XX NO. 7 TUESDAY, OCTOBER, 99 THE NDEPENDENT NEWSPAPER SERVNG NOTRE DAME AND SANT MARY'S Retun of the 'Blue Jogge' Man attempts to have gil punch his stomach By MEGAN JUNUS News Wite A Knott Hall Resident was confonted ealy Monday evening by a man asking if she would punch him n the stomach, accoding to Chuck Huley, assistant diecto of secuities. The gil was standing on tho second floo landing when a man, dessed n a blue, two-toned jogging suit, stopped he and politely asked whee Walsh Hall was located. He said he was looking fo a gil dessed in a jogging suit just like his. lie commented on wanting to meet this gil at Walsh ndian invasion? had dak shot hai and a esident, "When jog my stomach muscles tighten. Could you punch me in the stomach?" The gil efused and walked away. She went to look fo he ecto o a esident assistant, but was unable to locate eithe; theefoe, the incident was not epoted diectly to Secuity, Huley said. Cuently, Secuity has no suspects. "f this would happen again, students must epot the occuence to Secuity as quickly as possible," Huley said. They man was white, appoximately 5'8", small build, clean shaven and in his late s to ealy s. He and then said to the Knott medium complexion, Huley said. Simila incidents in which female jogges wee appoached wee epoted last fall and sping. Although the physical desciption, namely the blue jogging suit, and methods of appoach ae extemely simila, Secuity is unable at this time to make a positive identification o even confim the possibility that this might be the same peson. ND Student Senate votes to ecognize gay/lesbian day By PETER AMEND News Wite This is how the esolution stood in finality: Be t esolved that the Uni vesity of Note Dame Student Senate ecognizes that Octobe, 99, is National Coming Out Day n ode to futhe the awaeness of the disclmina tion, haassment, and violence suffeed by gay and lesbian pesons. Student Body Pesident Rob Pasin, upon the passing of the esolution, said, "The esolu tion addesses the ssue of ha assment and discimination on campus, not homosexual activ ity, and theefoe, suppot it." Afte an hou and a half of vehement debate, the Student Senate voted -5 in favo of a esolution that acknowledges Gay and Lesbian National Coming Out Day. Joe Wilson, senato of Distict #4, pesented the oiginal esolution to the Senate Monday evening. The majoity of the Senate immediately accepted the fist thee stanzas of the esolution, which ae: Be it esolved that the Student Senate of the Univesity of Note Dame, ecognizing and fully appeciating the Catholic natue of this Univesity and all that it epesents, wholeheatedly condemns discimination, haassment, and violence against any peson. Recognizing that many students on this campus often feel the oppession that comes fom misinfomation and misundestanding about the cultual, eligious o sexual diffeences, the Student Senate calls on the student body of this Univesity to stand up against any fom of violence, discimination and haassment. The Univesity of Note Dame has attempted to incease undestanding, and lessen misinfomation though such events as the Yea of Women, the Yea of Cultual Divesity, Multi-Cultual Week and Afica Week. Howeve, the debate was focused on the fouth stanza, which dealt with connection between a fomal acceptance of National Coming Out Day and its elevance to the thee pevlous stanzas. The fouth stanza, in the oiginal esolution, eads as Lectue gives glimpse of Aab pespective in monly shaed feelings ae those By MCHAEL MASONE Moe on the Gulf page 7 aimed at the U.S. govenment Nows Wnte and its involvement in the cisis. Opeation Deset Shield n a beak fom the Westen pespective on the cisis n the Gulf, Note Dame had a fist hand chance to hea the Aab point of view on the situation yesteday at a lectue given by Khalll Matta. United States foces will emain n the Pesian Gulf fo yeas to come, pedicted Matta in his lectue yesteday. An associate pofesso of management, he gave the fist of seveal "fieside chats" to be given at LaFotune Student Cente. A native of Lebanon, Matta believes tho United States will stay in the Middle East as long as t can stay, just as long as thee is no opposition hee at home. Matta povided tho Aab pespective on seveal key ssues on how the Aab wold feels about: Saddam Hussein the invasion of Kuwait the U.S. nvolvement n this cisis. Feelings towads Hussein ae split among the people of the Aab wold, said Matta. Some view him as a heo who successfully defended the Aab nations against an; he s seen as a unifying foce seeking to eestablish the old gloy days of the Aabs, and with victoy Khnlll Matta and militay stength he eans cedibihi... On the othe hand, some, such as the leades of Egypt and Syia, view Hussein as a theat and eject the way he teats his own people. Matta efuted the idea that Hussein is no moe than a "cazed madman who is picking intenational fights." As fo this nvasion of Kuwait, again feelings ae mixed. Some view Kuwait meely as an extension of aq, and conside the nvasion "an intenal matte fo the aqis to solve." Some Aab nations ae actually jealous of Kuwait, whose ncedible wealth and small population leave it with an extemely high standad of living. But pehaps the most com- Matta called it a feeling of "geneal appehension," since histoically the United States has not poved to be a eliable ally. Though Matta emained objective in his discussion, he did appea fim in the belief that the United States is involved in the Gulf fo economic easons above all othes. He cautioned U.S. citizens fom accepting the policy of ts govenment that it is involved because of a "moal concen" fo the Kuwaitis o Saudi Aabians. Matta was secue in his belief that the United States has a definite "vested inteest in a natual esouce that belongs to the Aabs," and it wants to secue itself of getting that esouce at a cheap pice. The United States gets ove 9 pecent of its oil fom its own hemisphee, so it does not have much of an nteest in the oil available in the Middle East. But, Matta contends, the stategic contol of this oil and the ability to egulate pices would make the United States a bette economic competito fo the Gemans and the Japanese. t is this desie fo the stategic see MATTA page ~- ~.~~ ~ U.S Maines: Thee Maine fomations, moe than 45, pesonnel U.S Amy: Thee heavy amoed unite h U.S Al Foce: 4 waplams deployed at about batma n and aound Saudi Aabia Five U.S. and five Saudi AWACS u.s. Howeve, many Senate membes said this fouth stanza not only asks to eject negative attitudes and actions against gay and lesbian pesons, but also implies a public pomotion of homosexuality by the ND Student Senate. Senio Class Pesident, Michael Shinneck, who voted against the esolution, said that " am opposed to discimination, haassment and violence against any peson...! believe that this esolution is attempting to cicumvent the Univesity's policy and the position of the Roman Catholic Chuch by intoducing official ecognition of gays and lesbians at the Univesity by lend ng the name of the Student Senate to the name of the gay cause." 