1 NORTHERN VIRGINIA JUNIOR CYO (NVJCYO) TRACK AND FIELD SETUP AND RULES (rev Fall 2014) GENERAL INFORMATION The fllwing rules are the fficial NVJCYO Track and Field rules. These rules supplement the standard Virginia State High Schl Track and Field ("State") rules as gverned by the Natinal Federatin f State High Schl Assciatins ("Federatin") and shall gvern in the case f an incnsistency with State r Federatin rules. Starting a running prgram des take sme wrk but with the supprt f yur schl/parish it des nt have t be cmplicated. The first thing is t cntact yur Parish Representative t the NVJCYO, and let him/her knw f yur desire t rganize/cach a team. Parish representatives are n the NVJCYO website. Next is t let the principal and PE teacher knw what yu are trying t d, and get their supprt. Schls that have the PE teacher behind them tend t have gd turn uts fr the team. FORMS NEEDED Medical Frm, Participant Frm (See ELIGIBILITY A child is eligible t participate in the meet if she/he is: in grades 3, 4, 5, 6, 7, 8 (Fall and Spring) and is enrlled in and attending either yur parish schl r Religius Educatin prgram (CCD). MEETS We nrmally hld 2 track meets per schl year Spring (April r May) and Fall (Sept./Oct.) and ne Crss Cuntry meet (Nv.). Meets are typically scheduled t be cnducted ver ne weekend. Saturday the 5th 8th grade girls and bys starting in the mrning and running thrugh late afternn. Sundays will be the 3rd and 4th grade girls and bys staring midday and cntinuing until cmpletin. Yu are nt required t enter every grade. ANNOUNCEMENTS A ntice will be sent ut t all the previus meet caches and all the parish representatives letting them knw the date f the next meet. We recmmend that yu put an annuncement in yur schl newsletter, send a flyer hme t all eligible grades/gender and/r put an annuncement in yur church bulletin. Psting a flyer in the schl with a signup sheet helps get a team started. Dn t frget t include the Religius Educatin students (CCD). UNIFORM A matching team t-shirt is the nly unifrm required. All team members shuld be in the same t-shirt clr with the team name shwing. T-shirts can cst frm $7 - $20 depending n hw much detail is n the shirt. Mst teams put their parish name and sme kind f track team lg. Sme schls may include the runners name n the back. It is up t yur parish what yu want extra n the shirt.
2 EQUIPMENT Fr practice purpses, yu shuld have the fllwing equipment at a minimum: Batn(s)-relay: several desn t matter what clr Sht put 8 lbs (4 Kg) & 6 lbs Sftballs - a gd supply each student will be allwed t thrw the ball 3 times in the meet. TurbJavelin gram will be used fr the 3 rd /4 th /5 th /6 th grade cmpetitin, a 600 gram will be used fr 7 th /8 th grade cmpetitin each student will be allwed t thrw the javelin 3 times in the meet. All items fr the meet(s) will be prvided by the NVJCYO, s purchase f these items is up t yu. FEES Yur parish will be sent a bill frm the NVJCYO if yu decide t participate in a NVJCYO spnsred meet. Fees are determined by the cst t run the meet timing service, starter, annuncer, ribbns, team placement trphies (tp 3 teams in each divisin) and equipment (as needed). A charge f $ $10.00 per participant per parish shuld adequately cver the expenses per parish entering the meet. FIRST AID Each team will prvide a first aid kit cntaining band aids, sterile wipes, ice packs, sterile glves and a supply f water. Each cach will have a medical frm per participant with them at all times during practices and the meet. It is the cach s respnsibility t check the medical frms fr anyne with a medical cnditin (asthma etc.) currently taking medicatin and/r has allergies t anything. AWARDS Everyne wh participates in the meet will receive a participatin ribbn. Individual ribbns will be awarded fr 1st thrugh 6th place finishes (by grade and gender). Team awards will be given (by divisin) fr the first three teams in the Frsh, Junir Varsity and Varsity. Results f meet will be psted n the NVJCYO website within 2 weeks f the meet. DIVISIONS Divisins are based n grades. The Frsh Divisin is made up f participants in grades 3 rd thrugh 4 th. The Junir Varsity Divisin is made up f participants in grades 5 th thrugh 6 th. The Varsity Divisin is made up f participants in grades 7 th thrugh 8 th. EVENT SCORING: 1 st place 10 pints 2 nd place 8 pints 3 rd place 6 pints 4 th place 4 pints 5 th place 2 pints 6 th place 1 pint
