1 WORLD CHAMPIONSHIP RULES 3 Cushin Natinal Teams 1. Participating Cuntries: The Champinship is played with 16 Teams in 4 Grups f 4 Teams, accrding t the fllwing team qutas: - Title Hlder (Title nt lder than 4 years) - Organizing Federatin - CEB: 7 - CPB: 3 - ACBC: 3 - ACC: 1 In the event f Nn-Fulfilled nminatin (s), this place (s) will be filled by the rganizing Cnfederatin. Only ne team per Natin / Federatin is allwed t participate. N B-Teams are allwed. 2. Wrld Ranking Natinal Teams: The Wrld Ranking is based n the results f the last five years. Each cuntry receives pints accrding t its place in each year (1 st Place 80 Pints 2 nd Place 54 Pints 3 rd + 3 rd Places 38 Pints 5 th t 8 th Places 26 Pints 9 th t 16 th Places 16 Pints > 8 Pints). Cuntries that d nt participate receive 0 pint. Shuld an inscribed natinal team nt participate in the turnament, the team s cuntry will receive -50 pints. 3. General rules fr the Champinship 1. In case f a N-Shw team at start f the Champinship, the grup will cntinue playing with 3 teams. 2. Shuld tw r three teams ut f ne grup nt participate at the beginning f the Champinship, ne team frm the clsest previus grup (s), will be respectively mved t this grup, at and frm the same level f the missing team (s). 3. If a team is nt present at the beginning f a match (N-Shw), the ppnent team will have a frfait win f 2 match pints withut influencing the average, and the nshw team is allwed t play the remaining match (s). 4. Shuld a team in a grup withdraw r nt be present at the beginning f mre than ne match during a Champinship the results f this team matches will be remved. 5. Each team may have ne r mre reserve player (s). During the Champinship, a reserve team player frm the published participatin list can replace ne the tw players the team started with, nly in case f medical reasn(s). Page 1 f 9

2 The utilizatin f the reserve player must be brught t the attentin f the Turnament Directr at least 45 minutes befre the start f the first match. Accrdingly, 30 minutes befre the start f the team matches, the Turnament Directr will publicly annunce the change. 6. Shuld a player stp the match fr medical reasns, cnfirmed by the Turnament Dctr, the match will autmatically be frfeited t the ppnent, regardless f the match results. 4. General Rules fr all Playing Systems Each team cnsists f tw players. The teams play against each ther accrding t the Sctch Duble System. Grups are cmpsed fllwing the Z-system in the rder f the applied Wrld Ranking. If a team withdraws after the grups have been specified and maximum ne week befre the start f the Champinship, the replacing team frm the Organizing Cnfederatin will take the same place f this team. Matches are played t 40 pints, with equalizing innings. During grup stages each team play against every ther team, accrding t the fllwing rder: 1-4 and 2-3 Winner 1-4 vs Winner 2-3 and Lser 1-4 vs Lser 2-3 Remaining matches Frm the Quarter-Finals nwards, and n the cnditin f draw match, a decisive set f 15 pints, withut equal innings, will be played in the same rder as at the stat f the match. Classificatin criteria fr grup matches: a) Team match pints b) Team average c) Team highest run (s) One break f five minutes per match is applied after 20 pints is reached by ne r bth teams. Shuld a match be bradcast n televisin there may be an exceptin t this rule - fllwing jint cnsultatin with the UMB Delegate and the Organizer, lnger and/r additinal breaks may be agreed upn. In exceptinal cases a necessary medical break f a maximum f five minutes may be allwed with authrizatin f the referee. N breaks are allwed befre the start f the decisive set. Sctch Duble System Rules: a) Each team is free t chse the player wh will the lag, the starting team then chses the player wh will start the match b) The starting team will begin frm the starting psitin with the white ball. c) The tw players in the team take turns, playing alternating shts during the inning (i.e. each team's inning cnsists f tw players' alternating visits, each f ne sht nly, until that team's inning ends, and the next team begins its alternating-sht