1 Suth Jersey Summer Series 2017 Rules & Regulatins fr Junir Events Revised 9/24/16 1. Venue A. Suth Jersey Summer Series Regattas The Suth Jersey Summer Series regattas shall be sailed n Thursday, n a rtating basis, at each f the participating member clubs; Crinthian YC, YC f Stne Harbr, Avaln YC, Ocean City YC, Cper River YC, Brigantine YC, Greater Wildwd YC, and YC f Sea Isle City. 2. Jurisdictin The Suth Jersey Summer Series shall be sailed under the jurisdictin f the participating yacht clubs. 3. Rules The races shall be gverned by The Racing Rules f Sailing (RRS), the prescriptins f the U.S. Sailing Assciatin, these Regulatins and any applicable Class rules. 4. Classes The Suth Jersey Summer Series recgnizes the fllwing classes fr the 2017 seasn: Laser Radial: Skipper may nt be 19 during the Summer Series. Laser 4.7: Skipper may nt be 19 during the Summer Series. Sunfish: Skipper may nt be 19 during the Summer Series. Crews are ptinal and may nt be 18 during the year. *Nte Sunfish fleet des nt cunt fr the SJSS Club Champinship pint ttals. C420: Skipper and crew may nt be 19 during the Summer Series. Skipper may nt change crews during an individual regatta withut permissin frm the race cmmittee. All C420s must be equipped with a masthead fltatin device that will prevent the bat frm turning turtle. All C420s must be equipped with a masthead flatatin device intended t reduce the chance f turning turtle. Acceptable devices include masthead buyancy bags (used in an inflated state) manufactured by Optiparts (item EX2600), r a sealed empty ne galln plastic bttle raised t the masthead. Alternative devices may be acceptable, hwever it will be the respnsibility f the sailr t demnstrate that the alternate device has at least the same buyancy as either f the devices mentined abve. The penalty fr vilating this rule is disqualificatin (DSQ) frm each race sailed with substandard flatatin. Optimist Dinghy: In accrdance with the USODA Class rules the fleet shall be divided int three grups accrding t ages f the cmpetitrs n the first day f the scheduled cmpetitin. The fleet divisins shall be determined as fllws: White Fleet - 10 years ld r yunger Blue Fleet - 11 r 12 years ld Red Fleet - 13 years ld r lder and shall nt have reached their 16th birthday in the current calendar year Green Fleet - Green fleet is a special fleet fr beginners. Green fleet sailrs can be any age up t 15. The purpse f the green fleet is t encurage nvice sailrs. The USODA s plicy is t present Participatin Awards t all skippers sailing in the green fleet.

2 5. Entries A. Eligibility All participants must be a member f an MAYRA club r be enrlled in the junir sailing prgram f a member club and meet the age requirements set frth abve. ii. Fr the purpses f seasn scring, each skipper must declare at registratin what club they represent befre the first race sailed in any class f bat. The skipper must be a member f that yacht club t be eligible. Fr each class f bat registratin the skipper can nly represent ne yacht club and cannt change their yacht club affiliatin. This rule pertains t skippers wh may be affiliated with mre than ne club, and fr duble handed bats the skipper's affiliatin shall determine what Yacht Club is represented. B. Weekly Interclubs Each club may enter an unlimited number f cntestants in each class prvided they meet the eligibility requirements. C. General The participant s birth date is required n registratin frms. A list f participants shuld be psted as sn as pssible at each event. 