1 Trp 29 Cnduct and Discipline Plicy Guide t Safe Scuting: Trp 29 fllws BSA rules and plicies in the Guide t Safe Scuting, available nline at: This Trp 29 Cnduct and Discipline Plicy is designed t further clarify cnduct and discipline at the trp level. Scut Cnduct: Gd behavir is essential t any prgram and will be strngly supprted by Trp 29 s yuth leaders (scuts) and adult leaders (Scuters). Gd behavir is a primary element f shwing Scut Spirit, and is a requirement fr advancement. The trp s level f authrity is as fllws: Trp Cmmittee Scutmaster, Assistant Scutmaster Senir Patrl Leader (SPL) Assistant Senir Patrl Leader (ASPL) Patrl Leader (PL) Assistant Patrl Leader (APL) In each instance, the Scutmaster, Assistant Scutmaster, r any adult will have the final authrity. The purpse f the authrity structure is nt t remve authrity frm the scuts, but t augment and uphld their respnsibility. It is nt t be cnstrued as bssing ther Scuts arund r making sme Scuts d mre than their fair share. Hwever, fellw Scuts must recgnize this structure and be willing t participate and assist thers as requested. Scuts will nt participate in any activity that culd be cnsidered dangerus t their fellw Scut. These include but are nt limited t hazing, harassing, abuse f fire r flammable materials, r abuse f sharp instruments. Scuts will cnduct themselves prperly during all Trp 29 activities. If the behavir isn t allwed at schl r church, it s nt acceptable behavir. During all meetings and activities, when the Scut sign is held up, all Scuts and adults shall immediately cease talk and mvement, and display the same sign. The Scut Field Unifrm (Class A) is t be wrn at all Trp 29 events frm September May. Frm June August Scuts may wear any BSA endrsed shirt (Class B). Field unifrms are als permitted during the summer. Scuts are required t wear their Field Unifrm (Class A) while traveling t and frm any event related t BSA. Scuts must wear their unifrms in a manr that will reflect credit upn themselves, the Trp, the Charter Organizatin, and BSA. This means: Clean, neat, tucked-in, buttned, and with apprpriate insignia. During the patrl activity sessin f the trp meetings, Scuts will be with their assigned patrl unless given permissin by their Patrl Leader t meet with the Scutmaster, g t the restrm, etc. It is necessary fr the Patrl Leader t knw the whereabuts f his Scuts. Visitrs are always welcme t attend trp meetings; hwever, apprval frm the Scutmaster r Assistant Scutmasters is required ne week prir t the meeting. N Scut will leave the campsite withut the permissin f the Patrl Leader r his designate. Patrl Leaders will get permissin frm the Senir Patrl Leader in rder t leave the area. Disciplinary

2 prblems n camputs and activities will nt be tlerated. Scuts wh cannt behave themselves will be sent hme. Buddy System: Scuts will fllw BSA s Buddy System whenever apprpriate. Examples include water activities, whenever a Scut is t g beynd visual range f a campsite, instances where Scuts are interacting with large grups f peple nt knwn by the trp, and whenever the Scutmaster declares the Buddy System is in effect. Discipline: General: The apprach t discipline in Scuting is simple and the drs f Scuting are always pen t thse wh strive t fllw the ideals f Scuting. Adherence t the Trp 29 Cnduct and Discipline Plicy is required t maintain safety, preclude prperty damage, and avid disrupting ther rganizatins activities. Obedience: Obedience in Trp 29 means t fllw the Scut Oath and the Scut Law. The Oath and Law make being a gd citizen f the trp, camp, r cmmunity pssible. Obedience t the Scut Law includes respect fr Scut (yuth) leaders and adult leaders and all members and guests f the trp. Respect fr adult and Scut leadership is expected. Under NO circumstances will adult r Scut Leaders administer physical punishment fr any reasn. Hazing, f any type, will nt be tlerated. Scuts r adults bserving such activity will take immediate measures t stp such activity. Enfrcing Discipline: 1. Scut leaders, (SPL,ASPL,PL) are respnsible fr maintaining trp discipline. 2. Discipline in patrls will be handled by the Patrl Leaders. Patrl Leaders have the authrity t ask any patrl member t change his behavir and/r leave a patrl meeting and reprt t the SPL (Senir Patrl Leader). An adult leader must be ntified f actins taken. 3. When the Patrl Leader cannt handle the prblem, he must btain help frm the Senir Patrl Leader. The Senir Patrl Leader has the authrity t ask a Scut t leave the meeting area and reprt t the Scutmaster. 4. When the Senir Patrl Leader cannt handle the prblem, he must btain the help f the Scutmaster. 