5 INTERNATIONAL CONVENTION CENTRE RULES & REGULATIONS PART 1 - GENERAL 101 Scpe f the Rules & Regulatins These regulatins made by the ICC shall be bserved and perfrmed by all Custmers, stand hlders, event rganisers and ther sub-custmers, and their cntractrs, subcntractrs, and agents These regulatins are in additin t: All statutry regulatins and requirements f the Authrities and, The terms and cnditins f the material damage and public liability insurance plicies effected by the Natinal Exhibitin Centre Limited in respect f the Internatinal Cnventin Centre. The Health and Safety at Wrk etc. Act 1974, and subsequent amendments and regulatins made there under. The Regulatry Refrm Order Definitins and Interpretatin In these regulatins the fllwing definitins and interpretatins shall apply unless the cn text ther wise requires: The "Authrities" mean: Birmingham City Cuncil The West Midlands Plice The West Midlands Fire and Civil Defence Authrity; The ICC's insurers fr the time being in respect f risks cvered by the material damage and public liability plicies affected by the ICC; The Hme Office r any ther Gvernment Department r any ther Authrity having jurisdictin ver activities at the Centre; The "Centre" means the buildings and service areas at the Internatinal Cnventin Centre; The "Chief Fire Officer" means the Chief Fire Officer f the West Midlands Fire Service; The "City Cuncil" means the Birmingham City Cuncil; The "ICC" means The Natinal Exhibitin Centre Limited; The "Electricity Bard" means Midlands Electricity plc; "Event" means any functin taking place within the Centre including but nt limited t cnferences, meetings, banquets, cnventins, exhibitins, scial functins, demnstratins r displays in the nature f an event r any demnstratin r display f any sprt, game r cntest r any entertainment r perfrmance f a similar nature, r f music, singing r dancing; Exhibitrs means the peple r persn putting n an Event; "Gangway" means any passage r walkway within the Centre; "Hall" means any building r part f a building at the Centre used fr the purpse f an Event; The "Custmer" means the persn r bdy t whm the ICC grants a licence t use the Centre as mre particularly set ut in the Licence Agreement; The "Licence Agreement" means the dcument embdying the terms and cnditins entered int between the ICC and a Custmer fr the grant f a licence f the Venue and wrds and phrases defined in that dcument have the same meaning in this dcument unless the cntext therwise requires; 1

6 The "Licence Perid" means the dates specified in the Licence Agreement between which the Custmer has a tenancy. Open Perid means the perid f time that a certain Event is pen t Visitrs Stand" means any structure, platfrm, space r ther area intended fr use in cnnectin with an Event; Venue has the meaning set ut in the ICC Licence Agreement. "Visitrs" means all persns at the Centre ther than thse present by virtue f their emplyment at the Centre r their emplyment by persns rendering services t the ICC r t the Custmer r t any exhibitr r delegate; The "Water Authrity" means Severn Trent Water; 2

7 PART 2 - GENERAL CONDITIONS LAYOUT & INSTALLATION 201 Layut Plans Layut plans f Events shall be prepared by the Custmer and shall cnfrm t the fllwing requirements: The Custmer is advised t cnfrm t the exact requirements fr gangway widths, which vary frm Hall t Hall. The traps t the service tunnels, set in the Hall flrs, shall be accessible. All fire alarms, extinguishers, break glass pints, fire hydrants, fire detectin equipment, sprinkler system valves, rm therm stats, huse telephnes, ventilatin grilles and drs shall be kept clear and accessible at all times. The layut grid shwn n the survey plans issued by the ICC t Custmers shall be shwn n the layut plans. Layut plans fr Events shall be t a reasnable scale, but nt less than 1: Wrking Layut Plans N wrk is t cmmence in the Halls until apprval f the layut plans has been given in writing by the ICC. Nt later than ne mnth prir t the first day f the Licence Perid, the Custmer is t issue t the ICC layut plans fr use by the ICC's peratinal departments and cntractrs. Where these plans are fr an exhibitin these plans must shw names f exhibiting cmpanies, stand identificatin numbers and stand measurements. 203 Mall, Registratin and Quayside Areas f the Centre Applicatins t erect r place ffices, desks, cunters, signs r ther structures in the mall, registratin and quayside areas f the Centre are t be made t the ICC's event manager prir t the start f the Licence Perid. Applicatins must be accmpanied by plans shwing the lcatins f these structures with detailed drawings f individual units where necessary. N wrk is t cmmence n the mall, registratin and quayside areas until apprval has been given in writing by the ICC and the Authrities. 204 Marking Out The ICC will mark ut the perimeter f all stands and feature areas n the flr f the Halls. Fr this purpse, the Custmer is t issue t the ICC layut plans, shwing dimensins f all Stands and feature areas, the widths f gangways between the Stands and feature areas, the dimensins between the frntages f the Stands and the Hall clumns and walls and Stand identificatin numbers These plans are t be issued nt later than ne mnth prir t the first day f the Licence Perid. The Custmer is t check the marking ut prir t the erectin f stands and feature areas and any discrepancies between the drawing and the marking ut are t be ntified t the ICC immediately. The ICC will accept n respnsibility fr incrrect marking ut if this prcedure is nt fllwed r if the plans issued t the ICC vary frm layut plans issued by the Custmer t thers. 205 Building Wrks & Fixings 3

