3 Executive summary Over the last 3 years Nextbike has prven that there is a demand fr public bikes in Auckland, and New Zealand. The Auckland public bikes have been regularly used by bth lcals and visitrs, with thusands f registered riders and the majrity f all rides ridden fr free, as ne way trips. The findings frm the last three years are supprted by a large data base f all the rentals made ver the perid. This demnstrates that Nextbikes prvide anther mde f public transprt and very effectively cmplements existing buses and train services. Indeed the availability f Nextbikes n a 24/7 basis and freedm t take any rute, prvide an additinal public transprt facility t bus and train services.. There are further benefits accruing frm a public bike system, including that it is a healthy ptin, a cntributin is made t cngestin n public transprt, and increasing the number f bike riders increases the prfile and safety f bike users in general. Unlike mst cuntries with public bike schemes, New Zealand has a cmpulsry bicycle helmet law. Bth Melburne and Brisbane have tried t implement public bike scheme and prvide subsidised helmets thrugh selected lcal cnvenience stres, the bikes have been used very little. Helmets must be prvided with each bike at the time f rental. Nextbike is the nly cmpany that can d this. Whilst Nextbikes is able t ffer pprtunities fr advertising r naming rights n its bikes, experience has shwn it is nt pssible t perate a public bike rental system n a standalne cmmercial basis. Hence, as with buses and trains sme public funding is required. This will require that any public bdy such as a city cuncil, seek tenders fr the prvisin f a public bike scheme. In Auckland, Auckland Transprt wants t secure the benefits f a public bike system and has recently issued a request fr Expressins f Interest fr the prvisin f a public bike system. This is currently in prgress. In Wellingtn, Nextbike wuld recmmend at least 250 bikes acrss a netwrk f 40 rental statins thrugh the central city. Abut 2/3 rd f the csts t setup and run the system fr 4 years wuld cme frm lcal gvernment and the New Zealand Transprt Agency. 1/6 th f the csts cme frm selling the cmmercial naming rights and 1/6 th bicycle rental charges. The Nextbike system can deliver a return f $2.35 fr every dllar invested by lcal gvernment which is a high figure fr public sectr investments. Prvisin f a public bike rental system, is als a strng statement abut a city s cmmitment t sustainability and innvatin. 1 Backgrund Over the last 3 years Nextbike has prven that there is a demand fr public bikes in Auckland, and New Zealand, fr use by bth residents and visitrs, with 2500 registered riders and 55% f all rides ridden fr free, as ne way trips. The Nextbikes prvide anther mde f public transprt. It is unique thugh because riders d nt need t wait r be restricted t fixed rutes, s they neatly cmplement existing public transprt ptins. Nextbikes business mdel has relied n advertising partners t prvide revenue t supprt peratins but this has nt prvided an ecnmically sustainable peratin and Nextbike suspended peratins in Octber The bikes are easy t rent with a simple phne call t an autmated htline, that reads back the current lck cde t the custmer. The rental system als manages payment by credit card and regularly updates t shw hw many bikes are available at nearby lcatins. Public bikes cmplement existing public transprt that run n schedules and fixed rutes
4 The bike design has shwn itself t be very reliable, strng and f little interest t thief s. In 3 years nly 9 bikes have gne missing. The bike design has tw spaces which advertisers can buy. A lt f thught was given t helmets and hw best t manage these. The Nextbike technlgy was chsen because it enabled a helmet t be secured alng with the bike. The helmets have prven easy t clean and care fr. Thse riders that prvide their wn helmet can carry the rental helmet in the basket t their destinatin. It has becme bvius that helmets must be prvided with the bike, just like the seat and handlebars. Over the last 3 years Nextbike has had an impressive list f advertising clients that want t be assciated with such a psitive prject, and are prepared t pay fr the privilege. These have included Hubbards Cereals, Resene Paints, Open Ply Technic, Cntact Energy, Fullers Ferries and New Wrld Supermarkets. The first 3 years have prven s ppular amngst lcals and beneficial t the city image that Auckland Transprt has issued a Request fr Expressin f Interest fr the prvisin f a Public Bike Service. This is the first step twards Auckland purchasing and securing a large scale public bike service, in the same way that the 200 ther cities arund the wrld have dne. This dcument identifies the majr issues that bth Nextbike and Auckland Cuncil have identified t date. It ges nt discuss the best slutin t prduce a successful public bike scheme in New Zealand. 