Currently this prperty has tw huses the first built in 1954 and mved frm Quadra t Fifth Street in 1972, and the secnd built in 1992 t the rear f the first prperty. Currently the building huses 4 units rented t students. The develper is prpsing t build 2 BR units (with den) t accmmdate families. There wuld be ffice space (422 ft 2 ) and parking n the bttm flr the develper envisins a small daycare fr families in the building. Each flr wuld be 4000 ft 2 and the individual units between ft 2 with 9 ceilings. Parking wuld include 14 spaces, a rati f.9-1 per unit (requiring a variance). The prpnent wuld mitigate with car share spaces and als prvide electrical utlets fr electric cars. The basement wuld cntain secured parking, strage space, lckers and a bike lck up. Update actin items frm previus meetings Prvide update n scheduled wrk related t Summit Park Management Plan (Gary P.) Frm Leigh Campbell Manager, Parks Planning, Design and Develpment--Parks, Recreatin & Facilities. The items remaining n the implementatin f the Summit Park Management Plan include tw park cnnectin pathways ne linking t Arthur Lane n the west side f the Park and the secnd t McNair n the east side f the park - and an internal wdchip pathway t the NW crner f the park t a scenic verlk. In regards t the playgrund, the recmmendatin in the management plan is t maintain the playgrund s current lcatin and size and t upgrade the equipment accrding t the parks replacement schedule fr playgrunds. These remaining items will be cnsidered as part f the annual budget develpment prcess fr 2018 and Wrk cmpleted ver recent years includes new stairs at Blackwd Street n the nrth side f the park at the end f 2014 and tw new sets f stairs and pathway imprvements arund the reservir by the CRD last year. Our Natural Areas team is cntinuing t d habitat management and restratin wrk fr the Garry ak ecsystem within the park. City Hall Update (City f Victria staff liaisn Gary Pembertn) Pandra Bike Lanes pened May 1 st Visual Victria, the wayfinding strategy, has been adpted by cuncil Playing curts city-wide need maintenance. There is a $50,000 budget allcatin and City f Victria wants t hear input n pririties fr 2017 and the next few years. Great Neighburhd Grants submissins are pen until June 4 th. Grants include up t $1000 fr celebratins and up t $5000 fr placemaking. There is a matching cmpnent required. Secndary suites remval f restrictins that limited the amunt f exterir changes that culd be made t a building cntaining a secndary suite t facilitate husing initiatives in the city. 7. Yvnne wuld like t rganize a neighburhd garage sale fr Sheltering has been nted in Summit Park where it is nt permitted due t the park s eclgically 2

3 sensitivity. Bylaw can be cntacted if residents ntice sheltering. NAC will have a cmmunity bth at Quadra Village Day. 8. Land Use Update (Janis L.) Quadra (Quadra Villa), nw nted as 2780 Fifth Street and 2813 Quadra Street n the CV Develpment Tracker. Revisins have been made t plans ne blck nw frnts n Quadra Street. The blck clsest t the huse n Fifth Street has been set back further and height reduced. We appreciate yu taking the time t write and prviding us with yur cmments and cncerns. As yu mentin in yur letter, there cntinues t be new develpment and increased density in yur neighburhd and thrughut the regin. This grwth is cnsistent with the brad bjectives cntained within the Official Cmmunity Plan (OCP). By 2041 this plan states at least 20,000 new residents and the assciated husing grwth be shared acrss the City. The OCP als indicates that all neighburhds will cntain a range f husing types suitable t peple with a mix f incmes, living in a variety f husehld types. Many f the prjects listed in yur letter are fulfilling these brad bjectives. We appreciate yur cncerns abut the ptential fr the develpments listed in yur letter generating new autmbile trips. Althugh sme new autmbile trips may be attributable t the increased number f husing units, in general, neighburhds with greater density generate fewer and shrter mtr vehicle trips than less densely ppulated areas due t the clser prximity f amenities. The data fr Victria ver the past several decades des shw this trend. Althugh the ppulatin f Victria has been grwing ver the past several decades, mtr vehicle vlumes have actually been steadily decreasing ver this time perid. Hwever, ntwithstanding the general trend, there are speeding and shrtcutting issues n specific streets that need t be addressed. As yu have indicated, there may be a speeding and shrtcutting issue n Jacksn Street. As a result f yur cncerns yur street will be evaluated ver the next few mnths. This evaluatin will help determine and quantify the extent f this prblem s that we may develp apprpriate mitigating measures fr the Hillside-Quadra transprtatin plan as part f the 2018 Lcal Area Plan prcess.
