2 City f Virginia Beach Capacity Demand Mdel Technical Reprt Final Reprt Sectin 1 Intrductin and Purpse 1.1 Capacity-Demand Overview PROS prepared custmized sprts field asset facility standards with the PROS Capacity Demand Standards Mdel tm (CDSM). This prcess supprts evaluatin f the varius assets ability t meet current and prjected demand (scheduled utilizatin) with the existing capacity. The basis fr the PROS CDSM is quantifying current suggested capacity f assets and cmparing t current actual demand by individual usage. As an asset management and prgram planning tl directed t all levels f department administratin and staff, alng with legislative bards and cmmissins, the Capacity Demand Standards Mdel tm will identify and integrate the benefits f prperly managed assets that lead t better decisin making regarding athletic facilities. Priritized recmmendatins in the reprt address ptimal turf management strategies and effectiveness in field allcatin. This mdel addresses shrt-term and lng-term asset requirements based n current day usage patterns. Simply stated, capacity and demand may be demnstrated by a bathtub; the actual tub itself represents the capacity the ability t hld water. Demand equates t the substance that is released int the tub whether it be water, rcks, sand, r tys. If substance is flwing ver the rim, this signifies that the tub is abve capacity while a tub with substance belw the rim wuld signify that the tub is perating belw capacity. The CDSM was created in respnse t the cmmnly used NRPA standards which state ne (1) asset t X number f persns. PROS recgnized the inexactness f a standard based n a service area f the entire ppulatin when a particular asset s participatin base is strictly regulated by a minimum and maximum age. An example f this ambiguity is: Traditinal Asset Standard Apprach One (1) T-Ball Field t 5,000 Persns This standard implies that fr every 5,000 persns f the ppulatin there shuld be ne (1) T-Ball field This is an inaccurate prtrayal f the standard due t a very limited participatin base (5-6 years f age) in regards t the ppulatin as a whle PROS Capacity Demand Standards Mdel tm Apprach One (1) T-Ball Field t X, Year Olds The PROS Capacity Demand standard implies that each T-Ball field has an estimated service area f X,000 5 and 6 year lds This number is established by actual demand as it pertains t the individual asset Only thse persns aged five (5) r six (6) are applicable Based n participatin factrs by activity as it applies t each individual sprt field, capacity and demand service areas (ppulatin served by asset) were calculated and mapped t 1

In additin t graphical representatin f the equitable distributin f current assets via mapping, asset need in terms f additinal sprts fields was determined utilizing current assets available t the City f Virginia Beach. Frm the service area mapping and the crrelating detailed data, alternatives were develped t address areas where assets are needed r ptentially shifted frm an ver-served area t an underserved area. Capital, peratins, and maintenance csts can be applied t these alternatives and a cst-benefit analysis perfrmed t determine the ptimal recmmended slutin. 1.2 Reprt Organizatin The reprt includes three sectins: Sectin 1 prvides an verview f the field demand and capacity methdlgy. Sectin 2 explains the factrs included in the demand and capacity calculatins. Sectin 3 cntains an analysis f the data and recmmendatins fr the future, and Sectin 4 cntains the findings and recmmendatins. 2

Utilizing the Capacity-Demand Standards Mdel tm, capacity f the current facilities based n industry management practices by field type were calculated and cnverted t number f events (e.g. games, practices, special events, etc.) supprted, and ultimately number f persns the cmmn denminatrs when cmparing against demand. Accuracy f bth capacity and demand is dependent upn the accuracy and availability f detailed inventry f assets; basically, gd base data prduces gd utput data, and vice versa. Detailed user data by asset was prvided by the City f Virginia Beach and utilized fr the basis f the CDSM. 2.1 Capacity Capacity f an asset is defined as the maximum number f events (i.e. games, practices, special events), and crrespnding hurs and persns that an individual asset can service. T determine the capacity f each asset, usage factrs and guidelines fr ptimal turf management practices by field type (e.g. engineered, nn-engineered, synthetic, etc.) are determined based n industry accepted practices and PROS prfessinal experience and peratinal knwledge. The fllwing factrs are used t determine capacity: Asset infrmatin Type f asset/field Field cnstructin and amenities engineered/irrigated/lighted, etc. Usage/user data generally accepted ptential usages that ccur n the asset Type f usage (i.e. ftball, baseball, etc.) that wuld nrmally ccur at the asset Estimated number f lcal participants established by applying American Sprts Data, Inc. s Superstudy f Sprts Participatin survey data t the varius age segments that culd ptentially participate at the asset Average number f participants per team Average seasn lengths by ptential usage Capacity f current assets is based n usage factrs per individual asset type (e.g. all assets that are classified as Multipurpse Field Large > 300-ft). Due t the pssibility f multiple prgramming ptins at ne field (e.g. ftball, sccer, etc.) standards fr all event types fr assets with the same classificatins (Multipurpse Field Large > 300-ft) are applied t calculate the average number f events that is expected t ccur at the asset. PROS recgnizes that it is pssible fr an infinite number f events/activities t ccur at any ne asset; hwever, t mdel a dynamic cnditin with a static mdel standards were applied t each asset based n the ptential fr nrmally accepted usages t ccur at a specific asset. Therefre, capacity f multipurpse fields was based n the ptential t hst generally accepted events such as ftball, sccer, and lacrsse. Capacity fr diamnd fields was based n usages assciated with traditinal bat and ball sprts. 3