3 PARTICIPATION Team entry limits are listed belw. Each team will be allwed t enter ne (1) relay team per event. A Relay team may have up t 4 alternates (relays are the ONLY events with alternates allwed). Each cmpetitr may ENTER UP TO six (6) events (if tw are relays), but will nly be allwed t PARTICIPATE in fur (4) events the day f the meet. (Call if nt clear.) There will be n grade hpping up r dwn. Only enter times frm the previus meet. Times frm practices r ther meets are nt valid. I will remve them when fund. Spikes r spike-less shes are nt permitted. As we have dne in the past, we will have Track Officials t prvide assistance t caches/athletes. In additin, they will assist in keeping the area arund the track clear. Please instruct all yur attendees (parents, friends, cmpetitrs) t keep the infield clear and t stay away frm the track when nt invlved in the event taking place. Such can impede finish line view f the starter and als interfere with the cmpetitrs. Althugh this shuld g withut saying We are guests f the facility we're using. Any incident f miscnduct r abuse f Staff, vlunteers, students, etc. will result in the vilatr being asked t leave the premises. DISQUALIFICATIONS 1. If a schl/parish exceeds the maximum permitted number f participants in an event, the highest screr f that schl/parish will be disqualified in that event. 2. If an individual exceeds the maximum number f permitted events (4), they will be disqualified frm their highest scring event. 3. If a schl/parish receives mre than 1 warning regarding infield infractins, they lse all team pints in the event taking place at the time f infractin.
4 Final/Last Wrd As yu knw, this is a vlunteer driven event. An enrmus amunt f time and energy is devted t ensure a tp-ntch experience. Rules are rules plain and simple. Please dn t ask the Meet Directr t change r bend them n favrs, etc.
5 Vlunteer Duties and Respnsibilities Administratr: a. reserves high schl track fr meet b. reserves timing service, starter, and annuncer c. gets inf ut t the caches/parish reps thru d. check in all participant frms and rsters. e. rders ribbns, numbers and place trphies f. des inventry f equipment Cmputer Technician: a. will be respnsible fr putting all track inf int Hy-tek track prgram sent in by the caches. b. will give admin an update what parishes sent in head cunt/team events. c. will pass ut / final results t each team either thrugh r at the last caches meeting. Track Parish Vlunteers: Due t the cmplexity and size f the meet numerus vlunteers are required and will be divided int statins which will be needed t crdinate, manage, and prvide general supprt fr specific events r participants in general. The fllwing is a list f vlunteer psitins and their duties and respnsibilities: Statin Managers: Each statin will be manned by ne parish. The parish is respnsible fr that statin fr the whle meet (r a prtin f the meet as assigned by the Track Crdinatr and divided by divisin). Each parish is respnsible fr getting vlunteers frm their respective parish. If they cannt get enugh vlunteers. If a schl/parish cannt fulfill the duties they are assigned their schl/parish team will frfeit the Team pints fr the highest scred event (maximum f 10 pints) during the prtin f the meet that they were respnsible fr manning a statin. All psitins must be filled befre the meet can prceed. The fllwing are the list f statins required t be filled with the assciated duties, respnsibilities, and recmmended manning: 1. Head Organizer f Meet: cntact persn during time f meet 2. Clerk f Curse minimum 5 peple needed t line up runners in lanes by heats prir t start f each event. 3. Check in Persn minimum 2 peple check in runners and put numbers n each runner (nly the anchr f each relay will get a number). 4. Running Events Manage all running events (minimum 4 peple needed) 5. Sftball Thrw - Manages sftball event (minimum 3 peple needed) a. Marker: One persn t mark each successful thrw by placing the marker (cne) n the grund after each f the three thrws (if successful). b. Puller: ne/tw persn t measure distance c. Recrder: ne persn t recrd all successful thrws next t the thrwers name. Marks will be recrded (in English) after each participant has cmpleted her/his turn, t the nearest inch. Recrdings must be legible.
