3 Jckey Street Transprt Assessment 1 Intrductin 1.1 Acstr Ltd has been appinted t prepare a Transprt Assessment in respect t the prpsed redevelpment f the frmer Canldre Centre, Jckey Street, SA1 1NS. The site s lcatin is shwn in Figure 1 belw. Figure 1 Lcatin Plan 1.2 The prpsed develpment cmprises f accmmdatin fr 453 students with assciated facilities. 1.3 The purpse f this Transprt Statement is t set ut the transprt issues relating t the prpsed develpment site and prvides details f the develpment prpsal s transprt related impacts. 1.4 The structure f this Transprt Statement is as fllws; Sectin 2 describes the current planning plicy relating t transprt isues; Sectin 3 describes existing cnditins; the sites lcatin and accessibility t services. acstr 2

5 Jckey Street Transprt Assessment 2 Develpment Prpsal and Planning Plicy Framewrk 2.1 The prpsed develpment cmprises f accmmdatin fr 453 students with assciated facilities. 2.2 A detailed review f relevant planning plicy is prvided within the Planning Statement that accmpanies the planning applicatin. The fllwing is cnsidered t be f particular relevance t transprtatin issues. Planning Plicy Wales 2.3 Planning Plicy Wales (PPW) sets ut the land use planning plicies f the Welsh Gvernment. 2.4 In terms f transprt related plicies it places the sustainability f develpment at the heart f the decisin making prcess (pp 4.7.4) and requires that new develpment prpsals minimise the need t travel and increase accessibility by mdes ther than the private car. It requires that majr generatrs f travel demand be lcated within existing urban areas that are well served by public transprt, r can be reached by walking r cycling. 2.5 The principles discussed abve are repeated again in PPW s Chapter 8, which deals specifically with Transprt issues. In it reinfrces the Welsh Gvernment s bjectives fr transprt thrugh: reducing the need t travel, especially by private car, by lcating develpment where there is gd access by public transprt, walking and cycling; lcating develpment near ther related uses t encurage multi-purpse trips and reduce the length f jurneys; imprving accessibility by walking, cycling and public transprt; ensuring that transprt is accessible t all, taking int accunt the needs f disabled and ther less mbile peple; prmting walking and cycling; supprting the prvisin f high quality public transprt; supprting traffic management measures; prmting sustainable transprt ptins fr freight and cmmerce; supprting sustainable travel ptins in rural areas; supprting necessary infrastructure imprvements; and ensuring that, as far as pssible, transprt infrastructure des nt cntribute t land take, urban sprawl r neighburhd severance. 2.6 In terms f plan making and develpment cntrl it advises (8.7.1) that the fllwing issues shuld be taken int accunt: the impacts f the prpsed develpment n travel demand; the level and nature f public transprt prvisin; accessibility by a range f different transprt mdes; the willingness f a develper t prmte travel by public transprt, walking r cycling, r t prvide infrastructure r measures t manage traffic the envirnmental impact f bth transprt infrastructure and the traffic generated; and acstr 4

6 Jckey Street Transprt Assessment the effects n the safety and cnvenience f ther users. 2.7 PPW als requires that the prpsed access t a develpment shuld reflect the likely travel patterns invlved. It shuld ensure that peple can reach the develpment, as far as practicable, by walking, cycling and public transprt, as well as by car (pp 8.7.3). TAN18 Transprtatin 2.8 Planning Plicy Wales Technical Advice Nte 18 (TAN18) details the Welsh Gvernment Gvernment s plicies in terms f transprtatin and repeats the general principles advcated in PPW i.e. that develpment is encuraged in sustainable, accessible, lcatins that will reduce the need t travel by car. Its aim is t prmte an efficient and sustainable transprt system and t cunter the negative impacts assciated with rad traffic grwth, fr example increased air pllutin, greenhuse gases and cngestin (2.1). It sees the integratin f transprt and land use planning as key (2.3) in achieving the Welsh Gvernment Gvernments sustainable develpment plicy bjectives by: prmting travel efficient settlement patterns; ensuring new develpment is lcated where there is gd access by public transprt, walking and cycling thereby minimising the need fr travel and fstering scial inclusin; managing parking prvisin; ensuring that new develpment includes apprpriate prvisin fr pedestrians, cycling, public transprt, and traffic management and parking/servicing; encuraging the lcatin f develpment near ther related uses t encurage multi-purpse trips; and ensuring that transprt infrastructure necessary t serve new develpment allws existing transprt netwrks t cntinue t perfrm their identified functins. 2.9 The needs f walkers and cyclists must be taken int cnsideratin and the use f these mst sustainable frms f transprt encuraged in all develpments (TAN18 Chapter 6). Similarly all develpment shuld be accessible by public transprt (Chapter 7). acstr 5

