3 1 1.1 Backgrund / Gal Backgrund The Cupertin Citizen Crp (CCC), made up f the Cupertin Amateur Radi Emergency Service (CARES), Cmmunity Emergency Respnse Team (CERT), and Medical Reserve Crp (MRC), are vlunteer teams f Cupertin residents wh have vlunteered their time and resurces t supprt the city during an emergency. The Cupertin Office f Emergency Service (OES) has develped methds and prcedures that leverage this large vlunteer pl fr the purpse f supprting a city respnse. This effrt is intended t integrate CERT, MRC, and CARES int a seamless respnse capability that can be deplyed during times f emergency at the discretin f the City EOC Staff. Different disciplines/rganizatins sharing Incident Cmmand respnsibilities in rder t ensure prper crdinatin and management f emergencies affecting multiple agencies r multiple jurisdictins. 1.2 Purpse, Gals and Objectives Cupertin OES Gal The gal f Cupertin s Office f Emergency Management is t prepare the City t respnd t, recver frm, and mitigate against natural and man-made emergencies and disasters. Cupertin OES des this by wrking with lcal, state and federal gvernment partners, as well as nn-gvernmental rganizatins, and cmmunity vlunteers making up the Cupertin Citizen Crp, t achieve this gal. Specifically, Cupertin OES wrks t: 1. Actively educate the cmmunity abut string, purifying and accessing water after an earthquake, pet preparedness and utility cntrl. 2. Encurage businesses, churches and service clubs t identify specific earthquake respnse rles and practice them during the exercise. 3. Activate the City Emergency Operatins Center with City staff t track the prgress f the exercise and prvide supprt, as requested. 4. Engage the Cmmunity Emergency Respnse Team, Medical Reserve Crps and Cupertin Amateur Radi Emergency Service in realistic earthquake respnse scenaris t test prcedures and guidelines. 5. Encurage neighbrhds t help each ther learn t be self-sufficient during earthquakes Purpse f this Drill The purpse f this exercise is t understand the City s ability t deply CCC vlunteer resurces t supprt an extended field deplyment. 2

5 1.2.3 Objectives f this Drill 1. Activate ne r mre ARKs with sufficient CERT, MRC, and CARES staffing. 2. Exercise the DOC-t-EOC and DOC-t-Field infrmatin handling prcedures. 3. Deply, set up, and manage a field ICP t supprt a Search and Rescue event and Field First Aid Treatment Center. 4. Exercise ur ability t mve material and resurces thrughut the city. 5. Exercise emergency vice and packet cmmunicatins message handling prcedures. 6. Manage infrmatin using OES dcumentatin prcedures and tracking methds. 7. Understand the spntaneus-ness f a CCC respnse Cncept This will be a full scale exercise based n an earthquake event requiring a Search and Rescue respnse. 1. The drill will ccur ver a 1 day perid during Octber 26th. 2. The City EOC will be activated with minimal (if any) City staff t receive and riginate simulated traffic, lg situatin status, and versee the event. The CCC DOC will simulate the EOC respnse if necessary. 3. CCC members will respnd t designated ARKs, staff the Incident Cmmand structure, and perate under standard ICS and City respnse prcesses. 4. A reprt f a large land slide requires a Search and Rescue and Medical respnse t a field lcatin away frm an ARK site. 5. CERT members will pen the designated ARKs. Respnding SAR and MRC resurces are mved t the Landslide site. SAR teams are assembled and dispatched t the Search area. 6. Cmmunicatins assignments are made based n the CARES respnse mdel, resurces, and pririty. 7. Message traffic will riginate in the field based n actual field events; n simulated message traffic will be develped. Simulated OpArea traffic will be develped and sent t Cunty Exercise Schedule Saturday, Octber 26, All times are estimates. The Drill Team reserves the right t adjust the schedule during the drill as they see fit. 07:30 Drill Begins, Earthquake event ccurs, Hayward Fault, 7.3 magnitude. Objects fall ff shelves in Cupertin. CARES Emergency Net is activated. CERT respnds t and pens the designated ARKs. MRC respnds t and sets up at the designated ARKs. 08:00 CAS message t the membership sliciting CCC assistance 08:00 Aftershck ccurs, Sargent-Berrcal Fault, 4.9 magnitude. 08:30 Begin 1 st Operatinal Perid. Designated ARKs are pened, set up, and staffed. Respnding CERT members arrive with Safety Assessment reprts. 10:00 Simulated DPW team reprts t the EOC by City Radi f a landslide in the vicinity f Linda Vista Park. 3

