2 STAFF REPORT CONSIERATION OF RESOLUTION NO FOR THE PURPOSE OF ENORSING THE RECOMMENE ARTERIAL AN HIGHWAY IMPROVEMENTS CONTAINE WITHIN OOT'S WESTERN BYPASS STUY AN AMENING THE INTERIM FEERAL REGIONAL TRANSPORTATION PLAN te: April 25, 1997 Presented by: Andrew Cotugno PROPOSE ACTION This resolution endorses the rteril nd highwy recommendtions contined within the Oregon eprtment of Trnsporttion (OOT) Western Bypss Study Recommended Alterntive Report, June This resolution lso cts to mend the Preferred Project List of the 1995 Interim Federl Regionl Trnsporttion Pln (RTP) to incorporte the recommended rteril nd highwy projects identified in the Recommended Alterntive Report. With this resolution, the Metro Council nd JPACT lso recognize tht the recommended highwy nd rteril improvements represent miniml 2 0-yer need for the study re to meet current performnce stndrds. It is recognized tht the full trnsporttion needs in the study re require complementry strtegy of trnsit, trnsporttion demnd mngement (TM), trnsporttion system mngement (TSM), nd other lterntive modes. As Metro updtes the RTP through 1997, number of issues will be ddressed which my refine the recommendtions contined within the Recommended Alterntive Report. Specificlly, pproprite trnsit, TM, TSM, nd other lterntive mode strtegies will be identified for the re nd ll rteril nd highwy recommendtions contined in the current RTP Preferred Project List will be reviewed consistent with dopted performnce mesures nd stndrds. TPAC hs reviewed this proposed mendment to the 1995 Interim Regionl Trnsporttion Pln nd recommends pprovl of Resolution No FACTUAL BACKGROUN AN ANALYSIS Study Bckground OOT initited the Western Bypss Study in The study responded to issues relted to the dequcy of north-south circumferentil trnsporttion needs in Wshington County. Those issues were identified both in Metro's 1987 Southwest Corridor Study nd during the Wshington County Trnsporttion Pln development in The Western Bypss Study provided focused nlysis nd evlution of the mobility needs nd relted problems in lrge study re tht included essentilly the entire urbn portion of Wshington County nd westernmost portions of both the City of

3 Portlnd nd Clckms County. The study re lso included portions of rurl Wshington County. The study provided for comprehensive, multi-modl nlysis nd evlution of lterntive options to ddress the identified trnsporttion problems in the Study Are. A Sttement of Purpose nd Need (Februry 1991) nd n Alterntives Anlysis Report (My 1995) were published nd underwent public review s prt of tht process. Three committees prticipted in the study throughout the process. The Citizens Advisory Committee (CAC) ws comprised of representtives from diverse interest groups nd neighborhoods. The Technicl Advisory Committee (TAC) ws comprised of representtives from the cities within the Study Are, Wshington County, Metro, Tri-Met, nd other stte nd federl gencies. The Steering Committee ws comprised of policy-mkers, elected or top level ppointed officils from ech jurisdiction or gency. A complete listing of the members of ech committee is included in Appendix A of the Recommended Alterntive Report. The study begn prior to the USOT's promulgtion of plnning rules relted to the Intermodl Surfce Trnsporttion Efficiency Act (ISTEA) of As such, the project ws initited s. corridor-level rft Environmentl Impct Sttement consistent with the Ntionl Environmentl Policy Act. The process ws designed to look t the impct of vible lterntives on the built nd nturl environment. With the relese of new federl plnning rules in 1993, the project ws completed s Mjor Investment Study (MIS). The MIS incorportes n environmentl nlysis with lterntives nlysis. Five lterntive pckges were exmined s prt of the study. These included the No Build, the TSM/Plnned Project Alterntive, the Arteril Expnsion/HOV Express Alterntive, the Bypss Alterntive, nd the LUTRAQ Alterntive. Recommended Alterntive The Western Bypss Study Recommended Alterntive, summrized in the Recommended Alterntive Report, includes pckge of multimodl improvements which reflect the best performing components of the five lterntives tht meet the study needs. The needs re bsed on current trffic opertionl performnce mesures identified in the RTP, the Stte Highwy Pln, nd locl plns, or necessry strtegies to ddress specific trffic function tht is otherwise not being met. The ltter includes the recommendtion for new expresswy-type connector fcility between Highwy 99W nd 1-5. The fcility ddresses n inter-regionl, interstte function tht is missing in tht portion of the study re. The Recommended Alterntive Report summrizes the trnsporttion problems within the Study Are. Attchment 1 shows the recommended study re projects s identified in the study Recommended Alterntive Report. Included re rodwy projects tht build on the existing rteril system nd

