Out-f-state squirt rsters cntaining mite-aged players - President s Day Turnament When asked by AHU fr feedback n ut-f-state 8U-aged players rstering n 10U teams, the EC ruled that 8U shuld nt be allwed t play n lder teams fr turnaments within Arizna (based upn the plicies established by AAHA with respect t this issue). Hwever, given that this was nt explicitly utlined in the upcming President s Day turnament rules (that were apprved by ur state when granting the USAH sanctin) and there are 8U families (playing n 10U teams) that had already made travel plans; it was decided that the EC ruling wuld nt be enfrced fr this turnament. An fficial Mtin: Urban with 2 nd : Shtrm was made t allw fr 8U players frm ut-fstate teams t play n 10U rsters fr the upcming Arizna turnaments. 4 PRESIDENTS REPORT FOR JANUARY 2018 A. There has been sme questin abut the applicatin f the eligibility rule fr players that play junir games after December 31 st and thse player s eligibility t play n a Tier I r II yuth team. The questin arises because sme junir teams are utside f USA Hckey. The rule addressing eligibility is n page 136 f the Annual Guide Sectin D. Subject t an exceptin fr players playing games fr a Tier I r II Junir team pursuant t the Yuth/Junir Affiliated Player Plicy, the rule says that if a player n a yuth Tier I r II team plays any games n a Junir rster after 12/31, then the player lses all eligibility n his/her yuth r girls'/wmen's team fr the remainder f the seasn. USA Hckey's Guidelines Regarding Nn-Sanctined Play (beginning n page 41 f Annual Guide, see paragraph J) prvides that this rule applies regardless f whether the player plays n a junir team inside r utside f USAH. Teams utside f USA Hckey are nt part f the Yuth/Junir Affiliated Player Plicy, s that exceptin wuld nt apply t players frm thse teams. The abve is cnsistent with hw the rule has been applied in past, and the rule and the guidelines have bth been apprved by USA Hckey's Bard f Directrs. B. There als has been sme questin within ur Arizna Affiliate in regard t number f games fr eligibility fr Districts and Natinals. Each team must have cmpeted as a team unit in at least (20) games, each player must have played in at least (10) games during the seasn. Fr games t cunt in meeting these requirements that team s player rster frm(1-t) must be certified by the AAHA Registrar. If a player is remved frm his riginal team s (1-T) rster (Team A),and is added t a secnd team s (1-T) rster (Team B), and then is remved frm the (1-T) rster f (Team B) and added back t the (1-T) rster f (Team A) his game cunt fr Team A des nt change fr his eligibility fr Districts and Natinals. Example: Je Smith plays 6 games fr Team A (Tier I r II natinally bund team) Je Smith plays 2 games fr Team B ( Tier I r II natinally bund team) Je Smith plays 1 game fr Team A He nw has a ttal f 7 games fr Team A

5 C. The questin was asked f the AAHA Executive Cmmittee if 8U players can play n a 10U team in a turnament held within Arizna. The cmmittee referred t the AAHA plicy which states Play Up Rules--- All 8U age players ( as defined by USA Hckey) shall nly be eligible t participate n an 8U age team. N 8U age player r 8U team shall be permitted t play Up in a higher divisin. Taking this plicy int accunt the Executive Cmmittee s decisin was that the AAHA registrar will nt sanctin turnaments within ur Affiliate that has 8U players n a 10U rster. HAPPY NEW YEAR TIM RECKELL

16 AAHA Administratrs Reprt fr December 2017 There have been a number f things that have taken place this last mnth and added t the hlidays it has made this a very active mnth. First, acting as a crdinatr fr the Arizna Cytes 5050 Night, develped a spreadsheet f the Vlunteers fr the event. Then interacting with the Cytes Cmmunity Develpment team updated them n the Vlunteer s status and distributed the crrespndence that they wanted ut t the Vlunteers, this actually cntinued up t within an hur f the deadline f 5pm n the 28th. We will nt have the final ttal fr awhile, but frm the amunt annunced at the game it shuld be a very successful fund raising endeavr fr the Assciatin. Next wrking with Sprts Engine, tw nn-mrtary registratin sessins were develped fr upcming Mite Jambrees, the AHU Jambree Jan 28th, 2018 and the CAHA-Chandler Jambree Feb 4th, T ensure as fair a registratin as pssible the registratin sessins are nt pened t registering until 30 days prir t the event s the AHU Jambree is the nly ne that has been pened t date. Unfrtunately due t ice cnstraints at all f the Jambrees, the number f teams that can participate at any given event is limited s each registratin sessin must be tweaked t reflect the limitatins fr each individual event. Additinal I have cntinued t wrk with Sprts Engine n a number f systems issues that have been identified by us. This has prven t be mre invlved and taking mre time than initially anticipated, but ultimately it shuld make fr a better prduct fr everyne. The Referee s and Caches pages n the AAHA web site cntinue t be in need f sme significant wrk. The infrmatin currently n these pages is ut f date and we are simply nt using these and ther pages as effectively as we culd be. Lastly we have made sme significant in-rads with Tier hckey and thse pages this last mnth, but a lt mre wrk is needed. Currently mstly what has been dne is n the News feed, by annuncing a number f things abut Tier hckey. We need t be prmting Tier hckey mre with infrmatin in additin t their league games, like successes at turnaments, features n accmplishments by