2 Issue appraisal This is an explanatin f the majr issues that have been identified by bth Nextbike and Auckland Cuncil and that wuld need t be addressed t make a public bike netwrk successful in a New Zealand city. If Nextbike had tried t perate its public bike service funded slely by advertising, in Wellingtn, it is very likely that similar cncerns wuld have arisen. Majrity f rides are free, ne-way rides. Auckland Transprt wants t secure the benefits f a public bike system and has issued an Expressins f Interest 2.1 Nextbike cncerns N incentive t fcus n building rider and trip numbers T date the business has received 90% f its revenue frm advertising custmers and used this t fund the bike rental peratin. The bike rental csts have been structured s that they mdel successful, Eurpean schemes. This means that each riding custmer gets ne ride up t 30 mins a day fr free, after that they are charged $4 per hur up t a maximum f $16 fr 24 hurs. The majrity f rides were free and ridden ne-way. T encurage riding wuld be bad fr business. It is fr this reasn that public bike services are funded by lcal gvernment. The ideal structure wuld enable the bike system peratr t cncentrate n prmting bike use and increasing system utilizatin rather than pursuing advertising revenue. This will lead t a new public transprt ptin prviding cngestin relief fr current public transprt mdes, multi mdal transprt trips, a mde shift twards walking and cycling and a mre sustainable city envirnment. 5 independent regulatry dcuments manage the Auckland Cuncil and Nextbike relatinship. At present Nextbike is perating in Auckland under a selectin f gverning instruments: Resurce Cnsent License t Occupy Street Trading License Signage Dispensatin These instruments cst cnsiderable amunts f time and mney t gain, are nt able t be independently updated and the terms and cnditins within each were created with little r n cnsultatin with Nextbike. Nextbike agreed t the terms set ut in the initial Resurce Cnsent, hwever the business has evlved and the perating nrms are better understd by bth parties. The primary dcument fr managing the relatinship has becme the Street Trading License The initial pricing and terms and cnditins fr this were set by Auckland City Envirnments with n negtiatin, and based n cffee carts. Nextbike had t prtest these in rder t create a mre realistic perating regime. This has meant that in rder t meet the: publics demand fr bikes usage patterns lw carbn perating practices budget cnstraints Nextbike has fund itself in breach f these gverning dcuments. Auckland City Envirnments has shwn patience in this regard which has been appreciated. It has enabled Nextbike t gain a detailed understanding f hw public bikes can be perated successfully and at minimal cst t the Cuncil. Ideally their wuld be a Tender prcess t award the cntract and ne regulatry dcument, agreed and issued at the time the Tender is awarded Prly spread existing rack lcatins. Accrding t Auckland Reginal Transprt Authrity (ARTA) there are fewer than 300 bike racks in the regin, mst f which are cncentrated in the central business district. Best practice fr public bike rental will typically see racks lcated every 300 meters acrss high density living/wrkplaces and twn/city centres, and adjacent t public transprt hubs, and turist attractins. The spread f racks in Auckland needs t be increased t prvide a netwrk f pickup and drp ff lcatins within the central city and suburbs. A successful public bike netwrk wuld have its wn dedicated lcatins evenly and lgically spread acrss an peratinal area
