In side, the party was un der way where guests en joyed an ar ray of fruits, rolled meats with crack ers and cheese. There was a big crowd of guests be cause a num ber of res i - dents came on the Weisbrod bus from the Ex - tended Care Unit to en joy the party. The Prai rie Pines staff had dec o rated the din - ing area and en try with lovely Ori en tal lamps, hang - ing nets with sea shells, life size palm trees and a hula (719) girl as well as a large is land scene for photo tak ing. Out side, a big crew of men, Doug Uhland and his sons, Da vid Kraft and two of his sons, Mike Lening, A.J. Bolin, em ployee, Charles, and Chris tina Wolf, and other men were lay ing sod grass around the walk ways and ga zebo in the Do ris Johnson Memorial Park area. There are spaces for flow ers in the fu ture. It is truly go ing to be so lovely. Rod and Sharon John son and Doris other families will be pleased that her gift is com ing to fru ition. I met Ms Brandee who is open ing the new True West ern Cloth ing Store in the former Glaida Craven Art Gallery on Highway 287 and Main in Kit Car - son. She said that her grand open ing is this week, Sep - tem ber 1-2 dur ing Kit Car - son Days. She is giv ing out a num ber of prizes. 6 Government Ki owa County Commissioner's Meet - ing Au gust 10, 2017 Ki owa The Ki owa County Commissioner s Regular meet ing was called to or - der on Au gust 10, 2017 at 9:00 a.m. by Chair man Rich ard Scott. Com mis - sioner Oswald opened the meet ing with prayer and the Pledge of Al le giance. Those in at ten dance were: Rich ard Scott, Chair man Cindy McLoud, Com mis - sioner Don ald Oswald, Com mis - sioner Tina Ad am son, County Administrator The County Clerk, Delisa Weeks, was ab sent so the min utes were taken by the Administrator. Scott moved and Oswald sec onded the mo tion to ap prove the min utes of the July 27, 2017 meet ing with the cor rec tions. All Commissioners voted affir - mative. Scott moved and Oswald sec onded to ap prove a pol icy for min utes which re quires the min utes to be com pleted and ed to the Commissioners the day fol low ing each meet - ing for their re view and un - official approval with final ap proval at the next reg u - lar meet ing. All Com mis - sioners voted affirmative. McLoud moved and Oswald sec onded the mo - tion to ap prove the vouch - ers as pre sented. All Com - missioners voted affirmative. Scott moved and McLoud sec onded the mo tion to ap prove the Agenda with the following additions; OLD BUSINESS: Sr. Ce - ram ics and Si rens, NEW BUSINESS: NPS Task Agree ment, Green Liv ing, Fair grounds 2018 Bud get, and West End Rec re ation District Resignation. All Commissioners voted affirmative. OLD BUSINESS: GRANTS: The FASTER Grant for the New Tran sit Van is in pro cess and we hope to pur chase the new van in Sep tem ber or Oc to - ber. Oswald has at tended the contractor meetings for the Murdock Pro ject and gave an up date on the prog ress. Oswald moved and McLoud sec onded to ap prove the WCG change or der #001 in the amount of $4, for the Murdock Pro ject. All Commissioners voted affir - mative. Social Services Update: Den nis Pearson in quired about the work re quire - ments dur ing fair. He re - ported that Aud rey John - son filled a po si tion on the Task Force for Child Wel - fare Worker Re sil iency. The Commissioners agreed that this was a noteworthy accomplish - ment for her. He pre - sented the CORE Ser vices 2017/18 Plan for ap - proval. McLoud moved and Oswald sec onded to sign the con tract. All Commissioners voted affir - ma tive. Also pre sented for ap proval was the Healthcare Pol icy and Fi - nance Incentive Contract. McLoud moved and Oswald sec onded to ap - prove the con tract. All Commissioners voted affir - mative. JC Carrica en tered the meet ing at 10:00 to give an up date for South east Health Group. Some of the top ics he re viewed are; 6 KiowaCountyPress.net September 1, 2017 opioid addiction medica - tion availability, chronic pain treat ment, pa tient ed - ucation, and psychiatric bed avail abil ity. JC re - viewed their pro ject to part ner with CU to pro vide psychiatric beds and a co-oc cur ring detox that fo - cuses on the ho mi cidal and suicidal population that don t meet re quire - ments for other pro grams. They have plans for a cen - ter where there would be 6 beds for high risk be hav - ioral health detox and six psy chi at ric beds. They are look ing into ob tain ing a unique and af ford able modular building (mobile of fice) that would pro vide for these types of ser vices and fit into their cur rent cam pus. South east Health Group is cur rently serv ing 6 cli ents in Ki owa County. They will also work with the schools to help iden tify kids with trauma. At 10:30 Scott moved and Oswald sec onded to re - cess the reg u lar meet ing of the BOCC and en ter into the Board of Health meet - ing. All Com mis