Students may be fallng deeper nto debt accordng to a report released by the State Publc Interest Research Groups' Hgher Educaton Project. The report, "Bg Ixans, Bgger Problems," sad students do not realze how much debt they are gettng nto n college because they do not factor n the extra costs that come wth loans. "If Istudents] do not understand loan costs, they may borrow more than they can afford and experence dffculty repayng ther loans," the report states. For example, most students at Southern Illnos Unversty at Carbondale take out loans under the Federal Drect Stafford Loan program. Ths program has a 3 percent orgnaton fee, whch can add a few hundred dollars to a loan. Then, when repayng the loans, nterest also becomes a factor. Under the Stafford Ixan program, nterest can clmb to 8.25 percent, addng even more "Students frequently experence 'stcker shock'at graduaton when they fnd out ther debt s much larger than they planned." to the orgnal loan, although t vares from year to year and person to person. "Students frequently experence 'stcker shock' at graduaton when they fnd out ther debt s much larger than they planned or expected," the report states. "Students do understate what they owe n loans. I get students HI6HER EDUCATIOM PROJECT REPORT n my offce when they graduate and they say, 'No way that's what I owe,' But then we look at t tem by tem and they say, Oh, I guess that s rght.,'" Rck Steudel, assstant drector of fnancal ad, sad. The average amount an SIUC student owes after four years of borrowng s SI 0, II. But accordng to the report, a student who goes to school for fve years can take out up to $22,625 n federal loans. Students are then requred to pay off the loans. Students are offered three payment optons; the standard, the extended and the graduated, and are requred to pay at least $50 each month untl the loan s pad off. Dependng on the payment plan chosen, t can take some students up to 30 years to repay ther loans. Accordng to the report, college leaders argue the current loan lmts have not kept up wth college costs. Students are then forced to take out loans from more expensve, prvate-label nsttutons drvng them even further nto debt. The report s callng on Congress to make loans more affordable to students by elmnatng the fees that baffle them when the tme comes to repay the loan. The report also states that Congress should ncrease the amount of loans students can receve. Steudel sad that although more loans wll eventually mean more debt, at least students would not have to resort to prvate nsttutons and hgher nterest rates. Weekend T-storms create wet, muddy fun V.». Hawa By Mary Vorsno U WIRE HONOLULU Unless a deal can be hammered out between the state and the Unversty of Hawa Professonal Assembly by mdnght Wednesday nght, a faculty strke wll begn Thursday. Wth negotatons between the state and the Unversty of Hawa Professonal Assembly at a stalemate, a strke seems Inevtable to many students and faculty members, but Alexander Malahoff, presdent of UHPA. remans optmstc. "We'll proceed (wth negotatons) rght down to de last mnute," Malahoff sad. The unon wll meet wth a federal medator and the state tor ther thrd consecutve meetngwednesday at 8:30 a.m. I Malahoff sad that the proceedngs on Monday and Tuesday were "cordal," but resolved nothng. ; "We've examned what the sn l. ons are on both sdes," he sad. A d the sdes are lstenng lo each other." - The strke has no defnte end t date and could go on as long as needed. Musto sad. Malahoff sad that "nobody wants a strke," but that students and admnstraton understand the need for one. Musto sad that he hopes a settlement wth the state can be reached but doubts a deal wll be made before Aprl 5. Malahoff sad the state and the UHPA are stll tryng to fnd a soluton. THE STRIKE III I Admnstraton has sad that students are to report to classes tomorrow and wat at least 0 mnutes, even n the event of a strke, unless otherwse nstructed by professors. PAGE 5 Sex educaton under fre Mnnesota state representatves say students can't use state grants to fund AIDS preventon program By K.C. Howard U-WIBS MINNEAPOUS The Unversty of Mnnesota's Programs n Human Sexualty are under scrutny at the State Captol for controversal AIDS educaton. Rep. Tm Wlken, R-Eagan, ntroduced