PROJECT UPDATE 2. Debbie Berry prvided a review f the Lakefrnt Plan and indicated the fllwing: Planning effrt began in April 2002 by City f Cleveland and the Cleveland Lakefrnt Partners. A Neighbrhd-based effrt named Cnnecting Cleveland was implemented t emphasize cnnecting tw f the cmmunity s greatest assets its peple and its lakefrnt. The resulting Waterfrnt District Plan was adpted n December 17, Plan calls fr the remval f the limited access West Shreway, replacing it with a calmer, user friendly facility that will allw the neighbrhd cnnectin t the lakefrnt. The plan s transprtatin fcus includes mbility imprvements, bike/pedestrian pprtunities and imprvements t the radway facility and characteristics. Access pints identified in the plan will be examined as part f the Lakefrnt West Prject. 3. Craig nted the fllwing regarding the current status f the Lakefrnt West Prject: Prject includes SR 2/USR 6/20 frm Lake Avenue/West Bulevard n the west t the Main Avenue Bridge n the east. The Prject Purpse and Need Reprt is being develped. The schedule fr the prject is being driven by funding availability. Currently apprximately $50 millin ($10 millin f which is fr design and right-f-way acquisitin, leaving nly +/-$40 millin fr actual cnstructin) has been allcated fr this prject if cnstructed in ODOT fiscal year 2010 which starts in July f Hwever, the budget is being revisited t cnsider increasing material csts. ODOT anticipates identificatin, develpment and verificatin f the Preferred Alternative by the end f 2006, plan develpment frm 2007 t early 2009, Right-f-Way (ROW) Acquisitin frm early 2008 t mid 2009 and Cnstructin frm late 2009 t the end f The Prject is in Step 3 f the Minr Prject Develpment Prcess in which envirnmental analysis and preliminary engineering are being perfrmed. The Subcmmittee will be invlved thrughut Step 3 t ensure that a preferred alternative reflects envirnmental, engineering and cmmunity cnstraints and/r perspectives. WELCOME 1. Regarding the Purpse & Need, Jhn Mtl prvided a DRAFT utline f ODOT s Prject Purpse & Need Statement fr review and cmment (see attachment t this reprt fr the utline distributed). 12 6. Carl Thaler clarified that the Subcmmittee gal infrastructure as art refers t the actual infrastructure rather than just landscaping r aesthetics. 7. Kirsten nted that, based n cmments frm the Subcmmittee and the nature f the area, the prject crridr will be designated as a Byway rather than a Parkway. BREAKOUT GROUP ORGANIZATION 8. Ken asked that the grup divide themselves based n their area f interest Grup 1 wuld be starting n the western end f the crridr and Grup 2 wuld start at the eastern end f the crridr. Each grup was tasked with identifying cnceptual alternatives fr the ptential access pint lcatins, including pedestrian and bicycle access. All wrk will be cnducted utside the hme and prperty wners will receive Ntices f Intent t Enter (NOI) letters in advance f the field studies. The traffic simulatin mdel is a tl that can be used t prvide a visual representatin f future cnditins and a means t cmpare ptins t ne anther. AM and PM peak hur traffic mdels have been develped. The preliminary design year traffic vlumes were develped by Baker using the NOACA travel demand mdel. Baker is in the prcess f wrking with ODOT, NOACA, and the City Traffic Engineer t certify the vlumes using standard traffic certificatin prcedures incrprating rigin & destinatin analysis methds. Once the vlumes have been certified, the preliminary traffic analysis and simulatin will be updated as needed. Since traffic is prjected t decrease in this area between the years 2010 and 2030, the year 2010 pening year traffic vlumes were utilized fr traffic analysis purpses and are essentially assumed t be the design year vlumes. With the additinal access pints, the distance that vehicles, pedestrians and bikes will have t travel will be minimized t an average f ¼ mile. The typical sectin f the West Shreway wuld include three 12 ft lanes with tw ft shulders in bth directins separated by a grassy median. The existing pavement wuld be replaced the entire prject length existing pavement is anticipated t last anther five- 10 years. 4. Kirsten nted that Access Pint Optins have been cllectively refined int ne ptin in additin t the nbuild with the exceptin f the West Bulevard/Lake Avenue/Cliftn Bulevard and West 28 th /West 25 th Street. Optin B This ptin includes remving the existing ramps t the West Shreway, prvides a twdirectinal frntage rad/prmenade with parking n bth sides t service residents while maintaining tw lanes n Lake Avenue. The renderings included tw 13 lanes. Optin D This ptin is a minimum build and wuld include the remval f the ramps t the West Shreway. Optin B2 This ptin was develped frm discussins with Anita Brindza, Jay Westbrk and Bill Denihan shrtly befre the Subcmmittee Meeting. This ptin wuld keep Lake Avenue as is with slight mdificatins at Cliftn Bulevard and West