Public and Invited Guests Present: Nne. Intrductry Cmments Mr. Sam Imperati called the 20th meeting f the PDX Cmmunity Advisry Cmmittee t rder at 12:30 p.m. and welcmed everyne t the meeting. Mr. Imperati nted that Mr. Dan Pippenger wuld be standing in fr Mr. Vince Granat at the meeting. He welcmed tw new members t the cmmittee: Mr. Tm Armstrng, fr the City f Prtland (replacing Ms. Debrah Stein fllwing her retirement) and Mr. Adam Lyns, the Executive Directr f the Nrtheast Calitin f Neighbrhds. Mr. Imperati reviewed the agenda and the meeting materials. He stated that fllwing a shrt meeting, the cmmittee wuld leave fr a tur f the airprt. He explained that the field trip was based n feedback frm the cmmittee that fcused n making the meetings mre interactive and nted that it was imprtant t see the facilities and learn abut the backgrund and characteristics f the area. He added that as the airprt prgressed with its Airprt Futures plan, there wuld be prjects cming befre the cmmittee in the future, and the tur wuld allw the cmmittee t view sme f the prjects that the cmmittee has cmmented n. 2

3 Mr. Imperati infrmed the cmmittee that in cnsideratin f time, there wuld be n rund table discussin at the meeting. He explained that similarly, Mr. Granat s recurring update wuld nt be given rally but was available in hard cpy frmat in the meeting packet. Mr. Dan Pippenger intrduced Mr. Chris Neal t the cmmittee, nting that he had been hired by the Prt as the new Chief f Public Safety. He explained that Mr. Neal had previusly been the Deputy Federal Security Directr fr TSA at PDX Airprt and welcmed him t the Prt. Meeting Ntes Apprval Mr. Imperati asked if there were any crrectins that needed t be made t the June 22, 2016 meeting ntes. Mr. Smith nted that he believed the Vancuver Msaic Festival, referenced n page 8 f the meeting ntes was actually the Vancuver Music Festival. Fllwing that change, the June 22, 2016 meeting ntes were apprved unanimusly Meeting Dates Mr. Imperati annunced the fllwing 2017 PDX CAC meeting dates: January 18, April 19, June 21, and Octber 18. Mr. Walt Evans infrmed the cmmittee that three r fur years ag, the cmmittee had held ne f its meeting in the City f Vancuver. He suggested that it might be a gd idea t hld a meeting there again in 2017, if rest f the cmmittee was interested. Dr. Steven Mark Sachs expressed supprt fr the prpsal. He nted that he culd als invite the mayrs f Washugal and Camas t attend, as he had discussed the PDX CAC with them and they had expressed interest in its wrk. Mr. Imperati explained that it was imprtant t build such relatinships in rder t develp a sense f respect that can be useful if and when issues arise. Mr. Smith recmmended mving the meeting up half an hur t begin at nn, in rder t avid afternn traffic fllwing the meeting. Chair Appintments Mr. Imperati nted that staff wuld cnsider hlding the June meeting in Vancuver and wrk with the PDX CAC Crdinating Cmmittee t begin reaching ut t jurisdictinal representatives frm Vancuver. He stated that they wuld reprt back later in the year. Mr. Imperati annunced that Mr. Mike Slan was stepping dwn frm his psitin as cmmittee chair. Mr. Slan explained that he had enjyed his tenure as chair but was lking frward t increased free time. He infrmed the cmmittee that he intended t cntinue serving n the cmmittee, but nt as chair. The cmmittee thanked Mr. Slan fr his wrk. 3

4 Mr. Imperati explained that the Crdinating Cmmittee had met t discuss the new appintments. He stated that the cmmittee s current vice chair, Mr. Jeff Owen, was interested in assuming the chair psitin, if apprved by the PDX CAC. He added that the Crdinating Cmmittee had als recmmended Cl. Jenifer Pardy t serve as the new vice chair fllwing Mr. Owen s appintment. Mr. Imperati nted that if there were ther members wh were interested in either f the psitins, they culd als prpse themselves fr nminatin. Dr. Sachs asked t hear frm bth f the candidates. Mr. Owen stated that he had been invlved in the cmmittee fr the past tw r three years as its multi-mdal