8 General All fixings r attachments t r penetratin f the fabric, structure f flrs f any building n the Centre shall be carried ut by the ICC at the expense f the Custmer, sub-custmer r cntractr requiring these services. This shall include the prvisin f fundatins, pits, fixing f hlding dwn blts, attachments t the structural steel wrk, taking dwn r replacing remvable Hall wall panels and the anchrage f guy rpes, wires, cramps r tackle fr any purpse t any part f the building fabric and structure, whether t the interir r exterir f the Halls. N fittings r attachments f this type will be permitted unless apprved by the Event Manager in writing. Fixings t the Hall Flrs N fixing is permitted t the flr f any Hall except as fllws: Hall 1 and Hall 5 stage areas: - with prir written agreement f the Event Manager (r representative). Hall 3: where prir written agreement has been reached with the Event Manager (r representative) and apprpriate arrangements have been made fr the remval and reinstatement f carpet tiles (where required). The ICC may make charges fr remving and reinstating carpet tiles and fr any tiles cut r damaged. Fixings t Duct Cvers N fixing will be permitted t the flr duct cvers. Adhesive Tapes The Custmer will be respnsible fr ensuring that adhesive tapes used t fix carpets r ther materials t the Hall flr are remved after use withut damage t the flr. Use f Mrtar Persns prpsing t erect brick, stne r blck walls etc., shall lay heavy duty building paper r similar material n the Halls flr under the walls etc., t prtect the flr surface frm mrtar damage. The cst f repairing any damage caused t the flr by the erectin r dismantling f this wrk will be charged t the Custmer. 206 Exit Signs If exit ntices r emergency lights are bstructed by stands, decratins r exhibits, additinal ntices shall be prvided as the Authrities may require. The prvisin and fixing f these additinal ntices will be carried ut by the ICC at the Custmer's expense. ADMISSION INTO HALLS 207 Delivery, Unpacking, Strage and Remval 4

9 General Deliveries will nt be accepted befre the cmmencement f the Licence Perid and the ICC cannt accept respnsibility fr deliveries if this ccurs. N vehicle will be allwed int any Hall while that Hall is pen t Visitrs. Exhibits and similar materials shall nly be delivered and unpacked, r packed and cllected, at times when Visitrs is nt admitted t the Hall in questin. N empty crates, cartns, bxes, shavings r ther packing materials shall be stred n r behind any stand but must be remved when the unpacking has been cmpleted. Early Access The ICC will nt permit deliveries t the Halls f exhibits, Stand fitting r any ther materials r equipment required fr staging f an Event prir t the first day f the Licence Perid except in accrdance with specific arrangements made in writing between the ICC and the Custmer. If such arrangements are made, Custmers will be respnsible fr any charges the ICC may make fr extending the perid f the Licence and fr prvisin f the additinal services. End f Tenancy All exhibits, Stand fitting and ther materials brught int the Halls fr an Event including materials scrapped at the end f the Event must be remved frm the Halls by the wners and strage areas cleared in sufficient time fr the ICC's cleaning cntractr t clear the flrs by the end f the Licence Perid (unless specific arrangements t the cntrary are made in writing between the ICC and the Custmer). The Custmer will be respnsible fr any charges the ICC may make fr extending the Licence Perid and fr additinal services required if the Halls are nt clear by the end f the Licence Perid. 208 Admissin t the Halls - Build-Up and Breakdwn Passes The Custmer shall issue passes valid fr the build-up and breakdwn perid t all persns requiring admissin t the Venue fr any reasn in cnnectin with building r breakdwn f the Event stands. These passes must be displayed by the hlders at all times when entry int the Halls is required and shall be shwn n request t the ICC's stewards n duty in the Halls. Staff Identity Cards Unless a specific request in writing is made t the ICC, identity cards issued by the ICC t its staff shall permit the hlders' entry int the Centre at any time t carry ut their duties. Children Under 16 The Custmer shall nt issue passes fr the build-up and breakdwn perid t children under the age f sixteen. The ICC's stewards have instructins nt t allw children under the age f sixteen int the Halls during this perid. 5

