The OSIA LEAD Cuncil yuth members will accumulate pints fr exhibiting their market and breeding sheep at sanctined shws thrughut the shw seasn including the Ohi State Fair. Awards will be presented at the cnclusin f the circuit t exhibitrs wh achieve tp hnrs in class perfrmance, shwmanship, and participatin. Members will receive yearend awards at the OSIA LEAD Cuncil Annual Meeting and Awards Banquet n Sunday, Octber 14, Missin Statement f the OSIA LEAD Cuncil: T prmte healthy cmpetitin f market type sheep and breeding type sheep, t encurage cmradery amng members, t educate ur members and the public, and t ensure the prper care and welfare f ur animals. The OSIA LEAD Cuncil is a part f the Ohi Sheep Imprvement Assciatin, which is a nt fr prfit industry rganizatin in place t supprt the yuth f the lamb industry thrughut Ohi. In additin t ur yuth members, the OSIA LEAD Cuncil serves adult members which parents, breeders, crpratins, and ther industry related supprters. Organizatin: The OSIA LEAD Cuncil is rganized and managed by a grup f vlunteers. In rder t receive awards in the OSIA LEAD Cuncil, a yuth member must be a member in gd standing with the Ohi Sheep Imprvement Assciatin. This OSIA membership fee needs t be paid and the membership frm needs t be turned in t the Ohi Sheep Imprvement Assciatin. Frms will be available at each shw and membership will be accepted at any time during the year. OSIA membership dates are frm January 1 December 31 f each year. 2 Page 2 f 8 Chapter 1 - OSIA LEAD Cuncil Sanctined Shw Rules Chapter The OSIA LEAD Cuncil appreciates yur interest in cnducting an OSIA LEAD Cuncil Sanctined Shw. T best serve yur participants, exhibitrs, and OSIA LEAD Cuncil members, the fllwing rules must be enfrced: 1. Dates f shws are n a first cme-first serve basis, cnsideratin will be given t shws that were sanctined by the OSIA LEAD Cuncil the prir year. Limit is tw shws per day at the same lcatin with ne fllwing the ther. Dates and Lcatins must be submitted t the Shw Cmmittee Chairpersn between August 1 - Nvember 1 prir t the next shw year. 2. All shws must be established thrugh the OSIA LEAD Cuncil Shw Cmmittee and the OSIA LEAD Cuncil. First time shws will be cnsidered n a case-by-case basis based upn date and lcatin f the shw. All shws must be held at an adequate facility t handle the number f sheep and lambs as well as exhibitrs and ther participants in the shw. N shws are t be held in cnjunctin with cunty fairs. 3. All sanctined shws must be junir shws. Eligibility fr participatin in 4-H and cmpetitive events begins with a yuth is age 8 and in the third grade, r 9 years ld r lder regardless f grade level, as f January 1, 2018, and ends when the yuth turns age 19 n r befre December 31, Therefre, a yuth wh turns 19 n r after January 1, 2018 are eligible t participate in 4-H in 2018 fr their last year. This same 4-H age rule applies t the OSIA LEAD Cuncil shws. Nvice classes are fr exhibitrs ages 5 t 8 as f January 1 f the current year (Must be 5 years ld by January 1st t participate) Exhibitr must shw wn animals. 4. All sanctined shws must fllw OSIA LEAD Cuncil Rules, Ohi State Fair Rules, and the Ohi Revised Cde Rules f Exhibitin. N painting r artificial clring f any kind is allwed at the shws. N drenching r bttles are permitted at the shws. N muzzles are allwed at the shws. 5. Sanctined shw judges are t be selected by the spnsr f the OSIA LEAD Cuncil sanctined shw, thse judges that are selected fr each OSIA LEAD Cuncil sanctined shw must be apprved by the OSIA LEAD Cuncil Executive Cmmittee. 6. Lambs must be slick shrn within 5 days prir t classificatin. Fr this purpse, slick shrn is defined as ne unifrm length f wl (n patches) abve the knees/hcks and the belw the ears. This includes all belly wl in frnt f the udder/cd and behind the sheath/belly buttn f the lamb. Lambs must be freshly washed within 24 hurs prir t classificatin. Classifiers reserve the right t have lambs re-washed and re-shrn prir t classificatin. Penalty: If a lamb is identified with wl abve the knees/hcks and belw the ears, this includes all belly wl in frnt f the udder/cd and behind the sheath/belly buttn f the lamb; that lamb can be disqualified at check-in, during the shw r after the lamb has been shwn. 7. All breed and shwmanship classes must be ffered as recgnized by the Ohi State Fair. At the OSIA LEAD shws, if less than five entries sign up in a breed, then all breeds with less than five (5) animals will shw in ne (1) All Other Breeds (AOB) Class. The first and secnd place f the AOB class shall shw fr verall champin/reserve champin as an All Other Breed (AOB). 8. Nvice Classes - Tw nvice classes (Ages 5-8 years ld NOT 4-H age must be 5 years ld by January 1, 2018 t participate) must be ffered, i.e., Black Face Nvice and White Face Nvice (all Brckle faced lambs will shw in the White Face Nvice class). Nvice lambs must be wned by the nvice exhibitr and cannt weigh ver 120 punds during the OSIA LEAD Cuncil shw seasn. Nvice entry fee is t be set at $10.00, and each nvice must receive a minimum f $5.00 premium in their class. This class will nly be ffered at the OSIA LEAD Cuncil shws and will NOT be ffered at the Ohi State Fair.

