The match race between Macfarlane s Salvator and Schumans Judah for $2.50 a sde drew a large croud to the Kapolan Park track yesterday afternoon ; there was no admsson fee charged. The contest was set for 3 oclock, but was not begun untl nearly ten mnutes past that hour. The track was n excellent condton, and consdered fast by horsemen and vstors. The two horses, both Hawaan bred and of Marne edgree, showed up well and were certanly n far, f not n good condton. J. J. Sullvan, V. M. Cunnng ham and Charles Berlner acted as udges, and performed the thankless task wthout fear or favor and to the satsfacton of all concerneyf, wth the possble excepton of gvng the horses the word at the start. A toss, gave Salvator the pole.. After scorng twce, the word was twoandahagven. lf Salvator was lengths behnd and came to the wre n the ar, and dd not settle down untl near the quarter pole. Judah took the pole and made a goodsze d gap, but broke before reachng the quarter. The horse showed a burst of speed and overtook the mare, and was slghtly ahead at the half. The mare settled down and passed the horse, though breakng at ntervals. At the stretch t was evdent the horse was not n t ; though thp mare behaved somewhat badly and broke before reachng the wre, she came n ahead by two lengths. Clarence Macfarlane made a protest aganst the word beng gven whle hs horse was n a galop, clamng that the anmal was off ts feet several lengths before comng to the wre. He asked that the heat be called off or declared a dead heat. n declarng the mare wnner of the heat, the udges beleved the. eght or nne breaks made by her, and losng by each, more than made up for the bad start. Accordng to agreement, no offcal tme was announced, but outsders caught the heat at 2:50. After a wat of twenty mnutes the horses came to the scratch for the second heat. t took sometme to get them off, but they fnally got away after the fourth score. Judah showed consderable speed n comng to the wre, and t was evdent the mare could not be controlled. A far start was. made, though the horse had a slght advantage. After leavng the wre the mare broke, but recovered quckly and the quar took the lead, and when ter was reached a gap of more than three lengths was evdent. From that tme to the fnsh Judah con stantly broke, whle Salvator work ed as steady as a clock, breakng after leavng the half for the frst tme durng the race. At the half the horse was two lengths ahead, and contnued to hold hs advantage tll the stretch was reached. By the tme she settled down there was a wde gap to fll. After passng the half the horse was so far ahead t was evdent the mare could not catch up, though she came nto the stretch at a very lvely gat. Comng down the stretch the mare broke several tmes and went to peces, beng at the shut out fla when Salvator came under the wre; unoffcal tme 2:5. Sal vator was declared wnner. There were numerous wagers on the race. Experenced horsemen expressed the opnon that the mare had greater speed than the horse, and but for constant breaks would have easly defeated hm. A meetng of the Board of Health was held yesterday afternoon at the usual tme. There were present Presdent Smth, members Lansng, Waterhouse and Kelpo, Drs. Emerson, Day, Wood, Myers and Howard. Presdent Smth sad that out of the twenty bennal reports of the varous sland physcans only rvhe had been receved. Several had wrtten sayng they would send reports soon. Regardng the donaton of $375 for the leper settlement at Moloka, t was decded to remt the amount to a commttee composed of Dr. Olver. Ambrose Hutchnson and Wllam Notley for dstrbuton among the needy lepers wthout regard to race, sex or any other condton, and that the commttee be nstructed to make full report to the Board of Health. Ambrose Hutchnson wrote from Moloka to the effect that the treeplant scheme was not meetng wth very much success. Dr. Day suggested that t mght be a good xlan to offer a money prze to those persons succeedng n growng plants on Moloka. Sherff Htchcock wrote from Hlo tellng of a number of lepers on the sland of Hawa. He suggested sendng a steamer to collect them. Agent Reynolds was nstructed to make arrangements for sendng a steamer to get the lepers. The followng tenders were granted: Coal, Wlder & Co.; kerosene ol, Castle fc Cooke. Dr. F. M. Crane, a recent arrval from llnos, made an applcaton for recommendaton for a lcense. Granted. Once a year the sugar planters of these slands hold a conventon n Honolulu. t was my good fortune to attend ther meetng yesterday, where saw a very ntellgent body of busness men who knew what they wanted and were ready to spend money to accomplsh ther purpose. n the char sat F. A. Schaeffer, German and talan Consul and merchant. P. C. Jones, orgnally from Massachusetts, but for years a leadng merchant n Honolulu, was treasurer. Unless am g,reatly mstaken the secretary was a German. Everybody who talked had a dfferent accent. n fact, Englsh as she s spoke n ths paradse of the Pacfc s an nterestng ethnologcal study. n one corner of the room sat Pres dent Dole, hs entrance beng as unostentatous as that of every other member of the Sugar Planters Assocaton. Nobody rose to greet hm, the only dstncton made n hs favor beng the offer of a char near the presdng offcers. Though a queen has been deposed, sugar s stll kng; hence t s mportant to know what ths knd of royaltythnkabout the statu quo. Last nght chance brought me face to face wth one of the most actve members of the. Sugar Planters Assocaton, Hugh Morrson, who has ust gven me an hour of hs valuable tme. Havng no tced that the prevalng Englsh spoken at yesterdays meetng, was Scotch, f may be permtted the bull, asked Mr. Morrson the reason of ths excess, whch he sad amounted to 35 per cent. Bear n mnd that refer to the managers of the plantatons, who are eraploye d, for the most part, by Amercan captalsts. Why