10 208a CDM site rules. When an event is deemed t be fllwing the prcess f Cnstructin (design and management) regulatins 2015 the fllwing site rules shuld be bserved: 1. Cmpliance with ICC Site Rules, ICC Hall Access Plicy, eguide, H & S legislatin and CDM regulatins is required at all times. 2. The speed limit within the Bay Areas and Halls is 5mph. 3. Vehicle access int the halls and/r CDM site must be apprved by the venue and Client r Principle Cntractr. 4. Be cnsiderate and d nt blck in ther vehicles. 5. Be safe and be seen - Hi-vis jackets shuld be wrn at all times when ff-lading and lading vehicles within the lading bays. 6. All frklift and vehicle mvement within the halls must be crdinated and managed safely. 7. Hatch markings utside each VE Dr and areas immediately in frnt f the VE Drs inside the halls must be kept clear and accessible at all times. 8. Emergency gangways must be maintained t allw cleaning tractrs, frklift mvement and emergency access/egress etc at all times. 9. Emergency gangways must be clearly identified. 10. Authrised access nly is allwed int halls all persnnel wrking within a CDM site must be infrmed f the ICC site rules. 11. Apprpriate management and safe methds f wrking at height is required at all times. 12. Ht Wrk requires a ht wrk permit frm the venue. 13. All accidents, incidents & near misses must be reprted immediately. 14. Wrk tidy maintain gd husekeeping at all times and dispse f all waste in an apprpriate manner. 15. Cmpliance with venue plicies must nt be interpreted as cmpliance with applicable laws (including but nt limited t The Cnstructin (Design & Management) Regulatins 2015 (CDM)). Reference in respect f CDM shuld be made t the HSE site CDM 2015 and the Entertainment Industry. 6

11 209 Admissin t the Halls - Event Open Perids The Custmer shall ntify the event manager f the prcedure t be fllwed by the Event rganisers, staff and visitrs t gain entry int the Venue during the Open Perid and issue t the security manager specimens f all passes r tickets etc., intended t be used during that perid (fr briefing f the security staff n duty). 210 Flr Ladings The Hall flrs, including duct cvers and the flr abve the tunnels r ther sub ways, can with stand a lading f 5 kilnewtns per square metre (apprximately 100 punds per square ft) with the fllwing exceptins:- Hall 1 Stage The maximum permitted lading is 7.5 kilnewtns per square metre (apprx. 150 punds per square ft). Hall 3 Flr The maximum permitted lading is 10 kilnewtns per square metre (apprx. 200 punds per square ft). Hall 3 Gallery The maximum permitted lading is 6 kilnewtns per square metre (apprx. 120 punds per square ft). TRAFFIC AND VEHICLES 211 Traffic Cntrl All vehicles entering the service bays must cnfrm t instructins given by the ICC's Stewards. Unlading and Lading Unlading and lading may nly be carried ut in designated areas clear f the public highway. The ICC cannt authrise vehicles t wait r unlad in cntraventin f lcal rad traffic regulatins. All lading/unlading passes are issued by the event manager and must clearly be displayed in the vehicle windscreen. Drivers f vehicles withut passes shuld cntact the event manager befre arrival in rder fr lading/ unlading arrangements t be made. 212 Vehicle Entry Drs The electrically perated vehicle entry drs t the Halls shall be perated nly by the ICC's persnnel r such ther persns as the ICC may designate in writing. Wheeled vehicles, whether mtr driven r hand prpelled, must nt be taken thrugh any f the emergency pedestrian exit drs frm the Halls. 7

12 MISCELLANEOUS 213 Lst Prperty All prperty fund at the Centre and handed t the security department will be retained fr fur weeks by the ICC. If after fur weeks n claim in respect f that prperty has been made by any persn the finder may claim the prperty, ther wise the ICC shall cnsider the title t that prperty has been abandned and shall becme entitled t sell that prperty fr its wn accunt. 214 Exhibitrs' Prperty and Security Exhibitrs' stands and exhibits n Stands are nt accepted int the custdy r cntrl f the ICC and Exhibitrs shuld make their wn insurance arrangements. All Exhibitrs f jewellery shuld have a blck insurance plicy cvering their gds wherever situated. Any persn detailed t stay n a Stand thrughut the night shall be deemed t be a servant f the exhibitr. 215 Radi Micrphnes All radi micrphne equipment used within the Centre must cnfrm t the specificatin MPT 1350r its successr. Any radi micrphne equipment used by the Custmer f its subcntractr must be suitably licensed in accrdance with current regulatins and shuld nt cnflict with frequencies used by the ICC. A list f the ICC's frequencies is available frm the event manager. 216 Bks and ther gds The Custmer and exhibitrs shall nt sell r ffer fr sales at the venue r the centre any bks, magazines, recrds, tapes r ther gds f whatever nature withut the prir written cnsent f ICC which cnsent may be subject t such cnditins as ICC cnsiders apprpriate 8

13 PART 3 - FIRE AND ACCIDENT PRECAUTIONS ACTION IN CASE OF FIRE AND PERSONAL INJURY 301 Fire The prcedure fr an utbreak f fire is as fllws:- Fire Alarm Raise the alarm by perating the nearest fire alarm call pint. These are sited by exits and in ther circulatin areas thrughut the Centre; r Telephne Either: Dial 3333 n the nearest internal telephne. These are clured light brwn and are lcated thrughut the Centre. Dial 999 n a public telephne and infrm the Fire Service: "Fire at the ICC, Brad Street, Birmingham." Immediately afterwards ntify the Centre's Security Suite n Ext It is imprtant t give the exact lcatin f the fire t enable Security staff t cme t yur assistance and t advise the Fire Service f the mst direct rute. Extinguishers If safe t d s try t quench the fire r cnfine it by the use f extinguishers and/r remval f gds etc. in the vicinity. Avid ding anything likely t create panic. Evacuatin Shuld it be necessary t evacuate the Centre this infrmatin will be bradcast n the public address system r sunder. It is imprtant that instructins given are cmplied with immediately. The assembly pint fr the Centre is Centenary Square. 302 Persnal Injury In case f persnal injury: Telephne Either: Dial 2222 n the internal telephne system; r On a public telephne call the ICC's security ffice n extensin 2222 giving the lcatin f the incident. If yu call the ICC s security ffice using a mbile phne it is necessary t prefix the number with 0121 i.e Remain with the persn injured until the arrival f the security staff in rder t give them any infrmatin they may require abut the accident. 9

