INTRODUCTION Minto Communities Inc. is proposing to construct a mixed-use development consisting of 157 residential condominium units and 17,600 square feet of ground-floor retail uses on the lands located adjacent to the northwest corner of the intersection of Beechwood/Mackay/Charlevoix in the City of Ottawa. The properties are municipally known as 1-19 Beechwood Avenue. The subject properties previously supported a mixed-use development containing 12 residential apartments and approximately 9,000 square feet of retail (a portion of which is still active) and 6,200 square feet of office uses, most of which were irreparably damaged in a fire. The net increase in retail/office floor area is 2,400 square feet and the net increase in residential condominium units is 145. Approximately 150 additional on-site parking spaces are proposed and site access to the adjacent Mackay Street is the same as the previous development. The planned date of full-occupancy for the new development is estimated to be the year Depicted as Figures 1 and 2, is the site s local context and the Preliminary Concept Plan, respectively. Figure 1: Local Context In support of a Site Plan application, the City of Ottawa has requested the preparation of a formal Transportation Brief in accordance with their Transportation Impact Assessment Guidelines dated October As agreed to with City staff at the pre-consultation meeting, this assessment will focus primarily on traffic operations at the two adjacent signalized intersections to the site (Beechwood/St. Patrick/Vanier Parkway/Crichton and Beechwood/Mackay/Charlevoix), site vehicular access, on-site traffic operations/circulation and parking issues. 1

EXISTING CONDITIONS 2.1 Study Area As noted, the study area will include the signalized Beechwood/St. Patrick/Vanier Parkway/Crichton and Beechwood/Mackay/Charlevoix intersections and the proposed unsignalized site driveway connection to Mackay Street. 2.2 Area Road Network Beechwood Avenue is an east-west arterial roadway which extends from Vanier Parkway in the west to Beechwood national cemetery in the east. West of Vanier Parkway, Beechwood Avenue continues as St. Patrick Street, providing arterial road connections to downtown Ottawa and Gatineau, QC via the Alexandra Bridge. East of Beechwood National Cemetery, Beechwood Avenue continues as Hemlock Road, providing arterial road connections with the Manor Park area and St. Laurent Boulevard. Within the study area, Beechwood Avenue has a four-lane cross-section and auxiliary turn lanes at major intersections. The posted speed limit within the study area is 50 km/h. On-street parking is permitted on both sides of the street, except during morning and afternoon peak periods when parking is prohibited in the peak direction (westbound in the morning, eastbound in the afternoon). MacKay Street is a north-south local roadway running between Beechwood Avenue in the south and Sussex Drive in the north. It has a two-lane cross-section, with on-street parking generally permitted on both sides of the street, except on the east side of the street immediately north of the Beechwood/Mackay/Charlevoix intersection. Charlevoix Street is a north-south local street which forms the southern leg of the signalized Beechwood/Mackay/Charlevoix intersection. This street provides local access to the northern part of the Vanier community, and to parking for the retail uses located on the south side of Beechwood Avenue. On-street parking is permitted along the east side of the street. Crichton Avenue is a north-south collector roadway which runs north from the signalized Beechwood/Vanier Parkway intersection. It has a two-lane cross-section with an auxiliary southbound left-turn lane provided at the intersection with Beechwood Avenue. The posted speed limit within the study area is 50 km/h. On-street parking is generally permitted on west side of the street. Vanier Parkway is a north-south arterial roadway which extends from the Beechwood/St. Patrick/Crichton/Vanier Parkway intersection to Highway 417. South of Highway 417 this roadway continues as Riverside Drive, providing arterial road connections with communities in the south end of the City of Ottawa and beyond. North of Beechwood/St. Patrick it continues as Crichton Street as described above. Within the study area, it has a four-lane divided cross-section and a 60 km/h posted speed limit. 3