6 6. Turb Javelin - Manages Javelin event (minimum 3 peple needed) a. Marker: One persn t mark each successful thrw by placing the marker (cne r pin) n the grund after each f the three thrws (if successful). b. Puller: ne/tw persn t measure distance c. Recrder: ne persn t recrd all successful thrws next t the thrwers name. Marks will be recrded (in English) after each participant has cmpleted her/his turn, t the nearest inch. Recrdings must be legible. 7. Lng Jump Manages the lng jump event (minimum 4 peple needed) a. Marker ne persn t mark each successful jump by placing the marker with the attached measuring tape at the edge f the clsest mark t the take-ff bard. b. Puller ne persn t pull the ther end f the measuring tape thrugh the take-ff area. c. Recrder ne persn t recrd each successful jump next t the jumper s name. Marks will be recrded (in English) t the nearest 1/4 inch. Recrdings must be legible. d. Raker ne r tw peple t smth ut and level the sand after each jump. Lng Jump Pit Set-up: needs t be ready 30 minutes prir t cmpetitin. Need t bring at least tw shvels, ne brm and tw hard rakes. a. Prepare the pit fr cmpetitin includes remving any cver, turning ver the sand and remving any trash. b. Sweep sand ff f the runway c. Measure and mark a Take-Off mark with Duct Tape. Lng Jump Pit Clse Dwn: remve duct tape frm runway and restre pit back t riginal status. Make sure cver is replaced (if cver is present) 8. Sht put Manages sht put event (minimum 3 peple needed) a. Marker ne persn t mark each successful put by placing the marker with attached measuring tape at the edge f the clsest mark t the thrwing circle. b. Puller ne persn t pull the ther end f the measuring tape thrugh the center f the thrwing circle. c. Recrder ne persn t recrd each successful put next t the putter s name. Marks will be recrded (in English) t the nearest 1/4 inch. Recrdings must be legible. 9. Timers minimum 12 peple needed t time each running event (alternating 6 timers between events.). 10. Relay Vlunteers minimum 5 peple needed t line up runners in lanes and znes by heats prir t start f each event. 11. Head Flag crdinate with Starters that all runners and timers are ready. 12. Head Recrder Assist Cmputer Technician in recrding results. 13. Head Timer Crdinate all timers. 14. Curse Marshall Assist the Clerk f Curse and help all runners get t their assigned lanes fr running events. 15. Tent One persn t assist the Administratr and Cmputer Technician.
7 Team Rsters Team rsters shuld be in rder accrding t grade/gender. When listing yur runners, list the yungest grade first, then all the girls frm that grade and then all the bys frm that grade. This makes checking the rsters easier fr the Administratr. Example: 3 rd grade - Mary Smith Susan Jnes Bb Bell Dave Michaels 4 th grade - Mary Smith Susan Jnes Bb Bell Dave Michaels.
8 EVENT RULES Check-In Prcedures 1. Pick up yur teams numbers frm the Main Tent area n the field befre the meet begins. 2. T the extent pssible, all runners frm the same schl running in the same event (i.e. Bys 100M 6 th Grade) must check in as a grup fr relays. 3. T the extent pssible, runners checking-in must be accmpanied by an adult Team Rep (cach, vlunteer, etc) AND HAVE YOUR RELAY SHEETS READY. 4. The Clerk f Curse will verify Relay Sheets with Relay teams. T avid slwing the meet dwn ensure that yur athletes are tgether and n the relay sheets with their number included n the relay sheet. 5. If a team is checking in with the clerk fr a race that has already been called/psted as Last Call, they will be escrted by the Gate Keeper t the frnt f the Check-In line. T avid this frm happening, please listen carefully fr race annuncements and watch the Check-In Bard! Similarly, early entry will nt be allwed. 6. Once yu are admitted int Check-In by the Gate Keeper, please maintain a SINGLE FILE line even thugh there may be tw r mre vlunteers manning the Check-In Table. We will attempt t mark ff a single file line t avid prblems. 7. Using the Check-In Sheet t be prvided by the meet rganizers, the Check-In Vlunteers will crss ff the athlete s name, state the heat number, and give the athlete his/her number. 8. The Team Rep is respnsible fr making sure each runner receives the number assigned t him/her and escrts the athletes t the hlding area assigned by the Clerk f Curse. 9. Fr the relays, the Team Rep MUST als prvide the Check-In vlunteers with cmpleted relay sheets, identifying the fur runners that will participate in the relay. N team can race withut turning in a relay sheet. We will have extra relay sheets at Check-In if needed. 10. At the end f the meet, the Check-In/Clerks must return ALL Relay Sheets t the main table (inside track). Clerk f Curse and Annuncer will wrk t make sure all runners are alerted befre their races start. Our first pririty is t make sure all runners are able t participate in the events fr which they are registered, and accmmdatins will be made as needed. Fllwing the agreed upn rules and shwing respect and patience thrughut the day will help ensure a speedy and smth line-up prcess.

