3 2013 Baseball Alberta Prvincial League NEW RULES FOR 2013 Categry Name Changes Cmmunity League Baseball referred nw as A Cmpetitive League Baseball referred nw as AA Perfrmance League Baseball referred nw as AAA Fr purpses f this dcument, Perfrmance, Cmpetitive, and Cmmunity have all been replaced with AAA, AA, and A respectively. Divisin Name Changes Msquit referred nw as 11U Pee Wee referred nw as 13U Bantam referred nw as 15U Midget referred nw as 18U Fr purpses f this dcument, Msquit, Pee Wee, Bantam and Midget will still be referred t thrughut the League Rules dcument. Female Age Criteria - Female athletes have the ptin t play ne year verage at each divisin f play, Msquit, Pee Wee and Bantam and categry AAA, AA, and A Transfer Rules - AAA Transfers Only Players wh transfer frm their Hme Assciatin t play AAA level baseball in 2013 need t carefully cnsider their chice f AAA Assciatin. AAA level players wh have played the previus tw seasns with a AAA Assciatin and wish t transfer t a AAA Assciatin in 2013 that is different frm the AAA Assciatin that they played fr in these previus tw seasns will have an additinal requirement t cmplete in additin t the standard Player Transfer requirements. These players will require signatures frm the Incming Assciatin President, the utging (Hme) Assciatin President, and the 2012 AAA Assciatin President. If either r bth the utging (Hme) Assciatin President and AAA Assciatin President denies (r refuses t sign) the transfer request, the player may still submit the transfer request and $25.00 prcessing fee. This will be cnsidered an appeal and be decided by the Registrar. If a player wishes t appeal past the Registrar, the Executive f Baseball Alberta will have final ruling n the matter. In simple terms, nce a player enters the AAA level f play in Baseball Alberta and plays fr tw seasns with a AAA Assciatin, that player will require the AAA Assciatin t prvide a release in rder t be able t play fr a different AAA Assciatin. Hwever, there are tw situatins where a transfer signature frm the AAA Assciatin is nt required. First, where a Hme Assciatin that previusly entered AA level teams decides t enter a AAA level team, this Hme Assciatin des nt require releases frm the previus AAA Assciatin fr its players. Secnd, when a AAA level player leaves the AAA level and plays a minimum f ne seasn at the AA level, this player is treated as if entering the AAA level and des nt require a release frm the previus AAA Assciatin. Admissin Fees fr Prvincial Champinships N admissin fees are permitted withut written permissin frm Baseball Alberta. NrWest League ONLY Fur pitch intentinal walks will nt cunt twards a pitchers pitch cunt. Fur cnsecutive balls still need t be thrwn. Rule nly applies if intentinal walk is fur cnsecutive balls at the beginning f the at bat thrwn t a catcher wh is nt in the cruch psitin. NrWest League ONLY Rawlings ROML baseballs are t be used at all league games and Prvincial Champinships. Nt using ROML baseballs will result in a lss f teams Perfrmance Bnd ($200). NrWest League ONLY Frce-Play-Slide Rule The intent f the frce-play-slide rule is t ensure the safety f all players and prepare them fr cllege level baseball. This is a safety and an interference rule. Whether the defense culd have cmpleted the duble play has n bearing n the applicability f this rule. This rule pertains t a frce-play situatin at any base, regardless f the number f uts. a. On any frce play, the runner must slide n the grund befre the base and in a direct line between the tw bases. 4 2013 Baseball Alberta Prvincial League Exceptin a runner need nt slide directly int a base as lng as the runner slides r runs in a directin away frm the fielder t avid making cntact r altering the play f the fielder. Interference shall nt be called. (1) On the grund means either a head-first slide r a slide with ne leg and buttck n the grund befre the base. (2) Directly int a base means the runner s entire bdy (feet, legs, trunk and arms) must stay in a straight line between the bases. b. Cntact with a fielder is legal and interference shall nt be called if the runner makes a legal slide directly t the base and in the baseline extended (see diagram). Apprved Ruling - If cntact ccurs n tp f the base as a result f a pp-up slide, this cntact is legal. c. Actins by a runner are illegal and interference shall be called if: (1) The runner slides r runs ut f the base line in the directin f the fielder and alters the play f a fielder (with r withut cntact); (2) The runner uses a rlling r crss-bdy slide and either makes cntact with r alters the play f a fielder; (3) The runner s raised leg makes cntact higher than the fielder s knee when in a standing psitin; (4) The runner slashes r kicks the fielder with either leg; r (5) The runner illegally slides tward r cntacts the fielder even if the fielder makes n attempt t thrw t cmplete a play. PENALTY fr 1-5 (1) With less than tw uts, the batter-runner, as well as the interfering runner, shall be declared ut and n ther runner(s) shall advance. (2) With tw uts, the interfering runner shall be declared ut and n ther runner(s) shall advance. (3) If the runner s slide r cllisin is flagrant, the runner shall be ejected frm the cntest. Apprved Ruling - If the bases are laded with n uts, a duble-play attempt is made, and interference is called, all ther runners must return t their riginal bases. Nte: On a frce play, with a tw-man umpiring system, if the plate umpire des nt have a ptential play at the plate, he