a bll last month that would prevent the Unversty from recevng state grants for AIDS preventon programs. "I put n a bll to put a lttle bt of accountablty to how taxpayers' dollars are spent," Wlken sad. PHS came under fre when the Mnneapols Safer Sex Sluts, a local volunteer organzaton, gave what some legslators descrbed as a "racey" presentaton n a PHS semnar last February. "I've seen some of the Sluts' materal," sad Rep. Fran Bradley, R-Rochester, who co-authored the bll. "I thnk ths s a chance to have an accountng as to why tax- payer money s used, for very offensve materals." State grants account for $57,232. or one-thrd of the Unversty's AIDS preventon budget. The PHS department orchestrates the Unversty's AIDS educaton programs and depends entrely on grants and prvate fundng. "We rely on state fundng to reach those most at rsk n Mnnesota," sad professor Smon Rosser, drector of PHS' communty health. The presentaton, called "Vulva Rots," was slated for bsexual and lesban women. It had a program warnng that stated, "Ths show contans explct, erotc materal, some of whch may make you laugh." Local conservatve organzatons such as the Mnnesota Famly Councl are opposed to PHS' and the Safer Sex Sluts' strateges for AIDS educaton. "They're promotng and subsdzng actvtes whch I thnk the majorty of Mnnesotans would be very opposed to." TOM PRICHARD, PRESIDENT OF MINNESOTA FAMILY COUNCIL The organzaton's Web ste states that the Unversty's Queer Student Cultural Center funded the Sluts' presentaton. "It's an offensve use of taxpayer d ll,n s sad Tom Prchard, presdent of the councl. "Ths partcular group ddn't get any money, but money was spent on t. There s just a semantc pont of where," Wlken sad. The Unversty, however, mantans t never gave fundng to the group; the Mnnesota Department of Health confrms ths poston. "We don't fund (Safer Sex Sluts) and nor does the Unversty," sad lula Ashley, actng secton manager for the health department's AIDS/STD secton. Despte the Unversty's denal, Prchard mantaned the Safer Sex Sluts presentaton would never SEX EDUCATION. PAGE 5 Panel debates drug war By Alex Knjsbury U HIRE WASHINGTON "We are losng the drug war. If, as they say, we were wnnng the drug war why are they ncreasng de budget for t?" sad Kevn Zees, a GW Law School graduate and presdent of Common Sense for Drug Polcy, as he sat on a panel of experts on the subject Wednesday nght at the George Washngton Unversty. The GW Internatonal Affars Socety sponsored the panel that ncluded representatves from the Whte House Drug Control Polcy Offce, Common Sense for Drug Polcy, Amnesty Internatonal, and a George Washngton Unversty professor of Latn Amercan Studes. The four-member panel spoke on the ssue and took questons from the more than 40 students packed nto the small conference room. "There are not problems wd the drug war," Rchard I. Baum, a Senor Polcy Analyst at the Whte House's Offce of Natonal Drug Control Polcy, told U-WIRE. "There may be mstakes wth the plan but there are no problems." Baum defended the government's polcy aganst a barrage of arguments from the other three panelsts and the crowd. The "war on drug" offcally began n 989 when, then Presdent, Bush, delvered hs frst prme tme televsed address. Followng on the heels of Nancy Reagan's "lust Say No" campagn, the program enjoyed ntal publc support. Snce then the drug war has seen varous changes and ncarnatons, however, t stll remans true to ts orgnal blueprnt. The major focus of the drug war s to stop the nternatonal mportng of drugs from countres such as Mexco and Columba, n addton to provdng treatment and preventon programs at home. The drug war has been blamed for the overcrowdng of prsons, human rghts abuses, and a varety of other complants. The drug war has also come under ncreasng crtcsm ncludng the move "Traffc" whch portrays the war as futle and wasteful. One ssue rased by the panel was the Colomban polcy of sprayng coca felds wth poson spray. "There s ncredble bodversty n the Amazon regon," sad Zees. "The sprayng and actvtes that they are dong down there s llegal n Amerca." lames lones, professor of DRUG WAR, PAGE 5

