Maps are attached at the end fthe Chapter). INTRODUCTION The transprtatin element is ne f the nine elements f a cmprehensive plan required by Sectin f the Wiscnsin Statutes. Sectin (2) (e) fthe Statutes requires this element t cmpile gals, bjectives, plicies, and prgrams t guide the future develpment f varius mdes f transprtatin in the Cunty. Under the cmprehensive planning law, the transprtatin element shuld incrprate State and Reginal transprtatin plans, and cmpare Cunty gals, bjectives, plicies, and prgrams t thse f State and Reginal transprtatin plans. Mdes ftransprtatin addressed in this element include: Arterial streets and highways Cllectr and land access streets Public transit Transprtatin systems fr persns with disabilities and the elderly Bicycle and pedestrian facilities Railrads Air transprtatin Trucking and water transprtatin In additin, the fllwing cmprehensive planning gals related t the transprtatin element are set frth in Sectin fthe Statutes and were addressed as part fthe planning prcess:' Prmtin f the redevelpment f land with existing infrastructure and public services and the maintenance and rehabilitatin f existing residential, cmmercial, and industrial structures. 2 This chapter is divided int three parts; an inventry f existing transprtatin facilities in the Twn and Cunty; a descriptin f the reginal transprtatin system plan and the Cunty jurisdictinal highway system plan; and gals, bjectives, plicies, and prgrams fr transprtatin facilities in the Twn and Cunty. PART 1: TRANSPORTATION FACILITIES AND SERVICES This sectin presents inventries f the existing transprtatin system in Washingtn Cunty and the Twn f Hartfrd. Much f the inventry infrmatin included in this sectin is drawn frm the reginal transprtatin system plan. The 2035 reginal transprtatin plan includes fur elements: public transprtatin, travel demand management, bicycle andpedestrian facilities, and arterial streets and highways. Inventry infrmatinrelatingt each f these elements is presented in this sectin. Infrmatin n rail, harbrs, and airprt services is als prvided. Streets and Highways The street and highway system serves several imprtant functins, including the mvement f thrugh vehicular traffic; prviding vehicular access t abutting land uses; prviding fr pedestrian and bicycle circulatin, and serving as the lcatin fr utilities and strmwater drainage facilities. Tw f these functins-traffic mvement and land access-are basically incmpatible. As a result, street and highway system design is based n a functinal gruping r classificatin f streets and highways, based n the primary functin served. The three functinal classificatins f streets and highways are: arterial streets, cllectr streets, and land access streets. In ~2008, there were apprximately :::j.!j-70 miles f streets and highways in the Twn f Hartfrd,2 measured alng the centerline f each street Of highway under the 'fwn's Wiscnsin Department f 'l'ransprtatin (WisDOT) certified mileage. Streets and highways in the Twn are shwn n Map VIII-I. Arterial Streets The arterial street and highway system is intended t prvide a high degree ftravel mbility, serving the thrugh mvement f traffic between and thrugh urban areas. The reginal transprtatin system plan 3 identifies the lcatin, number flanes, and the level fgvernment recmmended t have jurisdictin ver each arterial street and highway. Recmmendatins fr the lcatin and number f lanes f arterial streets and highways are determined in part by travel simulatin mdels, which are used t determine the existing and ptential travel demand n prpsed transprtatin netwrks, based n the develpment pattern recmmended by the reginal land use plan. In additin t their functinal classificatin, arterial streets and highways are als classified by the unit f gvernment thathas respnsibility, rjurisdictin, verthe facility. THe '.viscus}» DepEWtment f Tr8:l'l:spftatin EWisDOTt has jurisdictin ver the State trunkhighway (STH) system, Washingtn Cunty has jurisdictin ver the Cunty trunk highway (CTH) system, and each lcal gvernment has jurisdictin ver lcal arterial streets within the lcal gvernment. There were abut 23.9 miles f arterial highways in the Twn in ~2008. Abut &-:48.9 miles were under the jurisdictin fwisdot, including STH 83, 60 and 175. Abut -I-+-,.;8.7 miles farterial highways were under the jurisdictin f Washingtn Cunty, including CTH ~N, an&-cc, that prtin fcth E between CTH K and CTH CC. that prtin f CTH K between the Hartfrd-Erin twn line and 8TH 60, and that prtin f CTH K alng the Hattfrd-Addisn twn line east f STH 83. 