3 Oregon Country Fair Events Traffic Impact Analysis. Introduction The purpose of this report is to provide a Traffic Impact Analysis for the proposed Park Use of the Oregon Country Fair Site located between Highway 6 and Suttle Road in Lane County northwest of Veneta, Oregon. The Oregon Country Fair is requesting a special use permit to allow a private park designation on 7.5 acres of the. acres owned by the Oregon Country Fair (OCF) for the purpose holding events such as weddings, picnics, retreats, and other small social gatherings as well as crosscountry track meets, or other larger one-day events. The study documents the estimated traffic impacts of the uses with the highest attendance and recommends mitigation measures, if necessary.. Location and Vicinity Map The Oregon Country Fair (OCF) site lies between Highway 6 and Suttle Road west of Territorial Highway in Lane County. The total OCF ownership consists of tax lots and on Map and tax lots 8, 9,,,,,, and on M ap 7-6-6, tax lot 5 on Map 7-6-5, tax lot on Map 7-6-6, and tax lots,, and on Map The entire site totals. acres. Figure in Appendix A shows the location of the site northwest of Veneta and southwest of Elmira in Lane County.. Proposed Events The Oregon Country Fair is requesting approval of a special use permit from Lane County to designate 7.5 acres of the. acres owned by the OCF as park lands for the purpose holding events such as weddings, picnics, retreats, and other small social gatherings as well as cross-country track meets, or other larger one-day events. Figure in Appendix A shows the extent of the proposed 7.5 acre park land. The proposal designates three areas for use by group events and one large area covering the entire 7.5 acres designated for small groups for nature oriented activities. Park Area consists of the main stage area of the annual Country Fair and is proposed to host social gatherings such as picnics, weddings, and the like for up to 5 persons during the months of April through October weather permitting. The OCF expects these gatherings would be held a maximum of six times during that period, typically on a Saturday. Overnight camping would occur in the area used for camping during the annual fair. Park Area is the Chickadee Lane area. The OCF proposes to utilize this area year round for camps, retreats, and Environmental Education Programs for up to persons. This includes the annual week long Culture Jam youth camp held in the fall. Overnight camping would occur in the area used for camping during the annual fair as in Area. Park Area is located near Highway 6 at the southern boundary of the site that is used for parking during the annual fair event. The OCF proposes to utilize these open areas for activities involving up to persons from mid-july through October weather permitting. Large activities (5 to attendees) would be limited to one day use approximately four times per year. Activities for up to 5 persons could include camping in the field south of the Bus Road for an additional four times per year. Typical activities would include the Elmira Country Fair Classic High School track meet and The Beaver Open bagging event.

4 Oregon Country Fair Events Traffic Impact Analysis Page Park Area proposes to use a large part of the site for nature associated activities involving up to 5 persons for day use year round. No camping is associated with these uses and no traffic impacts. Access to all four park areas will be from Suttle Road at the intersection with Aero Road. Aero Road extends south for approximately 55 feet where it enters OCF property and continues for 7 feet to reach the Scof Lot camping & parking area (see Figure in Appendix A). The camping & parking area extends west in a triangular area to Bus Road north of Indian Creek. This parking area can accommodate more than parking spaces and will be used for all events except for camping at Park Area. Park Area is located east of Aero Road and is accessed via Chickadee Lane which intersects Aero Road 75 feet south of Suttle Road. Parking for Park Area is on the south side of Chickadee Lane and can accommodate vehicles (see Figure in Appendix A). Chickadee Lane will also be used to access Park Area for event setup and take down activities. A secondary emergency access is provided by Bus Road a Private Road that runs from the main parking area to Suttle Road 77 feet west of the Aero Road intersection as shown in Figure.. Study Area Conditions The study area for this proposal includes Suttle Road and its intersection with Territorial Highway, Aero Road, and Chickadee Lane as well as the internal private roads on site: Aero Road and Bus Road. The OCF site is a mixture of F, E, and RR 5 zoned parcels. Park Areas & are on RR 5 zoned parcels and Park Areas & are on F zoned land. Neighboring parcels between Suttle Road and the site are zoned