EXECUTIVE SUMMARY Davis Development is proposing to develop the 1.39 ac property in the southwest quadrant of the intersection of Castle Pines Parkway and Lagae Rd in the city of Castle Pines, CO. The parcel is currently undeveloped. The proposed development is named and will consist of a multi-family apartment development with a maximum of 28 dwelling units. Access to the proposed development is proposed to be through two access points: a new ¾-movement (left-in/right-in/right-out) intersection on Castle Pines Parkway, and on the project s east property line, the addition of the west approach in alignment with the existing Lagae Rd / King Soopers west driveway creating a full-movement, two-way stop-controlled intersection. The current intersection of Lagae/King Soopers is a threelegged T intersection. The proposed project is projected to generate 1,132 daily vehicle trips of which approximately 71 will be generated during the AM peak hour and approximately 9 will be generated during the PM peak hour. The signalized intersection of Castle Pines Parkway / Lagae Rd operates in 218 with acceptable service levels and is projected to operate at acceptable service levels in 22 with the addition of the traffic from the development. The intersection is projected to operate with unacceptable service levels in 24 without (or with) traffic from the development. The proposed ¾-movement intersection on Castle Pines Parkway is projected to operate with acceptable service levels in 22 and 24. The north driveway of King Soopers on Castle Pines Parkway is projected to operate with unacceptable service levels in 24 without (or with) traffic from the development. The King Soopers West Driveway and Lagae Rd intersection is projected to have eastbound and westbound movements operate with unacceptable service levels in 24 without (or with) traffic from the development. The Lagae Road and Mira Vista Lane roundabout is projected to operate with acceptable service levels in 24 without (or with) traffic from the development. Based on the analyses contained in this traffic study it is concluded that the study-area roadway system can accommodate the proposed development with the recommended access improvements with negligible impact on the study-area roadway system. II. INTRODUCTION A. Project Overview Davis Development is proposing to develop the 1.39 ac property in the southwest quadrant of the intersection of Castle Pines Parkway and Lagae Rd in the City of Castle Pines, CO. The parcel is currently undeveloped. The proposed development is named and will consist of a multi-family apartment development with a maximum of 28 dwelling units. The subject property is bounded on the north by Castle Pines Parkway, on the west by Page 3 of 11

5 residential development, on the south by undeveloped land, on the east by Lagae Rd. The parcel is situated within the jurisdictional limits of the City of Castle Pines in the state of Colorado. Access to the proposed development is proposed to be through two access points: a new ¾-movement (left-in/right-in/right-out) intersection on Castle Pines Parkway, and on the project s east property line, the addition of the west approach in alignment with the existing Lagae Rd / King Soopers west driveway creating a full-movement, two-way stop-controlled intersection. The current intersection of Lagae/King Soopers is a threelegged T intersection. B. Purpose of Study The purpose of this study is to evaluate the impact of the vehicular trips projected to be generated by the proposed development on the nearby intersections and roadway system. The study includes 218, 22 (year of anticipated build-out), and 24 analysis horizons. This traffic study was prepared in accordance with Douglas County Roadway Design and Construction Standards as adopted by the City of Castle Pines and as discussed with City of Castle Pines engineering personnel and/or representatives. C. Study Area The study area encompasses the existing roadway system in the vicinity of the project site. Specifically, the following existing intersections are evaluated: Castle Pines Parkway / Lagae Road (signalized) Castle Pines Parkway / King Soopers North Driveway (right-in/right-out) Lagae Road / King Soopers West Driveway (full movement, two-way stop-controlled) Lagae Road / Mira Vista Lane (roundabout) III. EXISTING CONDITIONS A. Existing Traffic Volumes Existing (218) peak-hour intersection turning-movement traffic-volume counts were collected for this study at the following intersections in March, 218: Castle Pines Parkway / Lagae Road Castle Pines Parkway / King Soopers North Driveway Lagae Road / King Soopers West Driveway Lagae Road / Mira Vista Lane A summary of the existing (218) peak-hour intersection turning-movement traffic volume counts and 24-hour directional-traffic volume counts are graphically illustrated in Figure 3. Detailed traffic-volume-count data are provided in Appendix A. B. Existing Roadway System Page 4 of 11