shuld mve tward the base t bserve the runner ging int secnd r third base. In this situatin, the base umpire must fllw the thrw and may nt see the true effect f the lead runner s actin. Extra-Inning Game Prcedure Pee Wee t Midget Categries If the game is tied at the cmpletin f regulatin (7 innings), the fllwing prcedures will be implemented during extra innings: Each team will begin the extra inning (and any subsequent necessary extra innings) with a base runner n first and secnd, n uts. 5 2013 Baseball Alberta Prvincial League The batting rder f the extra inning r any subsequent innings will be determined by hw the previus inning ended (see example belw t cnfirm wh is at bat) The traditinal system f the visiting team hitting in the tp f the inning and the hme team hitting in the bttm f the inning will remain in effect until a winner is determined. Example: If the last regulatin inning ends with the #6 hitter having the last plate appearance, then the extra inning begins with the #7 hitter at bat, and the #5 hitter at secnd base and the #6 hitter at first base. With the exceptin f beginning the inning with runners n first and secnd base with n ne ut, all ther League Rules and Baseball Canada rules will remain in effect during extra innings required t determine a winner. *This rule will be applied t all Baseball Alberta League Games and the Rund Rbin prtin f the Prvincial Champinships. Bat Regulatins Only apprved BBCOR aluminum bats will be permitted fr use in the 2013 seasn fr Bantam and abve divisin. Check the Baseball Alberta website fr size and weight requirements fr each divisin as well as a link t the listing f apprved BBCOR bats. Bantam AAA will be wd bat nly in 2013 Bantam AAA Natinals and Westerns are bth wd bat nly. Midget AA Westerns will be wd bat nly in 2014 AAA team being mved dwn t AA An applicatin fr a Perfrmance team wishing t mve dwn t the Cmpetitive divisin must be submitted t the Baseball Alberta ffice by May 27 th. Any mvement between Perfrmance and Cmpetitive will be at the discretin f Baseball Alberta. Baseball Alberta reserves the right t review the cmpetitiveness f Perfrmance AAA teams t ensure integrity f ur leagues. Pick-Up Prcess fr Pst Prvincial Play ( AAA events nly) In situatins where 3 Alberta representatives cmpete in Pst Prvincial play in the same divisin, the fllwing rder f pick-ups will ccur; Natinal Representative will have first selectin f pick-ups. Players listed n a the riginal rster f teams prceeding t WCBA AAA Champinships may be released by their head cach in rder fr that player t be picked up fr play at the Natinal Champinship; The team finishing secnd at the Prvincial Champinship will have secnd selectin f pick-ups and will cmpete at WCBA AAA Champinship; The team finishing in third will then have third selectin f pick-ups and will als cmpete in the WCBA AAA Champinship. 7 2013 Baseball Alberta Prvincial League LEAGUE OBJECTIVES PERFORMANCE DIVISION AAA The bjective f the Prvincial AAA League is t prvide the highest level f play fr players/teams at the Pee Wee, Bantam and Midget age categries in a Prvince-wide frmat. Prvincial AAA Leagues will perate n a Prvince-wide basis fr the entire seasn, with each team playing all ther teams at least three times during the mnths f May, June and July. COMPETITIVE DIVISION AA The bjective f the Prvincial AA League is t prvide a cmpetitive yet develpmental level f play fr players/teams at the Msquit, Pee Wee, Bantam and Midget age categries in a Prvince-wide frmat. Prvincial AA Leagues will perate n a 3-rund seeding basis, with teams playing in a Reginal frmat in May, a Nrth/Suth Divisinal frmat in June and a Prvincial Tier frmat in July. COMMUNITY DIVISION A The bjective f the Prvincial A Baseball League is t prvide a lnger seasn f baseball fr cmmunity level teams and players, allwing them t cntinue t play baseball thrugh the mnth f July with a A Prvincial Champinship at Msquit, Pee Wee, Bantam and Midget age categries (based n registratin). Teams will cmpete in a reginal frmat fr tw weekends in July with the tp teams cmpeting in a Prvincial A Champinship July 19 21, The number and size f the regins will be based n the number f teams that register. If there are t few teams registered t hst the A divisin f play, the teams entered will be given the pprtunity/chice t cmpete in the lwest AA Tier fr play in July and will have an pprtunity t qualify fr that Tier s Prvincial AA Champinship. TEAM ENTRY Prvincial Team Entry Frm fr the AAA Divisin is due in the Baseball Alberta Office n later than April 12, 2013 alng with the Team Entry Fee and Perfrmance Bnd. All teams must submit a list f available hst dates and blackut dates when the team is unavailable. Prvincial Team Entry Frm fr the AA Divisin is due in the Baseball Alberta Office n later than April 12, 2013 alng with the Team Entry Fee and Perfrmance Bnd. All teams must submit a list f available hst dates (based n the scheduled weekends f play) and blackut dates when the team is unavailable. Late entry deadline is May 17, 2013 with all the abve requirements submitted by that date t the Baseball Alberta Office (fr entry int June/2 nd rund f play). Prvincial Team Entry Frm fr the A Divisin is due in the Baseball Alberta Office n later than June 14, 2013 alng with the Team Entry Fee, Perfrmance Bnd and fficial team rster. All teams must submit a list f available hst dates (based n the scheduled weekends f play) All teams must declare n Team Entry Frm whether their Assciatin/Team is a Member Assciatin/Team (registers all players/caches/fficials). Only Member Assciatins/teams may represent Baseball Alberta at Western Canada Baseball Champinships and at Baseball Canada Natinal Champinships. All teams have pen access t the Prvincial Baseball League and the Prvincial Champinships. All players and caches participating in the Prvincial Baseball League must be registered participants with Baseball Alberta in rder t be eligible fr participatin. It is extremely imprtant that Baseball Alberta gets as many cntact numbers and s frm each team as pssible. Any team wh has nt paid their required fees will nt be entered int the Prvincial League Schedule. ROSTER REQUIREMENTS PLAYER ELIGIBILITY Midget A, AA and AAA teams are permitted t have tw (2) nineteen year ld players eligible n their rster. These players are eligible fr full league play including Prvincial Champinship play. Hwever, 19 year lds are currently nt eligible t participate in either Baseball Canada r Western Canada events. Player eligibility is based n the fllwing age divisins (see Cmmunity divisin exceptin belw): Msquit May nt turn 12 r lder in 2013 (recmmended birthdates) Pee Wee May nt turn 14 r lder in 2013 (recmmended birthdates) Bantam May nt turn 16 r lder in 2013 (recmmended birthdates) Bantam Girls May nt turn 17 r lder in 2013 (may play in Bantam bys divisin and are eligible t cmpete at Prvincial Champinships) Midget May nt turn 19 r lder in 2013 (recmmended birthdates) each team (Cmmunity, Cmpetitive and Perfrmance) is eligible t have tw (2) - 19 year ld athletes n a team (brn 1994) Midget Girls May nt turn 22 r lder in 2013 (recmmended birthdates - may play in Midget bys divisin and are eligible t cmpete at Prvincials). Fr Midget Girls, Cmmunity, Cmpetitive and Perfrmance teams are eligible t have tw (2) verage female athletes n a team as per apprval by the Baseball Alberta Registrar. Msquit, Pee Wee & Bantam A Prvincial rsters may include up t tw (2) players wh are ne year ver age (may nt pitch). Players submitted n a Prvincial Final Rster ( AAA, AA r A ) may nt sign n any ther Baseball Alberta registered Prvincial team final rster during the entire seasn f play (except as an Affiliate/Pick-Up Player r Team Alberta/Team Canada). Players may nly sign ne final rster (except fr Prvincial Champinship rster as a pick-up player) and may nly be n ne rster at a time (if listed n an Initial Rster, that player may nt be listed n anther rster until remved frm that rster). AA players may play bth huse league and Prvincial AA League baseball, but may nt sign a Prvincial A rster. AAA players are mandated t be cmmitted t their AAA team slely. All players and caches listed n Prvincial rsters must be registered with Baseball Alberta (by June 1st). AAA and AA players and caches must be registered at the AA/AAA Player/Cach rate while Cmmunity/ A players and caches must be registered at the Cmmunity/ A Player/Cach rate. Fr the Baseball Alberta Prvincial League Play and Prvincial Champinships, a player may register with nly ne team, ne categry, and ne prvincial champinship in a particular seasn under baseball in Alberta except in the fllwing circumstances: As a replacement player apprved by the Baseball Alberta Registrar As an apprved player participating in the Baseball Alberta High Perfrmance Prgram r Accredited Academy As an apprved pick up player Rules, Regulatins and Requirements Pg. 7

9 2013 Baseball Alberta Prvincial League Residence Criteria If a registered player in Msquit, Pee Wee, Bantam, r Midget categry has changed his permanent place f residence t anther lcatin within the prvince, he may register with a team at his new place f residence at any time during the seasn with the cnsent f the Baseball Alberta Registrar. The fact that his permanent place f residence has changed must be supprted by a swrn affidavit and t be kept n file at the ffices f Baseball Alberta. A player wh has registered with anther baseball rganizatin, r cmes frm an area where n rganized baseball was available, and wh changes his permanent place f residence, after Baseball Alberta registratin deadlines have passed, may be granted registratin with Baseball Alberta teams upn written request t the Baseball Alberta Registrar. The fact that the player s permanent place f residence has changed must be supprted by a swrn affidavit t be kept n file at the ffice f Baseball Alberta. COACH ELIGIBILITY RESPECT IN SPORTS Respect in Sprts is a mandatry prgram fr all caches in the Baseball Alberta AAA, AA and A Leagues. The Respect in Sprts prgram is designed t give caches better tls in perfrming their duties while prtecting players frm ptential liability issues invlving harassment, abuse and bullying. Baseball Alberta feels caches will see the immediate value nce they have cmpleted the 6 (½ hur) mdules. Upn cmpletin f the prgram caches can g back t any mdule and review the infrmatin frm start t finish. This is a tl t assist caches in becming better caches and cmmunicatrs while prtecting everyne s best interest in tday s challenging wrld. Registratin and payment fr Respect in Sprts can nw be dne entirely nline. AAA & AA Teams Caching accreditatin will be checked nce initial rsters are submitted n April 19 th, The Baseball Alberta Registrar will send a letter by May 1 st t all caches nt meeting the accreditatin requirements advising them f a need t cmplete the Respect in Sprts curse. Respect in Sprts requirements must be fulfilled befre June 1 st r that cach will NOT be allwed t be n the field and remved frm Prvincial