5 Scutmaster Trp 118 Lagrange, Ohi T: All new Scuts and parents bridging int Trp 118. First ff, we want t cngratulate yu gentleman fr cmpleting a great task. Sn yu will be part f a small grup f bys that have earned the Arrw f Light. That is Outstanding! Nw the leaders f Trp 118 hpe t guide yu twards the rank f Eagle Scut, the highest hnr in Scuting. This is all up t yu and yur dedicatin t yurself. We will be here t assist and help yu alng the way and yu have a great grup f lder Scuts that will als help yu as well. This will be a tugh jurney but nly the dedicated few make it. Parents, befre we begin this jurney, we want yu t understand ur gals and what we hpe t achieve with yur sn. The main thing t remember is that this prgram is driven by the bys with ur versight. With that in mind, the bys are respnsible fr their wn prgressin. The leaders will nt seek the bys ut t help them with the wrk in their bks but rather we will assist them when they cme t us. This helps them build independence, scial skills, as well as public speaking skills. S, if yu cme t us fr yur sn seeking merit badge inf, a bard f review r anything else, we will plitely ask yu t let him cme t us and ask. Respnsibility is a main fcal pint we try t instill in the bys but they have t be willing t d their part. One majr thing the bys need t remember is that if they will nt be at a meeting, it is their respnsibility t cntact their Patrl Leader r Senir Patrl Leader as listed n the Trp cntact rster. The bys are als respnsible fr getting the infrmatin they miss such as permissin slips fr trips, dues and planning infrmatin. is a great tl fr this and we use it quite ften in the Trp I like t keep the parents infrmed t help with scheduling cnflicts and it als serves as a way t hld yur Scut accuntable fr giving yu infrmatin frm the meetings. We meet n the first three Mndays f the mnth with exceptin f hlidays r ther scheduling cnflicts. We meet at 7:00 PM at the Lagrange Lins Club and the meetings are usually 1-1/2 hurs lng. Please review the annual Trp meeting schedule fr meeting dates. Currently, dues are cllected the first meeting f the mnth and are $3.00. The csts f ur trips vary depending n the lcatin and cst f fd, rentals and ther csts. Summer camp is apprximately $ this year. Fr the new Scuts, the Trp tries t assist them in their first year with the cst and this is based n the Trps budget. Nrmally this is 50% f the cst f camp. In the fllwing years, the bys can and shuld earn their way thrugh the sale f ppcrn, wreaths and ther fundraising activities with the Trp, which is strngly encuraged. We encurage parents t cme t the first few meetings t bserve the Trp and ask questins. We like t knw hw the bys are ding at hme and in schl s we can assist in keeping them n track in thse areas as well. One f their rank advancements is that they have t demnstrate Scut Sprit by living the Scut Oath and Law in their everyday life. This is hw we check n this requirement, as well as regular feedback frm yu. Trp meetings fr March are n every Mnday except fr the last Mnday f the mnth. We will als have a Green and Gld which is an awards ceremny, in March and we have members d a presentatin fr the Friends f Scuting (FOS). The FOS is critical t ur peratin and we hpe yu will supprt them as they supprt us. The first camp ut the bys can g n is in the end March and we will be ding tent camping at Firelands Scut reservatin. We meet at 6 PM n Friday at Lins and return arund 12 PM n Sunday. The cst will be $20.00, and will be due with the permissin slip by the date indicated n the permissin slip. The permissin slips g ut tw weeks prir t an event at the meeting and are psted n the website. This is usually a cld and damp camp ut, s please make sure the bys have the prper equipment t attend. Finally, we want t say that we are hnred that yur sn has decided t cntinue his Scuting career and we will d ut best t make sure he has fun alng the way. Inside, yu will find everything frm what yu shuld bring n a camput, t hw t earn merit badges, and what is expected frm YOU, Parents and the Junir and Adult leadership. Please use this as a quick-start t Scuting but keep it clse by as yu will refer t if ften ver the next few mnths. Please cmplete the enclsed cmment sheet and return it with yur sn t the first Trp Meeting. The cmment sheet is very imprtant in helping us prduce an imprved revised versin f this handbk. It is listed as Appendix A in the back f this bk. It is ur hpe that bth the Scut and his parents will becme familiar with the cntents f this manual. If the parents have any questins, please ask the Senir Patrl Leader, an adult leader r the Scutmaster. If the Scut has a questin, he shuld ALWAYS g t his Patrl Leader first. Trp 118 is by run, using the Patrl Methd f rganizatin. Adult leaders serve as caches and advisrs. Trp 118 will achieve its missin by prviding a prgram that ffers effective character, leadership, citizenship, and persnal develpment training fr yuth. 8 Nte that the By Scut Oath has traditinally been cnsidered t have three prmises. Thse three prmises are delineated by the semiclns in the Oath, which divide it int three clauses. The three prmises f the Scut Oath are, therefre: Duty t Gd and cuntry, Duty t ther peple, and Duty t self DUTY TO GOD AND COUNTRY: Yur FAMILY and religius leaders teach yu t knw and serve Gd. By fllwing these teachings, yu d yur duty t Gd. Men and wmen f the past wrked t make America great, and many gave their lives fr their cuntry. By being a gd family member and a gd citizen, by wrking fr yur cuntry's gd and beying its laws, yu d yur duty t yur cuntry. Obeying the Scut Law means living by its 12 pints. DUTY TO OTHER PEOPLE: Many peple need help. A cheery smile and a helping hand make life easier fr thers. By ding a Gd Turn daily and helping when yu're needed, yu prve yurself a Scut and d yur part t make this a better wrld. DUTY TO SELF: Keeping yurself physically strng means taking care f yur bdy. Eat the right fds and build yur strength. Staying mentally awake means learn all yu can, be curius, and ask questins. Being mrally straight means t live yur life with hnesty, t be clean in yur speech and actins, and t be a persn f strng character. Page 2

A Scut is true t his family, friends, Scut leaders, schl, and natin. A Scut is Helpful. A Scut cares abut ther peple. He willingly vlunteers t help thers withut expecting payment r reward. A Scut is Friendly. A Scut is a friend t all. He is a brther t ther Scuts. He ffers his friendship t peple f all races and natins, and respects them even if their beliefs and custms are different frm his wn. A Scut is Curteus. A Scut is plite t everyne regardless f age r psitin. He knws that using gd manners makes it easier fr peple t get alng. A Scut is Kind. A Scut knws there is strength in being gentle. He treats thers as he wants t be treated. Withut gd reasn, he des nt harm r kill any living thing. A Scut is Obedient. A Scut fllws the rules f his family, schl, and trp. He beys the laws f his cmmunity and cuntry. If he thinks these rules and laws are unfair, he tries t have them changed in an rderly manner rather than disbeying them. A Scut is Cheerful. A Scut lks fr the bright side f life. He cheerfully des tasks that cme his way. He tries t make thers happy. A Scut is Thrifty. A Scut wrks t pay his wn way and t help thers. He saves fr the future. He prtects and cnserves natural resurces. He carefully uses time and prperty. A Scut is Brave. A Scut can face danger althugh he is afraid. He has the curage t stand fr what he thinks is right even if thers laugh at him r threaten him. A Scut is Clean. A Scut keeps his bdy and mind fit and clean. He chses the cmpany f thse wh live by high standards. He helps keep his hme and cmmunity clean. A Scut is Reverent. A Scut is reverent tward Gd. He is faithful in his religius duties. 10 The Outdr Cde As an American, I will d my best t - Be clean in my utdr manners. I will treat the utdrs as a heritage. I will take care f it fr myself and thers I will keep my trash and garbage ut f lakes, streams, fields, wds, and radways. Be careful with fire. I will prevent wildfire. I will build my fires nly where they are apprpriate. When I have finished using a fire, I will make sure it is cld ut. I will leave a clean fire ring, r remve all evidence f my fire. Be cnsiderate in the utdrs. I will treat public and private prperty with respect. I will use lw-impact methds f hiking and camping. and Be cnservatin minded. Schedule yur trip t avid times f high use. Visit in small grups. Split larger parties int grups f 4-6. Repackage fd t minimize waste. Use a map and cmpass t eliminate the use f marking paint, rck cairns r flagging. Travel and camp n durable surfaces Durable surfaces include established trails and campsites, rck, gravel, dry grasses r snw. Prtect riparian areas by camping at least 200 feet frm lakes and streams. Gd campsites are fund, nt made. Altering a site is nt necessary. In ppular areas, Cncentrate use n existing trails and campsites. Walk single file in the middle f the trail, even when wet r muddy. Keep campsites small. Fcus activity in areas where vegetatin is absent. In pristine areas, Disperse use t prevent the creatin f campsites and trails. Avid places where impacts are just beginning. 