representative. He explained that he enjyed being a part f the cmmittee and cntributing t the develpment f its agendas as vice chair. He nted that he valued the input f everyne n the cmmittee, and felt that with Mr. Slan stepping dwn as chair, he was an ffered an exciting pprtunity t take n a greater rle. Cl. Pardy explained that the Oregn Air Natinal Guard (ORANG) had been invlved in the PDX CAC since its beginning and nted that she was entering int her third year f CAC membership. She stated that because the ORANG and the airprt were very integrated peratinally, they made fr natural partners in their respective wrk. She added that the ORANG was als a significant part f the airprt s neighbrhd at-large and explained that it was imprtant fr the rganizatin t stay invlved in PDX CAC issues, as they culd ptentially impact the ORANG and the peple that wrked n its base. She infrmed the cmmittee that she felt acting as vice chair wuld be a great pprtunity fr her t carry messages t the ORANG s wrkfrce and t educate cmmunity members abut the initiatives the advisry cmmittee wrked n. Mr. Imperati asked fr all thse in favr f appinting Mr. Jeff Owen and Cl. Jenifer Pardy as PDX CAC Chair and Vice Chair. The cmmittee vted unanimusly in favr f the appintments. Mr. Je Smith asked fr five t six minutes at the PDX CAC s next meeting t discuss rural air service. Natural Resurce Prgram Update Mr. Sean Lughran prvided a presentatin n the PDX CAC s Natural Resurce prgram. He explained that the prgram had begin awarding funds in 2012 and gave a brief backgrund n the prgram, nting that there were many members new t the cmmittee wh may nt be familiar with the prgram s wrk. Mr. Lughran reminded the cmmittee that as part f the Natural Resurce prgram, Prt staff had wrked n grassland mitigatin f 300 acres n Gvernment Island. He explained that the last time the cmmittee discussed the prject, Prt staff, wrking with a cntractr, had just began planting n 4

5 the island. Mr. Lughran shared phtgraphs f the prject s prgress since then, infrming the cmmittee that the prject had been a huge success. Mr. Lughran then prvided an verview f the Natural Resurce prgram s ad hc cmmittee recmmendatins fr 2017 funding. He explained that the PDX CAC subcmmittee that wrked n the Natural Resurce prgram included representatives frm the City f Prtland and the Multnmah Cunty Drainage District, as well as PDX CAC members Ms. Crrina Chase, Mr. Tny DeFalc, and Mr. Micah Meskel. He nted that the cmmittee met peridically thrughut the year t identify prjects, review them, and prvide recmmendatins fr imprvement befre they went befre the PDX CAC fr apprval. Mr. Lughran shared the fllwing prject selectin criteria: Cntributin t water quality and hydrlgic imprvement r habitat enhancement Cmmunity impact Scial equity Cnsistency with ther plans and regulatry requirements Accmplishes multiple bjectives Match/leverage with ther resurces Lng-term cmmitment t maintenance and mnitring Airprt cmpatibility Mr. Lughran stated that the first recmmended prject wuld prvide funding t Friends f Trees fr the next three years in rder t implement multi-year natural area plantings at Clumbia Children s Arbretum, the Clumbia Slugh Natural Area, and May s Lake and multi-year neighbrhd tree plantings at nn-wner ccupied residential prperties, with a fcus n neighbrhds impacted by airprt peratins (Argay, Cncrdia, Cully, Parkrse, Parkrse Heights, Piedmnt, Russell, Sumner, Vernn, Wilkes, and Wdlawn). Mr. Lughran infrmed the cmmittee that the plantings at nnwner ccupied residential prperties helped the prject address the selectin criteria fcused n scial equity, as many nn-wner ccupied residential prperties ften had minimal tree cver. He nted that Friends f Trees als intended t d utreach in rder t encurage mre diversity in the peple that planted the trees. Mr. Lughran explained that since its inceptin, the prgram had awarded funding each year t Friends f Trees, as they had always dne great wrk with their funding and always been great prject partners. He nted that they als wrked with the Clumbia Slugh Watershed Cuncil t bring vlunteers t help with their prjects. He infrmed the cmmittee that the ttal 2017 funding cmmitment wuld be $71,644. Mr. Rn Glanville nted that the Russell Neighbrhd Assciatin had benefitted greatly frm the Friends f Trees prgramming, stating that they had hsted the rganizatin s peratin at Parkrse Cmmunity United Church f Christ and Friends f Trees had dne a great jb. 5