6. Entrance Fee A standard entry fee shall be charged at each event; pre-registratin nline is $25 fr singlehanded bats r $35 fr duble-handed bats. On-site registratin is $30 fr single-handed bats and $40 fr duble-handed bats. The entrance fee is intended t cver the cst f prviding instructrs, Race Cmmittee, patrl members, lunch, t-shirts fr a pre-determined number f sailrs as stated in the NOR, snacks, and trphy flags. 7. Race Management A. General It is the intentin f the Suth Jersey Summer Series that the hst clubs treat each Summer Series event as a majr club regatta and prvide the apprpriate Race Cmmittee, patrl bats and shre supprt as required. It is expected that the member clubs will assist each ther in fulfilling these requirements. It is the intentin f the Suth Jersey Summer Series t keep the participants as infrmed as pssible regarding scring at each event. Suth Jersey Summer Series shuld schedule a screr with a cmputer/scring prgram, pst the list f participants as sn as pssible, and pst the finishes fr races as sn as available. Particularly, pre-lunch race results shuld be psted during lunch. This will prvide fficials and participants mre pprtunity t recgnize any scring r registratin errrs and time t crrect them prir t the end f the day. It is highly recmmended that the hst club arrange fr a Caches Meeting prir t the Cmpetitrs Meeting. B. Schedule The 2017 Suth Jersey Summer Series schedule has been established as fllws: 2017 SJSS Dates: June 29 AYC July 6 GWYC /YCSIC July 13 YCSH July 20 BYC July 27 CYCCM August 3 CRYC August 10 OCYC August 15 Awards Dance at YCSIC

3 C. Starts 1. Races shall be started in accrdance with RRS 26 ( G ) r Appendix S (Sund Signal Starting System 3 Minute Dinghy Start ). The details f the starting sequence shall be explained at the skippers meeting. The Suth Jersey Summer Series recmmends the use f the 3 Minute Dinghy Start. 2. Laser Radial and Laser 4.7 fleets shall each have a separate start. D. Curses As a minimum, tw curses will be required. Laser Radials, Sunfish, and C420s may race tgether n ne curse. Optimist Dinghies must sail n a separate curse. Additinal curses may be utilized as rm and resurces dictate. Optimist Green Fleet must sail its wn separate curse. Curses fr the Optimist Dinghies shuld be Triangular fur (4) legs. It is recmmended that the curse nt be mdified by placing the start/finish line in the middle f the windward leg. Curses fr the C420, Laser Radials and Sunfish may be Triangle-Windward-Leeward, Windward/Leeward, r Triangular and may be mdified with the start/finish line in the middle f the windward leg. The length f the curses will depend n the cnditins and the feasibility f cmpleting five races fr the day. Hwever, getting ff gd and fair races is mre imprtant than the number f races. E. Alternate Penalty RRS rules 44.1 and 44.2 shall be in effect fr all races. F. Sail Numbers All participants are encuraged t register their bats with their respective class assciatins and display prper sail numbers. G. Caching Caching by sailing instructrs will be permitted and encuraged prir t the preparatry signal fr each race. Abslutely n caching is permitted during a race by sailing instructrs r parents, with the fllwing exceptin. During the Suth Jersey Summer Series, instructrs, after receiving permissin frm the Race Cmmittee, may cach cmpetitrs wh are significantly behind. Infractins f this rule will result in disqualificatin f the illegally cached participant. H. Designated Finishes The race cmmittee shall have the right t assign finishing psitins, as it deems necessary, in rder t facilitate the start f the next race. 8. Safety A. Life Jackets Life jackets (USCG Apprved) shall be wrn at all times by all participants. 1. A bat whse skipper and/r crew d nt cnfrm t this requirement will be disqualified.