6 2.1.4 Insufficient racks per lcatin Typically where existing racks are lcated they are in grups f 2 and ccasinally 3 r 4. In additin the gverning dcuments stipulate that Nextbike can nly ccupy 50% f the racks at a given lcatin. T act as transprt hubs, the public need t be sure that there will be bikes t pickup and/r space t drp bikes at their start pint r destinatin. Rack lcatins must be well spread acrss a variety f sites and have sufficient places t meet demand. Figure 1 Tw Nextbikes and tw racks n Queen street, Auckland In thery each Cuncil bike rack can hld 2 bikes 1 n each side. Nextbike has bserved that when bikes are spaced 1 per rack: members f public are better able t secure their wn bikes t the racks custmers are mre likely t return and secure the bike prperly bikes and helmets get damaged less it is easier fr custmers t remve the bikes frm the rack it displays the advertising mre clearly, which helps t defend its value, and enables Nextbike t achieve breakeven with a smaller fleet Experience shws that each lcatin ideally needs an average f 6 bikes with the ability t hld up t 12 bikes, and that the rack shuld be fr the exclusive use f the public bikes
7 2.1.5 A t B rides result in the starting lcatins getting depleted and the end lcatins increasing in bike numbers. Frm time t time Nextbike needs t be able t ccupy 100% f the racks at a given lcatin. This enables temprary lading f bikes at lcatins that are typical start lcatins and build up f bikes at mre ppular return lcatins. Nextbike mves bikes t the high parts f twn using a remvals truck. Experience shws that typically each lcatin needs an average f 6 bikes with the ability t hld up t 12 bikes, and that the rack shuld be fr the exclusive use f the public bikes Nextbike fleet fr extensive public transprt netwrk Nextbike has a fleet f 170 bikes in Auckland. After 3 perating seasns Nextbike wuld initially recmmend a fleet f at least 250 bikes t prvide a reasnable netwrk f bikes and lcatins acrss a typical New Zealand city centre. Given the size r New Zealand cities it is unlikely that there wuld be need fr a system with mre than 1000 bikes. 2.2 Auckland cuncil cncerns These cncerns are likely t have arisen in Wellingtn if Nextbike had tried t perate a public bike scheme funded slely by advertising Gvernment subsidy f a privately run business Fr the last 3 years Nextbike has funded itself by selling advertising, and the nly cncessin frm the city cuncil has been the use f bike racks that were installed fr the general public. In the 201 cities glbally that have public bike rental systems, the nrmal mdel fr wnership and peratin is that a private cmpany wns and perates the public bike rental system, and in all the cases it has been pssible t investigate, public supprt is prvided fr either setup, peratins, r mst ften bth f these. This is similar t the funding mechanism fr ther mdes f public transprt. Ideally the lcal gvernment wuld decide their was a need fr a public bike netwrk and issue a Tender fr the prvisin f this service, in the same way that ther public transprt is bught. Public bikes are anther frm f public transprt and need t be tendered fr and funded in similar ways - 7 -
8 2.2.2 Bike must have helmets With the Nextbike system, lcked helmets are prvided with each bike and are released tgether with the bike. S whenever a custmer rents a bike, a helmet is available. Nextbike has used the Bell Yukn helmet. This particular mdel is designed t: Australian and New Zealand safety standards Designed with bicycle rental in mind Easily fitted t a wide range f head sizes, 54cm-61cm Has a hard plastic external shell t withstand small kncks and scrapes 17 ventilatin hles t keep the head cl Easy t clean with an antibacterial spray after each use Nextbike has custmised the helmet with an additinal lp f plastic cated, 4mm diameter steel wire. This lp is used t secure the helmet, t the bike and rack using the lck that secures the bike. This custmisatin des nt affect the way the helmet fits r its ability t prtect the custmers head. Figure 2 Helmet security lp In Australia, which has similar helmet laws, systems were launched in Melburne and Brisbane that required users t bring their wn helmet r purchase a subsidised ne frm a number f agreed vendrs. These appraches have actively discuraged riders frm renting the bike. It was revealed in January 2011 that the state Gvernment f Victria is having t cnsider spending an extra $2m AUD t prvide mre subsidised helmets ver the next 2 years in Melburne fr the fleet f 500 bikes. This means that each bike needs the equivalent f $2500 NZD per bike per year t prvide helmets. The Nextbike helmet slutin fr Auckland csts just $28 per bike per year. In cuntries with helmet laws, they must be prvided with each bike at the time f rental. Nextbike is the nly cmpany that can d this