3 Twn jurisdictin, including that prtin fkettle Mraine Rad betwecn STIr 60 and CTH K and that prtin f Arthur Rad between STH 83 and Kettle Mraine Rad. The State trunk highway system, which includes Interstate Highways, U.S.-numbered highways (USH), and State trunk highways, generally carry the highest traffic vlumes, prvide the highest traffic speeds, have the highest degree f access cntrl, and serve land uses f statewide r reginal significance. State trunk highways~ serve the lngest trips, principally carrying traffic traveling thrugh Washingtn Cunty and between Washingtn Cunty and ther cunties. Cunty trunk highways (etr) frm an integrated system tgether with the State trunk highways and principally serve traffic between cmmunities in the Cunty and land uses f cuntywide imprtance. Lcal arterial streets and highways wuld serve the shrtest trips, serve lcally-riented land uses, carry the lightest traffic vlumes n the arterial system, prvide lwer traffic speeds, have the least access cntrl, and principally serve traffic within a lcal gvernment (typically in cities and villages). Cllectr andlandaccess Streets The primary functin fland access streets is t prvide access t abutting prperty. Cllectr streets are intended t serve primarily as cnnectins between the arterial street system and the land access streets. In additin t cllecting and distributing traffic t and frm the land access streets, cllectr streets usually perfrm a secndary functin fprviding access t abutting prperty. The right-f-way width and crss-sectin fr cllectr and land access streets are unifrm thrughut the Twn as specified in the land divisin rdinance,4 cmpared t arterial streets whse widths and crss-sectins vary based n anticipated traffic lads. In ~2008, there were abut ~7.8 miles f cllectr and land access streets in the Twn, including abut ~3.3 miles f nn-arterial cunty highways (erh D, that prtin fcth K alng the Hartfrd-Addisn twn line west f STH 83. and that prtin f CTH E alng the Hartfrd-Erin twn line between STH 83 and CTH K), and 44.5 miles under Twn jurisdictin. Cunty and Lcal Street Inventry WisDOT maintains a detailed database f cunty and lcal street infrmatin in the "Wiscnsin Infrmatin System fr Lcal Rads" (WISLR). Physical attributes such as right-f-way and pavement width, number f traffic lanes, type fsurface and pavement rating, the presence and type fshulders r curbs, and the presence f sidewalks are available thrugh a database that can be accessed thrugh the WisDOT website by registered users. Administrative infrmatin, including the functinal classificatin and wner f street, can als be btained. The infrmatin in the database is prvided by cunty and lcal gvernments, and is intended t assist in reprting radway pavement cnditins. Under Sectin f the Wiscnsin Statutes, pavement ratings must be submitted t WisDOT by each cunty and lcal gvernment every ther year. The PASER methd (pavement surface evaluatin and rating) is the mst cmmnly used methd in Wiscnsin. Travel Demand Management The existing freeway traffic management system in Sutheastern Wiscnsin cnsists f many elements which are ften referred t as intelligent transprtatin systems. The elements f the freeway traffic management system include: traffic detectrs, ramp metering, high-ccupancy vehicle bypass ramps, variable message signs, highway advisry radi, clsed-circuit televisin, service patrls, crash investigatin sites, and enhanced reference markers. Ramp metering, a crash investigatin site, and a clsed-circuit televisin camera are present n sutheastern prtins fthe Washingtn Cunty sectin f the freeway system. Ramp meters are installed n the suthbund n-ramps t USH 41/45 at Lannn Rad and at CTH Q (Washingtn - Waukesha Cunty Line Rad). A crash investigatin site is lcated at the Lannn Rad park-ride lt near the interchange fcth Y and USH 41/45 in the Village fgermantwn. 