7 Jckey Street Transprt Assessment 3 Existing Cnditins Intrductin 3.1 The applicatin site is the frmer Canldre Centre, an adult educatin centre/cmmunity centre, and its assciated car park in Jckey Street,. Figure 2 The Site 3.2 The site is brdered n the east by the main t Lndn railway line, n the suth by Jckey Street, n the nrth by Bethesda Street and n the west by High Street and Jhn Street. 3.3 Jhn Street, that eventually becmes Jckey Street, is a cul-de-sac that terminates at the site s suth eastern crner, althugh a pedestrian rute cntinues eastwards beneath the railway line and n t New Cut Rad. 3.4 The surrunding area at the nrth f the site is predminantly residential with scial and private husing. On the ppsite side f Jckey Street t the suth f the site is the University f Wales Trinity St David Business Schl and t the suth f that is s railway statin. acstr 6

8 Jckey Street Transprt Assessment 3.5 The site is in a sustainable lcatin being well cnnected t key services and facilities. It is an ideal lcatin fr student accmmdatin being acrss the street t the University f Wales Trinity St David Business Schl. The University f Wales Trinity St David campus at Munt Pleasant is apprximately 1km walk t the west. The University Singletn and Bay campuses are lcated sme 4 t 5 km t the west and east respectively and can be reached by bicycle within arund 15 t 20 minutes. The clse prximity f several similar develpment is beneficial in reducing the number f trips and distances f trips made by students. 3.7 The site is well served by public transprt being nly sme 350m walk frm s mainline railway statin and 250m t 300m walk frm high frequency bus crridrs that perate alng High Street and New Cut Rad. Pedestrian & Cycle Netwrk 3.8 The Chartered Institutin f Highways and Transprtatin (CIHT) guidance dcument Planning fr Walking (2015) states 1 that Acrss Britain abut 80% f jurneys shrter than 1 mile (1.6km) are made whlly n ft and that fr jurneys that are 1 t 2 miles (1.6 t 3.2 km) lng, 26% are made n ft. 1 CIHT Planning fr Walking (2015) Paragraph 2.1 acstr 7

9 Jckey Street Transprt Assessment 3.9 The majrity f cycling trips are fr shrt distances, with 80% being less than five miles and with 40% being less than tw miles. Hwever, the majrity f trips by all mdes are als shrt distances (67% are less than five miles, and 38% are less than tw miles); therefre, the bicycle is a ptential mde fr many f these trips The site is lcated at the nrthern edge f the city centre and with excellent pedestrian cnnectivity t the brad range f services and facilities available within the city. The ftway links with and frms part f the wider pedestrian netwrk that prvides fr safe pedestrian mvement t and frm High Street and ther destinatins in the city. Ftways are generally f gd quality and are lit and there are pedestrian crssing facilities at apprpriate lcatins alng the pedestrian desire lines that radiate frm the site T the east f the site the Jckey street ftway cntinues beneath the railway line and links with New Cut Rad. This ftpath link prvides pedestrians with a mre direct rute t the bus stps lcated n New Cut rad, Parc Tawe retail park and the SA1 develpment area Large areas f are within a 5 mile/8km cycle ride f the site and therefre cycling is cnsidered t be a realistic travel ptin fr residents f the develpment. There is an extensive and increasing netwrk cycle rutes that link the site t destinatins thrughut the city. Cycle lanes are present n High Street which frms part f the lcal cycle rute (purple rute) thrugh the city centre. Natinal Cycle Netwrk Rutes Numbers 4 and 43 can be accessed a few minutes ride t the suth and east f the site and prvide high quality, traffic-free, rutes t the University Singletn and Bay campuses. acstr 9

The netwrk and map fcus n rutes which, where pssible, take the mst direct and flattest jurney and are suitable fr all types f bikes. Each rute is assigned a clur and cyclists will see the tube map clurs replicated n signs alng the cycle paths. There is a dedicated website that prmtes this netwrk ( acstr 10