Rster. A Teams - Caches accreditatin will be checked nce initial rsters are submitted n June 14 th, The Baseball Alberta Registrar will send a letter t caches nt meeting the certificatin requirements advising them if the Respect in Sprts nline curse is nt cmpleted by the Prvincial Champinship weekend (July 19-21) then that cach will nt be allwed n the field and remved frm Prvincial Rster. NATIONAL COACHING CERTIFICATION PROGRAM (NCCP) REQUIREMENTS Caches will be required t take the NCCP curses crrespnding t the age grup and level f play. Please see the Caching Requirement chart at Baseball Canada has als develped a caching requirements table n their Caches Crner ( where all caches can find their specific requirements alng with infrmatin regarding the Making Ethical Decisins Mdule (MED), hw t check NCCP status and where t register fr wrkshps. Baseball Alberta accreditatin meets the requirements t participate as a head r assistant cach at all levels f Baseball Canada and Western Canadian Baseball Assciatin champinships AAA & AA Teams Caching accreditatin will be checked nce initial rsters are submitted n April 19 th, The Baseball Alberta Registrar will send a letter by May 1 st t all caches nt meeting the accreditatin requirements advising them f what NCCP wrkshps are required. Caches are required t cmplete all classrm/n-field wrkshps befre prvincials in rder t be added nt the Prvincial rster. The Registratin Crdinatr will d anther fllw-up by June 14 th. Caches still needing accreditatin will be sent a final warning and be advised f final wrkshp times Baseball Alberta is ffering r where t find a required curse nline t meet requirements. NCCP requirements must be fulfilled Rules, Regulatins and Requirements Pg. 8

NOTE: Making Ethical Decisins (MED) Online Evaluatin must be cmpleted befre June 1 st. Caches will need t g t and cmplete the Cmp-Int MED. Please MED results t registrar@baseballalberta.cm Caches nt cmpleting the MED by June 1 st will be remved frm their rster. NOTE: AA Tier 1 requirements fr 2013 have changed t meet the Western Canadian Baseball Assciatin (WCBA) Champinship caching requirements. Head caches will be required t have Reginal Certified status and assistant caches must be Reginal Trained. Please see the caching Certificatin Requirement chart n page 72 fr wrkshps required. A Teams - Caches accreditatin will be checked nce initial rsters are submitted n June 14 th, The Baseball Alberta Registrar will send a letter t caches nt meeting the certificatin requirements advising them if the Initiatin Online Mdule is nt cmpleted by the Prvincial Champinship weekend (July 20 th ) then that cach will nt be allwed n the field. All caches MUST be registered in the new NCCP system. Simply g t and register. New caches will be required t pay $37.45 t enter the system and receive access t the Online Initiatin mdule. Once this mdule is cmpleted they will have access t register in any scheduled NCCP baseball wrkshp in Alberta. Caches wh have already taken the Level 1 Technical in the ld NCCP system may check the bx stating that they have dne s and the $37.45 fee will be waived. ALL NON COMPLIANT COACHES WILL BE REMOVED FROM ROSTERS Initial and Final Rsters Msquit - Midget categries shall be permitted t register up t 18 players. NrWest League teams may register up t 20 players. Only players and caches listed n an Apprved Initial Rster (up t May 20 th fr AAA ; up t May 31 st fr AA ) r an Apprved Final Rster (June 1 and later) may play in Prvincial League games. Any player wh has nt submitted and/r been granted apprval fr transfer will nt be apprved and will be remved frm the rster and ineligible fr play. N rster additins may be made after the Final Rster submissin date (except fr a player mving int the area wh must apply t the Registrar) s all transfers fr new players must be in the Baseball Alberta Office n later than nn n the rster submissin date. After the Final Rster submissin date, the nly rster changes allwed will be based n Replacement Players. Each subsequent rster change/replacement will be subject t a $25 prcessing fee. Player Transfer AAA, AA and A A player wh lives utside the bundaries/city limits f the team he/she is wishing t play fr must first register with the clsest Baseball Alberta Assciatin within their zne Hme Assciatin and pay the Baseball Alberta Player Registratin fee (Cmpetitive fee fr AAA / AA r Cmmunity fee fr A ) thrugh the Hme Assciatin (wh must then register and prvide payment fr that player as f June 3 rd, 2013). The Hme Assciatin may charge that player up t $25 fr administrative csts. The player may then apply t transfer thrugh the Transfer Request Applicatin. The transfer request must be signed by bth the President f the utging Assciatin and the President f the receiving Assciatin t indicate their apprval r denial f such transfer. The transfer frm, required letter and $25 fee must be delivered t Baseball Alberta (n faxed/ ed cpies r frms withut payment will be accepted) n later than Nn n the Initial/Final Rster submissin date. These assciatins must be able t demnstrate, thrugh the applicatin prcess, that there is a necessity t wrk tgether t frm a team at an age categry. These assciatins must fill ut the Assciatin Transfer Applicatin and have signatures frm all Presidents invlved (the transfer fee f $25.00 des nt apply) Deadlines fr Assciatin Transfer Applicatin will be the same as the abve deadlines fr individual player transfers. NEW FOR 2013 AAA Transfers Only Players wh transfer frm their Hme