There are twelve (12) divisins fr Market Lamb Shwmanship at the OSIA LEAD Cuncil shws: Ages 5/6 and Ages 7/8 (cnsidered nvice divisin NOT YET IN 4-H) and 8/9; 10; 11; 12; 13; 14; 15; 16; 17; and 18-4-H Age Only All ages as f January 1, Pee Wee Classes fr yuth less than five (5) years f age as f January 1, The OSIA LEAD Cuncil will leave the ptin f ffering a Pee Wee Shwmanship t each individual shw. This class will nly be ffered at the OSIA LEAD Cuncil shws and will nt be ffered at the Ohi State Fair. 11. Cmmercial Ewe Class (es) - Yearling and ewe lamb classes must be ffered at the beginning f the regular breed classes. The cmmercial ewe classes, bth ewe lambs and yearlings shuld be split by weight classes, with n mre than fifteen (15) yearling ewes r ewe lambs in a class. An verall champin and reserve will be selected. Separate entry must be paid each time a lamb is shwn by the exhibitr. A cmmercial ewe lamb shwn in the cmmercial ewe lamb class can als be shwn in the market lamb class (es). 12. Each shw must submit a payment t the Ohi Sheep Imprvement Assciatin fr $0.50 cents per head shwn in each sanctined shw within thirty days after the shw date t assist with defraying insurance expenses and any ther additinal shw expenses such as shw cards, etc. OSIA LEAD Cuncil will prvide an insurance certificate and the shw cards fr the shws. Mail payment t: Ohi Sheep Imprvement Assciatin, OSIA LEAD Cuncil, 280 N. High St., P.O. Bx , Clumbus, OH At least ne educatinal event shuld be incrprated int each OSIA LEAD Cuncil sanctined shw. 14. All shw persnnel must cperate with the OSIA LEAD Cuncil. A representative must attend the Sanctined Shw Cmmittee Meeting. Failure t attend will result in prbatin. 15. Other sanctined shw requirements: A detailed reprt f yur shw plus pictures and any OSIA LEAD Cuncil shw supplies frm the event must be submitted back t the OSIA LEAD Cuncil within 5 days after the cmpletin f the shw. Nvice shwmanship classes (Ages 5/6 and Ages 7/8 - cnsidered nvice divisin NOT YET IN 4- H) must be ffered, except at the Ohi State Fair. Shwmanship classes: Single shws - shwmanship classes shuld be held prir t breed classes. Duble shws - ne (1) shwmanship class will be held in the middle f bth shws. T be eligible t cmpete in the shwmanship, an exhibitr must shw their wn lamb and must shw that lamb in the regular cmmercial ewe shw r market lamb classes. T prevent the spread f shw lamb fungus, Shwmanship judges are nt permitted t switch shwmen and sheep in shwmanship classes. Verificatin f prf f age f an exhibitr may be requested and/r required. If an exhibitr is unable t verify their age, any lamb(s) entered in their name is ineligible t be shwn by that exhibitr r any ther exhibitr. Any lamb disqualified fr any reasn is ineligible t be shwn that day and the entry fees and membership fees are nn-refundable. Weigh-in/Breed Classificatin time must be frm 8:00 a.m. t 10:00 a.m. Nvice Shwmanship must start at 10:00 a.m., with the regular shw immediately fllwing (apprximately 11:00 am). Duble shws must start at 10:30 am with the cmmercial ewe class (es). The maximum number f lambs t be shwn in any ne (1) class is fifteen (15) lambs. All lambs that are exhibited at the OSIA LEAD Cuncil shws must have fficial USDA scrapie ID tags r tatt. OSIA LEAD Cuncil des nt bserve the Ohi State Fair weight limits r any upper r lwer weight limits. All ut f state exhibitrs must have apprpriate health papers t be eligible t at the OSIA LEAD Cuncil sanctined shw, and fllw all OSIA LEAD Cuncil Rules and Regulatins. All sheep and lambs will be inspected fr prlapses, fungus, sre muth, ringwrm, ft rt, and pinkeye. Any lamb that has visible signs f any f the abve will be disqualified frm shwing that