6 Dr. Steven Sachs agreed that the prpsals were very psitive. He asked hw diverting airprt funds t such prgrams imprved the airprt. Mr. Lughran replied that the prgrams wuld nt be cnsidered a diversin f airprt revenue. He explained that the Federal Aviatin Administratin required the airprt t demnstrate that there was an airprt benefit prvided in such cases. He stated that in the case f the tree canpy prpsal, the Clumbia Slugh Watershed Cuncil was a partner in the Prt s MS4 permit, which allwed the airprt t spend airprt revenue n prjects that benefitted the slugh. Dr. Sachs asked if the prject wuld imprve maintenance r cntrl the temperature f the water. Mr. Lughran respnded that the trees wuld help manage strm water and prvide shading, bth f which benefitted the Clumbia Slugh. Mr. Lughran reprted that the ad hc cmmittee s secnd recmmendatin fr funding was the Clumbia Slugh Watershed Cuncil (CSWC) Clumbia Slugh Vegetatin Maintenance Prject. He explained that the three-year prject was fcused n taking care f the investments already made in the slugh while als mnitring the benefits they have mving frward and identifying additinal prjects fr funding. He stated that the first year f the prject wuld fcus n surveying past prject sites and develping an inventry f prjects and wrk needed at different sites. He explained that using this inventry, staff wuld partner with the CSWC Tech Team t priritize prjects based n the Natural Resurce prgram s selectin criteria. He stated that years tw and three f the prject wuld fcus n perfrming vegetatin maintenance n at least tw f the sites identified in the prject selectin prcess. Mr. Lughran infrmed the cmmittee that the ttal funding cmmitment f the prject wuld be $34,780. Mr. Lughran nted that prject benefits wuld include: remval f invasive species that cmpete with imprtant native species and limit wildlife habitat, planting native species that prvide critical wildlife habitat and water quality imprvements, reduced ersin and bank stabilizatin thrugh the installatin f native plants, ensuring that previus restratin effrts are maintained, and leveraging additinal funding and supprt thrugh prject definitin and priritizatin. Mr. Lughran explained that many f the prjects were mre difficult than riginally believed and nted that mst were multi-year prjects that required site preparatin and nging maintenance. He stated that by develping an actin plan, the Clumbia Slugh Vegetatin Maintenance Prject wuld allw staff t identify the need fr prjects, determine their feasibility, and priritize them based n selectin criteria. He added that in the past it had been difficult t find prjects that were ready t implement fr Airprt Futures funding and explained that the prject list wuld help reslve this issue by identifying high impact prjects that were ready fr funding and wuld result in the greatest benefit t the Slugh. 6

7 Mr. Slan nted that Gvernment Island lked terrific and asked if the changes were helping supprt the PDX Wildlife Management team s wrk. Mr. Atwell explained that it was nt directly related t the team s wrk, but stated that it was cmpatible with their gals. He stated that geese were flying ver the site and nt using it, which was the preferred utcme. Mr. Lughran nted that there were issues when the land n the island was being seeded, as it was mre attractive t wildlife. Mr. Atwell explained that when land is cnverted, it becmes attractive t animals as they are interested in lush, small plants. He stated that nw that the planets had grwn, the situatin had imprved. Mr. Glanville asked wh was perfrming the labr n Gvernment Island. Mr. Lughran explained that it was