9 2.2.3 Urban designers cncerned abut ftpath clutter frm bicycles There have been sme expressins f cncern frm the Urban Design Teams that a big increase in bike numbers, whether thrugh Nextbike r private bikes lcked t racks r street furniture, culd lk untidy and bstruct the ftpath. Nextbikes lk very tidy when stred n well designed racks, and help t prmte cycling as a transprt ptin. The racks that the Cuncil currently use Sheffield staples r Lllipps wrk well fr shrt term parking, but can becme untidy when subjected t certain weather cnditins r t the behaviur f late night revellers. These racks als significantly increase the damage t the bikes. Figure 3 Clse-up f Nextbike specific rack and sign Nextbike has its wn design f bike rack which hlds the bikes firmly upright and hence tidily. It is designed expressly fr the gd management f the bikes, and t present biking as an attractive and sustainable transprt ptin. The design als reduces theft, bike damage, cst f installatin and thrugh being dedicated t Nextbike, reduces cnfusin with public racks. These racks culd be placed in car parking spaces. 12 Nextbike racks require a space 8.4m lng by 1.8m wide, apprximately 3 car parks per rental statin Cuncil cncerned abut the prliferatin f advertising The primary cncern cmes frm the visual cnfusin f every bike with a different advert. Histrically Nextbikes have carried advertising as the means f funding the public bike system; this apprach ensures the Cuncil gets the maximum return with the minimum investment. It is nted that advertising ften prvides a significant part f the funding f mst public bike schemes glbally, althugh this is nt always directly n the bikes. Nextbike wuld suggest that a naming rights partner be fund fr the bikes as a way f reducing the Opex. It maybe that the Cuncil uses the space t prmte its wn brand r events
10 3 Best practice fr public bike prvisin Central Wellingtn needs a public bike netwrk with at least 40 rental statins and 250 bikes. Any less and there is insufficient supply f bikes and destinatins The pickup and drp ff lcatins need t be clse t ther transprt mdes t allw multi mdal transprt jurneys and clse t large centers f emplyment, study and residence. Figure 4 Indicative spread f rental statins* *Markers are indicative and are nly meant as an indicatin f spread and density The primary rle f the cmpany that prvides the service is t prmte the bikes as a means f transprt and t ensure as many Wellingtnians use the service as pssible. This cmpany wuld als manage the maintenance and supply levels f the bikes at the rental statins. This additinal public transprt netwrk cmplements very well the investment made in traditinal bus and train netwrks with bike rental statins being lcated within thse netwrks. It als adds a further dimensin, because it ffers users freedm frm fixed schedules and fixed rutes. Public bike netwrks can be built and perated very cst effectively, when cmpared t ther mdes f public transprt. It is cmmn fr the revenue t fund the public bike netwrks t cme frm a number f surces:
11 Lcal gvernment. This culd be frm the City Cuncil, Reginal Cuncil, New Zealand Transprt Agency r District Health. Or a cmbinatin f all f these. Typically 2/3 rd f the csts cmes frm this surce. Naming rights. The gdwill and feel gd assciated with public bikes lends itself t selling the naming rights t a crprate partner. Typically 1/6 th f the csts cmes frm this surce. Rentals. It is nrmal fr riders t get 30mins f free use a day, s the revenue frm this surce is lwer than ther mdes f public transprt. Typically 1/6 th f the csts cmes frm this surce. Over the last 3 years Nextbike has kept the New Zealand Transprt Agency infrmed t ensure public bikes are recgnised and accepted as public transprt. Michelle McCrmick, Public Transprt Planning Manager, NZTA has indicated that they wuld welcme an apprach frm a New Zealand city n hw t fund public bikes. 3.1 Indicative csts Nextbike NZ can prvide and perate a 250 bike netwrk acrss 40 rental statins, fr use 24 hurs a day 365 days f the year, fr the life (4 years) f the bikes, fr the fllwing csts: Capex Bikes, helmets, signs and racks $590,000 Prject managing rllut and marketing $265,000 Ttal capex $855,000 Opex Lcal gvernment cntributin, per year $600,000 Naming rights, per year $150,000 Rentals, per year $169,000 Ttal Opex $919,000 Ttal cst t lcal gvernment fr 4 years $3,255,000 It wuld be usual fr these srts f services t be put ut fr Tender. Nextbike NZ wuld be interested in Tendering fr these services
