Gvernr s Traffic Safety Cmmittee Jen Hgan briefly explained the purpse f the Gvernr s Traffic Safety Cmmittee (GTSC). The prgram is intended t address prperty damage, injuries, and fatalities resulting frm traffic cllisins. Their cre functin is t administer safety prgrams addressing factrs cntributing t crashes, including vehicles, drivers and the envirnment thrugh educatin and engineering. Several f the fundable prgram areas crdinated by the cmmittee include: Buckle-Up New Yrk, Selective Traffic Enfrcement Prgram (STEP), Drwsy Driving, Impaired Driving, and bicycle and pedestrian prgrams. 40% f the prgram funding must g t lcal surces, and n mre than 10% may be used fr prgram administratin. The Cmmittee perates n the federal fiscal year frm Octber 1 thrugh September 30. Jen is a reginal representative serving the Capital Regin, NYC-5 Brughs, and Lng Island; the ther reginal representatives, as well as additinal infrmatin regarding the cmmittee, can be fund n the cmmittee s website:

2 Update t the Strategic Highway Safety Plan: Jen stated the GTSC 2011 Strategic Highway Safety Plan (SHSP) will be updated beginning late March. She requested cmments frm this wrking grup n the Pedestrian, Bicycle and Wheel-Sprt Safety sectin f that dcument. The 2011 SHSP can be fund here: sss/highway-repsitry/2011_gtsc_hssp.pdf. Jen requested that cmments be sent t Jennifer.Hgan@dmv.ny.gv (518) by mid- March. 4. HOCTS / Regin 2 Bicycle Rute Sign Strategy Matt intrduced the tw sign styles being used n bicycle rutes in the HOCTS regin: Traditinal val state designated rutes, used when the rute travels between tw DOT r MPO regins. Herkimer / Oneida Cunty sign n cunty rute symbl, fr rutes whlly within the HOCTS regin. Matt discussed Bicycle Rute 8 as an example f an unclear applicatin f the tw signs. Bicycle Rute 8 fllws NY Rute 8 frm US-20 nrth thrugh Clayville. Nrth f Clayville, NY-8 becmes a limited access highway, and Bicycle Rute 8 diverges frm NY-8 fllwing a mix f lcal, cunty, and state highways until intersecting with NYS Bike Rute 5. As this rute is ttally within the HOCTS regin, Matt was prpsing using the cunty sign (abve, right) fr the rute. Matt was interested in receiving cmments n this prpsed sign strategy. Wexler: cited cncerns ver maintenance and replacement duties ff the state highway system. It can be difficult t get all Twns and Villages n bard with the required maintenance and replacement respnsibility. The wrking grup suggested that when the signs are initially purchased, extra replacement signs, including supplementary signs and arrws, shuld be purchased at that time fr later distributin. Additinal cncerns were brught up in signing rutes with n lgical end pints r cnnectins. Bicycle rutes shuld have a clear destinatins r cnnectins t ther rutes t ensure a cntinuus netwrk. There are n minimum length requirements fr signed and numbered bicycle rutes. Ophardt suggested that all signed bicycle rutes shuld be evaluated by an engineer t limit the liability t the Twns. Additinally, an engineer s analysis may imprve the likelihd f Twn apprval. Beauvais: when a bike rute uses a lcal rad/street, must be a reslutin/frmal agreement frm the lcal gvernment. May leverage use f state r federal funds by lcal gvernment. Understands that NYSDOT is respnsible fr Scenic Byway sign maintenance n lcal system.

3 Mendza prpsed that a statewide bicycle rute signing plicy be pursued building upn this Regin 2 wrk, with additinal input frm the ther regins, the Traffic and Safety Divisin, and MPOs. This grup can help designate the inter-reginal NYS Bicycle Rutes, with all ther intra-reginal rutes being designated similar t the Regin 2 / HOCTS sign prpsal. VanSlyke t fllw up with Mendza. 5. Wrking Grup Gals / Wrk Plan fr 2012 The Wrking Grup Gals were cmpiled in September and recently rerdered and cleaned up. The wrk plan and fur primary gals fr 2012 are summarized belw: 1. Hld quarterly meetings t discuss reginal issues. 2. Expand utreach beynd MPO and NYSDOT staff 3. Prvide supprt t NYSDOT thrugh the Cmplete Streets legislatin prcess 4. Assist the DOT in implementing the GIS website data acquisitin Steve mentined that there will be a Wrking Grup Chairs Strategic Planning sessin with MPO directrs, NYSDOT staff, and ther key WG members in April held in Binghamtn. The wrk plan will assist in cmmunicating the wrking grup s gals at this meeting. 6. Cmplete Streets Legislatin Purvis: Cmplete Streets legislatin takes effect Feb 15. Mendza: Design Bureau is reviewing the plicies and checklists t verify what prvisins are already in place, what additinal measures are needed t cmply with the law, and what types f prjects will and will nt be cvered. Addressing cst-effectiveness prvisin in the law is challenging. Gerard ffered t send arund what infrmatin is available n the prvisins f the law. Bwers:this type f prject feature wuld need t be implemented in the early stages f a prject, and requested that design review dcumentatin fr cmplete street features is included in the agency s plicy. 7. Safe Rutes t Schl (SRTS) Mary Harding was unable t attend the meeting, but Mendza was able t pass n the latest infrmatin as reprted by Mary: The release f a secnd rund f SRTS funding is pending, in Executive Management review. Applicatins and revised guidebk expected in February. Wrkshps shuld be held in late February thrugh March with applicatins due late April r early May. The applicatins will be reviewed ver the summer and awards will likely be annunced in early Octber. Wexler, Beauvais: Scheduling the wrkshps will be challenging in such a shrt timeframe. Als wuld like t knw ttal available funding, as this prgram can create a large wrklad fr the award f few prjects. Purvis: has the rle f MPOs and Regins in applicatin prcess been defined? Mendza: The mnth f May is designated as Bike Mnth. Bike t Schl/Wrk Day, a natinal event crdinated by the Natinal SRTS Center, is scheduled fr May 9, Main