Assciatin t play AAA level baseball in 2013 need t carefully cnsider their chice f AAA Assciatin. AAA level players wh have played the previus tw seasns with a AAA Assciatin and wish t transfer t a AAA Assciatin in 2013 that is different frm the AAA Assciatin that they played fr in these previus tw seasns will have an additinal requirement t cmplete in additin t the standard Player Transfer requirements. These players will require signatures frm the Incming Assciatin President, the utging (Hme) Assciatin President, and the 2012 AAA Assciatin President. If either r bth the utging (Hme) Assciatin President and AAA Assciatin President denies (r refuses t sign) the transfer request, the player may still submit the transfer request and $25.00 prcessing fee. This will be cnsidered an appeal and be decided by the Registrar. If a player wishes t appeal past the Registrar, the Executive f Baseball Alberta will have final ruling n the matter. In simple terms, nce a player enters the AAA level f play in Baseball Alberta and plays fr tw seasns with a AAA Assciatin, that player will require the AAA Assciatin t prvide a release in rder t be able t play fr a different AAA Assciatin. Hwever, there are tw situatins where a transfer signature frm the AAA Assciatin is nt required. First, where a Hme Assciatin that previusly entered AA level teams decides t enter a AAA level team, this Hme Assciatin des nt require releases frm the previus AAA Assciatin fr its players. Secnd, when a AAA level player leaves the AAA level and plays a minimum f ne seasn at the AA level, this player is treated as if entering the AAA level and des nt require a release frm the previus AAA Assciatin. There will be an additinal charge f $ t any player wishing t appeal beynd the transfer decisin made by the Baseball Alberta Registrar. Appeals will be brught frward t the Executive Cmmittee upn receipt f payment. N player, cach, team, club, league, r assciatin shall attempt t induce a player (minr categries) f any ther club t leave that club r zne. Any persn wh attempts t induce a player f any club/zne shall be deemed t have cmmitted an ffence and subject t a penalty with such penalty being decided by the Baseball Alberta Bard f Directrs. Fr players wh have transferred in previus seasns, the Hme Assciatin may elect nt t cllect a registratin fee. Players MUST cmmunicate with their Hme Assciatin President r designate their intentin t request a player transfer including identifying the Assciatin that they wish t transfer t as part f the initial registratin prcess. Players may btain the necessary Assciatin transfer signatures in any rder. Hwever, the Hme Assciatin President may require that the transferring Assciatin President prtin f the frm be cmpleted first in rder t prevent blank cheques transfers. The cmpleted Player Transfer Request Frm(s) with the ratinale letter must be sent t Baseball Alberta alng with the required player transfer fee. Upn transfer, the Hme Assciatin MUST refund the registratin fee charged t the player. Nn-refundable fees identified at registratin such as administratin r try ut fees are nt included in this requirement. Upn transfer, players MUST cntact the Assciatin Registrar, register and pay the full registratin fee t the Assciatin that they are transferring t. Upn Transfer cmpletin, the Assciatin that the player has transferred t must register the player with Baseball Alberta and submit payment f the Baseball Alberta registratin fee. Assciatins submissin f player registratin fees must indicate thse players that have transferred in and/r ut f the Assciatin in rder t recncile the ttal number f registered players. Prf f Eligibility Teams must submit their Apprved Initial/Final Rster t the Official Screkeeper with their game line-up card at least 15 minutes prir t scheduled game time. Only players wh are listed n the Apprved Rster will be allwed in the line-up (except fr Apprved Affiliate players see Affiliate Player sectin). If a team cannt prduce their apprved rster, the game will still be played and a cpy f the line-up card must be submitted with the Game Summary Reprt. If it is cnfirmed that an ineligible player was used, the ppsing team will have the chice f either taking the game result r a frfeit win and the ffending head cach will be subject t disciplinary actin. All apprved players and caches must be registered (and paid) with Baseball Alberta by June 3, Any player r cach wh is unpaid as f June 14 may be suspended frm play until payment is made in full. Affiliate Players N Affiliate players will be permitted fr use at the Prvincial Champinships. If a team s rster falls t 10 players r lwer fr the Prvincial Champinships, that team may apply t Baseball Alberta t pick-up 1 player frm an Assciatin at Baseball Alberta s discretin. Teams must prvide dctr s ntes r ther supprting infrmatin fr the lack f players in rder t activate this prcess. The affiliate prgram is in place t prvide caches with an ptin t pick-up players frm a lwer categry/divisin in the event f unfreseen circumstances where their rster wuld drp belw the riginal size. Caches have the ptin t bring their rster size up t its riginal rster size utilizing affiliates. Fr example, if a team s riginal rster size is 16 players and 3 players are injured and unable t play that cach can ptentially affiliate 1 3 players. This is nt in place t add depth t the team s current rster, but as an emergency back up plan. Caches will still be required t prvide infrmatin and reasning fr the player wh is being