Unifrms cnsist f tw shirts (ne blue, ne silver) with the OCYSL lg and numbering (starting with the number 2 ) n the back, black shrts and black scks. Shirts must be tucked in, and scks must cmpletely cver the shin-guards. Unifrms may be wrn in subsequent seasns while they remain in gd cnditin and fit apprpriately. 2

3 1.05 AFFILIATIONS This League is affiliated with and shall cmply with the authrity f the United States Yuth Sccer Assciatin (USYSA), and the United States Sccer Federatin (USSF), and New Mexic Yuth Sccer Assciatin (NMYSA). in), with age apprpriate mdificatins apprved by NMYSA AUTHORITIES OCYSL GOVERNING AUTHORITIES AND DOCUMENTS This League shall be gverned by its By-Laws, General Prcedures and Rules, and any ther dcument adpted by the BOD, except when superseded by the USSF, USYSA r NMYSA BOARD OF DIRECTORS The gverning authrity f this League shall be vested in the BOD. The members f the BOD and the pwers and respnsibilities f each member are designated in Paragraph UNAFFILIATED ORGANIZATIONS All teams, clubs r leagues nt hlding membership in NMYSA shall be cnsidered Unaffiliated Organizatins. Any OCYSL-registered team playing games with un-affiliated teams within District 8 must have apprval f the District 8 Cmmissiner. Games played with affiliated teams frm ther districts r frm utside New Mexic must have apprval f the respnsible District 8 Cmmissiners and/r the NMYSA BOD BOARD OF DIRECTORS a. President b. Risk Manager RESPONSIBILITIES AND AUTHORITY OF THE BOARD OF DIRECTORS The BOD shall be respnsible fr and have sle authrity fr the fllwing: a. Establishing, amending, interpreting and enfrcing the League By-Laws, General Prcedures and Rules and any ther gverning dcuments. b. Establishing fees and apprving the cllectin f incme and the payment f bills assciated with the peratin f this League. c. Establishing prcedures fr the frmatin f nn-club teams and district select teams. d. Apprving club prcedures fr the frmatin f club teams. e. Apprving and registering all teams affiliated with this League. f. Establishing minimum qualificatins fr League referees and caches. g. Apprving all persns serving as referees r caches within this League. 3

4 h. Apprving all sccer clinics r camps cnducted fr the benefit f players, caches and/r referees f this League. i. Purchasing, maintaining and issuing unifrms and equipment fr nn-club teams and qualifying clubs. j. Purchasing and maintaining and field equipment (nets, crner psts, lining equipment, etc.). k. Wrking with apprpriate parties and agencies t secure and prperly maintain game and practice fields within Oter Cunty. l. Preparing practice schedules and allcating practice fields fr all OCYSL teams. m. Apprving the use f game fields lcated in the cmmunities f affiliated clubs, but which have been made available t the League. n. Scheduling all games invlving League-registered teams r fields allcated t League use.. Assigning referees t all games invlving League-registered teams playing n fields allcated t League use. p. Establishing prcedures fr making fields game-ready. q. Maintaining current files n team recrds and age-grup standings. r. Apprving the frmatin and peratin f turnaments spnsred r sanctined by this League. s. Establishing prcedures fr and apprving participatin f League teams and/r district select teams in games r turnaments spnsred by the state r any ther rganizatin. t. Apprving all fundraising prjects cnducted fr the benefit f this League r any f its affiliated clubs r teams. League teams are strictly prhibited frm using the Leagues name, r in any way, assciate the League with any individual slicitatin f funds. Cmpetitive and Club teams may fundraise n the individual teams basis by fllwing the rules set frth by NMYSA and USSF fr such spnsrship. u. Making temprary rules, prcedures r regulatins fr the specific cased r ccasins nt prvided fr in the By-Laws, General Prcedures and Rules r ther gverning dcuments, but which are deemed necessary by the BOD t carry ut the bjectives f this League. v. Reviewing and apprving the By-Laws and plicies f affiliated clubs and ensuring cnsistency f their peratins with the gverning dcuments f the USSF, USYSA, NMYSA and OCYSL. w. Suspending, barring cmpletely r therwise disciplining fr just cause any player, cach, referee, team assistant, League r club fficer, r ther persn affiliated r assciated with any member team r club; r any team r club within the League. x. Requiring any League fficial leaving ffice fr any reasn t turn ver all equipment, materials, dcuments r ther items belnging t the League t the President r presiding fficer within 15 days f departure frm ffice DUTIES OF OFFICERS a. PRESIDENT. Shall, subject t the cntrl f the BOD, exercise general supervisin, directin and management cntrl ver the business activities f the BOD. He/she shall preside ver all meetings f the BOD and the Executive Cmmittee. He/she shall appint at the beginning f each seasn r as the need arises, subject t the apprval f the BOD, the members and /r chairpersns f any standing r ad hc cmmittees. He/she shall be an ex-ffici member f all standing and ad hc cmmittees. He/she shall have such ther pwers and duties as may be prescribed by the By-Laws r the BOD. b. VICE-PRESIDENT. Shall, in the absence f the President, preside ver and cnduct meetings 4