14 Jckey Street Transprt Assessment 4 Prpsed Develpment Intrductin 4.1 The prpsed develpment will prvide accmmdatin fr 453 students tgether with tw grund flr cmmercial units. The develpment will be arranged arund the western, suthern and eastern bundaries f the site with a rear curtyard are prviding amenity space and eight car parking spaces. The curtyard will be accessed frm Jckey Street. Car Parking 4.2 The prpsed curtyard has been designed t accmmdate 4 car parking spaces with additinal space available fr parking during pick-up and drp-ff perids. The develpment will include fr a managed strategy fr pick-up & drp-ff at start and end f terms whereby students are encuraged t stagger arrivals. 4.3 The site is lcated in s Central Area (Zne 2) as defined in s Parking Standards SPG (2012). The parking standards require that purpse built student accmmdatin under university cntrl be prvided with 1 parking space per 25 beds fr servicing, wardens and drp-ff and 1 space per 10 beds fr visitrs. There are n specified standards fr privately managed purpse built student accmmdatin. 4.4 The Parking Standard SPG stated that: Fr develpments where clear evidence has been supplied that car wnership levels will be lwer than nrmal, a mre flexible apprach t numbers f parking spaces may be taken. Acceptable evidence f this wuld be a cntractual arrangement with tenants t secure lw car wnership levels. Lw parking standards required fr purpse built student accmmdatin will be based upn a cnditin requiring a legal tenancy agreement t prevent students parking n neighburing streets within a 3 mile radius f the accmmdatin building, public transprt facilities, and the prvisin f a travel plan. 4.5 The prpsed develpment makes n prvisin fr student parking n a day-t-day basis. It will be made clear t perspective tenants that n parking is available at the site and therefre students wh have access t their wn car will naturally lk elsewhere fr accmmdatin. Tenancy agreements will include clauses that prhibit tenants frm parking vehicles at the site r within 3 miles f it. A breach f the agreement can result in the evictin f the tenant. 4.6 The prpsed develpment will therefre include a legal tenancy agreement t limit car wnership as is required by the Parking SPG. The site s lcatin prvides excellent access t public transprt services and the develpment will be accmpanied by a Travel Plan. As such it is cnsidered that the prpsed parking prvisin is cnsistent with the Parking SPG s requirements. 4.7 Visitr parking can be accmmdated at the High Street multi-strey car park, a 300m walk frm the site via The Strand and New Cut Rad. acstr 13

15 Jckey Street Transprt Assessment 4.8 The greatest demand n the 4 n-site parking spaces will ccur at the beginning and end f each academic year when students mve int and ut f their accmmdatin. 4.9 Prir t arrival students will be prvided with infrmatin packs advising f mving in arrangements, pprtunities t travel t Jckey Street by sustainable mdes f travel and the lcatin f nearby public car parks. Students will be encuraged t spread their arrival times by pening the accmmdatin ver a number f days prir t the tenancy start date Thse wishing t access the site by car t unlad belngings will be required t bk an arrival time slt. This will allw the arrival times t be cntrlled and avid cngestin. These students will be advised t park at the High Street Multi-Strey Car Park n arrival at befre checking-in. Having been shwn their rms they will be prvided with a ticket/permit that will allw access t the site s car park fr a 15-minute time slt Marshals will be deplyed at the entrance t Jhn Street, the site entrance and within the site s curtyard t manage entry, direct any arriving withut a ticket t the public car park and ensure that cars mve away frm the site prmptly nce unladed The system f managing the arrival f students is a tried and tested and cmmn t ther similar student develpments acrss the UK. Prviding 15-minute time slts fr up t 4 cars at a time allws fr a turnver f 16 students per hur. At wrst, all students will arrive by car and s 453 student arrivals will take sme 28 hurs r fur wrking days. This is a wrst-case as it is likely that a prprtin f students, particularly internatinal students withut hmes in the UK, will travel t by train r cach At the end f the academic year the arrangements will be similar but in reverse. Access t the site will be cntrlled in a similar fashin with students having t prebk a slt fr accessing the site by car. The pressure n parking spaces at the end f the year is less as the dates that students finish their studies and mve ut are spread ut ver a lnger perid. Cycle Parking 4.14 The Parking SPG sets a requirement that 1 cycle parking space per 2 students are prvided. This equates t 225 spaces A secure and cvered cycle stre capable f accmmdating 214 cycles is prvided within the prpsed develpment. Additinal space is prvided t the rear f the building that allws fr the cycle parking prvisin t be expanded shuld the 214 spaces becme fully utilised. Travel Plan 4.16 A Travel Plan will be implemented as part f the prpsed develpment. The Travel Plan will prvide a number f measures aimed at encuraging sustainable travel chices and minimising the impact f the develpment n the surrunding transprt netwrk and n the envirnment. The Travel Plan will prvide details f: acstr 14