2 ~ ~ page NSDE COLUMN Law school: a cue fo the Senio blues? Senio yea? No poblem. Time to hang out with fiends, legally ba-hop, oadtip to evey away game, and beeze though my schedule of electives. Not so fast. Thee ae just a few insignificant questions which need to be cleaed up... such as, "What do want to Jo with the est of my life?" A job? Wok?? Ugh - not the most appealing option. As well, getting one entails moe time and enegy than imagined. Caee and Placement infoms me that must gathe my life togethe, summaize it on a single sheet of pape and then make it sound exciting. But the best pat is this 'Objective' - a one sentence explanation stating what type of job am seeking as well as why am seeking it, fo each type of company in which inteests me. One poblem: have no idea HtAT inteests me. So then ask myself the most popula question on campus today-the one which povides a moe attactive altenative (upon initial eflection) to jumping into the woking wold of esponsibility as well as allowing extensive pocastination in answeing "What do want to do with my life?" This question is none othe than: "How about Law School?" 'll admit that applying to law school seemed to cate to my laziness in secuing a job and sounded extemely comfotingmonetaily speaking. n addition, my mind began to ace ahead to the day of acceptance and my casual decision to defe fo a yea while taveled Euope o volunteeed to wok in Austalia (sound familia?). Reality began, howeve, to set in with my fist encounte with a pactice LSAT. Suffice it to say, knew was in touble. Days, weeks, MONTHS wee meant to be set aside to study eligiously fo this monste. Okay, so have some days... But then thee's the Pesonal Statement (which must equal a liteay mastepiece), ecommendations (academic, of couse), and applications which ae easy to complete but cannot be sent until A and B (above) have also been completed. The clinche? When will stat on this Pesonal Statement? Answe: When stat any othe kind of assignment - the night befoe it's due. So, senio yea? No poblem?? When do see my fiends, we just complain about how busy we ae; the bas epesent enomous, unaffodable dolla signs; oadtips waste weekends in which must study diligently fo the LSAT; and classes? Well, it's a good thing finally bought that accounting book today... The month long assembly was called to evitalize the piesthood in the wake of a "bunout" to vocational life and challenges to celibacy. Matta continued fom page contol of oil, athe than any dealistic moal stance, that the United States has such a lage foce n the Gulf. Besides this desie fo stategic contol of the wold's oil supply, Matta said, the U.S. is also involved in the Gulf in ode to salvage itself fom the clutches of imminent ecession. "Wa," said Matta, "is vey stimulating to the economy of a county." And finally, the thid eason Matta povided fo the U.S. nvolvement was its fea that aq would at some point FREE in the futue pose a seious theat to sael. Matta efuted the claim that the United States is always "moally justified" in thei actions, as if it is the "agent of God on this eath." Matta, while emaining objective himself, seemed to be calling fo moe open-mindedness on the pat of Ameicans to the views of othes. Economic sanctions would wok, but they take time, and Matta believes that U.S. foeign policy is not vey patient. " would athe see economic sanctions than a militay beakout," said Matta, but the United States seems intent on a militay confontation. Matta was equally quick to point out that a wa with aq would be dawn out and would cost the Sandusky shaes atistic expeience By RENEE YOUNG News Wite Reality and instinct wee two of the items discussed yesteday by Billy Ray Sandusky in his lectue "One Painte's Pespective." Sandusky is an assistant pofesso in the at depatment of Saint May's whee he teaches dawing, painting and pint making. His talk taced his path to the intellectual and at community. Fom gade school he found escape in at. He attended high school and gaduate school in ndianapolis and New Oleans. Accoding to Sandusky, in at school the only way to look good was to make eveyone look bad--they wee tough standads, one-hunded stated the pogam, twelve gaduated. Duing the sixties, Sandusky had a had time justifying making at with the had times on the steets. But he continued with it, eventually moving to taly whee he woked and studied fo seven yeas. He came to Saint May's whee he consides teaching as, "tying to get out of them (students) what is inside them and giving them the space to do it." As to the wok of his students, the undegaduate at wok at Saint May's compaes to that in most gaduate schools. 4 page 4 The Obseve Tuesday, Octobe, 99 New taxes to hit bee- dinkes and smokes WASHNGTON (AP) Pooe, younge, non-uban families, who geneally spend a geate shae of thei eanings on gasoline, cigaettes and bee than do othe goups, would be hit hadest by tax inceases in the new deficit-eduction plan. Othe pats of the plan taget flies; state and local govenment employees; wokes whose wages exceed $5,; taxpayes with incomes ove $,, and anyone with a taste fo expensive cas, fus and jewels. Thee's also a a band new - cent-pe-gallon tax on all kinds of efined petoleum poducts - gasoline again, home-heating oil, diesel - that ae not used in faming o manufactuing. Just in case anyone is left out, the plan calls fo the ntenal Revenue Sevice to step up audits and collections enough to squeeze an exta $9.4 billion out of eluctant taxpayes ove the next five yeas. But unlike the othe tax inceases that have been enacted since 98, the impact this poposal will have on individuals at vaious income levels is had to detemine. That is because it contains no boad changes in income taxes but elies instead on a potpoui of excise taxes and on payoll taxes that affect elatively few people. Thee is little question, howeve, that excise taxes on such commodities as fuel, alcohol and tobacco have a geate impact on lowe-income people. Ealie this yea, the Congessional Budget Office found that: Ameican families as a goup spend. 