4 Minimum right-f-way andpavement width requirements fr new twn rads are specified in Sectin fthe Wiscnsin Statutes. 4 There is als a clsed-circuit televisin camera at the Washingtn - Waukesha Cunty line n USH 41/45, which prvides real-time vide fr the identificatin and cnfirmatin f cngested areas and incident lcatins. Vide is mnitred at the WisDOT Traffic Operatin Center in Milwaukee. Vide is supplied t sme emergency respnse agencies s that their dispatchers can prvide persnnel with incident lcatins and infrmatin. The WisDOT als prvides sme f its camera images t the media and t its website fr viewing by the general public. Public Transprtatin Public transprtatin is the transprtatin f peple by publicly perated vehicles between trip ngms and destinatins, and may be divided int service prvided fr the general public and service prvided t special ppulatin grups. Examples f special grup public transprtatin include yellw schl bus service perated by area schl districts, and fixed-rute bus and paratransit van service prvidedby cunties r municipalities fr the elderly and disabled. Public transprtatin service t the general public may further be divided int the fllwing three categries: Intercity r interreginal public transprtatin, which prvides service acrss reginal bundaries, and includes Amtrak railway passenger service, interreginal bus service, and cmmercial air travel. Urban public transprtatin cmmnly referred t as public transit, which is pen t the general public and prvides service within and between large urban areas. The fixed-rute bus transit system (Washingtn Cunty Cmmuter Express) perated by Washingtn Cunty falls int this categry. Rural and small urban cmmunity public transprtatin, which is pen t the general public and prvides service in and between small urban cmmunities and rural areas, may als prvide cnnectins t urban areas. The nnfixed-rute shared-ride taxi system currently perated by Washingtn Cunty falls int this categry. Public transit is essential in any metrplitan area t meet the travel needs f persns unable t use persnal autmbile transprtatin; t prvide an alternative mde f travel, particularly in heavily traveled crridrs within and between urban areas and in densely develped urban cmmunities and activity centers; t prvide chice in transprtatin mdes as an enhancementf quality f life; and t supprt and enhance the ecnmy. Interreginal Public Transprtatin Rail, bus, ferry, and airline carriers prvided Twn residents with public transprtatin service between the Sutheastern Wiscnsin Regin and a number f cities and regins acrss the Cuntry, as described in the fllwing paragraphs. Rail Service N intercity passenger train service is prvided in Washingtn Cunty, but Cunty residents are served in nearby cunties. Intercity passenger train service is prvided by Amtrak ver Canadian Pacific Railway lines, with stps in 2008 at the dwntwn Milwaukee Amtrak dept, General Mitchell Internatinal Airprt, al:*i-sturtevant in Racine Cunty, and Clumbus in Clumbia Cunty. Amtrak perated six weekday trains in each directin between Milwaukee and Chicag and ne weekday train in each directin between Chicag, Milwaukee, St. Paul - Minneaplis, and Seattle. Cmmuter rail service was prvided between Kensha and Chicag by Metra's Unin Pacific Nrth line with intermediate stps between Kensha and dwntwn Chicag in nrtheastern Illinis' nrth shre suburbs. Studies are underway t develp a cmmuter line, referred t as the KRM, cnnecting dwntwn Milwaukee t the Metra line in Kensha with stps in cmmunities in Kensha, Racine and Milwaukee cunties. Bus Service Scheduled intercity bus services were prvided t the Regin by fur carriers; althugh nne fthe buses made stps in Washingtn Cunty. Tw f thse carriers have rutes thrugh Washingtn Cunty n USH 41; these include Greyhund and Lamers Bus Lines. Greyhund perates a rute between Milwaukee and Green Bay with stps in Manitwc and Oshksh. Service prvided by Greyhund in Sutheastern Wiscnsin is centered in Milwaukee, which the carrier uses as a reginal hub at which passengers have the pprtunity t transfer between VI 11-4

