3 1 Intrductin 1.1 Alberta s Traffic Safety Plan: Saving Lives n Alberta s Rads The Alberta gvernment has taken n the challenge f imprving traffic safety by mving ahead with a cmprehensive, made-in-alberta Traffic Safety Plan. The success f this plan will nly be achieved thrugh the cntinued effrts f many traffic safety stakehlders. It will be designed t engage individuals, cmmunities, municipalities, and industry and stakehlder rganizatins as partners. Alberta s Traffic Safety Plan: Saving Lives n Alberta s Rads (TSP) is a cmprehensive strategy designed t reduce traffic-related deaths and injuries in the prvince. It utlines key initiatives t help prevent mtr vehicle cllisins, build safer rads, establish and enfrce traffic laws, and better educate all Albertans abut traffic safety. The TSP was develped in respnse t the 2004 McDermid Reprt, Saving Lives n Alberta s Rads: Reprt and Recmmendatins fr a Traffic Cllisin Fatality and Injury Reductin Strategy. The McDermid Reprt was the result f an independent review f the gvernment s traffic safety prgrams aimed at finding the mst effective ways t change driver habits and reduce cllisins. The TSP supprts Canada s natinal Rad Safety Plan, Rad Safety Visin 20. The plan cntains an verall ambitius, quantitative target, in additin t several subtargets that fcus n specific, critical areas f rad safety. Given that respnsibility fr rad safety is shared amng several ministries and a variety f key public and private nn-gvernmental agencies in the prvince f Alberta, crdinating effrts t imprve rad safety is very challenging. Majr gains in cllisin reductin will result frm a cmbinatin f fcused safety imprvements t the driving envirnment (engineering); targeted, fcused and enhanced enfrcement interventins, including an effective set f enfrceable and apprpriate traffic laws; and a cmbinatin f a variety f cmmunicatin activities (Rad User Educatin). Mst f the targets in the TSP cannt be achieved withut substantive behaviur change n the part f drivers, passengers and ther rad users. Experience and research has shwn that a cmbinatin f enfrcement, engineering and educatin is an effective, and in sme cases, the best way t influence behaviur change. 1.2 The Office f Traffic Safety The Office f Traffic Safety (OTS), established within Alberta Infrastructure and Transprtatin leads this multi-jurisdictinal initiative t imprve traffic safety in Alberta by reducing deaths and injuries due t mtr vehicle cllisins. The OTS will enhance cllabratin amng all traffic safety partners including law enfrcement, educatin and engineering rganizatins t imprve traffic safety. ATSP Page 1

4 1.3 Purpse The OTS reprts functinally t the Deputy Minister and administratively t the Assistant Deputy Minister, Transprtatin Safety Services Divisin. As well, the OTS maintains relatinships utside f the Department with ther Ministries n a crss-ministry basis, and with ther partners and stakehlders in implementing the TSP. Staff within the OTS prvides: Leadership and crdinatin; Effective cmmunicatins; Cmmunity traffic safety; Public educatin and awareness; Research and evidence-based decisins; Crdinated and sustained enfrcement; Legislatin based n best practices; and Safety based engineering practices. The mandate f the OTS is t establish a prvincial mechanism t prvide leadership, directin, crdinatin and evaluatin f rad safety initiatives in Alberta. The OTS will ensure that the Alberta Traffic Safety Plan is cnsistent and supprts ther significant Alberta strategies such as the Framewrk fr a Healthy Alberta, Wrk Safe Alberta Initiative, Alberta Injury Cntrl Strategy and the recmmendatins emerging frm the Abriginal Traffic Safety Summit. The next phase f the TSP is the develpment f The Traffic Safety fr 2007 t 20. This plan identifies the activities t be undertaken in the shrtterm, ver the next ne t three years as well as supprt sme f the gvernment strategic bjectives, specifically imprve Albertans quality f life and prvide safe and secure cmmunities. Embedded within the plan are the principles f Cmmunity Mbilizatin. The purpse f the Traffic Safety is: T ensure that all stakehlders wrk cperatively t meet prvincial targets; T identify interventin pririties, including legislative changes; T ensure that actin items are fcused n psitive results; T identify implementatin arrangements that maximizes effrt; T identify the cmmunicatin requirements at the prvincial and lcal level; T establish ther gaps and/r needs in educatin, surveillance, plicy and infrastructure supprt (i.e. human, financial, infrmatin); and T establish a perfrmance evaluatin prgram that can indicate prgress twards the identified targets. 