14 303 Emergency Telephne Numbers By dialling 3333 fr fire r 2222 fr persnal injury n the internal telephne system, `immediate access is given t the ICC's trained fire and medical staff, thus enabling incidents t be attended t withut delay. FIRE PREVENTION - GENERAL MATTERS 304 Halls Cntaining Safety Curtains A safety curtain is prvided in Hall 1 as a requirement f the Authrities between the stage and auditrium. It is the respnsibility f the Custmer t ensure that the descent f the curtain is nt bstructed by any display, exhibit r perfrmance. Details f the line f descent and the area t remain unbstructed can be btained frm the venue services manager. 305 Means f Escape The Centre perates within the terms f The Regulatry Refrm Order A predminant requirement f all applicable legislatin is that all means f escape rutes and in particular exit drs frm the Centre are maintained free frm bstructin at all times. The Custmer shall be respnsible fr ensuring that everything within the area f peratin is dne t ensure this requirement is cmplied with. 306 Use f the Mall There are strict limitatins n the use f the mall in particular areas and n the type f usage. Minimum standards t be achieved f any material, exhibit, decratin r cmmdity have been laid dwn by the relevant Authrities. Details f the standards t be achieved are available frm the ICC's event manager. It shall be a requirement f the Custmer that such standards are cmplied with. 307 Cable Pass thrugh Cable pass thrughs are prvided int certain Halls t bypass entrances and means f escape drs. These are cnstructed t ensure the integrity f fire cmpartment walls is maintained. Cable pass thrughs must nt be interfered with and may nly be used with the express permissin and under the directin f the event manager. 308 Dead Black Out Facilities Theatrical dead black ut facilities are prvided in Halls 1, 2, 3, 4, and 5. Such facilities are subject t specific perating rules and testing prcedures and may nly be used with the express permissin f the event manager. 10

15 PART 4 - REGULATIONS FOR STAND ELECTRICAL INSTALLATIONS STAND INSTALATIONS 401 Cnditins British Standards All electrical installatins n stands, features, displays r exhibits shall cmply with BS7671 sectins 711 and in additin: Any special requirements f the Authrities and the ICC. The Health and Safety at Wrk etc. Act The Electricity at Wrk Regulatins The Exhibitin Venues Assciatin "Regulatins fr Stand Electrical Installatins" cntained therein. The Licensr will nt supply electricity t any installatin which des nt cmply with these regulatins r requirements. The Custmer and Exhibitrs shall nt use r install any technical equipment r materials including sund, lighting, cinematgraph, theatrical r related equipment r service ther than thse supplied by ICC r a supplier wh has been apprved by ICC. 402 Testing Stand Installatins T verify cmpliance the ICC's engineers r representatives will inspect and test all installatins. The ICC is t be advised by the persn respnsible fr the installatin when it is cmplete and ready fr inspectin and testing, by cmpleting and handing in a "Request fr Cnnectin and Energising f Electrical Supply t Stand" frm. Where fund t be satisfactry, the installatin will be cnnected t the electricity supply and energised. Where an installatin is fund t be unsatisfactry the supply will nt be cnnected and the ICC will advise the persn respnsible, wh must rectify any faults and advise the ICC when the installatin is ready fr re-inspecting and re-testing by re-submissin f the "Request fr Cnnectin" frm. It is the respnsibility f the persn undertaking an installatin t carry ut the apprpriate testing t ensure cmpliance with regulatins prir t the submissin f the "Request fr Cnnectin" frm. Appliances Any electrical appliance cnnected t a scket must have been tested by a cmpetent persn befre it is plugged in and energised. The respnsibility fr ensuring this testing is carried ut is that f the persn, r persns respnsible fr bringing the equipment int the Centre. 403 Flr Ducts and Service Tunnels under Hall 3 Flr Exclusin Ducts set int the flr f the Hall and the service tunnels under the flr f the Hall, where applicable, d nt frm part f the Centre. Access t and use f the flr ducts is limited t 11

