Prjects receive scres fr 12 factrs, ranging frm -5 (wrst) t 5 (best). Sme factrs are multiplied t give higher weight, such as transprtatin safety and crime preventin. A new interchange with I-295 will als be built alng this rad. The prject wuld imprve freight efficiency by creating a backbne rute fr trucks serving the prt and surrunding industry and cmmerce. It wuld allw fr a mre cmfrtable expansin f the prt suthwards. With this rute in place, trucks shuld als be less cmpelled t utilize restricted neighbrhd rads Cmprehensive truck signage Trucks CTP Study area This prject wuld cmprehensively assess and better sign existing truck restrictins t help keep big trucks ff neighbrhd streets. Such an inventry is useful fr identifying ptential recipients f grants t replace aged diesel equipment, which are respnsible fr air emissins and health prblems Overnight electrified parking fr prtrelated trucks Trucks Private, Prt f Wilmingtn, CTP Terminal Ave near I-495 interchange This prject wuld cnstruct a new parking facility fr trucks serving the Prt f Wilmingtn and surrunding cmmerce and industry. The site wuld have electric plug-in capabilities, s trucks culd cntinue t run withut idling. The prject wuld supprt the mre efficient mvement f freight, prvide needed extra truck parking at the prt, and reduce diesel emissins. A public r private venture culd be pursued. Saved ROW n the suthwest crner is cnverted t a small park with a cnnecting trail. Expanded bus stps are included in the design, alng with enhanced pedestrian crssings. This relatively inexpensive interim build prject recnfigures Memrial Drive frm tw lanes in each directin t ne lane in each directin. The hardscape center median with street lighting is maintained. The parking shulder is largely maintained as well, thugh sme parking at key lcatins may need t be remved. Saved ROW will be used fr n street bicycle lanes. Pedestrian safety intersectin enhancements at Karlyn Dr and Bizarre Dr, htspts fr student crssings, are als prpsed. This interim build slightly wrsens traffic cnditins in mdeled 2036 cnditins cmpared t the n build, but culd be an inexpensive first step twards the full build Karyln Drive at Memrial Drive Intersectin Rebuild Multimdal CTP Memrial Dr at Karlyn Dr This prject features pedestrian and bicycle imprvements and green space additins t the intersectin f Karlyn Dr at Memrial Dr. Wrking in tandem with the full build f the Memrial Drive rad diet, the prject will imprve safety and cnnectivity fr peple walking and bicycling. Bumputs with green space are added at each crner f the intersectin; pedestrian crsswalks are marked and include a center refuge island; a bicycle crsswalk is included alng Memrial Drive. ROW alng SR 9 as it passes ver I-295 is rerganized. Mtrized travel lands are shifted twards the curb t prvide rm fr a center lane multiuse pathway, t be buffered by green space and pedestrian lighting. Access pints t the pathway are rundabuts at Memrial Dr and Cherry Ln. Street trees are added in green spaces near existing ramps. This prject will imprve traffic safety, enhance pedestrian and bicycle cnnectivity and safety, add green space and beautify the crridr. 12 12 Transprtatin Prject Priritizatin This transprtatin priritizatin prcess aims t evaluate f the imprtance f transprtatin prjects in the Rute 9 Crridr Transprtatin and Land Use Master Plan ( The final priritized list will be shared with the state and cunty t infrm prject selectin n the crridr. The scring system is based n the priritizatin prcess in use t select transprtatin prjects in the City f Wilmingtn, Delaware. Adjustments have been made t reflect Rute 9 cmmunity s aspiratins. The Rute 9 Crridr Master Plan s Mnitring Cmmittee will scre prject thrugh a cllabrative prcess. Prjects will receive scres fr 12 factrs using an 11-pint scale, with -5 being the wrst and 5 the best. Scring Factr Scale Scres will be summed and srted t prduce a priritized list. The priritized list will then be reviewed, ranked based n cnsideratin f its scre and ther utside factrs, and apprved by the Mnitring Cmmittee. 8/27/18
