8 1. Introduction was retained by City of Oshawa to conduct the Thornton Road EA study. Our study corridor is the segment of Thornton Road between Winchester Road to the north and Taunton Road to the south in the City of Oshawa. The objective of this report is to describe the method adopted by to forecast future (231) traffic volumes on Thornton Road, present the traffic operational conditions of the future horizon (231) and recommend roadway, intersection and traffic control improvements to mitigate the impacts of future traffic growth within the Thornton Road corridor. Traffic forecasting 2.1 Baseline (213) traffic conditions obtained the existing turning movement counts (TMCs) at the intersections of Thornton Road & Winchester Road and Thornton Road & Taunton Road from the Region of Durham, which are dated April 1, 213 and October 6, 211, respectively, found In Appendix A. Since the Region does not have recent counts at the intersection of Thornton Road & Conlin Road, we reviewed background studies and obtained this information from the Dantonbury Windfields West Development Traffic Study dated March 3, 212, prepared by the MMM Group. Figure 1 shows the raw traffic data. Since the dates of the traffic data vary (some of the information dating back two years), we reviewed background reports and historical data in the study area, in order to see if any adjustments were necessary to best represent the present day (213). According to the Dantonbury Windfields West Development study, a 1% annual growth was adopted for future north-south through volumes along Thornton Road and for east-west through volumes crossing Thornton Road (at Taunton, Winchester and Conlin). This forecasting approach contrasts against a review of historical annual average daily traffic volumes (AADT) data, which indicates decreasing traffic volumes (negative growth) on Thornton Road. The related data and reviewing process are included in Appendix A. Although historic data suggests otherwise, we have adopted a conservative 1% annual growth rate and applied it to the existing traffic data as appropriate except for the north-south volumes traveling the Thornton Road corridor to establish baseline (213) traffic volumes. This approach reasonably posits there has been growth in east-west travel on Taunton, Conlin, and Winchester, but also acknowledges there has been little north-south growth recently along Thornton (as borne out in the historic data). We believe this is a reasonable approach to equalize the volumes for the baseline condition. A somewhat different approach was adopted for the long-term future traffic forecasting exercise, which follows in subsequent sections of this report. After the above baseline growth rates were applied, the intersection volumes were then adjusted to better balance the north-south link volumes between key study intersections. This results in a compounded growth of 2% from the baseline (213) traffic volumes. Please note that the 1% is not applied to Thornton Road north-south volumes as discussed in Section 2.1 and does not consider the future Highway 47 ramp volumes and nearby background developments - both of which are treated as separate traffic generators more directly affecting Thornton Road. 14 2.2.2 Potential development traffic After reviewing the Traffic Study, Dantonbury Windfields West Development, City of Oshawa and in consultation with City of Oshawa staff, identified the following developments to be considered as direct traffic contributors to the Thornton Road corridor: 1. Dantonbury and Urban Village developments at the Windfields West Development area; 2. Windfields North Central Commercial Area (RioCan Development); 3. Minto Communities Residential Development; 4. Metrus Residential Development; 5. UOIT North Campus; 6. Highway 47 East Park-and-Ride Facility; and, 7. Northwood Industrial Park. The locations of these developments are illustrated in Figure 4. The location of Northwood Industrial park is shown in Figure 5. The total traffic volumes generated by the developments listed above, as derived from other studies and as per standard trip generation, distribution, and assignment procedures can be found in Figure 6. 17 2.2.3 Highway 47 / Thornton Road interchange ramp volumes Based on pre-consultation with the city staff, it was confirmed that the 47 / Thornton Road Interchange will be in place within our study horizon (i.e. by 231). To derive the future interchange ramp volumes, reviewed the 47 Traffic Report which was prepared by AECOM in July 21. The forecasted ramp volumes contained in the AECOM study included the traffic generated by the background developments discussed in Section Consequently, we considered the difference between the ramp volumes and our forecasts. The associated study excerpts are included in Appendix C. The ramp volumes associated with development were distributed through our study corridor according to existing traffic patterns at the study intersections. The resultant 47 Interchange ramp volumes are illustrated in Figure Winchester Road traffic diversion to Highway 47 In comparing our traffic forecasts along Winchester Road with the forecasts in the 47 Traffic Report, our forecasts appear higher. This is the result of diversion to the new Highway 47 from other east-west corridors. Consequently, to be consistent with the forecasts in the 47 Traffic Report some of the east-west volumes on Winchester Road were diverted onto the 47ETR. For example, during the am peak, a 4% diversion of eastbound traffic and a 6% diversion of westbound traffic was assumed, while during the pm peak, a 55% diversion of eastbound traffic and a 1% diversion of westbound traffic along Winchester Road was assumed. The resultant total volumes are consistent with or slightly higher than the forecasts in the 47 Traffic Report. The diversion volumes are illustrated in Figure Total (231) traffic volumes By combining the natural traffic growth, potential future development traffic, Highway 47 / Thornton Road interchange ramp volumes, and estimated traffic diversion from Winchester Road to Highway 47, the total (231) traffic volumes were derived. 