16 emplyees f the ICC r cntractrs emplyed by the Licensr, fr the purpse f installing mains supply cables and piped services. Limited Use The ICC will cnsider limited use f the flr ducts, where applicable, fr purpses ther than thse specified abve, prvided that the installatin in the ducts is carried ut by r under the supervisin f the event manager and that such use has been agreed in writing prir t the cmmencement f the Licence Perid. Access N persn shall enter the service tunnels, switch rms r ther service areas withut permissin in writing frm the event manager r his nminees. 404 Main Switchgear and Distributin ICC Mains Every Stand shall be supplied by a separate mains cable except where, by apprval f the ICC, a single mains cable may be installed t supply a blck f up t six adjining Stands. This apprval will nly be given where the electrical installatin n all Stands within the blck is the respnsibility f a single cntractr. Minimum Cable Size (Sub-Mains) The minimum acceptable cable size (subject t lading) fr the wiring f blck sub main sup plies shall be 2.5mm2. Islatin Each mains supply shall have its wn means f islatin situated in an accessible psitin n the Stand. MAINS SUPPLY 405 Electrical Supply Right f Supply All current fr cnsumptin n the Centre, whether prvided thrugh permanent mains supplies r lcally installed generatrs, shall be supplied by the ICC. Standard Supplies The standard supplies are: Single Phase 240V: 50 cycles per secnd AC supply, earthed neutral between 10 and 63 amps any ne supply. Three Phase 415V: 50 cycles per secnd AC supply, earthed neutral between 10 and 125 amps any ne supply 24 Hur Supplies 24 hur supplies are available fr any standard supplies. "Clean" Supplies 12

17 The ICC's standard supplies are nrmally acceptable as "clean" and suitable fr use fr cmputers and data prcessing equipment. The ICC cannt accept any respnsibility r liability fr a supply that prves t be nt "clean" and subsequently damages cmputers r data prcessing equipment. Nn-Standard Supplies Alternating current supplies which are nn-standard in vltage, current r frequency and direct current supplies may be arranged n applicatin t the ICC. Neutrals are earthed at the ICC's sub-statin Lad Limitatin The ICC, at its wn discretin, will limit the pwer rating f a supply r supplies where, in the ICC's pinin, the lad r cmbinatin f lads requested may have an adverse effect n the supplies t ther exhibitrs. Where it is prpsed by the Custmer t grup exhibitrs demnstrating heavy current cnsuming machines in such a way as t cause an abnrmal demand (i.e. in excess f 100 watts per square metre) in a particular sectin f the exhibitin, the Custmer shuld discuss this arrangement with the ICC prir t the final allcatin f Stand space t exhibitrs and shuld endeavur t cnfrm t any rearrangement required by the ICC. Pwer Factr All equipment r machinery shall perate at a pwer factr greater than 0.9 lagging. Where this des nt naturally ccur, the apprpriate factr crrectin equipment must be installed by the persn respnsible fr the electrical installatin. 406 Main Supply Cables Supply and Installatin All main supply cables frm the ICC's electrical distributin system t the pint f supply, which may be an exhibit, Stand r grup f Stands, shall be supplied and installed by the ICC. Terminatin Each cable will be terminated with a fused islatr r circuit breaker supplied by the ICC. Prliferatin f Mains Cables Where installatin f a number f small supplies wuld, in the pinin f the ICC, lead t an unacceptable prliferatin f mains cables, the ICC may, at its discretin, either itself install a large mains cable and prvide the mains rdered by sub distributin within the blck, r instruct the nminated electrical cntractr that nly a single main will be installed t the grup f Stands. Access fr Installatin The mains supply cables t Stands r exhibits will be installed befre r immediately after the starting date f the Licence Perid, prvided that the supply has been rdered frm the ICC by the agreed date. Befre ccupying the Stand site, exhibitrs and their cntractrs must check with the ICC that the supply cables have been installed and, if nt, shall nly ccupy areas f the Stand site permitted by the ICC until such time as the supply cables are installed. 13

18 407 Ordering f Main Supply Cables Placing f Orders Mains supply cables shall be rdered frm the ICC by the Custmer, electrical cntractrs, Event rganisers r their nminated representatives using prcedures and at charges fr standard supplies agreed between the ICC and the Custmer. Orders will nly be accepted when made in writing. The Internatinal Cnventin Centre Mains Order Frm is the required methd fr placing rders. Cpies f the frm are available frm the ICC's event manager r venue peratins manager. Deadline fr Orders Orders fr main supply cables shall be placed with the ICC nt later than fur weeks prir t the cmmencement f the Licence Perid. Late Orders Cmpletin The ICC will nt guarantee t cmplete rders received after the deadline, prir t the pening f the Event. Pririty will be given t the cmpletin f thse rders placed befre the deadline. Prcedure The ICC reserves the right t deal with rders placed after the dead line in the rder in which they are received. Surcharge Orders fr mains supplies received by the ICC after the dead line will be subject t a surcharge. Payment The ICC reserves the right t refuse t cnnect a supply until the ICC's terms and cnditins in relatin t payments have been cmplied with. Ruting and Terminatin Psitins All rders shuld indicate specific psitins required fr terminatin and ruting f mains and must cntain full infrmatin f these psitins, including a dimensinal plan shwing their lcatin n the Stand and the lcatin and rientatin f the Stand in the Hall. If this infrmatin is nt given, the supply cable will be ruted and terminated at a psitin at the discretin f the ICC. The ICC can accept n respnsibility fr any csts invlved in relcating a supply cable r altering Stand fittings r Stand electrical installatins if an in adequate r if n lcatin plan fr the supply cable is submitted with the rder. The main cable(s) shall be brught n t the Stand frm a duct within the area f the Stand. Cnnectins frm a duct n an adjacent Stand shall nt be permitted unless either there is n duct n the Stand r the Custmer and adjacent Stand hlder have given their prir permissin. 14