17 teams and players, Arizna did have the Number 1 draft in the NHL tw years ag and he came frm ur Tier hckey prgram. Tier II cntinues t be fairly respnsive, we have a pretty cmplete schedule up and teams are starting t knw t let me knw when there is a change needed. In additin althugh missing a few games sheets currently the game sheets are pretty up-t-date s the standings and statistics are meaningful. Tier I unfrtunately cntinues t be anther stry.. I have been given and have input schedules fr a number f the teams, but nt all and scresheets are very difficult t fllw up n, with n schedule, dn t knw if I m missing a scresheet r nt. We have put up a number f News articles, but a lt mre wrk is needed n prmting bth Tier I and Tier II, they are the premier leagues/teams. All in all very pleased with the wrk that has been started, but we really need invlvement frm the Tier hckey peple, Referees, Caching and Adult hckey t truly make the AAHA web page the g t place fr amateur hckey in Arizna.

18 AZYHL Cmmittee Reprt fr Dec 2017 Things are prgressing well with the AZYHL seasn, which is nw abut half ver. All game sheets t date have been submitted and entered int the system s the league standings are up t date. Unfrtunately hwever there are still abut a half a dzen league games that need t be scheduled r rescheduled and we are running ut f time t get thse played, league play must be ver by the February 24th/25th weekend. Tw games have t be rescheduled frm ver the weekend befre Christmas. One due t ne f the teams nt shwing up and ne due t issues arund the fficiating crew nt shwing up. The later game was played, but as exhibitin. There is sme questin as t whether the fficials were even bked s nt sure hw this all happened. The AAHA State Turnaments fr Recreatinal/Huse teams (AZYHL) have all been scheduled and the ice cnfirmed. In additin DIBs have been added t the AAHA web site fr vlunteers t sign up. Unfrtunately that is ging very slwly, the hpe is that that is due t the hlidays and cmpeting with the Cytes 5050 Night vlunteer recruitment, it is hped that nce thse are ver things will pickup. The AZYHL Cmmittee is wrking n updates and clarificatins t their Plicies/ Prcedures and expect t have, after their Jan mnthly meeting, smething t submit t AAHA fr apprval and inclusin in Appendix B f AAHA s Plicies and Prcedures.

It will be recmmended that the Tier Cmmittee review bth f these plicy prpsals at their next meeting and prvide further refinement and wrding changes t the plicy cmmittee and Bard POLICY PROPOSAL FOR DISCUSSION: Allwance f 12U players t individually petitin t play up n a 14U team. Sectin 12.2 which currently reads as fllws: 12.2 Play Up Rules All 8U age players (as defined by USA Hckey) shall nly be eligible t participate n an 8U age team. N 8U age player r 8U team shall be permitted t play up in a higher divisin. N team, 10U and abve (bys r girls), shall rster a player mre than ne age grup higher (as defined by USA Hckey) nly if allwed by the Member Assciatin. Appeals t these rster rules need t be made t the full AAHA Bard prir t the August AAHA Bard meeting s it can be reviewed by the Bard at that meeting. This appeal must be accmpanied by an evaluatin by the head cach f the current team the player is trying ut fr as well as the head cach f the prir team the player was rstered n shwing the player has the ability t play at this higher level. The Mite Cmmittee shall review the request and prvide final apprval fr the mve prir t the player(s) being allwed t participate in team activities.

