7 1 INTRODUCTION The 2014 Lamrinda Actin Plan assesses reginal transprtatin issues within the Lamrinda area and utlines a recmmended package f visin statements, gals, plicies, bjectives, and actins fr addressing thse issues. The study area includes Mraga, Lafayette, Orinda, and prtins f unincrprated Cntra Csta. In additin t serving as a guide fr transprtatin planning thrugh 2040, the Plan als fulfills ne f several requirements under the Measure J Grwth Management Prgram that lcal jurisdictins participate in a multi-jurisdictinal, cperative planning prcess, which includes the preparatin f Actin Plans fr Rutes f Reginal Significance. The recmmendatins in this Plan and its cunterparts in the ther subareas f Cntra Csta (West, Central, East Cunty, and the Tri-Valley) will be carried frward int the 2014 Update t the Cuntywide Cmprehensive Transprtatin Plan (CTP) prepared by the Cntra Csta Transprtatin Authrity (CCTA). The Lamrinda Actin Plan, cmbined with the ne fr the Tri-Valley (which 1

8 includes the Cntra Csta jurisdictins f Danville, San Ramn, and Cntra Csta Cunty), will be frwarded thrugh the Suthwest Area Transprtatin Cmmittee (SWAT) t CCTA, fr inclusin in the 2014 CTP Update. The Lamrinda Prgram Management Cmmittee (LPMC) is cmprised f ne elected fficial frm each f the three Lamrinda jurisdictins, and serves as the plicy versight bard fr the planning and implementatin f Measure C/J prjects and prgrams. A Technical Advisry Cmmittee (the LPMC-TAC), cmprised f staff frm each lcality, prvides technical input t the LPMC. 1.1 The Actin Plan In 1988, Cntra Csta Cunty vters apprved Measure C, a ne-half percent lcal sales tax that generated $1 billin (2008 dllars) in funding fr transprtatin prjects and prgrams ver 20 years. Measure C als created the Cntra Csta Transprtatin Authrity (CCTA), with a bard f 11 elected fficials and 3 ex-ffici members t guide the expenditure f the sales tax prceeds in accrdance with the vter-apprved expenditure plan. In 2004, the vters f Cntra Csta apprved Measure J, extending the sales tax fr 25 years thrugh 2034, and generating an additinal $2 billin (2008 dllars). Bth Measures C and J have included an innvative Grwth Management Prgram (GMP) that encurages lcal jurisdictins t participate in a cperative, multi-jurisdictinal planning prcess, and amng ther things, establish flexible, Multimdal Transprtatin Service Objectives (MTSOs) fr Reginal Rutes. The CCTA allcates 18 percent f the sales tax revenue it receives t lcal jurisdictins that are fund t be in cmpliance with the Grwth Management Prgram. Under Measure J, an additinal 5 percent f ttal salestax revenues are available t lcal jurisdictins fr Transprtatin fr Livable Cmmunities (TLC) prjects, subject als t GMP cmpliance. As part f the cperative planning prcess envisined under Measure C/J, Actin Plans fr Rutes f Reginal Significance are t be develped by the Reginal Transprtatin Planning Cmmittees (RTPC) with input frm the lcal jurisdictins. The LPMC serves as a sub-grup t the SWAT cmmittee. Under Measures C/J, the SWAT cmmittee, which is cmprised f the Lamrinda jurisdictins and Cntra Csta Cunty, the Twn f Danville, and the City f San Ramn, is the designated RTPC that reprts t CCTA n plicy matters relating t transprtatin issues within bth Lamrinda and the Tri-Valley. The verall bjective f the Actin Plans is t give lcal jurisdictins an pprtunity t cperatively set gals, bjectives, and actins t mitigate the cumulative impacts f grwth n the reginal transprtatin system. T be fund in cmpliance with the CCTA s GMP, lcal jurisdictins are required t 2

9 participate in the develpment f the Actin Plans, and als be willing t implement the actins, prgrams, prjects, and measures identified within the Plans Actin Plan In 1995, the LPMC develped and adpted the first Actin Plan fr Rutes f Reginal Significance. While this dcument included area-wide actins fr Lamrinda, its primary fcus was n the State Rute 24 (SR-24) crridr, which at that time was the nly reginal rute identified by the LPMC. Subsequently, bth Pleasant Hill Rad, nrth f SR-24, and Camin Pabl/San Pabl Dam Rad were designated, which lead t the preparatin f Actin Plans fr thse rutes in The Actin Plan fr the Camin Pabl/San Pabl Dam Rad crridr, which cnnects West Cunty t Lamrinda, was prepared jintly with the West Cunty RTPC (called WCCTAC). The Pleasant Hill Rad Actin Plan was prepared by the City f Lafayette, and apprved by LPMC in The Lamrinda Actin Plan was updated in 2000 t incrprate the new plans fr Pleasant Hill Rad, nrth f SR-24, and the Camin Pabl/San Pabl Dam Rad, alng with ther changes regarding the SR-24 crridr. The last update t the Lamrinda Actin Plan in 2009 was incrprated int CCTA s 2009 CTP Update. Since the last Actin Plan update in 2009, new demgraphic data has becme available and the cuntywide travel frecasts have been updated. MTC als updated its Reginal Transprtatin Plan (Plan Bay Area) in 2013, which incrprated many f the elements f the 2009 Actin Plan updates and the 2009 CTP Update. These and ther events have triggered the need t undertake a cmprehensive update t the Lamrinda Actin Plan t reflect these changes in traffic and plicy. During the curse f the 2014 Update, the LPMC reviewed and updated several majr elements f the Actin Plan, including the Statements f Visin, Gals and Plicies; Rutes f Reginal Significance; Multimdal Transprtatin Service Objectives; Actins; the Subreginal Transprtatin Impact Fee; and Develpment Review Prcedures. These elements f the Actin Plan are defined as fllws: Statements f Visin, Gals and Plicies f an Actin Plan help guide its verall directin. Decisins regarding investments, prgram develpment, and develpment apprvals are based n these plicies. Rutes f Reginal Significance are transprtatin facilities r services that: 1. Cnnect tw r mre regins f Cntra Csta Cunty; 2. Crss Cunty bundaries; 3. Carry a significant amunt f thrugh-trips; and 3

