of 12-2 pm. 84% of crashes occurred during dry roadway conditions and 16% during wet conditions. 27% (10 crashes) occurred during dark lighted roadway conditions. However, given the width of the roadway, vehicles were observed treating the County Street approaches as two lanes; when a vehicle attempts to make a left turn, vehicles will attempt to pass turning vehicles on the right. This may have been a factor in the 3 sideswipe (same direction) crashes for the County Street approaches. The turning movement counts show considerable Union Street westbound left-turn movements onto County Street. Since there is no exclusive left-turn lane/phase, there are conflicts between these left-turn vehicles and Union Street eastbound vehicles traveling straight. In addition, 16 total angle crashes occurred at this intersection. The existing yellow clearance times for County Street and Union Street are 4 seconds, and the existing red clearance times for both roadways are 2 seconds, which may not be adequate at this intersection. Potential enhancements: 1. - Consider evaluating the yellow and all red clearance intervals to ensure that they meet MUTCD and ITE standards; 2. - Consider police enforcement during peak hours. Safety Issue #4: Parking Meters Observations: Two existing parking meters are provided in close proximity to the intersection (Union Street westbound approach and the County Street southbound approach) which limits the visibility of the crosswalks on these approaches when vehicles are parked at these spots. Potential enhancements: Consider eliminating these two metered parking spots if they are within 30 feet of the crosswalk. This is the minimum requirement at a signalized intersection, according to the Uniform Vehicle Code (UVC) and MUTCD. Page 36

A small No Turn on Red sign is provided only for the southbound approach. These signs are beneficial to pedestrian safety as they require motorists to come to a complete stop at an intersection. Potential enhancements: 1. - Remove the existing Vehicles Stop for Pedestrians in Crosswalk as it is not applicable; 2. - Evaluate the need for installing No Turn on Red signs for the remaining three approaches to increase pedestrian safety; 3. - Consider replacing the existing No Turn on Red sign to increase the size of the sign to increase awareness. The existing pedestrian signals do not have countdown heads. There were 2 crashes involving pedestrians in the crosswalk at this location. Potential enhancements: 1. - Consider constructing 2 ADA/AAB compliant wheelchair ramps at each corner of the crosswalk; 2. - Consider providing new painted crosswalks and stop markings. SUMMARY OF ROAD SAFETY AUDIT Table 2 lists each safety issue and the corresponding potential safety enhancements that were discussed at the road safety audit and within the previous section. The safety issues and potential safety enhancements are divided by location. For each observed safety issue and potential safety enhancement, the table includes the safety payoff, estimated time frame for completion, estimated construction cost, and the responsible agency. Safety payoff estimates are subjective and may be based on the relative percent of crashes that may be reduced by the enhancement; for example, low (<30 percent), medium (31 percent to 70 percent), and high (>71 percent).
