He wanted t clarify his public cmment frm the July 18 th meeting minutes n p. 23 regarding the Wrk Plan. He said that he either attended the Samtrans CAC meeting r the Samtrans Bard Meeting, where they demnstrated a Samtrans app that als included Caltrain ruting infrmatin. 2 sftware issues. He said that he desn t wn a car and cmmutes n Caltrain, all alng the Peninsula, fr wrk. He is excited t be a vice fr the passengers f Caltrain. Chair Brian Shaw advised that there is anther appintment frm San Mate Cunty that is due and that the CAC may have anther member jining, with the Bard s apprval, in September. COMMITTEE COMMENTS N cmmittee cmments RAIL SAFETY EDUCATION & SUICIDE PREVENTION Tasha Barthlmew, Cmmunicatins Officer, presented the Rail Safety & Suicide Preventin presentatin Overview: Dn t Shrtcut Life Public Educatin Prgram Suicide Preventin Initiatives September Activities Rail Safety Mnth Suicide Preventin Week Dn t Shrtcut Life (Operatin Lifesaver): In partnership with Operatin Lifesaver, Caltrain has a public educatin prgram in place called Dn t Shrtcut Life that ffers free rail safety presentatins t the cmmunity. Operatin Lifesaver is a natinal nnprfit public safety educatin and awareness rganizatin dedicated t reducing cllisins, fatalities and injuries at grade crssings, as well as trespassing n r near railrad tracks. Three E s f Rail Safety: Educatin Engineering Enfrcement Educatin: Rail Safety Presentatins are given t the cmmunity such as: Students (Pre-K t High Schl) General adult audiences Driving schls Family/Hmeless shelters Since 2013, Caltrain staff has made nearly 150 presentatins t apprximately 10,300 individuals Page 2 f 12

3 Engineering: Presentatins include imprvements being made alng the crridr such as: Grade crssing imprvements in Redwd City at Whipple, Main and Bradway. At Bradway, new pedestrian gates were installed alng with new pavement markings. Grade Separatin 25th Ave San Carls Belmnt San Brun Grade separatin imprves safety. Enfrcement Transit Plice The Transit Plice Unit f the San Mate Cunty Sheriff s Office serves as the law enfrcement arm f Caltrain Transit Plice patrl the Caltrain crridr and are engaged in enfrcement activities that have prven effective at preventing further lss f life thrugh: Crisis interventin training. The training helps them recgnize peple wh may be a threat t themselves and allws the Transit Plice t refer individuals fr treatment The Mnthly Safety and Security Reprt can be fund n Caltrain.cm Unfrtunately thugh, nt all lives can be saved n the tracks and fatalities happen n the Caltrain crridr. Tasha stated that it is her jb alng with the scial media team t cmmunicate when incidents ccurs. She has wrked very clsely with the lcal news media abut respnsible reprting as it relates t fatalities n the railrad tracks, especially if it appears t have been intentinal. Each year, Caltrain experiences numerus fatalities alng the rail crridr frm San Francisc t San Jse and beynd. While the Transit Plice is the lead investigatr f these incidents, the final cause f death is determined by the crner r medical examiner in San Francisc San Mate Cunty r Santa Clara Cunty. Caltrain addresses suicides and wrks with the lcal cmmunities t help stp suicides as best it can. Suicide Preventin Initiatives Cmmunity partnerships: San Mate Cunty Suicide Preventin Cmmittee Santa Clara Cunty Suicide Preventin Advisry Cmmittee Prject Safety Net (Pal Alt) Tasha stated that suicide is the 10th leading cause f death amng Americans. Fr nearly a decade, Caltrain has engaged numerus behaviral and mental health rganizatins in San Francisc, San Mate and Santa Clara cunties t address the rt causes f suicide and t help be part f the slutin. Crisis Text Line: In December 2016, Caltrain frmed a partnership with Crisis Text Line Page 3 f 12

5 Member Larry Klein referred t page 6 f the presentatin, regarding grade crssing imprvements, and pinted ut the yellw striped bump n the far tracks between the tw rails. He asked whether this bject will help prevent drivers frm driving n the tracks as this yellw striped bump is nt at all grade crssings and wuld help imprve safety. Je Navarr, Deputy Chief, Rail Operatins, stated that he wuld like t further imprve the safety at grade crssings and that nce Unin Pacific agrees t wrk arund General Order 26, Caltrain will lk at placing smething higher and bigger t detur drivers frm driving n the tracks. Hwever Je will take a clser lk at this yellw striped bump lcated between the rails as a pssible ptin. Member Cat Tucker asked hw ne requests a Rail Safety Educatin presentatin. Tasha