Hw is it perfrming tday vs. hw it may perfrm tmrrw? Better understand when these lcatins wuld be likely t fail. If we have intersectins that fail within the first year r tw f the prject, it will result in an adverse effect n the prject. TIF Traffic Impact Fee hw will this impact the prject Arterial impact Clumbia Center Bulevard, Canal Lcatin f the prperty Bypass trips frm Deschutes hw we view the rad tday vs hw it will be impacted tmrrw Intersectin f Deschutes & Yung Idea f creating a new rad access int the Vista Field area. This is an dd cnfiguratin with challenging angles. This may lend itself better t a rundabut rather than a traditinal intersectin. We re interested in trying t get it right t ensure that the traffic plan manages the grwth apprpriately. TIF $900 per trip fee shuld be just ver $2 millin. There is als a nte abut credit given based n wrk dne n anther TIF eligible prjects. TIF eligible prjects in the Vista Field vicinity are Clumbia Center Bulevard (including intersectin imprvements) between Quinault Avenue and Deschutes Avenue and the specific intersectin f Clearwater Avenue and Kellgg Street. #1: Nrth Clumbia Center Bulevard & SR 240 Westbund Ramps Lane vlume is verwhelmed. Shuld pint this ut t WSDOT. Need t review whether it simulates better. This is within the state limited access, s this is a state signal. WSDOT will need t weigh in n the study as a whle. Westbund has tw turn lanes where nly ne is practical fr thrugh traffic. WSDOT may be interested in this. N mitigatin prpsed. Suggestin: Reach ut and engage with WSDOT t share the study nce the team is cmfrtable with the results. The imprvement might be t this intersectin r adding a center turn lane further dwn Quinault Ave fr businesses n the east side. Eastbund left turn lane is verwhelmed ften, s widening the intersectin n east and west side by a full lane may imprve peratins. Optinal left thrugh lane may be a pssibility fr the new eastbund lane. CCB is intended t be three lanes in each directin. Sme f the nrthbund/suthbund right turn lanes alng CCB may becme business access r bus lanes t keep the capacity ging. Mst immediate cncern is prximity t Clrad. Decent amunt f turning and thrugh traffic n Grandridge Blvd. Pssible slutins t address the clsely spaced intersectins alng Grandridge Blvd. limiting nrthbund/suthbund mvements r signalize Grandridge Blvd & Clrad St. Westbund apprach is nw tw lanes with split phasing. As part f ptential slutins, we need t attempt t add an eastbund left turn lane and cnvert the signal t 8 phases. Mdifying intersectin t 8 phases is imprtant t imprve verall intersectin peratins. Imprtant t address this intersectin within 3 5 years.. First phase f Vista Fields develpment runs entry radways between Deschutes & Grandridge, s this imprvement prject will be imprtant as a primary rute t the prject t ensure success f Vista Fields per Prt f Kennewick. Level f Imprtance: #1 pririty prject fr all external intersectin is the cmbined slutin fr this intersectin/intersectin #10. #7: Nrth Clumbia Center Bulevard & West Deschutes Avenue Westbund apprach ges t LOS F, s imprvements nted by the city are n that apprach. Mst impactful: Westbund right turn lane. Secnd left turn lane will be a challenge t add at any time. Width may be a cncern and Delaware is in clse prximity. Westbund apprach is frecast t fail, s this intersectin is a pririty fr imprvement. If the imprvement is ging t be dne fr this intersectin, let s fix the intersectin hlistically nce t minimize disruptin. Westbund leg needs a right turn lane and a secnd left turn lane. Level f Imprtance: #2 pririty prject based n current Vista Fields phasing cmbined with frecast intersectin peratins. Suggest this is a frnt end lad and credit the TIF as yu g. By cmpleting prjects 6 & 10 tgether (Grandridge Blvd at CCB and at Clrad), there is a level f service issue and a site distance that culd be reslved. This will begin t address the queues that cmmuters are beginning t see tday.

