1 WISCONSIN ASSOCIATION OF CHEER/POM COACHES, INC COMPETITION INFORMATION INTRODUCTION The purpse f this infrmatin is t prvide explanatin f the safety and cmpetitin rules fr WACPC events, the fficial Wiscnsin State Cheer and Dance Champinships, endrsed by WIAA. PURPOSE WACPC believes cmpetitins can prvide pprtunities fr netwrking, develping new ideas, and raising the perfrmance level f teams. Other bjectives f WACPC are: T educate caches and athletes abut safety in ur sprts. T prvide learning and character-building experiences fr athletes in ur prgrams. T prmte ur sprts at the reginal and state levels. T prvide apprpriate athletic challenges thrugh cmpetitin, which leads t team imprvement. T prvide a sense f accmplishment fr teams and individual athletes. WACPC ETHICS STATEMENT Caching ethics means cnfrming t prfessinal standards r mral cnduct. Cheer and dance caches have a tremendus influence in the educatin f an athlete. Never place the value f winning abve the value f instilling the highest ideals f character. Caches shuld cnsistently uphld the integrity f the prfessin, and strive t set an example f the highest ethical and mral cnduct. Caches shuld have thrugh knwledge f the safety rules. Cmpetitin administratrs and judges shall have the respect and supprt f the cach. Public criticism f cmpeting athletes, teams, caches, cmpetitin administratrs, r judges is unethical. Cnduct that incites athletes r spectatrs against these persnnel is unethical. Cnstructive criticism r cncerns shuld be directed t the WACPC Bard f Directrs. Caches shall actively use their influence t prmte sprtsmanship. While it is impssible fr cmpetitin administratrs r judges t mnitr the ethical behavir f athletes, teams, r caches, these rules exist n an hnr system. Examples f unethical caching may be, but are nt limited t: Using chregraphy frm a camp, YuTube, r ther vide surces in its entirety r in large sectins. Displaying pr sprtsmanship during r after a cmpetitin r awards. Using ineligible athletes. Failure t shw prper respect during the Natinal Anthem r Pledge f Allegiance. Using scial media t publicly criticize r bully individual athletes, entire teams, caches, cmpetitin administratrs r judges. SPORTSMANSHIP STATEMENT WACPC prmtes gd sprtsmanship at all events. Athletes, caches, and spectatrs are expected t shw cnsideratin fr thers thrugh their actins at all times. This includes during award ceremnies. Demnstrate self cntrl; yur behavir reflects n yur team, schl, and cmmunity. Display humility and curtesy regardless f placement. Supprt and recgnize perfrmances by all teams. This includes remaining in yur seats until all awards are distributed. Respect the decisins f perfrmance and technical judges. Repercussins fr unsprtsmanlike cnduct may include, but are nt limited t, pint deductins and/r disqualificatin at current and/r futures WACPC, Inc. events. COMPLETE RULES QUIZ Quizzes need t be submitted n later than December 1, 2018 t avid $100 late fee.

2 If caches attend a District Rules Meeting, the nline quiz will be waived. The cach must sign in at the meeting fr attendance t be recrded. The rules quiz will be testing caches knwledge f the NFHS Rules fr Spirit Grups. The head cach is required t take the nline rules quiz and pass with a scre f 85% r higher prir t cmpeting at WACPC events. Prgrams with multiple teams cmpeting shuld have the head cach at EACH level cmplete the quiz. The quiz link can be fund n the Rules Interpretatin page f the WACPC website. COMPETITION RULES It is the cach s respnsibility t attend a District Rules Meeting r cmplete and pass the rules interpretatin test, n later than yur registratin deadline. The Team Liability Frm must be ed r upladed by reginal/jam deadlines. All late fees will be assessed and must be paid befre teams will be allwed t cmpete. Teams must be cmprised f eligible, active athletes fr the current schl year, and all individuals must be currently enrlled in their respective schl r rganizatin. All team persnnel must be ver 18 and listed in team registratin in rder t be in team nly areas. All students and/r caches children must be rstered in team registratin in rder t be in team nly areas. Teams may nt thrw anything ut t the audience during their perfrmance. All rutines, unifrms, cstumes, and music shuld be apprpriate fr family viewing. Please review the NFHS rules. Classrm behavir: Nt all sites allw teams t have a classrm t stre equipment and belngings. This is a privilege and a respnsibility f each cach t make sure the rms are left in the cnditin they were in at check-in. If damage is fund r items are fund t be missing frm the rms, ntificatin t the schl and t the cach will be made, alng with a statement fr cverage f the damage r stlen prperty. Repairs fr any damages caused t the facility are the respnsibility f the