Bulevard. A new cnnectr rad wuld be built adjacent t Lake Avenue t accmmdate previus ramp traffic. In general, traffic perates well in the area f West Bulevard, Lake Avenue & Cliftn Bulevard under all the ptins and additinal capacity is available in this area. Optin D intersectins are nt pedestrian friendly. The prject team met with the City s Planning Cmmissin recently. The planning cmmissin is endrsing Optin D. Cncerned Cliftn Bulevard can t handle the additinal traffic. Nt sure abut the spacing between the intersectins may be t clse. West 76 th Street (Pedestrian/Bike Only) Optins presented: N-Build/D Nthing Cnditins wuld nt be mdified with this ptin. Optin C - This ptin was develped t address public interest in keeping the existing tunnels. This ptin wuld utilize bth existing tunnels and include the additin f a ramp structure between the railrad and the West Shreway t cmply with ADA requirements, rebuild the stairs and prvide additinal lighting. The ramp structure will require retaining walls. This ptin has minimal impact t parkland and upgrades the existing facility t ADA requirements. Father Carus Drive - West 73 rd Street Optins presented: N-Build/D Nthing Cnditins wuld nt be mdified with this ptin. Optin B This ptin wuld shift West 73 rd Street t the east and tunnel under the railrad tracks t prvide an at-grade intersectin with the West Shreway. Max nted that in rder t btain an verall Level f Service D at the Lake Avenue and Cliftn Bulevard intersectin with Optin D, pedestrian access wuld need t be restricted n the nrtheastern crssing. Otherwise a 150-secnd signal cycle wuld be required causing the intersectin t fail. 5. Thrughut the presentatin f Optins D and G, the fllwing discussins/cmments were nted and cnsidered by the Subcmmittee: The grup cnsidered several ptins t try t address traffic peratins fr Optin D, including: restricting pedestrian crssings t decrease cycle length, prviding cntinuus flw n Lake Avenue during the a.m. peak and adding a third left turn lane n Lake Avenue. Prperty alng the eastbund ramp between the Shreway and Lake Avenue is wned by the park. The re-use ptential f this prperty indicated n the mapping culd be extended further east, but is limited due t the slpe f the land. The Level f Service f arterial radways shuld be investigated. Cnsider restricting right turns frm Lake Avenue nt the West Shreway ramp t imprve pedestrian access and safety. This wuld reduce the need t have islands fr pedestrian crssings. What s Next 8. Cuncilman Zne indicated that the 73 rd Street cnnectin must be included. Likewise, Je Mazlla nted n behalf f Cuncilman Cimperman that 28 th /25 th Street imprvements must be included. 9. T assist with effrts t slicit mre funding fr the prject, the Subcmmittee encuraged the Ohi Department f Natural Resurces (ODNR) t develp a Master Plan fr Edgewater Park. Bb Brwn welcmed everyne, nted the purpse f the meeting and explained the events that had ccurred since the subcmmittee last met. He discussed that when we last met, ODOT presented the preferred alternate t cnnect the neighbrhd t the Lakefrnt. The preferred alternative previusly presented had a number f features that required further cnsideratin. The prject underwent further analysis and essentially had tw majr issues (1) the budget was still $49.8M, and (2) traffic analysis prduced greater back-ups than riginally anticipated. Additinally the Innerbelt bridge is deterirating faster than expected and there currently is reduced lane capacity. In regards t budget, there was always mre wrk t be cmpleted than riginally budgeted and due t an increase in cnstructin inflatin, the cnstructin csts increased t $20-30M ver budget. The traffic analysis fr the alternative that included signalized intersectins was further refined and shwed traffic backups that were nt previusly presented. With the eliminatin f ne signalized intersectin, the prblem cntinued t the next intersectin. In additin, with the current Innerbelt bridge lane reductin, all available alternate rutes, including the West Shreway, need t be kept at full capacity. The design cntract was placed n hld while the City wrked with ODOT t develp a strategy t mve frward. It was agreed t ultimately use a Phased apprach t the prject. The City wanted t take advantage f this pprtunity t begin t build what they culd nw with the budget f $49.8M (Phase I), while they wrk n finding the funding t cmplete Phase II f the prject. Overall, the differences in what was shwn befre (back in 2007) versus tday is mainly related t traffic peratins. Based n anticipated cngestin and backups with signalized intersectins, it was necessary t remve the signals; hwever even withut signals imprved access t the Lakefrnt is pssible. The cnnectin t West 73 rd Street will be part f Phase I it is apprximately in the middle f the prject and cnnects t the park (even withut a signal). It prvides multi-mdal access. A Public Meeting is scheduled fr December 11 