4 dd new connections, TM progrm, trnsit service nd fcilities, nd bicycle nd pedestrin fcilities. The recommendtions re dditive throughout the three tbles. Tble 3, No Build Alterntive, identifies projects lredy identified in other plns or progrms. Tble 4, TSM Alterntive, identifies rodwy projects lredy under ctive plnning or re suggested system, demnd mngement, nd trnsit improvements to meet study re needs. Tble 5, Study Recommended Alterntive dds the rod projects specificlly recommended s result of the study. The Recommended Alterntive includes pckges of trnsit, TM, bicycle, nd pedestrin improvements. Also evluted s prt of the study ws the Lnd Use Trnsporttion Air Qulity (LUTRAQ) lterntive. It is not recommended tht those specific strtegies be dopted into the RTP t this time. Those pckges were included in the Western Bypss Study s mens of showing the mximum potentil demnd reduction tht could be ccomplished in the study re. The rteril nd highwy projects respond to tht demnd. Insted, it is recommended tht the pproprite lterntive mode, TM, nd TSM pckges reflect the more comprehensive ctivities tht hve nd will occur. First, the study recommendtions were reviewed for consistency with the regionlly dopted 2015 popultion/employment forecst. Tht forecst ws developed consistent with the Region 2040 Growth Concept nd represents the dopted lnd use lterntive. Second, recent TM ctions should be recognized s generlly superseding the Western Bypss Study strtegies. These primrily include the Employee Commute Option progrm developed for the region's ir qulity mintennce pln nd the regionl prking rtios developed s prt of the Urbn Growth Mngement Functionl Pln (UGMFP). Third, the trnsit component for the re should reflect work resulting from Tri- Met's Trnsit Choices for Livbility process intended to identify suburbn trnsit strtegies. Fourth, the RTP updte will further define other TM, TSM, trnsit, nd lterntive mode ctions for the re which will be blnced ginst other regionl needs. Finlly, the study concluded tht circumferentil vehiculr trffic within the study re is best served by the identified highwy, rteril, nd TSM improvements. As result, the study does not recommend continued study or ction on full bypss. A minority conclusion of the Steering Committee ws tht the I- 5/99W Connector should still be considered s first leg of full bypss. Tht recommendtion ws not supported by the full Steering Committee nd is not included in this resolution. JPACT/Metro Council Action Resolution No endorses in Exhibit A only the new highwy nd rteril recommendtions contined in the Western Bypss Study Recommended Alterntives Report, June 1996, for inclusion into Metro's 1995 Interim Federl Regionl Trnsporttion Pln Preferred Project List. A number of the projects contined in

Exhibit A to the resolution identifies those highwy nd rteril projects tht re new s result of the Western Bypss Study nd re being recommended to be included in the Interim Federl RTP, Chpter 5, Preferred Project List. The resolution lso notes tht significnt environmentl, lnd use, nd other project development ctivities remin for number of the projects shown in Exhibit A. Exhibit B to the resolution contins the specific text chnges being mde to the Interim Federl RTP resulting from the Western Bypss Study. Those chnges primrily delete reference to the study process s n outstnding issue. Following this doption process, the rteril nd highwy projects contined within the current RTP Preferred System, including the Western Bypss Study recommendtions, will be evluted ginst potentilly new performnce mesures nd stndrds tht re oriented towrds implementing the Region 2040 Growth Concept. Consequently, the project sttus of some of the recommended improvements contined in the Bypss Study my chnge s result of the RTP updte. 1-5/99W Connector The Western Bypss Study nd supporting documenttion identified the need, mode, function, nd generl corridor for the I-5/99W Connector. Ordinnce No is being reviewed concurrent with this resolution nd contins number of conditions s prt of its recognition in the Stte RTP. Tht recognition enbles the project to move into n lignment-level EIS process consistent with Stte lnd use plnning gols for its need, mode, function, nd generl corridor. According to Metro's schedule, there will be first reding to Metro Council on April 24 nd the pln is hve the second reding nd ction by June 5. We re concerned with the hste in which the doption of this proposed resolution is moving nd would recommend tht the