Sta Recommendation: Athough this is a study session and oma actions ae not to be taken, it is ecommended that Counci gie sta diection to identiy ways to suppot the Counci s peious diection and goas o bike paths. Sta is poposing to hep Counci be uy awae o the edea equiements with this cuent poect and o utue edea poects, potentiay educe the City s scope o the cuent edeay unded bike path poect, o teminate the cuent edea gant and ook o bette options to compete the Noth Ashand Muti-Use Path and to bette utiize the edea unds. Backgound: Ashand s commitment as deined in the Tanspotation Eement ensues we wi hae the oppotunity to conenienty and saey use the tanspotation mode o ou choice, and aow us to moe towads a ess auto-dependent community has ocused attention on the need o a bike path netwok. Ashand began changing its auto-ocused appoach as the tanspotation eement was being adopted. The Tanspotation Eement has ou pedestian and bicyce goas and pioities:. To aise the pioity o conenient, sae, accessibe and attactie waking and bicycing netwoks. 2. To suppot and encouage inceased ees o waking and bicycing 3. Emphasize enionments which enhance pedestian and bicyce usage 4. To dedicate unding and sta suppot to impement the goas and poicies o this section The City s Tanspotation System Pan (May 998), Chapte 7, Pedestian and Bicyce Amenities, ocused on detemining the easibiity and cost o poiding city-wide bicyce and pedestian amenities to make waking and bicycing not meey a possibiity, but a peeabe tanspotation option. The bicyce poect pioities wee identiied as poiding a pathway aong the aioad tacks (3.2 mies o path at a cost o $,658,), competing the Bea Ceek Bike Path (estimated at $2,6,) and seea connections to these paths o outes to schoos, empoyment centes and neighbohoods. Since then, seea new bike path and shaed bikeway poects hae been competed in Ashand; the Geenway Bike Path om Vaey View Road to W. Neada Steet (ackson County unded though the Oegon Depatment o Tanspotation, ODOT) was competed in 997; the Centa Ashand Bike Path was competed with ODOT (edea unds) unds in 999; N. Mountain Aenue was impoed with bike anes in 23; Siskiyou Bouead and a signiicant potion o Ashand Steet wee modenized to incude u bike anes o shad shoude anes (ODOT State unds) in 24; a signiicant segment o Toman Ceek Road was impoed to add bike anes in 24 and 25; bike path easements hae been secued aong Bea Ceek and utue deeopment has citeia o bike path deeopment. 2 Poect Backgound: n Octobe 2, the City puchased a 2 oot wide easement om the Centa Oegon and Paciic Raioad (CORP) oe the nothey section o the aioad ight o way between ackson Road and Laue Steet. This easement epesents the ony iabe option o a bike path o muti use path o this section o the tai coido. n 23, the City appied o and eceied a gant though the edea Tanspotation Enhancement (TE) pogam om ODOT and FHWA o $58, pus the equied City match o $66, (.28%) o a poect tota o $646,. The poect, deined as the Noth Ashand Muti-Use Path, begins at ackson Road, cosses oe Wight s Ceek and then heads south aong the aioad tacks. A signiicant potion o the path (73 eet) was buit with piate unds as equied o the deeopment o the Biings Ranch Subdiision. The path was designed to begin at ackson Road, continue to Genn Steet, coss Genn Steet at gade paae to the aioad tacks, and then continues to the intesection o Laue and Hesey Steets. This section o bike path between ackson Road and Laue Steet is ust unde a mie ong (535 eet o.95 mie). See Attachment o a map o the cuent poect. As this poect is unded though a edea gant with Tanspotation Enhancement Funds, a edea design eguations appy. Thee ae speciic design standads to be met; oot wide paement section, 4 inches o asphat oe 8 inches o aggegate base and geo-textie abic equiements o cetain soi conditions. Thee ae imits to the sopes on the path, speciic dainage equiements and etica cut sope imitations. Thee ae nine cuets unde the aioad tacks and a new box cuet bidge equied o the cossing at Wight s Ceek. Wetands hae been identiied on the site which must be mitigated. Duing the initia design phase, seea detais wee deined that wee not uy known duing the scoping o the poect. The design enginee identiied a