5. When the Scutmaster determines that a Scut requires discipline, the fllwing actins are taken: a. First Instance Cnference with the Scutmaster r Assistant Scutmaster. All such cnferences shuld be attended by an apprpriate By Scut Leader and by anther adult leader. b. Secnd Instance Cnference with the Scutmaster and a phne call t parents explaining the prblem and stating that ne mre cmplaint may result in suspensin fr a perid f time established by the severity f the ffence. A written explanatin f the ffense will als be prepared t back-up the phne call. One cpy will be given t the parents, anther t the Trp Cmmittee Chair (in case further actin sis necessary). Parents may be requested t attend meetings t help supervise their Scut. The Scut may be assigned t appear befre a bard f Cmmittee members r the PLC as a lesser disciplinary actin prir t suspensin frm trp activities. c. Third Instance Cnference with the Scutmaster, Cmmittee Chair, and parents. Based n the Scutmaster s recmmendatin, the Scut may be suspended frm all Trp activities fr a perid f time as established by the Scutmaster. d. Furth Instance The issue is referred t the full Trp Cmmittee by the Scutmaster and Cmmittee Chair with a recmmendatin f actin and the circumstances fr the referral. The Trp Cmmittee may prceed immediately with any level f discipline withut cnducting previus lwer levels f discipline, if the Cmmittee deems the severity f the circumstances warrant such actin. The abve steps are nt meant t discurage either the Patrl Leader r Senir Patrl leader frm seeking advice frm the Scutmaster r any adult leader when they are having leadership challenges, but are intended t state discipline ptins in advance. 7. In extreme cases, a Scut may be recmmended fr dismissal frm the Trp. This actin means that nly by agreement frm the Trp Cmmittee will the Scut be permitted t return t the trp. Dismissal will nly be carried ut by the Trp Cmmittee. In the case f a dismissal, a letter t the Scut s parents will be sent utlining the reasns fr the dismissal and the alternatives fr returning t the trp. 8. If a Scut is disruptive during any event (meeting, camping trip, day trip, etc.) and it is determined by the adult leader f the event that the Scut s cntinued presence will cntinue t be disruptive, the parents f the scut will be called (anytime; day r night) t cme and get the Scut. 9. If a Scut feels he has been subjected t inapprpriate discipline by anther scut, he may seek help frm the Senir Patrl Leader. A Scut wh feels that he has been subjected t inapprpriate discipline by the Senir Patrl Leader may seek help frm the Scutmaster, and a Scut wh feels that he has been subjected t inapprpriate discipline by the Scutmaster may seek help frm the Trp Cmmittee Chair. Drugs, Alchl, and Tbacc: N Scut shall use, pssess, and/r distribute tbacc r any cntrlled substance (drugs and alchl). Parents f a Scut fund t have used, pssessed, r distributed a cntrlled substance at a Scuting functin will be subject t immediate disciplinary actin. Parents f Scuts required t take prescriptin medicatin ver the perid f a trp event are required t present the medicatins required during the event t the Activity crdinatr alng with a trp medicatin frm indicating medicatin type, dse, frequency and emergency cntact infrmatin prir t any Scut leaving with the Trp n an event. Serius medical requirements may require a parent t attend an event and administer medicatin. Fighting: Trp 29 has a zer tlerance plicy fr fighting. Fighting is nt permitted and is grunds fr immediate disciplinary actin. Parents will be called and asked t take their Scut hme. Language and Respect: Ful language, swearing, cursing and abusive/suggestive/ffensive gestures are nt in keeping with the ideals f Scuting and will nt be allwed. A Scut is Reverent, Curteus, and Clean. Electrnics Use: Disrespectful language t any Scut r t any adult is nt allwed. In general, prtable electrnic devices are cntrary t the basic Scuting utdr prgram philsphy. As such Trp 29 s general electrnics plicy psitin is t frbid the use and pssessin f electrnic devices. Hwever, it is recgnized by the Leadership f the Trp that such devices have becme a ubiquitus part f sciety and shuld be blended int the Scuting experience in a prductive a practical manner. As such, the fllwing rules apply: Electrnic devices are categrized int three categries: cmmunicatin, psitining and persnal: 1. Cmmunicatin devices include, but are nt limited t: cell phnes, cell-enabled devices, shrtwave ( ham ) radis, and tw-way radis. 2. Psitining devices include, but are nt limited t: Handheld Glbal Psitining Systems (GPS), pwered cmpasses, etc. Page: 3 f 7