5 1.4 Terms f Reference s The Terms f Reference are drawn frm the apprved TSP implementatin plan t develp a detailed three-year actin plan fr specific initiatives, including: A detailed traffic safety actin plan; A cmmunity mbilizatin plan; and An peratinal apprach and delivery mdel design. 1.5 Guiding Principles Rad Safety Management Capacity Safety management systems are undeniably cmplex, but their capacity can be readily reviewed acrss three best practice dimensins: their fcus n results, the safety interventins in place and the verall implementatin agreements. Cmmunity Develpment and Mbilizatin Initiative The Cmmunity Develpment and Mbilizatin Initiative is intended t empwer the cmmunity, increase r facilitate cmmunity wnership, strengthen cmmunity actin and c-rdinatin, and ensure healthy and safe envirnments. T this end the purpse f the cmmunity develpment and mbilizatin initiative will: Encurage and facilitate the develpment and implementatin f sustainable cmmunity led initiatives t meet prvincial targets; Fster crdinatin f traffic safety initiatives undertaken by ther stakehlders, such as the law enfrcement cmmunity, engineers, health, vlunteers and a variety f cmmunity grups; Invlve Abriginal cmmunities (First Natins and Métis) with the gal f strengthening cmmunity actin and crdinatin; Educate cmmunity residents and rad users abut the imprtance f traffic safety issues; Identify and supprt existing partnerships that have been created in supprt f traffic safety initiatives; Develp and nurture further partnerships with schls, clleges, universities, health, and ther rganizatins in the undertaking f traffic safety activities; and Include industry sectrs as partners in traffic safety. 6 Crprate Mbilizatin It is vital that industry and emplyers are prvided with pprtunities t enhance the safety f their emplyees, bth n and ff the jb. This strategy applies t cmmercial fleets bth rural and urban. This strategy will als include crprate messages and crprate challenges. Partnerships N ne rganizatin has either the resurces r the mandate t undertake all traffic safety prjects in a prvince r a cmmunity. Furthermre, because the scpe f ptential prjects is diverse, it needs t be addressed by a wide range f stakehlders. Therefre it is imprtant t wrk with and supprt existing cmmunity initiatives, as well as cperatively develp new prgrams and initiatives. This requires a netwrking apprach, prmting cperatin and resurce sharing amngst stakehlders. Critical as well is establishment f a strng partnership with Abriginal rganizatins First Natins and Métis. Als, it will be vital t partner with the Oil and Gas Industry, wh have already begun t prmte their rle as an imprtant partner in saving lives n Alberta rads. Traffic Safety Clients Fr the purpse f this plan, traffic safety clients cmprise the Premier, Minister and Deputy Minister, as well as ther divisins within Alberta Infrastructure and Transprtatin. Health prmtin The Framewrk fr a Healthy Alberta builds n a fundatin f initiatives develped by the Gvernment f Alberta, which address health determinants factrs that affect public health. The framewrk includes a target that requires mre Albertans take steps t prevent injury - particularly as a result f mtr vehicle cllisins. The supprt f Reginal Health Units is implicit in mst strategies. Pririties The targets are indeed aggressive. Therefre, it is vital that pririties be set. The applicatin f sme f the interventins fr the sub-targets is at varying degrees f implementatin and effectiveness. Sme require mre research, while thers await substantial budgetary investments, i.e. majr rad safety engineering interventins. It is therefre recmmended that in the first year f this plan ne, significant resurces, bth human and financial fcus n: Increasing the use f seat belts and child safety seats fr all vehicle ccupants; Implementing an effective speed management prgram; and Deterring, apprehending and cnvicting impaired drivers. 