The roof of four porches on the 100 block of South 43rd Street collapsed Frday, slghtly njurng one and causng the temporary evacuaton of approxmately 30 resdents. Fearng further collapse of the front of the buldngs, polce and fre offcals at the scene ordered the cut-off of electrc servce. However, a subsequent nspecton by Phladelpha Lcenses and nspecton (Ltd) showed the buldng "habtable" and the resdents, ncludng several students, were allowed to return n the early evenng. The buldngs nvolved were South 43rd Street. The collapse occurred at 1:36 P.M. when Dck Horsham, a workman for Campus Realty, owners of 116 S. 43rd Street, began repars on the roof. "As soon as put the ladder up, the thng Just fell," Horsham clamed. Wtnesses, however, sad Horsham was workng on the roof for several mnutes before the collapse occurred. Horsham suffered slght bruses of the arm when he fell durng the collapse. Charles Tuohey, owner of 112 S. 43rd, sad he was gong "to get counsel and look nto" the possblty of sung Campus Realty for damages. Tuohey, who sad he had recently rebult hs porton of the roof, noted that he had for "several months" tred to get Campus Realty to repar ts porton of the roof. "They're nothng but slum landlords," Tuohey sad. "'ve been after them for months and they haven't done anythng." Campus Realty owns numerous buldngs n the Unversty Cty area, many of whch have outstandng fre and buldng code volatons. Although no one was buldngs nvolved were "pre-code" structures, bult before serously njured, resdents were temporarly evacuated. However, they were allowed to return to cty housng codes went nto effect n 1895, and had several the buldngs later n the day. Tne producton was part of the Center's week-long French Contemporary Arts Festval. By GREG SAUL The destructon of a culture, of a way of lfe, of an entre people s not pleasant. The fk, Peter Brook's producton presently featured n the French Contemporary Arts Festval at the Unversty's Annenberg Center, s not a pleasant play. Thought provokng yes; dsturbng yes; well-acted and ntense yes, but t s by no means pleasant. The k s the true story of an Afrcan trbe, the k people, who were forced to move from ther land and change ther way of lfe. They were hunters, but when the Brtsh decded to turn the k's homeland n Uganda nto a game preserve, the people were forced to become farmers. Unfortunately, the area whch they were forced to farm receved an average of only four nches of ran per year, and the k were relegated to a lfe of perpetual hunger. Besdes causng wdespread hunger, the fundamental change of lfestyle caused a quck degeneraton of k culture. The play vvdly chroncles the strppng process as WEOUP Presdent Accuses U. Of nsuffcently Reportng Rape By AMYBORRUS Women for Equal Opportunty at the Unversty of Pennsylvana (WEOUP) Presdent Gllan Norrs- Szanto Thursday accused the Unversty of nsuffcently reportng the facts surroundng the October 9 on-campus gang rape of a Unversty freshman. Callng the Unversty's handlng of the ncdent "a cover up," she sad Unversty Trustees do not want to deal wth the securty problem on campus because "t's too awful to thnk about. The Trustees should allocate "a good, hefty chunk of money" to Campus Securty, she added. n a meetng last Wednesday, WEOUP members decded to wrte letters to the Trustees and the Ad Hoc Revew Commttee on Safety and Securty for Women protestng nsuffcent fundng for Campus Securty. "We want to make sure that the Trustees know the gravty of the securty problem on campus," Norrs- Szanto sad. She acknowledged, however, that ncreasng the securty force wll not, by tself, reduce crme n the campus area. Nobel Wnner Blumberg Speaks at Socety Meetng By JEFFREY N. BARKER When the John Morgan Socety chose Unversty Professor Baruch Blumberg to speak at ther regular fall meetng, the members had no dea they would be ntroducng a 1976 Nobel Prze n medcne wnner. "What crystal ball dd you use n pckng the speaker?" offered one socety member as Blumberg appeared at the Unversty Faculty Club for a recepton and presentaton of hs latest research to fellow socety members. As the crowd chatted among themselves, often speakng proudly of Blum berg's achevements, an appearance was made by Presdent Meyerson, Provost Stellar and Trustee Walter Annenberg who had been dnng across the hall. "Sorry to dsturb you, Dr. Blumberg," sad one, as they each took turns shakng Blumberg's hand. Meyerson also had hgh prase for Blumberg, callng hm "a very great scentst," addng that Blumberg also has met hs responsbltes towards hs students and patents. Blumberg sad he plans to contnue hs hepatts research whle keepng hs prortes as scentst, doctor and teacher about the same. " would lke to see some more moves and play some more squash, too," Blumberg sad, addng that much of Frday had been spent celebratng at the nsttute for Cancer Research where he s assocate drector. "At the present tme, we're havng a very dffcult tme fnancng our state college system and state-related schools," the Governor told a specal press conference for representatves of college newspapers, as well as the regular captal press. Shapp used the conference as an opportunty to score poltcal ponts aganst the Republcan admnstraton n Washngton, sayng " have had to work wth an ant-people orented government." The Ford admnstraton's "atttude has been qute