Cunty RACES is hlding its quarterly drill between 2:00pm and 4:00pm. CARES will initiate simulated but related message traffic t Cunty EOC. 3. Wired and cell phnes are nt initially wrking. All message traffic will be passed by radi. 4. Ambulances are nt available; MRC is n their wn t address all casualties as they see fit. 5. Ken Ericksen will simulate the public wrks department and will pull the trailer t the SAR site Assumptins 1. We respnd with ur current state f readiness and with whever shws up. 2. 8 1.5 Exercise Cntrl This is a full scale exercise. Exercise will be driven by the participants. There will be n simulatrs r evaluatrs. 1.6 Cmmunicatins 1. CERT and MRC members will use FRS radis n channel 5 tne 5. They will perate n a city wide pen net. This net will be mnitred by CARES members wh have FRS capability. Because f limited range f FRS radis, relays will be needed. 2. City Trunk Radis may be deplyed t test hw they wuld fit int the verall respnse. Exact applicatin t be determined. 3. CARES members will be dispatched n varius field assignments thrughut the city. 4. Cmm Van respnds t the EOC and supprts the EOC with cmmunicatins cntact with all field units. 5. CARES will perate n the Resurce Net and Message Net. 6. All radi cmmunicatins will be fllwed by the phrase "THIS IS DRILL TRAFFIC". 1.7 Safety and Security 1. Safety and security issues will be handled in accrdance with established plicies and prcedures. Participants are required t wear bts Participants shuld use walking sticks when walking n hill slpes Participants shuld apply insect repellant, such as deet 2. 9 1. THIS EXERCISE IS NOT A TEST OF PERSONNEL! This is a training exercise designed t test capabilities, prcedures, and prcesses. 2. Actins and decisins shuld be cnsistent with the prcedures and training that has been cnducted. 3. REMEMBER, this is an exercise and NOT a test! 1.12 OPEN QUESTIONS 1. 11 3 Narrative Ken wakes up early, checks his alarm clck, and sees it is 7:30am. Smething is wrng. By nw, he wuld be hearing the usual flck f birds fighting away ver the seed in his backyard bird-feeder. But it is all quiet, t quiet. At 7:58am PST, a 7.3 earthquake ccurs n the Hayward fault. The shaking lasts almst 45 secnds, increasing the risk f surrunding faults ptentially rupturing as well. CCC Vlunteers are activated per the standard prcedure fr self-evident events. This includes: 1. CARES activate the emergency net n CARES TAC1, take check-ins, and initiate the PSA prcess. Directins are issued t retrieve the Cmm Van and deply it t the EOC. 2. CERT and MRC members respnd t their assigned ARK sites and begin site setup. Many bring in Neighbrhd Safety Assessment reprts as they prceed t the ARK. 3. The CCC DOC is the first t arrive at City Hall, and starts setting up the EOC fr what will prbably be a lng day. 9

12 Thirty minutes later after the main event, there is an aftershck that is subsequently determined t be frm the Sargent-Berrcal Fault with the epicenter 2 miles west f City. While nly a 4.9 n the Richter Scale, it felt strnger than the Hayward event. The ARKs are set up and reprts f damage are cming in. Frtunately, the reprts d nt seem t indicate any significant damage given what was felt. There is a sense f relief that the City may have been spared a lt f damage. At 10:30am, a Public Wrks reprt cmes in that there is a large amunt f debris n Linda Vista Drive. They are prceeding n ft t investigate. At 10:50am, the Public Wrks team reprts a significant landslide in the vicinity f Linda Vista Drive. It lks like many structures have been damaged by sliding dirt int backyards and driveways. They reprt hearing many cries fr help. Cupertin EOC Planning Sectin Chief assesses that there are ver 20 hmes in the impacted area. City Staffing is nt at full strength due t ther access prblems thrughut the Valley. With many parts f the city in reasnable shape, the decisin is made that CERT needs t help in the impacted area t and assist stranded residents. CCC DOC requests staffing and activity reprts frm all ARKs. Tw f the ARKs reprt full staffing, but little r n activity due t n sustained damage. The DOC reprts this t the Planning Sectin Chief. Ops Sectin Chief requests CERT t prvide 5 t 10 Search and rescue teams t the impacted area. MRC is als requested t establish a Field First Aid Statin t treat the injured. CCC DOC directs the ICP Trailer t be deplyed and set up at the Linda Vista staging area. CCC DOC directs ARK x t secure and have all SAR-qualified and MRC resurces respnd t the Linda Vista staging area. A Field First Aid Statin is t be set up utside f the Landslide area. CCC DOC directs ARK y t have all SAR-qualified and MRC resurces respnd t the Linda Vista staging area, but remain pen as a supply surce fr the ICP. Tw cmmunicatins teams are requested t deply and set up at the ICP and the First Aid Statin. Additinally, CARES members are asked t respnd t shadw the field SAR teams. A separate frequency will be used t prvide tactical supprt fr SAR teams. By 1:00pm, the ICP is in place, Medical and Cmmunicatins units are set up, and SAR teams are mving int the field. By 3:00pm, all SAR teams have cmpleted their assigned missin, and the ICP is directed t secure. Demb activities start. By 4:30pm, all material is returned t their respective ARKs. The Drill is secured and the debrief is held. 1

De Anza will be clsed cmpletely. ICP supplies: Jerry, Bev, Allan and Fari will give Ken and Steve a list f supplies fr the Linda Vista ICP that will be preladed int the CERT trailer Fr Drill Task List, add pre-annuncements and regular messages t CCC with Eventbrite link.