sion ers voted affirmative. At 11:35 the reg u lar meet ing of the BOCC re - convened. Jeramy McNeeley gave an up date for the Ex ten sion Of fice. Items dis cussed were location options for the 4-H meet ings and whose insurance covers Jr. Livestock equipment kept at the fair grounds. It was de ter mined that Jr. Live - stock would need to pro - vide their own in sur ance coverage. At 11:50 Allen Watts en - tered the meet ing to dis - cuss re pairs for the mower tractor. The meet ing was re cessed for lunch at 12:04 and re - con vened at 1:00pm. Mike Crain en tered the meet ing at 1:00 to dis cuss needs for a trac tor at the fair grounds. Jack Howard en tered at 1:10 and it was agreed that he would try to have a trac tor avail able for main te nance to use on Fri - days. Mike ex ited the meeting. Land fill: The op tions for the life of the land fill were dis cussed. Con ver sa tions with the en gi neer sup ports keep ing the Eads land fill open ver sus turn ing it into a trans fer sta tion. Plan ning & Zon ing: Ad - am son re ported that the Board adopted the re vised solar regulations from Alamosa County. We will use the 1041 per mit pro - cess for solar installations. There has been no in ter est in the Se nior Ce ram ics Co - or di na tor po si tion for Eads. The Emer gency Man ager is still work ing with Ad ams Elec tric to try to get the si - rens in Towner and Haswell re paired. NEW BUSINESS: Re ports were re viewed and signed. One time off re quest form was pre sented. Oswald moved and McLoud sec - onded to ap prove the re - quest. All Com mis sion ers voted affirmative. Oswald moved and McLoud sec onded to sign the Cost Allocation Plans for Pub lic Health and the Department of Social Services. All Com mis sion ers voted affirmative. There was one bid sub mit - ted for the 2007 Dodge Durango in the amount of $ McLoud moved and Oswald sec onded to ac cept the bid from Nick Aguilar. All Com mis sion - ers voted affirmative. Oswald moved and McLoud sec onded to ap - prove the Ki owa County Treasurer s Abatement Request for Donna L. Wygle Rev. Trust, Barbara A. Keener Trust, and Beverly Robertson for an errone - ous as sess ment on a der e - lict mo bile home. All Commissioners voted affir - mative. The Commissioners re - viewed the Vet er ans Of fice in crease in fund ing from the State of Col o rado. This information will be used for the 2018 bud get. Scott moved and Oswald sec onded to sign the NPS Assurances Agreement for participation in govern - ment pro grams. The two re quests for green living regulations in Ki owa County were re - viewed. These ques tions have been re ferred to Seth Odette of PCPHE for sep tic regulations. The Commissioners will have Mike Crain start get - ting es ti mates for the grandstand bleachers and ADA compliant restrooms at the fair grounds for the up com ing GOCO grant. Oswald moved and Scott sec onded to ac cept the resignation from PJ Lessenden for the West End Recreation District. All Commissioners voted affirmative. The Commis - sion ers ex pressed their ap - pre ci a tion for her years of ser vice. Ad am son will ad - ver tise the va cant po si - tions for the boards. 10 School - Youth - Com mu nity CDL training to be offered this September Kristin Lub bers This September 23, Lamar Community College will be of fer ing a one-day, noncredit course for those interested in obtaining their CDL licensure. The train ing will be held 8:00am to 6:00pm at the LCC Equine Center. This is a train ing, not the of fi cial CDL exam. It will cover the writ ten test, pre-trip test, and the driv - ing test it self. The class will be taught by Oran Packard, an in struc - tor who pre vi ously ad min - istered the official test. Through his ex per tise, stu - dents who com plete this course should be pre pared to take the of fi cial test and pass with out issue. The cost to at tend the train ing is $175. 12 Obituaries David Norris Harrison (De cem ber 17, July 19, 2017) Da vid Norris (Dave) Har ri - son passed away on July 19, 2017, in Wich ita, KS, from complications of Alz - heimer s disease. Dave was born in Clovis, NM, on De cem ber 17, 1941, to Da vid A. and Beul ah Norris Har ri son. He moved to Eads in 1954 from Quanah, Texas. In 1960 he grad u ated from Eads High School and re ceived his college education at Col o rado School of Mines in Golden. Dave grad u ated from Mines in 1964 with a degree in Petroleum Refin - ing En gi neer ing. Dave mar ried Diann Scroggins, his high school sweet heart, on June 24, 1962, at the First Chris - tian Church in Eads. They just cel e brated their 55th wedding anniversary. After graduating from Mines, Dave be gan his en gi neer - ing ca reer in Texas. He was em ployed by var i ous chemical companies: Phillips Petroleum, Celan - The o dore Ted Glenn Dolph (June 1, Au gust 11, 2017) Theodore Glen Dolph Ted was born on June 1, 1950 in Ft.
