3 Key findings of the traffic assessment are as follows: Baseline Traffic Volumes. Townhouse Road to the east of Route 25 carries approximately 3, vehicles per day (vpd) during the summer. The peak hour traffic volumes generally resulted in 3 vehicle trips per hour or less along Townhouse Road. Route 25 to the south of Townhouse Road was observed to be between 6,3 and 6,83 vehicles per day (vpd) during the summer. The peak hour traffic volumes generally resulted in 56 vehicle trips per hour or less along Route 25. Safety Characteristics. Based on a review of available NHDOT crash records, there are no immediate safety countermeasures warranted based on the limited crash history along Townhouse Road. Detailed review of NHDOT crash records for Townhouse Road also indicates a low incident rate involving only six total crashes over the past 4-year period, none of which involved pedestrians and half of which involved inclement weather (ice/snow) when the campground was closed. further notes that the available sight lines at the Mi-Te-Jo Road/Townhouse Road intersection exceed recommended sight line requirements published by SHTO. Modest Trip Generation. Peak-season trip generation increases for the proposed Mi-Te-Jo Campground expansion are estimated at 6 new vehicle trips during the Friday morning peak hour, 3 new vehicle trips during the Friday evening peak hour, and 42 new vehicle trips during the Saturday midday peak hour. Empirical data collected at the existing Mi-Te-Jo Campground under peak season conditions (ugust 27) indicate the campground generates trip activity that is up to 56% less than industry standard trip estimates. dequate Roadway Capacity. The proposed development is expected to have minimal impact on the study area intersections. No material changes in operations (levels of service) at primary intersections along Townhouse Road are projected due to the expansion. Intersections operate well below capacity with only minor delay (LOS B) or better during all peak-season study periods including traffic generated with reopening of the New Bridge Road bridge in Lebanon, Maine. 4 PROJECT DESCRIPTION Mi-Te-Jo is an existing 225± acre seasonal campground located in Milton, NH adjacent to Northeast Pond. ccess to the campground is via Mi-Te-Jo Road, a private 2-foot wide gravel road off Townhouse Road. The location of the site relative to adjacent roadways is shown in Figure. The existing campground consists of 223 campsites comprised of seasonal sites, 9 transient (short-term rental) sites and 3 cabins. Campground amenities include bathhouses, recreational playground and sports facilities, beaches and a boat launch which are schematically shown on the Mi-Te-Jo Campground map provided in the ttachments. Under the proposed expansion program, a total of 73 additional campsites will be added to the property comprised of 89 seasonal, 64 transient and 2 tent sites. These include an eastern expansion of transient (short-term rental) campsites on an undeveloped forested area abutting Mi-Te-Jo Road and a western area expansion of that includes both transient and seasonal campsites. Supporting amenities include additional bathhouses, a large storage area, and a Pavilion. These additional campsites will be accessed via Mi-Te-Jo Road. The programmed expansion therefore results in a total of 396 campground sites at the property. The location and layout of campground sites and amenities is presented in a Site Plan prepared by SFC Engineering, LLC dated ugust, 27; shown in Figure 2. EXISTING TRFFIC & SFETY CHRCTERISTICS In order to provide a basis for quantifying the transportation impacts of the development, the existing roadway system and the existing traffic operations of study area roadways were reviewed. This section describes the existing traffic characteristics and operations of roadways and intersections within the study area. Specifically, this section presents an overview of the traffic data collection program, existing traffic volumes, and safety data. Roadways White Mountain Highway (Route 25) Route 25 is a north-south roadway under State (NHDOT) jurisdiction in Milton, NH. Route 25 is classified by the NHDOT as a Minor rterial roadway to the south of Townhouse Road, and a Major Collector roadway to the north of Townhouse Road. Route 25provides a connection between Route 6 to the north and Route 22 to the south in Rochester, NH. Within the study area, Route 25 generally provides one travel lane in each direction with paved shoulders for a total roadway width of approximately 37 feet. dditional turn lanes are provided at its major intersections. 