RR 5. The south border of OCF lands is Highway 6. The existing access to the annual fair event is located on Highway 6 but will not be used for access to the Park uses. Table shows the existing roads characteristics in the study area. 5 Oregon Country Fair Events Traffic Impact Analysis Page Twenty-four hour directional road tube counts were taken on Suttle Road east and west of Aero Road from Thursday August th through Monday August 7 th of this year. Hourly breakdowns of traffic levels for each day are provided in Appendix B. Gary s Traffic Data conducted turning movement counts at the intersection of Suttle Road with Territorial Highway from : to 6: PM on Tuesday, August th of this year. A summary of the traffic count can be found in Appendix B. The weekday peak hour was 5: to 6: PM. Seasonal Factor. For analysis of state highway intersections, ODOT guidelines call for the use of design hour volumes (DHV). Design hour volumes are the th highest hour volume for a given year. ODOT s Transportation Planning & Analysis Unit (TPAU) provides several methods for converting peak hour traffic data to DHV. The first method uses ODOT s Automatic Traffic Recorders (ATR). The Fern Ridge ATR (No. -) is located on Territorial Highway ~5. miles north of the Suttle Road intersection. For this section of Territorial Hwy. the th highest hour occurs on a weekend so the average daily traffic including weekends is used. For counts taken on August th, the seasonal factor is calculated to be.86 (see Appendix B). Weekend traffic in August is higher than the weekday traffic by 6%. Figure 5 in Appendix A shows the weekday peak hour counted and the weekend peak hour adjusted by Crash History A five-year crash history for Suttle Road from Territorial Highway to Highway 6 was obtained from the ODOT s Crash Analysis and Reporting Unit. During the 5-year period from January 9 through December there were a total of seven reported crashes on Suttle Road and three crashes on Territorial near the Suttle Road intersection. There were no crashes on Suttle Road at Highway 6. Table reports the collision types by year. The detailed crash reports are in Appendix B. That results in a crash rate of.67 crashes per million vehicle miles (mvm). The statewide average crash rate for a rural major collector in a rural area during that same 5-year period was. crashes per mvm. Suttle Road is performing better than comparable roads in Oregon. 6 Oregon Country Fair Events Traffic Impact Analysis Page Two rear-end collisions occurred on Territorial Hwy at Suttle Road in. Both crashes involved northbound vehicles with the following vehicle following too close. The third crash was a sideswipemeeting collision that occurred in as the northbound vehicle failed to maintain its lane. The ODOT Crash Analysis and Reporting Unit has data through September of. There was another rear-end collision northbound at the intersection in June. Once again, the following car was following too close. II. Traffic Impacts of Events. Table shows the expected activities, attendance, and duration of events in the proposed park areas. Lane County Transportation Planning s review of this proposal stated that the trip generation for weddings could be determined from ITE Trip Generation manual for code 56-Church since the traffic for weddings is similar to that of a church service. The ITE Trip Generation manual trip rate for a Church is.6 trips/seat for the peak hour of the generator on a Sunday. For a 5-attendee wedding, assuming one seat per guest, this rate would result in 5 vehicles in the peak hour. With a directional distribution of 5% inbound and outbound, that would result in 5 vehicles. The 5 vehicles corresponds to a vehicle occupancy of just over.5 person/vehicle. This is a reasonable vehicle occupancy considering the rural nature of the site.. Operational Analysis - General To evaluate the traffic impacts of the proposed site, a level-of-service (LOS) analysis was performed on the study area intersections. For state highway intersections, ODOT uses a mobility standard based on the ratio of the volume of traffic using a signalized intersection or unsignalized approach compared to the capacity of the intersection or approach, v/c. As the volume of traffic nears its capacity the ratio approaches.. In the study area Territorial Road is classified as a district highway. The 999 updated Oregon Highway Plan (OHP) provides the maximum allowable v/c for various highway classifications, locations, and speeds. Table 6 in the OHP indicates the maximum V/C is.75 for district highway intersections outside an urban growth boundary in rural lands. Access Engineering LLC September, 5