4 2. Sailing Instructrs, caches, and race fficials in chase bats shall wear life jackets prperly at all times while n the water. If the regulatin is ignred, the instructr, cach, r race fficial will be directed t cme ff the water. B. Pstpnements/Abandnments Races pstpned r abandned due t extreme r threatening weather cnditins are at the discretin f the Race Cmmittee. They shuld, hwever, be very cnservative in making this decisin and carefully cnsider the sailr s abilities as well as the availability f qualified rescue bats. Suth Jersey Summer Series events shall nt be rescheduled. 9. Prtests The intentin t prtest must be signified by a lud hail f the wrd Prtest t the ffending bat. Displaying a prtest flag is nt required but the Race Cmmittee must be ntified at the first practical pprtunity after crssing the finish line f the intent t file a prtest. Prtests shuld be written and filed within 1/2 hur f the Race Cmmittee dcking. The regatta chairpersn shall crdinate the frmatin f the Prtest Cmmittee and shall slicit representatin frm participating clubs. 10. Scring A. General Lw Pint Scring System, RRS Rule A4, will be utilized fr all Suth Jersey Summer Series events. Optimist fleet scring will be based n verall scres in accrdance with the prescriptins f the USODA. Fr each Suth Jersey Summer Series event, ne race will cnstitute a series B. Junir Interclub Series Seasn Scring The Suth Jersey Summer Series will recgnize bth individual and club (team) accmplishments fr the seasn based n the fllwing prescriptins: 1. Individual Scring Fr the purpse f determining the final seasn standings in each class, except Sunfish, the fllwing system will be used: Each individual will cunt five (5) f his r her scres frm the Suth Jersey Summer Series events as scheduled in Sectin 7.B. If there are five (5) r fewer regattas cmpleted during the seasn each bat wuld be allwed ne drpped scre. Fr example, cunt 4 f 5 sailed events, 3 f 4 sailed events, etc. Any ties will be brken in favr f the individual with the mst first place placements, then mst secnds, etc. The lwer scre in the final regatta will be the final tiebreaker. C420 will be scred by skipper nly fr purpses f the seasnal scring. Crew awards recipients t be determined by skipper. Amendment t RRS Appendix A9: A bat nt did nt cme t the starting area shall be scred pints fr the finishing place ne mre than the number f bats entered in that day s event. Fr the Optimist Dinghy, verall placements will be utilized, nt placements within each fleet (Red, Blue, White). There will be ne start fr Optimists. Fr the Laser fleet, verall placements will be utilized, nt placements within each fleet (Radial, 4.7). Radials and 4.7 will have separate starts and shall be scred separately.

5 Sunfish Seasnal Scring will be based n a Lw Pint Scring System (Appendix A). A bat that came t the starting area but did nt start (DNS), did nt finish (DNF), retired r was disqualified (DSQ) shall be scred pints fr the finishing place ne mre than the number f bats that came t the starting area. A bat that did nt cme t the starting area shall be scred pints fr the finishing place ne mre than the number f bats entered in the series (DNC). Sunfish sailrs may exclude n mre than ne-fifth f the ttal races sailed during the SJSS seasn. A scre fr disqualificatin under rule 2; rule 30.3 s last sentence; rule 42 if rule P2.2 r P2.3 applies; r rule 69.2(c)(2) shall nt be excluded. 2. Club Scring Suth Jersey Summer Series Club Champinship Fr the purpse f determining the Suth Jersey Summer Series Club Champinship, the fllwing system will be used: The final seasn psitin fr the tp tw (2) finishers frm each club in the participating classes will be added t determine the club s scre fr the Club Champinship. If a club des nt participate in a particular class, r have tw participants; they shall receive a DNC fr each nn-participant in that fleet. The club with the lwest cmbined scre shall be the winner f the Suth Jersey Summer Series Club Champinship. Any ties will be brken in favr f the club with the mst first place class placements, and s n. If a tie still remains it shall stand. Participating classes fr the Club Champinship: Optimist White Fleet Optimist Blue Fleet Optimist Red Fleet Laser 4.7 Laser Radial Club Trphies A. Suth Jersey Summer Series individual events 1. Trphies will be awarded t the tp five individual finishers in each class. The hst club prvides trphies. MAYRA t prvide trphy flags: Blue, White, Red, Green, and Yellw. B. Junir Interclub Series Seasn 1. Trphies will be awarded t the tp five individual finishers in each class (skippers and crew). The hst club f the final regatta will prvide the seasn series trphies. This respnsibility will rtate every year: 2017 OCYC, 2018 CYCCM, 2019 YCSH, 2020 BYC, 2021 CRYC, 2022 GWYC/YCSIC, 2023 AYC, Etc.