4 Page 4 f 8 day. MEMBERSHIP DUES AND/OR ENTRY FEES WILL NOT BE REFUNDED FOR ANY LAMB THAT IS DISQUALIFIED FOR ANY HEALTH REASON. Chapter 2 - OSIA LEAD Cuncil Exhibitr Rules Chapter 1. All sanctined shws must be junir shws. OSIA LEAD Cuncil Pints are nly awarded at OSIA LEAD Cuncil sanctined shws, including the Ohi State Fair Junir Market Lamb Shw. 3. In rder t accumulate pints frm any OSIA LEAD Cuncil sanctined shw, an exhibitr must be a current member in gd standing f the Ohi Sheep Imprvement Assciatin (OSIA LEAD Cuncil) prir t the shw r must remit OSIA membership payment n the day f that shw prir t shwing in that shw t be eligible t garner pints fr that shw. 4. A current member may accumulate pints n a maximum f nine (9) lambs at each OSIA LEAD Cuncil sanctined shw; six (6) can be shwn in the market shw and three (3) be shwn in the cmmercial ewe shw. The cmmercial ewe lambs can be shwn in bth the ewe shw and the market shw, the exhibitr must pay an entry fee fr each time the lamb is shwn. This des nt limit a yuth member frm exhibiting mre than nine (9) lambs in any given OSIA LEAD Cuncil sanctined shw. If an exhibitr is shwing mre than nine (9) lambs at any ne shw, he/she must declare at the time f entry/classificatin thse lambs that will nt be shwing fr pints. 5. Lambs must be wned, entered, and shwn in the name f the individual OSIA LEAD Cuncil member fr pints t be accumulated in his/her name. 6. Each lamb must be shwn by the individual wner/entrant unless the OSIA LEAD Cuncil member has tw (2) r mre lambs in the same class, in which case anther age eligible shwman may shw the remaining lamb. 7. OSIA LEAD Cuncil members will receive pints in the age divisin fr which they qualify. Awards will be presented t the first, secnd, and third place individuals f each breed in the fllwing tw age grups at the end f the year. Junir Divisin - 13 years f age r yunger as f January 1st f the current year. Eligible fr 4-H age requirement Senir Divisin - 14 years f age t 18 years age as f January 1st f the current year. Eligible fr 4-H age requirement. Verificatin f prf f age may be requested and/r required. If an exhibitr is unable t verify their age, any lamb entered in their name is ineligible t be shwn by that individual r any ther exhibitr n that day. 8. Pints will be awarded n the fllwing basis t eligible OSIA LEAD Cuncil members. Pints will be awarded t each participant in each class in descending rder, based n the number f lambs in that class (see example belw). Pints will be awarded in a class based n the number f lambs shwn in the class with a maximum f fifteen (15) lambs per class. Ohi State Fair pints are awarded based n infrmatin received frm the OSF sheep department. Fr example 10 in a class: 1st =10, 2nd =9, 3rd =8, 4th =7, 5th =6, 6th =5, 7th =4, 8th =3 9th =2, 10th =1

5 Page 5 f 8 1. Breed Champin Pints= 5 pints (regardless f breed size) Reserve Breed Champin Pints= 3 pints 2. N pints will be awarded fr Grand/Reserve Champin Lamb t keep cmpetitin fr high verall pints n a mre even basis 9. If an exhibitr has a champin r reserve champin f a breed and des nt stay t participate in the final drive f the shw that day, all pints n that animal that day will be frfeited. 10. There are twelve (12) divisins fr Market Lamb Shwmanship: Ages 5/6 and Ages 7/8 - cnsidered nvice divisin NOT YET IN 4-H and 8/9; 10; 11; 12; 13; 14; 15; 16; 17; and 18-4-H Age Only All ages as f January 1, The tw (2) Nvice Divisin Shwmanship classes will nly be ffered at the OSIA LEAD Cuncil shws and will nt be ffered at the Ohi State Fair. At each OSIA LEAD Cuncil sanctined shw and the Ohi State Fair a Junir and Senir Shwmanship Champin and Reserve Champin will be selected. The first and secnd place winners f each age class will shw fr the champin/ reserve champin hnrs. 1. Junir divisin - 13 years and yunger (eligible fr 4-H age) five (5 classes) 2. Senir divisin - 14 years and lder (eligible fr 4-H age) five (5 classes) 3. The Overall Junir and Senir Champin Shwman will receive 5 pints and the Overall Reserve Junir and Senir Champin will receive 3 pints. 