10 Running Rules/Guidelines General: The track shuld be available fr warm-ups ne hur prir t the scheduled first race. The track shuld be cleared f parents, caches & runners 10 minutes prir t the scheduled first race and nly the active cmpetitrs are permitted n the track until the meet is cmpleted. 1) Each team is allwed t enter UP TO SIX (6) athletes per grade/per gender/per event except fr the 400m races where it's UP TO THREE (3) athletes per grade/per gender/per event. Changes are nt permitted after the team entry deadline. 2) Each team is allwed t enter ONE (1) relay team per event. Team entries may include up t fur alternates fr each relay, but nly fur f the eight names are permitted t run the relay. Changes are nt permitted after the team entry deadline. 3) Each cmpetitr is allwed t participate in UP TO FOUR (4) events but may be entered in UP TO SIX (6) events (if tw are relays). Make sure they cmpete in NO MORE THAN 4 events the day f the meet. 4) There will be n grade hpping...up r dwn. 5) Spikes r spike shes minus the spikes are nt permitted. 6) Hip-numbers MUST be wrn n the hip that will face the camera at the finish (if timing services is used). Individual Races: All running events will be run by grade and gender (i.e. 8th grade girls 100M and 8th grade bys 100M) with the higher grade ging befre the lwer grade and the girls ging befre the bys. 1) Races up t and including the 400M will be run in heats and lanes fr all grades (200M fr 3rd & 4th grades) with the fastest time being the winner (ties are pssible). 2) The 800M and 1600M events will start n the Waterfall and the runner may break t the inside when they are a step and a half in frnt f anther runner. 3) When participatin numbers are lw fr these lnger races, the tw gender grades may be cmbined int ne race, but the scring will be by grade (i.e. the 7th & 8th grade girls may run in ne race, but will be scred separate)(bys & girls shuld nt cmpete against each ther). 4) Fr the finish line t knw which grade is which, the grade with the fewest runners shuld have an additinal hip number (nrmally a 2 ) preceding the runners regular hip number. Relays: 1) Lead-ff runner MUST turn in the cmpleted Relay Card t the Official when checking-in. Batns are available frm this Official when checking-in. 2) Batns must be passed in the designated exchange znes, which are marked n the track. Failure t d s will result in DQ. 3) The 4x100M Relay will be run in lanes fr the whle race. 4) The 4x100M C-ed Relay will be run in lanes since staggers are set fr the the relay. The crner judges shuld be infrmed and understand the stagger fr each leg f the race. 5) The C-ed Relay must have 2 by and 2 girls frm the same grade. They may run in any rder. Nitty-Gritty 1) Finish Line - a white line that is the cmmn finish fr ALL races. The area arund the finish line must be kept clear. 2) Start line - 55M (3rd & 4th grades) - this line must be measured prir t the beginning f the meet and marked by using duct tape. The tape is placed acrss the 6 running lanes after several (at least 4) measurements have been taken frm the finish line t the start line. Suggest the measurements be taken
11 n the curb line, lane marking between lanes 2 and 3, lane marking between lanes 4 & 5 and utside lane marking f lane 6. (Remember t remve the tape when the 55M races have finished.) 3) Start line 100M* - shuld be a white painted line 100 meters away frm the finish. 4) Start line 200M* - will be a stagger start n the ppsite side f the track frm the finish line. Lane ne shuld be white and lanes 2-6 may be f a different clr. 5) Start line 400M* - will be a stagger start. Lane ne (als the finish line) will be white and lanes 2-6 may be f a different clr. 6) Start line 800M* - will be frm the white 400M Waterfall start line. 7) Start line 1600M* - will be frm the white 400M Waterfall start line. 8) Start line 4x100M* and 4x100M C-ed Relay* - will be a stagger start. Lane ne (als the finish line) will be white and lanes 2-6 may be f a different clr (same start as the 400M races). The 3 relay exchange znes are marked with yellw triangles n the crners f the track. Will need at least ne persn at each exchange zne (4) t make sure the batn is passed within the tw yellw triangles. * - the Clerk and Starter shuld be familiar with where each race begins. Cmpetitrs will be disqualified if during a lane race the runner runs utside f his/her lane and/r impedes anther cmpetitr.