replaced. AA and AAA teams may affiliate up t 7 players frm a lwer categry/divisin f play. N affiliates will be allwed fr the A divisin. All affiliate players must be apprved by Baseball Alberta prir t them being eligible t play. Each AAA team may draw frm their A / AA base (including lwer age categries) r frm A / AA and/r lwer age categries within a 75 km radius. Each AA team may draw affiliates frm their wn Assciatin huse/ A league r frm any Assciatin within 75 km wh des nt have a AA team at that age categry. In the event that there are teams that d nt have any assciatins within the 75 km radius then that team may apply t Baseball Alberta fr affiliate apprval frm utside f the 75 km radius. In rder t affiliate a player, the cach must cntact the player s team cach fr cntact infrmatin and then discuss the ptin with the player s parent(s) unless the player is 18 years f age. Each team must submit the Affiliate Player Applicatin (cmpleted and signed by the affiliate s parent unless 18 years f age) alng with a $25 prcessing fee t Baseball Alberta at least 3 wrking days prir t first game t be played. Baseball Alberta will frward an updated Affiliate Player Tracking Sheet with the apprved player s name n it. In rder t utilize an affiliate, the cach/team manager must cntact the affiliate player s team cach t determine availability and t als discuss hw the player will be utilized (caches shuld cme t agreement f innings/pitch cunts t be pitched as thse innings may affect the affiliate player s team). If the affiliate s team has a league (Prvincial League r huse league) game, that player will nt be available. If that team has a turnament, the player will nly be available if apprved by bth the cach and parent/player. If that team has a practice r exhibitin game scheduled, the player will be deemed available. Any cach abusing this prcess will be disciplined by Baseball Alberta. If deemed available after due prcess, the cach must then cntact the player s parent(s) unless the player is 18 years f age. The Affiliate Player Tracking Sheet must be prvided t the Official Screkeeper alng with the line-up card. The fficial line-up card must identify the player with AFF beside the player s name. The Official Screkeeper will fill in the date f the game played (regardless f whether that player ever plays an inning and nce n the fficial line-up, that player will be charged with ne game played) and return the Tracking Sheet t the team. The Official Screkeeper will identify Affiliate Players n the Game Summary Sheet and Baseball Alberta will update each team s master Affiliate Tracking Sheet t be kept at Baseball Alberta. Affiliate players may nly sign with ne team and may nly play up t 5 games thrughut the entire schedule. Once a player s five (5) games are cmplete, that player s eligibility fr Affiliatin will be denied fr the remainder f the seasn. (The Registrar may nly extend affiliate player s maximum number f games in the event that a team lses a player(s) t Team Alberta/Team Canada pprtunities and has used up all available affiliate player games) Rster Replacements In the event that a team lses a player fr the lng term, that team may apply t Baseball Alberta fr a rster replacement, accrding t Rster Replacement Rules (belw). All Rster Replacement applicatins will need t be delivered t the Baseball Alberta Office by 4 pm at least 4 business days prir t needing the player fr a game and must include a $25 prcessing fee and supprting dcuments (medical nte, letter frm family indicating they are mving frm the area, etc.). Teams requesting replacements in Midget and lwer categries must btain the authrizatin f the Registrar, whenever a team s rster is reduced t fewer than 12 players (15 players fr Midget AAA ) because f injuries, death, r players having mved frm the area. Replacement players may be added as required up t a 12 player maximum (15 player maximum fr Midget AAA ). The sle bjective f allwing a team t replace injured r deceased players, r players having mved (frm the area) under this rule, is t ensure that the remaining players n the team are nt in the psitin f having t frfeit a game due t a shrtage f players. A replacement player must be registered with Baseball Alberta in the current playing year as f June 1st, but cannt be frm a higher divisin f play r be n any ther prvincial rster. A player n a suspended team shall remain eligible fr replacement as per replacement guidelines. A player wh has been placed n a disabled list must be supprted by a medical certificate. Replacement players nt drpped shall be cnsidered part f the riginal rster. 15 2013 Baseball Alberta Prvincial League TEAM REQUIREMENTS PERFORMANCE AND HOSTING BONDS Each team registering shall be required t pst a perfrmance bnd and pay the required team fee. The perfrmance bnd will be returned by September 30 th if all cmmitments have been met. Suspended teams will frfeit their entire perfrmance bnd and be subjected t a three year prbatinary perid, during which time the perfrmance bnd will be $500 fr each team. Any team nt paying all fees as utlined by the scheduling date f Baseball Alberta League play will be denied participatin int the Baseball Alberta League. If an assciatin has five r mre teams entering varius playff categries, such assciatin r club may request t pst ne bnd and submit an affidavit guaranteeing t pay the ther bnds if cmmitments are nt met, except in the case f suspended teams. Prvincial champinship hsting bnds will be returned upn receipt f a Turnament Directr reprt