7 2.3 Transit Network Transit service within the vicinity of the site is currently provided by OC Transpo Routes 1, 5, 7 along Beechwood Avenue, and Route 9 on Crichton Street/Vanier Parkway. Route 1 travels between the adjacent Rockcliffe community (north and east of the subject site) to Greenboro Station on the Southeast Transitway via downtown Ottawa and Bank Street. Service on the portion of Route 1 adjacent to the site is currently provided on 12 minute headways in the peak direction (5 buses per hour) during both the weekday morning and afternoon peak hours. Route 5 travels between St. Laurent Station on the East Transitway and Billings Bridge Station on the Southeast Transitway via Vanier, Sandy Hill, downtown and Old Ottawa South. Service on the portion of Route 5 adjacent to the site is currently provided on 10 minute headways in the peak direction (6 buses per hour) during the weekday morning peak hour and on 15 minute headways in the peak direction (4 buses per hour) during the weekday afternoon peak hour. Route 7 travels between St. Laurent Station and Carleton University via downtown Ottawa. Service on the portion of Route 7 adjacent to the site is currently provided on approximately 6 minute headways in the peak direction (10 buses per hour) during the weekday morning and afternoon peak hours. Route 9 travels between Hurdman Station and downtown Ottawa via Vanier Parkway/Crichton Street and Sussex Drive/Dalhousie Street. Service on the portion of Route 9 adjacent to the site (north of Beechwood Avenue) is currently provided on 10 minute headways in the peak direction (6 buses per hour) during the weekday morning and afternoon peak hours. Bus stops in the vicinity of the site are located on the north side of Beechwood Avenue at Crichton Street (near-side) and Mackay Street (near-side) for routes 1, 5 and 7 (westbound) and the south side of Beechwood Avenue at Charlevoix (near-side) for routes 1, 5, 7 (eastbound). Bus stops for Route 9 are located on west side of Crichton Street at Beechwood (near-side) for southbound buses, and on the east side of Crichton Street at Beechwood Avenue (far-side) for northbound buses. The local area transit network is depicted as Figure Pedestrian/Cycling Network Sidewalk facilities in the vicinity of the site are currently provided along both sides of all study area streets. The site is in proximity to existing NCC capital pathway network, which runs along the east bank of the Rideau River, immediately west of Vanier Parkway and approximately 50 m west of the subject site. This off-road cycling network provides for excellent commuter and recreational cycling links to destinations across the city. According to the City s 2008 Official Cycling Plan (OCP) Beechwood Avenue/St. Patrick Street and Vanier Parkway are classified as a spine or City-wide cycling routes, with 4

8 dedicated cycling lanes to be provided where feasible. The City is currently undertaking a planning study for an East-West bicycle facility between Churchill Avenue and St. Laurent Boulevard, which may use the portion of Beechwood Avenue immediately adjacent to the site. This facility would provide for a dedicated cycling facility between the site and downtown Ottawa. Figure 3: Area Transit Network 2.5 Existing Study Area Intersections The Beechwood/Vanier Parkway intersection (Figure 4) is a signalized four-legged intersection, with the following lane configuration: EASTBOUND APPROACH Two through lanes Single channelized right-turn lane Bicycle lane WESTBOUND APPROACH Single left-turn lane Single through lane Single through/right-turn lane SOUTHBOUND APPROACH Single left-turn lane Single through/right-turn lane NORTHBOUND APPROACH Double left-turn lane Single through/right-turn lane The eastbound left-turn movement is prohibited at this intersection except for authorized vehicles, taxis, and bicycles. The Beechwood/Mackay/Charlevoix intersection (Figure 4) is a signalized four-legged intersection, with the following lane configuration: 5

Existing volumes are illustrated as Figure 5 and Table 1 provides a summary of existing traffic operations at the two study area intersections, based on SYNCHRO (v7) traffic analysis software (SYNCHRO analysis is attached as Appendix A). 6