5 f the BOD and the Executive Cmmittee. He/she shall be the Alamgrd real-prperty manager, wrking with the City f Alamgrd and Alamgrd Public Schls t secure and prperly maintain game and practice fields within the city. He/she shall maintain the field equipment fr all Alamgrd fields. He/she shall prepare practice schedules fr all Alamgrd fields. He/she shall regularly reprt game scres, team standings and similar infrmatin t the news media. c. SECRETARY. Shall keep an accurate recrd f all meetings f the Bard f Directrs and the Executive Cmmittee, and give ntice and agenda f meetings. He/she shall prepare League crrespndence as directed by the President r presiding fficer. He/she shall maintain the files f the League and be respnsible fr the preparatin f the annual reprt t be submitted at the Annual General Meeting. d. TREASURER. Shall give receipt fr all mnies received which shall be depsited in a recgnized bank in the name f the League. All accunts shall be paid by check and shall bear tw (2) signatures. The President, Vice- President and Treasurer shall be the recgnized signatures f checks issued by the League. The Treasurer shall prperly balance the receipt bk and vuchers fr accunts (savings/checking) accrding t the bankbk r statement, whichever is currently up-t-date, and prduce these dcuments when required by the BOD. He/she shall be respnsible fr preparatin f all papers pursuant t and maintenance f the Articles f Incrpratin and tax-exempt status f the League. He/she is respnsible fr develping the budget and planning expenditures f the League. e. REGISTRAR. Shall be respnsible fr the training f League and club persnnel t ensure prper registratin f players and teams within the League. He/she shall be respnsible fr the registratin f players and teams with the NMYSA. He/she will certify the registratin data fr each player and will serve as the authrity fr this data fr insurance and ther purpses. He/she shall prepare pass-cards fr all registered players. He/she shall prepare the rsters f League teams playing in NMYSA spnsred turnaments. He/she shall prepare and certify the rsters f League teams playing in nn-nmysa spnsred turnaments. He/she shall serve as chairman f the Credentials Cmmittee fr any turnament spnsred r hsted by this League. f. SCHEDULER. Shall schedule all games, bth hme and away, played by teams registered with this League and all games played n fields allcated t League use, whether r nt they invlve League-registered teams. He/she shall print and distribute riginal r revised schedules t all affected teams as needed. He/she shall cmpile and maintain current files f all teams scres and age grup standings. g. REFEREE ADMINISTRATOR. Shall schedule referees and assistant referees fr all games invlving League registered teams played n fields allcated t League use. He/she shall maintain cmplete and accurate recrds f all games wrked by each referee and assistant referee t ensure prper payment f referee fees. He/she shall maintain accurate recrds f scres fr all games U-10 and abve. h. CLUB COMMISSIONERS. Shall represent the interest f their respective affiliated clubs befre the BOD and shall ensure that their respective rganizatins adhere t League rules and plicies. i. AGE GROUP COMMISSIONERS. Shall represent the interest f nn-club (recreatinal) teams within their respective age grups befre the Bard f Directrs and shall administer the League s gverning dcuments amng thse teams. Within their respective age grups, each cmmissiner shall be respnsible fr carrying ut the fllwing activities in accrdance with League plicies and prcedures: 5