turn.) d) The playing team will remain at the table tgether and may discuss pints within the time limit. Time Regulatin System The Champinship, including the qualificatin runds, will be played with a time regulatin system: Each table must have a time-clck t be used, under the cntrl f the referee, and accrding t the fllwing rules: a) A time limit f 40 secnds (preferably in cunt dwn rder) with a visual warning system at 30 secnds (if nt available the referee will give a warning abut the 30 secnds-limit). b) Penalizatin signal (preferably audible) after the 40 secnds limit and cnsequently the balls will be put up in the start psitin fr the ppnent. c) Three time-uts fr each team; a time-ut can be requested at any time within the 40 secnd perid; the new ttal limit is then brught t 80 secnds. The use f time-uts must be indicated clearly t players and spectatrs. All time-uts may be used fr the same pint. d) Remaining time-uts can be used during the decisive set. The clck must be displayed in a clearly visible manner in the sprts arena fr the players and the spectatrs. 6. Ranking after the Qualificatin-Rund Classificatin criteria: a) Team match pints b) Team average c) Team highest run (s) 7. Quarter-Finals Quarterfinals are cmpsed as fllws: Team ranked 1 st vs. Team ranked 8 th Team ranked 2 nd vs. Team ranked 7 th Team ranked 3 rd vs. Team ranked 6 th Team ranked 4 th vs. Team ranked 5 th 8. Semi-Finals and Final The winner f the Quarter-Final (1-8) plays against the winner (4-5); the winner (2-7) plays against the winner (3-6), the tw winners reach the final, and the tw lsers take the 3 rd place. 9. Turnament Attire Black shes, black trusers, black scks, white r plain clured shirt with lng sleeves buttned dwn and bw tie ver a buttned cllar. A vest is cmpulsry (clur chice is pen). All players must wear their Federatin emblem n the left side f the chest. Bth players f the same team must wear the same unifrm. Page 3 f 9

4 10. Spnsrship All players are permitted t wear publicity. The left side f the chest is reserved fr Natinal Federatin emblems nly. Wearing publicity is allwed n the right chest-side f the vest and n the right upper sleeve f the shirt. Each f these advertising spts is permitted t have a maximum ttal size f 80 square centimeters; it is permitted t wear mre than ne advertisement n each f these spts n the cnditin that the ttal f the surface des nt exceed 120 square centimetres. The left upper sleeve f the shirt is reserved fr the rganizer s publicity; this publicity shuld nt display any billiard material. If the rganizer is nt making use f this right the player will be allwed t use this free spt. The name f the player r f his/her cuntry/federatin can be put n the back f the shirt, vest r bluse. Publicity with plitical, racial, ethnic and/r religius subjects are strictly frbidden. All publicity must be f an apprpriate nature. Lcal regulatins regarding prhibited subjects as tbacc, alchl and thers must be respected. Shirt cllar spnsring is nt allwed. Spnsring n glves is allwed. The wearing f pins is frbidden. Referees may wear apprpriate publicity f the Organizer (nt exceeding 80 square cm). All referees must wear the same publicity in the same psitin. The UMB cannt be held respnsible fr any financial cnsequences due t issues between player s spnsrs and the rganizer s spnsrs. Bth players f the same team d nt need t wear the same publicity. 11. Dress Cntrl Dress cntrl will take place prir t the pening ceremny by the UMB Delegate and befre each game by the respnsible Sprts Directr. Inapprpriate dress may result in exclusin frm the turnament. 12. Opening Ceremny All players must be present during the pening ceremny; a player s absence may result in exclusin frm the turnament. 