7 Oregon Country Fair Events Traffic Impact Analysis Page 5 The intersection of the Site driveway with Suttle Road is under Lane County jurisdiction. Lane County also uses the v/c ratio as a mobility standard. Table in Lane Code indicates that the maximum allowable v/c for county roads outside an urban growth boundary in rural lands is.7.. Teddy Bears Picnic This year, the Teddy Bears Picnic was held on Sunday, August 6 th in Park Area. Mechanical hose counters were set out on Suttle Road east and west of Aero Road to count the number of vehicles generated by the event. The counters were set out on the Thursday prior to the event and picked up on Tuesday for this event with an attendance estimated at 5 persons. In addition to the event guests, there are also caterers, musicians, photographers, and event planners and staff. These people arrive early and leave later than most attendees, even a day before and a day after. The traffic count data shows an increase in inbound trips beginning at Noon and continuing until PM on Sunday. Outbound trips began as early as PM and continued until 9 PM Sunday. The majority of trips to and from the site used Suttle Road between the site and Territorial Highway. Comparing eastbound traffic on Sunday to Saturday, there were vehicles more vehicles on Sunday between and 9 PM. It should be noted that this event is for people who work at the OCF and often make several trips in and out during the day. Hence it is not possible to compute a vehicle occupancy from our data. There was also a slight increase in outbound traffic using Suttle Road eastbound on Monday from AM to Noon which may be stragglers or staff. The peak hour trips for this event occurred on Sunday from to PM for arrivals and from 6 to 7 PM for departures. The total trips during the peak hour were vehicles inbound and 9 vehicles outbound. The distribution of event trips is based on the location of the site in relation to the nearby population centers. The Teddy Bears Picnic draws attendees from all over the Northwest, however the vast majority of the origins and destinations will be the Eugene-Springfield metro area. The trip count data for vehicles entering and leaving Aero Road for the Teddy Bears Picnic provide the initial east-west directional split; 85% east versus 5% west. The traffic count at the Suttle Road at Territorial Road intersection taken in early August provide the north south split at that intersection; 67% south vs. % north. Figure 6 in Appendix A shows the trip distribution and assignment for this event during the inbound and outbound peak hours.. Intersection Operational Analysis for Teddy Bears Picnic The Synchro program was used to evaluate the operation of the Territorial Road at Suttle Road intersection and the Aero Road intersection with Suttle Road for the 5 design hour traffic conditions shown in Figure 6 including inbound and outbound peak hour site trips. Table on the following page shows the results of the operational analysis for the inbound peak hour and the outbound peak hour as if they occurred during the weekend peak hour at the Territorial Highway intersection. SimTraffic was used to evaluate the queue lengths at the two intersections on a weekend with an event during the inbound and outbound peak periods. Five runs with a random seed were averaged. The 95 th percentile queues are reported. The 95 th percentile queues are used for design purposes and are rounded to the next nearest 5 foot increment, the standard headway in a queue. Table 5 on the following page shows the results of the simulations. The SimTraffic reports are in Appendix C. At the Territorial Highway at Suttle Road intersection there would be five vehicles queued northbound for arrivals and four queued vehicles eastbound for departures from the event. At the Suttle Road at Aero Road intersection, there would be two vehicles queued westbound for arrivals and three vehicles queued northbound for departures from the event. The above analysis shows the traffic impacts from a 5+ person event with arrivals and departures spread out over several hours with support personnel and some attendees arriving a day early and leaving a day later. This analysis also pertains to proposed camping events in Area with up to 5 attendees. Access Engineering LLC September, 5

Intersection Operation for a Person Event The OCF proposes to use Area for large one-day weekend events of up to attendees happening approximately four times per year. Using a vehicle occupancy of persons/vehicle (slightly lower than for a church service cited above) that would equate to vehicles arriving in the morning and leaving in the evening. As was shown in the traffic data for the Teddy Bears Picnic, which attracted an estimated vehicles, all inbound and outbound trips do not occur within one hour. The peak hour trips for the Teddy Bears Picnic generated 9 vehicles, or ~5% of the total vehicles for the event. For this person event we will assume a worst-case scenario where two thirds (67% of or vehicles) arrive and