7 pecent of afte-tax income on gasoline,. pecent on tobacco and pecent fo liquo, wine and bee. The pooest pecent, with afte-tax income aveaging $8,- spent 6.9 pecent fo gasoline, 4 pecent on tobacco and. 7 pecent fo alcohol. The pecent just below the ichest,. with income aveaging $8, afte taxes, spent.9 pecent fo gasoline,. pecent fo tobacco and. pecent fo alcohol. Significantly, families headed by a peson unde the age of spent a geate shae of thei incomes on all thee commodities than did othe age goups. The unde- families, fo example, spent.4 pecent of disposable income fo gasoline; those headed by someone 75 o olde spent.6 pecent. Rual dwelles spend 9 pecent moe fo gasoline as do Notheastenes. Southenes pay moe than Westenes. Hee ae some majo pats of the tax plan, which congessional leades hope will become law this month: ENERGY: The pesent fedeal gasoline tax of 9 cents a gallon would ise by 5 cents Dec. and anothe 5 cents next July. On Jan., a -cent-a-gallon tax on most efined petoleum poducts, including gasoline and home-heating oil, would take effect. Almost 94 pecent of families buy gasoline. TOBACCO: The 6-cent-apack tax on cigaettes would ise 4 cents on Jan. and anothe 4 cents two yeas late. Taxes on cigas, chewing tobacco and snuff would be inceased at each step by 5 pecent. About 46 pecent of Ameicans use tobacco. ALCOHOL: About 7 pecent of taxpayes would be affected. The tax on had liquo, now $.5 fo a gallon of poof (5 pecent alcohol) would ise to $4, up cents fo a fifth. Lowe-poof liquo would go up by the same atio. The tax on bee, now 6 cents fo a six-pack, would double. Most wines also would face highe taxes. The -cent tax on a fifth of table wine would ise to 5 cents. ARLNE TCKETS: Moe than. million passenges fly each day. The 8 pecent tax would ise to pecent. On the aveage ound-tip ticket, costing about $, the tax would go up about $6. LUXURES: A pecent luxuy tax would apply to the potion of the sales pice of cetain commodities above cetain thesholds. Fo cas, the theshold would be $,; fo pivate boats, $,; fo jewely and fus, $5,. Fo example, the buye of a $5, ca would pay a tax of $5 ( pecent of $5,). TEMZED DEDUCTONS: A couple o individual with adjusted goss income above $, could continue to deduct all allowable medical expenses and investment inteest expense. But they would have to educe othe deductions by $ fo each $ that thei income exceeds $,. Jim might be too kind, saying those wods to someone pivileged enough to be a pat of pehaps the most influential Roman Catholic institution in the county. One could faily expect the membeship of Note Dame to be fully engaged in playing leadeship oles in the exciting wok of tansfomation. But ae we? Ae we taking a stand? On what? What stand, if so? s it s!ngle-issue oiented o woven out of a thoough undestanding. of and commitment to the social teachings of ou chuch? Ae we dynamically involved in the pocess of social change, o would we pefe none would exist? And if we ae involved, how is that involvement suppoted? Ae we on ou own, with just a few fiends, o do we find the Univesity community to be a suppotive, challenging and sustaining pesence in ou lives? Jim Wallis continues: "To be sue, we still ae engaged n a stuggle fo the Chuch's vey soul. Will the institutional chuches cling to caution, comfot and the lowest common denominato of chuch membeship? O will the chuches heed the dynamic voices in thei midst, calling us to be the community of Jesus' followes, giving its life fo the sake of the wold? 'The answes to these questions ae fa fom clea. n the wide public aena we ae being held accountable by choices of the past and we ae being called to choose a new diection. One path ahead will poduce moe envionmental devastation, economic polaizati"n, acial and national conflict and the maginalization of poo and fogotten people. "The othe path of faith and commitment pomises the expansion of human ights, the fulfillment of democacy's pomises, the enewal of the eath and the inclusion of those who have been left behind." A couple of events this week will focus on ways the chuch community at Note Dame can play a key leadeship ole in inspiing which diection its membes might go. A couple of these events ae being sponsoed by goups that include Campus Ministy: Wednesday night at 7: pm on the Fieldhouse Mall (Washington Hall if it ains), Judy Goman will be kicking off the Yea of Women fo the Univesity. Judy's concens ae multiple, which makes he an ideal choice fo kicking off the yea. She's known fo he folk and gospel singing. She is a feminstenvionmentalist-peacemake whose concens ae global. He songs speak about love and aging, of how "Rainbows ae complete cicles, we see only half" and of how intenational solidaity is within each. She doesn't pefom; she inspies. Judy will also be doing a wokshop on the ole of women in music. That will be held at the multi-pupose oom of the Cente fo Social Concens Thusday aftenoon at 4:5 pm. Afte that on Thusday - which is also the feast of St..Fancis of Assisi - the Univesity's celebation of peace continues. A Euchaist will be held at the Stanfod-Keenan Chapel, followed by a simple meal at the CSC. Then, at 7: pm, a vigil fo peace will begin at the peace memoial and will include a candlelight pocession to the Gotto. Men and women who attended Note Dame in the late sixties and ealy seventies often comment on how influential the music and demonstations of that peiod wee in foming thei own consciousness and bemoan the loss of such oppotunities fo eflective consciousness fomation fo today's students. Octobe ai\d 4 becomes a time to fully change that impession. See you thee!

5 Tuesday, Octobe, 99 The Obseve CLC ceates policy concening ba bands By DAVD KNNEY News Wite Student bands pefoming at off-campus bas should be allowed to advetise on campus, and students should be notified of secuity incidents on campus, said membes of the Campus Life Council Monday (CLC). A esolution dawn up by Student Body Pesident Rob Pasin and Raja Singh, student govenment legal depatment executive coodinato, called fo the einstatement of last yea's policy concening the issue. This policy allowed the posting of such advetisements, as long as the focus of the flyes was on the band's pefomance and not on the establishment itself o the fact that alcohol would be seved. This pactice was changed this summe by the Office of Student Affais, and these advetisements wee banned, accoding to the CLC esolution. The policy was changed because it conflicted with anothe univesity policy pohibiting : ' Cemetey desecation bas fom advetising on campus. While bands ae mainly pomoting thei pefomance, they ae also pomoting the establishment. Pasin and Singh's esolution pointed out that playing in bas is the most pactical aangement fo bands, since the students have limited esouces and facilities in which to pefom. Advetisements ae citical to the band's success, accoding to the esolution. Moeove, the esolution pointed