6 1. Distributin f League unifrms and equipment at the start f seasnal year. 2. Assist the Registrar with frmatin f teams and selectin f caches. 3. Regular field supervisin during perids f game play. 4. Cllectin f scres f all games invlving club r nn-club teams, playing at hme r away. Cllectin f scres fr U-10 and abve teams frm winning caches. Timely reprting f these scres t the League Vice-President and League Scheduler. 5. Ntifies all parties f any schedule changes. j. RISK MANAGEMENT MANAGER The Risk Management Manager will ensure that backgrund disclsure frms are received fr all bard members, caches, assistant caches, team parents and/r any adult dealing with children in an fficial capacity with OSCYL. He/she will be respnsible fr the cmpleted frms t reach the state ffice fr fficial backgrund check. He/she will als be respnsible fr the distributin f returned apprval cards. As risk manager, he/she will be respnsible fr taking part in the all turnaments as Field Marshal in charge f all risk management issues related t said turnament. The Risk Management Manager will be respnsible fr the safety maintenance f all OCYSL equipment accrding t NM state regulatins. He/She will be respnsible fr administrative paperwrk cncerning league related accidents r injuries STANDING AND AD HOC COMMITTEES STANDING COMMITTEES The fllwing standing cmmittees and thers as needed shall be appinted yearly by the President with the cncurrence f the BOD: a. Turnament b. Fund Raising c. Clinics and Camps d. Unifrms and Equipment AD HOC COMMITTEES Ad hc cmmittees required t assist in attaining the gals f this League shall be appinted by the President n an annual basis with the cncurrence f the Bard f Directrs ELECTION, REMOVAL AND RESIGNATION OF OFFICERS ELECTION REQUIREMENTS AND PROCEDURES all elective ffices will be vted upn, with the Vice-President, Treasurer, Risk Manager and Scheduler being elected t a ne-year (1) term. The terms f ffice f Club Cmmissiners shall be as prescribed by their respective clubs. a. An individual may serve n mre than tw (2) cnsecutive terms in the same elected ffice. b. Each member in gd standing present at the Annual General Meeting shall have ne (1) vte. N prxy vtes will be accepted. c. The President, Secretary, Registrar and Referee Administratr shall be elected in even numbered years. The Vice-President, Treasurer, Scheduler, and Risk Manager shall be elected in dd numbered years. Age Grup Cmmissiners shall be elected annually. d. The electin f fficers, excluding Club Cmmissiners, shall be cnducted at the Annual General Meeting. e. Vting shall be by individual members in gd standing wh are at least 18 years f age. 6

7 f. The candidates fr the ffices f Vice-President, Registrar and Age Grup Cmmissiners shall be Oter Cunty residents. g. Electin t an ffice will be by majrity vte. In the event a candidate des nt receive a majrity vte, a runff f the tp tw candidates will determine the winner. h. The electin r appintment f Club Cmmissiners shall be as prescribed by their respective clubs REMOVAL OF ELECTED OFFICERS a. Requests fr remval f an elected fficial shall be made in writing t the President f the Bard by at least three (3) persns wh are members f the Bard, defining why such actin is necessary. Specific charges and supprting data must be prvided with the request. If the President is the subject f the remval actin, the request shall be made in writing t the Vice-President. b. The mtin fr remval shall be vted upn by the BOD (except the subject member) at a special meeting f the BOD t be held within tw weeks f receipt f the written request. c. A tw-thirds (2/3) majrity vte f the BOD shall be required t remve a member. d. A special electin by the BOD t fill a vacancy shall be held within 30 days f the vacancy. A simple majrity vte f the BOD shall be required t elect a replacement. e. Any fficer elected accrding t d shall fill the unexpired term f the remved fficer. If the remaining term f ffice exceeds ne (1) year, the elected fficial may serve nly ne (1) additinal term in that elected ffice. f. A member f the BOD missing three (3) cnsecutive meetings withut being excused by the President (r presiding fficer) may be remved frm ffice by a majrity vte f the BOD RESIGNATION OF OFFICERS a. The resignatin f any fficer shall be made in writing t the President r the BOD at large. b. When filling a vacancy due t a resignatin, the prcedures f d & e shall apply MEMBERSHIP CLUB TEAM AND INDIVIDUAL MEMBERSHIP Membership in this League shall be by affiliated select teams and clubs meeting the requirements as specified in the By-Laws. Players shall be rganized int teams, which shall be registered with the League. Membership shall als extend t any individual wh is either: a. a prperly registered player, with current registratin fee fr the seasnal year. b. the parent r guardian f a player described in Paragraph a. c. an elected r appinted fficial f the League, a cach r assistant cach f a registered team, r a referee r assistant referee actively engaged in wrking League games SEASONAL YEAR REQUIREMENTS Member clubs and teams r new clubs r teams applying fr membership shall annually submit prperly cmpleted player and team registratin frms prepared in accrdance with crrect registratins and prcedures, alng with apprpriate registratin fees NOTICE OF CLUB LIABILITIES Each club, upn acceptance as an affiliate f the League, shall be furnished with a cpy f the League Cnstitutin, By-Laws, and General Rules, Appeals and Disciplinary Prcedures. 