12 Dispse f Waste Prperly Pack it in, pack it ut. Inspect yur campsite and rest areas fr trash r spilled fds. Pack ut all trash, leftver fd, and litter. Depsit slid human waste in cat hles dug 6 t 8 inches deep at least 200 feet frm water, camp, and trails. Cver and disguise the cat hle when finished. Pack ut tilet paper and hygiene prducts. T wash yurself r yur dishes, carry water 200 feet away frm streams r lakes and use small amunts f bidegradable sap. Scatter strained dishwater. Leave What Yu Find Preserve the past: examine, but d nt tuch, cultural r histric structures and artifacts. Leave rcks, plants and ther natural bjects as yu find them. Avid intrducing r transprting nn-native species. D nt build structures, furniture, r dig trenches. Minimize Campfire Impacts Campfires can cause lasting impacts t the backcuntry. Use a lightweight stve fr cking and enjy a candle lantern fr light. Where fires are permitted, use established fire rings, fire pans, r mund fires. Keep fires small. Only use sticks frm the grund that can be brken by hand. Burn all wd and cals t ash, put ut campfires cmpletely, and then scatter cl ashes. Respect Wildlife Observe wildlife frm a distance. D nt fllw r apprach them. Never feed animals. Feeding wildlife damages their health, alters natural behavirs, and expses them t predatrs and ther dangers. Prtect wildlife and yur fd by string ratins and trash securely. Cntrl pets at all times, r leave them at hme. Avid wildlife during sensitive times: mating, nesting, raising yung, r winter. Be Cnsiderate f Other Visitrs Respect ther visitrs and prtect the quality f their experience. Be curteus. Yield t ther users n the trail. The By Scuts f America adheres t the Scut Oath and the Scut Law. Our Charter Organizatin, LaGrange Lins, als adheres t these principles. The purpse f ur Trp is t help yung men grw and develp in the Scuting prgram, as well as, develp a strng mral character alng the way. T accmplish this gal, it is necessary t have an atmsphere cnducive fr grwth. Our prgram needs all available time t accmplish the AIMS f Scuting, thus administering this prgram t the Trp 118 s members des nt prvide Trp leaders any extra time t deal with discipline issues. We believe it is the parents wh shuld have the direct respnsibility t instill and reinfrce gd manners, scially acceptable behavir, and respect fr authrity in their bys and we cntinue that reinfrcement in the Trp. Trp 118 Cmmittee, alng with the Scutmaster have established the fllwing utline cncerning discipline during any activity affiliated with the Trp: Yuth members are expected t live and act accrding t the Scut Oath, Law, Slgan, and Mtt. Behavir that will nt be tlerated will include: all behavir that vilates the Yuth Prtectin Guidelines f the By Scuts f America, nt fllwing directins r carrying ut assigned respnsibilities/duties, disruptive behavir, disrespect fr adult and/r yuth leadership and peers, leaving an assigned area withut permissin (AWOL), vulgar r prfane language, inapprpriate sngs r stries, threatening thers, pushing r shving, lying, cheating, disrespect t prperty r vandalism, the use f alchl r drugs, r tbacc in any frm. This als includes any frm f teasing, hazing, hurting ther members as well as the ther Cdes the Trp fllws. Crrective actins will be administered by the Scutmaster and r Adult leader(s) supervising the activity. Crrective actins that may be taken are, but nt limited t the fllwing: verbal warning, lss f privileges, a call t the parents r guardian, immediate parent pick up frm the meeting/activity r uting, meeting/activity r uting suspensin, Scutmaster and Cmmittee Meeting with the parents r guardian, mandatry parent supervisin during all Trp meetings/activities and utings (This can nly be dne if the parent r guardian takes all required training as required by BSA), 30, 60 r 90 day suspensins depending n the vilatin and expulsin frm the Trp. All discipline prblems will be taken int cnsideratin at Bards f Review fr advancement alng with Scut Spirit Sheets but they will nly be part f the Bard f Review and culd result in a Scut nt passing his Bard f Review and receiving his rank until the behavir is crrected. A Scuting prgram cannt be run withut funding. Therefre, each Scut is respnsible fr paying their dues mnthly and keeping them up t date. Dues must be current t attend any uting r participate in any activity. Scuts are als required t participate in Trp fund raisers. Scuting als requires a cmmitment n the part f the Scut, as well as the parents/guardians and leaders. Therefre, all Scuts must have 75% attendance at all meetings, wrk prjects, events, and fundraisers t be able t attend the fun activities such as camputs, hikes, and ther majr utings. 16 New Scut Orientatin When a by jins Trp 118, he makes a cmmitment that he will attend the meetings each week and participate in the mnthly activities t the best f his ability. New scuts will be asked t sit in fr an Orientatin with the Scutmaster at their first week f jining the trp. This is the first Scutmaster Cnference that the by will attend. This cnference may take place at the first Trp meeting with all f the ther new Scuts. This is the nly time we will have a grup Scutmaster Cnference. The rest f them are ne n ne during meetings. During the rientatin the Scutmaster will explain what is expected f a Scut, and the by will be able t ask questins f the Scutmaster. This rientatin gives bth the by and the Scutmaster a chance t get t knw each ther and start develping a trusting relatinship. After this the Scuts will participate in anther Scutmaster Cnference t see if they knw the requirements t earn the Scut Rank. If the Scut has mastered these items, at the next meeting, the new Scut will be awarded the Scut rank, and given the Scut rank badge fr his unifrm. 18 Trp 118 Rules Trp Meetings The Trp meets n the first three Mndays f the mnth with exceptin f hlidays. We meet at 7:00 PM at the Lagrange Lins Club and the meetings are usually 1-1/2 hurs lng. Check the Trp meeting schedule fr all meeting dates. If there is n Schl, we will nt have a meeting! Other meeting times r dates may be set, with adequate advance infrmatin prvided t each Trp member. Each Scut is expected t attend 75% f Trp meetings during the year. Trp 118 is chartered by the LaGrange Lins Club. Scuts shuld bring their scut bks, a ntebk, and a pen r pencil t each meeting. The Senir Patrl Leader runs trp meetings in a business-like fashin. Annuncements f details fr upcming events are made at Trp meetings and many times there is an infrmatinal handut sent hme with each by. SCOUTS ARE RESPONSIBLE FOR TAKING NOTES AND SHARING INFORMATION WITH THEIR PARENTS!!! 1. Scuts shuld be prepared fr the meeting and arrive 10 minutes befre the start f the meeting. 2. All decisins will be finalized by the SPL and the Scutmaster. Camping Rules 1. Scuts shuld attend at least 75% f all scheduled camputs t be eligible fr advancement and t be selected fr leadership psitins. 2. Scuts must turn in permissin slip, fees and dues when required. Otherwise they may nt be allwed t attend the event. If Scuts miss a meeting, it is there respnsibility t call their Patrl Leader and get the infrmatin and r permissin slips they need. Page 12

All Scuts will use prper bathrm facilities n all utings. Camp Set Up Fd 1. Upn arriving at a campsite, all Trp and persnal equipment will be remved frm the vehicles. 2. The SPL, Patrl Leaders and Scutmaster will lk at the lcatin and determine where t place the dining fly and tents. 3. All scuts will set up the dining fly first. In bad weather, all persnal gear can be stred under the dining fly until the tents are set up. 4. Once all tents are set up, Scuts will set up their tents and place all their persnal gear inside. 5. A fire pit will need t be established if ne is nt already in place. Remember t include a safety zne, and set up water buckets. 6. The kitchen and dining area will be set up next. This includes stves, lanterns and water tank. All equipment will be remved frm the trailer with the permissin f the Quartermaster. 7. Establish an ax yard and make sure it is rped ff and it has nly ne entry pint. 8. Check with the SPL r PL fr any ther tasks that need t be dne. 9. Scuts fund t be setting up persnal gear first will be crrected and assigned additinal duties as directed by the Scutmaster. Except fr medical reasns, the nly fd allwed n camputs is the fd purchased by the Trp r Patrl. Scuts will nt bring candy, chips, f any kind. These culd draw in animals and create prblems fr everyne n the uting. Lng trips may be the exceptin as directed by the leaders attending. NO FOOD IN THE TENTS! 1. It draws insects and animals, and a hungry raccn can d a lt f damage and can hurt Scuts as well. Fd fund in tents will be cnfiscated and Scuts may be prevented frm attending the next camput. 2. Scuts will nt bring pp n camputs. It is nt a primary fd staple and will nt be allwed. 3. All fd will be stred in secure cntainers and r the trailer t prevent unwanted guests frm eating ur meals. Many f these animals are use t humans s even if they seem friendly, DO NOT FEED THEM! 4. All Scuts are respnsible fr keeping all trash picked up and secured ut f the reach f animals. 