out that paticipation in and pefomances by student bands is a vital component of campus social life. Since both the pefomances and the flyes ae consistent with the alcohol and advetisement policies of DuLac, thee is no eason to pohibit the pomotion of band pefomances in establishments seving alcohol. The CLC consideed othe solutions to the poblem. The emphasis of the flyes on the bas could be diminished by educing the size of the name of the ba on the flye o by pinting only the addess of the establishment athe than the name. t was also suggested that these events be sponsoed by the junio o senio classes o that it be stessed on the flyes that the event is open only to those ove the age of in ode to avoid the poblem of pomoting dinking by minos. No conclusion was eached concening the esolution. The council also addessed the issue of the notification of students concening campus secuity poblems. Accoding to one council membes. thee is geat concen about how students ae notified when thee ae attacks o muggings on campus. Common pocedue equies secuity to notify hall ectos who should, in tun, notify students of students of secuity incidents. This pactice is inconsistent, since some doms ae not notified and some ectos do not announce the incidents, accoding to the council. The issue was left unesolved. 6 6 Religious feedom law is tiumphant in USSR MOSCOW (AP) - The Soviet legislatue gave final appoval Monday to a law on feedom of eligion, then began debating a bill that would educe the influence of atheism's stongest advocate, the Communist Paty. Togethe, the measues would give the foce of law to two of the key efoms intoduced by Pesident Mikhail Gobachev: toleance fo eligion and competition fo the paty. The Supeme Soviet appoved the law on feedom of eligion by a vote of 4-, with no abstentions. t fobids the govenment fom intefeing in the pactice of eligion, fomally ending decades of epession. "This is a law that affects millions of people... and a majo step fowad fo democacy," the legislatue's pesident, Anatoly Lukyanov, said afte the vote. Debate is scheduled to continue Tuesday on a poposed law on public oganizations, including tade unions and political paties. t would set pocedues fo foming new paties and guaantee them equal ights with the Communist Paty. t would also limit the influence of any paty, including the Communists, on the amed foces, police and KGB. "People in militay sevice and holding positions in law enfocement oganizations shall suspend active political paticipation in paties," the poposed law says. n the past, the Communist Paty has kept a tight gip on the amed foces and law enfocement agencies - and though them, on the entie county. Yui Kalmykov, head of the legislative committee that dafted the bill, said it would allow soldies, police offices and KGB agents to emain Communist Paty membes, but they would have to stop taking odes fom the paty. The law would also stike at the Communist Paty's pivileged position in othe govenment agencies, eliminating paty membeship as a condition of employment. "A citizen's paticipation o non-paticipation in the activity of a (political paty) cannot seve as gounds fo limiting his ights and feedoms, including holding a position in a state oganization," the poposed law says. t adds that the govenment shall not povide "any sot of pivileges o advantages" to employees simply because they ae paty membes. The 7 million-membe Communist Paty ageed ealy this yea to suende its constitutional hold on powe. Since then, many smalle paties have aisen, including the po-efom goups Democatic Platfom and Democatic Union in Moscow and vaious nationalist oganizations such as Rukh in the Ukaine, Belik in Uzbekistan and Sajudis in Lithuania. The new law would povide the fist guaantee of equal ights fo the new paties and establish pocedues fo them to egiste with the national govenment. The 45-membe legislatue voted in pinciple Wednesday to appove the law on eligion, but met again Monday to esolve a disageement ove a clause allowing the use of school buildings fo eligious classes afte egula hous. Afte lengthy debate, the lawmakes decided to emove the clause. The decision was a defeat fo Patiach Alexi, head of the Russian Othodox Chuch, who had told the lawmakes that, "f we emove this pat of the law today, we would be taking a step backwad in ou democatic development." Ukainian legislato Segei Ryabchenko agued that allowing schools to be used fo eligious classes could aise tensions in some aeas, such as the westen Ukaine, whee thee is conflict between Ukainian Catholic and Russian Othodox chuches. Afte the Bolshevik evolution, the Communists seized some chuch popety and assets and pohibited the teaching of eligion. They conveted some chuches into factoies and established an officially atheist society. Since Gobachev came to powe in 985, official toleance fo eligion has gown damatically. Chuches confiscated by the govenment have been eopened, Jews have been allowed to hold Hebew classes, state-un television has boadcast holiday chuch sevices, and govenment popaganda..,.ainst eligion has subsided. LETTERS "W~ATT-E HfCK... f\tt~l, R7NT 'LL TRV ANVf~!NG' '' Repot on sexuality accuately tageted student views Dea Edito: As committee membes of the Boad of Tustees Repot on Sexuality, we ae witing in esponse to M. Gokowski's and M. Stumm's lette (The Obseve, Sept. 6) which addessed student govenment and issues of sexuality. Afte eading thei lette, we wee shocked and disappointed at thei slandeous accusations and immatue aguments. Gokowski and Stumm based thei aguments on an aticle which summaizes the epot. Neithe took the oppotunity to ead the entie epot. which is available to all students in the student govenment office. Howeve, even ganting them the benefit of the doubt that pehaps they would not have eacted so pematuely if they had ead the complete epot, thei lette still demands seious econsideation. Fist, Gokowski and Stumm asset that the "committee's assetions est on false assumptions." The epot focused on ape, sexual ethics, school policy, homosexuality and co-esidentiality. n addessing these issues, the student govenment fomulated, distibuted, and tabulated esults fom a student suvey. Additionally, the committee inteviewed numeous campus administatos and pofessos and completed a compaative analysis of Note Dame with othe Catholic univesities and colleges. t was in light of these thee souces of infomation that the committee then discussed and fomulated ecommendations that would best addess the needs of this univesity. Thus, a epot with such a wide ange of souces is suely not based on false assumptions. Second, Gokowski and Stumm conclude that the epot, "potays Student