respnded t cntact her directly at cmmunicatins@samtrans.cm. Cat thanked Tasha fr keeping track f the incidents and asked whether she als tracked incidents by lcatin. Tasha cnfirmed that the agency als keeps track f incident lcatin. Member Kevin Burke asked fr clarificatin f interventins. Tasha explained that an interventin is when Transit Plice remves a trespasser frm the tracks. Tasha explained that any individual n the tracks are cnsidered trespassers. Kevin als asked hw staff measures hw well suicide preventin is ding and whether there are metrics and/r bench marks t cmpare against. Tasha said that her team des nt have data t cmpare t. She mentined that she des receive reprts frm Crisis Text Line and as f yet, she determined that nt a lt f peple are texting. Tasha said that she will request data frm the 800 number and will reprt back t the CAC with that data. Kevin als asked whether fatalities n the tracks are a surce f liability t Caltrain. Tasha stated that she des nt have that infrmatin. Je stated that there are measures in place t prevent peple frm entering the tracks and individuals that trespass have entered the tracks illegally. Kevin asked with electrificatin and the ability fr trains t decelerate faster, whether staff prjects that it will help prevent suicides. Je respnded that the braking rate will be better; hwever it is difficult, when smething sudden and unexpected ccurs, t stp quick enugh t avid a strike. Kevin als asked where strikes ccur mst and Tasha respnded that mst times they ccur at grade crssings. Member Paul Escbar thanked Tasha and Je fr the presentatin. Paul stated that suicide is the 10 th leading cause f death and the 2 nd leading cause amng yuth, ages Paul bserved n page 10 f the presentatin that in 2009 there was a significant increase that lasted thrugh 2015 and dips in 2016 and asked whether staff had insight as t why the reductin f deaths n the tracks. Tasha stated that she des nt have a definitive answer, hwever wuld hpe that part f it is due t the targeted utreach, educating the cmmunities n Rail Safety and Suicide Preventin by the Agency and Transit Plice remving trespassers, recgnizing peple wh are threats t themselves and/r t thers and referring these individuals fr treatment. Paul asked in what cmmunities these ccur mst. Tasha respnded that they happen in all cunties, hwever they ccur mre in San Mate Cunty and Santa Clara Cunty than in San Francisc Cunty. Paul asked fr demgraphics. Tasha respnded that it is mstly adults; middle aged white males. Paul asked whether there is targeted utreach fr adult white males. Tasha said that Santa Clara Cunty has radi spts Page 5 f 12

6 during the sprts cast and have talked abut putting infrmatin n casters at sprts bars. Paul asked t prvide details n hw Caltrain wrks with its Cmmunity Partnerships. Tasha said that Caltrain meets with the Cmmunity Partners mnthly t talk abut the issues that are ging n. Lately, Caltrain has been cllabrating with San Mate Cunty n ideas fr Suicide preventin week. San Mate Cunty will fcus n the LGBTQ cmmunity. Paul then asked abut Rail Safety mnth activities and Caltrain s fcus in Redwd City. He asked whether there are ther teams that have ther fcus areas. Tasha advised that Caltrain is a part f the Nrthern Califrnia Rail Safety Team and is made up f ther Rail Agencies and the CPUC. This year Caltrain s Rail Safety fcus will be in Redwd City. Paul asked Je what the build lks like in rder t prevent mre deaths by suicide. Je respnded that being in the railrad industry fr ver 35 years that it is almst impssible t stp. What staff will cntinue t d is educate the cmmunities that there is help. Je went n t say that staff has an nging fencing prgram that wrks n putting up additinal fencing alng the right f way. Paul ended his cmment by asking staff t let the cmmittee knw whether there is anything they can d t supprt these effrts. Member Cat Chang asked staff what hw it plans t allcate effrts as there may be a limit t hw effective engineering can be and asked whether there will be additinal investment in educatin and/r enfrcement. Tasha said that her team will be strategizing as electrificatin is appraching. In the meantime, her fcus is t certify mre f the Caltrain staff t cnduct Rail Safety Presentatins and Suicide Preventin. Cat suggested adding a 4 th E, fr Engagement which ges beynd the educatin piece. Tasha thanked Cat fr her suggestin. Vice Chair Ricard Valenciana asked whether staff is targeting the hmeless ppulatin. Je respnded that staff is wrking with Transit Plice t tackle this issue. He will schedule staff frm anther department