6 The existing transportation network in the vicinity of the subject property is graphically illustrated in Figure 1. The following narrative provides a description of the study-area roadways and associated intersections as they exist in 218: Study Area Roadways: Castle Pines Parkway in the area of the site is an east-west four-lane Minor Arterial roadway as classified in the Douglas County 23 Transportation Plan that allows connectivity between the City of Castle Pines and I-25. On both directions of travel on the roadway there are 11-foot lanes, curb and gutter on both sides, a detached sidewalk, and a painted shoulder that could be used as a bike lane. There is a raised center median. The posted speed limit is 4 mph. Lagae Road functions as a north-south minor collector roadway and is classified as a Collector in the Douglas County 23 Transportation Plan. Between the existing King Soopers west driveway and Castle Pines Parkway the roadway section consists of two 11 -wide through travel lanes in each direction with curb and gutter and a raised center median and attached sidewalk. South of the King Soopers west driveway the section is 4-5 lanes of asphalt or concrete with curb and gutter and attached sidewalk. The posted speed limit is 3 mph. Mira Vista Lane/Hyland Hills Road functions as a collector roadway providing connectivity primarily between American Academy (K-8, hours 8:5 AM 3:35 PM) and Lagae Rd and Castle Pines Parkway. The roadway section consists of asphalt with curb and gutteras two westbound lanes and one eastbound lane. Study Area Intersections: Castle Pines Parkway / Lagae Road (signalized) The Castle Pines Parkway / Lagae Road intersection is a four-legged intersection operating under actuated-coordinated signalized control. The east leg of the intersection has one protected-permitted left-turn lane, two through lanes, and one right-turn lane on the westbound approach and three eastbound departure lanes. The west leg of the intersection has one permitted left-turn lane, two through lanes, and one right-turn lane on the eastbound approach and two westbound departure lanes. The north leg of the intersection has one permitted left-turn lane, one through lane and one right-turn lane on the southbound approach and one northbound departure lane. The south leg of the intersection has one permitted left-turn lane, one through lane and one right-turn lane on the northbound approach and two southbound departure lanes. Castle Pines Parkway / King Soopers North Driveway the Castle Pines Parkway / King Soopers North Driveway intersection is a right-in/right-out intersection. The east leg of the intersection has two through lanes on the westbound approach and three eastbound departure lanes. The west leg of the intersection has two through lanes, and one rightturn lane on the eastbound approach and three westbound departure lanes. The south leg of the intersection has one right-turn lane on the northbound approach and one southbound departure lane. Lagae Road / King Soopers West Driveway - the Lagae Road / King Soopers West Driveway intersection is a three-legged T stop-controlled intersection with stop-control on the westbound approach. The east leg of the intersection has one left-turn lane and one right-turn lane on the westbound approach and one eastbound departure lane. The north leg of the intersection has two through lanes, and one left-turn lane on the southbound approach and two northbound departure lanes. The south leg of the intersection has one shared through/right-turn lane on the northbound approach and two southbound departure lanes. Page 5 of 11

7 Lagae Road / Mira Vista Lane (Hyland Hills Road) is a roundabout. The west leg of the intersection has two eastbound approach lanes and two westbound departure lanes. The north leg of the intersection has three southbound approach lanes and two northbound departure lanes. The south-to-west right-turn movement is a free movement separated from the roundabout by a raised median. The south leg of the intersection has two northbound approach lanes and two southbound departure lanes. IV. BACKGROUND TRAFFIC A. Background Traffic Volumes Background traffic and forecasts for the 22 and 24 analysis horizons were developed for this study utilizing traffic volume counts collected in March, 218 and the following: For the purposes of this study it is assumed that the subject parcel will be fully developed by 22 with a maximum of 28 dwelling units. For the purposes of this study it is assumed that peak-hour distribution of background intersection approach traffic (left turn, through, right turn) will remain constant through the 22 and 24 analysis horizons. The Douglas County 23 Transportation Plan dated November, 29 shows traffic volumes growing.3% per year on Castle Pines Parkway. However, communication was received from Castle Pines engineering personnel directing 2.