1 February 24, 217 Project #: 276 Jinde Zhu Washington County Department of Land Use and Transportation 14 SW Walnut Street MS 17 Hillsboro, Oregon RE: Sunset Ridge Phase 2 Access Report and Zone Change Analysis Dear Jinde: The City of North Plains recently approved annexation of the Sunset Ridge Phase 2 lands (with an effective date of January 217). Following the annexation, Polygon Northwest is seeking a zone change from the County s Future Development 1-acre (FD-1) designation to the city s Neighborhood Community designation (NC). They are also preparing a Master Plan and subdivision application for development of the lands. This memorandum summarizes the transportation-related impacts and findings associated with the proposed zone change and the subsequent subdivision. As concluded in this report, the provisions of the Transportation Planning Rule (TPR) can be met, and the homes and school associated with the Master Plan and subdivision can be developed while maintaining acceptable traffic operations and safety at the study intersections assuming provision of the following improvements: Landscaping, above ground utilities, and signing should be located and maintained in a manner that preserves adequate intersection sight distance at the local streets within the Sunset Ridge neighborhood as well as the NW 289 th Place/NW West Union Road and NW Mays Street/NW Jackson School Road intersections. Additional details of the study methodology, findings, and recommendations are provided herein. PROJECT BACKGROUND A Master Plan for Sunset Ridge Phases 1 and 2 was approved in 27. Phase 1 has been built and includes 14 detached single-family units. At this point, development proposed as part of the Phase 2 Master Plan includes 198 single family homes and 16 townhomes. Hillsboro School District also has identified Sunset Ridge as a potential future school site and any school development would need to be approved through a future bond measure. Hillsboro School District staff provided direction on the likely student enrollment of the potential elementary school. The total acreage for the Phase 2 lands is acres, of which 1 acres are designated for future school development and acres are designated for residential development consistent with the city s NC zoning. Figure 1 illustrates the influence area, and Figure 2 illustrates the Master Plan. TRANSPORTATION PLANNING RULE CONSIDERATIONS The Oregon Transportation Planning Rule (TPR) implements Statewide Planning Goal 12, Transportation. OAR Section (1) and (2) apply to amendments to acknowledged comprehensive plans. OAR (1) and (2) establishes a two-step process for evaluating an amendment s impacts on roads. The first step is to compare the trip generation potential of the property assuming a reasonable worst case development scenario under the existing and proposed zoning. If the trip generation potential increases under the proposed zoning, additional operational analysis is required to assess whether the rezone will significantly affect the transportation system. Conversely, if the trip generation under the proposed zoning is equal to or less than that under the existing zoning, no additional operational analysis is necessary to conclude that the proposal does not significantly affectʺ the transportation system. As discussed below, the change in zoning from FD-1 to NC requires analysis of the long-term transportation impacts. Trip Generation Comparison To support Phase 2 development, Polygon Northwest is seeking a zone change from the County s Future Development 1-acre (FD-1) designation to the city s Neighborhood Community designation (NC) for the acre property. We reviewed the County s FD-1 and the City s NC zoning requirements to ascertain the land uses that could be considered worse case from a trip generation standpoint. Further discussion on the type and level of development and associated trip generation that could accompany both zoning designations is provided below. Kittelson & Associates, Inc. Portland, Oregon

5 Sunset Ridge Phase 2 Project #:276 February 24, 217 Page: 5 Existing FD-1 Zoning The FD-1 zoning applies to unincorporated areas of Washington County that are being planned for future City annexation. Per Section 39 of the County s Community Development Code, development under the FD-1 zoning would enable homes with a minimum lot size of 1 acres in areas where a city designates future residential development. Under this zoning, the Phase 2 lands could enable the development of up to four homes. Proposed NC Zoning Per Chapter of the City s zoning code, the NC zoning allows a variety of residential dwelling units and neighborhood commercial as permitted uses. The provision of a school is considered a Conditional Use. Implementation of the NC zoning requires approval of a Master Plan, of which a school is contemplated. As such, for the purposes of analyzing the TPR impacts, the development of 214 homes (i.e., 198 single family and 16 townhomes) and a 6-student elementary school proposed as part of the Master Plan represents the reasonable worse case pursuant to the City Code. Trip Generation Comparison Table 1 shows the estimated trip generation for development of the lands under the existing and proposed zoning designations. These estimates were calculated using the trip generation rates in the Trip Generation Manual, 9 th Edition (Reference 1). Table 1. The TPR requires the analysis of the horizon year of the Transportation System Plan (TSP) or 15 years beyond existing conditions. The city s TSP was adopted in 25 and includes a horizon year of 22. For this reason, the report presents an analysis of 15 years beyond today s conditions (i.e., year 232). Kittelson & Associates, Inc. Portland, Oregon