10 4. Prvide access t a reginal highway r transit facility (e.g., a BART statin r freeway interchange) that serves reginal mbility and cnnect multiple jurisdictins. CCTA may designate a Rute f Reginal Significance that meets ne r mre f these criteria. Lamrinda Interjurisdictinal Rutes. LPMC has als designated a new categry f rute called Lamrinda Interjurisdictinal Rutes. While these rutes d nt warrant designatin as Rutes f Reginal Significance, they d crss jurisdictinal bundaries, and wuld benefit frm the multi-jurisdictinal planning prcess envisined in Measure J. The purpse f this designatin is t identify the need fr interjurisdictinal planning fr these rutes. It was nt the intentin f the LPMC that this designatin be a stepping stne t designatin as Rutes f Reginal Significance at a later time. Rather, it is the LPMC s intent that this designatin prvide a structured frum fr cllabratin amng the three jurisdictins, with final cntrl f the rutes remaining with the lcal jurisdictin. It is als the intent f the LPMC that the lcal jurisdictins have an pprtunity t pt ut f the designatin at any time fr the prtin f any f the rutes within their wn bundary. Multimdal Transprtatin Service Objectives (MTSOs) are quantifiable measures f perfrmance and effectiveness that include a target date fr attaining the bjective. MTSOs may include, fr example, average peak-hur speeds, peak-perid cngestin duratin, radway level f service, transit lading, r transit service frequency. MTSOs can als represent targets fr system utilizatin and efficiency such as transit ridership, mde shares, r average vehicle ccupancy. In this Actin Plan update, additinal perfrmance measures have als been added fr Secndary Rutes f Reginal Significance and fr Lamrinda Interjurisdictinal Rutes t help the LPMC identify the need fr additinal actins fr the rutes t which they apply. Target values fr each perfrmance measure have nt yet been specified and culd be the tpic fr future LPMC discussin and inclusin in the next Actin Plan update. The perfrmance measures d nt qualify as MTSOs because n target value has been specified r because the perfrmance measure is being used fr a rute that is nt designated as a Rute f Reginal Significance and therefre, nt subject t Measure J requirements and guidelines. Actins are the specific steps (actins, measures, prjects, and prgrams) that the lcal jurisdictins and ther reginal partner agencies such as Caltrans, BART, Cunty cnnectin r CCTA have agreed t implement t achieve the transprtatin gals, bjectives, and plicies set frth in the Actin Plan. The party respnsible fr carrying ut the actins is identified as the lcal jurisdictins, the RTPC, r ther affected parties. Actins may invlve 4

11 implementing specific prjects at the lcal level, r they may call fr reginal cperatin amng the lcal jurisdictins and adjining RTPCs. Subreginal Transprtatin Mitigatin Prgram (STMP) is the subreginal fee r ther mitigatins prgram required under Measure C/J, and designed t mitigate the traffic impacts f new develpments n the reginal transprtatin system. Lamrinda implements its STMP thrugh a subarea develper fee that is verseen by the Lamrinda Fee and Financing Authrity (LFFA), a Jint Exercise f Pwers Authrity (JEPA) cmprised f elected fficials frm each jurisdictin within Lamrinda. Develpment Review Prcedures. The CCTA Grwth Management Implementatin Guide includes a prcess fr review and cnsultatin n prjects and general plan amendments that culd generate traffic impacts n the transprtatin system. As described further in Chapter 7, the CCTA als requires lcal participatin in a General Plan Amendment (GPA) review prcedure. This 2014 Update carries frward and refines these develpment review prcedures, which were included in the previus Actin Plans. 1.3 Outline f the Dcument This intrductry sectin (Chapter 1) t the Plan presents a brief histry f the Actin Plan cncept and its relevance t transprtatin planning in Lamrinda. Chapter 2 f this dcument describes the review f statements f visin, gals and plicies that was undertaken and presents a revised set f statements t guide the 2014 Actin Plan. This chapter identifies the Rutes f Reginal Significance and the newly identified Lamrinda Interjurisdictinal Rutes. The chapter als identifies the MTSOs and supplemental perfrmance measures that have been specified fr each Rute f Reginal Significance and suggests perfrmance measures fr each Lamrinda Interjurisdictinal Rute. Chapter 3 prvides a descriptin f the existing transprtatin cnditins in Lamrinda. An assessment f the MTSOs frm 2013 mnitring is used t indicate the current status f Lamrinda with respect t the Actin Plan. A frecast f future ppulatin, emplyment and transprtatin cnditins is presented in Chapter 4 fr the year In this chapter an assessment f the MTSOs fr the Rutes f Reginal Significances is prvided fr the 2040 frecast fr a baseline cnditin that assumes that nly currently funded transprtatin imprvements are in place. Chapter 5 f the reprt defines the key elements f the 2014 Actin Plan. This includes an updated descriptin f actins intended t achieve the MTSOs fr the Rutes f Reginal Significance. The actins include prjects and prgrams specifically designed t implement plicies and meet gals n individual Rutes 5

12 f Reginal Significance and Lamrinda Interjurisdictinal Rutes. Fr each actin, the agency r agencies respnsible fr implementing the actin is identified. The financial plan fr meeting the needs f the Actin Plan is presented in Chapter 6. This includes a brief descriptin f the existing funding surces that supprt the Actin Plan prjects and prgrams and the Subreginal Traffic Impact Fee Prgram designed t implement reginally significant prjects in the Actin Plan. Chapter 7 prvides guidance n implementatin f the Actin Plan, including the prcedures fr circulatin f envirnmental dcuments and review f General Plan Amendments (GPAs). The chapter als includes the prcess fr mnitring and review f the Actin Plan. 6

13 2 ACTION PLAN FRAMEWORK 2.1 Statements f Visin, Gals and Plicies Statements f visin, gals and plicies frm the previus Actin Plan were reviewed in light f recent changes in reginal plicies and plans and thse f the lcal Lamrinda jurisdictins. The visin, gals, and plicies fr the 2014 Actin Plan are as fllws: 1. Preserve and enhance the semi-rural character f the cmmunity. 2. Pursue actins t meet r sustain Multimdal Transprtatin Service Objectives (MTSOs). 3. Supprt actins that help achieve envirnmental gals, thrugh participatin in cuntywide, reginal, and statewide transprtatin imprvement plans. 4. Avid the additin f radway capacity fr single-ccupant vehicles. 5. Enhance mbility by prviding alternative mde ptins. 7