Govenment and a significant potion of the student body as obsessed with sex and uncommitted to education." Clealy, a Boad of Tustees Repot on Sexuality is necessaily going to addess only issues of sexuality. Does that make student govenment obsessed with sex? Also, in making ecommendations, the epot did focus on "education" to an extent consistent with the topic. The Repot concluded that education is an effective tool by which to mitigate steeotypes associated with homosexuality, sexual haassment and date ape. Additionally, education is the medium though which a peson can then develop his o he own views on contaceptives and disease. Pehaps it is appopiate that Go.kowski and Stumm expessed thei views on sexuality, fo thei attitudes ae exactly those which the Committee consideed and tageted as unhealthy. The insouciant view of sexuality exhibited by these two gentlemen equates sexuality with the act of sex. Actually, issues of sexuality and the goal of the epot ae much boade in scope. While Gokowski and Stumm attack student govenment and this epot as being obsessed with sex, it is, in fact, they who ae so obsessed; othewise, they would not have misconstued the aims and conclusions of the epot. Gokowski and Stumm epesent a minoity opinion, an opinion that condones and continues to aggavate the steeotypical and sexist attitudes on this campus. Specifically, in concluding that "study and sleep ae constantly inteupted by noisy co-eds," Gokowski and Stumm assume that only membes of the opposite sex ae disuptive to student's academic pusuits. Similaly, Gokowski and Stumm state that coesidentiality implies "infinite visitation and theefoe infinite disuption." Howeve, we would contend that Gokowski and Stumm ae pefect candidates fo living in a co-ed dom. Pehaps then they would lean that the mee pesence of membes of the opposite sex in the dom does not necessitate the above. Futhemoe, what is going to happen to Gokowski and Stumm when they ente the wok foce o anothe educational institution, whee they cannot hide fom membes of the opposite sex? Suely, Gokowski and Stumm ae in fo a substantial shock when they ealize that, in the eal wold, membes of the opposite sex actually live and wok in coexistence. An additional citicism is that this epot uses the _---~-~= ~---- = administation as a scapegoat fo "social shotcomings." They claim that students must accept esponsibility fo any failues in male-female elations. Howeve, Gokowski and Stumm fail to ecognize that the Boad of Tustees Repot addessed poblems that the Boad itself was concened about. We, as membes of the Student Committee, attempted to best epesent student views and develop modes of esponse. ~ CF TJ"Un'lfs -- - REPORT tjh - $EY.UALTY Julie Shadd Kate English Off-Campus 7, 99 Counseling cente espects suvivos' decisions Dea Edito: On Tuesday, Sept. 5, the Univesity Counseling Cente and the Yea of Women Committee co-sponsoed a wokshop on the topic of sexual exploitation on college campuses. 10 page Viewpoint Tuesday, Octobe, 99 t t ~ ~ f ~ LETTERS Students need to cast off obsession with alcohol Dea Edito: n thei Viewpoint column concening student attitudes towads paietals and singlesex living aangements (The Obseve, Sept. 6), John Gokowski and Albet Stumm state, "Students must accept esponsibility fo any failue in ma~e-female elations." wholeheatedly agee - which is why can accept neithe thei aguments fo the continuation of both policies,. no thei apocalyptic vision of the anachic "new Gomoah" which would aise if these policies wee not in effect. Paietals and single-sex doms. do not, as Gokowski and Stumm allege, "povide" students with time and pivacy. They impose exteio conditions which make the achievement of a paticula type of time and pivacy - namely, time away fom inteaction with the opposite sex - completely inevitable. On this campus, howeve, they do not effectively estict inteaction between membes of the same sex. This is an intiguing piece of social policy, since it implicitly pesumes that, while Note Dame students ae esponsible enough fo thei studies to let membes of the same sex know when they need to hit the books, they ae not esponsible enough fo thei studies to do the same with membes of the opposite sex. That implication alone ought to distub us, because it aises an issue about why we ae at Note Dame at all. f we need ules enfoced by othes to defend ou own ight to pusue the studies which pesumably dew us to the Univesity, then we call ouselves "students" by the dubious vitue of imposed cicumstance, not though ou own delibeate choice. Fo whom did we choose to be students hee? Ou paents? Ou pospective employes? O ouselves and ou pesonal goals? The fist two may play impotant oles in ou lives, but an "education" that is not one individual's soveeign endeavo is an unappeciated waste of time. Let's look into this agument, though, that beyond ou alleged lack of esponsibility fo ou studies, ou iesponsible "obsession" with sex would keep us fom enjoying a healthy social envionment in the absence of paietals and unisex doms. Ae Note Dame students eady to accept the esponsibility they bea fo themselves, as individuals with vaying needs fo physical and emotional pesonal pivacy, within the context of matue omantic elationships? Technically, like most questions of chaacte, this question is subjective. But since we ae the "childen" in the "Note Dame family" (and do not use these tems sacastically), ou "paents" deseve to establish some citeia fo objective evaluation. Conside the child who is "obsessed" with watching TV to the exclusion of healthy play with his fiends. His paents will accodingly estict his viewing time. They can then gauge his pogess by the amount of time he spends watching TV athe than playing when the ules ae not in effect, with the estictions being withdawn when the child no longe needs the imposed pioity system to balance his time. What sot of citeia might be applied to us, the lusty;' would-be pionees of this new Gomoah? Fankly, it would be difficult to think up elevant qualifications which we don't aleady meet. Thee isn't exactly a slew of evidence that students ae out ecklessly fonicating thei time away when paietals aen't in effect. No can ecall eve having head my fellow students speak with eage anticipation about the big sex ogies being planned fo the weekend. And if had to pin down the quintessential symbol of weekend social success at Note Dame, it would be a case of bee, not a pack of condoms. On the othe hand, come to think of it, students ae engaging in ampant dinking when paietals aen't in effect; we all hea eage talk about the big dinking ogies being planned fo the weekend. And although Gokowski and Stumm Viewpoint