timefrme be extended to llow review nd comment, t lest on the proposed findings. To mke you wre, the City mended its trnsporttion pln to include widening of Highwy 99W to seven lnes, s prt of the recent doption of the Tigrd Tringle Pln. The widening ws prt of the toolbox recommendtions for the 1-5/217 interchnge study. For the comprehensive pln mendment ppliction for the Phil Lewis School site in the Tigrd Tringle, OOT commented tht the City should mend its trnsporttion pln to include the toolbox improvements, which included Highwy 99W widening. The City responded by mending the City's trnsporttion pln to include those improvements. Through the recent Tigrd Tringle plnning effort, tsk force ws formed tht included citizens, businesspeople, nd representtives from Metro nd OOT. Our consultnts sid tht Highwy 99W needed to be widened to seven lnes to dequtely support trffic from the Tringle in the future. Metro nd OOT did not oppose the inclusion of Highwy 99W widening in the Tringle Pln. In fct, OOT requested tht recent development ppliction, proposed Mconld's resturnt on the corner of SW 72nd nd Highwy 99W, be conditioned to include dediction to provide for future widening to seven lnes. The City is in the process of updting the street component of the Trnsporttion System Pln nd pplying for Trnsporttion Growth Mngement Grnt for Highwy 99W Access Mngement Implementtion. There needs to be community input on the future configurtion of Highwy 99W, south of Highwy 217. The Trnsporttion System Pln nd Access Mngement Implementtion will solicit community involvement in ddressing the future of Highwy 99W in Tigrd. 22 The City supports the future connector for through trffic; however, widening of Highwy 99W north of Highwy 217 is lso needed to hndle trffic from the Tigrd Tringle nd prevent trffic from using neighborhood streets s cut-through routes. We re concerned with the two proposed conditions of this resolution, both of which would require greements with Ymhill County nd the City of Newberg regrding growth nd green corridors. At the stff level, no drft greements or exmples of drft lnguge hve been presented. These greements my help preserve investment in the I-5/99W connector, however, efforts to obtin the greements should not impede the project's overll progress. For those of us who live in northwestern Wshington County, Highwy 217 is relly our only option to trvel between 26 & 1-5. The Western Bypss would hve llevited the hevy trffic on the Sunset, 217 nd the miserble exit off of 1-5 to hed north on 217. If you still refuse to do the Bypss these res will continue to get worse, in ddition to the ridiculous pln to move the sme dirt gin nd widen 217, putting the motorists in n intolerble sitution for who knows how mny yers. The environmentl impct of the Bypss ws totlly insignificnt when person relly sked questions nd got to the bottom of wht the numbers were ctully sying. They were very lrge sounding numbers tht mde us think gret mounts of frmlnd would be devstted nd birds nd whtever would be destroyed. The relity ws quite different, however, when put in the form of percentges. The old dys of Hillsboro being smll frm community nd needing to get crops to downtown Portlnd re over. The core of the issue is infrstructure so people cn trvel from job to work without spending hours on the rod. With the growth which is hppening in Wilsonville nd Hillsboro, hving expresswy ccess is only sensible. Hence, long term solution is in order for northbound 1-5 trffic(nd southbound for tht mtter) who need to go estbound on Hwy. 26. Expecting ll the trffic to come through Tultin, through Tigrd, through Beverton nd beyond nother 5 miles just to get to Hillsboro(now mjor industril mnufcturing component of our region) is ludicrous. Construction of series of rteril nd collector rod improvements. I gree tht this will help to llevite the immedite congestion issues. But for the long term I feel they will then (out 15 yers) be considered locl nd collector rods in reltion to the new trffic volumes. A long term solution is still needed beyond these improvements. Widening of Highwy 217. This I strongly gree with but s we cn ll see, its lredy been improved to 3 lnes except t entrnce nd exit rmps. Trffic still remins problem. Widening the rodwy t those loctions will definitely help but will it relly do much? Probbly not. The reson I sy this is becuse its 1997 now. Those projects won't probbly be completed till into the next century nd by then the popultion nd commerce will hve incresed to mx out the improvements, most likely before they're completed. Remember, this is nd hs been the fstest growing county in the stte for the lst 5-7 yers. And the end is not in sight!