signiicant numbe (2) o additiona popety ight o ways that woud need to be acquied to accommodate additiona aeas o these design consideations. The poect incudes seea sections o signiicant etaining wa sections that wee not identiied in the peiminay scoping o the poect. As such, the cost o the poect at the peiminay design phase has gown to $2,24,75 - amost thee and a ha times the oigina estimate (see Attachments 2 and 3). n addition, two othe eements hae changed since the beginning o this poect and they both signiicanty impact the utimate use o the bike path; ) a section o ackson Road that was intended to be the temination point o this bike path poect was acated by ackson County and etuned to the Biings Ranch Popeties -- meaning the City has no ight to use ackson Road without acquiing additiona ight o way o easements aong the od ackson Road, and 2) the Biings Subdiision has postponed the constuction o the go couse which aso imited utue access o the bike path as the pan was to hae the bike path wind its way aound the go couse to a nothen connection to the Bea Ceek Geenway. As such, thee ae seea cuent unknowns and concens with this poect. The bike path s poposed temination point at ackson Road is in question as ackson County, at the equest o the Biings Ranch popeties has acated the oad meaning we hae no ight to use that section o oad o access. The City woud hae to obtain eithe ight o way o an easement om the Biings Ranch Popeties o a 2 oot pedestian and bike path easement (appoximatey 55 inea eet is equied). The cuent poect teminus on ackson Road, sti equies path uses to use a County steet that is not we maintained and does not hae dedicated bike anes to utimatey each the Geenway, athe than going though the go couse to ink diecty with the Geenway as oiginay enisioned. ackson Road winds aound (outside City imits) and exits onto N. Main at Mike s Mue. The oigina bike path concept incuded a path though the poposed Biings Ranch Go Couse. 2. Thee ae two aioad cossings within this poect that equie ODOT Rai and CORP appoas; Genn Steet and the Laue/Hesey cossings. Appication has been made to ODOT Rai, but the concen is with the gades and site distance at Genn Steet. ODOT Rai has stongy ecommended cosue o the Genn Steet cossing (to ehice taic which woud eiminate these concens). Sta is concened that the City wi not eceie pemission o eithe cossing uness Genn Steet is cosed. 3. Because the use o edea unding, ODOT equies that the City go though a ey igoous pocess to obtain additiona ight o way. Options: Sta is ey concened with the inceasing costs o this bike/muti-use path poect. Athough this woud be a geat addition to the City s existing bike path system and a much needed ink to the nothen coido, the unknowns with ackson Road and the exobitant costs due to the edea equiements, especiay with ight o way acquisition, make the poect as cuenty panned a iscay iesponsibe atenatie. Sta has been woking with ODOT to eauate aaiabe options o this bike path. Thee appea to be ou iabe options:. Continue with design and spend the aocated ODOT TE (FHWA) doas on the Noth Ashand Muti-Use Path om Laue Steet to ackson Road. a. Appy o additiona ODOT/FHWA unding to coe the inceases in constuction and ight o way costs. The isk is that Ashand may not get suppot o additiona unding. b. Regadess o additiona unding becoming aaiabe, the City woud incu the esponsibiity o competing the constuction and at east hae the poect unde constuction within yeas. the unds ae spent on the puchase o ight-o-way, then the poect constuction competion time is extended an additiona yeas (2 yeas tota). c. The cuent gant amount coud be appied to the ight-o way acquisition, but woud a shot o competing the constuction costs. The City woud hae to pay the dieence in constuction costs, o appy o additiona ODOT/FHWA unding which is not guaanteed. The City woud hae 2 yeas to gain the additiona unding. d. Thee is a isk that the Raioad wi not extend its deadine o deeoping the City s easement o the bikepath. Ou ageement with the aioad is to compete constuction by Change the ength o the poect (om Laue to the connection with the path cuenty constucted at Biings Ranch), continue and compete design, and utimatey spend the aocated ODOT/FHWA