13. Prize Mney Payment: Prize mney shuld be paid t the relevant Natinal Federatin in cash (Eurs r US Dllars) at the turnament lcatin. US Dllar payments shuld be made accrding t the fficial rate f exchange n the day that the turnament begins. Prize mney payments t the eliminated teams must be made by the rganizer immediately after the end f each respective rund. The fur teams placed in the first fur places shuld receive their prize mney fllwing the final ceremny/presentatin. On the spt the rganizer is liable fr the crrect paying ut f the prize mney and with respect t the UMB the natinal federatin, t which the rganizatin had been transferred, is liable, unless therwise agreed with the UMB. Prize Mney & UMB Supprt: 1 st Place x 1 = nd Place x 1 = rd + 3 rd Places x 2 = th - 8 th Places x 4 = th - 16 th Places x 8 = Net Ttal The UMB will supprt the Organizer with the amunt f prize mney. The UMB will supprt the Organizer with the amunt f fr rganizatin. Prize mney shuld be paid t the relevant Natinal Federatin n a net basis. Additinally, relevant taxes in the rganizing cuntry must be paid by the rganizer fr all teams. Natinal Federatins are liable and respnsible t pay tax n the prize mney accrding t the taxatin laws f the respective cuntry. The UMB and the respnsible Cnfederatin transfer the rganizatin f the event t the Natinal Federatin after their crrespnding applicatin has been made t the Cnfederatin. The Organizing Federatin is respnsible fr maintaining these rules and ensuring any further statutes and rules are adhered t. It is slely within the discretin f the Organizing Federatin t finalize cntracts with the rganizers and/r spnsrs fr varius arrangements. The liability, with respect t the players, the UMB and the Cnfederatin hwever, cannt be excluded. The UMB and the Cnfederatin d nt take n liability f any kind unless ther arrangements have been made in writing. Bth act as prmters and representatives but have n influence n the ecnmic participatin and ecnmic results. At the request f the Organizer the prize mney receipts must include the Natinal Federatin representative s full address and passprt number. The receipt shuld indicate that the prize mney has been paid net, free f tax frm the rganizing cuntry; the receipt may als indicate that the recipient is liable t taxatin in his Natinal Federatin s cuntry. Disclaimer: The Unin Mndiale de Billard reserves the right t change the financial cnditins in relatin with the Spnsring and Media-rights incme. Any changes will be annunced prir t the inscriptins t the turnament. UMB assumes n ther respnsibilities n this subject. 15. Financial regulatins a) The rganizatin fee t be paid t UMB is (r equivalent in US$). This amunt must be paid tgether with the rganizatin fee applied by the rganizing Cnfederatin as prvided by the WOR 3 mnths befre start f the cmpetitin. Payment shuld be made thrugh the Cnfederatin. b) Transprtatin and accmmdatin expenses f the UMB Delegate and the UMB Technical Delegate are the respnsibility f the rganizing Federatin, taking int accunt the internal UMB regulatins. 6 c) Accmmdatin fr the 16 teams in duble rms n a bed & breakfast basis (16 Rms), 5 nights fr Cntinental teams and 6 nights fr Intercntinental. d) 3 Duble rms full bard fr Kzm. e) The team participatin fee is 400 (r equivalent in US$), invice t be sent t the relevant Cnfederatins. Payment shuld be made thrugh the Cnfederatins unless requested therwise. 16. Anti-Dping cntrls The dping guidelines f the WCBS (Wrld Cnfederatin f Billiard Sprt) and the WADA (Wrld Anti-Dping Agency), drawn up in accrdance with the given details f the IOC, must be adhered t. The financial csts f randm in-cmpetitin tests will be charged t the Organizer. Dping cntrls d nt require advanced ntice. Players wh refuse t participate in dping cntrls will nt be permitted t participate in the turnament. Players accept these cntrls in accrdance with valid guidelines upn inscriptin t the turnament. 17. Player s Persnal Electrical Equipment All player s persnal mbile phnes, tablets, music players, etc., are frbidden in the arena thrughut the match, including during the breaks. 