8 shall be deemed sufficient ntice f their liabilities. By acceptance, the affiliate club shall agree t abide by their prvisins LEAGUE AFFLIATION REQUIREMENTS Clubs desiring t apply fr affiliatin in OCYSL shall cnsist f team(s) and submit the fllwing t the League President: a. Letter requesting permissin t becme affiliated with the League, including the names f the Club fficers, and attaching a cpy f the Club Cnstitutin and By-Laws. b. Cmplete prjected annual budget. c. The required number f cmpeted NMYSA team rsters fr each team in the Club. d. Full payment f all League, NMYSA, and USYSA dues and fees. e. A cmpleted League player registratin frm fr each player. f. Prf f age fr each registered player as specified by NMYSA rules (nte: The Club shall be respnsible fr having such prf f age in its pssessin in the event a team travels t turnaments r the player s age is challenged by anther club) REQUIREMENTS OF MEMBERSHIP All members shall abide by the By-Laws, General Prcedures and Rules and ther gverning dcuments f this League, and all applicable rules and regulatins set frth by the USSF, USYSA and NMYSA MEETINGS ANNUAL GENERAL MEETING NOTICE AND DATE The BOD shall call fr an Annual General Meeting f the League. The date f the meeting will be n r befre 31 May f the stated seasnal year. The League Secretary shall publish written ntificatin f the meeting in the lcal newspapers serving the cmmunities served by OCYSL. Such ntificatin shall be published nt later than 14 days prir t the meeting. Public service annuncements (PSAs) n lcal radi and televisin statins shuld als be cnsidered. The annuncement shall cntain the meeting date, time and lcatin VOTING PROCEDURES AT THE ANNUAL GENERAL MEETING The vting prcedures shall be in accrdance with Paragraph f these By-Laws ORDER OF BUSINESS AT THE ANNUAL GENERAL MEETING The rder f business at the Annual General Meeting shall be the fllwing: a. The Executive Cmmittee shall meet whenever the President deems it necessary, r if he/she is directed t d s by three (3) r mre members f the Executive Cmmittee. Whenever pssible, 48-hurs ntice will be prvided VOTING AT BOARD OF DIRECTORS MEETINGS The fllwing members f the BOD shall have ne (1) vte each: a. Vice-President e. Scheduler b. Secretary f. Risk Manager The President shall vte nly in the event f a tie VOTING AT EXECUTIVE COMMITTEE MEETINGS Each member f the EC shall have ne (1) vte with the President vting nly in case f a tie QUORUM At all meetings f the BOD and/r the EC, tw-thirds (2/3) f the vtes f said BOD shall cnstitute a qurum fr the transactin f OCYSL business SEASONAL YEAR The seasnal year fr this League shall be frm September 1 thrugh August 31. Insurance cverage shall be fr the same perid f time. A player s baseline age fr the Fall/Spring seasn is set as the player s birth-age n August In accrdance with NMYSA and USSF guidelines, the fllwing persn invlved with yuth sccer are required t fill ut the New Mexic Yuth Sccer Disclsure Statement Fr Certificatin. 1. League and team Caches 2. Assistant league and team caches 3. Team managers (respnsible fr the team s administrative jbs, such as telephne calls, arranging transprtatin, scheduling refreshments etc.) 4. Team Chaperns used fr ut-f-twn trips 5. 10 7. Special Cmmittee chairman and members. 8. Club referees nt registered in USRA Frms are available nline at registratin page, and must be cmpleted prir t the start f each sccer seasn. All cmpleted frms will be frwarded t NMYSA and entered int the state s database. Currently, there is n cst t the League fr this prcess. Upn cmpletin, NMYSA will send ut a risk management card and all listed abve must keep n hand during games and practices DISSOLUTION Shuld this League be disslved, all assets remaining after payment f all debts shall be dispsed f in like manner as described in NMYSA bylaws Playing-up will be allwed up t ne age grup In rder t play up, individuals must try-ut with a cach r caches frm the higher age grup and shw apprpriate skills and maturity in rder t qualify fr a higher age grup If/when a player has been