doas. a. Append the constuction to this shote section o the bike path and petition ODOT/FHWA to aow constuction o a shote section that might it within the existing gant amount. The teminus woud be to tie into the existing bike path buit at the Biings Ranch subdiision, not at ackson Road. b. The isk is that ODOT may not aow a eduction in the scae o the poect, then we woud be back to ooking at anothe atenatie. Anothe isk is that the gant unds sti may not coe the shotened section, but this section does not hae the wetands mitigation issues, o the signiicant amount o additiona ight o way acquisition. c. Sta ees that this shotened section o the bike path coud be buit and that woud be a positie connection o the Noth Ashand Bike Path. This change in teminus wi equie ODOT appoa (discussion hae been initiated, but ODOT wi not meet unti Decembe th to gie us a ina decision). Again, i the City continues to spend edea doas, the City woud incu the esponsibiity o competing the constuction (educed scae o not) and at east hae the poect unde constuction within yeas. 3. Stop a wok on the cuent design o the extension o the Noth Ashand Muti-Use Path om Laue Steet to ackson Road and pay back the gant unds to ODOT/FHWA. a. This eiminates the City s uthe esponsibiity to ODOT/FHWA o competion o the poect. The City woud be obigated to pay a but the.28% match o costs incued to date. As o the end o Octobe, ODOT has paid the design enginee (OBEC) $9, the City s obigation woud be $82,485,68. t is anticipated that thee might be a ew moe tasks that OBEC has competed, but it is not ikey that the City s costs woud be oe $9,. b. 4 meet City s standads (not as stingent as the edea equiements o mateias testing and ight o way acquisition). Sta woud bing the ina estimate to the Counci o uthe unding appoa. c. The de-obigated TE unds woud eithe be etuned to Region 3 o genea distibution o back to ODOT o genea distibution. The City o Taent has a poect that coud use the additiona unding within the ODOT Region 3 aea. 4. Stop wok on the cuent poect and petition ODOT/FHWA to eassign the unds to a highe pioity Ashand poect. a. This aows Ashand to etain the gant unds, but sti equies the edea equiements be uied o any poect. b. Thee ae ikey time constaints to use the unds and the City may not be abe to meet the constained time ames without additiona time ganted by ODOT. c. Possibe poects woud incude: i. Extend the Geenway om the end o W. Neada to N. Mountain (south side o Bea Ceek) ii. Extend the Noth Ashand Bike Path om Toman Ceek Road to Washington Steet iii. Extend the bike path aong the aioad tacks om Oak Steet to 4 th Steet. Reated City Poicies: Budget Documents incuding the CP City o Ashand Tanspotation System Pan (998) Tanspotation Eement, Chapte X o the Ashand Compehensie Pan (996) Counci Options: Sta emains concened with the use o edea unds when the cost is signiicanty moe o no ea dieence in outcome and wi continue those discussions with ODOT. Sta ees the poposed bike/muti-use path has consideabe meit and woud ike to pusue competion o a shote section o this poect between Laue to the connection with the section buit by the Biings Ranch Subdiision. The woud aow connections to both the new subdiision and a oop om Laue Steet to the Quiet Viage neighbohoods and back aound to the dog pak with a connection thee to the Geenway. With Counci s consent, sta woud ike to pusue the oowing two options so that the bike path coud sti be an option in the utue. Regadess o the oowing options, sta wi continue to keep counci appaised on this bike path, utue potentia connections and the aaiabiity o gants.. With Counci s acceptance, sta poposes to ente into discussions with ODOT to aow a shote section o the bike path to be constucted om Laue to the connection with the existing path at Biings Ranch. As discussed peiousy, this may not meet ODOT s needs, then we shoud eaisticay conside option O Counci coud diect sta to immediatey stop any additiona edea unding on this poect and eithe pay back the oigina amount o tanse this to a bette Ashand poect. thee is no iabe Ashand poect o the TE Funds, sta poposes to buy out the edea unds expended to date and tanse the TE Gant doas to the highe pioity Region 3 poect (Taent).