welcomes lettes and columns on a vaiety of issues. f you have something to say, bing you witten thoughts to the Obseve offices located on the thid floo of LaFotune, o send them to: Viewpoint, P.O. Box Q, Note Dame, ndiana wholly ignoed the "coincidence," alcohol as well as sex came up in each of thei "candid inteviews," and fo that matte played a fa moe cental ole - "scoing points" with that "chick" clealy depended on he intoxication, not he nymphomania. t's hadly supising that this dimension ceeps into these paties, since beneath the thill of dunkenness lies the additional thill of ventuing into the Lai of the Opposite Sex - which would not exist in a co-ed situation, when dom inhabitants would be used to having moe than one o two membes of the opposite sex in thei ooms on a egula basis. But beyond that, why should we espect ouselves and ou fellow students sa little as to insist on elating to them fom behind the potective devices of alcohol? Only a half-wit lacks the faculties of mind and heat necessay to ely on these alone. O have we sunk so low as to think that 5 cedit hous and poximity to a chuch ae all the mind and heat we have a ight to claim as ou own?. f ND students display a lack of eadiness to cast off thei "obsession" with anything, it is indeed alcohol, not sex. Must this also be a sin against the Catholic Chuch fo the Univesity to take steps to pevent it? Ou dinking situation is physically unhealthy, indicative of student inability to take esponsibility fo a destuctive pathological dive, and so pevasive as to be the majo fom of extacuicula inteaction between sexes on this campus. sn't that enough? find it incedible that the Univesity sees no inconsistency in setting a policy like paietals down in stone, when ou alcohol "policy" is so flexible as to be the laughingstock of the student body. When a child is playing with knives, only the most ignoant and ovesighted paents would channel the foce of thei authoity into fobidding him to have toy guns instead. Like Gokowski, Stumm and the est of the student body, know the actual eason fo the ules about paietals and living aangements at Note Dame. t is to "povide" us with the eveence of one anothe's bodies fomalized in the itual sacament of maiage by establishing boundaies within which "eveence" will be vitually inevitable. f this divocement of the meaning of eveence fom its physical expession makes you wince, it should. appeal to my ealie point about the value of an education fo analogy. We ae still childen intellectually. But we ae not to be confused with the tue child, whose mind is capable of dealing only with absolutes and who needs his envionment - places, people, potentially hamful action - divided into "good" and "bad" ealms fo him. f this is done too long fo a child, he loses his ability to appeciate the actual, moe subtle natue of what was oiginally only labeled in such stong tems to potect him and must become duplicitous to suvive. Might this be what is happening to us? Education of the intellect is fo those who have tanscended tue childhood and ae eady to take thei ightful esponsibility fo the consequences when they make hamful choices, as all matue humans sometimes do. The "good" and "bad" of Socates, quantum theoy and Saint Augustine alike, which we pusue hee, tanscend igid codes of ode; they will not be fully gasped by the individual who cannot think of them without the pesence of such cutches. So it is with the teaching of Jesus. And what comfot shall Note Dame find in a legion of "sons and daughtes" who physically live as Catholics - again, by vitue of imposed cicumstance - when ou seious alcohol poblem and childish, fantastic paanoia about new Gomohas shows the vacuousness of ou appeciation and undestanding? f you ae a Catholic - o, moe impotantly, a decent human being - fo whom have you chosen to be so, at this matue stage in you life? You ecto and ectess? Jennife Cosson Off-Campus Sept. 8, 99 Feao's stance on abotion inexcusably conflicts with catholicity and feminism Dea Edito: To admie Gealdine Feao fo he political beliefs is to neglect he position on abotion. While it may be agued that othe issues ae of simila o geate impotance, no othe issue has singulaly been esponsible fo the killing of ove 5,, human beings since 97. t would be nice to be able to live by two sets of ules. t would be geat if politicians could actually find a way to keep values fom politics. But politics is not, as Ms. Feao would like to believe, a compomise of values; it is a compomise of issues. Abotion is not an issue; it is a moal dilemma. Following the logic of Feao, Cuomo and othes, apists could ague the legality of thei acts, based on thei ight of pivacy, to do what they want with thei bodies. t would be deploable to hea a politician say, "Pesonally, am moally opposed to ape, but can't impose my values on othes." The ight of pivacy is substantially a ight against illegal seaches and seizues. t should not petain to cases whee one peson's pivacy violates anothe's ight to life. Ms. Feao believes that abotion is wong. She maintains that he catholicity allows he to believe that abotion is wong yet continues to legislate its legality. Nothing in Catholic doctine allows fo this waveing, in eithe the public o pivate foum. To salute Ms. Feao as a woman of politics is legitimate if she epesents the things that feminism stands fo: equality, libety and the celebation of life. contend that abotion is an act which diametica:lly opposes feminism and is, in fact, a eplication of that which feminists fight against: victimization, oppession, and pesecution. Ms. Feao's beliefs, as both a feminist and Catholic, ae deploable. Why the Univesity, which ties to celebate Catholicism's espect fo life and equality, would sponso he visit is beyond me. The Obseve's coveage of the impotance of he visit is solely an indication of its lack of undestanding of both Catholicism and feminism. Tom Dixon Off-Campus Sept Co-ed visiting hous fail to hinde educational pusuits Dea Edito: found John Gokowski and Albet Stumm's lette to the edito (The Obseve, Sept. 6) vey distubing. These two moally-upstanding, scholastically- o i en ted gentlemen see paietals as the conscientious Catholic student's only potection against a campus swaming with chaos and pomiscuity that is ooted in an obsession with sex. find it had to believe that those who oppose paietals do so solely because it makes sex moe convenient. t seems that this opposition stems moe fom the administation's failue to justify these abitay hous chosen to sepaate males and females at this Univesity. Fo example, the administation justifies paietals, as do these two students, on the basis of paietals being conducive to