Regarding natural turf, as usage (seasns) prgresses, cnditins begin t deterirate. Cntinued abuse limits, if nt cmpletely inhibits, the recvery perid required t prvide a quality surface. Increased expsure t the elements has the ability t transfrm a natural turf surface int a hard, nn-frgiving base. Increased expsure t the elements cmbined with high impact use has the ability t transfrm a natural turf surface int a sub-par surface at best, and quite pssibly a safety hazard. Usage guidelines are based n industry accepted management practices by field characteristics and are integral t the quality and integrity f the playing surface. Due t the differing levels f intensities nrmally assciated with diamnd field versus multipurpse field assets, tw different usage guidelines are used fr natural turf fields. Diamnd sprts asset events (baseball and sftball) have the mst intense usage n the dirt/limestne/ther nn-turf infield surfaces, and minimum intensity usage n the turf surfaces. On the ther hand, multipurpse asset events (sccer, ftball, lacrsse, etc.) experience high intensity usage n cncentrated areas f the turf surface fr shrt perids f time befre cntinuing n t anther area f the field. These tw varying usages are the basis fr tw facility usage guidelines ne fr diamnd assets that allws fr a greater number f weekly events t take place and ne fr multipurpse assets that allws a lesser number f weekly events t take place. Asset surface characteristics include three types Synthetic, Engineered and Nn- Engineered: Synthetic manufactured/artificial surface which is designed t mimic natural grass in appearance, feel, energy absrptin and slide characteristics. This surface allws fr year rund activity and is nt affected by elements such as rain, which makes natural surfaces less r nn-usable. Synthetic surfaces are the nly asset surface type that benefits frm lighting; this is due t the artificial surface nt requiring rest t regenerate and lighting allws fr prgramming at all times f the day Synthetic surfaces will experience a shrtened asset lifecycle with increased usage (i.e. typical lifecycle under nrmal usage cnditins is 8 t 12 years) It is recmmended that synthetic surfaces are irrigated t help alleviate heat and assist in field cleanliness In extremely ht weather irrigatin will nt relieve heat Engineered a natural grass surface that has been prperly designed and engineered with extensive site wrk; field cnstructin includes prper sil/fill, grading, and drainage prfile t supprt a pre-determined sprt/field type. This type f surface is cmmnly used at clleges and prfessinal sprts facilities. Engineered surfaces typically include a sand base and require significant amunts f labr t keep in tp cnditin. 4