22 PARENTAL SUPPORT OF THE TROOP PARENTAL RESPONSIBILITIES There is a lt f hard wrk and time that ges int planning a Scuting prgram fr yur sn. As a result, we request that parents accept certain respnsibilities. The first respnsibility f all parents is attendance at all Curts f Hnr. The Curt f Hnr is a very imprtant mment in yur sns' Scuting career as he is awarded and recgnized fr his hard wrk and determinatin. In additin, imprtant infrmatin abut the Trp is relayed at these special ceremnies. Please make every effrt t attend; yur sn needs yur supprt and yur presence will acknwledge his achievements. Secndly, we ask that all parents help with Trp fund-raisers as needed. A schedule will be distributed that utlines times that Scuts are respnsible fr wrking Scut is present s please make sure yur Scut is present. If yu are unable t attend a given time scheduled, yu can switch with ther parents. Everyne s invlvement is required s that a few are nt always running fund-raisers. The Trp pancake breakfast is very ppular and it takes all f ur resurces and adult supprt. Scuts must participate in the required fundraising events and raise at least $75.00 in prfits t earn the 1/3 trp payment f summer camp fees. Third is meeting deadlines and scheduled times. When we set a deadline n permissin slips, mney, r any ther item it is usually dne fr the purpse f planning lgistics f trips r activities. Please d yur best t encurage yur sn t meet such deadlines s we can plan accrdingly. The furth respnsibility is prviding transprtatin t and frm camping trips. Adult leaders d nt get reimbursed fr gas, mileage, r wear and tear; therefre it becmes everyne s respnsibilities t make sure everyne des their share. If we need additinal drivers, we will ask fr yur help. If we d nt have enugh drivers, we may have t cancel the trip. Fifth, we ask yu t supprt yur sn as he advances in Scuting. Yur supprt is extremely imprtant; let him knw yur interest and supprt in his invlvement in Scuting. Scuting is a family event and the time yu spend with yur sn will be priceless. Finally we encurage all parents t get invlved. Scuting is a family riented rganizatin. If we have 30 Scuts in the Trp, we have 30 psitins t be filled n the jb chart. These psitins include Assistant Scutmasters, merit badge cunselrs, fundraising cmmittee, advancement cmmittee and bards f review, and peple t plan curts f hnr, picnics, trips, etc. The list ges n. When yur sn jins Trp 118, we will ask each family t help ut whenever pssible. Each year in Nvember, cinciding with Trp registratin, we ask fr vlunteers. Unless we get the supprt f the Parents, we will be unable t prvide the quality Scuting prgrams that the bys deserve. Health and Safety Anther very imprtant reasn fr having leaders at a camput is t maintain safe scuting. As adult leaders fr the Trp, we are bund by detailed rules fr safe scuting. While we d nt expect a new leader t knw all f these rules, we expect them t assist. Sme safety rules are: N Scut is allwed t leave camp alne and/r withut permissin. N Scut is allwed t play with fire. All fires must be cntained within the fire ring r cking areas. Any Scut starting a fire must have a Firem n Chit Card in his pssessin which is cvered later in this handbk. Page 16

23 Open flame is NEVER allwed in a tent, including lighters, lanterns, and matches. N Scut is allwed t fight, play with, r thrw a knife, axe r saw. Any Scut carrying a knife must have a Tte n Chip Card in his pssessin. Axes and saws are nt used utside f the Trp established Axe Yard. Fighting, punching, teasing, hazing are never allwed and will result in prmpt actin. If a leader bserves a Scut vilating any f these rules, they shuld bring it t the immediate attentin f ne f the adult leaders. If the leader feels that a Scut is in imminent danger, they shuld first immediately crrect the prblem, then infrm Scutmaster. It is nt the intentin f the Trp t have Scuts in leadership psitins discipline any Scut. Discipline is the respnsibility f the Scutmaster r his Assistants and the trained adult leaders. Drivers The Trp is ften in need f drivers t transprt Scuts and equipment t and frm activities. When we d nt have sufficient drivers fr a trip, the Trp may be frced t cut back the number f Scuts that can attend a particular activity. The Trp will give as much ntice as pssible when we anticipate a shrtage f drivers fr a trip. In turn, we expect that the burden f prviding cars and drivers will be evenly brne by all Parents ver the curse f the year. Please step frward when we ask fr yur assistance. It may mean the difference between a Scut ging n a weekend camping trip r staying hme. The BSA requires that the trp maintain recrds f vehicles and drivers that transprt Scuts. A frm detailing the required infrmatin must be cmpleted and submitted t the trp prir t a new driver r vehicle transprting Scuts. The Trp Cmmittee Chair takes care f this as ne f his duties. Tw Deep Leadership One f the mst imprtant aspects f supervisin at activities is t maintain Tw Deep Leadership. The By Scut requirement is t have at least tw adults at every scuting event, at all times. If we have t separate the Trp int smaller grups r if an adult has t leave an activity fr any reasn, additinal leaders help us t meet this requirement. Scuting s Yuth Prtectin plicy states that ne adult is never allwed t be alne with ne Scut and an adult is never allwed t sleep in the same tent as a Scut. This plicy applies t all adults wh attend camputs even if a leader s sn is n the uting. Scuts and parents cannt sleep in the same tent per BSA plicy. Nrmally, we take 4-6 leaders n an uting but the larger the Trp becmes, the mre leaders we need. Training All leaders must be trained befre attending any Trp uting. New leaders have 6 mnths t cmplete all required training. Mst training is dne n line and fairly shrt. The nly exceptin is fr Scutmasters. Their training is much mre extensive and they have ne year t cmplete the required training fr that psitin. Mms and Scuting Trp 118 is prud f it s Mm Scuts and they play a vital rle in the verall functin f the Trp. Mms are nt allwed t g n utings as the Trp is designed fr men t teach bys the fundamentals f Scuting. Many Mm Scuts have very imprtant psitins within the Trp and we culd nt perate withut them. They take care f things such as advancements, the treasury, fundraising and many f them serve as merit badge cunselrs. These mms are registered leaders with the Trp and fully trained per BSA standards and are t be treated with the utmst respect. They keep the trp peratinal behind the scenes and are vital t ur cntinued success! Summer camp We d allw mms t help ut during the day at summer camp. They ften sit at sites t ensure we have leaders and parents present s Scuts are nt alne, help assist new scuts and just be a part f the prgram. Lins Festival We als have many mms that assist during the Lins Festival as well as ther events such as Curts f Hnrs and family day events. Withut yur help, we wuld nt functin at all. 24 TROOP LEADERSHIP Understanding Leadership 1. Leadership is earned in Scuting. Scuts that demnstrate their ability, pssess the required skills and master the ranks in Scuting d nt autmatically becme leaders. In Scuts, leaders are elected thrugh a demcratic prcess every six mnths by the members f the Trp. 2. Scuts must get the majrity vte fr any psitin as well as the apprval f the Scutmaster. 3. There will be times when a yunger Scut is in a psitin f leadership ver lder Scuts and the Scut in the leadership psitin is in charge. Age des nt put yu in charge in the Trp. Any Scut fund t be nt fllwing the directin f a Scut leader will be dealt with by the Scutmaster. 4. In mst cases the Patrl Leader will be in charge f yu and that is wh yu g t with questins, prblems and r ideas and slutins. 5. The ranks listed belw are wrn by Scuts in the Trp that are in charge. Knw these ranks and wh hlds thse psitins. Remember t respect the rank because smeday sn, yu may be the ne wearing ne f these patches. Each scut belngs t a Patrl which is a grup f 5 t 10 bys, led by a Patrl Leader, ne f their wn that they elect. The patrl leader is respnsible fr rganizing, mtivating, and managing his patrl. He represents the interests f his patrl mates when planning activities with ther patrls and relays infrmatin t his patrl as needed. An experienced Scut is elected int this psitin fr every new patrl. The Senir Patrl leader appints an Assistant Patrl Leader t help him with the patrl duties. The APL fills in fr the PL when needed and is secnd in cmmand. His jb is t assist at all times and help the PL keep things n track. Patrls belng t a By Scut Trp which is led by the Senir Patrl Leader, a by elected by the trp. This scut has ultimate respnsibility fr all the scuts in all the patrls in his trp. He runs all trp meetings, delegates respnsibilities, and interacts with adult leadership. The SPL Must be a Star rank scut and must earn the respect and cperatin f his trp t be successful. All scuts are t fllw his directins at all times. The senir patrl leader chses anther scut that he can wrk with and that he respects t fill the rle f Assistant Senir Patrl Leader. The ASPL fills in fr the SPL as needed and helps with running and managing the trp n utings and at meetings. The SPL and ASPL run the Trp Meetings which are held 3 t 4 times per mnth. In trp meetings, scuts learn skills, present skits, play games, and prepare fr mnthly camputs. The SPL als runs the mnthly Patrl Leaders Cnference - a mnthly meeting f all the patrl leaders in the trp - t review activities, plan new events, and delegate tasks t the patrls. This is the main rganizatinal bdy f a trp. Respect is smething that is earned and must nt be abused. All scuts will be watched t see hw they fllw rders frm Scuts that are in leadership psitins and it will play a rle in determining if they themselves are ready t take n a leadership rle. Page 18

