The CRWG was frmed in July 2011 and develped the implementatin plan fr the water pl in Canada Lng-Term Athlete Develpment (LTAD) and the framewrk f the NCL. 4 1. General Respnsibilities Water Pl Canada s flagship prperties are the Natinal Champinship League (NCL) spanning 8 categries: 14U; 16U; 19U; MLWP (senir) bth male and female. Water Pl Canada (WPC) is respnsible fr the leadership, management and rganizatin f all games and events regarding the NCL. Fr this reasn, each game will be assigned a delegate t represent the interests f WPC whse primary rle is t ensure the event takes place in a fair manner and that the participants abide by the NCL Handbk. The delegate is in cmplete cntrl f the game and respnsible t manage the game n behalf f WPC. As a participating club in the NCL yu are respnsible t hst games whether the facility is yur fficial hme pl r it is a facility in yur hme city/regin. WPC will always attempt t schedule hme games at the club s hme facility, hwever, due t lack f available facility rental space there may be hme games taking place in yur regin r city in which yu are the designate hme club. Fr the remainder f this dcument we will refer t the hme club as the hst regardless f the venue. WPC recgnizes the vlunteer wrklad that is necessary t rganize and lead a NCL event and therefre has revised the hsting expectatins n the hst club. WPC will assume the bulk f the respnsibilities and will wrk with a lcal rganizing cmmittee fr rganizing the Champinship weekends. Fr all regular seasn games, the hst club is primarily respnsible fr recruiting minr fficials (vlunteers), training the minr fficials, prviding game balls (excluding Champinship events), setting up the field f play and making use f the, minr fficial t-shirts, and marketing displays prvided by WPC. 2. Club Hsting Kit Each hsting club will receive the fllwing items frm WPC: White minr fficials and vlunteer t-shirts Marketing display banners (if available) NCL Cmpetitin Balls (Champinship events nly) Each club will receive their hsting kit in the lead up t their first hsting event f the seasn. Each clubs package will be based n the number f games they are hsting thrughut the entire seasn (regular seasn games plus Champinship weekends). Club will nt receive any additinal balls r t- shirts thrughut the seasn. Marketing displays are t be used fr a perid f 3-5 years. All minr fficials and ther vlunteers are expected t wear the t-shirts prvided fr all NCL games. Any water pl balls prvided shuld nly be used fr NCL games and nt fr club practices. 1

5 The marketing displays shuld be setup n deck fr all NCL games. Certain clubs may be asked t share marketing displays and transprt frm facility t facility. 3. Planning Respnsibilities 2 Train vlunteers as minr fficials peridically thrughut the seasn. Hspitality rm is nly requested when a team hsts 6+ hurs f cnsecutive games. Recruit vlunteer t set up and take dwn the field f play where required. Sme facilities may take n the respnsibility f set up and take dwn; hwever, there shuld be a supervisr respnsible t assist in the prcess.

6 Althugh the facility may set up and take dwn the field f play, the hst club will need t ensure the minr fficials table is setup accrdingly and cvered with table clthes and the WPC marketing materials are n display. 4. On-Site Respnsibilities Prvide supprt t the WPC delegate and fficials when requested. Set up the field f play as per the standards utlined in Appendix A: Hst Checklist and Appendix B: Field f Play. In the event that the facility is respnsible fr setup, please ensure a supervisr is present t perfrm an audit f the setup. Belw is a list f the critical elements. Field f play setup has the apprpriate lane markers, side markers, gals, length and width. Timing equipment is synchrnized and visible. There is a visible exclusin bard. Nn-water pl related equipment is cleared frm the deck area arund the playing field. Minr fficials table has a laptp fr the scresheet, all relevant timing equipment, backup timing equipment and table clth cvering the table. NCL banners are displayed n deck. Game balls are f apprpriate quality and are f the right size and vlume. Team benches are setup n the apprpriate side (ppsite minr fficials) and behind the gal line. Ensure minr fficials (and ther vlunteers) are wearing the apprpriate NCL t-shirt and the same clred pants and are n deck at least 15 minutes prir t the start f the game. Number f athletes n each bench shuld match the number f athletes n the scresheet. 3

7 Have the game secretary review the scresheet with the fficials after the game t ensure it has been cmpleted as per the standards utline in Appendix C: Sample Pst-Game Scresheet. Within a maximum f 24 hurs after the end f the game send the Excel versin f the scresheet t ntrusdale@waterpl.ca. The sner the scresheet can be submitted t the League Crdinatr the sner results can be psted nline. 5. Duratin f the Game 14 and under and MLWP(senir) games shall cnsist f fur (4) quarters f seven (7) minute stp time with a tw (2) minute interval break between perids. 16 and under and 19 and under games shall cnsist f fur (4) quarters f eight (8) minute stp time with a tw (2) minute interval break between perids. Regular seasn games r preliminary games during the Champinship cmpetitins (East/West Natinals, Natinal Finals and Senir Natinals) will nt have any extra time and scres that are tied at the end f regulatin will remain as a tie. Eliminatin r qualificatin games during the Champinship cmpetitins (East/West Natinals, Natinal Finals and Senir Natinals) ending with a tied scre at the end f regulatin will prceed t a shtut t determine the winner. The FINA shtut prcedure will be applied. 6. Pl Specificatins The distance between the gal lines shall be twenty-five (25) metres. The width f the field f play shall be twenty (20) metres. The bundary f the field f play at each end shall be zer pint three (0.30) metres behind the gal line. The depth f the field f play shall be tw (2) meters. WPC will allw a variance f a maximum f 20% n the length and depth f the field f play and a maximum f 40% n the width fr regular seasn games. WPC will allw a variance f a maximum f 15% n the width, length and depth fr the Champinship cmpetitins (East/West Natinal Champinships, Natinal Finals and Senir Natinals). 7. Officials 4 Officials are defined as referees, minr fficials and delegates. Referees and delegates are t be selected and appinted by the NTO Crdinatrs. It is the respnsibility f each hst club t supply a sufficient amunt f minr fficials fr each hsted game.

8 Referees and paid minr fficials must be in gd standing with their club, PSO, and WPC and must appear n the WPC Registratin System at in the Cmpetitive categry.