The admnstraton refused agan to apologze for the collson between a Chnese fghter jet and the U.S. plane, whch was forced to make an emergency landng on an sland n southern Chna The Chnese jet and ts plot are mssng. Over the weekend, the Chnese mltary took a tough stance on who was to blame and has called for an end to the survellance flghts. U.S. offcals sad the flghts wll contnue. Secretary of State Coln Powell sad the Unted States was "sorry" about the plot's fate as he used a word the admnstraton has generally avoded. But he emphaszed the Unted States should not and wll not apologze for the collson of the planes. Powell. Vce Presdent Dck Cheney and the presdent's natonal securty advser, Condoleezza Rce, sad an extended standoff threatened to make t harder to repar relatons between the two countres. " don't want to put a tmetable on t: every day that goes by wthout havng t resolved rases the rsks to the long-term relatonshp," Cheney sad on NBC's "Meet the Press." Admnstraton offcals were careful to avod spellng out specfc consequences of further delay. Shftng from a dplomatc to a personal level, the Whte House sad the presdent had answered the mssng plot's dstraught wfe, who had wrtten Bush and accused hs admnstraton of beng "too cowardly" to offer an apology. Bush's letter was sent Sunday to the U.S. Embassy n Bejng whch would forward t to the Chnese Foregn Mnstry for delvery to the plot's wfe, the Whte House sad. The text of the letter was not avalable. "The purpose of the letter s to respond n a humantaran way, n an Amercan way, to a wdow who s grevng," Powell sad on "Fox News Sunday." "Whatever you thnk about the poltcs of t, she's lost her husband." "We have expressed regrets, we've expressed our sorrow, and we are sorry that a lfe was lost.'powell sad, referrng to the mssng plot. In comparson, he offered ths explanaton for the U.S. poston on an apology to Bejng for the collson: "The queston of apology s somethng qute dfferent, because then we are beng asked to accept responsblty. And that we have not done, can't do, and therefore won't apologze for that." Cheney rejected the descrpton of the crew as "hostages" by Rep. Henry Hyde, Rll. Cheney sad the Unted States has access to them and they were beng treated well. But Sen. Chrstopher I Kd D-Conn., sad, "We'regettng precarously close to that." Bush spent the weekend at Camp Davd, conferrng wth ades, ncludng Rce and senor advser Karen Hughes. Rce sad Bush had not personally called Chnese Presdent lang Zemn because that s an opton he can use one tme and "one wants to use when t really mght make a dfference." The presdent returned to Washngton Sunday evenng but gnored questons from reporters as he went nto the Whte House. In Chna, U.S. Ambassador Joseph Prueher had two meetngs Sunday wth Chnese offcals and reported back to State Department offcals. U.S. offcals were allowed to meet wth eght members of the crew Saturday, not all 24 members, Rce sad. "We have clearly sad to the Chnese that we want access to our people and we want unfettered access to our people," she sad on CNN's "late Edton." "I thnk they're pawns beng used by the Chnese to try to gan some goals that they're not gong to acheve," sad Sen. Carl levn, D-Mch. The Chnese have been concerned about ssues such as U.S. arms sales to Tawan and a Assocated Press Photo THE SEARCH CONTINUES: Fshermen prepare a small boat at an nlet at Hakou, on Chna's Hanan Island Sunday. "There are a lot of very sgnf- cant thngs whch f Chna would... step up and solve tls thng now, wll more lkely occur," sad GOP Sen. John Warner of Vrgna, charman of the Senate Armed Servces Commttee. Tawan s seekng an arms package that ncludes four destroyers equpped wth the Navy's most advanced ant-mssle radar system. Some lawmakers cautoned aganst usng trade relatons as a weapon, notng the potental mportance of Chna as a tradng partner. Rce, meantme, sad Chna may not fully understand U.S. resolve n the confrontaton. "The Chnese government should not underestmate on ths sde ether the feelng of the Amercan people that ths was an emergency landng of a crew that was n dstress, and that we now need to resolve ths," she sad. At present, Presdent Bush and Secretary of State Coln Powell have each expressed "regret" the ncdent occurred, but such expressons fall well short of the apology demanded by Chna The Whte House s handlng the stuaton well, and no apology should