25 Patrl Leaders Cuncil The Patrl Leaders Cuncil is the cmmittee f Junir Leaders that plans Trp activities. It cnsists f the SPL(Chairman), ASPLs, Patrl Leaders, and Scribe. The Scutmaster and Assistant Scutmasters serve as advisrs t the Patrl Leaders Cuncil. The Patrl Leaders Cuncil frmally meets nce a quarter t plan and review the Trps annual calendar. It may als meet briefly after Trp meetings. Twice a year, the Patrl Leaders Cuncil develps the Trp lng-range activity plans. Members f the Patrl Leaders Cuncil are expected t attend a majrity f these meetings. Patrl Leaders Cuncil Meetings The Patrl Leaders Cuncil (PLC) meets as scheduled n the annual Trp Calendar. The PLC als meets briefly after sme Trp meetings as needed t firm up plans. The PLC meeting is a key cmpnent in the success f the patrl methd. The PLC cnsists f the Senir Patrl Leader, Assistant Senir Patrl Leader, Patrl Leaders, and the Trp Scribe, Quartermaster and the Trp Guide. Attendance at PLC meetings is mandatry fr all members f the PLC. In the event that a by leader cannt attend, his assistant must be present at the meeting. PLC meetings are intended t allw the Senir Patrl Leader t cmmunicate with the Patrl Leaders, and ther by leaders, and plan details fr upcming utings. Each Patrl Leader is expected t share the details frm the PLC meeting with the Scuts in his patrl. This is als a time fr the PLC t assess the Trps functin and suggest changes r make crrective actin if needed. 27 ADULT LEADERSHIP Trp Cmmittee The Trp Cmmittee is the link between the Chartering Organizatin LaGrange Lins Club, and Trp peratins. Its duties are: Carry ut the plicies and regulatins f the By Scuts f America. Apprve selectins f Assistant Scutmasters, and merit badge cunselrs as recmmended by the Scutmaster. Recruit and apprve its wn membership and frm cmmittees as required. Manage the finances and disbursements, in line with an apprved budget plan. Plan and administer the annual fundraising events with the Scutmaster. Obtain Trp prperty as requested by the Quartermaster. Administer advancement prgram. Other respnsibilities as may be assumed frm time t time as needed. The cmmittee meets mnthly and wrks n helping the Scutmaster with delivering the Trp Prgram. The Trp cmmittee cnsists f: Cmmittee Chairpersn - versees the Trp cmmittee and its peratin. Chartered Organizatin Representative - respnsible fr wrking with bth the Trp and the Lins as the chartered rganizatin, r spnsr f the Trp. Secretary - respnsible fr the minutes f every cmmittee meeting and any crrespndence, letters f dnatins, etc. that are issued. Treasurer - respnsible fr verseeing the financial details f the Trp and fr maintaining the Trp budget. Advancement Chairpersn - respnsible fr keeping track f all the advancement recrds fr all Scuts. Fund-Raising Chairpersn - respnsible fr crdinating the fund-raisers held by the Trp thrughut the year. Scial Chairpersn - prvides refreshments at all Curts f Hnr and versees the planning f Eagle curts f Hnr and ther recgnitin dinners. Trp Cmmittee Meetings The Trp Cmmittee is charged with the respnsibility f seeing the Trp s needs, directin, and gals are achieved. The Trp Cmmittee meets n the last Mnday f each mnth at 7:00 p.m. at the LaGrange Lins club. Trp peratin issues such as finance, advancement, equipment maintenance, awards and any cncern f a leader, parent, r ther Trp member are addressed and reslved at these meetings. All parents are encuraged t attend as an interested parent r t supprt the effrts f the Trp. Scutmaster and Assistant Scutmasters The Scutmaster and Assistant Scutmasters frm the perating management sectin f the Trp. They actively participate in weekly Trp meetings and mnthly utings. They are expected t cmplete the frmal Scutmaster Fundamental s curse (cnducted by the Cuncil) within ne year f taking the psitin. They are als encuraged t participate in ther frmal and infrmal Leader Training Prgrams when ffered. Duties include: Supervise the Trp prgrams at a Trp and patrl level. Cnduct semi-annual Junir Leader Training fr elected and appinted leaders as needed. G camping with the Scuts. Cnduct Scut training and sign advancement requirements. Discipline Scuts, when necessary. LEADER TRAINING All leaders, cmmittee members and Scutmasters are required t be trained accrding t BSA plicy. Mst f this training is n line with sme specific psitins requiring attendance at a training class. Leaders will nt g n utings until they are fully trained and it is recrded by the Trp training chairman. This is fr yur safety as well as the bys and the Trp fllws all BSA guidelines especially this ne. JUNIOR LEADERS The Trp is based upn by leadership and the patrl methd f rganizatin. Junir leaders are respnsible fr a variety f rles within the Trp. See the descriptins n the fllwing pages fr the structure f the Trp and a descriptin f Junir Leaders psitins. TROOP LEADERSHIP POSITIONS Scuts must successfully serve in leadership psitins in rder t advance beynd First Class. The requirements vary depending upn the rank. Each junir leader signs a cntract with his parents and the Scutmaster. Each cntract specifies the behavirs, duties, and respnsibilities required f the Scut. Upn fulfillment f the terms and cnditins f the cntract, the Scutmaster grants leadership credit. Cntracts are signed fr each term f ffice. Senir Patrl Leader (SPL) Whenever the Trp cmes tgether fr a meeting r activity, the SPL is in charge. Other leaders carry ut the duties f their psitins, but the Senir Patrl Leader "runs the shw". He leads the Patrl Leader Cuncil (r Patrl Leaders Cuncil) and assigns specific duties and tasks as needed. A Scut must have served as a Patrl Leader befre hlding this psitin. Assistant Senir Patrl Leader (ASPL) The Assistant Senir Patrl Leader helps the SPL in training and giving directin t the Trp and patrl leadership. He directs and manages the Quartermaster, Histrian, Librarian, Instructrs, Den Chiefs, and Scribe. He fills in as SPL in the event the SPL is nt present at an event. Other ASPLs may be appinted by the Scutmaster t meet certain needs, frm time t time. A Scut must have served as a Patrl Leader befre hlding this psitin. The SPL and the ASPL are the senir by leaders in the Trp. Scuts will listen t what they say and fllw their guidance. Their leadership is vital t the successful peratin f the Trp as well as ut stature in the cmmunity. Scuts that d nt r are nt willing t cperate with these leaders will be dealt with by the Scutmaster. Scribe The Scribe is "Trp secretary". Typical scribe duties include: Cllects and maintains patrl attendance recrds at each Trp meeting and camp-ut. Cllects dues and permissin slips fr utings and reprts t adult treasurer. Perfrms and recrds results f unifrm inspectin at Trp meetings. Recrds and distributes minutes f the Patrl Leaders Cuncil meetings. Submits articles t the lcal newspaper n Trp events. Page 22

29 Histrian The Histrian maintains and adds t the Trp memrabilia. Typical duties include: Maintains Trp awards and hnrs, and displays them at Curts f Hnr. Keeps the Trp's pht albums in gd cnditin. Adds t the Trp's histry recrds by phtgraphing special events. Prepares pht and slide shw f summer camp activities fr the annual picnic. Prepares pht and slide shw fr the cub scut visits. Keeps scrap bk f news clippings and Trp events. Cllects and cares fr the Trp memrabilia. Cllects and files memrabilia abut frmer Scuts and leaders, and make materials available when needed fr prgrams, news stries, r Trp histry prjects. Quartermaster The Quartermaster is respnsible fr the Trp's equipment, wrking with an Assistant Scutmaster and with the patrl leaders. Quartermaster duties include: Respnsible fr the Trp's flags, bringing them t all events where they are needed and returns them t strage. Respnsible fr placing the ribbns that are received by the Trp fr the current year n the Trp flagple. They are later retired t the care f the Trp histrian. Assists the Patrl Quartermasters and the Trp cmmittee in caring fr Trp equipment. Keeps an inventry f patrl and Trp equipment and sees that it is in gd cnditin. Wrks with the patrl leaders, checks equipment in and ut f strage, and reprts damaged r lst equipment t the Scutmaster fr repair r replacement. Each year the Quartermasters lead a prject t imprve the equipment r efficiency f tracking and maintaining the equipment. Track all fd n hand t make sure it is used up n a regular basis. Ensures the Trp trailer is packed and ready fr utings. This includes prpane. Services and maintains cking gear and inspects all gear after camputs. Librarian The librarian maintains the Trp library. This library becmes a resurce fr the Trp when wrking n merit badges r planning fr events. His duties include: Makes the Trp library accessible t the members f the Trp. Keeps recrds n all brrwed library materials and checks up n usage. Remves ld merit badge bks which d nt meet current requirements. Keeps the Trp's bks, pamphlets, magazines, and audivisuals available fr checkut by Scuts and leaders. Recmmends new acquisitins and reprts n repair r replacement needs. Junir Assistant Scutmaster (JASM) This Scut assists the Scutmaster and Assistant Scutmasters in supervising and supprting the ther Junir Leaders. The Scut is at least 16 years f age and must be either a Life r Eagle Scut. The Trp may have mre than ne JASM. This is an appinted psitin by the Scutmaster. The JASM is an excellent resurce fr yunger patrls and patrl leaders with advancement issues and Trp peratins. Chaplain s Aide The Chaplain s Aide is an appinted psitin, assisting the Scutmaster with religius activities at trp events. He helps plan fr religius bservance in trp activities, tells Scuts abut the religius emblem prgrams fr their faith, maintains a library f pamphlets fr the varius prgrams, and makes sure that religius hlidays are Page 23