accepted t a higher age grup and at a later time decides t return t his r her age grup, fr whatever reasn, he/she will nt be allwed t play-up again in that current playing seasn If a team has cmpetitive players n their rster a prtin f thse players maybe n the field at any ne pint in time. Cmpetitive players will have an identifying mark n their player card indicating that they play fr a cmpetitive team. U-8 1 Cmpetitive Player n the Field U-10 2 Cmpetitive Players n the Field U-12 and Abve 3 Cmpetitive Players n the Field Planned rster limits are: U16 18 players U11, U12: 18 U9, U10: 14 U7, U8: 10 U6: The fficial OCYSL schedule will be maintained n Each cach will be allwed t submit tw scheduling requests fr BOD apprval prir t the first fficial psting Teams are frmed in the fllwing manner: Returning players (withut cnflicting cach/friend/practice requests) will be assigned t their previus team/cach. Caches are encuraged t pre-register returning players en-masse with the Registrar The Registrar may attempt n a first-cme-first-served basis, but cannt guarantee, cmpliance with cach/friend/practice requests, nt t cnflict with OCYSL plicy Players desiring t register AFTER rsters are full ( ) will be placed n a waiting list. The BOD may allw fr verages Players desiring t register after registratin ends will be placed n a waiting list, 10

11 used t balance teams, r used t frm a new team IAW cach availability After team assignment, any transfers must be apprved by the BOD Each cach will receive an fficial league rster fr his/her team. Only players listed n the rster are eligible/authrized t practice/play with the team. Any rster changes must be apprved by the Registrar. Additinally, each cach will receive their players membership frms; these must be n-hand fr ALL practices/games since they are the signed cnsent frm authrizing transprt/treatment, if required Registratin frms must be accmpanied by cmpleted and signed OCYSL Cde f Cnduct and OCSYL Release frm Liability frms in rder t be cnsidered cmplete When caching staff is limited, fielded teams may need t be increased t maximize play-time. BOTH caches must agree, and shuld have a MINIMUM f tw eligible players n the sidelines: U11, U12: Nrmally 9 v 9, (minimum: 8) U9, U10: Nrmally 7 v 7, (minimum: 6) U7, U8: Nrmally 5 v 5, (minimum: 4) U6: Nrmally 4 v 4, (minimum: 3) 11

12 OCYSL Game Day Plicies & Prcedures Field Preparatin The first tw teams scheduled t play n a field each game day are respnsible fr preparing the field fr play. Bth teams are respnsible fr putting up the nets and fr checking and clearing the field f debris prir t the start f the game. The final tw teams scheduled n each field are respnsible fr taking dwn the nets and returning them t the buckets and taking dwn the flags. Hme Team/Visiting Team The first team listed in the pairing fr a game shall be the hme team. The hme team is respnsible fr prviding a game ball. The hme team will wear the Silver Unifrm; the visiting team will wear the blue unifrm. PLEASE ADVISE YOUR PLAYERS TO BRING BOTH UNIFORM SHIRTS TO ALL MATCHES. Participatin Sidelines During the curse f the recreatinal and the district turnaments, against district and nndistrict teams, any league player in any age grup wh is present fr his/her team s game, dressed in a cmplete team unifrm, shall play at least 50% f the game, unless; 1. The player has nt attended practice regularly. 2. The player s parent requests therwise. 3. The player is sick r injured t such a degree that the cach feels that it culd be injurius t participate. In the U-13 and lder age grups, a cach may withdraw the half game playing rule fr disciplinary reasns, prvided he/she ntifies the player and parent prir t the day f the game f the specific reasns fr the actin. Prir t the start f any game, a cach having infrmed the player n the sideline wh is nt ging t participate at least half f the game fr the freging reasns, must infrm the fficials and the ppsing cach f the fact. The half game rule des nt apply t the League s Cmpetitive teams while playing utside the OCYSL (i.e. Las Cruces, El Pas, r turnaments). 