perfrming team and/r prgram. Participatin in r knwledge f theft by a member f a schl r rganizatin may result in the athlete being banned frm cmpeting at future WACPC events. Nise Makers - The WACPC Turnament Series plicy n nisemakers is in accrdance with NFHS rules. Fan using nise makers will be asked t stp and may be asked t leave by a WACPC fficial if there is cntinued use. NO CARRY INS ALLOWED. This is the plicy f the venue & city health department regulatins. This includes but is nt limited t: water, gatrade, candy r fd f any type. Caches PLEASE share with yur parents and athletes. As this is an issue every year at the admissin drs. Banners/Signs Teams attending WACPC Reginals and JAM please nte teams and fans will nt be allwed t tape banners nt the gymnasium walls r ther areas f the schls at the request f ur site administratrs. This will help us t avid damaging the walls and/r leaving tape marks. WACPC asks yu please limit yurself t small handheld pster sized signs and fan sticks fr the Reginal and JAM Events. If yu team advances t the State Event larger banners may be allwed at these sites. Banners may be hung frm the railings but must NOT bstruct the view f spectatrs. Zip ties(preferred) r tape may be used. Special time/perfrmance rder requests will nt be accmmdated. Cmpetitins will nt be canceled due t bad weather. NO REFUNDS COMPETITION ELIGIBILITY

3 WACPC fllws all WIAA eligibility guidelines and requirements. Per WIAA: All JV & Varsity schlastic teams may nly use their schls enrllment, including charter schls, f full-time students in grades Please refer t the WACPC Enrllment Chart in the handbk area. Wh may participate n public schl teams? Full-time public schl students wh attend the schl in grades 9-12 and receive 100% f their educatinal prgramming frm that member schl Full-time students enrlled in member charter schls are eligible nly at the schl f residence. The schl f residence which is affiliated with said charter. A Hme-based Private Educatin (hme schl) student wh resides in the schl district and meets the state law definitin f Hme-based Private Educatin student. The law states: "(3g) HOME- BASED PRIVATE EDUCATION PROGRAM. Hme-based private educatinal prgram means a prgram f educatinal instructin prvided t a child by the child s parent r guardian r by a persn designated by the parent r guardian. An instructinal prgram prvided t mre than ne family unit des nt cnstitute a hme-based private educatinal prgram." If yur district has multiple high schls, utilize the same methd that yu use fr placement f fulltime students attending yur schls. Caches shuld nt recruit hme schl children. If apprached, caches shuld direct families t the schl athletic directr r principal. Hme schl families shuld apprach yur district with a request. The administratin f a schl is respnsible fr determining eligibility f all its athletes. Schl administratin must verify the eligibility f each participating student prir t their first cmpetitins each schl year. A student must meet schl and WIAA definitin f a full-time student, be carried n a schl s attendance rles and be meeting the minimum academic requirement in credits designated by the schl in rder t be eligible t participate in any interschlastic cmpetitin. Students entering 9 th r 10 th grade at the beginning f the schl year as pen enrllment student are eligible starting with the fall seasn, frm a residence standpint. If this student transfers back t the schl f residence r t a nnpublic schl, after attending ne day f schl r ne athletic practice, he/she is ineligible fr varsity cmpetitin fr ne calendar year. Additinal transfer restrictins may als apply t students wh have cmpleted fur cnsecutive semesters fllwing entry int Grade 9. Freign exchange students can participate n a JV r Varsity team. WIAA rules allw fr ne year f eligibility fr freign students participating in exchange prgrams. All freign exchange students must have a physical cnducted in the United States prir t participating in practice r cmpetitin at a member schl A student shall be ineligible fr interschlastic cmpetitin if he/she reached his/her 19 th birthday befre August 1 f any given schl year. JV teams may cnsist f students frm grades These athletes can cmpete n bth a JV and Varsity team as lng as caches and administratin are bth in agreement and it des nt cause any harm, physically r mentally t the athlete. Students in grade 8 are ineligible t participate n any JV r Varsity teams Academic eligibility is schl specific. WACPC des nt set any academic eligibility rules. Cntact yur schl athletic directr and/r administratrs fr yu specific guidelines n academic eligibility. GENERAL SAFETY RULES All WACPC head caches receive a cpy f the Natinal Federatin Spirit Rules Bk. All schlastic and rec teams cmpeting with WACPC MUST fllw all NFHS rules.