10 The subject intersection was assessed in terms of the volume-to-capacity (v/c) ratio and corresponding Level of Service (LoS) for the critical movement(s). The subject intersection, as a whole, was assessed based on a weighted v/c ratio. As shown in Table 1, the Beechwood/St. Patrick/Crichton/Vanier Parkway intersection, as a whole, currently operates at a poor overall LoS F during both weekday morning and afternoon peak hours. In terms of critical movements, the eastbound right-turn and northbound left-turn movement are both operating above theoretical capacity during the weekday morning and afternoon peak hours, respectively. Traffic to/from Gatineau, QC via the MacDonald-Cartier Bridge makes up a significant amount of this volume. Field observations indicate that congestion levels are highly variable from day-to-day and dependent to a large extent on events (e.g. collisions) which occur outside of the study area. The Beechwood/Mackay/Charlevoix intersection as a whole currently operates at an excellent overall LoS A during both weekday morning and afternoon peak hours, and individually, no critical movements are operating below LoS A. It is noteworthy that the Synchro analysis does not adequately reflect the fact that congestion at the Beechwood/ St. Patrick/Crichton/Vanier Parkway intersection can impact the Beechwood/ Mackay/ Charlevoix intersection due to the short spacing between these two intersections. The current peak hour 95 th percentile queues at the Beechwood/St. Patrick/Crichton/Vanier Parkway intersection, as estimated in Synchro, range from 137 to 218 meters (18 to 29 vehicles) in the critical peak hour queuing direction (EBR). Current peak hour 95 th percentile queues at the Beechwood/Mackay/Charlevoix intersection, as estimated in Synchro, range from 38 to 54 meters (5 to 7 vehicles) in the critical peak hour queuing direction (WBT). 7

DEMAND FORECASTING 3.1 Planned Study Area Transportation Network Changes The City of Ottawa is currently planning for an East-West Bikeway facility between Churchill Avenue in the west and St. Laurent Boulevard in the east. This facility will provide for a continuous dedicated cycling route connecting residential neighbourhoods and other destinations east and west of downtown Ottawa. Within the study area, the East-West Bikeway will use Beechwood Avenue. Due to limitations within the existing right-of-way, segments east and west of the site will be constructed in advance ( ) with the section between St. Patrick Street and Marier Avenue to be completed sometime beyond Future construction of an additional interprovincial bridge crossing between Ottawa and Gatineau may lead to a short-term reduction in traffic volumes through the Beechwood/St. Patrick/Crichton/Vanier Parkway intersection as motorists alter their routes to take advantage of the new crossing, however, in the long-term this capacity will likely be reused to accommodate future growth throughout the Capital area. 3.2 Other Area Development Area development identified by using the City s online Development Application Search tool includes: 8