13 Caching frm the Sidelines The cach may cnvey tactical instructins t players during the match. The cach and ther fficials, hwever, must remain within the cnfines f the technical area, where such an area is prvided and they must cnduct themselves, at all times, in a respnsible manner. ***Cnduct f Caches*** A cach may be asked t leave the game area if he/she cmmits ne f the ffenses specified fr players in Law 12. If the cach cmmits a Red Card ffense, the referee shall suspend the game until the cach has left the game area. Caches receiving red cards shall receive the additinal suspensins specified fr players as shwn belw. Cnduct f Players -- Yellw Cards Red Cards Players and/r caches receiving red cards will be suspended fr the remainder f the game in which they receive a red card, and receive the additinal suspensin specified belw. Suspensins apply t their next scheduled game(s) recreatinal r cmpetitive teams r a cmbinatin. A player and/r caches maybe given a Yellw Card as a means f a warning fr any miscnduct perceived by the game fficial. Players and caches receiving three red cards during the seasn shall be suspended frm play fr the remainder f the sccer year. Cnduct f Spectatrs A spectatr may be cautined r asked t leave the game area if he/she cmmits ne f the ffenses specified fr players in Law 12. If the spectatr cmmits a red card ffense, the referee shall suspend the game until the spectatr has left the game area. If the spectatr refuses t leave the game area, the referee has the discretinary pwer t terminate the game. It is the cach s respnsibility t take the actins necessary t ensure the gd cnduct f his/her team fans. 13

14 N-Shws fr Nn-League Games It is imprtant that any league team scheduled t play a nn-league game with an ut-ftwn team either at hme r away, fulfill its bligatin t play the game. Only extreme unfreseen circumstances shuld cause a change in the game schedules. If a change is required, the League Scheduler must apprve it. Any League team that fails t meet its bligatin with ut-f-twn teams withut prir permissin f the League Scheduler shall have any future nn-league games remved frm its schedule. Prtests Frmal prtests are strngly discuraged. If a cach prtests, it must be reprted t the yuth/cach cmmissiner immediately after the game, and fllwed up in writing t the League President within 24 hurs. A filing fee f $25 must accmpany the written prtest. A cmmittee cnsisting f the head referee and three members f the BOD shall expeditiusly adjudicate the prtest, and direct the apprpriate actin. Slide Tackles Weather Slide tackles are prhibited in the U-6, U-8, and U-10 age grups. Any decisin t pstpne r cancel a scheduled game due t weather prir t the pening kick-ff shall be made by the Bard Members. Once a game is in prgress, the decisin t stp is up t the discretin f the referee. Because ur lcal weather cnditins change s rapidly, caches shuld have their teams a the game site a half-hur prir t the scheduled start f the game, regardless f the weather, unless they have been fficially ntified earlier than the game has been pstpned r canceled. Games will be played in light rain r snw. Games canceled by the League prir t kick-ff will be rescheduled. Pass Cards and Cntrlling Unregistered Players All players U8 and abve will be issued pass cards. Fr U-6, caches need t prvide fficial rsters fr the ther cach; player s name and number must be listed n it. Players must wear league unifrms (adpted July 06). Player pass cards will be issued t all OCYSL Recreatinal teams U-8 and abve, Cmpetitive and Turnament teams. Once issued, game r turnament fficials prir t the start f each game in which the teams are participating in will inspect pass cards. Players withut pass cards will nt be allwed t play, unless the cach has nt been issued a REGISTERED player s pass card. Game Cancellatin and Make-Up Game Plicies 1. The team asking t cancel a game must ntify the Yuth/Cach Cmmissiner within 24 hurs r sner befre the game time. If ntificatin is nt met in a timely manner, it will be a frfeit against the team canceling the game. There will be n make-up game if this shuld happen. 14

15 Game Scres 2. The Yuth/Cach Cmmissiner will ntify the ther team s cach f the game cancellatin. It is up t the cach t ntify all f his players n his/her team. 3. If the game shuld be made up at a later date and time, it shuld be discussed and decided upn by bth team s caches as t the agreed upn time and date. It is up t ne f the caches t call and ntify the Yuth/Cach Cmmissiner and the Referee Scheduler as t the preferable date and time. It will be t the discretin f the Referee Scheduler as t agree n the date and time based n referee availability. 