48 Fr prjects 6/10, creating a right in and right ut nly at Clrad pushes trips further int the Vista Field develpment and has the ptential t create ther issues at Okangan and/r at Deschutes. By adding a left turn lane n Grandridge (prject 6), the cst may be higher than prjected due t right f way issues. This pens space fr queued vehicles and prvides fr mre efficient, 8 phase signal peratins. #10 prvide Cuncil ptins Signal versus curb. This needs t be mdeled. Parametrix will rerun the mdel and cst prjectins left and thrugh n Grandridge then partial curb that allws lefts n Clrad ging Nrth/lefts n Clrad ging suth. This will need t include the affected 5 r 6 intersectins. Mdel each t determine when the curb may need t be installed. Right f way assumptin if grund is $8 psf, assume $12 nce purchase grund, legal, etc. Assume Prt wuld have the respnsibility t develp the plans, and a TIF credit wuld cme back fr the apprpriate prtin. Deschutes at CCB Prject 7 Add westbund right turn and create a secnd westbund left turn lane. Likely curbing in frnt f the car wash between CCB & Delaware Street. Crssing t many lanes with duble left, s need t install curb. Curb is fr the car wash area. Suggesting using rundabut at Deschutes and Yung (Prject 14) as a U turn rute t enter the site due t the curbing. This desn t happen until later based n develpment. Drivers wanting t make an utbund left turn will have t g right and g arund t CCB and Grandridge, but is nt a majr mvement. The rundabut at Deschutes and Yung shuld happen cncurrent with the signal mdificatin. Prjects 7 & 14 cme in cncert. In prject csts, plan design, cnstructin and right f way. Yu ll ntice there are tight curb radii in areas where there is n street parking. There is an effective radius f 35 (i.e. drpping parking n each side befre the intersectin). Effective means vehicles will nt be turning n tight radius. There is an effective radius that s larger because f the parking areas and yu re nt hugging the curb line as a result. Where there is less than 20 due t parking n bth sides, we prpse t create staging areas t set up and pull hse. In mst cases, this is 12. In Appendix D f the fire cde, anything ver 75 is cnsidered a high rise. The market that the prt plans is 2 r 3 flrs. Are the rads actually a fire lane? Sme rads may nt be fire lanes. With the alleys, there are 2 ways t attack every structure. Staging may wrk fire department will review. If every building is sprinklered, this gives the develper a lt f leeway. Infrastructure and cnstructin design ptins are permitted when fire sprinklers are prvided thrughut the develpment. These are the three mst imprtant exterir intersectins, here s what the analysis is, and here s hw the analysis wrks. Here s what we think the imprvement is, this is a planning level estimate, this is the percentage we agree t, and this is the timeline we envisin.

A KMC allws averaging level f service, and a KAC allws lking at a single leg. At CCB, it s an existing issue primarily. This is a planning level estimate rather than a level f magnitude estimate. This gives the team a sense f scale, but when the prjects actually ccur, they may be in excess f these numbers. Labr csts are ging up, material csts are ging up as well, and we anticipate that asphalt verlay in the future may g up again. These are the best educated prjectins by Parametrix and give the team a ballpark. Analysis shws that there is mitigatin required n specific legs. Percentages n CCB are prbably clse, but we need t determine pririty: 1. CCB & Grandridge (2 years after beginning f develpment r start f 3 rd year. This includes the Clrad cmpnent.) 2. Deschutes & CCB (Year 4 r 5) 3. Edisn & Canal (Year 6 r 7) We need t determine when are these needed and include these timeline as a guide with the investment in the agreement develped between the city and Prt. City wuld reserve the right t mnitr and determine if the prblems develp sner r later and then adjust the schedule f implementatin as dictated by actual cnditins. External entryway prjects: 1. Rundabut ff Deschutes & Yung Prt agrees that this is 100% Prt develpment cst. 2. Suth entry int site ff Deschutes Prt agrees that this is 100% Prt develpment cst. 3. Entry at Quinault & Kellgg Prt believes this is a percentage due t the UPS, ther traffic that is already a part f this area. This intersectin barely fails in n build and has pssible lw cst mitigatins with a right turn lane and receiving left turn acceleratin lane, but with Vista Field adding a furth leg, the intersectin fails badly. Agreed it will need a traffic signal r rundabut with Prt respnsible fr 75% f a traffic signal 4. Entry at Grandridge (cutting rad ff and cming in at the scissr) Prt agrees that this is 100% Prt develpment cst. The city f Kennewick wuld never develp these, s these shuld be Prt f Kennewick csts. Likely frnt end. Financing TIF dllars can be set aside t reinvest and reimburse the Prt fr part f the investment.