21 3. Traffic assessment In this chapter, analyzes the traffic operations at the study intersections for our study horizons. The effectiveness of an intersection s operations is generally measured in terms of Level-of-Service (LOS). LOS ranges from LOS A to LOS F, with LOS A being the best level of operation for an intersection representing free flow conditions where the general level of comfort and convenience experienced by motorists is excellent. LOS F represents an at-capacity condition usually associated with heavy congestion, and occasionally severe delays and queuing. Another metric that is useful for assessing intersection operations is volume to capacity ratio (V/C). A v/c ratio of over 1. represents an at-capacity condition. The following capacity analyses are based on the methodology contained in the 2 Highway Capacity Manual, which assigns an intersection Level of Service (LOS) based on the average control delay experienced by each vehicle passing through an intersection. The signalized intersections are assessed using Synchro v8., while the the capacity analysis at the roundabout is conducted using ACRADY software. 3.1 Baseline (213) traffic conditions Using the existing study road network as shown in Figure 1, analyzed the existing traffic operating conditions at the study intersections. The capacity analysis results of the baseline (213) are summarized in Table 1. The volume to capacity ratio (vie) for the northbound lefvthrough/right shared movement is over 1. during both am and pm periods, indicating an at-capacity condition. Thornton Road &Conlin Road At this all-way slop control intersection, during am and pm peak periods westbound left/through/right shared movement has LOS 'E'. These long delays do not translate into extraordinarily poor vie ratios; both am and pm remaining within theorectical capacity. Currently, a roundabout has been constructed and opened in early 214. The roundabout at Thornton and Conlin works better (all LOS 'A') as single lane entries on all legs. For future traffic volumes (231) there were 2 alternatives: a partial 2-lane with right-turn by-passe!? North- and Southbound, and a full 2 lane roundabout. Thornton Road & Taunton Road At this signalized intersection, during pm peak period the overall vie ratio is 1.3 which represents that the intersection operates at-capacity. 24 3.2 Future (231) traffic conditions Do Nothing Alternative (Two-Lane Alternative) In this section, examined the traffic operating conditions by applying future forecasted traffic volumes (i.e. as shown in Figure 9) to the Do Nothing study road network as shown in Figure 11. Please note that in the Do Nothing study road network Thornton Road keeps its two-lane crosssection and at the new intersections adopts the control type and the lane configurations of those documented in the background studies mentioned in Section 2. The associated capacity analysis results are summarized in Table 2. The detailed capacity calculation worksheets are provided in Appendix E. The associated capacity analysis results are summarized in Table 3. The detailed capacity calculation worksheets are provided in Appendix F. The glaring exception to this is the intersection of Thornton Road and Taunton Road. This intersection has been subject to further investigation and mitigation as described in the next section. The roundabout at Thornton and Conlin works better as two circulating lanes (with two-lane north and south approaches). The current single lane roundabout will be modified to accommodate the additional lane at the north and south approaches in the preferred design scenario. 29 3.2.3 Right Turn Lane Sensitivity Analysis To examine the effects of installing exclusive right turn lanes and to help mitigate the impacts of future traffic growth, we also conducted a sensitivity analysis at the intersection of Thornton Road and Taunton Road. We tested the effects of exclusive right turn lanes individually at each of the approaches at this intersection, as well as at all four approaches together, with the results summarized in Table 4. From the results, it can be concluded that implementing incremental right turn lanes at individual approaches mitigates the traffic operations at that approach, however leaves the other approaches functioning with poor levels of service. Therefore, it is recommended that an exclusive right turn lane be implemented at all approaches to this intersection for the 231 horizon year. Therefore, based on the analysis results, we conclude by recommending the lane configurations and traffic controls shown in Figure 13.