be gven. Let's face t: The plane wasn't there to study the mgratory patterns of brds, and the Chnese had every rght to be suspcous and concerned. Unlke many Amercans, Chnese offcals are unlkely to have forgotten the accdental bombng of Chnese embasses under the Clnton Admnstraton. The plane, however, s property of the U.S. government and should be promptly returned. Askng the Chnese mltary not to look through the materal on board may be necessary but qute nave. That's lke askng Robert Downey Jr. not to snort coke. In addton, the crew members were traned to destroy much of the senstve equpment upon landng What remans to be seen n that plane may be senstve, but s unlkely to brng natonal securty to ts knees. U-WIRE COLUMN Come on, gve me some lovr AT ISSUE No matter what we desre n lfe, all our desres come back to the need for love. BLACKSBURG, Va. There s a tme n everyone's lfe when they realze exactly what they have. They know ther popularty level, ther socal standng, the magntude of ther academc success and so on. When we reach ths pont of assessment, we are quckly left wth two feelngs. The frst s the desre for more of what we have. If we recognze our successes n whatever the feld may be, we want more success and more recognton for t. Secondly, we get a feelng of ncompleteness. At some pont, we all have wondered f lfe can actually be as pontless as t sometmes seems. I'm sure these feelngs escalate n the college envronment where many students are forced nto a routne of academc rgor, leavng them exhausted and stressed out Endurng through hard work and frustraton s defntely worth the pan, provded that t results n somethng longed for. For example, I'm sure most graduates of ths unversty who have used ther hghly respected degrees to obtan hgh payng and comfortable jobs would agree that the pan they went through to get ther degree was well worth t. Everythng n my precedng paragraph s nothng short of common knowledge. But I wrte ths to the reader who sees no pont n dshng out the effort anymore. To many, t s smply not worth the ettort to try at anythng Relatonshps have left them hurt, and maybe school has left them dscouraged. Maybe even ther close frends have turned ther backs on them and that's what really hurts the most when all else s taken away. I would have to say that nothng leaves me more hurt and vulnerable than not feelng accepted or cared about. Whether t s a grl, one of my buddes or someone n my famly. Rejecton leaves me empty and alone. Let's assume for a mnute that there was someone out there who would totally accept us no matter what we dd. no matter how badly we let them down and no matter how nsecure and ncapable we are on our own. Let's even further assume that ths person knows everythng about us, both the good and bad. They know the horrble thoughts MICHAEL KHEIR Vrgna Tech. we've had about people, our rotten motves, the selfshness we're always tryng to fulfll and even our greatest fears and nsecurtes. I gve ths scenaro because t's nce to thnk that ths s the way lfe could be. And f that s what lfe was lke, wouldn't we all stop tryng to lve up to ths game of lfe? By the game of lfe, I mean the endless effort we put ourselves through to be accepted. We try n the academc area to gan respect from our parents and the workng world. Wfe try n the socal area so we can have respect for beng well lked. I'm not sayng that puttng tme and effort nto these thngs s a waste, but I'm sayng we try at these thngs for the sole purpose of acceptance. So the queston remans, how would we act dfferently f there was the deal lover of ourselves that I descrbed above? Would we care anymore f our buddes down the hall thought we were smart or athletc or successful n any aspect? Would we ever feel nsecure about how we' re thought of by socety, by outsders, by our frends? I would have to argue that nothng would really bother us anymore. We would feel complete satsfacton knowng we had that someone who cared through everythng we ever went through. We would never have that urge to search for somethng more. I say ths because I beleve that all the searchng we do n lfe s done to fnd more love. The real heart of the matter s we all have the need of uncondtonal love. We wander through ths lfe tryng to get as much love as we can. We