8 Data needs Key t effectiveness in peratinalizing this plan is the availability f cllisin data that is accurate, timely, cmprehensive, cnsistent and current. The Traffic Safety Data Cllectin Prject, which autmates the cllectin f traffic safety data at the scene f an event, is currently being pilted. Once the pilt phase is cmpleted, this prject will be expanded with a gal twards full implementatin. Actins will be based n evidence f best practice, natinally and internatinally. Data will be used t: Identify traffic safety issues and devise cuntermeasures, implement and adjust crdinated Cmmunity Mbilizatin strategies, undertake cst/benefit analyses, priritize high cllisin lcatins and crridrs, develp targeted educatin and enfrcement campaigns, develp safety perfrmance functins, mnitr and evaluate the effectiveness f imprvements and respnd t public cmplaints and media enquiries. Cmmunicatins Effective cmmunicatins is integral t the success f the Alberta Traffic Safety. A strategic cmmunicatin plan will be develped cmprising tw (2) distinct cmpnents. Firstly, a cmpnent will be designed fr high-level decisin makers, inside and utside gvernment, such as pliticians, educatrs, health prfessinals, media and ther newsmakers abut the imprtance f the Traffic Safety Plan. Secndly, an nging cmmunicatins cmpnent will ensure that all Albertans are prvided pprtunities t be aware f imprtant traffic safety issues. Mnitring and Evaluatin Mnitring and evaluatin f the perfrmance f the Alberta Traffic Safety Plan is crucially imprtant. Careful mnitring enables prgress t be measured, enables under-perfrmance t be identified and addressed, and identifies emerging prblems. The will include verall perfrmance indicatrs t measure perfrmance relative t verall targets and perfrmance indicatrs fr each f the sub-targets. Imprved cllectin and interpretatin f crash, behaviural and attitudinal data is needed t mnitr the prgress f the traffic safety plan. Training needs in Changing Transprtatin Changing ecnmic, demgraphic, technlgical, and ther factrs are impacting the entire transprtatin sectr. Amng the mst critical is the changing wrkfrce - driven by retirements, high turnvers, cmpetitin fr wrkers and new directins. These dynamics have impacts n the prfessinal capacity f the transprtatin wrkfrce, in terms f sustaining traditinal knwledge and skills and acquiring new nes t meet the demands f changing transprtatin. This will need t be addressed in the Traffic Safety. ATSP Page 6

10 2 Three Year 2.1 Overall Plan Establish a mechanism fr leadership and crdinatin, vis-à-vis the Office f Traffic Safety (OTS). The OTS, champined by Alberta Infrastructure and Transprtatin, will crdinate the wrk f the internal and external stakehlders as well as clsely link t the departments f Slicitr General and Public Security, Justice and Attrney General, Health and Wellness and ther prvincial gvernment departments. Ensure strng partnerships are maintained and enhanced, particularly amng law enfrcement (including a supprtive legislative framewrk fr traffic safety laws), educatin, engineering, health and ther cmmunity stakehlders. Establish the Alberta Traffic Safety Enfrcement Cmmittee that will include representatin frm the RCMP, Municipal Plice, Cmmercial Vehicle Enfrcement and the Slicitr General, Alberta Sheriff Highway Patrl t ensure cnsistency and an integrated apprach t frmal Selected Traffic Enfrcement Prgrams (STEP). Increase and imprve crdinatin amng stakehlders fr enfrcement peratins with targeted cmmunicatin and educatin activities. Include a traffic safety plan r initiative addressing the Abriginal cmmunity (First Natin and Métis). Five f the 16 Reginal Traffic Safety Crdinatrs will assist Abriginal cmmunities in addressing traffic safety issues in their cmmunities. Expand the cmmunity educatin prgram since psitive changes in rad safety behaviur ccur at the cmmunity level. Increase resurces fr enfrcement activities, thrugh the Alberta Sheriff Highway Patrl prgram, that will be used t address targeted traffic safety prgrams thrughut the prvince. Implement targeted effrts t ensure all verdue traffic-related fines are paid, with the gal t prmte increased cmpliance with rules f the rad and prvide Albertans with safe and secure cmmunities. Create a perfrmance management framewrk and screcard that will ensure cnsistent and targeted fcus n apprpriate interventins. ATSP Page 8