4. There will be n make-up games due t a team nt being able t field enugh players n game day. N exceptins. The League shall maintain and recrd scres fr league games U-10 and abve. All scres will be reprted t the Yuth/Cach Cmmissiner fr recrding by the winning team cach. All scres will be cmpiled by Yuth/Cach Cmmissiner, submitted t the League Scheduler, and psted n the OCYSL s website. Referees will als recrd all scres fr fficial purpse and submit them t the Referee Administratr within 3 days f cmpleted game n their game reprts. N fficial recrd f game scres will be kept fr the U-6 and U-8 age grups. Expulsin f a Player Injuries Caches are expected t handle player miscnduct and negative attitudes n an individual basis. Hwever, if a cach cncludes that the nly slutin t a player s cnstant disruptive influence is the remval f that player frm the team, the cach may petitin the BOD, thrugh the Yuth/Cach Cmmissiner t have that player remved frm the sccer prgram. There is always the pssibility that a player may sustain sme physical injury while he/she is an active member f an OCYSL team. If a player des sustain an injury, whether sccer related r nt, it is imprtant t ensure that the cach, the League, and the BOD, are nt held liable fr any aggravatin f the injury r fr additinal injury caused by the cntinued participatin in League activities while under medical care. Therefre, any cach wh has a player n his/her team wh sustains an injury that culd be aggravated by further sccer participatin r an injury which culd lead t further injury by playing sccer, must receive a signed medical release f liability frm the player s parents befre the player may resume participatin in the sccer prgram. A cpy f the release is included in this handbk, and may be cpied as needed. If a player is injured while under a cach s supervisin, the cach may seek emergency medical care frm a duly licensed dctr r dentist, if the player s parent has signed the medical treatment cnsent statement n the player s registratin frm. Depending n the nature f the injury the cach shall make an attempt t cntact the injured player s parents prir t seeking medical care. A cach will need written parental cnsent in rder t return an injured player int the game, and nte the incident in questin. A written reprt f injury/accident will be filed with the League within 24 hurs f the incident BY THE COACH and given t the League 15

16 Registrar/Risk Manager. NMYSA prvides all registered players with secndary medical insurance cverage. Any player needing infrmatin abut this cverage shuld cntact the League Registrar. Membership Frms/ Medical Releases Practices Caches will be given the first cpy f each f their player s membership frms. They are t have these frms in their pssessin at all practices and games, as these frms cntain the signed authrizatin f the player s parent (s) t transprt the player and/r btain emergency medical treatment f the player if he/she is injured. A practice schedule including day and field assignments fr every OCYSL recreatinal team will be issued by the League prir t the beginning f practices. After the first game f each seasn, all teams are limited t tw practices a week. Exceptins must be apprved by the bard. Fr a prescribed perid f time prir t the first game f the seasn, all teams are permitted t hld as many practices as desired. Hwever, practice field assignments are enfrced during this perid. Any OCYSL team using afield assigned t anther team fr extra practice must vacate if the assigned team arrives fr its practice. Safety During Play Players must have shin guards and water fr ALL practice and games. Players must remve all jewelry and have NO metal in hair. Players are nt t play in the dark. Players are NEVER t hand n gals as they becme lse in the grund ver time and pse a danger. Out-f-Twn Travel Teams, caches, and spectatrs traveling t ut-f-twn games are t cnduct themselves in a curteus and sprtsman like manner. Caches are respnsible fr the cnduct f their teams and team s fans. Players receiving red cards r caches being ejected frm games shall be subject t the same disciplinary actins frm the League as wuld have been incurred if the ffense had ccurred at hme. Camps and Clinics The OCYSL cntracts with prfessin sccer camp peratrs and caches t bring bth beginner and advanced player camps t Alamgrd each summer. These camps are usually a week lng with half r whle day sessins. The OCYSL als hsts caching clinics in which the participants take classrm training and field practice under natinally certified caches. Caching licenses at any ne f the three state levels can be earned. The clinics are held whenever there are enugh ptential caches t make scheduling practical. All NMYSA Yuth Mdules 1 & 2, higher degrees f licenses are required if caching U-12 and abve at cmpetitive team and cmpetitive club levels. The OCYSL als cnducts beginner and upgrade training f referees annually, usually at the beginning f each sccer year pending n instructr availability. OCYSL supprts all caching and referee educatin fr the better f yuth sccer. 16