4 Office is evaluating infrmatin that was just received, will be develping a plan fr NYSADOT participatin. Purvis: are any lcal activities are being crdinated with this natinal event? Reigle: BMTS des nt have any specific crdinated activity planned, but walking and biking safety infrmatin and bike raffle at their annual Baseball Educatin Day held that mnth. 8. Signal Timing Fact Sheet Arey: ECTC crdinates with Suthern Tier Bicycle League Purvis: Natinal SRTS Center has resurces available fr activities crdinated with natinal events. Asks WG members t reprt back at March meeting. Three fact sheets have been prepared by RSG: 1. Timing Traffic Signals t Accmmdate Pedestrians. Technically riented fr MPOs and municpalities t use when setting signal timings; reviewed, apprved, and available n website. 2. Designing Signalized Intersectins t Accmmdate All Users. Nn-technical and riented t department managers and decisin makers; reviewed, apprved, and available n website. 3. Cmplete Streets. The audience n this fact sheet is still undecided; the first draft has been prepared and was distributed t the wrking grup subsequent t the meeting. Graphics will be added when the language is apprved. Wrking grup members are invited t review and cmment n cntent. Fact sheets 1 and 2 can be dwnladed frm the NYSAMPO website: NYSDOT Bicycle / Pedestrian Website A webinar was held December 15 t assist and train the MPO staff in inputting the attribute data int the web based map tl. Sme data is still missing, including the attribute data frm Regins 1, 2, 3, 4, and 5, and the GIS shape file frm Regin 5. A secnd webinar will be held February 9, 2012 frm 9 AM 12 PM. This webinar will be the same as the December 15 webinar. 16 terminals will be available at the District Office t fr any interested parties t bring their infrmatin and input the data during the meeting with assistance frm staff. Otherwise, the ffsite attendees will nly be receiving training. Ophardt: MPO data has t be input at Reginal ffices. IT has prvided a step-by-step instructin sheet. Olsen, Beauvais: Manpwer is an issue at Regins; freeing up the necessary hurs fr data input can be difficult. Purvis: nt all MPOs agreed t assist with data input. Trzynski: Can MPOs get direct access, as with ALIS?

5 Mendza: NYSDOT IT always has issues with external user accunts; nt pssible fr this applicatin. Ophardt: Can distribute spreadsheet t each MPO with missing data elements highlighted. Mance: This wuld be helpful. Purvis: will send ut the required data fields and manual t the wrking grup. Mendza: Any changes t website (links, etc) t him and Ophardt prmptly. This site has received gd cverage in press and trade jurnals. 10. SPR Funds fr State Bike Rute Map Printing Purvis: previus map printing effrts fcused n hard cpies. This latest map distributin effrt will fcus n electrnic circulatin and fewer hard. Unclear if the map will be ne single, statewide map, r many separate, individual rute maps. All bicycle rutes shuld be signed all rutes prir t printing. Every effrt shuld be made t get Rutes signed prir t issuance f RFP. Mendza: RFP fr printing is being prepared t meet the latest DOT requirements; decisin pending n number f cpies. A draft f this RFP shuld be circulated t the wrking grup in February. 11. NYSAMPO Website Gayle: RSG wants t update Wrking Grups page n website. Needs guidance frm all wrking grups. Purvis, Misiewicz, and O'Neill had drafted a template, which has been circulated. Purvis: des nt feel unifrmity is imprtant, as each wrking grup is different. Perhaps retain unifrmity in tp layer. Cmments t him and Gayle. 12. Other Cmments Purvis: Has anyne deplyed Sharrws n State Highways? Beauvais: Regin 4 will be placing n Bike Rute 19.