depart during the peak hours of a Saturday. Figure 7 in Appendix A shows the person event peak hour traffic in the study area. From the Suttle Road traffic count, the AM peak hour for arrivals was to Noon; the PM peak hour for departures was 6 to 7. The same directional splits from the Teddy Bears Picnic were used. For the Territorial Highway at Suttle Road, the PM peak hour used for the Teddy Bears Picnic was used and the AM peak hour was 8% of the PM peak based on the Suttle Road AM versus PM peak volumes counted at Aero Road. Table 6 shows the results of the operational analysis for the inbound peak hour and the outbound peak hour on a Saturday or Sunday. The Synchro reports can be found in Appendix D. The delay and LOS are still reasonable for that movement even with those worstcase conditions. All other movements are well within the applicable mobility standards. Table 7 on the following page shows the results of the queuing analysis which are similar to the queues for Teddy Bears Picnic. Northbound queues on Territorial Highway are shorter for this event than the for Teedy Bears Picnic because the inbound trips occur during a morning peak hour. The SSD is based on the speed of traffic on the major road and is the minimum distance to safely come to a stop to avoid a collision. For this situation entering and leaving Suttle Road at Aero Road, the posted speed is 55 MPH, however the intersection is on a curve and there are reverse curve warning signs in advance of the curve in both directions with a 5 MPH rider. In addition, the OCF provides event signing and cautionary 5 MPH speed signs during events. Never-the-less the sight distance analysis will use 55 MPH as the design speed. Exhibit - in the Fourth Edition of the AASHTO Manual lists the SSD for speeds of 55 MPH is 95 feet. Intersection sight distance (ISD) is the recommended sight distance that should be provided at a Stop controlled intersection. Exhibits Case B and Exhibit Case B in the AASHTO Manual list the ISD for left and right turning movements for speeds of 55 MPH on the major road: for left-turns looking to the right, 6 feet; for right turns looking to the left, 5 feet. No adjustment for grade is required as the road is level through this area. The sight distance at the Aero Road intersection with Suttle Road is adequate in both directions for 55 MPH speeds. Figure 8 in Appendix A shows the sight lines in both directions from the intersection measured feet back of the edge of pavement of Suttle Road. The photos in Figure 9 in Appendix A show the view from Suttle Road toward Aero Road at the ISD specified distances. The trees on the south side of Suttle Road do not obstruct the vision lines east or west of the Aero Road intersection.. Conclusions and Recommendations This traffic impact analysis for the Oregon Country Fair Events site leads to the following conclusions: The 5-year crash study for Suttle Road shows that its crash rate is lower than similar roads in the state and the intersection with Territorial Highway has a low crash frequency, although there have been three rear-end collisions northbound at the intersection in the past two years. The crashes at the intersection should continue to be monitored. Access Engineering LLC September, 5

11 Oregon Country Fair Events Traffic Impact Analysis Page 9 Sight distance is excellent in both directions at the Aero Road intersection with Suttle Road. The OCF will provide signing on Suttle Road for events. Only a person event occurring four times per year could result in eastbound traffic on Suttle Road at the Territorial Highway intersection exceed the Lane County mobility standard by % if departures from the event occur during a weekend PM peak hour. However, the average delay to those eastbound vehicles is only seconds corresponding to a LOS of D. Traffic from all other events can be accommodated within both the ODOT and Lane County mobility standards. The 95 th percentile queues of up to 5 vehicles could occur northbound on Territorial Highway at Suttle Road during a weekend peak hour. Since weekend traffic is higher on Territorial Highway than weekday traffic, all traffic impacts were analyzed as if the inbound and outbound event trips occurred during a weekend peak hour of traffic in the study area. The only capacity problem found was that the person event exceeded the Lane County mobility standard by % on the eastbound approach to Territorial Highway. Since the average delay was only seconds corresponding to a LOS = D, and queues were no more than five vehicles, no mitigation measures are recommended. In addition, the OCF provides event signing and has personnel assigned to facilitate entries and exits on Aero Road. Based on this analysis, we recommend approval of the special use permit with no off-site mitigation required. Access Engineering LLC September, 5