12 Crichton Street The purpose of the site plan control application is to facilitate the development of a threestorey, 32-unit stacked townhouse development with associated underground parking. This application is currently on hold (as of December, 2010) pending the outcome of an OMB hearing. 222 Beechwood Street ( The Kavanaugh ) This approved development, located approximately 500 m east of the subject site consists of 132 residential condominium units and 12,438 square feet of ground floor retail space. 3.3 Site Trip Generation Appropriate trip generation rates for the proposed development were obtained from the 8 th Edition of the Institute of Transportation Engineers (ITE) Trip Generation Manual and are summarized in Table 2. Table 2: ITE Trip Generation Rates Land Use Data Trip Rate Source AM Peak PM Peak Specialty Retail ITE High-Rise Condo ITE As ITE trip generation surveys only record vehicle trips and typically reflect highly suburban locations (with little to no access by travel modes other than private automobiles), appropriate adjustment factors were applied to attain estimates of person trips for the proposed development. Table 3 summarizes the total person site generated trips for the proposed site, which were then distributed to the auto, transit and non-motorized trips using the modal share values developed, which are based on the site s location and proximity to adjacent communities, employment, other shopping uses and transit availability. 13 20% Transit Riders 20% Non-motorized 100% The relatively high non-auto mode share levels are based on the location of the site in proximity to major employment (downtown Ottawa, Department of Foreign Affairs and International Trade), commercial and institutional uses and the presence of high-quality alternative travel options in the area, consisting of: Four local OC Transpo bus routes which offer a combined 25 buses per hour in the peak direction during the weekday morning and afternoon peak hours; the existing NCC multi-use pathway system, which provides off-road cycling connections to destinations across the city, and; the proposed East-West Bikeway facility, which will provide for dedicated on-street cycling facilities connecting the site with downtown Ottawa. It is noteworthy that there is already a high degree of pedestrian, cycling and transit activity within the study area. Table 4 illustrates total site-generated person-trips, broken down by travel mode. Reductions in the amount of new auto trips have been made to account for pass-by trips which convenience uses such as banks, pharmacies and coffee shops tend to attract. These are trips which are already on the adjacent road network and which will stop to access the site instead of continuing past the site. Given the nature of existing parking restrictions on Beechwood Avenue, trips in the off-peak direction will be able to make use of on-street parking, while others may need to make turn movements at intersections to access the site. 14 afternoon peak hours, respectively. These volumes equate to one new vehicle on area streets every minute on average during peak hours. With regard to site-generated transit riders, based on the foregoing assumptions, the site will generate in the range of 30 to 35 transit riders in the weekday morning and afternoon peak hours, respectively, which will be well served by the adjacent transit service. Sitegenerated non-motorized trips will be similar in volume to transit trip generation and have access to good pedestrian and cycling links. 3.4 Comparison with Previous Development Trip Generation As previously noted, the subject site was occupied by a mixed-use development consisting of 12 residential apartment units, 9,000 square feet of retail uses, and 6,200 square feet of office uses. A small portion of these uses (two retail units) consisting of a bakery and diner-style restaurant currently remain in use. Table 6 provides an estimation of auto trip generation for the previous development, based on ITE trip generation rates, as modified above to reflect likely person-trip rates and modal share. IMPACT ANALYSIS The projected site-generated traffic (ignoring previous site-generated traffic) will account for an approximate 1.5% total increase in volume at the Beechwood/St. Patrick/Crichton/Vanier Parkway intersection during the weekday morning and afternoon peak hours, respectively, and a 3-4% increase in volume at the Beechwood/ Mackay/ Charelvoix intersection during the weekday morning and afternoon peak hours, respectively. This magnitude of site traffic projections is not considered significant, and does not account for traffic generated by the previous development, resulting in a very conservative assessment of traffic impacts on the surrounding road network. As mentioned 11

15 previously, the Beechwood/St. Patrick/Crichton/Vanier Parkway intersection is currently operating, as a whole, with a LoS F during both peak hours. It is noteworthy that new site traffic will not be added to the existing critical movements through this intersection, and site-generated traffic is not expected to meaningfully change the level of service. The Beechwood CDP (section 1.3.8) recognizes that poor levels of service for automobile traffic will exist regardless of any new development proposed in the Planning Area. 5. PRELIMINARY CONCEPT PLAN REVIEW This section provides an overview of site access, parking requirements, pedestrian circulation and transit accessibility. The Preliminary Concept Plan is previously illustrated in Figure 2. PARKING A total of 188 parking spaces are proposed to be provided on-site (157 residential parking spaces and 5 visitor parking spaces on two levels of underground parking and 26 at-grade retail parking spaces). Overall, this meets the City s By-Law requirement (124 spaces), although the amount of visitor parking spaces is below the Zoning By-Law requirement. Given the availability of on-street parking on surrounding roads and the provision of retail parking at-grade in excess of Zoning By-Law requirements it is felt that the reduction in visitor parking is acceptable. SITE CIRCULATION AND ACCESS As shown in Figure 2: Preliminary Concept Plan, a single site driveway connection to Mackay Street, located approximately 55 m north of the signalized Beechwood/ Mackay/ Charlevoix intersection is proposed. The location of this driveway is in approximately the same location as the site driveway serving the previous/existing development, but has been shifted 3.0 m south to meet the requirements of the City s Private Approach By-Law. With regard to on-site circulation, retail parking spaces are located at-grade along the main site driveway, with a ramp to the underground parking levels at the west end of the site providing access to resident and visitors parking. The width of the parking aisles are below Zoning By-Law requirements (6.0 m provided versus 6.7 m minimum requirement). PEDESTRIANS/TRANSIT To connect pedestrians to transit service and other nearby employment, shopping and recreation opportunities, sidewalks are currently provided along both sides of study area roads. Bus stops are located within walking distance on the east and west legs of the Beechwood/Mackay/Charlevoix intersection and the north and west legs of the Beechwood/St. Patrick/Crichton/Vanier Parkway intersection. Residents and visitors will enter/exit the site from a residential lobby located on the Mackay Street frontage of the site, while retail uses have access from Beechwood Avenue. BICYCLES The Preliminary Site Plan depicts bicycle storage provided both at-grade (retail, visitors) and within the underground parking garage (residents). The total amount of bicycle parking exceeds Zoning By-Law requirements of 60 spaces. 12