academic pusuits. A poblem with this stems fom the fact that same-sex guests ae allowed to emain in the domitoy afte paietals. Why is it assumed that membes of the opposite sex ae inheently loude? find it had to believe that the two insightful authos of this lette, who happen to be oommates, discontinue all social inteaction at the stoke of midnight. n addition, the aveage dom-dwelle does not live his o he life in total silence. Those who find these zoo-like conditions unbeaable ae welcomed, as well as encouaged, to pusue thei studies in a setting moe conducive to academia, such as the uppe levels of the libay. Futhemoe, dom living is based upon an ideal with communal living, consideation and accommodation at its vey coe. f one has to ely completely upon administative policies to ceate hamony within the dom, he o she must be quite socially inept. By the time a peson eaches the age at which he o she may attend college, he o she should be able to come to a hamonious living aangement that is ageeable to all. find it offensive that Gokowski and Stumm accuse the Note Dame student body of being peoccupied with sex and unconcened with education. One need only walk though the halls of any given dom to dispove this statement. Regadless of the hou, be it duing co-ed visitation hous o not, one need not look vey fa in ode to see a plenitude of students absobed in textbooks. Futhe, have yet to be distacted fom my studies at any hou by boisteous sceeches and moans of sexual ecstasy in my dom o any othe. While thei claim is suppoted by offensive "typical" quotes they eceived fom fellow students, such as, " came to college fo women and liquo," statements such as this seem to indicate not a poblem with male-female elations at this school, but, athe, a poblem with the unsavoy company that these authos keep. don't know whee they got the idea that this is a typical esponse, as they claim, but have failed to hea a statement even emotely s~mila to this duing my stay at Note Dame. Howeve, do agee with Gokowski and Stumm egading the blame fo any supposed social shotcomings at this univesity. The wellmeaning administation should not bea the buden of blame fo existing social conditions. Rathe, we should look to the guilty paty which consists of uptight, close-minded individuals who automatically associate co-ed elationships with sexual activity and obsession, and find membes of the opposite sex who fequent thei dom to be destuctive and disuptive. t bothes me that such a eputable univesity as the one we attend accepts such infeio students as those who do not possess the ability to juggle nomal sexual elations with academic and moal excellence. This yea, the Raides, with At Shell about to celebate his fist full yea as coach, ae the supise of the league. t looks as if the commitment l~ back. Following a 4- victoy Sunday ove the Chlcag Beas, the Raides found themelves 4- fo the fist time since 984. "We'e taking t one veek at a time," Schoede says. The Raides won Sunday befoe a boisteous and unuly Raides-type cowd of 8,56 at the Los Angeles Coliseum. Thee wee aests at the Coliseum on an assotment of chages, mostly fo disodely conduct. The Raides became the bad boys of the league while playing in Oakland, whee they won Supe Bowls in 977 and 98. "Just win, baby," was the way Davis liked to descibe his philosophy. The Raides moved to Los Angeles in '8, won the '84.Supe Bowl, but went 8-5 the past fou seasons. And now, with a tenacious defense led by Geg Townsend and an offense diected by Schoede, the Raides sit atop the AFC West. Last yea, Schoede, stongamed but nconsistent, finished on the bench behind Steve Beuelein. Duing the offsea son, the Raides' quateback situation was a hot topic. Fo awhile, epots had New Oleans holdout Bobby Hebet headed west. But Hebet's still the popety of the Saints, and Schoede has played evey meaningful down fo the Raides. Schoede eaned the stating job duing the summe while Beuelein held out. Schoede isn't thowing much - 5 of 69 fo 78 yads and two touchdowns. He's only been intecepted once. " don't cae bow many passes thow," he said afte completing 8-of-5 passes fo 78 yads against the Beas. "My job s to come in hee and help us win football games in whateve way we can." So fa, so good. Afte beating the Beas, Shell was talking about the lack of espect his team had been eceiving. '''ve ead and head things about us being the wost - and the wost - team in the league," Shell said. " don't cae what people say and the team doesn't cae. "t doesn't matte what anybody else thinks. The only things that matte ae what this team thinks. As long as we do what we think, nothing else mattes. This s a good football team, and nobody can tell us diffeent." Sounds like the Raides ae back, too. The esugence actually began a yea ago Wednesday when Shell, a Hall of Fame tackle who played fo Raides fom 968-8, was named coach, eplacing Mike Shanahan. On that day, the Raides became the Raides again. Unde Shanahan, they wee 8- n a season and fou games. Shanahan came to the Raides fom Denve whee he was offensive coodinato, and he immediately made changes. They didn't wok. The Raides went 7-5 unde Shell in '89. 20 ~ page Spots Tuesday, Road-tested, coach-appoved Women's socce impoves to 8-- afte two oad wins Octobe, 99 By DAVD DETEMAN Spots Wite The Note Dame women's socce team (8--) took anothe step up on the ladde to egional pominence this weekend, notching oad wins ove ndiana and Louisville. On Fiday aftenoon, the ish defeated peennial ival ndiana 5- behind the goalscoing tandem of feshmen Stephanie Pote (thee goals) and Alison Leste (two goals). On Sunday, Leste tallied Note Dame's only goal, as the ish tipped Louisville -. "We despeately needed a couple of wins on the oad," said Note Dame head coach Chis Petucelli. "We eally wanted to pove that we could win on the oad, since we had been -- away fom home befoe this weekend. These games had good esults fo us. To get out on the oad and come home with two shutouts and two wins is good. "Afte the fist ten minutes against ndiana, we moved Stephanie Pote fowad to ty to get he a chance on the attack," said Petucelli. "Obviously, it woked, because she got thee goals. The diffeence this weekend was that we talked about cossing goals to the fa post." Stephanie Pote, who nailed the game-winning scoe against ndiana, concued with he coach. "We tied a new appoach this weekend-we focused on cossinsz the ball to the fa nost." The ObMve Ken Osgood Danny Stebbins and the men's socce team had a game called vs. ndiana due to lightning, and in its second game tied Wisconsin -. Basketball gets vebal intent fom Texas sta By GREG GUFFEY Spots Edito The Note Dame basketball team has eceived