at Our Lady f Munt Carmel in the Detrit Shreway area. The bject f tday s meeting is t share the revised prject with the stakehlders and mdify with their feedback prir t taking it t the cmmunity n December 11. ACCESS POINT PRESENTATION AND DISCUSSION Craig Hebebrand began by discussing the impacts f inflatin n cnstructin prjects. The result is that the preferred alternative will need t be undertaken in phases. The verall prject schedule is gverned by the cmplexity f extending West 73 rd Street t the lakefrnt due t the challenges assciated with the sewer relcatin, prperty acquisitin and the railrad crdinatin t permit cnstructin f the radway underpass. Craig Hebebrand reviewed the schedule slide. Once the envirnmental dcument is cleared fr the entire crridr, detailed design can begin n the cmpnents in Phase 1, including the Lakefrnt West, CUY , PID N West 73 rd Street extensin. It may be pssible t advance ther cmpnents in Phase 1 during the detailed design f West 73 rd Street in rder t have sme prtins cnstructed as sn as pssible. Matt Zne reinfrced that wrk shuld be mved ahead s that we can shw activity. Craig Hebebrand then prceeded with a brief verview f the crridr and a detailed breakdwn f the preferred alternative, including phasing. 1. Lake Avenue / West Bulevard / Cliftn Bulevard Vehicular Access Mdificatins (Phase I) Craig Hebebrand explained the prpsed layut between West Bulevard and the Shreway mainline. The ramps will be retained, hwever, they are mdified. The traffic analysis des nt permit the remval f the ramps. Bb Brwn: The gal f the design in this area alng upper Edgewater Park is t bring the tw ramps tgether as far east as pssible. This wrk, in additin t eliminatin f the Edgewater Drive ramp, shuld aid in reclaiming as much green space as pssible. Ultimately this imprves access and expands parkland. Craig Hebebrand: ODOT is wrking with the City t intrduce and pass State legislatin t allw the speed limit f the West Shreway t be reduced t 35 mph by the City. Bb Brwn: Sme f the imprvements that are being shwn are nt pssible if the mainline speed limit is nt lwered frm 50 t 35 mph; fr example, the landscaped median cannt ccur at 50 mph, but it can be dne at 35 mph. Cuncilman Matt Zne has spken with State Representative Michael Skindell. Representative Skindell supprts the reductin f speed t 35 mph and is willing t spnsr the necessary legislatin. Cuncilman Jay Westbrk said as a side nte, there is an active discussin t reduce the speed limit n Lake Avenue t 25 mph. Craig Hebebrand expressed that the lcatin f the ramp tie-in and distances between the tw ramps are subject t change in detailed design based n retaining wall and grading design. 2. West 76 th Street Pedestrian Tunnel Imprvements (Phase I) Craig Hebebrand explained the prpsed layut f the access pint with the ptential cnnectin t the bike trail at West 73 rd Street. This tunnel has been ppular with neighbrhd residents. It will receive lighting and drainage imprvements. The lake side tunnel utlet will be paved t the Edgewater multiuse trail. The existing stairs will be remved and replaced with a ADA cmpliant ramp and new staircase. In additin, there will be an extensin f the multiuse trail t cnnect West 65 th Street n the suth side f the Shreway. Bb Brwn: The direct link between West 65 th Street and Edgewater Beach is imprtant t area residents. Cuncilman Matt Zne: The existing lighting n the West 65 th Street pedestrian tunnel is a gd example f what will be needed t imprve the existing West 76 th Street tunnel. Others agreed that the West 65 th Street tunnel lighting has held up well and have been vandal-prf thus far. This lcatin is a gd candidate t advance frward in cnstructin t shw the public that this prject is mving frward. 3. West 73 rd Street New Vehicular and Pedestrian Access (Phase I) Craig Hebebrand explained the revised layut f the West 73 rd Street extensin under the railrad tracks. This extensin f West 73 rd will cnnect t the existing Shreway access ramps and lwer Edgewater Park. The access t the Shreway has been preserved and will benefit with the cnnectin t West 73 rd Street. Bb Brwn: The riginal cncept was t include a direct cnnectin with a traffic signal, but the traffic backups became s large, it was nt permitted. The city has wrked hard t preserve the access pint at West 73 rd Street. The prpsed layut leaves the dr pen fr a full intersectin, if it can be justified in the future. Overall, this revised cncept will save the prject, the access t the Lakefrnt and the riginal cncept can always be added later. Gus Smithhisler expressed cncerns abut the intersectin at West 73 rd Street and the nrthern ramps adjacent t Edgewater Park and serving the yacht club, marina, and Whiksey Island Park. He wuld like the prject t prvide better access fr large vehicles and questined whether the new access pint suth f the railrad tracks culd be shifted eastward. He was disappinted that this prject was nt cleaning