11. T be eligible t cmpete and earn pints in shwmanship, an exhibitr must shw their wn lamb and that lamb must shw in the regular classes, the exceptin t this is Pee Wee Shwmanship. Tw (2) nvice shwmanship classes shall be ffered with n pints awarded. One (1) Pee Wee Shwmanship, ages less than five (5) years ld as f January 1 may be ffered, but the Pee Wee Shwmanship class will be left up t the discretin f the individual shw. Chapter 3 - OSIA LEAD Cuncil Year End Awards Chapter Guidelines fr awarding pints/end f year awards: 1. Year-end awards will be given t the tp five exhibitrs in each shwmanship age divisin and each Junir and Senir breed divisin. 2. Shwmanship pints will be calculated the same as the breed classes. 3. In rder fr a yuth exhibitr t receive a year-end breed r shwmanship award, the yuth exhibitr must be a member in gd standing with the Ohi Sheep Imprvement Assciatin, shw at least three (3) times in that breed and/r age shwmanship class at a minimum f three (3) different OSIA LEAD Cuncil sanctined shws. Year End Awards: If any particular breed has a minimum f three (3) shws in which they have a breed class r that breed has an average f five (5) head n all shws, then that breed wuld classify fr the end f year breed award status. In this ptential scenari, it wuld be pssible fr a breed t be able t mve t end f year breed award status if enugh entries were shwn in that breed at the Ohi State Fair t mve the breed average t five (5) head r mre. 4. Classificatin will be dne by three (3) knwledgeable individuals; secret vting will dne with three (3) chips/beans n the breed classificatin f each lamb using guidelines/criteria prvided by breed assciatins. Breed Assciatin guidelines/criteria can be prvided t the shw management if requested in advance. All market lambs, ewe lambs and wether lambs, will be classified and shwn within their respective breed using the guidelines/criteria prvided as defined abve. Cmmercial ewe lamb class (es) and yearling class (es) will be divided by weight, with a maximum f fifteen (15) in a class. Lambs being shwn in the Nvice class (es) will be classified as either Black Face crss r White Face crss with Brckle-faced lambs being classified as white face crss lambs. 4. All breed and shwmanship classes must be ffered as recgnized by the Ohi State Fair, except Nvice Shwmanship Class, which is nt ffered at the Ohi State Fair. 5. At the OSIA LEAD shws, if less than five (5) entries sign up in a breed, then all breeds with less than five (5) entries will shw in ne (1) All Other Breeds (AOB) Class. N painting r artificial clring f any kind is allwed at the shws. Chapter 5 - OSIA LEAD Cuncil Health Requirements Chapter 1. All lambs must be washed within 24 hurs and slick shrn within 5 days prir t health inspectin. 2. All sheep and lambs exhibited will be inspected fr prlapses, fungus, sre muth, ringwrm, ft rt, and pinkeye. Any lamb that has visible signs f any f the abve r any ther health issues that are deemed issues with that sheep r lamb will be disqualified frm shwing that day. MEMBERSHIP DUES AND/OR ENTRY FEES WILL NOT BE REFUNDED FOR ANY LAMB THAT IS DISQUALIFIED FOR ANY REASON. 3. All lambs that are exhibited at the OSIA LEAD Cuncil shws must have fficial USDA scrapie ID tags r USDA scrapie ID tatt. 4. N drenching r bttles are permitted at the shws. Chapter 6 - Ethics/Humane Treatment and Cde f Cnduct Guidelines All exhibitrs, parents, legal guardians, etc. must fllw OSIA LEAD Cuncil established Rules, Ohi State Fair Rules, and the Ohi Revised Cde Rules f Exhibitin.