a vebal commitment fom a 6-9 fowad fom San Macos, Texas. Nathion Gilmoe, a senio at San Macos High School, will play fo the ish in the 99-9 season. The ealy signing peiod begins Nov. 4. " think 'm a petty good playe and that can help them on the cout," Gilmoe said. " can ebound, block shots and scoe while playing the pivot. But also think 'm petty good in the classoom, too." "Nathion is a geat athlete," said San Macos coach Celeste Collie. "He sees the floo well. He's a good ebounde. He can jump well and blocks a lot of shots." Gilmoe aveaged 5 points, nine ebounds and thee blocks pe game as a junio while the young Rattles posted a 7-9 ecod. Evey playe on the San Macos team will etun fo the 99-9 season. At 6-9 and 5 pounds, Gilmoe should make an impact with the ish. Collie compaes him in some ways to ish standout LaPhonso Ellis. " think Nathion will look up to him and patten his game afte him," Collie said. Gilmoe, who plans to majo in business, agees with Collie's assessment. "We'e both 6-9," Gilmoe said. "He's (Ellis} woked tnd to get whee he's at. 'm going to have to do the same thing. 'll have to wok had and play she said. " liked playing up font. t was a chance fo me to get to contibute to the scoing. usually play in the midfield, and this was a nice chance fo me to play off of the fowad. "All of the uppeclassmen have been eally esponsive to all the feshmen. They suppot us in what we do, and they ae thee fo us when we need anything. They have helped the moale of the team a lot. Since eveyone is so positive, we have felt good about evey game. Also, we'e poud of ou pogess on the team and what this team will become. Ou attitude shows in ou ecod." Against ndiana, Note Dame fied off 6 shots and eight cone kicks. Maianne Giolitto, Alison Leste, and Magaet Jac each had one assist fo Note Dame, while Susie Zilvitis had two. The Hoosies, on the othe hand, wee held to eight shots and one cone kick, as the ish jumped out to a 4- halftime advantage. "Defensively, we made a couple of mistakes ealy, but we ecoveed well," stated Petucelli. "The whole wee"'kend was vey good fo us. Gennife Kwiatowski has played vey well at sweepe in the last couple of games." n the game against Louisville, the Note Dame defense again came though, holding the Cadinals to two shots. "On defense, the backfield played vey well," admitted Petucelli. " also think that ou dp.- see GLMORE page 6 see WOMEN page The Obseve Ken Osgood The women's socce team defeated Midwesten ival ndiana 5- and Louisville - ove the weekend, impoving to 8--. Toents, tie keep men's socce at bay By RCH KURZ Spots Wite Afte embaking on what was to he one of the most impotant oad tips of the yea, the Note Dame men's socce team (-6-) came back fom its two-game tip essentially the way it left, with only a scoeless tie to show fo its effots. The games with ndiana and Wisconsin wee to be measuing maks fo the ish club. ndiana, anked ninth in the Socce Ameica poll, ae the possessos of a poweful offense, highlighted by thee-time All-Ameican Ken Snow, who was shooting to beak the U caee-goal ecod against Note Dame. Meanwhile, the Badges ae a much bette team than thei -4- ecod indicates. Unfotunately fo the ish, they had a temendous effot against the Hoosies wasted when the game was called due to heavy lightning. Just unde minutes emained when play was suspended because of the appoaching font. Afte a -minute delay, the officials called the game, endeing it unofficial since NCAA ules stipulate that the full 9 minutes must he played fo the game to count. Although Note Dame was behind - at the time the game was called, the ish had played well to that point. Hoosie fowad Ken Snow was aiming to scoe his 78th caee goal, which would have put him atop the ndiana ecod book, hut was shut down by the Note Dame defense. "We put Bet Hoffman on him, and he did a good job, like we knew he would," said sophomoe defende Maio Ticoci. "We wee not going to let Snow scoe his ecodbeaking goal against Note Dame. t was a matte of pide." The cancelling of the game was a blow to the ish playes, who still wee hanging tough when the news aived. "t was a big let-down," said fowad Kevin Pendegast. "The team felt like we would get at least one goal back, if not two. They had contolled the game, but we had a feeling." The stoyline in the Wisconsin game is getting to he all too familia to Note Dame socce fans. The ish defense played supebly, helping goalkeepe Pete Gulli get his second caee shutout while loweing his goals-against aveage to a vey espectable.49. Offense, howeve, was anothe stoy. Once again, the ish wee unable to get on the scoeboad, extending thei scoeless steak to fou games (five including the ndiana game). Ove that stetch Note Dame has compiled an -- ecod. "t's petty fustating," said Pendegast. " think we'e capable of scoing goals. t's moe a question of confidence than anything else. "We had a couple of chances, one at the end of egulation and a couple in ovetime. [Ou style] isn't meant to be defensive, hut we've been playing it that way." see MEN page 6 t's a mixed-up NFL these days Roughly onefouth of the National Football League egula season has been completed, and vey few things ae making sense. About the only thing that isn't a Ken Tysiac supise at this point is that the San Fancisco 49es ae Wold of Spots unbeaten. As you make a andom sampling of NFL cities, you will find a lot of people who ae puzzled about thei teams' pefomances to date this fall. n Los Angeles, Raides fans ae wondeing how thei team eached the top of the AFC West. The Raides seem to have ediscoveed thei Commitment to Excellence unde coach At Shell. The fans even seem moe like the aucous Raide fans of old; thee wee aests at the Coliseum Sunday in L.A.'s 4- tiumph ove the Chicago Beas. Afte ecoding a 8-5 ecod ove the past fou seasons, the Raides wee not expected to be sitting alone atop the competitive AFC West, especially with Denve coming off a stong season and the Kansas City Chiefs playing thei best football since the Len Dawson days. But the Raides have used a tough defense and punishing gound attack to win thei fist fou games, and with Bo Jackson soon to etun fom his baseball duties with the Kansas City Royals, L.A. may be tough to unseat. n Philadelphia, meanwhile, the Eagles ae - afte losing to the lowly ndianapolis Colts on the last play of the game Sunday. As if that wasn't enough, Eagle quateback Randall Cunningham has told epotes that had-nosed coach Buddy Ryan is "getting moe and moe humble. wish he'd go back to his old cazy self." Buddy Ryan humble? What would Mike Ditka say about that? The Eagles wee supposed to challenge the New Yok Giants fo the NFC East title this see NFL page 8