% to be used for annual volume increases to calculate 22 and 24 traffic volumes for all roadways in the study area. Figures 4 and 5 graphically illustrate the projected background-traffic volumes for the 22 and 24 analysis horizons, respectively. B. Background Traffic Operational Analysis In order to establish a base condition in which to evaluate the impact of the traffic generated by the proposed development on the study-area intersections, peak-hour capacity analyses were performed for the 218 existing, and the 22 and 24 background traffic conditions. These analyses utilized the methodologies contained in the Highway Capacity Manual 21 (HCM) employing Synchro 8. software and resulted in a qualitative measure of the operational characteristics of the intersection described by a letter designation ranging from A to F known as Level of Service (LOS). LOS A represents ideal free flow operating conditions, whereas LOS F represents excessive congestion and delay. Unsignalized intersection capacity analysis reports a LOS designation for each impeded intersection movement. Signalized intersection capacity analysis reports the overall LOS designation for the intersection as well as for each lane group and approach. LOS D is considered the minimum acceptable standard of operation. The intersection of Castle Pines/Lagae has construction plans on file at the city to modify the intersection, including: adding lanes and queue storage to WB L and NB L; adding queue storage to WB R; new traffic signals and phasing (all LTs will be protected-only). These conditions are referred to as the Build condition in the operational analyses. Both the existing conditions and the Build condition are analyzed and presented in the Operational Analysis section. Page 6 of 11

8 The following study-area intersections were analyzed for 218 existing traffic analysis and the 22 and 24 analysis horizon background-traffic conditions: Castle Pines Parkway / Lagae Road (Existing conditions plus Build condition) Castle Pines Parkway / King Soopers North Driveway Lagae Road / King Soopers West Driveway Lagae Road / Mira Vista Lane The results of these background traffic operational analyses are summarized graphically for the 218 existing, 22 background and 24 background analysis horizons in Figures 6, 7, and 8, respectively. A summary of the results of the intersection capacity analyses is provided in Table 4 and detailed Synchro 8. software intersection capacity analysis reports in Appendix B. V. PROJECT DEVELOPMENT A. Trip Generation The trip-generation projection for the proposed development was estimated utilizing the publication Trip Generation, 1 th Edition, Institute of Transportation Engineers. Estimates of total daily traffic volume and AM and PM peak-hour traffic volumes were calculated. Trip-generation reductions due to transportation demand management or transit use were not considered. See Table 1 below. The proposed project is projected to generate 1,132 daily vehicle trips of which approximately 71 will be generated during the AM peak hour and approximately 9 will be generated during the PM peak hour. B. Intensity of land use is a maximum 28 DU The distribution of the estimated vehicle trips generated by the land uses for this study was established based on the current and projected future traffic patterns on the surrounding transportation system, efficiency of access to the principal transportation corridors serving the area, and the potential trip origins/destinations for the proposed land use for the subject property. Figure 9 graphically illustrates the project-generated trip-distribution patterns for the development. C. Trip Assignment The vehicular traffic volumes estimated to be generated by the proposed development were assigned to the study-area roadways and intersections utilizing the trip-distribution analysis Page 7 of 11

9 described above. Figure 1 graphically illustrates the site-generated traffic assignment for the development. VI. TOTAL TRAFFIC Total-traffic forecast for the 22 analysis scenario was computed by combining the 22 background-traffic volumes with the associated projected site-generated traffic volumes. Totaltraffic forecast for the 24 analysis scenario was computed by combining the 24 background-traffic volumes with the associated projected site-generated traffic volumes. Figures 11 and 12 graphically illustrate the total-traffic forecasts for the study-area intersections for the 22 and 24 analysis horizons, respectively. VII. PROJECT ANALYSIS A. Operational Analysis To evaluate the impact of the proposed land uses for the subject property on the study-area roadway system, peak-hour intersection capacity analyses for total-traffic conditions were performed for the 22 and 24 analysis horizons at each of the study-area intersections listed below: 1. Castle Pines Parkway / North Access this new ¾-movement intersection is proposed to provide left-in/right-in/right-out access between Castle Pines Apartments and Castle Pines Parkway. The intersection is proposed to be constructed as an intersection with stop-control on the northbound approach. The existing east leg (Castle Pines Parkway) will have one westbound left-turn lane added in the existing median with 5 minimum queue storage (or city design standard minimum length) and