14 6. Pursue actins t make transit mre attractive and increase transit ridership. 7. Imprve multimdal access t BART in ways that will nt lead t an increase in the use f BART parking by peple driving int Lamrinda frm utside cmmunities. 8. Pursue actins t imprve safety f travelers using any mde f travel. 9. Crdinate lcal land use planning and reginal transprtatin planning. 10. Encurage thrugh-trips and interreginal travel t stay n freeways and discurage diversin f these trips t arterial and lcal streets as a mechanism fr ensuring intrareginal mbility. 11. Maintain capacity cnstraints at selected gateways with the intent f preserving and imprving mbility n Rutes f Reginal Significance within Lamrinda. 12. Pursue efficiency imprvements, such as signal timing and ther peratinal imprvements, especially thse that help side street traffic and buses, but withut cmprmising pedestrian and bicycle safety. 13. Supprt the implementatin f the Cmplete Streets Plicies f the Lamrinda jurisdictins. 14. Supprt prgrams and actins that will imprve mbility t, frm and within the Lamrinda cmmunities dwntwns. 8

15 2.2 Rutes f Reginal Significance As indicated in Figure 1, the Lamrinda Actin Plan identifies fur Rutes f Reginal Significance: SR-24 Frm the Caldectt tunnel n the west end t the interchange with I-680 n the east end. Bay Area Rapid Transit (BART) Fr service t and frm the Orinda and Lafayette statins. This is a new designatin in the 2014 Actin Plan with the intent t assure high quality service t thse wh use the Orinda and Lafayette statin, nt t include majr transprtatin infrastructure. Camin Pabl/San Pabl Dam Rad Frm Mraga Way just suth f SR-24 t Inspiratin Trail n the nrth. Pleasant Hill Rad frm the SR-24 interchange n the suth t Taylr Blvd n the nrth. 16 Within Lamrinda, the fur Rutes f Reginal Significance have been further differentiated by their rle within the cunty. SR-24 and BART are identified as Primary Rutes f Reginal Significance because they are high-capacity, highvlume facilities designed t serve lnger-distance trips between Lamrinda and ther sub-regins as well as trips thugh Lamrinda. Pleasant Hill Rad (between Taylr Bulevard and SR-24) and Camin Pabl/San Pabl Dam Rad are designated as Secndary Rutes f Reginal Significance. They prvide a linkage between Lamrinda and ther sub-regins and they als prvide access t majr reginal facilities (SR-24 and BART), but they are nt designed t carry high vlumes and are designed t serve the residential neighbrhds and schls alng them. 2.3 Lamrinda Interjurisdictinal Rutes Fur additinal rutes have als been designated by the LPMC as Interjurisdictinal Rutes. While these rutes d nt warrant designatin as Rutes f Reginal Significance, they d crss jurisdictinal bundaries, and wuld benefit frm the multi-jurisdictinal planning prcess envisined in Measure J. It is nt the intent r expectatin that this designatin wuld serve as a stepping stne twards designatin as a Rute f Reginal Significance. This designatin will allw the LPMC t mnitr the perfrmance f these rutes and wrk cperatively t specify prjects and prgrams t increase the safety and reliability f the rutes while increasing multimdal mbility within Lamrinda. The designatin is als intended t help the Lamrinda jurisdictins maintain the existing character, functin, and use f the rutes. Cperatively defining prjects that will help the Lamrinda area may als imprve the chances f receiving funding fr the prjects frm cuntywide r reginal grant prgrams. LPMC and the individual Lamrinda jurisdictins will determine the implicatin f this designatin rather than SWAT r CCTA. Interjurisdictinal Rutes wuld remain under the classificatin f nn-reginal rutes under the Measure J Grwth Management Implementatin Guidelines and wuld be exempt frm the requirements that apply t Rutes f Reginal Significance. In that way, this designatin preserves the Lamrinda jurisdictins ability t maintain the existing character, functin, and use f the rutes and des nt restrict the authrity f the lcal jurisdictin t manage their wn facilities. With this designatin, the lcal jurisdictins wuld nt experience any lss f cntrl ver the rutes within their bundaries. Decisins by the LPMC abut the Lamrinda Interjurisdictinal Rutes wuld have t have the supprt f the jurisdictin(s) affected by the decisin. Each jurisdictin wuld als have the pprtunity t pt ut f the designatin fr the prtin f a Lamrinda Interjurisdictinal Rute within its bundaries. 10

Mraga Rad Frm Mraga Way n the suth end t Munt Diabl Bulevard n the nrth end. Munt Diabl Bulevard Frm Happy Valley Rad n the west end t Brwn Avenue n the east end. Lafayette-Mraga Reginal Trail 1 Fr the entire length f the trail within Lamrinda. A map f the fur Lamrinda Interjurisdictinal Rutes is prvided in Figure 2. Figure 2: Lamrinda Interjurisdictinal Rutes 2.4 Multimdal Transprtatin Service Objectives (MTSOs) and Perfrmance Measures Multimdal Transprtatin Service Objectives (MTSOs) are measures that can be used t mnitr the perfrmance f each f the Rutes f Reginal Significance. Fr Lamrinda Interjurisdictinal Rutes, Perfrmance Measures have been identified. The Measure J Implementatin Guide defines MTSOs as quantifiable 1 The Lafayette-Mraga Trail is t retain its existing use restrictins. 18 measures f effectiveness that include a target date fr achieving the bjective. MTSOs shuld specify the standards r levels f perfrmance desired by the LPMC and the lcal jurisdictins. MTSOs can als help the LPMC determine when imprvement prjects r prgrams are needed t achieve a desired level f perfrmance fr a rute. MTSOs are mnitred each time an Actin Plan is updated and values are frecast fr a target year at least 25 years in the future. Fr this Actin Plan, MTSOs in place in the 2009 Actin Plan were mnitred in 2013 and values frecast t Additinal perfrmance measures have als been identified fr the Secndary Rutes f Reginal Significance and fr the Lamrinda Interjurisdictinal Rutes. Data will be cllected fr these measures in a jint effrt by CCTA and the lcal jurisdictins t prvide indicatrs f hw well the rutes are currently perfrming. They are nt cnsidered MTSOs and fr mst, n target values fr perfrmance have been identified. This may be dne at a later time nce values have been estimated fr the existing cnditins fr each rute. Fr any perfrmance measure fr the Lamrinda Interjurisdictinal Rutes, there are n penalties r required prcedures fr nt meeting the target value. They are meant nly t guide the LPMC and the lcal jurisdictin in identifying apprpriate actins fr the rutes. As perfrmance measures, they will be used by the lcal jurisdictins and LPMC t plan fr actins that will imprve the safety and multimdal mbility f the rutes. Table 1 identifies the MTSOs and additinal perfrmance measures fr the Rutes f Reginal Significance. Table 2 identifies the perfrmance measures fr the Lamrinda Interjurisdictinal Rutes. 12