16 Jckey Street Transprt Assessment An appinted Travel Plan C-rdinatr respnsible fr implementing and managing Travel Plan initiatives; Targets fr limiting the vehicular trip generatin f the develpment; A marketing strategy fr cmmunicating the Travel Plan targets and initiatives t the develpment s cmmunity; A mnitring strategy t assess the effectiveness f Travel Plan measures and their success in meeting Travel Plan Targets A Travel Plan Framewrk has been submitted separately with this applicatin and sets ut the abve in mre detail. This will evlve int the detailed Final Travel Plan during the site s cnstructin and submitted t the Lcal Planning Authrity fr apprval prir t the site s ccupatin. It is envisaged that this will be a cnditin f the planning permissin. Trip Generatin 4.18 As described earlier the ccupants f the student accmmdatin will be prevented frm parking a car within r arund the site as part f their tenancy agreement. The students will therefre generate n additinal car traffic The prpsed develpment includes a small cmmercial units ttalling sme 191m 2. It is envisaged that these units will attract ccupiers that will, in the main, prvide services t the students living at the site. The trips generated by the cmmercial units will therefre be largely internal trips that will have n impact n the surrunding transprt netwrk It is acknwledged that the cmmercial units will generate sme vehicular traffic assciated with staff mvements. There will als be sme staff mvements assciated with the student accmmdatin. Hwever, it is cnsidered that these wuld be similar in number and type t the staff mvements assciated with the site s frmer use as an adult educatin / cmmunity centre The likely trip generatin and mdal split f the develpment has been estimated by reviewing the typical trip rates derived frm surveys f ther similar student accmmdatin sites. These are included in the TRICS trip rate database. A review f student accmmdatin develpments lcated in Wales, England (excluding Greater Lndn and Sctland, in edge f twn centre lcatins shws that the fllwing. Full details are prvided as Appendix 1. This equates t 139 peple trips fr this develpment; During the mrning peak hur ( ) typical trip rate is equating t 86 trips fr this develpment The infrmatin derived frm the TRICS database prvides a reasnable indicatin f the likely number f trips generated by the prpsed develpment. Given the lcatin f the develpment, its prximity t frequent bus services and gd quality cycle rutes and the lcatin f the tw University campuses we wuld expect that the prprtin f cycle and public transprt trips wuld be slightly higher than suggested by the TRICS data Hwever, ntwithstanding sme slight differences in the prprtinal mdal split the evidence shws that the travel generated by the develpment will be by sustainable frms f transprt and can be accmmdated withut harm t the surrunding transprt netwrk. acstr 16

18 Jckey Street Transprt Assessment 5 Cnclusin 5.1 In summary the prpsal is t redevelp the site f the frmer Canldre Centre t prvide accmmdatin fr 453 students. 5.2 The site is ideally lcated at the edge f the city centre, adjacent t the city s railway statin, with gd access t frequent and regular bus services and the city s cycle rute netwrk. 5.3 The site is adjacent t UWTSD s Business Schl and within walking distance t the university s Munt Pleasant campus. The University Singletn and Bay campuses are within easy cycling distance and accessible by regular bus services frm stps near the applicatin site. 5.4 Residents f the develpment will be prevented frm parking a car within the site r anywhere within 3 miles f it. This will be a clause f their tenancy and culd result in their evictin if the clause is brken. 5.5 There is space within the site fr 4 parking spaces that will be used during the start and end f the academic year t unlad and lad students belngings. Tried and tested methds f managing the arrival f cars during these perids will be emplyed t prevent cngestin. 5.6 The site is therefre in a suitable and accessible lcatin and the develpment will have n detrimental impact n the surrunding highway netwrk. As such it is cnsidered that the prpsal is acceptable in highway and transprt terms. acstr 17