7 Page 7 f 8 1. All sanctined shws must fllw OSIA LEAD Cuncil Rules, Ohi State Fair Rules, and the Ohi Revised Cde Rules f Exhibitin. N painting r artificial clring f any kind is allwed at the shws. N drenching r bttles are permitted at the shws. N muzzles are allwed at the shws. Cde f Cnduct: All OSIA LEAD Cuncil exhibitrs, their family members, and thers acting n the behalf f the exhibitr must display gd sprtsmanship and act in a curteus manner at all OSIA LEAD Cuncil sanctined shws. Unsprtsmanlike cnduct will be referred t the OSIA LEAD Cuncil fr apprpriate actin, if the OSIA LEAD Cuncil deems necessary. Unsprtsmanlike cnduct may include, but is nt limited t, physical actins, threats, r utbursts f prfanity. OSIA LEAD Cuncil actin is nt limited t the fllwing, but may result in the exhibitr fund in vilatin t lse pints fr a shw, lse multiple shw pints, and/r banned frm current r future participatin in the OSIA LEAD sanctined shw prgram. The decisin f the OSIA LEAD Cuncil regarding the unsprtsmanlike cnduct shall be final. Immediate Actin f a Rule and Regulatin Vilatin: If any OSIA LEAD Cuncil rule r regulatin needs t be slved immediately due t any impact that any particular rule may have n the cntinuatin f the shw, then an OSIA LEAD Cuncil Shw Sub-Cmmittee with a minimum f five (5) members and the shw manager shuld be brught tgether at the shw t make a final decisin n the matter. The respnsibility f this OSIA LEAD Cuncil Shw Sub-Cmmittee will determine any immediate actin that needs t take place at the shw in rder t slve the issue and allw the shw t cntinue in a timely manner. If the issue cannt be slved in a timely manner, then the issue will need t be referred t the OSIA LEAD Cuncil and the Prtest Rule Statement abve will take effect. Prtest Rule : Any exhibitr r their family member that seeks t file a cmplaint r prtest regarding a perceived infractin f a rule must submit a nn-refundable $ cash r cashier s check with the grievance in writing t the OSIA LEAD Cuncil within 24 hurs f the incident. These funds will be depsited int the OSIA LEAD Cuncil Miscellaneus Incme fund with discretin f use f funds ging t the OSIA LEAD Cuncil. The OSIA LEAD Cuncil shall review the prtest. Shuld parties be fund in vilatin f the rules, the OSIA LEAD Cuncil will take apprpriate actin regarding the situatin. OSIA LEAD Cuncil actin is nt limited t the fllwing but may result in an exhibitr lsing pints fr a shw, lss in multiple shw pints, and/r be barred frm current r future participatin in the prgram. The decisin f the OSIA LEAD Cuncil regarding the prtest shall be final. The OSIA LEAD Cuncil reserves the right t cnsult with an attrney n the grievance and reserves the right t take seven (7) days t reach a decisin n the matter. This Prtest Rule nly applies t the OSIA LEAD Cuncil shws; the Ohi State Fair already has Prtest Rule Guidelines. Chapter 7 - Ohi Administrative Cde Chapter The OSIA LEAD Cuncil has apprved the fllwing sectins f the Ohi Administrative Cde fr use in sanctined shws: Prhibited grming practices Recgnitin f disciplinary actin False, deceptive r unacceptable practices The OSIA LEAD Cuncil als pted ut f the fllwing sectins f the Ohi Administrative Cde fr use in sanctined shws: Respnsibilities f and assistance t junir fair exhibitrs Breed shws r classes Outstanding market prject cmpetitin Ownership requirements

8 Page 8 f 8 Chapter 8 Truck Tpper Give-Away Prgram Guidelines Chapter Annually a Truck Tpper is dnated as an in-kind prize as a Give Away prize at the OSIA LEAD Cuncil Banquet and Awards Prgram. Guidelines fr this Truck Tpper Include: The Truck Tpper Give Away winner must be a member in gd standing with the Ohi Sheep Imprvement Assciatin (OSIA LEAD Cuncil). An OSIA LEAD Cuncil yuth member will have their name ticket placed int the drawing based upn these criteria: A yuth will have ne (1) name ticket placed int the Truck Tpper Give Away nly after they have attended three (3) OSIA LEAD Cuncil sanctined shws. The Truck Tpper Give Away will be drawn annually at the OSIA LEAD Annual Meeting and Awards Prgram; the persn with the winning name ticket drawn des nt have t attend the OSIA LEAD Annual Meeting and Awards Prgram in rder t win the Truck Tpper. All ther Truck Tpper Give-Away Guidelines must be met in rder t win the Truck Tpper.