24 3 EXISTING TRANSPORTATION CONDITIONS This sectin describes existing transprtatin cnditins in Lamrinda including thse f majr radways and transit services. 3.1 Rutes f Reginal Significance State Rute 24 (SR-24) SR-24 is a majr freeway cnnectin serving Central Cntra Csta Cunty, the Lamrinda area, and Alameda Cunty, and carries between an average f 150,000 and 188,000 vehicles per day (2012 Caltrans ADT). In Cntra Csta 18

25 Cunty, the freeway runs frm the I-680 interchange in Walnut Creek t the Caldectt Tunnel, and traverses the Lamrinda cmmunities. Within this segment, there are generally fur travel lanes in each directin with n highccupancy vehicle (HOV) lanes. T access Lamrinda, there are seven interchanges between I-680 and the Caldectt tunnel, and they are lcated at Pleasant Hill Rad, Deer Hill Rad/Oak Hill Rad/First Street, Acalanes Rad/El Nid Ranch Rad, St. Stephens Drive, Camin Pabl, Gateway Bulevard, and Fish Ranch Rad. BART runs within the center median f the SR- 24 right-f-way. In 1990, Lamrinda cntributed 30 percent f all westbund AM peak perid traffic thrugh the Caldectt Tunnel. Since 1990, travel patterns have changed dramatically n SR-24. As shwn in Figure 3, that number had drpped t 18 percent by 2013, as substantial grwth has ccurred in Central Cunty and East Cunty. This grwth t the east f the crridr has led t an increase in cngestin intensity and duratin alng SR-24. The Lamrinda cntributin t traffic n SR-24 is expected t remain fairly stable in the next few decades decreasing t nly 17 percent by In the eastbund directin, 41 percent f 2013 trips thrugh the I-680/SR-24 interchange riginated in Lamrinda and the percentage f these trips is prjected t decrease slightly t 38 percent in Figure 4 illustrates the rigins and destinatins fr eastbund AM peak perid traffic n SR-24 fr 2013 and The cmparisn indicates that the cntributin f Lamrinda traffic will decrease frm 41 percent t 38 percent while thugh traffic will increase. The biggest increase will cme frm Oakland and ther parts f Central Alameda Cunty. The largest increase in destinatins fr the eastbund traffic will be Cncrd and ther parts f Central Cntra Csta Cunty as a result f the first phase f the Cncrd Naval Weapns Statin reuse and ther develpment in that area. The travel patterns in Figures 3 and 4 are based n results f the CCTA Cuntywide Transprtatin Mdel and reflect vehicle trips during the peak perids in 2013 and Travel in the crridr als includes persn-trips by BART and peple getting rides with ther peple, but they are nt included in the travel patterns in Figures 3 and 4. Sme wrk trips are als nt made every day because f telecmmuting, which is grwing in ppularity in the Lamrinda Area. These additinal trips and travel characteristics are captured reasnably well in the Cuntywide Transprtatin Mdel and the frecasts fr traffic n individual radways, but cannt be incrprated in the rigin-destinatin analysis fr traffic n SR

28 3.1.2 BART BART prvides service t Lamrinda n the C line, which prvides service between Pittsburg/Bay Pint, Cncrd, Walnut Creek, Lafayette, Orinda, Oakland, San Francisc, Daly City, Clma, Suth San Francisc, San Brun, the San Francisc Airprt, and Millbrae. The line has cnnectins t three f BART s ther lines in Oakland. Ridership in 2012, as measured by daily exits at the tw Lamrinda statins, exceeded 6,000 passengers. A map shwing the BART system is presented in Figure 5. Pleasant Hill Rad is designated as a Rute f Reginal Significance suth f Taylr Bulevard terminating at the SR-24 Interchange suth f Deer Hill Rad/Stanley Bulevard.. Pleasant Hill Rad is 22