t further present n this tpic t explain the clean-up plan f the right f way. Chair Brian Shaw wuld like t place this item n the Wrk Plan fr whenever staff is ready t present. Chair Brian Shaw asked whether it is always the Transit Plice that intervene with trespassers. Tasha respnded that Transit Plice wrks with ther law enfrcement agencies and cnfirmed that it is always law enfrcement interventin. Chair Shaw suggested, time allwing, cmpleting cmparisns t ther railrads, cmparable t Caltrain, t determine whether numbers are typical fr a railrad like Caltrain. This will help identify and determine that these effrts are making a difference and the need fr cntinued resurces and supprt. Member Paul Escbar wuld like t hear back n the cmparisn t sister agencies and hpes t see best practices shared t help prevent fatalities n the tracks. Member Larry Klein requested fr a further breakdwn f the reprt in the nn-suicide deaths categry, t identify vehicle related deaths. Chair Brian Shaw requested this presentatin t be an annual reprt t the CAC and requested it t be added t the Wrk Plan as a standing item. Tasha acknwledged that it wuld be a gd time f year as it falls n the mnth prir t Rail Safety mnth. Page 6 f 12

7 Public cmment: Jeff Carter, Millbrae, appreciates the presentatin and staff s effrts t prevent suicide. Jeff requested the mnthly Safety and Security reprt presented t the JPB Bard be made available nline fr the public. Rland Lebrun, San Jse, said that there are several missed pprtunities. Fr example at Sunnyvale, funds are being used t rebuild Caltrain s statin; hwever he desn t see funds being used t increase safety measures and is part f the statin design. He submitted a prper statin design in the CAC packet. He stated that if a train des nt stp at a statin, that train shuld nt pass thrugh near the platfrm. The design shws trains passing behind a barrier wall. This barrier wall will help prevent a passenger gaining access t these trains that blw by statins and will als prevent passengers frm being sprayed with debris while waiting n the platfrm. Rland said that staff may be interested in Ria Hutabarat L s prpsal. Dug DeLng, Muntain View, said that when it cmes t vehicle vs. trains, we are faced with a new prblem; drivers are lking at and fllwing their navigatin systems, instead f utside their windshield. There is a natinal database that indicates the lcatin f all grade crssings, hwever the navigatin system des nt warn drivers f these grade crssings. He stated that the navigatin system manufactures are negligent in warning users f the hazards f rail crssings. Adrian Brandt, Redwd City, has been riding Caltrain since 1979 and said that it is imprtant t understand a prblem in rder t address it prperly. He stated that there is a prblem with the fatality reprting because when the crner finds n evidence f a suicide, thse deaths are categrized as nn-suicides. In the presentatin, nnsuicide is reprted t be at 29% and is high fr nn-suicides and believes that number includes true suicides. Adrian analyzed deaths by train fr the past tw years, and five ut f fifteen deaths ccurred in Redwd City, fur f fifteen were at grade crssings, that s tw-thirds f deaths that ccurred away frm grade crssings and nly ne ut f fifteen invlved a vehicle. Adrian requested staff t use three categries ging frward, Suicides, Nn-Suicides and Indeterminate. Tday the indeterminate deaths are categrized in the nn-suicide categry and exaggerate the number f accidental strikes. In his pinin, he believes that in the past 2 years, 14 ut f 15 deaths are suicides. Adrian asked whether thse individuals that are cited fr trespassing, are cunted as interventins and whether the interventin data is accurate and d nt include the hmeless living alng the tracks. Adrian asked fr better statistics in rder t allcate resurces better. CALTRAIN BUSINESS PLAN UPDATE Melissa Reggiard, Principal Planner Caltrain Mdernizatin and the Deputy Prject Manager fr the Caltrain Business Plan, presented the Caltrain Business Plan Update. Member Larry Klein stated that electrificatin and increasing capacity is critical in the shrt term and lng term t make Caltrain viable. Larry asked whether Bay Area issues such as traffic and husing are in the business plan. Fr example, the cncept f Page 7 f 12