18. Media Rights The Unin Mndiale de Billard (UMB) is the sle recgnized Wrldwide Gverning Bdy fr Carm Billiards, and is the statutry wner f the explitatin rights f the sprting events and cmpetitins it rganizes r thse that are held under its auspices. The UMB, as per the April 22 nd 2016 agreement and until further ntice, has granted KOZOOM INTERNATIONAL CO., LTD (KOZOOM) the exclusive rights f distributin acrss all media platfrms, withut gegraphic limitatin, including televisin rights acrss cable, satellite and terrestrial, internet, IPTV and mbile, cvering events rganized by - r under auspices f - the UMB, as mentined in the agreement. The rights include live cverage, tape-delay cverage and pst-event ftage use. In rder t supprt the lcal prmtin f UMB events, KOZOOM will grant natinal TV bradcasting rights (terrestrial, cable r satellite) t ne lcal televisin statin designated by the rganizing cmmittee/institutin. This right will be free f charge, limited t ne feed prvided t ne TV Channel. It will nt include Internet rights. The rganizer must fficially certify, and supervise that the lcal televisin will nt sublicense the rights granted herein t any third party. 19. Image Rights: Within the frame f Wrld Champinship cmpetitin the players cede the rights f images f their persn and agree that images f their persn may be used fr any media-applicatin within the limits nrmally accepted within the internatinal sprts wrld. Shuld these images be used fr cmmercial advertising additinal rights must be applied fr and apprved by the Page 6 f 9

7 UMB. 20. Sprting Material Material, Equipment & Turnament Directin: Billiard tables used in turnaments must cmply with the standard specificatins f the UMB. Clth and balls shuld be authrized by the UMB, accrding t the make, quality and type. New clth and balls must be prvided fr all tables at the start f the turnament. Cues are the persnal sprting equipment f the players and shuld be within the authrized standard specificatins f the UMB. Chalk, sandpaper, etc., are the persnal prperty f the player. The Organizer must make available a lng cue and lng cue supprt at the turnament fr the players use. In accrdance t the cntracts and agreements with the UMB the Organizer receives the turnament material (clths and balls) frm the respective manufacturers free f charge. Requests fr the required material must be made in due time thrugh the Natinal Federatin, r shuld be direclty requested by the Organizer frm the respnsible imprter/trader in the cuntry f the rganizer. If there are n imprters r traders in the cuntry f rganizatin the material must be requested directly frm the manufacturers r thrugh the UMB at least three mnths befre the beginning f the turnament. The UMB Technical Delegate will mnitr this subject. UMB table clth spnsr Simnis will prvide the rganizer with 1 piece f Simnis X-1 fr every 2 tables free f charge; the number f pieces accrding t the number f tables used will be sent by the Simnis Cmpany t the Organizer with the table clth. Thrughut the duratin f the turnament the rganizer must use the Simnis X-1 t clean the tables between matches r whenever required, at the exclusin f any ther material; the use f Simnis X-1 des nt prevent the bligatin f using the vacuum cleaner each day befre the start f the matches and frm then n fr every tw runds and whenever required. The entire turnament, including the qualificatin-runds, will be played with sptted balls. UMB has the right fr 50% f all banners in playing area and arund TV Table (s), als 50% f flr publicity. Design and cntents fr the 50% f the banners and flr publicity will be prvided t the rganizer by UMB r Kzm, in accrdance with the used measurements. VECTOR cushins are manufactured by KLEMATCH in the same prfile and with the same dimensins as the Kleber P37 type, and exclusively wrldwide distributed by BIS cmpany. UMB fficially appinted BIS as its exclusive cushin partner. Cnsequently, UMB will allw nly VECTOR cushins t be used, taking the frce majeure disclaimer clause int cnsideratin. BIS will prvide the cushins free f charge, fr each table manufacturer that fr the first time supplies its table fr the event. BIS will cntact the table manufacturer and cmmit itself t supply the cushins 60 days prir t the start f each event. Therefre, the shipping address must be prvided by the table manufacturer at least 90 days prir t the event. Large indicating/scre bards fr each billiard table with clear visability must be available in the arena. The