30 cnsidered during Trp prgram planning. He is als the primary benedictin and invcatin speaker at special Trp events. Instructr Instructrs are experienced Scuts, prficient in ne r mre advancement skills. There can be multiple Instructrs fr the Trp if needed. See Instructr Prgram fr mre details. Instructr Prgram The Trp utilizes experienced Scuts in teaching scuting skills. This allws the Scuts t attain leadership credit tward rank advancement and fcuses attentin n the yunger Scuts t help them advance. A Scut must be at least Star befre he can participate as an Instructr. The Instructrship includes: Camping, Cking, Fire Building, First Aid, Knife & Ax, and Pineering. The Instructr is aligned with the new Patrl(s) and assists the Patrl Leaders with their new Scuts. This allws fr new Scuts t get mre peer t peer caching and allws lder Scuts t develping a teaching style. Den Chief Den Chief is an appinted psitin. He helps Cub Scuts advance thrugh Cub Scut ranks, encurages Cub Scuts t jin a Trp upn graduatin; assists with activities at den and pack meetings, is a friend t the bys in his den, and meets with the adult leaders f the den and pack, as necessary. Patrl Leader This is the nly psitin at the patrl level that qualifies fr the leadership requirement fr the senir ranks. The patrl leader must attend the Intrductin t Leadership and Junir Leader Training. His duties are: Actively participates in the Patrl Leaders Cuncil meetings (Patrl Leaders Cuncil) and vlunteers his patrl fr tasks as needed. Calls and leads patrl meetings, prepares the agenda and assigns tasks in the patrl. Appints the Assistant Patrl Leader. Respnsible fr leading the patrl during Trp activities. Cnducts unifrm inspectins and ther administrative functins as needed. Assistant Patrl Leader This psitin is appinted by the Patrl Leader and acts as patrl leader in his absence. It is preferred that he als cmplete the Intrductin t Leadership and Junir Leader Training. Page 24

The Scutmaster must apprve all candidates, based n a number f elements, including Scuts wh: Participate in Trp activities dependably. Demnstrate leadership r shw ptential and behave respnsibly. Set a gd example fr the ther Scuts t fllw. Live the Scut Law and Scut Oath everyday, nt just during Trp activities. Demnstrate Scut Spirit. Prject gd mral character at all times Scuts that fail t perfrm their psitin f respnsibility can be held ver fr a secnd term. This is t prvide further training and help the Scut be successful at the task. If a Scut just cannt grasp the psitin, they will be remved frm that psitin fr the benefit f the Trp. If fr any reasn, a Scut leaves the Trp and vacates a leadership psitin, the Scutmaster alng with the Senir Patrl Leader will assign a temprary Scut leader t that psitin. This will be a Scut that had displayed great leadership and Scut skills ver the past few mnths. ELECTIONS ARE NOT A POPULARITY CONTEST. Scuts need t pick their leaders wisely. Yu shuld lk fr a leader that always wrks hard and truly places the Trp gals first. Just because yu are a certain rank des nt mean that yu will be elected fr a psitin. Hw yu act is always bserved, especially by yur fellw Scuts. These are the Scuts that will run the Trp and supervise, plan and crdinate yur utings. Make sure yu make gd decisins and think fr yurself. 34 New Scut Patrls The Trp typically places all new Scuts int ne r mre patrls cmprised f new Scuts, with an experienced Scut as Patrl Leader. This rganizatin fcuses the resurces f the Trp n the new Scuts. The New Scut Patrl Leader is respnsible fr supprting the advancement f each new Scut thrugh the rank f first class, which is ften attained in the first year that the Scut is a member f the Trp. New Scut Patrls are disbanded after ne year (depending upn the Scuts advancement, experience, and maturity) and the new Scuts are merged int regular patrls cmprised f yunger and lder, experienced and inexperienced Scuts. New Scut Patrls will pay clse attentin t their Patrl leader at all times. One f the main reasns that new Scuts d nt get the infrmatin that is put ut is due t NOT PAYING ATTENTION. Unifrms Scut Unifrms Unifrms are imprtant t By Scuts fr the same reasn they are imprtant t a ftball r baseball team, r any ther rganized grup. Unifrms set a standard t be met, prmte grup spirit and designates equality frm the start amng members within the grup. The scut unifrm is an imprtant part f scuting. It signifies wh we are as an rganizatin, and what each f ur rles is within the Trp. A grup f Scuts in unifrm is perceived and treated differently than a grup f nn-unifrmed yuths at public events. A big difference is red shulder lps and unit numbers are nw frest green. The unifrm is being prmted as mre versatile and wearable in the field instead f just fr meetings. The switchbacks pants are staying arund but with a few changes. There are tw styles, heavier and lighter. UNIFORM RECYCLING If yu have a Scut that is grwn ut f his unifrm, please cnsider giving it t the Trp. We can use it fr new Scuts that jin and may nt have a unifrm r the means t btain ne. This is als a great way t recycle and at the same time help ut a fellw Scut. If yu have unifrms yu want t recycle, please give them t the Scutmaster s he can put them in the inventry fr issue t new Scuts. Ask us abut the Scutmasters clset. 37 ADVANCEMENT PROGRAM The advancement prcess presents Scuts with a series f tasks, and prvides instructin n hw t master them. The Scut plans his advancement and prgresses at his wn pace. The Scut is rewarded fr each achievement, which helps him gain self-cnfidence. The steps in the advancement system help a By Scut grw in self-reliance and in the ability t help thers. When a Scut has achieved the rank f First Class, he will be allwed t participate in mst leadership psitins within the Trp and utdr events and prgrams that are geared tward experienced Scuts. Parents are encuraged t becme invlved and fllw their sn's prgress in his Scut Handbk. After all the requirements f a rank are cmpleted, the Scut meets with the Scutmaster and/r Assistant Scutmaster fr a Scutmaster Cnference. He is then presented t a Bard fr Review. The Bard f Review ensures that all the advancement requirements have been met. The awards are presented at a Curt f Hnr. The basic skills f Scuting are learned in the first three ranks: Tenderft, Secnd Class and First Class. The remaining ranks (Star, Life and Eagle) are mre flexible in that the Scut bradens his skills and develps his persnal interests by wrking n Merit Badges. There are mre than 120 diverse Merit Badges t chse frm. A scut needs t earn twenty-ne merit badges t btain the rank f Eagle Scut. Eleven f the twenty-ne Merit Badges are selected frm a list f required badges, the remaining ten are electives. T earn a Merit Badge, a Scut cmpletes a merit badge request frm and meets with the Scutmaster fr apprval. The Scutmaster will assign a merit Badge cunselr and Scut cmpletes the listed requirements. The Scut must have a blue card, signed by the Scutmaster prir t beginning wrk n any merit badge. The Scutmaster maintains a current list f Merit Badge Cunselrs in and ut f the Trp. Studies have shwn that if a Scut reaches the rank f First Class within a year f jining, he is mre likely t cntinue in the Scuting Prgram. Scuts wh d nt advance in rank and d nt experience the entire Scuting Prgram have a higher prbability f drpping ut. Please supprt yur sn thrugh all the ranks: Tenderft, Secnd Class, First Class, Star, Life and Eagle. Rank Advancement In rder fr the Scut t advance in rank, he must accmplish the fllwing: 1. Cmplete all requirements and have them initialed and dated in his scut handbk by an Adult Leader that can verify the requirements were dne crrectly. Scuts will nt g t their dad if he is a leader in the Trp. They must g t anther leader t demnstrate prficiency and get the items signed ff in their bk unless therwise directed by the Scutmaster. 2. Cmplete the time, leadership, and service requirements required fr advancing t the ranks f Star, Life and Eagle. 3. Fill ut a Bard f Review request checklist with yur name, (example n page 33). 4. Then take yur bk and the checklist t the Advancement Chair and they will verify that yu have cmpleted all the requirements t mve frward. 5. Participate in the Scutmaster Cnference in Full Class A unifrm and pass 6. Request a Bard f Review (fr rank f Tenderft and abve) 7. Appear befre the Bard f Review in Full Class A unifrm and pass. 8. Scuts wh successfully pass their Bard f Review (r Scutmaster Cnference fr the rank f Scut) will be immediately recgnized fr the advancement at the next Trp meeting, and will be given their new rank insignia as sn as pssible. 