up the access within the park. He pinted ut that westbund traffic will need t rute thrugh the park t access West 73 rd Street. Gus Smithhisler was cncerned that the current Ohi Department f Natural Resurces budgetary prblems wuld severely limit any ptential planning fr Edgewater Park. Cuncilman Matt Zne suggested that this wrk culd happen under President-elect Obama s infrastructure plan. The prject wuld need a lt f supprt frm administratin, but he did believe the mney was pssible. Craig Hebebrand: Existing and prpsed husing, Battery Park and the sewer relcatin dictate the lcatin at West 73 rd Street versus West 65 th Street. Jeff Ramsey: Hw wuld trucks leaving Great Lakes Twing prceed eastbund n the Shreway? Craig Hebebrand: Trucks wuld be ruted westbund t Edgewater Park exit/entrance r wuld cntinue t exit thrugh the Cleveland Water Department gate. Gus Smithhisler again expressed cncerns abut left turns frm westbund Shreway t Edgewater Park and the additin f these trucks. Bb Brwn: This is als a vilatin f the truck restrictins n the Shreway. Dave Lastvka: The existing bridge vertical clearance under the Nrflk Suthern railrad tracks and under West 49 th Street will limit large trucks accessing Great Lakes Twing at the new Divisin Avenue cnnectin. Cuncilman Matt Zne: 90% f the traffic t Great Lakes twing is cars and light trucks. They culd use this rute effectively. The City shuld meet with the Cleveland Water Department t discuss access fr Great Lakes Twing large trucks, that will have t use the east end f Divisin Avenue fr access. Craig Hebebrand: If traffic reduces in the future, the signal installatin issue culd be revisited. Questin: There seems t be a lt f missing links fr directinal access in the West 54 th Street/Divisin Avenue area. Cuncilman Matt Zne explained the histry f the prject in this regard, including the City s emphasis n preserving the Sap Bx Derby facility. Lakefrnt West CUY , PID N After discussing West 45 th Street/West 49 th Street, the cnversatin returned t West 54 th Street/Divisin Avenue, and the pint was raised that if traffic is slwed, if barrier is remved, and if bike paths are cnstructed n bth sides f the radway, sme pedestrians will attempt t crss the mainline, regardless f signalizatin. Bb Brwn: West 49 th Street is mre cnducive t pedestrian crssings due t the recnfiguratin f the bridge. Cuncilman Matt Zne: Chester Avenue functins well as a 6-lane signalized bulevard. Why wn t that cncept wrk here? Rb Mavec: The West Shreway accmmdates apprximately 4000 vehicles per hur during peak perids while Chester accmmdates nly 2000 vehicles per hur during peak times. The current vlume f vehicles dictates the exclusin f signals in this alternative, nt speed. This des nt permanently exclude signalizatin as a future ptin n the Shreway mainline. We are trying t be creative in pssibly installing a signal at West 54 th Street and Divisin Avenue. Cuncilman Matt Zne expressed cncern that the prject shuld be abut pedestrians and the design seems t be mre fcused n vehicular traffic. Bb Brwn: The alternate rutes are already cngested. The traffic mdel assumed that 30% f the traffic wuld naturally divert t alternate rutes, and the mdel still failed during peak hurs. FHWA said that if traffic signals result in mre cngestin, they wn t fund the prject. Janet Lehr: The bridge by Dn s Lighthuse was nce clsed and the traffic diverted successfully. Brian Jereb: Impacts t traffic are nly during a shrt perid f the day. Cuncilman Matt Zne: We just dn t have the cngestin f ther cities. Questin: Define failure. Is this failure in nly part f the day? Bb Brwn: Right. If the mdel fails in nly ne hur, it is cnsidered a failure. Gus Smithhisler: Are intersectins being cnsidered in Phase II? West 45 th Street / West 49 th Street Vehicular Access Imprvements (Phase I) Craig Hebebrand explained the prpsed layut f the access pint. Jhn Zayac: Why is there vehicle stacking exiting the Shreway at West 45 th Street and West 54 th Street during the peak mrning hurs when virtually every car has t be heading t the Central Business District r beynd? Craig Hebebrand: With signalized intersectins the vehicles wuld have queued up n the mainline, nt n the ramps. Rb Mavec: We have t meet certain standards in rder t qualify fr the funding n this prject. All parties are lking fr ways t d this creatively, but having a level f acceptable service is essential. Bicyclists can use the path within the park. Bb Brwn: Bicycling cmmuters wuld likely prefer the direct path and it is a Phase II item. Janet Lehr reinfrced that there are a significant number f cmmuting bicyclists. Rn Eckner: The City shuld cnnect the neighbrhds t the bikepaths this may mean new bikepaths (utside f this prject in City Master Bikeplan). West 28 th Street and Detrit Avenue will be widened. The prpsed wrk remves three buildings. The westbund exit ramps will be mved away frm the wall and shuld imprve the pedestrian envirnment.