Persnal electrnic devices include, but are nt limited t: ipds, ipads, Surface, wifi enabled devices, MP3 Players, handheld vide devices such as Vide Players, Game By, Nintend DS, and all ther such handheld gaming systems. Single functin digital cameras are als cvered under this categry. Cmmunicatin Devices: N cmmunicatin devices are permitted t be used by scuts at any time unless under the direct supervisin and with the permissin f an adult leader. Persnal r Trp wned cmmunicatin devices such as tw-way radis will nly be used as necessary and under strict supervisin and apprval by the Scutmaster (r designee) and Senir Patrl Leader. Psitining Devices: GPS, and ther similar devices, are t be used in cnjunctin with training r hiking/pack packing utings as deemed apprpriate by the Scutmaster (r designee) and Senir Patrl Leader. All psitining devices will be stwed unless in apprved peratin. Persnal Electrnic Devices: N persnal electrnic devices may be used during Trp meetings, utings r ther Trp spnsred events. Use f such devices will result in cnfiscatin by the Trp leadership fr the remainder f the event. Prtable music players and game systems are nt permitted n trips unless stated befrehand. Exceptins may be made n sme trips with lng travel times, but devices will remain in the vehicles and under direct adult cntrl when we are nt traveling. There will be n sharing f ear buds fr sanitary reasns. N sharing f the music via splitters r passing the ipd ver t anther scut t plug in their headphnes / ear buds as a means f cntrlling cntent and varying parental permissins t what is deemed apprpriate music. Shared vide devices are permitted nly after cntent has been cnsidered and apprved by the adult leader in charge. Single-functin, nn-internet cnnected, digital cameras are permitted t recrd Unit activities nly. Inapprpriate use f cameras, imaging, r digital devices is prhibited. Images are subject t adult review at any time and images recrded that are deemed inapprpriate by law, will be immediately turned ver t law enfrcement fficials, per BSA plicies. Cmputers. The term cmputer is defined as any electrnic cmputatinal device capable f accessing the Internet, by any methd, r a device capable f string ff line data f any frmat that can display that data t anyne else. Unless having requested and received permissin frm the Unit leader, his authrized designee, r his apprved, registered merit badge cunselr, n Scut shall pssess r use a cmputer while attending any Unit activity. Permissin t use a cmputer must be requested fr each use. Page: 4 f 7

5 Exceptins t these rules include the fllwing: Electrnic medical devices, such as insulin pumps, hearing aides, r glucmeters used by Scuts r Adult Leaders are exempted frm these rules. Scuts requiring electrnic medical devices must be trained in their prper use and alert adult leaders that the device is in their pssessin. At least ne Adult Leader will carry a cell phne n their persn at all times during Trp utings. Cnsequence f Plicy Vilatin: Cnfiscatin f persnal electrnic devices shall be dne in accrdance with this plicy and may be acted upn by any Adult Leader, the Senir Patrl Leader, Assistance Senir Patrl Leader, r Patrl Leader. Any cnfiscated device will be given t the Scutmaster (r designee) at the earliest practical time after cnfiscatin ccurs. In general, cnfiscated devices will remain in the pssessin f the Scutmaster (r designee) until the end f the Trp event, unless determined therwise by the Scutmaster (r designee). A scut is Obedient. Scuts fund in vilatin f this electrnics plicy will be disciplined under this Discipline Plicy. Adult Leader Cnduct: Adult leaders shall exhibit the ideals f Scuting when wrking with the bys. They will strive t set a gd example in their handling f all situatins. Standards f cnduct in persnal habits, language, hygiene, and interactin with Scuts will be in accrdance with the Scut Oath and the Scut Law. The Cmmittee Chair is respnsible fr the cnduct f adult leaders. Cnduct befitting a Scut is expected f adult participants as well, especially in regards t the D s and Dn ts. Page: 5 f 7

6 D s and Dn ts: Selected Examples: The By Scuts f America prhibit the securing, use, and display f firewrks in cnjunctins with prgrams and activities, except where the firewrks display is cnducted under the auspices f a certified r licensed firewrks cntrl expert. Scuts f Trp 29 are prhibited frm pssessing r using firewrks n any Trp 29 activity. Scuts are nt permitted t pssess firearms. Firearms will be permitted at trp meetings nly if the trp prgram calls fr such activities. Any such activity must have prir apprval f the Scutmaster and the Trp Cmmittee. Sheath knives are nt permitted. Lck-blade and pcket-knives are permitted, but the blade may nt exceed 3 inches. Scuts carrying pcket-knives must have their Ttin Chip card in their pssessin as prescribed by the BSA training requirements. If the Ttin Chip is nt n the Scut s persn, the knife will be cnfiscated and returned at the end f the activity. Sexually explicit materials in ANY media frmat shall nt be brught t Scut activities. If fund, such materials will be cnfiscated and returned t the parents f any scut invlved. The Scutmaster r adult leader has the authrity t cnfiscate all items deemed inapprpriate r dangerus. Persnal items cnfiscated may be returned t the Scut s parents. Page: 6 f 7