9. ANY LIFE SCOUT GOING THROUGH ANY BOARDS OF REVIEW OR PLAN PROPOSALS IN THE PROCESS OF ATTAINING HIS EAGLE RANK WHO IS NOT PROPERLY ATTIRED IN A COMPLETE AND CORRECTLY WORN CLASS A UNIFORM WILL BE TURNED AWAY AND WILL HAVE TO RE-SCHEDULE HIS MEETING. Bard f Review The Bard f Review cnsists f trained adult leaders that hld Cmmittee psitins in the Trp and led by the Advancement Chairpersn (r his designate), wh meets with each Scut after the Scut has cmpleted the requirements fr each rank (except fr the rank f Scut). The Bard is respnsible fr checking that each Scut has in fact cmpleted his rank requirements, is displaying apprpriate leadership skills, maturity, attitude, spirit, and is prepared t mve n t the next rank. Scuts must appear befre the Bard in Full Class A Unifrm (n exceptins), and must bring his scut handbk and Bard f Review checklist. Scuts wh successfully pass their Bard f Review will be immediately recgnized fr their achievement at that r the next Trp meeting, and will be given their new rank insignia as sn as pssible. Scuts wh d nt pass the Bard f Review will be given the reasns, and the crrective steps (and timing) necessary t pass a future Bard in writing. Decisins f the Bard f Review may be appealed t the Trp Cmmittee. Members f the Bard fr the ranks f Tenderft thrugh Life are cmprised f adult leaders frm the Trp membership. Leaders will nt serve as bard members fr their wn Scut during his Bard f Review. Bard members will lk at the Scut, his unifrm and his character. They will ask a series f questins that the Scut shuld be able t answer based n his rank, persnal experience in the Trp and skills he has mastered. They will als be asked sme mre persnal questins n hw they feel the Trp is ding and if there are things they d nt like. This serves as a way t identify prblems early n and lets the Cmmittee take apprpriate actin. TAKE NOTE: There have been Scuts that have failed the Scutmaster Cnference and Bard f Review s d nt think these meetings mean autmatic advancement. As has been said befre, the rank has t be earned but it will NOT be given t anyne. Scuts that fail the Scutmaster Cnference r Bard f Review will be given a written plan f crrective actin by the Scutmaster and can appear befre the bard after 3 mnths. Parents are encuraged t attend all Curts f Hnr t share with their sn the pride f accmplishment, and the achievements f their fellw patrl and Trp members. We wuld lve t have parents assist in the planning f these events s that we d nt d the same thing every year. All Scuts must be in full Class A unifrm fr these ceremnies. This includes yur merit badge sash. We have several frmats we use when cnducting these ceremnies and we try t mix them up. The Scuts have their favrites and we use them quite ften. We are always in need f supprt with set up, decratins, paper prducts and drink items fr each ne f these. If yu wuld like t help ut, just cntact the Scutmaster and he will direct yu t the crrect adult leader. ***Scut Handbk and Blue Cards *** While the Trp and cuncil keep recrds f each Scut s achievement and advancement, there is nly ne fficial recrd f advancement, and that is each by s Scut Handbk. Fr merit badges, nly the merit badge blue cards serve as the fficial recrd. When applying fr Eagle, the nly recrds that are accepted are the Handbk and blue cards. Please take care f the bk and cards! Many a Scut has spent mnths cllecting infrmatin and dcumentatin fr advancement because f lst r destryed Handbks and missing blue cards. Als each Scut needs t keep track f advancement cards. It s best t get yur Scut a Page 33

40 binder with baseball card pcket inserts. The card inserts make excellent hlders fr Blue Cards and Advancement Cards. This will be addressed in the Merit Badge sectin in detail. If a by lses their bk and r blue cards, in many cases they will have t re-d sme requirements t get back n track. It is best fr the parents and the Scut t sit dwn every six mnths and check t ensure the Scut has everything he has earned. This prevents last minute searching and cmpletin f merit badges that have been lst. Make the Scut be respnsible fr their items. It wuld be a shame t see a by nt get Eagle Scut ver a lst merit badge blue card. SERVICE PROJECTS AND COMMUNITY SERVICE FOR RANK ADVANCEMENT As Scuts plan their activities and prgress tward their gals, they experience persnal grwth. The Gd Turn cncept is a majr part f the persnal grwth methd f Scuting. Bys grw as they participate in cmmunity service prjects and d Gd Turns fr thers. Prbably n device is s successful in develping a basis fr persnal grwth as the daily Gd Turn. The religius emblems prgram als is a large part f the persnal grwth methd. Frequent persnal cnferences with his Scutmaster help each By Scut t determine his grwth tward Scuting's aims. Sme ranks require Scuts t participate in an apprved service prject: Secnd Class - 1 Hur Star - 6 Hurs Life - 6 Hurs All Scuts are required t participate in Eagle prjects as they cme up And f curse, advancement t Eagle Scut requires the Life Scut t plan, develp, and lead an apprved Service Prject (that will take ver 100 hurs t accmplish n average). The key phrase t remember and understand is Service t thers. This usually means service t any religius rganizatin, schl, r cmmunity, and can include, service t ther Scut rganizatins, including all Scut Camps. Fr the mst part, service t this Trp will nt cunt fr service hurs. Additinally, there are specific circumstances when service prjects at Summer Camp will cunt fr service hurs as identified by the Campmaster. It shuld be nted that the Eagle Prject is specifically prhibited frm prviding service t a By Scut rganizatin. The service requirements discussed here relate t prjects fr advancement r t meet Trp requirements fr Trips. In every case, service prjects must be apprved in advance by the Scutmaster r Assistant Scutmaster. A Scut will nt be given service hur credit after the fact fr prjects that had nt been preapprved. Earning Service Hurs fr Rank Advancement In general, the service hurs shuld be perfrmed after the Scut s last rank advancement. Fr Secnd Class, that wuld mean after the Scut reached Tenderft. Fr Star, service hurs wuld be earned after reaching First Class; fr Life, service hurs wuld be earned after reaching Star. As a further guideline, the service hurs shuld generally be earned within at least the 12 mnths prir t the Scutmaster Cnference fr the rank. Fr example, if a Scut had been First Class fr 2½ years, and earned six service hurs tw years ag, and nne since then, and nw it s time fr the Scutmaster Cnference, the questin the Scut shuld expect t hear is what have yu dne fr service t thers lately? If the Scut has a gd reasn why the tw-year ld service prject shuld cunt, then it will cunt. If the Scut cannt answer that questin, then the next questin the Scut shuld expect t hear is describe hw yu have demnstrated Scut Spirit since yur last rank advancement. 41 Apprval f Service Prjects The Scutmaster r Assistant Scutmasters must apprve all service prjects in advance. Scuts wh want t wrk n individual Service Prjects shuld present the idea in advance t the Scutmaster. Be prepared t answer questins related t the prject such as wh will benefit, what grup is spnsring the prject, hw much time will yu put in t the prject, and will any ther Scuts be wrking n the prject. Service Hur Requirements during Trp Trips The Trp has established service hur requirements during certain trips thrughut the year. Events requiring service hur requirements are determined by the Scutmasters. All Scuts n the uting will participate and d their gd turn.. Wearing f Scut Unifrm during the Service Prject In general, a Scut shuld wear a Class A r Class B Unifrm during a Service Prject. But it des depend n the prject. If a prject invlves a lt f manual labr (typical Eagle Prjects fr example), it may nt be apprpriate t wear a Class A Unifrm. But fr less labr intensive prjects, such as serving Dinner at the church, it wuld be apprpriate (and required) t wear the Class A Unifrm. It helps Scuting if peple knw that a grup f Scuts are perfrming sme service, and nt just a gang f bys. Yu are representing all Scuts s the unifrm is what identifies yu as smene peple can cunt n. Service Hur Tracking The Scut shuld request that the Adult leader in charge f the prject reprt service hurs t the Advancement Chairpersn(s), wh keeps a listing f all service hurs. Alternatively, the Scut shuld get an attendance nte r list frm the Adult in charge f the prject. All utings shuld have attendance taken fr the Trp recrds and this shuld by given t the Scutmaster if he is nt at the event. ORDER OF THE ARROW The Order f the Arrw (OA) is an rganizatin f hnred campers within the By Scuts f America. Its primary purpse is service t thers. Candidates must be at least First Class, have camped utdrs at least 15 nights during the previus tw years, and attended a lng-term camp such as summer camp. The Scutmaster must recmmend all candidates. Candidates fr the OA are elected annually by a majrity f fellw Trp members, usually in February r March. After the electin, they must cmplete a test f service during a weekend rdeal hsted by the lcal cuncil OA Ldge. As with any By Scut activity r event, the OA is by run by elected and appinted yuth leaders, and is well supervised by adult Scuter Arrwmen. The Trp Cmmittee may als nminate ne eligible adult, each year, t jin the OA fr every twenty-five registered Scuts. Scuts that are elected int the OA are suppsed t attend OA meetings which are usually scheduled with the mnthly rundtable meetings. These meetings are required if an OA member wishes t prgress in the OA ranks and hld OA psitins in the Trp r the Ldge. EAGLE SCOUT PROGRAM The prestige and imprtance f the Eagle Rank is evident when yu cnsider these facts: Only 2.5% f all bys wh jin scuting reach the Eagle Rank. Less than 50% f Scuts wh attain Life Rank make it t Eagle Scut. 9 f 11 men that walked n the mn are Eagle Scuts; 12% f all astrnauts are Eagles. Clse t 50% f the bys listed in Wh s Wh in American High Schls are Eagle Scuts. Page 35