8 utilizing surface level parking with husing abve as well as cmmercial infrastructure as a lng term incme stream. As far as utreach, hw des Caltrain envisin capturing rider stakehlder s input n a per cunty basis ther than standing cmmittees and cunty/city staff? Melissa stated that staff is currently develping a public utreach strategy which may include several methds fr btaining input frm different ppulatins that include current riders and future riders and beynd that t include the general cmmunities Caltrain perates thrugh. Melissa stated that there will be mre infrmatin t fllw this fall. Member Cat Tucker stated that althugh this is a 2040 business plan, she did nt see much f Suth Cunty included althugh she understands that it is Unin Pacific territry. She stated that Gilry is the fastest grwing city in Santa Clara Cunty. Melissa respnded that staff will certainly lk at ptentially increasing service levels t Gilry as part f the service planning element and is wrking with High Speed Rail. She stated that Caltrain cannt plan a blended service withut High Speed Rail as a partner. Melissa stated that Caltrain has a limited cntrl ver that prtin f the crridr as Caltrain des nt wn it. Melissa stated that there will be mre infrmatin t fllw. Member Kevin Burke stated that he wuld like t see mre pedestrian traffic and density arund Caltrain statins. He went n t ask what plans are in place t build arund Caltrain statins with the city s input. Melissa advised that thrugh the cmmunity interface assessment, Caltrain will be hlding meetings t understand the city s gals and pririties fr the crridr and what has wrked well in the past and what has nt. Member Paul Escbar thanked Melissa fr her presentatin. Paul asked, regarding the business plan develpment, what is Caltrain s apprach when thinking abut future pssible scenaris. Melissa advised that this tpic will be the fcus f next mnth s written business plan presentatin and mre details will fllw. Paul wuld like t see mre flexibility arund new and develping technlgies fr example with autmated vehicles. Member Cat Chang is excited t see the analysis arund the ecnmic drivers f demand. Cat suggested lking at substitutes and cmpetitin fr Caltrain service ver the next 20 years. Cat als reiterated lking at all f Caltrain s assets in a real estate perspective and assessing all f the pssibilities. Lastly, Cat wuld like t see technlgy in the business plan, nt just in terms f service itself, but with technlgies like the mbile app, future custmer interfaces, technlgical investments in terms f sftware and scheduling tls t help imprve service and t include integrating digital displays. Vice chair Ricard Valenciana asked whether Caltrain has cnsidered the effect BART s extensin t San Jse will have n ridership. Melissa respnded that a key part f the service planning exercise will cnsider what happens at majr terminals and whether there is needed capacity. Chair Brian Shaw suggested including BART in discussins regarding San Francisc and San Jse cnnectins when develping a 25 year business plan. He als said that a Page 8 f 12

9 key element t the Business Plan is getting trains t the Sales Frce Transbay Trainbx. Brian als mentined that there is a grwth with emplyment in the tech sectr that Caltrain needs t cnsider. He suggested learning mre abut the tech cmpanies and their business plans as it may affect an increase in ridership. Public cmment: Jeff Carter, Millbrae, stated that Caltrain is unlike a business fr prfit like an airline and likes t say that Caltrain is a publicly funded transit service that prvides reasnably priced transprtatin up and dwn the Peninsula. Jeff asked staff t lk at increasing capacity. Jeff suggested lking at stakehlder input frm nn-riders and identifying what will get them t ride Caltrain. Jeff als asked hw the business plan addresses dr-t-dr tech shuttles that are ffered free f charge t the rider. He stated that tech campuses have acres f free parking and may be cnsidered cmpetitin fr Caltrain. He als said that althugh Caltrain was cmpared t Metrlink in the business plan, he stated that Metrlink s fares are t high and ffer less capacity than Caltrain and he hpes that Caltrain can learn frm their mistakes. Dug DeLng, Muntain View, cmplimented the presentatin and appreciated the added graphics. He said that tday Caltrain is running at 130% capacity and plateauing at 65k average weekday riders. Dug stated that staff shuld cnsider a business plan that wuld carry 200k 400k rides a day and figure ut a way t handle this ptential increased capacity. In additin, Dug asked Caltrain t cnsider retail business at Caltrain statins and t learn frm BART as thse spaces are nw vacant and have prven t be prblematic. Rland Lebrun, San Jse, referred the cmmittee t their packet as he included a 40 page dcument fr their review. He said that regarding the Transbay Terminal, DTX will make it impssible t cnnect