4 Study Background Safety concerns at the 3rd St NW intersection and along the corridor Traffic operation concerns at the 3rd and 9th Street NW median openings, and Highway 14 Ramps/Wilder Road Level of service analysis at all intersections

5 Guiding Principles Purpose: Evaluate the multi-modal mobility, access, safety, and tradeoffs of alternative traffic control solutions at intersections along West Circle Drive Goal: Identify a preferred plan that balances the regional mobility function of West Circle Drive with neighborhood pedestrian and vehicular access needs

6 Comments November 2015 Open House Area of Highway 14/Wilder Road/Highway 14 North Frontage Road: Improve continuity of trails and facilities for bicycles and pedestrians over the interchange making it safer to cross Improve traffic signal timing/reduce backups Need dual left turn lanes westbound Highway 14 exit ramp to southbound CSAH 22

7 Comments November 2015 Open House Area of 9th Street NW: Install a traffic signal at the NW 9th Street intersection Improve traffic signal timing if a new signal is installed at NW 9th Street so traffic does not back up on either CSAH 22 or adjacent streets There are already too many traffic signals in this area - don t signalize more intersections Install a roundabout

8 Comments November 2015 Open House Area of 7th Street NW: Traffic signal timing improvements are needed Starting at the 7th Street NW intersection, trail connection continuity is needed on both sides of CSAH 22 Don t cut into the hillside slope on the east side of CSAH 22

9 Comments November 2015 Open House Area of the 3rd Street NW Intersection of CSAH 22: Don t make any changes Install a traffic signal and safe crosswalks Install a roundabout Close the median and allow rightin/right-out access only Close the intersection Terminate (possibly cul-de-sac) Lake Street NW to allow a realignment of the 3rd Street NW intersection Make safer crossings for residents, and especially seasonal users of trails coming and going from Cascade Lake Park Make the CSAH 22 crossing safer for school buses

10 Comments November 2015 Open House For Bicyclists and Pedestrians at 3rd Street NW: Don t make any changes No pedestrian bridge at 3rd Street NW - provide safe crossing with signalized intersection Construct a pedestrian bridge at the 3rd Street NW intersection Construct a pedestrian bridge at Lake Street NW to Harriet Bishop Elementary Move a marked pedestrian crossing to the north and use the wide median for bicycle/pedestrian refuge Construct a bicycle/pedestrian tunnel Don t construct a bicycle/pedestrian tunnel With a closed median, construct a pedestrian crosswalk and bicycle pass-through Use crossing signals/pavement markings for a pedestrian crossing

11 Comments November 2015 Open House Area of Country Club Road SW: Confusing for CSAH 22 southbound, left turning traffic where new bike lane occupies old travel lane Bike lanes are discontinuous along Country Club Road SW - connectivity and safety concerns between on-street and off-street bicycle and trail facilities

12 Study Findings Wilder Road, North Ramp and South Ramp: existing issues with operations 9th Street NW: existing issues with operations, gaps, and safety 7th Street NW: future issues with operations 3rd Street NW: future issues with operations Country Club Road SW: operationally and vehicular safety OK now and into the future Pedestrian/bicycle facility continuity needed

13 Options Considered Wilder Road /Highway 14 Interchange Area Several options considered Retiming signals will not resolve the issue Significant modifications are needed Need to engage MnDOT