5 buses. Daily service prvided by Lamers Bus Lines included ne bus trip in each directin between Milwaukee and Wausau with a stp in Appletn. The tw additinal intercity buses serving the Regin were Badger Caches and United Lim. Badger Caches prvides daily rund trips between Madisn and dwntwn Milwaukee, with stps in Memrial Unin in Madisn, Jhnsn Creek, Gerke's Cmers, Ocnmwc, West Allis, the University f Wiscnsin-Milwaukee, and General Mitchell Internatinal Airprt. Weekday service prvided by United Lim includes rund-trips between Gerke's Cmers in Waukesha Cunty and Chicag O'Hare Internatinal Airprt, with stps indwntwn Milwaukee and at General Mitchell Internatinal Airprt. Ferry Service There is n Lake Michigan crss-lake ferry service directly t Washingtn Cunty, but such services are available in nearby cities. In 2008, passenger and car crss-lake ferry services were available between Milwaukee and Muskegn, Michigan and between Manitwc and Ludingtn, Michigan. Bth ferry services perate in the mnths fmay thrugh Octber feach year. Air Service There are n airprts in Washingtn Cunty prviding public cmmercial air service. Passenger air service fr Cunty residents is prvided by a number f air carriers at Milwaukee Cunty's General Mitchell Internatinal Airprt. In 2008, there were abut 235 scheduled nnstp weekday flights between Mitchell Internatinal, with 90 cities served nn-stp r direct, and cnnectins available t any destinatin served by air. Urban Public Transprtatin Park-Ride Facilities Park-ride facilities enable efficient travel within Sutheastern Wiscnsin thrugh transfer between private vehicle and public transit, and between single ccupant r sl driver private vehicles and carpls. Washingtn Cunty has seven park-ride lts, including fur park-ride lts served by transit and three park-ride lts nt served by transit (these lts are nt large enugh t accmmdate a bus). Park-ride lts served by the Washingtn Cunty Cmmuter Express (WCCE) bus in 2008 include lts at the interchanges f USH 41/45 and CTH Y/Lannn Rad in the Village fgermantwn, USH 45 and Paradise Drive in the CityfWestBend, USH 45 and PleasantValley Rad at the Washingtn Cunty Fair Park grunds, and at the frmer Highway View Elementary Schl n Pineer Rad in the Twn fplk. The three park-ride lts nt served by transit are available fr use by persns wh meet t carpl, and are lcated at the intersectins f CTH P and STH 60 in the Village f Jacksn, and at tw USH 41 interchanges lcatedin the Twn faddisn, the CTH K and STH 33 interchanges. Washingtn Cunty Cmmuter Express Bus System The WCCE Bus System, which runs weekdays nly (Mnday thrugh Friday), cnsists f tw express cmmuter bus rutes. The rutes perate between three WCCE park-ride lts lcated alng USH 45 in Washingtn Cunty t Milwaukee Cunty. The Dwntwn Milwaukee Express prvides service between Washingtn Cunty and Wiscnsin Avenue in dwntwn Milwaukee. The Dwntwn Milwaukee Express cmpletes seven trips each weekday mrning, transprting persns frm Washingtn Cunty t dwntwn Milwaukee; and seven trips each weekday afternn/evening, transprting persns frm dwntwn Milwaukee t Washingtn Cunty. The Fredtert, Mayfair, Marquette High, and Veteran Affairs Medical Center Express prvides service between Washingtn Cunty and the Milwaukee Reginal Medical Center, MayfairMall, and Watertwn PlankRad/STH 100. The Fredtert, Mayfair, Marquette High, and Veteran Affairs Medical Center Express cmpletes fur trips each weekday mrning, transprting persns frm Washingtn Cunty t Milwaukee Cunty; and five trips each weekday afternn/evening, transprting persns frm Milwaukee Cunty t Washingtn Cunty. WCCE ridership has increased annually since the transit service began in In 2000 the system had 13,701 riders. By 2005 this figure increased t 80,143 riders, an increase f 485 percent in five years. 