12 3.2 Rate f use f public bikes It is nt apprpriate t rely slely n the Nextbike usage rates in Auckland ver the last 3 years, fr the reasns set ut in Sectin 2.1.1, t estimate hw ften bikes wuld be used when they are publicly funded. Even s many days had 45% f the 100 bikes being used and 55% f all trips being ridden ne way and fr free. The mst ppular systems in the wrld, Dublin and Barcelna regularly have every bike being used 5 times a day with ver 90% f trips being ne way free trips. In Barcelna this equates t 25,000 rides a day. In New Zealand the lw level f current use f private bicycles fr transprt, helmet laws, funding and regulatry framewrks that favur cars mean that it wuld be realistic fr a mre cnservative usage rate with a publicly funded bike scheme. Nextbike wuld suggest that in the first 4 years the usage rate wuld be n average 0.5 trips per bike per day, grwing t an average f at least 1 trip per bike per day. 3.3 Return n investment fr public bikes Using NZTA calculatrs, data frm the way that Nextbikes where used in Auckland and verseas, see Sectin 3.2, it can be shwn that there is a $2.35 return fr every dllar invested in a public bike scheme like that set ut in Sectin 3.1. These benefits cme frm: Travel time savings Increased safety f cycling frm increased awareness f bikes n the rad Health benefits f active transprt In New Zealand with a lcal gvernment backed system each bike is used nce every 2 days, and typically travels 1.9km per trip. With gd prmtin and urban design plicies that favur active transprt it is pssible t increase the bike usage further. This is an impressive rate f return fr any transprt prject, but the mnetary return t the city is greater still as it sends a very public message abut hw innvative and frward thinking the City Cuncil is, as well as an bvius statement abut its wish t prmte new transprt ptins in a time f ever increasing csts fr petrl Transprt netwrk benefits Public bikes prvide an entirely new mde f public transprt that frees custmers frm fixed rutes and timetables. With the Nextbike system, rental statins can be easily added t new r existing train statins and key bus stps t allw easy multi mdal transprt trips. Public bikes help t make ther mdes f public transprt even mre attractive. The Nextbike system can deliver a very impressive return and shws just hw serius the city is abut sustainability and innvatin
13 3.3.2 Turism and visitr benefits Over 200 cities arund the wrld ffer public bike services and it is reasnable t assume that many f ur internatinal visitrs wuld expect t be able t use a similar service in Wellingtn. Apprx 1.8 millin f the turists that arrive in NZ are classed as Free Independents (FIT) r Semi Independent Turists (SIT). This means they have n plans r arrangements made prir t arriving. S the turists will spend extra nights in lcatins that appeal. Having access t a bike fr a cuple f days wuld greatly add t the range f turists experiences. Nextbike has als bserved that many FITs and SITs are effectively trapped in larger cites when they take a day r tw ff frm the bus netwrks that cver the larger distances. During the summer f Nextbike ran bike turs f 15km ver 4 hurs that highlighted the many great items and areas f interest t be seen just 1 r 2 km away frm the city centre where mst f them stay. It was regularly mentined by participants n the turs that the city was much mre interesting than they had thught and that they wanted t spend mre time seeing the sights. Public bikes will help t encurage turists t stay lnger and spend mre in Wellingtn Health benefits Riding bikes fr transprt prvides is a lw impact way f exercising. Indeed fr a number f years Sprt and Recreatin New Zealand (SPARC) advcated Push play fr 30mins a day t maintain gd basic health. This is a gd fit with making 30 minutes a day free fr all custmers. 