19 Nte: Persns respnsible fr designing the layut f Stands, r the electrical installatin fr Stands, shuld acquaint themselves with the lcatin f the under flr ducts in the Hall used fr installing Stand services t ensure that Stand layuts can, r are designed t, permit the terminatin f mains cables ver, r as clse as pssible t, the flr ducts. These flr ducts are shwn n the layut plans f the Event, issued by the Custmer. Alteratins t Orders Terminatin Psitin Where the terminatin psitin f a mains supply cable is altered after the deadline date fr placing rders, this will be treated by the ICC as a late rder and will be subject t a surcharge. Rating Where the rating f a mains supply is changed after the deadline date fr placing rders, the new mains supply will be treated as a late rder and will be subject t a 20% surcharge. Cancellatin f Orders Cancellatin f rders will nly be accepted by the ICC when made in writing. Where such written cancellatin is received by the ICC later than ne week prir t the cmmencement f the Licence Perid, the mains supply rdered will be charged at half the full rate and if thereafter at the full rate. If a supply is rdered and nt cancelled in writing then the supply will be charged at full rate. 408 Time f Operatin f Electrical Supplies During Event Mains Stand electrical supplies will be switched n half an hur befre pening and ff half an hur after the clse f the Event each day, except fr the last day when switch ff will be at the time f the clse f the Event. During Build-Up During the build-up perid f an Event, supplies which have been tested and cnnected will nrmally be switched n half an hur after nrmal starting and ff half an hur befre the nrmal finishing time f the build-up perid. Additinally, there may be interruptins t the supply t allw the ICC t make extra cnnectins. Variatins By agreement between the ICC and the Custmer the times f the switching fr cnnectins may be varied t meet the needs f the Event. Such requests shuld be made at least half a wrking day in advance f the requirement. During Breakdwn All mains supplies are switched ff at the clsing time f the Event n the last day. Where an exhibitr requires a main electrical supply after the clse f an Event, the requests fr such supply shuld be made t the ICC, thrugh the Custmer, by midday n the last pen day f the Event. The supply will be reinstated apprximately half an hur after the clse f the Event nce essential safety wrk has been cmpleted. 15

20 24 Hur Supplies Where cntinuity f supply is required this shuld be indicated by rdering a cntinuus supply. The cntinuus supply will be frm the pening mrning until the clse f the Event. During the build-up perid the supply will nrmally be switched n and ff as fr standing supplies. By arrangement between the Custmer and the ICC it may be pssible t agree t imprved cntinuity f supply. PART 5 - PIPEWORK STAND INSTALLATIONS AND MAINS SUPPLIES STAND INSTALLATIONS 501 Cnditins Regulatins All pipe wrk installatins n Stands, features, displays r exhibits shall cmply with: Relevant Service Regulatins Water and drainage - Severn Trent Water byelaws Cmpressed air - In accrdance with recmmendatins f the Chartered Institute f Building and Services Engineers Any special requirements f the Authrities. The Health and Safety at Wrk etc. Act 1974 and subsequent amendments and regulatins made there under. The ICC's rules and regulatins cntained herein. The ICC will nt supply water, cmpressed air r take drainage frm any installatin which des nt cmply with these regulatins r requirements. Respnsibility The ICC will nt accept respnsibility fr: Delays Delays in cnnecting installatins fund unsatisfactry r when insufficient time has been allwed fr checking. Any faults discvered in installatins after checking and cnnectin by the ICC. 502 Pipewrk Cntractrs Selectin f Cntractrs Generally the ICC des nt place any restrictins n the selectin f cntractrs t carry ut pipewrk installatin. When requested, the ICC, r its nminated cntractrs, will qute fr and carry ut installatin wrk n stands. The Custmer is respnsible fr ensuring that the cntractrs bserve these Rules and Regulatins. 503 Use f Flr Ducts and Service Tunnels under the Flrs Exclusin 16