29 als a Rute f Reginal Significance within the Central Cunty subregin nrth f Lafayette. The traffic vlume n Pleasant Hill Rad, based n a traffic cunt cnducted in 2010 just suth f Reliez Valley Rad, was 1,992 vehicles in the suthbund directin and 764 vehicles in the nrthbund directin during the AM peak hur. In the PM peak hur, the vlume was 1,010 vehicles in the suthbund directin and 2,222 vehicles in the nrthbund directin. Using 2012 turning mvement cunts, the City f Lafayette estimates that the tw-way daily traffic vlume just suth f Reliez Valley Rad is 28,700 vehicles. Tw schls, Springhill Elementary and Acalanes High Schl, are served by the radway. There is currently n transit service ffered n Pleasant Hill Rad nrth f Stanley Bulevard. Prir t the recnstructin f the I-680 / SR-24 interchange in 1999, Pleasant Hill Rad carried significant thrugh traffic that bypassed the cngested interchange. Once the prject was cmpleted, traffic vlumes and cngestin drpped ff but have recently been n the increase nce again Camin Pabl / San Pabl Dam Rad Camin Pabl is a majr arterial that begins just suth f SR-24 in dwntwn Orinda and runs nrth serving Orinda Village and turning int San Pabl Dam Rad at the Bear Creek Rad intersectin. The traffic vlumes n San Pabl Dam Rad, based n a traffic cunt cnducted in 2010 nrth f Orinda, was 1,126 vehicles in the suthbund directin and 359 vehicles in the nrthbund directin during the AM peak hur. In the PM peak hur, the vlume was 484 vehicles in the suthbund directin and 945 vehicles in the nrthbund directin. The radway serves the SR-24 interchange as well as the Orinda BART statin, and ultimately cnnects t Richmnd and I-80 in western Cntra Csta Cunty. AC Transit Rute 74 perates alng this crridr. 3.2 Lamrinda Interjurisdictinal Rutes Mraga Way Mraga Way is a nrth-suth arterial that intersects with SR-24 rughly 2.5 miles east f the Caldectt Tunnel and cnnects t Camin Pabl. Three schls - Miramnte High Schl, Orinda Intermediate Schl, and Del Rey Elementary Schl - are served by the radway. The radway cnnects residential cmmunities and St. Mary s Cllege t SR-24 and the Orinda BART statin as well as the dwntwn cmmercial areas f Mraga and Orinda, bth f which are designated as Pririty Develpment Areas. 30 3.2.2 Mraga Rad Mraga Rad is a nrth-suth arterial that intersects with Munt Diabl Bulevard and extends suth int the Twn f Mraga. Five schls - Lafayette Elementary Schl, Stanley Middle Schl, Camplind High Schl, St. Perpetua Schl, and Dnald Rheem Elementary - are served by the radway. Mraga Rad als prvides access t Saint Mary s Cllege althugh the cllege is nt n Mraga Rad. The radway cnnects residential cmmunities t SR-24 and the Lafayette BART statin as well as the dwntwn cmmercial areas f Mraga and Lafayette, bth f which are designated as Pririty Develpment Areas, and the Rheem cmmercial area. Cunty Cnnectin Rute 6 perates alng this crridr Munt Diabl Bulevard (Happy Valley Rad t Brwn Avenue) Munt Diabl Bulevard is an arterial that runs parallel t SR-24 between Acalanes Rad and Pleasant Hill Rad, serving the dwntwn area f Lafayette, the Lafayette BART statin, and almst all f the city s cmmercial districts. Only the prtin f Munt Diabl Bulevard between Happy Valley Rad and Brwn Avenue is designated as a Lamrinda Interjurisdictinal Rute. The radway serves as a parallel rute fr vehicles diverting frm SR-24 during perids f cngestin. Althugh the radway des nt cnnect t anther jurisdictin, it is interjurisdictinal in terms f use. The sectin f Munt Diabl Bulevard in Dwntwn Lafayette is used fr SR-24 access frm the residential cmmunities t the suth. Dwntwn Lafayette s Y-shaped street netwrk is such that the SR- 24 eastbund freeway exit is lcated at Oak Hill Rad and eastbund freeway entrance is lcated at 1 st Street, bth f which meet Munt Diabl Bulevard. Vehicles entering r exiting SR-24 westbund cming frm r ging t the suth wuld exit nt Deer Hill Rad and use either 1 st Street r Oak Hill Rad t d s. The main rad suth f Munt Diabl Bulevard is Mraga Rad, which is between Oak Hill Rad and 1 st Street. Regarding transit service, Cunty Cnnectin Rute 25 perates alng this crridr Lafayette-Mraga Reginal Trail The Lafayette-Mraga Reginal Trail is a nrth-suth, 7.7-mile lng, linear park intended fr pedestrian, equestrian, and bicycle use. Paralleling St. Mary s Rad thrugh Lafayette and Mraga, the trail begins at Canyn Rad abut 0.7 miles suth f Camin Pabl and terminates at Olympic Bulevard t the nrth in Lafayette. 3.3 Mnitring Multimdal Transprtatin Service Objectives Descriptins f the MTSOs and the target values fr each were prvided in Sectin 2. The values f the MTSOs established by the 2009 Actin Plan fr the 24

32 3.4 Transit Service Transit service in Lamrinda is prvided by the San Francisc Bay Area Rapid Transit District (BART), and Cunty Cnnectin. In general, transit ridership has been slwly recvering after a decline during the years fllwing the ecnmic dwnturn f and the recessin f Bth BART and Cunty Cnnectin experienced small ridership increases in BART BART service t Lamrinda is prvided at the Orinda and Lafayette BART statins. The statins can be accessed thrugh n-site park-and-ride lts and thrugh several Cunty Cnnectin bus rutes. Ridership in 2012, shwn as average annual weekday exits at the tw lcal BART statins, is shwn in Figure 6. The MTSO fr BART is t maintain an hurly average lading factr (rati f passengers t seats) f 1.5 r less appraching Lafayette Statin westbund and Orinda Statin eastbund during each and every hur f service. An hurly averaging lading factr f 1.5 indicates that the number f passengers served during the hur is fifty percent greater than the number f seats available during that hur. Mnitring in 2013 indicated that this MTSO was met, with the highest bserved hurly average lading factr being 1.47 at 2:00 PM in the eastbund directin, and 1.26 at 7:00 AM in the westbund directin. 33 3.4.2 Cunty Cnnectin The Central Cntra Csta Transit Authrity (CCCTA), r Cunty Cnnectin, serves the Lamrinda area including bth the Orinda and Lafayette BART statins. The bus rutes currently serving this area are 1, 6, and 25, as illustrated in Figure 7. In additin t the regular bus rutes, Cunty Cnnectin perates supplemental bus service n schl days t accmmdate heavy ridership. Such rutes serving Lamrinda schls are 603, 606, 625, and 626. In 2009, the Cunty Cnnectin rute system went thrugh a majr restructuring in which its rutes were renumbered and/r changed and sme weekend service eliminated, resulting in a decrease in ridership in subsequent years. Ridership n the Lamrinda area rutes has fluctuated ver the past decade, as shwn in Figure 8. Figure 9 illustrates Lamrinda ridership in the 2012 fiscal year by rute, and Figure 10 shws the 2012 FY ridership demgraphic prfile by age grup. The Lamrinda Spirit Van is an alliance between public and private rganizatins in Mraga, Orinda, and Lafayette. Ridership n these tw services, shwn in Figure 11, has been steadily rising, mirrring a trend fund thrughut the Bay Area. With ppulatin frecasts shwing a large increase in the senir (age 62 and ver) demgraphic, the rising demand fr paratransit is a trend that is expected t cntinue. The Lamrinda jurisdictins have als teamed tgether t undertake a Lamrinda Circulatr Study. The purpse f the study, which will be spnsred by CCTA and Cunty Cnnectin, will be t determine whether sme type f shuttle service wuld be viable within the Lamrinda cmmunity and what wuld be invlved in perating a shuttle t cnnect neighbrhds with BART, dwntwns/pririty Develpment Areas (PDAs) and park-and-ride lts. 29