a cmbinatin f Prt staff and a cntractr wh was in charge f seeding the island. He stated that Prt staff planted the 50 acre site by hand. He infrmed the cmmittee that in terms f the wrk n the Clumbia Slugh Watershed, the Cuncil hired cntracted labr and als wrked with yuth crps and vlunteer grups. Mr. Lughran explained that Friends f Trees wrked with Verde t take care f tree maintenance. Mr. Glanville recmmended that Prt staff cnnect with vlunteer grups at Munt Hd Cmmunity Cllege, nting that they were a great rganizatin t partner with. Mr. Imperati asked fr all thse in favr f supprting the Natural Resurce prgram recmmendatins f the ad hc cmmittee. The cmmittee vted unanimusly in favr f the recmmendatins. Public Cmment There was nne. Break Airprt and Airfield Tur The PDX CAC tured the airprt and the airfield, stpping at the fllwing seven infrmatin pints: #1: Mr. Daren Griffin, Directr f Airprt Operatins, explained that the airprt was invlved in a perid f majr redevelpment t ensure that it stayed n the leading edge f airprts natinwide. He nted that the suite f airprt imprvement prjects, cllectively knwn as PDX Next, wuld help PDX cntinue t prvide award-winning cmfrt and cnvenience fr travelers, peratinal efficiency, and safety and security. Mr. Griffin stated that Terminal Balancing and Terminal Cre Redevelpment were tw key PDX Next prjects. Mr. Griffin reprted that Terminal Balancing wuld help balance the number f passengers using the nrth and suth sides f the airprt in rder t increase the efficiency f airprt peratins, prlng the lngevity f existing terminal facilities, and increase the level f service fr passengers. He nted that the tw largest air carriers at PDX, Alaska Air Grup and Suthwest Airlines, were currently 7

8 lcated n the suth side f the airprt terminal building, and as a result tw-thirds f PDX passengers were using that side f the terminal. Mr. Griffin infrmed the cmmittee that t better balance passengers between the nrth and suth cncurses, Suthwest Airlines wuld mve frm Cncurse C t Cncurse E. He explained that the prject wuld extend Cncurse E by abut 700 feet and cnstruct six new gates. He explained that cnstructin activities wuld be designed t minimize impacts n travelers and airprt tenants and added that the entire prject budget was $215 millin, funded primarily by airlines serving PDX. Mr. Griffin explained that the Terminal Cre prject fcused n the existing ticket lbby, Oregn Market, security checkpints, and baggage claim area. He stated that the Terminal Cre Redevelpment prgram was a mdernizatin f the cre f PDX and was necessary t ensure sufficient capacity fr future passenger demand, upgrade seismic resiliency, and replace aging systems and infrastructure. #2: Mr. Sean Lughran indicated the area that wuld becme a Quick Turn Arund (QTA) facility and a relcated Prt emplyee parking lt. He explained that the QTA prject wuld mdernize and increase the size f the existing facility while als remaining clse t the existing rental car custmer service area lcated in the lwer levels f the PDX parking garage. Mr. Lughran nted that the new QTA wuld increase the number f fueling and vacuuming statins frm 30 t 54 and car wash bays frm five t 12. He stated that the space t queue vehicles waiting fr service wuld increase frm 120 cars t 170 and added that there wuld be a rental car parking deck abve the QTA peratins area. Mr. Lughran reprted that the existing Grund Transprtatin (GT) Hld Lt wuld mve t a lcatin alng Air Carg Rad near 82nd Avenue (Infrmatin Pint #3). He explained that the existing Prt emplyee parking lt wuld be relcated t the vacated grund transprtatin hld lt and the rental car strage area displaced by the new QTA wuld mve t the vacated emplyee parking lt. Mr. Lughran infrmed the cmmittee that bth relcated lts wuld be designed t City f Prtland standards and their landscaping wuld fllw City and Wildlife Habitat Management Plan sustainability and aviatin safety principles. #3: Mr. Lughran identified the area that wuld hld the new grund transprtatin hld lt (n the nrthern side) and PDX Travel Center (n the suthern side). He explained that the grund transprtatin hld lt wuld be the staging area fr taxis, twn cars, Uber, Lyft, and tur buses. He stated that the PDX Travel Center wuld include an n-airprt fuel statin, a cnvenience stre, fast fd, cffee, and a new cell phne waiting area t meet the needs f the PDX cmmunity. Mr. Lughran added that adjacent t this area t the west was a cnstructin staging area. He nted that t the east, the 82nd and Airprt Way Interchange prject wuld prvide a grade separated crssing. 8