21 The ducts set int the flrs f the Halls and the service tunnels under the flrs f the Halls d nt frm part f the Venue. Access t and use f the flr ducts is limited t emplyees f the ICC, r cntractrs emplyed by the ICC, fr the purpse f in stalling main piped services and electrical supply cables. Limited Use The ICC will cnsider limited use f the flr ducts fr purpses ther than thse specified abve, prvided that installatin in the ducts is carried ut by r under the supervisin f the event manager r representative and that such use has been agreed in writing prir t the cmmencement f the Licence Perid. Access N persn shall enter the service tunnels, switch rms r ther service areas under the Hall flrs withut permissin in writing frm the event manager r representative. 504 Installatin n Stands General Pipewrk All pipewrk used in installatins shall be suitable fr the perating pressures f the mains service fr which it is t be used. Islating Valves Where Stand platfrms are installed, all stp ccks r valves n mains piped services shall be abve the platfrm and in an accessible psitin. Water N Water Withut Drain N mains water service will be cnnected t a Stand etc. unless a drainage system is installed n the same Stand fr the purpse f remving the water used. Pipewrk Pipewrk used n water installatins must be made f cpper, apprved plastic, plyprpylene r rubber. Steel r galvanised pipewrk shall nt be used. Direct Machine Cnnectins Direct cnnectins frm the water mains service t a machine shall nt be permitted unless a vacuum breaker is fitted at the inlet t the machine. If requested, the ICC will qute fr the installatin f the apprpriate vacuum breaker. Drainage Sinks and Washbasins Each and every discharge int the drainage system frm a washbasin r sink shall be made thrugh a trap with a water seal at least 75mm deep. Any csts in dealing with fld clearance caused by the exhibitr r its cntractr during the Licence Perid will be charged t the Custmer. Machines 17

22 Direct drainage cnnectins frm machines are nt permitted. There shall be a minimum 100mm clear air gap between the machine utlet and the drainage main. A trap with a water seal at least 75mm deep shall be fitted as near t the machine end f the drainage main as practical. Cmpressed Air The used f rigid plastic pipewrk shall nt be permitted. Stand installatins shall be made using metal pipewrk r flexible plastic/nyln hse. 505 Discharge f Fluids nt Flrs All exhibits and ancillary equipment cntaining fluids shall be carefully drained dwn at the end f an Event in such a way that n fluid is discharged n t the flr f the Halls. Any csts invlved in dealing with fluid discharge n t the flrs f the Halls, r int the service ducts r any damage caused t the mains services in the service ducts r tunnels under the Halls by the discharge f fluid at any time during the Licence Perid will be charged t the Custmer. 506 Discharge f Nxius Waste Discharge Prhibitin N paint, ils, spirits, chemicals r ther nxius substances shall be discharged int the drainage system. These materials shall be discharged int clsed cntainers manufactured f material suitable fr this purpse. Full details f waste f these types are t be submitted t the ICC which will make arrangements fr their dispsal at the cst f the Custmer. Cst f Repairing Damage MAINS SUPPLIES The cst f cleaning r repairing the drainage system r making gd any ther damage caused by the stand effluent shall be the respnsibility f the Custmer. 507 Pipewrk Services Supply Right f Reply All water and cmpressed air supplied and drainage discharged n the Centre shall be thrugh the mains supplied by the ICC Standard Supplies Water Dmestic mains water is supplied thrugh a 1/2 inch pipe at a pres sure f apprximately 3 bar (50 psi). The maximum capacity frm this sup ply is 0.3 litres per secnd (4 gallns per minute). Larger supplies are available by qutatin. Drainage Drainage is remved thrugh a 11/2 inch hse with adequate capacity t accept the discharge frm a standard water supply. Larger drains are available by qutatin. Lad Limitatin 18

23 The ICC, at its wn discretin, will limit the quantities f piped services supplies where, in the ICC's pinin, the lad r cmbinatin f lads requested may have an adverse effect n the supplies t ther exhibitrs. Where an Event rganiser requires a mains pipewrk supply after the clse f an Event, a request fr such supply shuld be made t the ICC thrugh the Custmer by midday n the last pen day f the Event. PART 6- PUBLIC ENTERTAINMENTS LICENCES 601 Scpe f the Licences The Centre is licensed annually by the City Cuncil fr the fllwing: Public Entertainment under the Lcal Gvernment (Miscellaneus Prvisins) Act 1982, Sectin 1, Schedule 1. The Public Entertainment Licence cvers the fllwing activities: "Public dancing r music r any ther public entertainment f a like kind" and "a public cntest, exhibitin r display f any sprt" in Halls 1, 2, 3, 4 and 5. Stage Plays under the Theatres Act The Stage Plays Licence cvers "the public perfrmance f plays". Film Exhibitins under the Cinemas Act The Film Exhibitin Licence cvers "the public perfrmance f film exhibitins". The licences abve are granted t the ICC secretary. 602 Terms, Cnditins and Restrictins Incrprated int the licences abve are a number f terms, cnditins and restrictins f general applicatin t all premises licensed annually by the City Cuncil, and sme special cnditins applicable specifically t the Centre. Chief amngst the latter are the fllwing: Stewards The number f stewards n duty is specified as fllws: Fr cncerts, ne steward fr every 100 peple (1:100). Fr all ther events, ne steward fr every 250 peple (1:250). 603 Apprval f Arrangements The apprval f the City Cuncil t the arrangements fr public entertainments must be btained in the same way as fr all ther Events. Any matters relating t the Centre's licences shuld be referred in the first instance t the ICC secretary. 21