Mdel frecasts are based n the Assciatin f Bay Area Gvernments (ABAG) Current Reginal Plan Prjectins prduced in 2011 as part f the reginal plan update and the 2013 CCTA Land Use Infrmatin System (LUIS 13). Prvided in the mdel are frecasts fr the year 2010, 2020, 2030, and Current year 2013 estimates are derived thrugh straight-line interplatin between 2010 and

61 5.2 Preliminary Analysis Results f Actins While actins identified in Table 10 are intended t wrk tward achievement f the MTSOs by 2040, the mdeling results shw that this may nt be the case. In fact, mdel runs indicate that sme f the MTSOs will be exceeded by 2040, even with full implementatin f the Actin Plan. Hwever, it shuld be recgnized that, while implementing the actins may nt achieve the MTSOs, there are benefits t ding s. The actins wuld still serve t manage the underlying issues targeted in the MTSOs, thus minimizing the adverse effects felt by the users f the facilities in questin. In that regard, it is imprtant t nte that the CCTA s GMP des nt measure a lcal jurisdictin s cmpliance with the GMP n whether r nt all f the MTSOs have been achieved. GMP cmpliance is determined by asking, thrugh the biennial GMP Checklist, whether each jurisdictin has carried ut r is actively pursuing implementatin f the actins assigned t it in the adpted Actin Plan within the time frame f the Actin Plan. Cmpliance with the GMP culd becme an issue, hwever, when a lcal jurisdictin fails t carry ut r actively pursue implementatin f the actins fr which it is respnsible. Every few years, CCTA will mnitr the Rutes f Reginal Significance t assess whether the MTSOs are being met. If that mnitring effrt shws that an MTSO exceedance has ccurred, then the LPMC may wish t re-visit its adpted Actin Plan, and determine whether revisins are necessary. Such revisins culd include, fr example, adding new actins, r changing the MTSOs. CCTA s Grwth Management Implementatin Dcuments state that the RTPCs shuld avid watering dwn MTSOs during the revisin prcess, hwever, changes t the MTSOs are still an ptin fr the LPMC. A preferred utcme wuld be t reach cnsensus fr the Lamrinda jurisdictins t increase their lcal cmmitments t actins needed t achieve the MTSOs. 7 T help address the issue f thrugh traffic n Lamrinda s Reginal Rutes, the fllwing tw plicies have been adpted fr inclusin in the Lamrinda Actin Plan: Gateway Cnstraints, and Traffic Management. The plicy sets maximum number f thrugh lanes and lane widths fr SR-24 inbund gateways and similarly, identifies limits n the number f lanes fr arterials such as Pleasant Hill Rad and Camin Pabl. The Gateway Cnstraint plicy is beneficial t Lamrinda residents, because it reserves sme rm n the reginal system fr traffic that has an rigin and/r destinatin in Lamrinda. Furthermre, the mdeling analysis indicates that a Gateway Cnstraint plicy may be the key t achieving the MTSOs fr Lamrinda. The suth cunty jurisdictins f SWAT (Danville, San Ramn, and Cntra Csta Cunty) als have a Gateway Cnstraint plicy that has been in place since 1995, when the first Tri-Valley Transprtatin Plan/Actin Plan was adpted. The plicy has been successfully implemented thrugh the TVTC, whse Cntra Csta jurisdictins fall under the purview f SWAT as the designated RTPC under Measure C/J. 5.4 Gateway Plicies fr Specific Rutes The lcatin f Lamrinda gateways are identified in Figure 14. 63 SR-24: The fur-lane Caldectt sectin f SR-24 in the eastbund directin, and the fur-lane crss sectin f SR-24 in the westbund directin, just west f the Pleasant Hill Rad ff-ramp, represent gateway cnstraints. In the eastbund directin, SR-24 gateway capacity is currently limited by the Caldectt Tunnel. At the time the baseline MTSO mnitring data was cllected in 2013, the Caldectt Tunnel had three tunnels, each with tw lanes. The center tunnel was reversible and was perated in the peak directin: westbund in the mrning and eastbund in the evening. This methd f peratin prvided fur lanes f capacity in the peak directin. Because f the cmbinatin f factrs at the entrances t the tunnel, the practical capacity in the peak directin was limited t abut 8,000 t 8,400 vehicles per hur. Althugh a tw-lane, furth bre fr the Caldectt Tunnel was pened in late 2013, nly the capacity f the ff-peak directin was increased fr which nly ne tunnel (tw lanes) was previusly available. The capacity cnstraint fr westbund traffic at the east end f SR-24 results frm nrthbund and suthbund cngestin n I-680 during the mrning peak prducing stp-and-g cnditins befre the exit ramps t SR-24. A secnd cnstraint exists westbund n SR-24 at the Pleasant Hill Rad exit where an auxiliary lane ends. Six lanes f westbund traffic enter SR-24 frm the east end: three frm suthbund I-680, tw frm nrthbund I-680 and ne frm Mt. Diabl Bulevard in Walnut Creek. These six lanes merge t five lanes fr a shrt segment, but nly fur lanes cntinue past the Pleasant Hill Rad exit. The effective westbund capacity cnstraint at that pint is abut 8,400 t 8,800 vehicles per hur. Pleasant Hill Rad: The tw suthbund thrugh lanes n Pleasant Hill Rad Taylr Bulevard are prpsed as a gateway cnstraint. The Gateway Cnstraint Plicy wuld prhibit the additin f any thrugh lanes, including shrt-link segments, n any prtin f Pleasant Hill Rad between SR-24 and the Lafayette city limits line nrth f the intersectin with Taylr Bulevard. The ther details f the gateway cnstraint are t be defined in a traffic management plan develped jintly with TRANSPAC (see Actin 4.04 in Table 7). Pleasant Hill Rad is tw thrugh lanes in each directin frm its merge with Taylr Bulevard suth t SR-24 with additinal turn lanes at mst intersectins. The first signalized intersectin suth f the Pleasant Hill Rad-Taylr Bulevard merge is at the T intersectin with Ranch View Drive. Other majr intersectins are at Green Valley Rad, Reliez Valley Rad, Spring Hill Rad and Stanley Rad/Deer Hill Rad. Each f these signalized intersectins has left- and right-turn lanes n Pleasant Hill Rad. The capacity cnstraints n arterials prviding access t the Lamrinda area are determined by the number f lanes and the timing f signals at intersectins near the entry pint. On Pleasant Hill Rad suthbund during the AM peak perid, capacity is determined primarily by the timing f signals at the fur majr intersectins and hw much green time is given t Pleasant Hill Rad and hw 57