Unfortuntely it only runs rdilly from our regionl core. I pplud those wim the foresight nd fortitude. This will tke some of the lod off our rodwy system but not for those in the sles, service, commercil nd industril sectors. Also those of us who trvel to non serviced or poorly serviced by mss trnsit res will still be vehicle dependent. I do hold hope though for improvements in this topic. Trnsporttion emnd Mngement I do gree with the promotion of this topic too. It's gret ide, lthough somewht imprcticl. My informtion sttes tht it will only be pplicble to mybe 10 percent of the workforce, which doesn't tke into ccount the increse in trips for "home office" service work on equipment nd trips to copy shops, possibly multiple times per dy. I think the jury is still out on how much trffic this will ctully relieve. Trnsit Service Improvements. I definitely gree with this recommendtion. I lso think we need to provide the trnsit system "users" the opportunity to more equitbly prticipte in the cost of the trnsit system. Think they'll go bck to their crs? Commercil nd personl vehicles skirt the congestion on these rods, rods tht were not designed for these new volumes of trffic nd weights of commercil vehicles. Accident rtes on these rods re rising nd eventully the rodwys will fil premturely due to over-use. Look t current trffic congestion on both Highwy 26 nd Highwy 217. The vehicle count figures on the study re being surpssed nd rpid improvements re the only solution. People re going to continue to come, nd with them will be their personl vehicles long with the demnds on commerce within the community. Help keep it livble. Help keep it moving. Certinly, the process of the Bypss Study hs been long one when it begn, I ws childless; I now hve son in kindergrten. But in the view of 1000 Friends of Oregon, the wit, nd the work done during tht wit, hve been well worth it. In the beginning, the Bypss Study ws bout single fcility in nrrow corridor. Over the course of the yers, the Study expnded its horizons to include considertion of multiple modes nd brod geogrphy. While it is tempting to recount ll the tles of such n epic story, I will proceed to the issue t hnd the finl recommendtions from the study. Two yers go, we voted s member of the study's Citizens Advisory Committee in fvor of the recommendtions now before you, with two cvets. We repet tht position tody nd note n dditionl concern. For us, the primry thrust of the recommendtions is the recognition tht Western Bypss between 99W nd the Sunset Highwy is not needed nor is desirble for this region. According to the nlysis completed by Metro for the LUTRAQ study, building the Bypss just the fcility itself, without the bells nd whistles included in the OOT study would result in more miles of driving nd more ir pollution (NO X & CO2) thn the No-Build lterntive. In other words, ccording to these mesurements, the region is better off doing nothing thn it would be if it built the Bypss. In ddition, LUTRAQ is being implemented through the LCC Trnsporttion Plnning Rule which requires jurisdictions to rezone lnd round trnsit lines for Trnsit-Oriented evelopment nd through the sttion-re plnning processes tht re prt of the Westside Light Ril project. In the ltter cse, Wshington County nd the cities of Hillsboro nd Beverton hve hd interim sttion-re overly zones in plce since These zones effectively incorporte most of the zoning chnges implied in the LUTRAQ lterntive. Moreover, these interim overly zones re now being replced with permnent zoning districts tht in mny cses look nerly identicl to some of the illustrtions creted in the LUTRAQ study. Given ll these recent nd prospective chnges to locl lnd use plns, it is difficult to dismiss the LUTRAQ lterntive s "pie-in-the-sky." Rther, it would be more ccurte to chrcterize LUTRAQ s being prt of the sttus quo, new bseline ginst which other options should be compred. Tht nlysis essentilly occurred couple of yers go s prt of the 2040 process. As you know, the 2040 Growth Concept contins freewy connection between 1-5 nd 99W. It does not, however, include the Bypss between 99W nd the Sunset Highwy. Nevertheless, s prt of the 2040 process, Metro dded the Bypss to the Growth Concept for study purposes, nd modeled the scenrio to discover the Bypss' impct on Wshington County trnsporttion. The results show tht, when coupled with the Growth Concept, the Bypss would hve negligible impcts on reducing congestion levels for Highwy 217, while substntilly incresing congestion on 99W, Nyberg Rod, nd Scholls Ferry Rod:

Although our lnd use plnning system is designed to curb such sprwl, ctul plnning prctice shows tht our zoning designtions nd development restrictions re not perfect nd would be unlikely to