a 12:1 taper. The existing west leg (Castle Pines Parkway) will have the outside eastbound through lane changed to a shared through/right-turn lane. The south leg will have one new stop-controlled right-turn lane with 5 minimum queue storage on the northbound approach and one southbound departure lane. 2. Castle Pines Parkway / Lagae Road (Existing conditions plus Build condition) 3. Castle Pines Parkway / King Soopers North Driveway 4. Lagae Road / King Soopers West Driveway / East Access - this intersection is proposed to be modified to provide access between the Castle Pines Apartments and Lagae Road. The existing east leg (King Soopers West) will have the westbound left-turn lane modified to a shared left-turn/through lane with the existing 12 queue storage. The new west leg () will have one eastbound shared left-turn/through/right-turn lane with 5 minimum queue storage and one westbound departure lane. The south leg will have one existing northbound through lane modified to a shared left-turn/through lane. The north leg will have one existing southbound through lane modified to a shared right-turn/through lane. 5. Lagae Road / Mira Vista Lane roundabout. A narrative of the summary of the analysis and comparison to background traffic conditions for the 22 and 24 analysis horizons is provided below. The results of the total-traffic operational analysis are summarized graphically for the 22 and 24 analysis horizons in Figure 13 and 14, respectively. A summary of the results of the intersection capacity analysis is provided in Table 4 and detailed Synchro 8. software intersection capacity analysis reports in Appendix D. Page 8 of 11

10 Study-Area Intersections Summary of Results: Castle Pines Parkway / North Access the proposed Castle Pines Parkway / North Access ¾-movement intersection is projected to have the two impeded movements operate at LOS C or better during the AM and PM peak-hour periods under total-traffic conditions for the 22 and 24 analysis horizons under the proposed two-way stop-controlled intersection control. Castle Pines Parkway / Lagae Road Under the existing laneage conditions, the Castle Pines Parkway / Lagae Road intersection is projected to operate at LOS F/C during the AM/PM peak-hour periods under background-traffic and total-traffic conditions for the 24 analysis horizon under the existing Signalized Control. Several lane groups are projected to operate at LOS E or F in 24. The effect of the additional traffic from the development is projected to have negligible effect on the operations of the intersection. In the Build condition (creating dual WB L, dual NB L, all LTs to be protected-only, and adding queue storage to WB L, WB R, NB L): The overall intersection is projected to operate at LOS F/E during the AM/PM peak-hour periods under background-traffic and total-traffic conditions for the 24 analysis horizon. Several lane groups are projected to operate at LOS E or F in 24. Signal timing may be modified by the city to adjust if necessary. The effect of the additional traffic from the development is projected to have negligible effect on the operations of the intersection. Castle Pines Parkway / King Soopers North Driveway The Castle Pines Parkway / King Soopers North Driveway intersection is anticipated to have the impeded NB R operate at LOS B during the AM and PM peak-hour periods under background-traffic and total-traffic conditions for the 22 analysis horizon under the existing two-way stopcontrolled intersection control. In 24, the impeded NB R is projected to operate at LOS E in both the background and total traffic conditions. Lagae Road / King Soopers West Driveway / East Access The existing Lagae Road / King Soopers West Driveway will have the Castle Pines Apartments East Access added making it a full-movement four-legged intersection. It is anticipated to have all impeded movements operate at LOS D or better during the AM and PM peak-hour periods under background-traffic and total-traffic conditions for the 22 analysis horizons under two-way stop-controlled intersection control. In 24, the WB lane groups are projected to operate at LOS E or F. In 24, the EB L/T/R is projected to operate at LOS E. Lagae Road / Mira Vista Lane The Lagae Road / Hyland Hills Road roundabout is anticipated to have all impeded movements operate at LOS B or better during the AM and PM peak-hour periods under total-traffic conditions for the 22 and 24 analysis horizons under the existing roundabout intersection design. B. Queuing Analysis A queuing analysis was conducted to determine the requirements for queue storage for restricted-movements at the study-area intersections. The queuing analysis was based on HCM analysis using Synchro 8. to calculate vehicle-storage requirements. Other analysis parameters include 95 th -percentile queue, and a design-vehicle length of 25 feet. All existing queue storage lengths are projected to generally be adequate for 24 Background and Total AM and PM peak-hour traffic with the exception of WB L and NB R movements. Page 9 of 11