64 much is given t the crss streets. While the gateway plicy includes physical characteristics at key intersectins, gateway cnstraints may als be affected by varying the timing f signals, bth alng the crridr and at strategic entry pints int the system. This actin is further discussed belw in the Traffic Management strategy sectin. Camin Pabl/San Pabl Dam Rad: Camin Pabl/San Pabl Dam Rad is ne lane in each directin with left turn lanes at mst majr intersectins frm the Orinda brder suth t Miner Rad. It is tw lanes in each directin with left and right turn lanes frm Miner Rad t SR-24. The suthbund gateway capacity fr the rad is set primarily by the signals alng the tw-lane sectin f the rad at Wildcat Canyn/Bear Creek Rad, Miner Rad and El Tynal/Orinda Way. 5.5 Traffic Management Strategies While a Gateway Cnstraint plicy culd limit the vlume f traffic entering Lamrinda during peak hurs, it wuld nt fully address the peratinal issues f hw t manage the flw f traffic thrugh the gateways. Fr that reasn, Traffic Management Strategies are als prpsed t further address the issue f peak hur traffic entering Lamrinda during the peak perid. Traffic Management Strategies include single pint metering (metering traffic thrugh a signalized intersectin) and signal timing crdinatin. Fr example, t encurage thrugh cmmuters t use I-680 rather than Pleasant Hill Rad, ne pssible traffic management strategy wuld be t meter the thrugh-traffic flw n suthbund Pleasant Hill Rad in the AM peak perid, while maintaining accessibility fr Lamrinda residents wh wish t enter Pleasant Hill Rad via crss-streets within Lamrinda. A similar strategy culd be apprpriate fr Camin Pabl/San Pabl Dam Rad. 8 The AM peak perid traffic vlume suthbund n Pleasant Hill Rad suth f Reliez Valley Rad was 2,690 vehicles based n a cunt taken in 1990 just befre the imprved I-680/SR-24 interchange was pened. By 2000, the vlume had drpped t 1,974 because mre traffic was using I-680 and SR-24. Hwever, increasing cngestin at the interchange in the past few years has resulted in an increase in the vlume n Pleasant Hill Rad indicating mre diversin. Befre implementing a traffic management strategy t restrict the flw f entering vehicles n either f these tw arterials, turning-mvement traffic 8 The traffic management strategy f single pint metering and signal timing crdinatin is nt withut precedent. In the East Cunty and Central Cunty subareas, the Railrad Avenue/Kirker Pass Rad/Ygnaci Valley Rad crridr functins as a majr travel rute fr cmmuters cming frm East t Central Cunty in the westbund AM peak perid. The Central Cunty Actin Plan prpsed that a Traffic Management Prgram (TMP) shuld be jintly prepared by the TRANSPAC and TRANSPLAN RTPCs t address this heavy cmmute traffic. In 2001, the TMP was develped and subsequently implemented thrughut the crridr, with single pint metering at agreed-upn lcatins in Pittsburg, Cncrd and Walnut Creek. The TMP serves t meter thrugh traffic alng the crridr, while allwing crss-street traffic full access. 58

65 cunts shuld be cnducted at the intersectins alng the crridr that might be cnsidered as the cnstraining pint t determine intersectin level f service and the amunt f traffic that might be diverted by the cnstraint. In additin turning-mvement cunts and travel-time runs shuld be cnducted in the crridr after implementatin t determine whether the traffic management strategy is having the desired effect and withut unnecessarily large negative impacts in terms f queues at the metering signals. Lcal success f gateway cnstraint and traffic management strategies t maintain dwnstream radway capacity fr Lamrinda is dependent n maintaining lcal cntrl f decisins and signal peratins. Gateway cnstraints and traffic management strategies cnsidered fr specific rutes within Lamrinda shall be determined nly by a plicy decisin made by the lcally elected bard having cntrl ver the gateway in questin, after having undertaken a thrugh public review prcess. 59