negatve toward even supportng exstng levels" of fundng for educaton, he sad. Although he granted the serousness of prvate college's problem, Shapp mantaned t was the federal government's responsblty to bolster the schools' fnances. n the past year's, the Unversty has sought to ncrease ts appropraton from Harrsburg. However, the state legslature, wth Shapp's approval, has generally cut the sze of the Unversty's requests. n hs February proposal for the fscal year 1977 budget, Shapp called for a half mllon dollar cut n the Commonwealth's appropraton to the Unversty, reducng the grant to $15.4 mllon n drect ad. Hs budget proposal also ncluded a reducton n nsttutonal Assstance Grants ad to the Unversty. However, an unforeseen $1.8 mllon ncrease n money approprated to the Veternary School and the Dental clncs caused the Commonwealth's grant to the Unversty to actually rse 11.3 percent from 1976 to The money to the Vet School came nstead of passage of a state bll, strongly pushed by the Unversty, whch would have granted the Veternary School specal status wthn the state educaton system. The bll, whch ded n the Senate Appropratons Commttee even though t was sponsored by the powerful commttee charman Henry Canfran (D-Phla.), dd not specfcally order ncreases n ad to the school. However, Unversty admnstrators were confdent the bll would have guaranteed a hefter appropraton from Harrsburg. At the press conference, State Educaton Secretary John Pttenger sad the Shapp Admnstraton endorsed the Canfran bll and wll "contnue to support" t. Shapp also dened reports that he was nvolved n an admssons payoff case, smlar to ones now nvolvng Temple and the Unversty. A former employee of fnancer Robert Vesco /contnued on page 3) MLTON SHAPP No Major Ad ncrease* Asan-Amercan Student ncrease Causes Mnorty Matrculant Rse By CAROL HUTCHNSON As a result of a sgnfcant ncrease n the number of Asan-Amercan students, the overall mnorty populaton n ths year's freshman class s the largest n Unversty hstory. However, Mnorty Recrutment Drector Beverly Sanders last week expressed concern about a declne n the number of black matrculants. "We wll be httng all recrutment more aggressvely ths year and our greatest concern wll be for blacks and Chcanos, whose pools are droppng off the fastest," Sanders sad. Ths year 269 mnorty students matrculated n the freshman class as compared to 239 last year and 201 the year before. Asan-Amercan matrculants ncreased n number from 20 two years ago to 84 ths year. However, the number of black matrculants has declned slghtly from 152 last year to 144 ths year, despte an ncrease n the number of black applcatons from 704 last year to 753 ths year. 'The fgures speak for themselves and the numbers should be growng," Sanders sad. "f the number of black applcatons n the pool are hgher the number of black matrculants should be hgher too." Sanders added the applcant pool ths year was academcally stronger than last year's. Sanders attrbuted the consderable ncrease n Asan-Amercans to "ther recrutment process. The Asans are enthusastcally recrutng each other, and are beng encouraged by ther famles." Economc problems are adversely affectng the black student populaton, Sanders added. She sad cuts n her recrutment budget as well as the hgh cost of attendng the Unversty are responsble for the declne. "We're not workng on any area at the expense of the others," Sanders sad. Although she sad she has not reduced the number of places she wll vst ths fall n her recrutment effort, Sanders noted the amount of tme spent n each area wll be reduced and her "effectveness wll not be as great" as a result Sanders sad she wll be vstng more college nghts and college fars n these areas nstead of ndvdual hgh schools. She cted the dsadvantage of ths recrutment format. "You're n the mdst of other schools n a shoppng atmosphere and don't have the envronment you need to really talk to students. College fars have ther worth but they're not a recrutment tool you can depend on," she clamed. Sanders added she plans to "open new areas" next year such as Denver and Detrot, "not Just to brng n more mnorty students, but also to ncrease the regonal stand and add dversty to the applcant pool." Annenberg Honors Communcatons Poneers By ELLEN TUCKER Three dstngushed poneers n the feld of mass communcatons were awarded honorary degrees Frday at a bcentennal convocaton at Annenberg School of Communcatons. Harold D. Lasswell, Ford Foundaton Professor Emertus of Law and Socal Scences at Yale Unversty, Lord Robbns, former charman of The Fnancal Tmes and current chancellor of Strlng Unversty and Frank Stan ton. former CBS presdent and current charman of the Amercan Natonal Red Cross, were honored at the ceremony. A fourth honorary degree was to be presented to Oveta Culp Hobby, edtor and charman of the board of The Houston Poet. However, she was ll and could not attend the ceremony. "Ths specal convocaton celebrates the study of communcatons and some of the people who have excelled n that feld," Unversty Presdent Martn Meyerson sad Frday. Descrbng hmself as "a professonal economst wth strong nterest n socal thought," Robbns outlned the mportance of communcaton as related to socal studes. Sanchez had read from her Homecomng and other works the day before n the Phlomethean Rooms. Ms. Sanchez s now a professor of Englsh at