The surface is the least cstly t install and maintain, but it des nt hld up well with extensive levels f play due t the drainage, grading, and sil limitatins. Lighting n a nn-engineered asset nly cntributes t the cnvenience f use; Facility Usage Guidelines shuld be fllwed t allw fr adequate rest Irrigatin, rest between uses, and peridic turf care/replacement are necessary fr regeneratin f the natural turf surface PROS recgnizes that in sme instances such as turnament play certain assets may be utilized mre than the suggested Facility Usage Guidelines; this des nt hwever necessitate the adjustment f the usage guidelines. It is imprtant t cmprehend that the capacity f an asset the suggested usage is cmpletely independent f the demand actual usage. Guidelines cnsider the amunt f usage (i.e., number and length f events) a field can supprt and the crrespnding rest (i.e., nn-used time fr turf recvery) that is required based n the field characteristics (e.g., engineered vs. nn-engineered, irrigated vs. nnirrigated). These guidelines were custmized t the City f Virginia Beach based n lcal cnditins and cnsideratins including the level f demand fr athletic fields cmpared t the realistic availability f the City s assets in meeting the demands with the current inventry f assets. Weather cnditins als play a rle in usage guidelines. This wuld imply that in nrmal cnditins the area shuld nt experience a prlnged perid f freezing temperatures. Accrding t Childs Play Organic Lawns, temperature dictates whether the grass will phtsynthesize (make and stre energy) r respirate (burn stred energy). Cl seasn grasses, like Kentucky bluegrass, perennial rye, and fescue, are able t phtsynthesize in temperatures frm abut 55 t 80 degrees; they respirate in temperatures abve r belw. Even if a cl seasn grass is nt utilized, regular sweeping r remving f any frst r snw, and ther rutine maintenance during the cl seasns, will assist in natural turf vitality during these perids. Mst f the sprt field assets analyzed fr the Capacity Demand Mdel are classified as nn-engineered and nn-irrigated. PROS realizes that this practice is nt realistic fr the parks and recreatin cmmunity and des nt recmmend resting between individual usages. PROS recmmends that the cumulative rest perid the recmmended minimum hurs f rest per event be multiplied by the ttal weekly events be applied t an asset n a weekly basis. Ttal prgrammed usage hurs shuld nt exceed the average ttal weekly hurs f prgrammed events and the minimum ttal hurs f rest per week. Facility usage guidelines ttal recmmended hurs f weekly rest and ttal weekly event hurs are less than the ttal hurs available in a given week (168 ttal weekly hurs). This allws fr nn-prgrammed usage t ccur n the assets by cnstituents f the City f Virginia Beach while still allwing fr adequate rest and recvery. T quantify demand fr the varius assets, usage by type by each individual asset was defined. User/league data is the catalyst fr all demand calculatins. Demand is quantified by ttal individual participants registered fr each usage. Registered usage is cmprised f the mst recent usage recrds maintained by the City f Virginia Beach. Demand Factrs Demand is rganized by representative age segment and activity (e.g. 6 t 18 year ld females; yuth sftball). T accurately determine demand fr each asset, infrmatin was gathered pertaining t scheduling, number f users, age segments f users, and user/league names alng with usage guidelines fr each f the field types. 10 City f Virginia Beach Sectin 3 Capacity Demand Analysis Capacity Demand Mdel Technical Reprt Final Reprt The PROS Capacity Demand Standards Mdel tm analysis began by establishing a detailed inventry f the current assets t understand their suggested capacity t supprt the actual demand by the varius usages. The mdel calculates the capacity f the current facilities based n nrmalized ptential usage factrs (i.e., number f and type f events held; facility equivalents) and exemplary industry management practices by field type (i.e., number f events that an individual field can supprt withut serius degradatin cnsidering a variety f factrs such as whether the field is engineered, nn-engineered, synthetic, lighted, nnlighted, irrigated, etc.). Demand is calculated by cmparing the actual demand registered users against the ttal ppulatin as it relates t the age segmentatin and gender f the registered users. Prbable participatin f the user grup (registered users t ttal ppulatin) is then mapped in terms f ppulatin. 3.1 Asset Types - Definitins Each asset is defined by the type f field, nt the use that ccurs n that specific field. Fr example, rectangular sprts fields histrically utilized fr ftball, sccer, lacrsse, and field hckey are defined as multipurpse fields because f the limited develpment that is present that wuld inhibit a wide range f uses; these assets generally lack infield cututs (skinned infields) assciated with baseball fields, yet it is pssible t prgram a diamnd sprt usage at a multipurpse field asset. 11 City f Virginia Beach Capacity Demand Mdel Technical Reprt Final Reprt 3.2 Asset Utilizatin With the assistance f City management and staff, PROS was able t assemble asset inventry and detailed usage f athletic fields in City bundaries City wned assets available fr City sanctined activities, leagues, and rentals (Figure 1). Inventry is depicted by asset type and assciated park/site classificatin. Frm this base asset inventry the scheduled usage f each asset was identified and rganized by seasn. Neighbrhd parks have a ttal f thirty-fur (34) assets spread amng three asset types small and large diamnd field assets and small multipurpse field assets. Special use areas have a ttal f twenty-three (23) assets, including large and small diamnd field assets and large multipurpse field assets. Prgramming ccurs at the majrity f the available assets during each f the three seasns, with the third seasn receiving less prgramming than the first r secnd seasns (Figure 2). The Sftball 220-ft fence radius assets are utilized at 87.5% during each f the three seasns. A cmplete listing f asset utilizatin by asset type is presented in Figure 3. All three seasns experience a large amunt f pure asset utilizatin with 64 ttal assets in use during the first seasn, 64 in use during the secnd seasn, and 62 ttal assets in use during the third seasn. 11

The purpse f the mdel is t assist in the managing and planning f assets t meet the demand f the users. PROS des realize that althugh a particular asset may demnstrate excess capacity, the desirability f the available time may be lw this is true in the case f many early mrning and late afternn/late evening time slts. Capacity-Demand is measured fr three seasns. The 1 st seasn falls between January and May with the majrity f prgrams ccurring March thrugh May. The 2 nd seasn falls between June and August with the majrity f prgrams ccurring June thrugh August. The 3 rd seasn falls between September and December with the majrity f usage ccurring between September and Nvember. The current asset capacity, demand, and requirements are presented in Figure 4 n the fllwing pages. Based n the current asset utilizatin by seasn actual demand cmpared t suggested capacity by asset type the number and type f additinal assets needed differs fr each seasn.