shwing that all cmmitments have been met. Baseball Alberta shall have the right t ffset any utstanding accunts against any refunds frm perfrmance and r hst bnds. PARTICIPATING TEAMS All participating teams (including hst) will be respnsible fr paying the hst site fr ne umpire game fee per game played in the 2013 Baseball Alberta Prvincial League. The nn-hst teams will pay the hst site the required game fees prir t their first game. If games are rained ut, the hst site will either return the check (if n fees are required) r will issue a reimbursement fr the games nt played. Payment t umpires must be dne prir t each game. All participating teams (including hst) will be respnsible fr supplying 2 Prtest Cmmittee members t sit n the Prtest Cmmittee fr the games they are playing (the hme and visiting teams will each supply 2 members n the Cmmittee). All participating teams must prvide their Apprved Rster, Affiliate Player Tracking Sheet (when utilizing Affiliate Players), Weekly Pitching Reprt (Msquit/Pee Wee/Bantam/Midget) and line-up card t the Official Screkeeper at least 15 minutes prir t the game and will be respnsible fr ensuring they receive thse items back, nce checked/cmpleted, befre leaving the hst site. All Msquit, Pee Wee, Bantam and Midget teams must fax their weekly pitching reprts int Baseball Alberta by Wednesday f the fllwing week. N team will need t prduce apprved Transfer Requests as all players listed n the Apprved Initial/Final Rster will be apprved by Baseball Alberta (transfers will be deemed apprved). Team rsters, duly authrized by the Registrar must be prduced at all Baseball Alberta League Games/Prvincial Champinship. Any team entering the Baseball Alberta League withut having all players, caches, and managers prperly registered will be subjected t disqualificatin frm that game, and subject t fines r suspensin. 17 2013 Baseball Alberta Prvincial League LEAGUE FORMAT AND SCHEDULING RAINOUTS AND SCHEDULING Teams must give Baseball Alberta at least 2 weeks ntice f turnaments, graduatins r any ther circumstance where their team is unavailable t play. If inadequate time is given (less then 2 weeks) t Baseball Alberta, then that team will be frced t take a frfeit lss. Failure t cmplete league scheduled games culd result in the suspensin f the team fr Prvincial Champinship play at the discretin f Baseball Alberta. Games shuld nly be cancelled fr weather if the field is unplayable r it is unsafe t play due t the cnditins. If games must be cancelled due t pr weather, the hst team is respnsible fr ntifying the umpire crew (if their phne numbers have been prvided) r the Zne Umpire Supervisr (listed n Teams are respnsible fr making up games and must crdinate the date/time/place and frward t Baseball Alberta by 4 pm at least 4 days prir t the anticipated game. If the fur days ntice is nt pssible, the Zne Umpire Supervisr will d their best t try t assign umpires. Baseball Alberta will then frward the request directly t the Zne Umpire Supervisr wh will cnfirm with the team if umpires are available. Any games that are nt made up by the end f the rund will either be struck frm the schedule (if there was n pssible way t make that game up due t timing/weather) r result in a lss assigned fr the team(s) unable r unwilling t replay the game. N team will receive a win fr a game that was nt played. Any team refusing t travel t play a game may als lse their team s perfrmance bnd and will be disciplined further thrugh suspensin. Teams wh meet in turnament play may elect t use that game fr Prvincial League results, but must agree befre the game and must prvide an Official Screkeeper t fill ut all the necessary game reprts and sheets (must fllw rules fr pitching and use f affiliates/eligible players). Any team/hst site that must cancel a game (ther than weather reasns) must prvide ntice by 4 pm at least 2 days prir t the game r the team wh is cancelling the game will be charged full umpire game fees fr the game scheduled. All rainut games and rescheduled games must be cmpleted 5 days befre the scheduled Prvincial Champinship weekend fr each cmpetitin level. ROUNDS OF PLAY AAA Divisin The Baseball Alberta Prvincial AAA Baseball League will be split int 3 runds f play (May, June and July). Pee Wee and Bantam Rund 1 Develpmental in apprach with easing f rules s that teams may develp their players (see Rules Sectin) Runds 2 & 3 Winning percentage frm Runds 2 and 3 games will determine final standings fr Prvincial Champinships. 20 2013 Baseball Alberta Prvincial League UMPIRE S Membership shall be pen t any persn wh is interested in fficiating in baseball. An annual registratin fee as prescribed in the schedule f fees shall be assessed. T fficiate in League, Prvincial r Western Canada Champinships, an umpire must attend a clinic in the current year, write a written examinatin, and pay the prescribed registratin fee t that clinic. Level fur and level five umpires must attend a level fur/five clinic and pass a written examinatin each year. In additin, level fur and level five umpires must pass tw field evaluatins every year, and are persnally respnsible fr arranging their evaluatin with the Prvincial Supervisr f Umpires. All fficiating at Baseball Alberta League, Prvincial Champinships and Western Canada Champinships shall take pririty ver all leagues, turnaments, and/r ther playff games. Baseball Alberta shall have the authrity t suspend any umpire fr miscnduct r incmpetence. Any suspensins may be appealed t the Executive Cmmittee in writing