42 Prfessinal recruiters put mre value n an Eagle Scut candidate, than any sprt r intramural activity. Eagle Scuts are prmted 3 ranks n the first day they jin the United States Army. Eagle Scut is smething that is earned and n rank especially Eagle will be given t anyne. The hard wrk and effrt put frward by frmer Eagle Scuts as well as thse seeking the rank f Eagle, is what makes it such a prestigius and hnred award. The Eagle Prject The Eagle Scut Prgram cncentrates n assisting bys wh have attained Life Rank in the Trp. The Eagle Prject is the last and mst difficult step tward Eagle, and is like n ther step that the Scut will experience in the advancement prcess. The Eagle Prject is very structured and frmal. The purpse f the Service Prject is t have the Eagle candidate demnstrate leadership. Planning and cmpleting the prject - and the final reprt - will take discipline, frethught, and stamina! The prgress twards Eagle is mnitred cnstantly by the Cuncil assigned Eagle Cunselr and evaluated peridically by the Scutmaster. The Eagle Cunselr will cach each Scut thrugh his prject selectin, prpsal write-up, prject executin, final reprt, Eagle Applicatin, and the Eagle Bard f Review. With the help f the Trp cmmittee and the Eagle Scut Candidates parents, the Scutmaster will rchestrate the Eagle Curt f Hnr. The Scutmaster is the persn t cntact abut yur Scuts ceremny when the time cmes. Keys t success are: Gd nte taking. A Life Scut cannt start his Eagle Prject until ALL apprvals have been secured! That includes the Eagle Cunselr, Scutmaster, Trp Cmmittee Chairpersn and the prject benefactr. All requirements fr the Eagle Rank, including all prject wrk, all merit badges, leadership and time requirements, Scutmaster Cnference, and frmal Eagle Applicatin, must be cmpleted and submitted t the District Advancement Chairpersn by the Scut s 18 th birthday. There are n exceptins. Nte that the Eagle Bard f Review may take place after his 18 th birthday. MERIT BADGES What are Merit Badges Merit Badges Are Curses f Instructin fr a Particular Subject. These range in levels frm easy t difficult. They are mini prgrams in them selves that require a lt f reading and bk wrk. Many require prjects t be cmpleted and displayed t the Trp r yur cunselr. Over 100 merit badges are ffered, ranging frm American Business t Wdwrk. Each merit badge has specific, detailed requirements fr cmpletin. Scuts must earn a specified number f merit badges t earn the ranks f Star, Life, and Eagle (and Eagle Palms). 21 merit badges are required fr the rank f Eagle Scut, 12 f which are specifically mandated: 1. Step 1. Get a Merit Badge Request Frm frm yur Patrl Leader and meet with the Scutmaster r his representative. The Scut tells his Scutmaster that he s interested in wrking n a merit badge. The Scutmaster gives the Scut: An interview t determine his interest, enthusiasm, and preparedness fr the merit badge. A signed Applicatin fr Merit Badge (aka Blue Card ). Or an apprved merit badge request frm signed by the Scutmaster. The name and phne number f a trp, cuncil r district apprved merit badge cunselr. Step 2. Cntact the Cunselr The Scut and cunselr get the current merit badge bk frm the trp library r the Scut can buy ne. The Scut calls the cunselr and makes an appintment. Page 39

The Scut cmpletes the requirements exactly as stated n mre and n less. If it says shw r demnstrate, that is what yu must d. Just telling abut it isn t enugh. The same thing hlds true fr such wrds as make, list, in the field, and cllect, identify, and label. Step 4. Get prper dcumentatin. On the back panel f the Blue Card, the cunselr initials and dates requirements as they are cmpleted. Once the merit badge is cmpleted, the cunselr signs and dates the Applicant s Recrd and Cunselr s Recrd sectins f the Blue Card and frwards it t the Scutmaster fr final signature. The Scutmaster will then turn the cmpleted Blue Card ver t the Advancement Chair and they will prvide the parts t the crrect persn. A merit badge sash is a piece f live drab clth (matches the clr f the standard unifrm pants). Frmer Explrers and current Venturers wear a piece f kelly green clth (which used t match the unifrm pants and nw just matches the shirt). The sash is wrn suspended frm the RIGHT shulder and dwnward at a slant as illustrated belw: Page 41

48 The merit badge sash is wrn during frmal activities and events, and nt during Trp meetings r camputs. A "Frmal activity" is an awards ceremny, a Blue and Gld banquet, a Trp Curt f Hnr r Team Awards ceremny, a recgnitin dinner staged by a unit, District, Cuncil r Regin, and special activities which lends itself t wearing the merit badge sash. Serving as an escrt fr a special guest during a dinner is a gd example; serving as an usher is nt. Serving as a acclade may be. The key is that the sash physically gets in the way f ding anything except lking gd...therefre, it shuld nly be wrn during thse times in which yur rle is purely "ne in which yu're lking gd" and nt ding a lt f physical exertin. Flag details and clr guards are NOT "special ccasins" since the sash tends t fall r slip ff at the mst inapprpriate times. This is als why the merit badge sash is NOT wrn during summer camps, regular Trp r Team meetings r any ther time ther than FORMAL SPECIAL OCCASIONS. Only ne sash may be wrn at any time. What Ges and Desn't G n a Sash? Merit Badges g n the sash. There are mre than 100 merit badges issued by the By Scuts f America at any given time, and n mre than 130 f them. Very few Scuts earn mre than 50 merit badges and thse wh d earn mre than fifty nrmally d nt earn all 100 r s f them befre they turn 18 years f age. There are plenty f exceptins, and I persnally knw f several Eagle Scuts whm have earned all f the merit badges available t them at the time f their registratin as Scuts. Merit badges are ne-inch diameter badges illustrating a skill, hbby, vcatin r ccupatin. Merit badges ONLY are wrn n the FRONT f the sash. On the back f the sash, additinal merit badges may be sewn and temprary insignia may be sewn. "Temprary insignia" is defined by the BSA as special insignia fr participating in unit, District, Cuncil r natinal events r prgrams. Previus rank, service stars and pins are NOT t be wrn n the sash. Merit badges may be wrn in any rder that the Scut chses, and nt necessarily in alphabetical nr "required-nn required" rder. Mst Scuts chse t wear merit badges in the rder in which they have earned them. If in dubt n any issues with the sash, ask an adult leader fr assistance. OUTDOOR PROGRAM By Scuting is designed t take place utdrs. It is in the utdr setting that Scuts share respnsibilities and learn t live with ne anther. It is here that the skills and activities practiced at trp meetings cme alive with purpse. Being clse t nature helps By Scuts gain an appreciatin fr Gd's handiwrk and humankind's place in it. 49 The utdr prgram in Scuting presents great pprtunities fr reward but als presents the risk f persnal injury. Few Scuts jining this Trp have had camping experience and even Scuts with several years f active service are nt always well equipped t live cmfrtably and safely in the utdrs. Our utdr prgram is designed t: Insure that new Scuts have ample time and instructin t becme efficient campers and have fun. Hne the skills f the experienced Scuts. Present lder Scuts, with prven ability, a mre challenging and stimulating prgram. The utdr prgram is divided int three tiers: 1. New Scuts age 10 ½ t 12 (independent f rank). These are the first year Scuts wh will be members f the New Scut patrls. It is assumed these Scuts have little r n experience in the utdrs. The bjective is t train them in the basic skills required t be a prficient camper. Even if the by is experienced in the utdrs (due t family camping), they will be trained in the Scut methd f utdr living and abide by the Trp rules. 2. Experienced Scuts age 12 t 13 and First Class Rank r abve. This grup is in the secnd, third and furth year f the scuting prgram. These Scuts have cmpleted Basic Training and have learned t be mre creative and self reliant in a wilderness envirnment. The bjective is t refine basic skills and t increasingly rely n nature and the envirnment fr tls, equipment, and supprt. 3. Life and Eagle Scuts These Scuts assist the Scutmaster and assistant Scutmaster n all levels f Trp peratins. CAMP FEES Camp is ne f the mst expensive things Scuts will participate in. Camp fees cntinue t rise alng with everything else but the Trp cnducts many fundraisers fr Scuts t earn their way. We have had many Scuts pay their way year after year and we are very prud f them. The Trp pays a prtin f each Scuts camp fees based n the cmmittees apprval and current fund balance f the Trp based n specific fundraisers. Fr first year Scuts, the Trp pays half f their camp fees mainly due t the fact that the Scuts were nt in the Trp t participate in and fundraisers t help pay their way fr half f the year. The Trp treasurer can and will accept payments frm parents wh want t d s instead f paying a lump sum. If interested, please see the Trp treasurer frt mre infrmatin. ALL CAMP FEES MUST BE PAID IN FULL B\Y THE POSTED DEADLINE IN ORDER FOR YOUR SCOUT TO ATTEND PER TROOP POLICIES AND PROCEDURES. MONTHLY OUTING FEES We are cmmitted t taking the Scuts ut n mnthly utings. As with any trip, there is a cst assciated with it. Space is limited in the camp, and advance sign-ups are mandatry, with ttal camp fees due arund April 1 st. Fees will be cmmunicated as sn as they are determined. Meals are included in this fee (but snacks are nt). Camperships may be available frm the Cuncil and Trp Cmmittee fr families in need f financial supprt. See the Scutmaster fr infrmatin and Campership Applicatins, which will be held in cnfidence. Apprval rests with the Heart f Ohi Cuncil. The emphasis in summer camp is fun, merit badges, and fun. Scuts typically sign up fr tw t fur merit badges. Merit badge classes are held daily during camp. Hmewrk is assigned in sme classes t allw the Scut t cmplete the merit badge during camp. First year Scuts will be placed in Trailblazers which typically fcuses n basic camping skills, including cking, wilderness survival, and craft merit badges. This prgram is designed fr them t start learning skills that will help them advance in rank. Experienced Scuts fcus n waterfrnt and ther utdr badges. Sme merit badges have requirements that cannt be dne in the week at camp. These requirements are nted during pre-registratin. Scuts are strngly encuraged t cmplete thse requirements in advance f arrival at camp. Initial merit badge signups take place in May. After that, a Scut may nt make changes in his merit badge selectin. The Trp generally can n ccasin accmmdate late arrivals r early departures frm Summer Camp, but fr a number f administrative and lgistical reasns this will need t be cmmunicated in writing t the Scutmaster prir t summer camp. Hwever, we d lk fr parental supprt during part r all f the camp week. Our Mm Scuts really help ut a lt during camp and the Scuts lve t see them there. There is a trading pst at camp and Scuts are encuraged t bring spending mney with them. It is up t the parents t decide hw much t send. On average, if they just purchase little items like slushies and stuff, $20.00 shuld be enugh. Page 45

