1 NOTICE OF RACE 2018 HYC OFFSHORE REGATTA The Hustn Yacht Club Shreacres Texas DESCRIPTION: Tw races are cvered by this NOR Race 1: THE REACH DOWN THE BEACH (RDTB) is Friday May 11. This is a Pursuit race frm Galvestn t Freeprt fr spinnaker, nn-spinnaker and HYC Club Handicap classes. The RDTB is NOT a requirement fr the HYCOR. It is merely a psitining race (i.e. an event t get race bats t the starting line in Freeprt). Racers are welcme t deliver their bat t Freeprt in any way and at any time they chse. Race 2: The fficial HYC OFFSHORE REGATTA (HYCOR), Saturday May 12, features a Rule 26 start (with the ntable exceptin f the s-called Bimini s & Barbecue class (B & B class)) ff the Freeprt jetties and a race back t Galvestn. The B & B class is nn-spinnaker and will be HYC Club Handicap, featuring a WrldFest start (see sectin 1C belw). This race is als knwn as the Freeprt Race ; the Carrll Blanchard trphy is awarded t the winner in the spinnaker fleet. The Winner in the spinnaker fleet als receives pints twards the Texas Navy Cup. The winner in the PHRF nn-spinnaker fleet receives pints twards the S Rhads Fisher perpetual trphy. The winner f the Mermaid divisin within the PHRF nn-spinnaker fleet shall be awarded the HYC Mermaid perpetual trphy. 1. RULES a. The regatta will be gverned by the rules as defined in The Racing Rules f Sailing, and WORLD SAILING Offshre Special Regulatins (OSR) except as altered by this Ntice f Race r the Sailing Instructins. b. The RDTB event i. The RDTB race will feature a Pursuit start. This changes Rule 26. c. The HYCOR event i. If there are fewer than 3 entrants in the ORC Spinnaker class by midnight May 03, the class will default t PHRF Galvestn Bay spinnaker. ii. The B & B Class in the HYCOR (i.e. race between Freeprt and Galvestn) will feature a WrldFest start. In this style f start, cmpetitrs in the B & B Class start within a time windw defined in the Sailing Instructins. The exact start time will be f the Skipper s chsing inside that windw. The Race Cmmittee will capture the individual start times f each bat. The Race Cmmittee will capture the finish times f each bat and apply the HYC Club Handicap t calculate finish psitins. This cmpletely changes RRS 26. In the interest f transparency, all calculatins will be psted n the HYC News prtin f the HYC Website. d. Appendix T will apply. i. Appendix T1.b is mdified t read: A Pst-Race Penalty is a 20% Scring Penalty calculated as stated in rule 44.3(c) if taken befre the prtest time limit expires. Otherwise, a Pst-Race Penalty is a 30% Scring Penalty calculated as stated in rule 44.3(c). Hwever, rule 44.1(a) applies. e. US SAILING Prescriptin t the RRS Appendix V Rules V1 and V2 will apply. i. US SAILING Prescriptin t the RRS Appendix V Rule V2 is mdified t read: After a race, a bat that may have brken ne r mre rules f Part 2 r rule 31 in an incident while racing may take a Pst- Race Penalty fr that incident. A bat takes the penalty by delivering a written ntice t the race ffice that identifies the race number and when and where the incident ccurred. Hwever, rules 44.1(a) and (b) apply, and the penalty shall nt be taken after a prtest hearing invlving the incident has begun. f. Rule 52 (Manual Pwer) is suspended fr duble r single-handed entries in the Spinnaker Class when clear f the start / finish areas in bth races. This changes Rule ELIGIBILITY AND REGISTRATION a. The Race is pen t sailing yachts whse verall length is at least 28 feet. Each yacht shall cnfrm t the WORLD SAILING Safety Equipment Regulatins fr 2018 gverning Offshre Racing fr Mnhulls & Multihulls. i. Any cmpetitr wh wishes t enter a yacht measuring less than 28 feet may d s n apprval frm the race cmmittee. A written statement f qualificatins cvering the skipper s experience, the crew s experience, the level f bat preparatin / cnditin and any relevant training / certificatins will be required fr review by the cmmittee. b. It is strngly recmmended that each crew cnsist f at least fur members including, as a minimum, a navigatr and a watch captain wh have each successfully participated (i.e., cmpleted the designated curse) in at least 3 ffshre races while perfrming their duties as navigatr r watch captain. c. Duble-handed entries: In an MOB situatin each persn must be capable f retrieving the ther singlehanded. d. Single, and duble-handed entries are urged t emply full harness, tethers and jack lines regardless f weather cnditins. e. It is strngly recmmended that at least ne crew have attended an ffshre safety at sea seminar presented by a recgnized bating rganizatin within the last three years. f. A minimum f three yachts will cnstitute a class i. A class f fewer than the required number f entries will be regarded as having failed t frm and may be assigned t anther class, r an entry fee refund may be requested. g. Ptential classes will be: i. RDTB: Pursuit spinnaker, Pursuit nn-spinnaker, Pursuit HYC Club Handicap. ii. HYCOR: ORC Club Spinnaker (r PHRF Spinnaker depending n registratin numbers), PHRF nnspinnaker (with a Mermaid Class divisin), Bimini s n Barbecue s nn-spinnaker HYC Club