3 xecutive ummry Introduction eveloping semless, multi-jurisdictionl ike corridor network tht links residentil res with employment centers requires coopertive nd coordinted effort mong multiple rod owners. his tudy identifies suurn nd urn corridors within the Metropolitn Plnning re tht re most likely to mintin high verge cycling speeds to encourge commuter cycling from the suurs to the city. s plnninglevel ssessment, the tudy informs rod owners out coopertive opportunities to develop semless icycle network sed on consistent set of tretments. od owners my consider pplying these tretments when designing nd implementing rodwy improvements long the identified corridors. o ccomplish study ojectives, the yrcuse Metropolitn rnsporttion Council (MC) estlished tudy dvisory Committee (C) of MC memer gencies nd orking Groups comprised of locl cyclists who commute to work y ike to provide guidnce for the study. ummry of emogrphics, Legisltion, Plns nd Inititives emogrphics: he trget group for this study is experienced-confident riders who re comfortle riding with vehicles on streets t speeds up to 25 mph on level grdes nd up to 45 mph on steep descents nd who my cycle distnces of 5 or more miles. Legisltion: he 2012 mrt Growth Pulic Infrstructure Policy ct (ct) requires considertion of smrt growth principles s well s locl government plns for development when investing pulic funds into infrstructure improvements. mrt growth principles dvocte for multi-modl corridors, including ike fcility infrstructure. Likewise, the 2012 Complete treets legisltion requires trnsporttion projects undertken, overseen, or funded y the stte eprtment of rnsporttion consider vrious user needs. Plns: he MC reviewed nd summrized severl current nd ongoing plns to ensure tht this study complements these efforts nd identifies connections to existing nd proposed ike corridors. he City of yrcuse rft Bicycle Mster Pln, for instnce, ws viewed s n extension of this pln s it identifies dditionl ike corridors within the city s municipl oundries. herefore, this study identifies mjor suurn/urn commuter corridors tht could connect into the city s proposed ike network. Identifiction of Preliminry Corridors MC stff used the rvel emnd Model to identify mjor trvel routes etween residentil res nd plces of employment. Bsed on the rvel emnd Model results, MC stff determined tht ike commuter corridors should connect downtown nd University Hill with four suurn res: west (Cmillus), northwest (Bldwinsville), north (Cly), nd est (Fyetteville/Mnlius). tff identified initil ike commuter corridors sed on this ssessment nd reviewed them with the C. he C suggested including dditionl corridors for considertion. orking Group prticipnts lso dded or removed corridors sed on their experience cycling to work. he MC stff trveled ll of the corridors nd mde dditionl modifictions i

4 sed on existing conditions nd field oservtions. xisting Conditions he MC conducted n existing conditions ssessment to confirm the issues nd opportunities nd provide dditionl input into the corridor selection process. nvironmentl Justice: he MC reviewed its 2012 nvironmentl Justice ssessment tht identified low, medium, nd high-priority trget res. he suggested ike corridors pper to e well distriuted cross designted trget popultions for communities west, north, nd est of the City of yrcuse. Commercil Corridors: orking group prticipnts suggested voiding commercil corridors if possile to void high trffic volumes nd the lrge numer of drivewys. Mjor suurn commercil corridors tht were voided include: est Genesee treet, oute 57, oute 11, rie Boulevrd st, nd sections of oute 92 nd oute 290. rnsit ervice outes: Connecting icycle corridors with trnsit routes offers cyclists multi-modl commuting options s ech us cn trnsport up to three ikes. his is eneficil during instnces of inclement wether nd/or to shorten the trvel length/time. Mny suggested ike corridors overlp with trnsit routes. Bike uitility nd ccidents: he MC Bicycle uitility Mp shows tht the region consists of well-developed rod network with vrying levels of cycling suitility. 13 1.6 tudy Process he MC developed the following process to chieve the Bike Corridor tudy s purpose, gol, nd ojectives: he MC developed tudy dvisory Committee (C) to guide the study, provide oversight of deliverles, provide necessry support, nd serve s resource. he MC met with the C throughout the plnning process. he MC collected, reviewed, nd considered relevnt plns, studies, nd reference mterils. hese documents served s foundtion for this study nd ensured tht this effort complements other plnning inititives. he MC used rvel emnd Model (Model) - zone-sed forecsting tool - to identify origin nd destintion pirs from clusters of trnsporttion nlysis zones (Zs) within the MP. he Model output helped guide the identifiction of initil corridors for considertion. he MC met with orking Group prticipnts (G) to refine the corridors linking origins nd destintions. he orking Group included memers from the nondg Cycling Clu nd others who commute to work y ike. he prticipnts provided informtion out corridor conditions nd connection opportunities. he MC stff conducted field oservtions of ll of the corridors suggested y the orking Group prticipnts, noted oservtions, nd dded nd removed corridors s necessry. he MC utilized its Geogrphicl Informtion ystem (GI) to conduct n existing conditions ssessment for ll identified routes to help document corridor conditions nd identify considertions when selecting possile tretment options. he MC identified primry commuter corridors nd plnning-level tretment options sed on existing conditions nd federl nd stte stndrds nd guidelines. Identified tretment options my require dditionl nlysis nd ssessment y n engineer to determine their ppropriteness. 1.7 tkeholder nggement uring the scoping process, the ew ork tte eprtment of rnsporttion nd the MC determined tht this tudy would e developed s technicl ssessment. his tudy included the formtion of tudy dvisory Committee (C) s well s orking Groups comprised of locl cyclists who commute to work y ike. ince this tudy identifies corridors tht cyclists use to commute to work, the MC determined tht conducting orking Group discussions with experienced commuter cyclists would provide the most vlule informtion for this plnning process, nd would meet the pulic involvement needs for this study. Pulic meetings were not held, nd projectspecific Pulic Involvement Pln (PIP) ws not prepred since pulic meetings or dditionl pulic outrech ctivities eyond the C nd orking Group meetings were not deemed necessry. he pulic will hve dditionl opportunities to comment if rod owner decides to nlyze, design, nd implement icycle fcility improvements. tudy dvisory Committee: Formed to provide technicl nd procedurl guidnce, the C consisted of representtives from the following pulic gencies: Centertte Corportion for conomic pportunity owntown Committee Pge 6

For the purpose of identifying mjor commuter corridors in the region, MC stff grouped the existing Zs into clusters tht shre ccess to the sme collector or rteril rodwys. nce clustered, Model output dt were exmined to identify the clusters tht generte or ttrct the gretest numer of commuting trips ech dy. Bsed on this nlysis, MC stff determined tht this study should focus on icycle commuting corridors to downtown nd University Hill from four suurn res: west (Cmillus), northwest (Bldwinsville), north (Cly), nd est (Fyetteville/Mnlius). 3.2 Corridor Considertions MC stff considered initil corridors sed on where the gretest numer of trips existed etween origins nd destintions. he MC reviewed the corridors with the C, nd their feedck is summrized on Mp 3 (ppendix B). In ddition to soliciting C comments, the MC sked orking Group prticipnts to provide dditionl feedck sed on their experiences cycling long these corridors. s shown in Mp 4 (ppendix B), the orking Group identified dditionl issues nd opportunities nd suggested severl modifictions, which included removing mny corridors from considertion. orking Group prticipnts noted tht most experienced cyclists re willing to trvel 5 to 10 miles one wy to work, while less experienced Pge 12

In the short term, rodwys with poor pvement conditions pose chllenges to cyclists.