are 35 of our sugar planters Scotch? Well, dont know exactly. But there s always a reason for everythng. As busness to be successful must be conducted on busness prncples, am sure there s an excellent reason for a fact not known n the Unted States. dont doubt you are rght. ve a. theory on the subect. Whch s? Well, sad Mr. Morrson, wth a twnkle n hs eye, we Scotch are consdered very competent to handle ourselves. True. The managers of sugar plantatons are oblged to handle large bodes of laborers. They should never touch lquor, for the reasou that they have no dscreton; n ts use. Wth the Chuese t s a case of root og or de. lbey must work to lve, aud, though the volume of ther work does not equal the whtes, owug to lack of stamna, ther perssteuce makes them valuable. What of the Japauese? Ve thoght the Chnese were gettng to te too numerous, aud so mported Japauese, but they arn much less docle, aud, n fact, are much too socalstc. Thn Portuguese are spleu d workers. They are more expensve than the Chnese aud Japauese, but we caut get them for less mouey. Wht wages do you pay? Twelve dollars monthly to Chnese and Japauese, gvng them houses, water, fuel and medcal attendance. The Portuguese receve $6 and SS monthly, wth the same perqustes. As they have large famles, they need more room Have you consdered negro labor? We hear that they are not peaceable aud obedent. Moreover, they receve $30 month, aud at present prces sugar plauters are barely rubbng altug. We could not pay uch waues. As all thngs are possble, let me ask what Hawaan tugar plauters would do were Crb annexed to the Unted States? Cuba needs no fertlzers to eurch her wonderful sol, and she has no contract labor. Experments wth coffee, fruts and other valuable products have already begun. There s reason to beleve n ther success, but as t takes fve years for a coffee plantaton to yeld a crop, and only eghteen months for the maturty of sugar cane, no tme should be lost n the development of these new nterests. CRCULAR. n a crcular formerly ssued by ths Board on the subect of relgous teach ng n schools, reference was made to the fact that n the statutes relatng to the Bureau of Publc nstructon t s provded that no person n holy orders or mnster of relgon shall be elgble to fll the offce of Presdent of the Board of Educaton or of nspector General. Agan, Artcle 97 of the exstng Consttuton declares that no publc money shall be approprated nor publc land conveyed to or for the support or beneft of any sectaran, denomna tonal or prvate school, etc. The evdent ntenton of these pro vsons s that there shall be no relgous teachng n the publc schools supported by the Government, but that they shall reman strctly nonsectar an and secular. The school buldngs should therefore be used only for purposes pertanng to the publc educaton of the chldren of the country. Accordngly, the permsson formerly gven to the Sckool Agents to arrange wth the clergymen of any relgous denomna ton to allow them the use of the Gov ernment school houses after 2 oclock p. m., for a tme not exceedng one hour, once a week for each denomna ton applyng, for the relgous nstruc ton of such scholars as may choose to attend s hereby revoked. Ths Board does not, however, con sder t nconsstent wth the prncple stated above, to contnue the practce of openng the schools every mornng by repeatng the Lords prayer n unson. The School Law also declares that The obect of the common schools supported by Government s to nstruct the chldren of the naton n good morals, whch nclude honesty, truthfulness, obedence to parents and teach ers, respect for superors n age and poston, patrotsm, kndness, benevo lence, helpfulness to the weak and the unfortunate, humanty to anmals, per sonal cleanlness, modesty, chastty, temperance and other vrtues, whch should be taugt by precept, llustraton and example at all tmes. No profane or ndecent language should be allowed n the school premses or on the way to or from school. Kaahanu, the man who attempted the lfe of a woman at Nolopa Tuesday nght, has qute a htorv. He and the Kuphea grl were at Kaalawa on the nght of Jan. C, S9, when the trouble wth the rebels statoned there be gan When Robert Wlcox and hs followers crossed the mountans to escape the mltary force of the Government, Kaahanu was the man who led the way and showed the refugees, the ntrcate paths to take n order to escape detecton. Kaahanu was helped n ths by Mss Kuphea, who seemed to clng to hm more closely at that tme than she dd when he was workng out a $00 fne n al. When Wlcox and hs gang were safely ploted over, Kaahanu and the woman branched out for themselves and avoded fallng nto the hands of any of the searchng partes. What became of them was not known, but t s supposed they went to Koolau. At all events the dd not appear agan upon the scene untl the co rt martal was ended and thngs had queted down. They had been lvng agan at Nolopa for a short tme only when Kaahanu was arrested and sentenced to pay a fne of $00 for playng che fa. Ths he had to work out, havng no money to pay the fne. Every one that knew anythng about the affars of Company D were sure that there would be some fun at the electon for frst leutenant last nght, but n ths they were very much dsapponted. The electon was one of the tamest and most unnterestng n the hstory of the company. Where the black horses had gone was a mystery. They dd not so much as stck ther heads n at the door. Captan Camara, who had charge of the electon n place of Captan Broome absent on Hawa, announced as the busness of the evenng the electon of a frst leutenant. Sergeant Bergstrom, Leutenant Kowell and Sergeant Crozer were n turn nomnated for the poston. Sergeant Crozer resgned, leavng Sergeant Bergstrom and Leutenant Kowell n the feld. The work was over n a very lttle whle. Serreant Bergstrom was electod frst leutenant by a vote of 2G to 9.