9 #4: Mr. Lughran infrmed the cmmittee that mre than 700 acres f land, including a majr prtin f the PDX airfield as well as several smaller nn-prt f Prtland-wned prperties suth f the airprt drained int a large drainage district called McBride Slugh. He stated that frm McBride Slugh, the water drained thrugh an apprximately 1,000 ft. lng, 60 in. diameter pipe int the Clumbia Slugh. Mr. Lughran nted that the existing pipe was installed in 1936 and was nw past its expected useful life and shwing signs f impending failure. Mr. Lughran reprted that a full failure and blckage f the pipe culd result in widespread flding f McBride Slugh and the PDX airfield, which wuld impact bth majr runways and terminal access, as there was n ther utlet frm the basin. He explained that because the Prt did nt wn the pipe r the land it was lcated n, and the pipe was lcated immediately adjacent t buildings underneath a business park, repair r replacement f the pipe by the Prt in its current lcatin was nt feasible. Mr. Lughran stated that because f the risk psed t the airprt in case the existing pipe were t fail, the Prt decided t cnstruct a new pipe that wuld assure prper drainage f the airfield independent f the existing pipe. He explained that the selected ruting f the new pipe wuld be thrugh the frmer Clwd glf curse, which was currently being develped as the new United States Pst Office hub. Mr. Lughran nted that access t the land fr cnstructin and pipe placement was being prvided under an easement. #5: Mr. Lughran annunced that the Oregn Air Natinal Guard (ORANG) wuld be recnstructing their main entrance in the summer f He explained that the new design wuld prvide much mre rm t allw drivers t wait ff f Crnft Rad fr their turn t be inspected befre entering the base. He nted that enhanced security measures wuld als be added. Mr. Lughran added that the design wuld als take int accunt a tw-way bicycle and walking path envisined fr the nrth side f the rad. #6: Mr. Lughran infrmed the cmmittee that Ameriflight, a charter airline specializing in high pririty carg shipments, primarily as a United Parcel Service (UPS) feeder service with limited bank mail shipments, had been in business at PDX since He reprted that until their new facility pened in 2015, they had leased a 1940s era hangar cmplex. Mr. Lughran explained that the Prt and Ameriflight, tgether with Ameriflight s partners, Triangle Aviatin RDD and PDX Air Venture, LLC, prpsed that the develpment f the new hangar and related facilities be lcated at the Air Trans Center (ATC) n the suth side f the airprt. Mr. Lughran nted that the new lcatin was ideal fr Ameriflight as it was in clse prximity t Ameriflight s primary custmer UPS. Mr. Lughran reprted that the facility included a 15,000 sq. ft. aircraft maintenance hangar, 3,000 sq. ft. f ffice space, and 85,000 sq. ft. f airfield ramp. 9

10 #7: Mr. Lughran identified the upcming Atlantic Aviatin develpment, that wuld cnsist f a new Business Aviatin Terminal apprximately 12,000 sq. ft. in size. He explained that each side f the new terminal wuld be an apprximately 40,000 sq. ft. hangar facility including aircraft strage areas, ffices, and supprt space. Mr. Lughran nted that a supprt facility fr maintenance and grund supprt equipment was als planned. Meeting Wrap Up Mr. Imperati thanked the cmmittee and each f the presenters. He asked cmmittee members t fill ut their meeting evaluatin frms and reminded them that the next PDX CAC meeting wuld be held n January 18, 2017 at the PDX Cnference Center.