Handicap Class, any OD class. iii. If there are sufficient entries fr a ne-design class nt listed n the RegattaNetwrk registratin frm, the race cmmittee will create that class in RegattaNetwrk upn request. iv. Any ne-design class will be given a start separate frm the handicap classes and have separate trphy categries. h. Bats may enter at using the n-line entry frm. i. MEASUREMENT a. ALL yachts racing in the ORC Club Spinnaker class MUST have a current USSAILING ORC Club certificate. If fewer than three yachts register fr the Spinnaker class (with ORC Club ratings) by the deadline stated in sectin 4, the class will default t a PHRF Spinnaker Class requiring PHRF Galvestn Bay rating certificates. b. ALL yachts racing in the PHRF nn-spinnaker class (including the Mermaid divisin) MUST have a current PHRF Galvestn Bay rating certificate. i. HYC Mermaid class. The Mermaid class racers will cmpete under a PHRF Galvestn Bay rating as a divisin within the PHRF nn-spinnaker class. A wman shall helm each bat with an all female crew. A nn-sailing bat representative may be n bard fr safety purpses nly and may nt ffer advice nr prvide any physical assistance during the race unless the bat r its crew are in danger. A bat representative may prvide verbal helming guidance t a visually impaired helmswman classified ABSA B1, B2 r B3 Three-Persn Frmat. On entry, please designate yur entry as Mermaid in the apprpriate dialg bx. c. The HYC B & B class (Biminis and Barbecue pits twin a dinghy) features a Club Handicap assigned by the Race Cmmittee. Bats planning t race with lts f nn-essential equipment are welcme t register in this class. The Race Cmmittee des nt mean t imply that bimini s and barbecue pits are nn-essential equipment. Eligibility is restricted t bats that have participated in n mre that ONE regatta n Galvestn Bay in the 2017 calendar year. On entry, please leave the handicap field blank the Race Cmmittee will research yur vessel and assign a handicap. The Race Cmmittee reserves the right t refuse entries in this class and may reassign bats t the classes described in 5a and 5b. 6. SAILING INSTRUCTIONS a. Draft Sailing Instructins will be psted n the HYC web site. b. There will be n frmal skipper s meeting. Please engage the race cmmittee with questins yu may have (billvanrav@gmail.cm, ). On request, the Race Cmmittee is available t persnally meet with cmpetitrs and their team t review details f the race. c. Final SI s will be sent t registered cmpetitrs via n later than the time listed in the SCHEDULE sectin abve. 7. VENUE a. HYCOR Spinnaker bats will sail up t a 62nm curse (depending n weather and wind cnditins) finishing in Galvestn. There will be 4 curse ptins. d. HYCOR PHRF nn-spinnaker (and designated Mermaid divisin bats) bats will sail up t a 50 nm curse between Freeprt and Galvestn. e. HYCOR HYC Bimini s & Barbecues Class Club Handicap bats will sail a curse directly frm Freeprt t Galvestn. 9. SCORING: RDTB a. A single race is required t be cmpleted. 10. SCORING: HYCOR a. A single race is required t be cmpleted. 11. SCORING: The S Rhdes Fisher Series a. A single race is required t be cmpleted t cnstitute a series. b. The series includes the LYC Heald Bank Regatta, The HYC Offshre Regatta and the GBCA Texas Race Week (TRW). Fr scring purpses, each race f the TRW will cunt as a separate race in the series. c. Cmpetitrs fr the series award must participate in all three events listed in 10(b). 12. BERTHING a. Thursday evening May 10 Galvestn: The Galvestn Yacht Basin (reservatins: ) has slips available and will be taking reservatins after May 1st. The transient rate is $2 / ft, please bring a cpy f yur current insurance. b. Friday evening Freeprt: The Freeprt Marina (reservatins: tple@marinasinternatinal.cm r ). Slips will be assigned n later than 1 week befre the event. The marina will need t knw yur mast height ver water. Rate is $1.50 per ft; fuel is available at market prices, mechanics are available, ice is available at $2.50 per 20 pund bag, beer is $2 - $3. The height f the tide gate and pwer lines n apprach t the marina is 69 feet. The height f the bridge inside the tide gate is 59 feet. 13. PRIZES: a. Trphies will be awarded based n the number f registrants per class. The number f finish psitins t be awarded will be determined based n registratin numbers tw weeks befre the event t allw time fr engraving. b. Spinnaker class bats in the HYCOR are eligible t win the Carrll Blanchard Cup (which can be seen in the HYC main trphy case) fr the Freeprt t Galvestn Race. i. Spinnaker class bats in the HYCOR are eligible t win pints twards the Texas Navy Cup. c. Bats racing HYCOR PHRF nn-spinnaker class are eligible t win pints twards the S Rhads Fisher Trphy. i. Winner f the HYCOR PHRF nn-spinnaker Mermaid divisin will be awarded the HYC Mermaid perpetual trphy, which resides at HYC. The winner f this divisin shall als be awarded a keeper trphy, which they may keep. 14. REQUIRED CHARTS: a. This event requires charts that cver at least the upper Texas cast, Galvestn Bay, Galvestn Bay Entrance, and the Freeprt Channel Entrance and Harbr. 15.