within 30 days. The Prvincial Supervisr f Umpires r his designate shall make umpire assignments fr all Baseball Alberta League games and Prvincial Champinships, as well as Western Canada Champinships held within prvince and Natinal Champinships as designated by Baseball Canada. In League games, at least tw certified umpires must be n the field. In Prvincial Champinships, at least three certified umpires must be n the field. In Western Canada Champinships, at least three certified umpires must be n the field, and at least ne umpire MUST hld a valid Natinal Certificatin (level 4-5), and ne natinally certified umpire must be at the field at all times. When these arrangements are deemed impssible due t distance factr r lack f Baseball Alberta umpires in the general area, then the Prvincial Supervisr must be ntified. The Prvincial Supervisr r his designate may, after reviewing the circumstances, issue special instructins. N umpire shall participate in any playff game, series, r turnament in which the umpire may be in a cnflict f interest. Any cnflict f interest shall be reviewed by a cmmittee f three, cmprised f the Zne Directr, Turnament Directr, and Umpire Cmmittee representative. Shuld it be necessary t replace an umpire due t cnflict; that replacement shall be at the decisin f the Umpire Cmmittee representative. UMPIRE SCHEDULING Umpires fr all Baseball Alberta Prvincial League games will be assigned thrugh the Prvincial Umpire Cmmittee. The Prvincial Umpire Cmmittee will be prvided with all the schedules and will crdinate umpire assignments. The Prvincial Umpire Cmmittee will make every effrt t allcate lcal umpires, as lng as prperly certified umpires are available. If ut-f-twn umpires are assigned, the hst site will receive that infrmatin prir t hsting s they can be prepared t pay mileage and/r accmmdatin fr the umpire(s). The hst site is respnsible fr crdinating umpire accmmdatin, where necessary. Any team/hst site that must cancel a game (ther than weather reasns) must prvide ntice by 4 pm at least 2 days prir t the game r the team wh is canceling will be charged full umpire game fees fr the game scheduled. 24 2013 Baseball Alberta Prvincial League NEW FOR Extra-Inning Game Prcedure Pee Wee t Midget Categries If the game is tied at the cmpletin f regulatin (7 innings), the fllwing prcedures will be implemented during extra innings: Each team will begin the extra inning (and any subsequent necessary extra innings) with a base runner n first and secnd, n uts. (See example belw t cnfirm wh is n first and secnd) The batting rder f the extra inning r any subsequent innings will be determined by hw the previus inning ended (see example belw t cnfirm wh is at bat) The traditinal system f the visiting team hitting in the tp f the inning and the hme team hitting in the bttm f the inning will remain in effect until a winner is determined. Example: If the last regulatin inning ends with the #6 hitter having the last plate appearance, then the extra inning begins with the #7 hitter at bat, and the #5 hitter at secnd base and the #6 hitter at first base. With the exceptin f beginning the inning with runners n first and secnd base with n ne ut, all ther League Rules and Baseball Canada rules will remain in effect during extra innings required t determine a winner. *This rule will be applied t all Baseball Alberta League Games and the Rund Rbin prtin f the Prvincial Champinships. PEE WEE and BANTAM AAA Rund 1: Baseball Canada rules (including pitching restrictins/limitatins) except fr the fllwing: Unlimited Substitutin every player present will be placed n the line-up card in the batting rder and will all bat in rder; players are allwed t mve in/ut defensively withut restrictins except that if the pitcher leaves the mund defensively (fr anther psitin r t sit ut a defensive inning), that pitcher may nt return t the mund r catch in the same game; any player wh becmes injured r must leave the game will be skipped in the batting line-up with n penalty Mercy Rule is in effect (10 run differential when the lsing team has cmpleted their 5 th ffensive inning) The designated hitter may be utilized at the Bantam AAA level fr runds 2 & 3 f regular seasn league play. Teams can play unlimited innings t break any ties. In the event f the game having t be stpped due t darkness, weather, curfew, and/r mechanical failure, the game will be reverted back t the last cmpleted inning and will be recrded as a tie game. This is a safety and an interference rule. Whether the defense culd have cmpleted the duble play has n bearing n the applicability f this rule. This rule pertains t a frce-play situatin at any base, regardless f the number f uts. a. On any frce play, the runner must slide n the grund befre the base and in a direct line between the tw bases. Exceptin A runner need nt slide directly int a base as lng as the runner slides r runs in a directin away frm the fielder t avid making cntact r altering the play f the fielder. Interference shall nt be called. (1) On the grund means either a head-first slide r a slide with ne leg and buttck n the grund befre the base. (2) Directly int a base means the runner s entire bdy (feet, legs, trunk and arms) must stay in a straight line between the bases. b. Cntact with a fielder is legal and interference shall nt be called if the runner makes a legal slide directly t the base and in the baseline extended (see diagram). Apprved Ruling. If cntact ccurs n tp f the base as a result f a pp-up slide, this cntact is legal. c.