12 LONG JUMP Grades 3, 4, 5, 6, 7 & 8 General Rules fr all grades: 1) The length f the run is unlimited. 2) Each cmpetitr will be allwed three jumps if desired, and shuld take them ne after the ther, unless they desire t leave and return later. 3) The jump r take-ff can be befre r n the tape but nt extend ver the tape placed n the runway. (Tw cnes shuld be set n either side f the tape s the cmpetitr can see the jump line frm a distance.) 4) The measurement f the jumps shall be made at right angles frm the takeff line (tape), r the take-ff line (tape) extended, t the nearest break in the landing area made by any part f the bdy f the cmpetitr (including shes and unifrm). The measurement shuld be recrded t the nearest ne-half inch and shuld be written as ½ and nt 9' 04 ½". 5) It shall be cunted as a failure r ful if any cmpetitr: a) with any part f the bdy, whether running up withut jumping r in the act f jumping - tuches the grund n the runway immediately beynd the take-ff line (tape); r b) breaks the plane f the take-ff line (tape) with the ft, r c) takes ff t either side f the take-ff line (tape), whether beynd r behind the take-ff line (tape) extended; r d) in the curse f landing, tuches the grund utside the landing area nearer t the take-ff line (tape) extended than the nearest break in the landing area made by the jumper; r e) when leaving the landing area, makes first cntact with the grund utside the pit clser t the take-ff line (tape) than the nearest break made in the sand. Nte 1: If the cmpetitr takes ff befre reaching the take-ff line (tape), it shall nt fr that reasn be cunted a failure r ful. Nte 2: It is nt a ful if the cmpetitr runs utside the white lines marking the runway at any pint. Take-ff line (tape) Grades 3 & 4 - several lengths f tape stretching (frm ne side f the runway t the ther side & apprximately 7 inches in depth) shuld be placed acrss the runway n mre than 1 FOOT away frm the pit. Grades 5, 6, 7 & 8 - several lengths f tape stretching (frm ne side f the runway t the ther side & apprximately 7 inches in depth) shuld be placed acrss the runway n mre than 4 FEET away frm the pit. Hint: A spare measuring tape placed with the 0" mark at the tape and run dwn the utside f the runway will assist the jumpers that use a certain distance in their run.
13 SHOT PUT Grades 5, 6, 7 & 8 All Participants will use 6 lbs except 8th Grade Bys will be 8 lbs 1) The NVJCYO will prvide the sht that all cmpetitrs will use in the cmpetitin 2) The sht put cmpetitin will take place in the sht put area. The putting area shall be defined by either: a) white lines (NVJCYO prvided tape) r b) the existing lines prvided they are visible. These lines (sectr bundaries) are radii frm the center f the circle at degrees. 3) Each cmpetitr is permitted t have three puts if desired, and shuld take them ne after the ther, unless they desire t leave and return later. 4) N device f any kind, which in any way assists a cmpetitr when making a put shall be allwed. The taping f individual fingers r multiple fingers tgether is nt allwed. Hwever, the use f tape n the hand is allwed t cver an pen cut. The tape shuld be shwn t the Official befre thrwing. 5) The put must cmmence frm a statinary psitin within the circle. A cmpetitr is allwed t tuch the inside f the irn band r tebard/stpbard. Hwever, it shall be a ful put if, after cmmencing the put and prir t its cmpletin, the cmpetitr: a) des nt start frm a statinary psitin within the circle, b) tuches the tp f the irn band r tebard/stpbard, c) tuches with any part f the bdy the surface utside the circle, d) imprperly releases the implement, r e) leaves the circle imprperly befre the implement has landed. 6) The sht shall be put frm the shulder with ne hand nly. At the time the cmpetitr takes a stance in the ring t cmmence a put, the sht shall tuch r be in clse prximity t the neck r chin, and the hand shall nt be drpped belw this psitin during the act f putting. The sht must nt at any time be brught behind the line f the shulders. 7) When leaving the putting circle, the cmpetitr must leave frm the rear f the circle. The measurement f each thrw shall be made frm the nearest mark made by the fall f the sht t the inside f the tebard/stpbard. (The tape shuld be pulled tight thrugh the center f the circle.) The measurement shuld be recrded t the nearest ne-half inch and shuld be written as ½ and nt 15' 04 ½". The measurement f each thrw can be made immediately after each put, r marked with ne f the ice pick/tennis ball markers and then all three measured & recrded after each cmpetitr.