6 Sunset Ridge Phase 2 Project #:276 February 24, 217 Page: 6 EXISTING CONDITIONS The existing conditions analysis identifies site conditions and the current operational and geometric characteristics of roadways within the study area. The purpose of this section is to create a basis of comparison to future conditions. Site Conditions and Adjacent Land Uses Today, the Phase 2 area is undeveloped. The lands to the west and south are undeveloped whereas low density industrial/commercial uses are located north of NW West Union Road. Phase 1 of Sunset Ridge abuts the area to the east/north. Transportation Facilities The Washington County Transportation System Plan classifies NW West Union Road and NW Jackson School Roads as arterials (Reference 2). Per Washington County Resolution & Order 86-95, the influence area for assessing the transportation impacts associated with Sunset Ridge Phase 2 extends 6 feet from the site boundaries on all arterials, plus those collector/arterial intersections that experience a 1 percent increase in volumes resulting from Phase 2 development. Per these requirements, the influence area includes the following study intersections: NW West Union Road/NW Glencoe Road; NW West Union Road/NW 289 th Avenue; NW Jackson School Road/NW West Union Road; NW Jackson School Road/NW Mays Street; NW Jackson School Road/US 26 westbound ramps; and, NW Jackson School Road/US 26 eastbound ramps. Table 2 summarizes the attributes of the key roadway facilities in the site vicinity. Table 2. 7 Sunset Ridge Phase 2 Project #:276 February 24, 217 Page: 7 Pedestrian Facilities Polygon Northwest has constructed sidewalks along the local streets within Sunset Ridge as well as along the Phase 1 site frontages of both NW West Union Road and NW Jackson School Road. As additional properties develop in the eastern part of North Plains, sidewalk infrastructure will be developed connecting Sunset Ridge and other new neighborhoods to the downtown via NW West Union Road. Bicycle Facilities Similar to pedestrian facilities, the current rural roadway system does not provide dedicated bicycle lanes. As improvements are made to NW West Union Road within the City s Urban Growth Boundary (UGB), it is likely that bicycle lanes will be provided to connect the new neighborhoods with the downtown. Transit Facilities There are no transit stops within one-quarter mile of Sunset Ridge. Although North Plains is outside of the TriMet service boundary, there are two transit districts that provide service within the city, including: Tillamook Transportation Service operates The Wave between Tillamook and downtown Portland, with two stops eastbound and two stops westbound per day in North Plains. Washington County s Ride Connection operates between Forest Grove and the Hillsboro Transit Center with one stop eastbound and one stop westbound during both the weekday AM and weekday PM peak periods. Both buses board passengers near the NW 314 th /NW Commercial Avenue intersection in North Plains (approximately 1.25 miles west of the proposed site development). Crash Analysis Washington County maintains a database of intersection crashes and ranks the listing on a biennial cycle through its Safety Priority Index System (SPIS) list (Reference 3). The NW West Union Road/NW Jackson School Road intersection was ranked No. 54 in the county s current SPIS list (reflective of years ). As noted in the SPIS report, this intersection was converted to all-way stop-control in 214. Oregon Department of Transportation (ODOT) provided crash records for the five-year period from January 1, 21, through December 31, 214, which is the latest five years of data available at the time this report was prepared. Table 3 summarizes the reported crash data at the study intersections, including the crash rate (per million entering vehicles) and a comparison with the statewide 9 th - percentile crash rate for similar intersections. Of the 27 crashes recorded at this intersection during the five years of analysis, at least 23 occurred prior to installation of all-way stop-control and rumble strips. Based on the information shown in Table 3, we recommend that the County continue to monitor the crash history at the NW West Union Road/NW Jackson School Road intersection reflective of the new configuration. No other safety-related mitigations appear warranted based on the crash records. th - Intersection Operations Analysis This section of the report presents an analysis of traffic conditions at the study intersections under existing, future year 219, and future year 232 traffic conditions. The year 219 analysis horizon reflects the anticipated year of buildout and occupancy of the new neighborhood whereas the 232 analysis reflects the appropriate horizon year for the evaluation of the zone change. Figure 3 illustrates the existing lane configurations and traffic control devices at the study intersections. Analysis Methodology and Operating Standards All level of service analyses at the intersections were performed in accordance with the procedures stated in the 2 Highway Capacity Manual (HCM, Reference 4), with the exception of the US 26/Jackson School ramp intersections. Per ODOT analysis procedures, these intersections were analyzed using the 21 HCM methodology. The acceptable standard for unsignalized intersections per Washington County requirements is a volume to capacity (v/c) ratio less than.99 over the course