TRANSPORTATION DEMAND MANAGEMENT Depending on the nature of a development, Transportation Demand Management (TDM) strategies have the potential to be an integral part of a planned development in order to address and support the City of Ottawa policies with regard to TDM. For this particular site, its mixed-use nature, proximity to significant employment, commercial and institutional land uses, access to excellent transit service and to existing and future dedicated bicycle facilities (NCC Capital Pathway network, East-West Bikeway) and on-site bicycle storage are all considered very advantageous in lessoning the reliance on the private automobile. The site is located within a vibrant pedestrian-oriented mainstreet area and responds well to this context by providing ground floor retail with residential uses above. 7. FINDINGS AND RECOMMENDATIONS Based on the foregoing analysis of the proposed development, the following transportation-related conclusions are offered: EXISTING CONDITIONS The study area s pedestrian and cycling network is well established with sidewalks on both sides of study area roads and dedicated bicycle facilities (NCC Capital Pathway) located in proximity to the site. The signalized Beechwood/St. Patrick/Crichton/Vanier Parkway intersection is currently operating, as a whole, with a poor overall LoS F during both peak hours. Critical movements are also currently operating at LoS F or better during both peak hours. The signalized Beechwood/Mackay/Charlevoix intersection is currently operating, as a whole, with an excellent overall LoS A during both peak hours. Critical movements are also currently operating a LoS A during both peak hours, although congestion at the downstream Beechwood/St. Patrick/Crichton/Vanier Parkway intersection does impact intersection operations at this location and may not be accurately reflected in the Synchro analysis. PROJECTED CONDITIONS The proposed development is projected to generate an approximate two-way total of 65 and 75 veh/h during the weekday morning and afternoon peak hours, respectively. When accounting for the traffic generated by the previous uses lost in the fire, the net increase in automobile trips is only 37 and 10 vehicles per hour in the weekday morning and afternoon peak hours, respectively. Projected site generated traffic will account for an approximate 1.5% and 4% total increase in volume at the Beechwood/St. Patrick/Crichton/Vanier Parkway and Beechwood/Mackay/Charlevoix intersections, respectively. This magnitude of projected site generated traffic is not considered significant and will not alter existing levels of service in any meaningful way. The site will generate in the range of 30 to 35 transit riders during peak hours, which will be well served by the adjacent transit service, which consists of four local routes providing a total of approximately 25 buses per hour in the weekday morning and afternoon peak hours. 13

17 PRELIMINARY CONCEPT PLAN The review of the Preliminary Concept Plan indicates that the site will function well from a transportation perspective. The single driveway connection to Mackay Street will be adequate to serve expected vehicular demand and is located in the area of the existing site driveway, with a slight shift to meet the City s Private Approach By-Law. Parking aisles are slightly narrower than City requirements and reflect the tight nature of the site and are similar to existing conditions found on-site and at adjacent developments along Beechwood Avenue. The number of parking spaces provided overall meets City Zoning By-Law requirements and the proposed reduction in visitor parking spaces is supportable given the availability of on-street parking within walking distance to the site and the ability to use the at-grade retail parking spaces during off-hours. The proposed development fits well into the context of the surrounding area, and its location and design serves to promote use of walking, cycling, and transit modes, thus supporting City of Ottawa policies, goals and objectives with respect to redevelopment, intensification and modal share.