ths Unversty. Both artsts shared experences from ther lves that showed how they nteracted wth the racsm nherent n our socal structure. They explaned how they survved, thrved, and arrved wth dgnty to a place of brllance and joy nspte of the obstacles. All of whch makes them "sheroes," a term used by Ms. Angelou. "We lve n drect relatonshp to the heroes and sheroes of our lves," sad Ms. Angelou. When two black artsts of such renown come back to back n programs here, why are not ther appearances shared by the greater campus communty va campus meda? The other four letter words besdes SAMP that have recently appeared on ths page are WXPN and Co-op. n both cases, t has become ncreasngly apparent that the "fnal" decson on these matters was made months and even years ago. Had the admnstraton acted wth drecton n 1970 to clarfy the chan of command at WXPN, there most lkely would have been a hgh-qualty, wellmanaged FM staton at Penn today. nstead, the matter was kcked around untl 1976, and t s now up to an admnstratve court to recommend to the FCC commsoners whether the Unversty's lcense should be revoked. Had the admnstraton acted wth drecton last semester to clarfy n wrtng ts ntentons of ether expandng or closng the Co-op when ts lease expred, the courts wouldn't be tellng the Unversty how to run ts affars ths fall. Jeff DeCaro s 65-yard runback of a thrd-quarter ntercepton was the only score of the game Saturday at Frankln Feld and dsplayed the key to the entre contest a tght, aggressve Quaker (1-2) defense whch occasonally bent, but never broke. Vctorous coach Bll Wagner sad afterwards, "They all played well. Mongo (Bob Mongeluzz) was outstandng." The frst two mnutes of the second quarter typfed the defensve effort. Rutgers, after startng wth frst and goal at the Quaker three, made a total of two yards on three runnng plays to set up a fourth down at the one. DeCaro broke up the ntended pass and Rutgers never serously threatened thereafter. Wagner's defensve charges weren't qute fnshed stealng the spotlght, however. They stopped the Scarlet Knghts on fourth and a four late n the fourth quarter, ntercepted two passes (both by DeCaro), and recovered one fumble. "The goal-lne stand gave the defense confdence," sad Wagner, "and t showed throughout." The offense faled to score for the thrd consecutve game, but they were hampered by the loss of leadng rusher Woody Taylor n the frst quarter wth a straned left knee. Penn's attack, spearheaded by Steve Galetta and Phl Sobo, ground out only 161 total yards, and three turnovers klled drves. The game ended wth Penn n possesson at the Rutgers fve. These mosqutoes were not of the small, quck varety that plague us durng the summer, but of a bg slow varety posng as Yale cross-country runners. Needless to say these lumberng nsects posed no threat to the Quaker crosscountry runners as the unbeaten Red and Blue swatted Yale, "They were not even as good as we thought they would be," commented Quaker captan Bruce For. "We ddn't really have to put out that much to beat them." The Bulldogs obvously knew that they were overmatched as they tred to pull one of the old but useful "psych-out" moves. Expectng ther varsty opponents to arrve at the apponted tme, the Red and Blue went through ther warm-ups and sprnts only to be greeted by the Bulldogs' J.V. squad at the 3:15 startng tme. Pleadng gnorance, the Yale squad appeared H-hour later whle the Quakers were sttng around gettng stff agan. "Coach Tuppeny called them up three tmes to confrm the startng tme," sad For. "But you can see that ther lttle game ddn't hurt us at all." After the delayed start, Penn runners took the frst fve postons, wth Yale's (/contnued on page 5) Rutgers Outmans Frosh BySTJARTG.MARON..There were no excuses Frday. The weather was perfect and the playng condtons were optmum, but the freshman football team stll lost to the Rutgers squad. To say the 38-7 score was not lndlctve of the play would be an extreme understatement. The freshmen played well for the frst half and traled only 14-7 wth 17 seconds left when they were forced to punt. But a smple pass play wth a few mssed tackles made the score 21-7 at halftme and the freshmen should have left because they never even threatened n the second half. The freshmen began ther frst drve from ther 10 wth the ad of a few penaltes and some good runs. However, another ntercepton and Rutgers, after a drve coverng 39 yards, scored one a 3-yard run wth 1:44 left. Penn started the second quarter wth a 30-yard drve to the Rutgers 46 where t commtted stll another turnover. The Quakers' defense held Rutgers agan and Penn mounted ts only scorng drve of the game. From ther 28, the freshmen marched gallantly down the feld combnng passng and runnng perfectly. On thrd and long, they contnually converted. The drve culmnated n a 1-yard touchdown run by Quarterback Mark Staples. Wth the score ted at 7, Rutgers came rght back and scored ts touchdown on an 8-yard run. 14-7, Rutgers. The Quakers and Scarlet Knghts traded punts untl the crucal pass play wth 10 seconds left n the half. Freshman coach Rod Gaumer clamed, "that pass was the turnng pont of the game. After that, we were forced to try and get a quck score n the second half to get back nto the game." The second half can only be descrbed as a bg dsappontment to the freshmen. They dd not score.
