2 Outline Data Collection Analysis of Current and Future Conditions Recommendations

3 Data Collection We collected turning movement count data at six intersections: Mansfield and Walnut (unsignalized) Mansfield and Broadway Mansfield and Campbell s Run Busway and Campbell s Run Mansfield, Jefferson, and Main Main Street and Third Street We used Synchro to analyze levels of service at each

5 Methodology Base: To determine future base volumes, we grew the existing traffic by 1% (linearly) for 10 years to get 2022 volumes. - Performed Highway Capacity Manual (HCM) capacity analysis at each intersection.

7 Methodology Trip Distribution: reduced trips generated by each land use by 5% to account for transit use. Then determined distribution of entering and exiting traffic for the TAZ using existing proportions. Distributed the trips for each new land use through the network using these proportions.

14 Methodology Combined: To determine projections for the combined condition, we added the trips generated by new land use to 2022 base volumes. Performed HCM capacity analysis at each intersection.

26 Recommendations

27 Road Diet We analyzed a road diet scenario using Synchro The Level-of-Service will not degrade below D for any intersection in the study area with mitigation measures Thus, we concur with Trans Associates recommendation for a road diet from Cubbage Street to Jefferson Street We also recommend extending the road diet from Jefferson Street to the intersection of Chestnut Street (where Mansfield becomes one-way)

38 Transit At present, the Carnegie station is performing well below capacity, at LOS A even with future growth ACTA provides shuttle services between the station and job sites, but currently has low ridership We recommend public outreach to improve ridership and take advantage of the excess ridership capacity

39 Parking Previous recommendations: 366-space parking structure in place of the park-and-ride lot With the bus station operating well under capacity, we recommend studying the possibility of an additional level in the parking garage With the road diet, we hope to encourage pedestrian activity and reduce the increase in parking demand