14 It is unlikely that public bikes will be used by custmers t get fit, but we have regularly heard frm custmers wh have used Nextbikes a number f times and then decided t purchase their wn bike fr cmmuting and exercise. The Nextbikes will help t keep healthy active transprt mdes tp f mind in the wider Wellingtn ppulatin Urban design benefits Bicycles fr transprt prvide a nn threatening, n nise r pllutin mde f transprt that makes it easy fr users t recgnise friends, clleagues and ther human beings. This adds t the sense f cmmunity and helps t make the streets a mre attractive place t live. This is increasingly cnfirmed by the accelerating uptake f public bike rental systems in 200 majr cities arund the wrld. A public bike service will cmplement the urban design wrk being implemented t encurage mre walking and better transprt chices arund Wellingtn City image Public bicycles cause the lwest amunt f pllutin f any public transprt mde, help t reduce cngestin and increase the attractiveness f city centres as places t live and spend time. Public rental bikes are a very strng and high prfile statement f a city s cmmitment t sustainable develpment. This is very fitting fr the Psitively Wellingtn brand. This was in recgnitin f the wrk dne t prmte cycling and public bikes in majr cities. Public bikes will help t psitin Wellingtn as a city that cares abut its envirnment and vibrancy and ne that is wrking hard t becme the mst liveable city in the wrld
15 4 Discussin and pprtunities Over the last few mnths Nextbike has spken with a selectin f lcal pliticians, city fficers and managers and cycle advcates in the Wellingtn Regin. Wellingtn City Cuncil Cr Andy Fster Paul Barker Stavrs Michaels Wellingtn Reginal Cuncil Cr Paul Bruce Cr Peter Glensr Jill Beck Simn Kennett Cycle Actin Netwrk Patrick Mrgan There is a definite sense that a public bike scheme is desired and wuld be successful in Wellingtn. During the curse f these discussins a number f issues specific t Wellingtn were raised, these included: 4.1 Significant cst t implement and run a public bike scheme. Nextbike can run and install a 250 bike netwrk, available 24/7 fr 4 years fr $3.2 millin f public mney. This is excellent value fr an entirely new public transprt netwrk that cmplements the weakness f fixed rutes and limited schedules fr buses and trains. This cst culd be shared between a number f lcal and central Gvernment areas, in particular: Wellingtn City Cuncil Greater Wellingtn Reginal Cuncil New Zealand Transprt Agency Health Spnsrship Cuncil 4.2 Plitical leadership required If funding is t cme frm a number f surces it will be vital t have a plitical leader t bring the parties tgether and ensure timely delivery. 4.3 Bikes t be denied access t new trains at peak times In Eurpe it is cmmn fr ne plitical leader t supprt a public bike launch and help draw the parties tgether. The new trains have insufficient space fr bikes, and yet bike access t train statins increases the catchment area by a factr f 9. Having public bikes available thrughut the central business district will allw cmmuters t pickup a bike and cntinue their trip by bike
16 4.4 Wellingtn Lng Term Plan available fr public cnsultatin in September (TBC) It will be imprtant t get public bikes identified in the Wellingtn City and Greater Wellingtn lng term plans t ensure the prject happens in the next three years. This wuld likely be a feasibility study and a separate prject t fund a tender. 4.5 Public bikes will require a higher rate f subsidy than ther public transprt Nextbike wuld require apprx 2/3 rd subsidy, were buses typically require! subsidy. In cntrast hwever public bikes ffer unparalleled flexibility f rute and schedule fr the user, and typically 85% f all rides are free. A significant part f the cst in the first 4 years is t market the bikes t lcals and the subsidy level is likely t cme dwn nce a critical mass f users is established. Ecnmies f scale can als bring the subsidy level twards!. 4.6 Wellingtn t windy fr bikes with advertising panel The actin f the legs pedalling in frnt f the advertising panel ensures any crss winds are brken up.