of the peak hour. The US 26 ramps are subject to ODOT mobility targets, which specify a v/c ratio of.99 or less on the ramp terminal approaches during the peak 15 minutes. Kittelson & Associates, Inc. 10 Sunset Ridge Phase 2 Project #:276 February 24, 217 Page: 1 Traffic Volumes and Peak Hour Operations Existing and future year 219 traffic conditions were assessed at the study intersections under weekday AM and PM peak hour conditions. Derivation of the traffic volumes for each of the analysis periods is summarized below. Attachment C includes the LOS worksheets for each of the analysis conditions. Existing Conditions Manual turning movement counts at the existing study intersections were collected in January 217 when school was in-session and no inclement weather was present. The counts were conducted during weekday morning (7: to 9: AM) and evening (4: to 6: PM) time periods on a typical mid-week day. Figures 4 and 5 illustrate the existing traffic volumes and corresponding operational analysis for the weekday AM and PM peak hour conditions, respectively. As shown, all of the intersections meet County and ODOT standards under today s conditions. The traffic counts are provided in Attachment B. Year 219 Background Traffic Conditions The background traffic analysis identifies how the study area s transportation system will operate without Phase 2 of the Sunset Ridge neighborhood. Per direction from Washington County staff, a twopercent annual growth rate was applied to the existing traffic volumes to account for general area growth. No in-process developments were identified by the County for inclusion in the analysis. Figures 6 and 7 illustrate the 219 background traffic volumes and corresponding operational analysis for the weekday AM and PM peak hour conditions, respectively. As shown, all of the intersections continue to meet applicable standards. Trip Distribution/Assignment A trip distribution pattern was identified for the neighborhood consistent with previous planning for Sunset Ridge. The distribution pattern for the school was based on a review of existing elementary school boundaries within the Hillsboro School District. No boundary information is available for the potential future school from the School District at this time, given that the school is not currently funded for construction. Site-generated traffic was assigned to the study intersections based on the estimated distribution pattern. Figures 8 and 9 show the estimated trip distribution for the homes and the school and the resultant site-generated trips for the weekday AM and PM peak hours, respectively. 17 Sunset Ridge Phase 2 Project #:276 February 24, 217 Page: 17 Year 219 Total Traffic Conditions The total traffic conditions analysis forecasts the operation of the study area s transportation system with the inclusion of traffic generated by Phase 2 development. Total traffic conditions were determined by adding the estimated site-generated traffic to the year 219 background volumes for the weekday AM and PM peak hours. Figures 1 and 11 illustrate the 219 total traffic conditions for the weekday AM and PM peak hours, respectively, and corresponding operational analysis. As shown, all of the intersections are projected to continue operating acceptably with the exception of westbound through/left-turn movement at the NW Jackson School Road/US 26 westbound off-ramp during the weekday PM peak hour. Signalization of the ramps is included in the 214 Regional Transportation Plan (RTP) and the Washington County TSP as a near-term improvement (Project ID 11454). Preliminary analysis shows that with a signal-in-place, this intersection would function at a v/c of.6 during the weekday AM peak hour and.46 during the weekday PM peak hour, thereby meeting both County and ODOT standards. Although signalization of the ramps is show as a near-term improvement, no specific date for construction has been identified yet. As such, we analyzed the number of homes that could be developed within Phase 2 while still maintaining a volume-to-capacity ratio of.99 or less during the peak 15 minute period. Per this analysis, 168 homes could be occupied and still result in intersection operations that meet ODOT and County standards under year 219 total traffic conditions during both peak periods. As such, if a traffic signal has not been constructed prior to occupancy of the 169 th home in Phase 2, Polygon Northwest could work with the County and ODOT to determine an appropriate proportionate sharing contribution by Sunset Ridge development toward the signal. RIGHT-TURN WARRANT ALYSIS We investigated whether a right-turn lane warrant would be met on either NW West Union Road or on NW Jackson School Road when the Master Plan area is built and occupied. Per Washington County s procedures, neither the eastbound NW West Union Road approach at NW 289 th Place nor the southbound NW Jackson School Road approach at NW Mays Street warrant the need for a separate right-turn lane. LEFT-TURN WARRANT ALYSIS We also investigated whether left-turn lane warrants were met on NW West Union Road at the NW 289 th Place intersection. Per Washington County s procedures, a westbound left-turn lane is not warranted on NW West Union Road approach at NW 289 th Place. Kittelson & Associates, Inc. Portland, Oregon