52 Wednesday night is family night and we always have the parents cme ut t spend sme time with the Trp. We have all the parents bring a Pizza, pp r chips as needed and the bys put n a shw fr yu. It is a lt f fun and it is here where yu will see just hw far the yung Scuts have prgressed. CAMPING SUPPLIES When utfitting a new Scut, yu are faced with buying a lt f equipment within a shrt perid f time. Shp arund and buy wisely. Additinally, pstpne equipment purchases until yur sn demnstrates t yu that he is cmmitted t Scuting nt all bys that jin the Scuts stay in Scuts. Cnsider renting r brrwing equipment. Here are a few suggestins: A backpack is needed, but start ut inexpensive. Cnsider using ne that is gently used and serviceable. A daypack will likely be needed fr many trips, including day hikes, Camprees, Klndike Derby, etc. It shuld be big enugh t carry a lunch bag, water bttle, scut handbk, jacket, and glves, fr example. A bk bag may be adequate, but remember, it will likely get dirty, wet, and beaten up. The Trp will supply all f the tents and tarps fr camping. We recmmend that yu nt buy yur sn a tent. He will nt be able t use it n any Trp uting. Acquire equipment slwly, as needed. Scut equipment makes great gifts fr Christmas, birthdays and such. Trp 118 camps 12 mnths a year. Make sure equipment is gd fr all seasns. Talk with the lder Scuts and adults n what equipment they have fund t be the best. Try t avid buying "gadgets" with minimal benefits. Try t buy gd quality equipment, it lasts lnger. Yu may buy items again if at first yu get the lw cst, lw feature items. Required Items fr New Scuts Mess Kit Small pt, frying pan, bwl, and cup. The BSA mess kit is fine, but t heavy fr backpacking, and the metal will get t ht t handle frm ht fds. Lexan kits are light and durable. Make sure that the cup has a handle fr ht liquids. Sme experienced campers prefer the Sierra cup. Paper plates, cups, r any dispsable utensils are nt allwed n any camput. Old Army mess kits wrk great and can be bught at an Army Navy stre and are great fr the first few years. Utensils Knife, frk, and spn (stainless steel r Lexan). D nt bring plastic picnic utensils; bring utensils that can take rugh treatment. Canteen A lw cst plastic canteen is suitable in mst situatins. D nt buy metal canteens, as they bend and are t heavy fr hiking r backpacking. A gd hydratin pack is the best best. Sleeping Bag Knw yur needs befre yu buy. Understand the temperature rating f the bag. Dwn bags are expensive and d nt insulate when wet. Synthetic bags are much better. Yu will als need a stuff sack. Rll the bag and wrap it in a strng, large plastic bag (leaf bag) and then stuff int the sack. It's n fun sleeping in a wet bag. A -25 degree bag is what a Scut needs fr winter camping. A light weight bag is best fr summer. These ften g n sale at the end f the seasn s keep an eye ut. Sleeping Pad Page 46

53 A pad is used t insulate the camper and sleeping bag frm the earth. It is nt used fr cmfrt. Mre bdy heat is lst t the earth than t the air. A lightweight fam pad will wrk. Pack it in a plastic bag t keep it dry. Rain Gear Lk fr nyln suits that stuff int small bags. They are lightweight, cver well in driving rainstrms, and will be less likely t verheat than plastic suits, and they are nt t cstly. Avid a pnch; it wn t keep yu dry if it is windy. Knife D nt buy ne with t many gadgets, they just add weight. A can pener is the mst useful item after the knife blade. An fficial BSA knife is always acceptable. Tie a clred crd arund the knife t distinguish it as yurs and help yu t find it when yu drp it. BSA des nt allw sheath knives under any circumstances. Blades cannt be lnger than 3 inches n any knife. As with ther misused r inapprpriate equipment. These items may be cnfiscated and returned t the Parents at a later date. A Scut must have a current Ttin-chip card in rder t carry any type f knife. Flashlight/headlamp A Scut shuld always have tw light surces. They shuld be waterprf and sturdy, as they will be drpped (many times). Make sure yu have and carry spare bulbs and batteries. Cmpass A lw cst but reliable cmpass ($4-10) is essential fr every Scut. Fr infrmatin n selecting an apprpriate cmpass, refer t the Scut Handbk, r talk t an Adult Leader. Tie a clred crd arund the cmpass t distinguish it as yurs and help yu t find it when yu drp it. First Aid Kit The Scut Handbk lists the essential parts f a persnal first aid kit. It shuld be brught n each uting. Hiking Bts Waterprf shes r bts that are WELL BROKEN IN. It s n fun breaking in bts n a hike. High tps r hiking bts ffer the best ankle supprt. Sneakers will nt be allwed n winter camputs. Scuts ften grw fast and they grw ut f their bts even faster. We are firm believers in passing dwn used items that still have life in them. If yu have smething yu want t pass n, just cntact the Scutmaster. Scks Scks are ne f the mst verlked items n camp-uts (smetimes frgtten altgether). Plyprpylene sck liners are a must fr hikes r cld weather camping. The liner "wicks" sweat away frm the ft aviding blisters and frstbite. Make sure that enugh scks are packed fr a trip, plus extras. Cttn scks cause frzen feet in winter and blisters in summer. Stay away frm cttn scks. Cttn kills! Camp Chair/Stl This ptinal item quickly becmes a necessity. Check lcal stres flyers fr the best price. If a Scut des nt bring a chair t a camput, he is nt allwed t sit in chairs brught by ther scuts unless he gets permissin. Page 47

54 Please label every item that a Scut wns, with either the Scut s last name, r initials. It will make lst items easier t return, and allw a Scut t find his pack, sleeping bag, flashlight, mess kit, etc. during a camping trip, befre the items becme lst. We have many Scuts that lse items every year due t nt fllwing directins r just being in a hurry. Cld Weather Gear Scks and underwear are the key items here. Remember the backpacker s axim "Cttn Kills!" Synthetic fibers and wl blends retain insulating prperties even when wet. Cttn will nt! A Scut may chse t wear cttn when sleeping if it is clean and dry. Equipment Specifically Nt Allwed n Trp Outings Aersl bug spray r sunscreen. Liquid fuel equipment (stves, lighters, lanterns, etc.) Sheath Knives (knives than cannt be clsed) Hatchets (hand axes) Electrnic games, tys, and cmputers Electrnic Equipment A Scut may NOT bring radis, televisins, tape players, cmpact disc players, cellular telephnes, electrnic games, r cmputers n any Trp activity, unless in cnjunctin with an fficial ceremny. These detract frm the prgram, and might be lst, damaged, r stlen during the activity. If these rules are vilated, the item will be taken frm the scut and his parent must pick it up frm the scutmaster. It will nt be returned directly t the scut. Please leave these pssessins at hme. 56 Hw d yu Pack a Backpack? There's n ne right answer t this questin: The answer depends n what kind f pack yu have and where yu're ging t hike. General principle: lighter-weight items g at the bttm; heavier items at the tp and clset yur bdy. 1. Sleeping bag: Mst packs are designed with a cmpartment at the bttm fr yur sleeping bag. If yur pack has dividers that separate the sleeping bag frm the rest f yur gear, use them: It'll take sme f the weight ff yur sleeping bag. 2. Clthes g in next. But it's a gd idea t stash a few f yur warm clthes, hat, glves, and an insulating layer and yur rain gear in an utside pcket where yu can easily get them. 3. Tents and tarps. There are a cuple f chices fr yur tent r tarp. Mst packs have a separate cmpartment (where the sleeping bags g) that is accessible via a zipper: If yur pack has such a cmpartment, see if yu can stuff the tent under yur sleeping bag. That way, yu dn't have t unpack everything t get yur tent ut if it's raining when yu want t make camp. This placement als wrks fr packing a wet tent because it wn't drip ver everything (Be sure, hwever, that the tent and sleeping pack are in waterprf stuffsacks). Tent ples g strapped t the utside: Tie them n tight! 4. Fd, fuel, and cking utensils. Try t stre the fuel upright and away frm yur fd, in case f an accidental spill. Many hikers put their bttles in an utside cmpartment. These items can have hard edges: Be sure they're nt pking at yur pack. 5. Persnal items. Squeeze these in wherever they fit. 6. Outside cmpartments. Use these fr items yu'll need during the day: Rain gear, a few warm clthes, pack-cver, water filter, water, lunch, snacks, TP, sunscreen, msquit gp, and yur camera. 7. Mattresses. Mst hikers rll up their sleeping pads and strap them t the utside f the packs. Sme smaller mattresses fit inside a backpack, where they are better prtected frm accidental encunters with cactus needles and barbed wire fences. 8.