4 Cntact the Technical Judge Crdinatrs with questins r cncerns using: cheerrules@wacpc.cm fr cheer teams and dancerules@wacpc.cm fr dance teams. Vides being submitted fr clarificatin may be shared with NFHS fr a final ruling. Rules Interpretatin meetings are held in the fall f each year t present and discuss rule changes fr the upcming seasn. It is the cach s respnsibility t understand these rules. NEW NFHS RULES FOR Please refer t the fllwing link fr the rule changes. PLEASE NOTE: WACPC des nt write the rules fr spirit teams. The NFHS Rules Cmmittee is in charge f all rules and regulatins. It is the plicy f WACPC t uphld the rules and regulatins f the NFHS t ensure every aspect f safety fr the teams, caches, and rganizatins. PENALTIES AND VIOLATIONS INFORMATION Any team that displays a flagrant safety vilatin r blatantly disregards the safety rules will be disqualified frm the cmpetitin. Any team member refusing t remve jewelry, glitter, r make any ther crrectins in the hle may nt enter nt the perfrming area until the infractin has been crrected. Perfrmance deductins and judging philsphy sheets are included in the handbk fr review. In the hle vilatins will be given per team. Vilatins may be given per-infractin. Please refer t the WACPC Perfrmance Deductin and Rule Vilatin Sheets at JUDGING Every effrt is made t prvide qualified and bjective judges. Each judge cmpletes a Cnflict f Interest Frm, which will help the judges crdinatr when assigning the judging panel. The final scres will be psted n the Members Only page f the WACPC website. Members/Caches are asked nt t pst individual scres frm ther teams n scial media. These scres are nt made public during the event therefre WACPC asks members/caches t refrain frm sharing them publicly n scial media r websites after the event. DECISIONS OF THE TECHNICAL AND PERFORMANCE JUDGES ARE FINAL UNLESS CHALLENGED APPROPRIATELY. SEE WACPC TECHNICAL AND PERFORMANCE DEDUCTION APPEAL. MUSIC While the nly requirements n music selectin are timing and apprpriateness, WACPC ffers the fllwing hints: Submit music files prir t event. Have music n a mp3 device single track. Use READ nly CDs with single-track sngs n each. Make sure yu add 3-5 secnds f airtime n the beginning and the end f CD.

5 Test music n amplified system befre the cmpetitin begins. It is recmmended that caches research lyrics carefully. Surces include r Inapprpriate lyrics must be clearly heard by the technical judge(s). Perfrmance judges may bring inapprpriate lyrics t a technical judge s attentin. A warning/penalty may be assessed t make the cach aware f the lyrics in questin. If the judges interpret lyrics as inapprpriate a penalty may be assessed. If a sng is in questin please cntact music@wacpc.cm. TIMING ROUTINES When first called fr perfrmance, it is referred t as in the hle, which means there are tw prir perfrmances. The secnd call is referred t as n deck, which means there is ne prir perfrmance. Fr cheer teams, quickly set pms and signs and wait at the edge f the mat until intrduced by the annuncer. Fr dance teams, as sn as a team has exited the perfrmance area, the next team shuld line up ff the flr in preparatin fr their entrance. D nt wait t be annunced. The annuncer will frmally intrduce the team nce they enter the perfrmance area r are set in their starting frmatin. Dance teams will have a limit f 1 minute t take the flr. Timing will begin when the first athlete crsses the regulatin curt and will end when the team hits their beginning pse. Entrance timing warnings will be given at reginals, with the deductins given at state cmpetitins. Timing will begin with the first beat f music, sund, r chregraphed mvement and stps with the final sund. Entrances and exits are nt judged and need nt be chregraphed. Please quickly enter and leave the flr. Ttal perfrmance times may be fund in the descriptin f each individual categry fund in the Divisins sectin f this handbk. Timing vilatins will result in a deductin. TIME-OUT A cach may call a time-ut by walking nt the perfrmance area r therwise signaling t ne f the timers r judges, under the fllwing circumstances: An unsafe situatin detected by cach r team member(s). An injured athlete. Technical difficulties with music. Prcedures fr dealing with a time-ut will be determined by the situatin. Minr