20 Sunset Ridge Phase 2 Project #:276 February 24, 217 Page: 2 INTERSECTION SIGHT DISTANCE Intersection sight distance should be maintained at the on-site internal street intersections as well as the NW Jackson School Road/NW Mays Street and NW West Union Road/NW 289 th Place intersections per Washington County Code in conjunction with site development. Landscaping, above ground utilities, and signing should be located and maintained in a manner that preserves adequate intersection sight distance. YEAR 232 CONDITIONS To assess whether the proposed change in zoning from FD-1 to NC would result in a significant effect on the transportation system, we performed an analysis of year 232 conditions assuming development of the property under the existing zoning and compared that to year 232 conditions assuming development of the property consistent with the NC zoning and Master Plan. Year 232 Existing Zoning Scenario Washington County provided base (21) and future year (235) traffic volumes along NW West Union Road and NW Jackson School Road. We used these forecasts to confirm the growth rate applicable to develop year 232 volumes at the study intersections assuming development of the property under the existing FD-1 zoning. Per the Washington County forecasts, two percent annual growth is anticipated on the study roadways between 21 and 235. As such, 232 volumes assuming the existing zoning reflect application of a two percent growth to the 217 existing volumes. In addition, given that signalization of the NW Jackson School Road/US 26 ramps is included in the 214 Regional Transportation Plan (RTP) and the Washington County TSP as a near-term improvement (Project ID 11454), we assumed the westbound off-ramp signal would be in-place under both 232 existing and proposed zoning. Figures 12 and 13 illustrate the 232 conditions assuming the existing zoning for the weekday AM and PM peak hours, respectively, and corresponding operational analysis with the signal in-place. As shown in Figures 12 and 13, all study intersections are forecast to operate acceptably in the existing zoning scenario. Year 232 Proposed Zoning Scenario The increase in the number of trips generated by the property assuming development under the proposed versus the existing zoning (as reflected in Table 1 and Figures 14 and 15) was added to the volumes shown in Figures 12 and 13. Figures 16 and 17 illustrate the 232 traffic conditions assuming the proposed zoning for the weekday AM and PM peak hours, respectively, and corresponding operational analysis. Like the existing zoning scenario, all study intersections are forecast to operate acceptably. Kittelson & Associates, Inc. Portland, Oregon

Table 4 summarizes the criteria identified in the TPR and their applicability to the proposed zone change. The criterion is provided below in italics with our response shown in standard font. (1) If an amendment to a functional plan, an acknowledged comprehensive plan, or a land use regulation (including a zoning map) would significantly affect an existing or planned transportation facility, then the local government must put in place measures as provided in section (2) of this rule, unless the amendment is allowed under section (3), (9) or (1) of this rule. A plan or land use regulation amendment significantly affects a transportation facility if it would: (a) Change the functional classification of an existing or planned transportation facility (exclusive of correction of map errors in an adopted plan); (b) Change standards implementing a functional classification system; or (c) Result in any of the effects listed in paragraphs (A) through (C) of this subsection based on projected conditions measured at the end of the planning period identified in the adopted TSP. As part of evaluating projected conditions, the amount of traffic projected to be generated within the area of the amendment may be reduced if the amendment includes an enforceable, ongoing requirement that would demonstrably limit traffic generation, including, but not limited to, transportation demand management. This reduction may diminish or completely eliminate the significant effect of the amendment. (A) Types or levels of travel or access that are inconsistent with the functional classification of an existing or planned transportation facility; Kittelson & Associates, Inc. Portland, Oregon

28 Sunset Ridge Phase 2 Project #:276 February 24, 217 Page: 28 (B) Degrade the performance of an existing or planned transportation facility such that it would not meet the performance standards identified in the TSP or comprehensive plan; or (C) Degrade the performance of an existing or planned transportation facility that is otherwise projected to not meet the performance standards identified in the TSP or comprehensive plan. Response: With the proposed zone change, no modifications to the existing functional classifications of the roadways are needed. As discussed above, all study intersections are forecast to operate acceptably under the existing and proposed zoning scenarios. Therefore, this criterion is met. RECOMMENDATIONS Based on the results of this report, the proposed Sunset Ridge neighborhood can be developed consistent with the Master Plan while maintaining acceptable operations at the study intersections, assuming implementation of the recommended mitigation measures. Further, no significant transportation-related effects are anticipated associated with the change in zoning. The study s recommendations are summarized below. Intersection sight distance should be maintained at internal neighborhood intersections as well as the NW 289 th Place/NW West Union Road and NW Mays Street/NW Jackson School Road intersections. Landscaping, above ground utilities, and signing should be located and maintained in a manner that preserves adequate intersection sight distance.