realze we can never have complete love, but take what we can get and hope future events gve us the chance for more love. It may be hard to accept ths theory as completely accurate because of ts very cut and dry nature. I beleve almost all our actons, motves, desres and reasons for lvng are all drectly or ndrectly based n our need (as human bengs) for endless love. Anyone who has been on campus lately has probably seen a flyer, sheet banner or marker board wth ths queston on t. I'm sure many thngs have entered people's mnds as they read ths queston. However, f ths queston were to be taken lterally, would you know the answer? And. yes, we are speakng of food here! When we go to the grocery store, there are no labels that tell us whose hands have pcked the vegetables sold there. We don't know f they were the hands of a sx-year-old chld. We don't know f the famly who pcked our vegetables was gven a 2x2 shack wthout plumbng to lve n. Do we know f the eght-year-old hands that have touched our pckles have a rash on them from pestcdes or callouses from workng 2-hour days? We do know that someone has to pck the food we eat Someone has to touch our pckles, tomatoes and beets. We need to begn placng mportance on the work we wll not do, but rely upon three tmes a day for our meals. The fact s that almost all our fruts and vegetables were n the hands of a worker before we put them n our carts. We rely upon mgrant workers for our health, but we do not pay a moment's notce to ther health. Many farm workers have become members of the Farm labor Organzng Commttee (FLOC). FLOC's goal s to establsh unon contracts between the worker, farmer and the corporaton, because the corporaton sets the standards for farmers. Change has to begn wth the corporatons, because, wth a non-complyng corporaton, a farmer has no real power. lowever, Mt. Olve Pckle Co., one of the most powerful pckle dstrbutors, refuses to enter nto negotatons wth FLOC. They have no desre to provde workers wth a decent lvng wage, safe workng condtons (wthout exposure to pestcdes) or lmts to ther 2-hour days and sx to seven days of work a week. Unfortunately, chldren, whose bodes are affected most severely from pestcdes, have less of a voce than ther margnalzed parents. Mt. Olve Pckle, however, assumes no responsblty for ths. Hstory tells us that we have the power to force a corporaton n ths stuaton to make ther practces more humane. Campbell soup has entered nto unon contracts wth FLOC n response to an eght-year boycott of ther products. So, what does ths mean? It means that we have power. If boycottng Campbell soup products can change ther practces, boycottng Mt. Olve Pckles can do the same. Reach Out s brngng ths ssue to campus because we do need to know "Who's touched our pckles." To learn more about ths ssue or gve support, you can attend a presentaton by the presdent of FLOC, Baldmar Velazquez, on Wed.. Aprl, at 7:30 p.m. n 5 Educaton Buldng. Nude competton teaches greek hstory, culture, art By Mchael Grabell U.fll PRINCETON, N.I. - Prnceton Unversty students bemoanng the ban of the Nude Olympcs now have an alternatve. Enter Ancent Greece -- Sprng Break style, where college students compete n a pentathlon just as the ancent Greeks dd - au naturale. The sxth annual nude College Greek Athletc Meet wll be held Sunday on the grounds of the Tallahassee Bare-Devls nudst camp n Montcello, Fla. The event was orgnally scheduled for March 25 when more sprngbreakers would be n the area, but ran forced postponement As part of the Greek Athletc Meet, students from nearby schools, n addton to vstng sprng-breakers, compete n teams n a pentathlon - whch ncludes long jump, dscus, the 200-yard dash, javeln and standup wrestlng. But the coordnator of the Greek Athletc Meet Paul LeValley sad events are not performed n the same manner a spectator mght see n the modern Olympcs. "The long jump they dd wth weghts that they threw down to get an extra boost," he explaned. "They used to use a strng that they wound around the javeln to gve t extra spn." In addton to supportng ts educatonal relevance to ancent Greek athletcs, LeValley defend- ed the advantages of competng n the nude n bologcal terms. "Testcles open on thermostat," LeValley explaned. "When t's warm, they go down. When