adjustments in music and/r prps must be crrected immediately, and the team will start their perfrmance ver. In the case f an injury, the cach will remve the team frm the perfrmance area s the next team can perfrm. The trainer and cach will assess the injury t determine if the injured member can still perfrm. A cmpetitin fficial and the cach will then cnsult t reassign placement in the cmpetitin line-up. The team will be allwed t perfrm its entire rutine withut penalty r deductin. A cmpetitin fficial may call a time-ut when deemed necessary. A TIME-OUT SHOULD BE VIEWED AS AN EMERGENCY MEASURE ONLY. TECHNICAL AND PERFORMANCE DEDUCTION APPEAL Deductin sheets (bth Perfrmance & Rule) will be available fr caches t pick up apprximately 15 minutes after yur perfrmance. If yu disagree with a deductin, yu can fill ut a review frm and ask fr the deductins t be re-evaluated using vide r if yu have yur cheerrules@wacpc.cm r dancerules@wacpc.cm ruling shwing it was deemed legal fr perfrmance. It is imprtant that yu save yur vide r pht and ruling . Yu will be asked t prvide that t help with the decisin t be made.

6 CHEER: This challenge must be filed within 15 minutes f yu picking up yur deductin sheets (if yu need t g int rtatin fr a secnd rutine, please let the deductin review table knw that s they can allw a time exceptin fr yu). DANCE: The caches f the teams will need t pick up each rutines tech sheets within 15 minutes f the cmpletin f the 2nd rutine. When this happens, the cach will have 15 minutes t determine if they want t file a challenge fr their 1st rutine and an additinal 15 minutes if they determine they want t file a challenge fr the 2nd rutine. Please nte, there will be a 10 minute limit fr the discussin between the tech judge and a cach per rutine. If yu file a review, the entire rutine is re-evaluated. If additinal deductins (rule vilatins, tuchdwns, falls) are identified thse will be called at that time as well. DAY OF COMPETITION Weather Cmpetitin will nt be cancelled due t inclement weather. Refunds will nt be issued. Team Registratin Payments fr membership and cmpetitin entry fees must be pstmarked by the mandated deadlines t avid a late fee. N team with an utstanding balance r missing frms will be listed in lineup. Caches are respnsible fr checking the registratin spreadsheet n WACPC website prir t cmpetitin. Refunds will nt be issued. Team Liability Frms All frms must be submitted by the mandated deadline t avid a late fee. Make sure all frms have required signatures. Flr Time Dance Main flr time will be available n a limited basis at reginal sites; see annuncer fr availability. At varsity state, the main flr will nly be used fr team perfrmances. Teams may nt use the perfrmance flr fr marking r practice the day f the event r the night prir t the event. Mat Time Cheer - T here is n mat time n the the main flr fr any team cheer event. ** NEW fr Varsity State...There will be sme limited mat time available n the mrning f the secnd day in the Nrth & Suth Hall fr a 10 minute time slt. Yu will have t sign up fr a time slt. Caches Meeting There will be a caches meeting n the day f cmpetitin. Last minute updates and rule infrmatin will be shared. It is a cach s respnsibility t attend this meeting. Athletic Trainer A qualified athletic trainer is always present at the cmpetitin site fr medical/physical cncerns. Please bring yur wn first aid kit fr taping and minr injuries. Admissin Dance Reginal Events: $10.00 per persn, children under 5 Free Admissin Dance State Events: $10.00 per persn including a state prgram, children under 5 Free Admissin JAM: $5.00 per persn, children under 5 Free Admissin Cheer Per Day: $10.00 per persn including a weekend prgram, children under 5 Free

Vucher System: At each state event (JAM, State Cheer/State Dance), each team that qualifies will receive ne vucher per qualifying rutine fr a prime videtaping purpses. The vucher will be handed ut at registratin and the cach can assign ne adult wh is respnsible fr the vucher. This vucher will authrize nly that videgrapher t videtape their team's rutine in a centralized/prime viewing lcatin. They must reprt t the rped ff area ne rutine prir t turn in their vucher and be prepared fr videtaping and must leave the area immediately at the cmpletin f their rutine.