Kzm Live Scring System is recgnized and accepted as the fficial scring system in bth the arena and n the website. Shuld the Organizer wish t use his wn scring system the UMB must apprve and the system must be cmpatible with the Kzm Live Scring System Billiard tables and indicating bards shuld display numbers in rder fr easy recgnitin by spectatrs. The Organizer may decide t allw fr sme r the entire qualificatin runds t be played in different venues. The venues must be at an acceptable distance frm ne anther and the Organizer must prvide transprtatin between the venues r frm the fficial htel t all venues. The additinal venues and cnditins prvided t the players is the final decisin f the UMB Technical Delegate. All venues must prvide public and VIP areas. Obligatins regarding spnsrs and flags f the UMB and Cnfederatins are valid fr all venues. In the event that the Turnament Directr is prvided by the UMB the Organizer must prvide all necessary equipment accrding t UMB requirements and in accrdance with qualified turnament executives. High speed internet access must be made available at all times fr the UMB Delegate and the UMB Technical Delegate. The rganizer will prvide the necessary cnditins fr web cverage including: A dedicated internet line fr the Kzm team guaranteeing a minimum bandwidth f 8 Mbps. The necessary laptps and cnnected mnitrs fr each table in the cmpetitin. A wrkspace with a pwer utlet fr the Kzm cntrl center near the area f play. The rganizer will further prvide a separate wrking rm fr the UMB Technical Delegate and/r the UMB delegate including: Page 8 f 9

9 A permanent and separate internet line by plug cnnectin. A PC with a screen f at least 17 inch; minimum Pentium 4 prcessr and wrking memry capacity f 1024 MB, USB-prt and perating Windws XP r higher. Fllwing prgrams have t be installed: Internet Explrer, Micrsft Office 2003 r higher and Adbe. A clr-printer (Up t A3 size). 21. Printed Matter, Greeting, and spnsrs f the UMB and the Cnfederatin: The fllwing bligatins must be bserved and carried ut by the Organizer: UMB has the right fr 50% f all banners in playing area and arund TV Table (s), als 50% f flr publicity. Design and cntents fr the 50% f the banners and flr publicity will be prvided t the rganizer by UMB r Kzm, in accrdance with the used measurements. In additin t the fficial name f the turnament, he lg f the UMB and f the respnsible Cnfederatin must be included n all printed material. The same is als applicable fr prmtinal material, printed, digital r internet based media. Wrds f Greeting in prgram bks must be requested in due time (apprximately 3 mnths prir t printing) frm the UMB and the respnsible Cnfederatin. A ne page advertisement must be prvided fr each f the fllwing cmpanies Simnis and Aramith. Flags fr Simnis and Aramith must be placed in a prminent psitin t be easily viewed by spectatrs in the turnament arena. These flags are generally in the pssessin f each Natinal Federatin, if nt they must be requested frm the UMB nt less than three mnths prir t the beginning f the turnament. The UMB Delegate will bring them t the event. Stickers fr Simnis, Aramith, Kzm and Vectr shuld be placed n each table f the turnament billiard tables n the uter cushin frame fr the duratin f the turnament. The required quantity f stickers shuld be requested in advance alng with clths, etc. Advertisments n the clth playing surface and n the upper edge f the cushin is nt allwed. Simnis is permitted t fix an advertisement between the kick-ff brder cushin and the table clth (slped surface). Lgs fr Simnis, Aramith, Kzm and Vectr must be included n all advertisements and/r psters and web/internet based presentatins and media. The Organizer is frbidden t allw any publicity r advertising frm any cmpany cmpeting with the UMB Spnsrs, Simnis, Aramith, Kzm and Vectr within the arena r n any Wrld Champinship related material. 22. Sprts-Directr The Wrld Champinship is prepared by the UMB Sprts Directr, and remains fr the duratin f the cmpetitin under the cntrl and respnsibility f the UMB Delegate r Technical Delegate, assisted by the lcal Sprts Directr.
