23 CONCLUSIONS freight rates showed renewed signs of life in April, following sharp price rallies within the steel complex before negative pressures returned in May supply-side adjustments have already reduced growth in the dry bulk carrier fleet to its slowest pace since the late 199s with the potential for annual net declines in the Capesize & Panamax sectors trade growth modest and under threat from structural changes in steel and coal market is pricing the 1q16 as bottom of the cycle but with expectations for a very slow upswing over the next 2-3 years JUNE