26 604 Permitted Hurs Within the terms f the Public Entertainments Licence, the ICC's plicy is that entertainment shall nly take place n the days and between the hurs specified as fllws: Day Permitted Hurs Mnday t Friday Saturday Sunday (excluding dancing) Entertainment shall nt take place n Christmas Day withut prir permissin frm the Authrities. 605 Opening f Drs All drs t be used by Visitrs fr gaining admissin t the entertainment are required t be pened at least 30 minutes befre the advertised starting time. Therefre, all rehearsals and preparatins fr the entertainment must be cmpleted by the drs pening time. GENERAL ARRANGEMENTS 606 Time f Evening Perfrmance Ntwithstanding para 504 abve, an evening perfrmance will nrmally take place smetime between 1800 hurs and 2300 hurs. After the perfrmance every endeavur must be made by the Custmer t ensure that the audience can be ut f the Hall and f all ther parts f the Centre t allw the drs t be clsed by 2400 hurs; with the exceptin that by prir arrangement certain members f the audience might be attending a receptin r functin after the perfrmance cntinuing beynd 2400 hurs. 607 Security The ICC will prvide persnnel t carry ut ushering and audience cntrl within the auditrium area, ticket checking and, if the ICC cnsiders it necessary, bdy searching at the entrances t the auditrium area; and stewards wh will maintain general law enfrcement and prvide lw prfile general surveillance in general circulatin areas and utside the building. 608 Cnstructin Wrk and Electrical Installatin The ICC will be invlved, in assciatin with the Custmer's cntractrs, in the undertaking f any cnstructin wrk n behalf f the Custmer. Any part f such wrk which invlves fixing r fitting any item t the fabric f the Hall itself r t existing fixtures and fittings will be carried ut by the ICC at the Custmer's cst. The ICC will prvide the cable cnnectin fr all electrical supplies required by the Custmer (see Part 5). 22

27 Drawings Detailed structural and ther drawings f all prpsed structures and installatins must be submitted t the ICC by the Custmer r its cntractrs as sn as practicable, and in any event nt later than ne mnth befre the first day f the Licence Perid, t enable the ICC n behalf f the Custmer t submit them t the Authrities fr apprval. 609 Lighting The ICC will prvide huse, safety and emergency lighting within the Hall(s) as required by the City Cuncil and the Authrities. These lights will be cntrlled by the ICC's peratr in cnsultatin with the Custmer's Stage Manager and/r Lighting Engineer. Where the ICC has agreed either t prvide the lighting system fr an entertainment r t allw the Custmer's lighting system t be cnnected t the ICC's system, the peratin f the ICC's systems will be the ICC's respnsibility unless prir agreement has been given in writing by the event manager. Nte that there will be a charge fr this service. Wherever such agreement is given the Custmer will be respnsible fr any damage, hwsever caused, thrugh abuse r misuse f the ICC's systems. Sund Where the ICC has agreed either t prvide the sund system fr an entertainment r t allw the Custmer's sund system t be cnnected t the ICC's system, the peratin f the ICC's systems will be the ICC's respnsibility unless prir agreement has been given in writing by the event manager. Nte that there may be a charge fr this service. 610 Cmmunicatins The ICC will prvide a cmmunicatins system t link such f its persnnel wh are invlved in the peratin f an Event t the Custmer's persnnel cntrlling the Event. 611 Emergencies In the event f any emergency, the ICC reserves the right t take such steps as it cnsiders necessary in the circumstances. As far as pssible this will be dne after cnsultatin with the Custmer. 612 Emergency Annuncements at the Internatinal Cnventin Centre The Custmer's sund peratr must establish with the Licensr's technical staff a means by which he/she can be instructed in the event f an emergency t fade dwn his/her prgram material withut delay. The Custmer's duty manager will then make the necessary annuncement frm the platfrm and instruct the audience in accrdingly. In the event f the autmatic evacuatin annuncement sunding in Hall 1, 2 and 5 during a build-up, rehearsal r break-dwn then the Custmer's staff must immediately islate their equipment and evacuate the building as instructed by the ICC's management and/r security staff. Fr all ther areas the annuncement will be made via the public address system. 613 Cdes f Practice The Custmer will be respnsible fr ensuring that all the arrangements fr which it is respnsible cmply with any relevant Cdes f Practice ( Cde ). In particular, prmters f cncerts shuld cmply with the HSE "Event Safety Guide", published by HSE bks. 23

28 If the City Cuncil r any ther Authrity stipulate cmpliance with any specific Cde r set regulatins as a cnditin f granting their apprval fr an Event the ICC will give the Custmer full details as sn as pssible. Mixer Units Mixer units, lighting cntrls etc. will be lcated nly in the psitin prvided fr that purpse. Any requirements fr ther lcatins must be agreed by the event manager, in writing, at least 14 days prir t tickets ging n sale. Guests Each Visitr attending a perfrmance must have a valid numbered ticket frm the ticket manifest. Spectatrs will nt be permitted t stand in Gangways. Passes issued by the Custmer t anybdy ther than technical r prductin staff will be valid nly fr admissin t the back stage area. 614 Staging Any requirement fr the use f stages larger than thse permanently installed (including use f installed frestages) must be agreed by the event manager, in writing, at least 14 days prir t tickets ging n sale. 24