you're over-dressed, they get n the way. When they're not, they pull rght up out of the way." LeValley asserted the event's academc mportance to students of ancent Greece. Ancent Greeks spent all year perfectng ther mnds as well as ther bodes, LeValley sad, and then presented themselves naked before the gods as an act of worshp. The goal of the Sprng Break event s "to dscover what t really felt lke to be a student n ancent Greece," accordng to a press release. In fact, the event has roots at Florda State Unversty, where n the early 990s, the one-day competton was ncluded n a noncredt class about hstory, culture, art and athletcs n ancent Greece. Though the event urges classcs students and track athletes to partcpate, professors and coaches at the Unversty were skeptcal. " thnk all human actvtes have potental to expand one's horzons," classcs department char Robert Kaster conceded, addng that the event has no relevance to the msson of hs department and that students could not receve a grant for the event even f ther thess s on ancent Greek athletcs. "It would have to be non-credt feld experence," he sad. Men's track and feld head coach Fred Samara sad he would never send hs team to the meet. Whle Prnceton students are unlkely to attend the games, the event has seen colleges from states. Whle most schools are from northern Florda, LeValley sad students have attended from southern Georga and even Syracuse Unversty n upstate New York. The wnnng team's wreath of leaves, however, has never gone to an out-of-state team. The defendng champons from 2000 are a combned team from Florda A&M Unversty and Florda State. Partcpaton s free and admttance s $2 for spectators, who also must be nude. "No one s allowed on the grounds who sn't nude." LeValley sad. Though the combnaton of college students, nudty and Sprng Break would seem an deal recpe to draw a large crowd, just 0 partcpants and 40 spectators attended last year's meet, wlch also was postponed because of ran. LeValley, however, envsons a day whjn hundreds of college coeds wll flock to the camp for the games. "We hope t wll be the thng to do on Sprng Break," he sad. What I want to do s mprove basketball n Chna." Fans dd ther best to make the 23-year-old Wang feel at home. There were two sgns n Chnese, one that read "Your buddes are here," and another that read "Chna s proud of you," whch was attached to a Chnese Hag. Four kds panted Wang's name on ther chests, and chants of "We want Wang!" began n the second quarter, long before he went n for the frst tme. "Thank you to all Dallas basketball fans for supportng me so much," Wang sad. "Ths wll help me to play harder." Wang endeared hmself to the locals by takng part n a rapdly growng Mavercks tradton: The Chalupa Shot Hs second basket, a short junper off a nce feed from Steve Nash, scored Dallas' 00th and 0st ponts, whch ensured fans of a free fr'.'d treat from Taco Bell. Off-campus materal s a dfferent story, but efforts to mprove access to that materal are n the works. The problem les wth consderable traffc beng funneled through a campus Internet connecton that, despte havng been upgraded to among the fastest n Oho, s stll many tmes slower than the network connecton between campus buldngs. To help get around the dfference n speeds, the Unversty wll be addng a Web cachng server to the network. Web cachng nvolves replcatng nformaton from frequently vsted off-campus Web stes.then, when one of those stes s accessed on campus, the user receves the on-campus copy at the accompanyng faster speed. Also beng explored s a satellte connecton that would provde streamng audo and vdeo from a few hundred of the most popular Web stes. The bottom lne s that bandwdth to the Internet has been ncreased and wll be ncreased further for fall semester. And eventually, when BGSU becomes part of Internet 2, t wll also be connected to other unverstes wth hghspeed networks and able to share nformaton wth them at those hgher speeds. The dfference n speed of access to the BGSU Web ste (above) and off-campus stes wll be notceable to network users as ther computers are swtched to BGsupernet. But bandwdth to the Internet wll be ncreased by fall semester, wth efforts to that end now n the works. Look for weekly BGsupernet updates n "The BG News."