Transbay t the Eastbay. As far as the business plan, he said that it is imprtant fr BART and Ggle t be included. He encuraged everyne t attend the cmmunity meeting at the San Jse s City Hall at 6:00pm t express the imprtance f BART and Ggle being included. Regarding Suth Cunty, the ppulatin cntinues t grw and service will need t meet the increasing demand. Regarding capacity, Rland stated that all f the Baby Bullet statins need t be a quarter f a mile lng and that Caltrain needs t have trains that can carry ver 2k passengers. Rland asked staff t cnsider trains with mre capacity instead f mre trains with less capacity. Lastly he stated that Caltrain cannt risk bth safety and capacity and shuld design statins mre like Lawrence and Bayshre. Drew, San Mate, requested staff t cnsider statin lcatins and the pssibility f building new statins. Drew mentined that the Hillsdale statin has mved 800 ft. nrth and is nw clser t Hayward Park and has made a bigger gap frm Belmnt. In regards t capacity, Drew suggested t create a guideline t fllw when building arund tracks and t plan fr the pssibility f adding tracks. Drew als suggested cnsidering bitech grwth in the business plan. Adrian Brandt stated that the 2010 census data shws that within a 0.5 mile radius f the Sales Frce Transit Terminal, there are mre jbs than at any ther Caltrain statin Page 9 f 12

10 cmbined. Adrian said that this statistic is dated and emphasizes the imprtance fr Caltrain t reach the Transbay Center. Additinally, Adrian requested staff t remve cmmuter frm its title. He said that Caltrain is mre than a cmmuter rail system as it prvides mre than just cmmuter service and shuld be at BART s level f service. In additin, regarding the fare system, he stated that zne based fare is inequitable and shuld instead have statin t statin fares; distance based fares. VISUAL MESSAGING SYSTEM STATION SIGNAGE Chair Brian Shaw tabled item #9 t next mnth s meeting in the interest f time. STAFF REPORT UPDATE Je Navarr, Deputy Chief, Rail Operatins, reprted: On-time Perfrmance (OTP) July: The July 2018 OTP was 90.5% cmpared t 95.8% fr July Vehicle n Tracks There was ne day n July 27, with a vehicle n the tracks that caused train delays. Mechanical Delays In July 2018 there were 1144 minutes f delay due t mechanical issues cmpared t 603 minutes in July Trespasser Strikes There were tw trespasser strikes n July 5 and19, bth resulting in a fatality. June: The June 2018 OTP was 91.9% cmpared t 94.5% fr June Trespasser Strikes There was ne trespasser strike n June 2, resulting in a fatality. Caltrain Electrificatin Cnstructin Wrk is rganized by fur segment areas, with wrk currently ccurring in segments 2, 3 and 4. Please visit fr further wrk segment and cnstructin details. Caltrain Emergency Preparedness Exercise On July 19, frm 10:30 a.m. t 2:30 p.m. Caltrain cnducted its annual live Emergency Preparedness exercise, a federal requirement per 49 CFR Part 239. This year s exercise simulated a train versus mtr vehicle in tracks event at Bayshre Statin. Preparatin fr the event began at 6:30 a.m. and dembilizatin f the event ccurred at 4:30 p.m. There were 40 vlunteer Passengers, wh acted as Observers and Rle Players, wh prvided feedback t the Agency. Feedback frm ur Passengers during these types f exercises, especially frm ur ADA participants is vital t the Agency and the spnsring rganizatins wh were invlved in the exercise. Spnsring partners included San Mate Cunty Sheriff s Office Transit Plice Bureau, San Mate Cunty Sheriff s Office Office f Emergency Services, San Francisc Municipal Transprtatin Page 10 f 12

11 Agency, San Francisc Fire Department, Nrth Cunty Fire Authrity & American Medical Respnse. Bikes Bard First Pilt Prgram #2 On Mnday, June 11, thrugh Friday, July 13, Caltrain cntinued the pilt prgram that allwed bicyclists t bard bike cars first n trains during the mrning peak at three ther statins (Sunnyvale NB trains, Hillsdale NB Trains and 22nd St. SB trains). Passengers with bicycles were encuraged t bard the bike cars at the suthern end f the platfrm. Caltrain staff was n hand at the statins t enfrce the plicy, which wuld prevent bicyclists frm having t navigate thrugh a crwd f riders blcking the entrance. In additin the cnductrs n the trains helped t enfrce the pilt. Gilry Garlic Festival On Saturday, July 28, and Sunday, July 29, Caltrain prvided a rundtrip charter service frm San Jse t Gilry fr the Gilry Garlic Festival. On bth days, the train departed San Jse Diridn Statin at 10:00 a.m. and Gilry Statin at 4:00 p.m. Attendees purchased a ticket fr the charter trains separately.