6 marked single white edge lines. There are no sidewalks along Route 25 in the study area. Land use along Route 25 is a mix of residential, office, industrial and commercial land uses. Townhouse Road Townhouse Road is an east-west roadway under local jurisdiction and is classified as a Local roadway in the project area. Townhouse Road provides a connection between Route 25 to the west and the New Bridge Road at the State Line (Maine) to the east. The bridge connecting Townhouse Road to New Bridge Road in Lebanon, Maine is currently closed. Within the study area, Townhouse Road provides one lane of travel in each direction with a paved width of between 2-6 to The posted regulatory speed limit on Townhouse Road in the project area is 3 mph. Townhouse Road is a local roadway that provides access to recreational uses including the Mi-Te-Jo Campground, a marina, a beach, and residential homes/cottages. Intersections Route 25 at Townhouse Road Route 25 meets Townhouse Road to form separate three-way, unsignalized intersections, with the Milton Town House located between these intersections. The Route 25 northbound approach is approximately 2 feet wide with a 6-foot-wide shoulder. The Route 25 southbound approach is approximately 2-feet wide with a 3-foot wide shoulder. Both Townhouse Road westbound approaches to the intersection provide single multi-purpose lanes, under STOP sign control. There are no sidewalks or crosswalks provided at the intersection. Land use at the intersection consists of Milton Town House, several residential homes and the Milton Police Department. Baseline Traffic Data Traffic data used in this evaluation was collected on ugust 24-27, 27. Turning movement count (TMC) data were collected at the study area intersections during a Friday morning (7: M - 9: M), Friday evening (3: PM 6: PM), and Saturday midday (: M 2: PM) periods. The traffic counts represent summer season conditions with the traffic activity along Townhouse Road principally driven by the seasonal use of campsites at the property and privately-owned homes near Northeast Pond, Town House Pond and Milton Pond. t the time of the counts the bridge connecting Townhouse Road in Milton, NH with New Bridge Road in Lebanon, ME was closed. Traffic volume on Townhouse Road is adjusted to reflect additional trips generated once the New Town Road bridge reopens in 29, which reflects a 25% increase over existing trips (6 daily trips) based on historical counts along Townhouse Road at the State Line provided by MaineDOT. The Baseline Friday morning, Friday evening and Saturday midday peak hour traffic volumes for the study intersection are shown in Figure 3 and Figure 4. The campground generates approximately 2 vehicle trips during the Friday morning peak hour, 39 vehicle trips during the Friday evening peak hour, and 54 vehicle trips during the Saturday midday peak hour. Vehicle Type. The vast majority (95%±) of the campground trips during the peak study periods are automobile trips; no RV trips were observed and tow-behind camper trips generally only occurred on the weekend with a maximum of four (4) outbound trips during a midday period. 11 Measured Travel Speeds Vehicle speeds were obtained for Route 25 to the south of Townhouse Road and for Townhouse Road to the east of Route 25 using radar recorder devices. These measured travel speeds provide a basis for determining sight line requirements at the intersection of Route 25 and Townhouse Road and Townhouse Road at Mi-Te-Jo Road. Table 3 presents a summary of the travel speed data with a breakdown of the speed data provided in the ttachments. The speed data sets the basis for the sight line review in the subsequent section of this report. 12 Safety In order to identify crash trends and safety characteristics for Townhouse Road and primary study area intersections, crash data were obtained from NHDOT for the Town of Milton for the three-year period 2 through 24. summary of the crash data with crash rates for the primary study intersection is detailed in Table 4; all recorded incidents are presented in Table 5 and referenced in Figure 5. 15 SIGHT DISTNCE NLYSIS Intersection sight lines and corresponding stopping sight distance requirements along Townhouse Road at Mi-Te-Jo Road are evaluated relative to standards recommended by the merican ssociation of State Highway and Transportation Officials (SHTO). Sight lines for critical vehicle movements at Mi-Te-Jo Road along Townhouse Road were compared to minimum safe stopping sight distance (SSD) requirements for posted speed limits and ambient travel speeds on Townhouse Road. Stopping Sight Distance Sight distance is the length of roadway visible to the motorist to a fixed object. The minimum sight distance available on a roadway should be sufficiently long enough to enable a belowaverage operator, traveling at or near the design speed limit, to stop safely before reaching a stationary object in its path, in this case, a vehicle exiting onto Townhouse Road. The SSD criteria are defined by SHTO based on design and operating speeds, anticipated driver behavior and vehicle performance, as well as physical roadway conditions. SSD includes the length of roadway traveled during the perception and reaction time of a driver to an object, and the distance traveled during brake application on wet level pavement. djustment factors are applied to account for roadway grades when applicable. SSD was estimated in the field using SHTO standards for driver s eye (3.5 feet) and object height equivalent