6 Rural and Small Urban Cmmunity Public Transprtatin Washingtn Cunty Shared-Ride Taxi System The Washingtn Cunty Shared-RideTaxi System is prvided by Washingtn Cunty. The system is designed t serve any trip made within Washingtn Cunty during its perating hurs. The Cunty shared-ride taxi system serves all areas f the Cunty except trips where bth the rigin and destinatin are lcated within the City f West Bend r the City f Hartfrd. Each City perates its wn shared-ride taxi service. Trips entirely within the Cities are served by the Cunty taxi system nly ifthey are utside the perating hurs fthe City taxi systems r are trips made by disabled persns wh cannt physically use the City systems. The Cunty system als perates t and frm the Village f Menmnee Falls in Waukesha Cunty. The Cunty system als serves a transfer pint in the Village fnewburg in crdinatin with the Ozaukee Cunty shared-ride system. The Washingtn Cunty Shared-Ride Taxi System prvides dr-t-dr service fr the general public and the disabled. Service is prvided n a shared-ride basis where passengers with different rigins and destinatins may share a vehicle fr a prtin ftheirtrips. The hurs fperatin fr the taxi service are as fllws: Mnday thrugh Saturday, 6:00 a.m. t 10:00 p.m. Sunday, 9:00 a.m. t 4:00 p.m. Service is prvided n the day requested thrugh an advance reservatin system. Cunty Shared-Ride Taxi ridership frm 2003 thrugh 2005 increased frm 62,991 passengers in 2003 t 69,962 in 2004, r an increase f abut 11 percent. There were 70,199 passengers in This was an increase f abut 11 percent in ridership frm City fhartfrd Transprt Taxi Service The Hartfrd Transprt Taxi Service cnsists f tw vehicles perated by the City f Hartfrd. Service is prvided t City residents in specified lcatins, which include City limits and up t ne mile utside City limits and ut f twn service t and frm the City f Hartfrd t General Mitchell Internatinal Airprt, Clumbus Train Dept, the Milwaukee Dwntwn Bus Dept, the Aurra Health Center in Slinger, and up t 10 miles int Ddge Cunty. The hurs fperatin fr the taxi service are seasnal and are as fllws: January thrugh May and September thrugh December Weekdays, 6:00 a.m. t 9:00 p.m. Saturdays, 8:00 a.m. t 8:00 p.m. Sundays; 9:00 a.m. t 4:00 p.m. June thrugh August Weekdays, 6:00 a.m. t 8:00 p.m. Saturdays, 8:00 a.m. t 8:00 p.m. Sundays; 9:00 a.m. t 4:00 p.m. The City f Hartfrd's shared-ride taxi ridership between 2003 and 2005 increased frm 18,600 passengers in 2003 t 19,368 passengers in 2005, r abut a 4 percent increase in ridership. Hwever, this is abut a 4 percent decrease in usage frm 2004's ttal ridership f20,202 passengers. Medical Related Transprtatin Services Washingtn Cunty has multiple free transprtatin services t assist Cunty residents by prviding transprtatin t and frm medical facilities. They include: American Cancer Sciety Rad t Recvery - Offering cancer patients free transprtatin t medical appintments. Operates weekdays frm 8:00 a.m. t 4:30 p.m. American Red Crss, West Bend Chapter - Services include assistance t veterans and their families by prviding transprtatin fr ambulatry peple t medical and dental appintments. Service is prvided Mnday thrugh Friday. The West Bend Chapter serves West Bend, Jacksn, Kewaskum, Slinger, Hartfrd, Bartn, Farmingtn, Trentn, and Wayne nly. Transprtatin is als prvided fr medical appintments utside Washingtn Cunty. Life Star Medical Transprt - Prvides nn-emergency specialized transprtatin. VIII-6

7 Bicycle and Pedestrian Facilities Bikeways A "bikeway" is a general term that includes any rad, path, r way that may legallybe used fr bicycle travel. Types fbikeways include "bike paths," which are physically separated frm mtrized vehicles; "bike lanes," which are prtins f radways that are designated by striping, signing, and pavement markings fr the exclusive r preferential use fbicycles; and "shared radways," which are radways that d nt have designated bicycle lanes, but may be legally used fr bicycle travel. Generally, all streets and highways except freeways may be used by bicyclists. A "bike rute" r "bike trail" is a bikeway designated with directinal and infrmatin markers, and may cnsist f a cmbinatin fbike paths, bike lanes, and shared radways. Bikeways are als classified as either "nstreet" r "ff-street" bikeways. On-street bikeways include bikeways lcated in a street right-f-way, which