42 reverse the mrket pressure tht would be plced on these lnds were the Bypss to be constructed. In study commissioned by OOT severl yers go, ECONorthwest found tht incresing ccess to lnd tht is ner growing urbn re will significntly increse the mrket pressures to develop tht lnd. Even under existing restrictions, n nlysis by Metro nd 1000 Friends shows there is the potentil for severl thousnd dditionl dwellings in the rurl res of Wshington County. If the Bypss is built, ccess to these properties will be significntly incresed nd the pressure to develop them will increse too. Moreover, the Bypss' presence will increse pressure to move the urbn growth boundry to include these lnds nd/or to chnge the zoning to llow for more development. Any wy you slice it, the Bypss is bd news for this region. It would result in more driving, less trnsit ridership, nd dirtier ir; it would not solve Wshington County's congestion problems, nd in the end would likely mke them worse by furthering the county's dependence on the utomobile; nd it would fuel the engines of sprwl tht could decimte Wshington County's $183 million/yer griculture industry. In short, we support the Western Bypss Study's recommendtion to not build the Bypss, nd to cese considertion of tht proposed fcility. Our two prior reservtions bout the Bypss Study recommendtions concern the proposls to expnd Highwy 99W nd Scholls Ferry Rod to seven lnes. Both fcilities bisect res indicted s Town Centers in the 2040 Growth Concept. 43 Chpter 5: Pln Chnges Chpter 5: Pln Chnges Overview How different re the lnd uses proposed in the LUTRAQ lterntive from those now dopted in locl comprehensive plns? More to the point, how different re the lnd uses proposed in the LUTRAQ lterntive from those tht re likely to exist when locl governments revise their comprehensive plns to comply with new regionl nd stte requirements? The nlysis in this chpter, prepred by 1000 Friends of Oregon, provides some nswers. Although the chpter contins mps indicting the generl results of the reserch, more detiled mps re included in Appendix E. The nlysis presents two comprisons. The first compres the LUTRAQ pln (Figure E-l) with the "Lnd Use Pln Mp" from Metro's Regionl Lnd Informtion System (RLE). The Lnd Use Pln Mp (Figure E-2) contins generlized versions of the dopted comprehensive pln mps for ll the jurisdictions in the study re. As prt of the lnd use policies nd lws developed nd dopted by locl governments, these comprehensive pln mps govern the types of lnd uses currently llowed within the study re. There re, however, number of recently dopted stte nd regionl lws nd policies tht, over the next severl yers, will require mjor chnges to the dopted comprehensive pln mps. The most prominent of these chnges is reflected in the second nlysis presented here: comprison of the LUTRAQ pln with the Metro "2040 Growth Concept Mp." The Growth Concept Mp (Figure E-3) is n interim product in series of plnning exercises tht will form the bsis for new comprehensive lnd use plns for the Portlnd region. Metro will use the Growth Concept Mp to develop more detiled "Regionl Frmework Pln." Locl governments will be required to mend their comprehensive plns to be consistent with the Regionl Frmework Pln when it is completed. Another lnd use lw tht will chnge locl comprehensive pln mps is the Trnsporttion Plnning Rule (TPR), dopted by the Oregon Lnd Conservtion nd evelopment Commission in Among other provisions, the TPR requires locl governments to mend comprehensive plns for lnds long ll existing nd plnned trnsit routes to llow trnsit-oriented development (TO) nd to designte "types nd densities of lnd uses dequte to support trnsit." 2 These chnges re required to be mde by My To reflect these requirements, both comprisons in this chpter include Tri-Met's plnned trnsit system for the study re. Although permnent sttion-re plns hve yet to be dopted, ll of the jurisdictions involved hve dopted interim sttion-re zoning provisions to ensure trnsit supportive development. The nlyses presented in this chpter compred the LUTRAQ lterntive, first with the existing lnd use plns, then with the Region 2040 Growth Concept. In both cses, full implementtion of the TPR ws ssumed. Also, both comprisons incorported the sttion plnning res for Westside light Ril. To complete the nlyses, mps were prepred tht overlid the polygons (i.e., the colored lnd use designtions shown in Figure E-l) from the LUTRAQ mp on ech of the two bse mps (Plnned Lnd Use nd 2040 Growth Concept). Ech mp lso contined the sttion plnning res for Westside light Ril nd drft version of the Tri-Met Primry Trnsit Network. Then, for ech LUTRAQ polygon, the plnning designtion under LUTRAQ ws compred to the designtion on the bse mp. The correltions listed in Tble 5-1 were used to determine the consistency of the LUTRAQ designtion with tht of the bse mp. Conclusion The nlyses show mt the differences between the LUTRAQ mp nd the dopted comprehensive pln mps of the locl jurisdictions (s depicted in the Plnned Lnd Use Mp) re reltively smll when the effects of Westside LRT sttion plnning nd TPR implementtion re fctored in (Figures 5-1, E-4). Out of totl of 16,965 cres in the LUTRAQ polygons, 13,197 (78%) were deemed to be consistent, while only 3,768 (22%) were deemed to be inconsistent. The differences between LUTRAQ nd the 2040 Growth Concept re even fewer (Figures 5-2, E- 5). Considering the effects of the TPR nd Westside LRT sttion plnning, only minor inconsistencies between LUTRAQ nd 2040 were detected.