to the taillight height of a passenger car (2. feet) for the Townhouse Road approaches to Mi-Te-Jo Road. PROJECTED TRFFIC CTIVITY MI-TE-JO CMPGROUND Trip generation activity for the Mi-Te-Jo Campground was first estimated for the proposed (expanded) facility using trip rates and methodology published by the Institute of Transportation Engineers (ITE in Trip Generation th Edition). The land use that most closely reflects the characteristics of the campground is ITE Land Use Code (LUC) 46 Campground/Recreational Vehicle Park which is defined as follows: ITE LUC 46: Campgrounds and recreational vehicle parks are recreational sites that accommodate campers, trailers, tents and recreational vehicles on a transient basis. They are found in a variety of locations and provide a variety of facilities, often including restrooms with showers and recreational facilities, such as a swimming pool, convenience store and laundromat. Projected trip activity for the Mi-Te-Jo Campground based on application of ITE trip rates is summarized in Table 8. Trip Distribution Patterns The distribution for projected traffic for the expanded campground facility is based primarily on existing travel patterns and volumes of the adjacent roadway system. Trip distribution calculations are provided in the ppendices. Development-related trips for the development were assigned to the roadway network using the ITE trip-generation estimates shown in Table 7 and the existing travel patterns distribution. New development-related trips at each intersection approach for the Friday morning, Friday evening and Saturday midday peak hours are quantified in Figure 6 and Figure 7. Design Year Conditions Design Year condition traffic volumes were arrived at by adding development-specific traffic volumes to the 27 Baseline conditions. The 27 Design Year condition traffic-volume networks for the Friday morning, Friday evening and Saturday midday are displayed in Figure 8 and Figure 9. 24 OPERTIONS NLYSIS This section provides an overview of operational analysis methodology and an assessment of intersection operations under Baseline and projected Design Year conditions. nalysis Methodology Intersection capacity analyses are presented in this section for the Baseline and Design Year traffic-volume conditions. Capacity analyses, conducted in accordance with EE/MassDOT guidelines, provide an index of how well the roadway facilities serve the traffic demands placed upon them. The operational results provide the basis for recommended access and roadway improvements in the following section. Capacity analysis of intersections is developed using the Synchro computer software, which implements the methods of the 2 Highway Capacity Manual (HCM). The resulting analysis presents a level-of-service (LOS) designation for individual intersection movements. The LOS is a letter designation that provides a qualitative measure of operating conditions based on several factors including roadway geometry, speeds, ambient traffic volumes, traffic controls, and driver characteristics. Since the LOS of a traffic facility is a function of the traffic flows placed upon it, such a facility may operate at a wide range of LOS, depending on the time of day, day of week, or period of year. range of six levels of service are defined on the basis of average delay, ranging from LOS (the least delay) to LOS F (delays greater than 5 seconds for unsignalized movements). The specific control delays and associated LOS designations are presented in the ttachments. Intersection Capacity nalysis Results Level-of-Service (LOS) analyses were conducted for the Baseline and Design Year conditions for the study intersections. There will be nominal changes in the levels of service and operations of the study intersection under future conditions with the project. Under 27 Design Year, the mainline travel along Route 25 at its intersections with Townhouse Road and Townhouse Road at its intersection with Mi-Te-Jo-Road will remain well below capacity with minimal delay (LOS ) during all study periods. 26 CONCLUSIONS Townhouse Road is a conforming local roadway that provides ample width ranging from 2- feet to 22-feet to accommodate existing and modest increases in traffic activity following campground expansion. Based on documented peak-season campground activity, projected trip increases are estimated to be 3 vehicle-trips or less during peak hours on weekdays and 42 vehicle-trips or less during peak hours on weekends; only 5 percent of these new trips involve tow-vehicles (campers). Based on field review of the roadway alignment, modest projected traffic volumes during peak season conditions and limited crash history, it is the opinion of that the proposed campground expansion will be safely and properly accommodated along Townhouse Road with no material or undue operational or safety impact. therefore concludes that on these grounds there will be no undue nuisance or serious hazard to pedestrian or vehicular traffic, including the location and design of the access currently serving the property.