66 6 FINANCIAL PLAN 6.1 Overview f the Financial Plan The prjects and prgrams affecting Lamrinda receive funding frm a variety f surces. Many f the prjects and prgrams designed t address needs within an individual cmmunity are funded by the general revenues f the jurisdictin (City r Cunty) in which the prject is being implemented r thrugh develpment impact fees specific t the jurisdictin. Larger prjects f a mre reginal nature generally receive funding frm a variety f funding surces designed t address subarea r reginal issues. These include revenue frm the cunty sales tax measures fr Cntra Csta Cunty (Measure J). Measure C in Cntra Csta Cunty was passed in 1988 and prvided a half-cent sales tax fr transprtatin thrugh March 31, Measure J was passed in 2004 and extends the half-cent sales tax thrugh Measure J prvides rughly $2 billin ver the 25-year perid. While sme, like autmated speed advisry signs, may represent capital expenditures, thers like increased speed-limit enfrcement r imprved maintenance f trees and ther vegetatin t prevent unplanned lane clsures, are peratinal in nature. The cllectin f actins fr the Secndary Rutes f Reginal Significance and the Lamrinda Interjurisdictinal Rutes culd be gruped int interjurisdictinal packages r prgrams fr funding frm the current Measure J r its ptential future extensin. Including them in an expenditure plan fr a Measure J extensin wuld ensure that the cuntywide sales tax benefits Lamrinda. 68 Transprtatin Fund fr Clean Air - Vehicle Registratin Fees fr Clean Air Prgrams One Bay Area Grant Prgram Because s many f the actins in this Actin Plan Update are riented t implementatin f the Cmplete Streets plicies f the lcal jurisdictins, packages f actins fr the Lamrinda area wuld be eligible fr many f the federal, state and reginal funds designed t imprve transit, pedestrian and bicycle safety and mbility and t develp safe rutes t schls. Many f the funds have been cmbined in the Bay Area int the One Bay Area Grant prgram fr distributin n a cmpetitive basis by MTC/ABAG and by the Cngestin Management Agencies in each cunty, which fr Cntra Csta is CCTA. The traffic grwth that is expected n the Rutes f Reginal Significance and the Lamrinda Interjurisdictinal Rutes will be mitigated in part thrugh a set f prjects and prgrams as identified in this Plan. Funding fr these prjects and prgrams thrugh existing surces, hwever, will nt be sufficient t fully fund all f the identified needs. Since the first plan was adpted in 1995, the LPMC has lked t new develpment t defray the csts f mitigating the impacts it creates. The LPMC s Subreginal Transprtatin Mitigatin Prgram generates additinal revenue t mitigate the impacts f new develpment in Lamrinda. Develper funding f prjects t mitigate the impacts f new develpment that ccurs utside f Lamrinda is subject t the establishment f reciprcity agreements between the LPMC and the upstream jurisdictin where that new develpment ccurs. The Central Cunty RTPC (TRANSPAC) cnsiders use f such reciprcity agreements fr prjects that generate in excess f 100 net peakhur vehicle trips. 6.2 Subreginal Transprtatin Mitigatin Prgram (STMP) In August 1994, the Lamrinda Prgram Management Cmmittee (LPMC) adpted the Lamrinda Transprtatin Imprvement Prgram (LTIP) as its blueprint fr transprtatin planning thrugh the year Accrding t the statutry requirements f Measure C, the LPMC must adpt a subreginal traffic mitigatin prgram t ensure that new grwth is paying its share f the csts assciated with that grwth. The CCTA established April 15, 1998 as the deadline by which all Cntra Csta Cunty jurisdictins must adpt a fee in rder t remain in cmpliance with the Grwth Management Prgram and cntinue receiving return t surce funds frm CCTA. The LTIP is the result f the Lamrinda Traffic Study cmpleted in late It identified rughly 37 imprvements t reginal radways and transit facilities and ttal apprximately $17.7 millin (in 1998 dllars). The LPMC then created the Lamrinda Transprtatin Impact Fee (LTIF) as a mechanism t charge new develpment t mitigate the traffic impacts it creates. The LTIF identified seven 62

69 prjects fr use f the funds. A fee structure fr new develpment was established based n the expected impact f the new develpment and the cst t mitigate the impact. Since its adptin, the funds f the LTIF have been used fr sme f the prjects identified. This update t the Lamrinda Actin Plan made adjustments t the estimated csts fr the remaining prjects t reflect rising cnstructin csts. Adpted recmmendatins frm the upcming Lafayette Dwntwn Cngestin Study, including the explratin f the dwntwn bypass crridr, shuld be incrprated as future prjects and actins t be funded. N new prjects have been added nr has a re-evaluatin f the needs fr new and past prjects ccurred, but a reassessment f the prject list and fee structure will be cnsidered in

70 7 PROCEDURES FOR NOTIFICATION, REVIEW, AND MONITORING This chapter prvides guidance n implementatin f the Actin Plan, including the prcedures fr circulatin f envirnmental dcuments and review f General Plan Amendments (GPAs). The chapter als includes the prcess fr mnitring and review f the Actin Plan. 7.1 Ntificatin Regarding Develpment Applicatins and Envirnmental Dcuments As part f the Grwth Management Prgram, lcal cities and twns are required t ntify neighbring jurisdictins regarding prpsed prjects and GPAs. By 64

71 agreement amng the three cities within Lamrinda, the fllwing ntificatin prcedures shall be fllwed: Fr any GPA, the lead jurisdictins shall ntify the Lamrinda jurisdictins staff and the designated staff persn fr LPMC as sn as the GPA applicatin is deemed cmplete. Fr any prpsed prject that generates mre than 10 and less than 50 net new peak hur vehicle trips in either the AM r PM peak hur, the lead jurisdictins shall ntify the planning directrs f the ther Lamrinda jurisdictins as sn as the develpment applicatin is deemed cmplete. N additinal actins are required, unless the prpsed develpment is subject t CEQA, in which case the CEQA-related ntificatin prcedures apply as utlined belw. Fr prpsed prjects that wuld generate 50 r mre net new peak hur vehicle trips, the Lamrinda jurisdictins agree t the fllwing prcedure: 1. The Lead Agency shall ntify the planning directrs f the ther Lamrinda jurisdictins and the designated staff liaisns fr LPMC; 2. Fllwing receipt f ntificatin, any Lamrinda jurisdictin may request, and the spnsring jurisdictin shall agree t, an infrmatinal meeting t discuss the applicatin. If the prject generates mre than 100 net peak hur vehicle trips, the Lead Agency shall in turn ntify the designated staff persn fr SWAT, the staff f ther jurisdictins within SWAT, and adjacent RTPCs as apprpriate s that affected jurisdictins may cmment n prpsed prjects and subsequent envirnmental dcumentatin 9. When the abve-mentined develpment prjects and GPAs invlve the CEQA prcess, ntificatin shall ccur at the fllwing tw junctures: 1. Upn issuance f a Ntice f Intent t Issue a Negative Declaratin r a Ntice f Preparatin fr EIR/EIS; and 2. Upn cmpletin f a Negative Declaratin r draft EIR/EIS (Ntice f Cmpletin). In each case, the neighbring cmmunities are t be prvided an pprtunity t review and cmment n the envirnmental dcuments. Cpies f the envirnmental dcuments are t be made available in hard-cpy r electrnic frm. The Lamrinda subarea has made the plicy mre stringent than the established CCTA ntificatin plicy by setting the threshld fr circulatin belw 100 net new peak hur vehicle trips. The threshld fr net new peak hur 9 Cnversely, as required under Authrity Reslutin G, the ther RTPCs will ntify SWAT f prpsed prjects and general plan amendments that exceed 100 peak hur vehicle trips. 65