include bike lanes, shared radways signed as bike rutes, and bike paths separated frm mtr vehicle lanes but within the street right-f-way. "Off-street" bikeways are bike paths nt lcated in a street right-f-way. Off-street bikeways are typically lcated in utility rights-f-way r alng rivers r streams, r may serve as shrt cnnectrs between residential areas and cmmercial r public facilities. Bikeways in Washingtn Cunty in ~2008 ttaled abut 22 miles. The lngest bikeway in the Cunty is the Eisenbahn State Trail, which spans nrth and suth fr 24 miles within Fnd du Lac and Washingtn Cunties. Twelve miles f the trail are lcated in the nrthern half f the Cunty, beginning at Rusc Rad in the City f West Bend nrth thrugh the City, Twn fbartn, and Twn and Village fkewaskum t the nrth Cunty line. Additinal n-street and ff-street bikeways are lcated in the City f West Bend, and between the City f Hartfrd and Pike Lake State Park. The Pike Lake trail extends abut fur miles frm the City f Hartfrd t the Pike Lake Unit f the Kettle Mraine State Frest. The bikeway is lcated in the right-f-way f STH 60 frm Suth Wilsn Avenue t Pike Lake Drive, and ff-street frm that pint int the State Frest. The Twn f Hartfrd cntains 1.6 miles f bikeway (0.87 miles f n-street bikeway and 0.75 miles f ff-street bikeway). Existing bikeways in Washingtn Cunty are shwn n Map VIII-2. Other Transprtatin Facilities and Services Rail Freight Services Railway freight service is prvided within Washingtn Cunty by tw railway cmpanies ver apprximately 48 miles f active mainline railway and a 15 mile spur railway line. The Canadian Natinal (CN) Railway perates freight service ver an apprximately 25 mile segment f mainline railway traveling nrth thrugh the western half f the Cunty twards Duluth-Superir via Fnd Du Lac. The CN als prvides freight service ver an apprximately 15 mile spur segment frailway in the central prtin f the Cunty frm the sutheastern cmer fthe Cunty t the suthern bundary fthe City fwest Bend. The Wiscnsin & Suthern Railrad Cmpany prvides freight service ver an apprximately 23 mile segment frailway in the suthern prtin f the Cunty. The CN Railway runs thrugh the very nrtheast cmer fthe Twn fhartfrd. Prts and Harbrs There are n prts 5 r bat harbrs lcated in the Cunty. Water freight and transprtatin facilities and services are prvided t the Cunty by the Prt fmilwaukee, which is lcated in the City fmilwaukee. Airprts Chartered air service and air freight services are prvided at tw publicly-wned public-use airprts in Washingtn Cunty: West Bend Municipal Airprt and Hartfrd Municipal Airprt. In additin, privately-wned Hahn Sky Ranch in the Twn fwayne is available fr public use, althugh use fthe Hahn Sky Ranch is limited by unpaved runways and lackf lights. As described earlier in this chapter, cmmercial airline service is prvided t residents fthe Cunty by General Mitchell Internatinal Airprt, lcated in eastern Milwaukee Cunty. Als, 4Prts are defined as facilities fr the dcking, lading, r unlading fships, barges, r bats that primarily transprt freight. VIII-7

8 Lawrence Timmerman Field lcated in western Milwaukee Cunty is capable f accmmdating mst types f general aviatin aircraft. There are tw private-use airprts in the Cunty: Erin Aer in the Twn f Erin and Willw Creek in the Village f Germantwn. Interreginal Transprtatin Element Interreginal transprtatin services and facilities such as air transprtatin, railrads, trucking, and water transprtatin prvide public transprtatin services and cmmercial shipping services between Washingtn Cunty and the rest fthe Sutheastern Wiscnsin Regin and ther regins arund the natin and wrld. Washingtn Cunty is served by interreginal public transprtatin and shipping services primarily thrugh bus, rail, air, and prt facilities lcated in Milwaukee Cunty. These facilities meet the Cunty's needs fr interreginal transprtatin services. USH 41 and USH 45 are the primary interreginal highway facilities serving Washingtn Cunty. Three freight railrad lines run thrugh Washingtn Cunty, which prvide access t businesses in the Cunty that ship items better suited fr transprt by rail.