Entire teams f 6&Under players r yunger shall nt be permitted t play up at the 8U level Players in the 14U and 10U age divisins (bys r girls) may be permitted t play up n a team that is n mre than ne age grup higher (as defined by USA Hckey) fr the duratin f the current playing seasn if recmmended and apprved t d s by the Hckey Directr f their prpsed Member Assciatin. 1. Fr player(s) recmmended t play up frm the 12U t the 14U age divisin n nn- natinally bund teams at any time r fr any duratin (i.e. full seasn, turnaments, r individual games), the Hckey Directr f the player(s) prpsed and/r current member assciatin must submit the recmmendatin t the Executive Cmmittee fr final apprval (with the help f the AZYHL Cmmittee if necessary). This submissin must include at a minimum, written explanatin f the justificatin fr the mve, a signed letter frm the parent(s) f the player(s) demnstrating their agreement with the mve, alng with a written agreement f the Head Cach f the lder age grup team the player is jining. 2. The Executive Cmmittee (with the help f the AZYHL Cmmittee if necessary) will evaluate the recmmendatin(s) and make a final decisin as t the eligibility f the 12U player t play up ne age grup higher U player(s) awaiting final apprval f the Executive Cmmittee may nt participate in any 14U team activities until ntice f final apprval is prvided in writing t the Hckey Directr f the member assciatin Any appeals t the utcme f the Executive Cmmittee s review prcess utlined abve in shall be presented t the full AAHA Bard f Directrs nt less than ne week (7 calendar days) prir t the next scheduled AAHA Bard meeting s it can be reviewed by the Directrs. The Bard f Directrs will then make the final decisin at the same meeting Entire teams in the 12U age level may NOT play up at a 14U age level Player(s) at the 10U and 14U age level may be permitted t play n a team nt mre than ne age grup higher fr a shrt term basis that may include individual games, turnaments r scrimmages prvided the mve is apprved by the Hckey Directr f the respective member assciatin prir t the player participating in any team activities f the lder age grup team. 1. Shrt-term basis fr the purpse f this sectin shall be defined as a temprary reassignment t an lder age grup team that will result in eventual return t the players riginal team. 2. Shrt-term call ups shall nt exceed 10 ttal games thrughut the duratin f the current playing seasn. If the player(s) exceeds 10 ttal games as a shrt-term call up, the player(s) will be required t be permanently reassigned t the lder age team.

21 TIER POLICY PROPOSAL FOR DISCUSSION: Frm the Tier Cmmittee Prpsed mdificatins t Sectin 13.4 f the AAHA Plicy Manual 13.4 Tier I/Tier II State Champinships Guidelines 1. Each playing seasn AAHA shall cnduct Arizna State Champinships at the fllwing age divisins fr the purpse f determining teams t represent Arizna in USA Hckey s Natinal Turnament play accrding t a schedule apprved each year by the AAHA Bard f Directr Yuth Bys Divisin: 14U and abve as defined by USAH; Tier I and Tier II fr each age divisin. Girls Divisins: 14U; 16U; and 19U; Tier I and Tier II fr each age divisin. 2. The AAHA Bard f Directrs will annunce the Champinship dates fr each Divisin prir t Octber 31st f each year and pst t the AAHA website. The Champin f each bys Yuth Tier I, and each girls Girls Tier I r girl s Girls Tier II Divisins shall advance t the Rcky Muntain District Champinships. The Champin f each bys Yuth Tier II Divisin shall advance t the USA Hckey Natinal Champinships. 3. All final csts,(ice, Referees, Scre and Timekeepers, Awards, etc.) per divisin, related t the State Champinship shall be shared equally by ALL assciatins declared t be Tier I r Tier II in each divisin, whether r nt they participate in the Teams participating in the Arizna State Champinships. All cst shall be subject t review and apprval by the AAHA Bard f Directrs. 4. Each Member Assciatin wishing t participate in State Champinships must be in gd standing with AAHA. 5. Member Assciatins must shall submit, a $500 nn-refundable fee fr each Tier I r Tier II playing divisin in which they field a team fielded fr the playing seasn n later than Octber 31st f each year. The nn-refundable fee frm each team Member Assciatin shall be used t ffset the final State Champinship fees due per divisin frm each declared Tier I r Tier II team participating in the State Champinships. Member Assciatins that register multiple teams in a divisin with the Arizna Assciate Registrar shall be free t determine which team may represent the Member Assciatin per Divisin in any manner they wish. 7. A final cst per team per divisin t participate in the State Champinships will be frwarded t each Member Assciatin n less than thirty (30) days prir t the state f the State Champinships. 8. A Credentials Meeting shall be held apprximately 7-10 days prir t the state start f the State Champinships. All remaining fees due per participating team shall be due n later than this meeting. A cach and/r manager frm each participating team shall be required t attend. N ne persn shall represent mre than ne team unless prir apprval is granted by the Turnament Directr. Failure f a team t have a cach and/r a manager present fr the credentials meeting shall result in the suspensin f the Head Cach f that team s first game f the State Champinship Turnament. 9. AAHA will pay the entry fee fr any team that represents AAHA in the Rcky Muntain District Champinships and Tier II Natinals, nt t exceed the RMD entry fee per team. Beginning with the playing seasn, AAHA will pay $ f the entry fee fr any team that represents AAHA in the Rcky Muntain District Champinships and Tier II Natinals, nt t exceed the RMD entry fee per team. 10. All games shall be played in accrdance with District/Natinal requirements as utlined in the latest editin f the USA Hckey Champinship Turnament Guidebk including all games being played t a winner. 24 CEP Caching reprt 1/9/18 AAHA Meeting Jim and Justin Rgers went t Tucsn fr a level 3. There were 18 caches in attendance. ALL caches must have their caching requirements r they are nt allwed n the bench! 25 Discipline Reprt January 2018 The Discipline Cmmittee met n Tuesday December There were three match penalties and ne rule vilatin that invlved a cach and an rganizatin. 1. The AHU Mite White team was reprted t have played in a full ice event against a Nevada team. The event was held at Gila River Arena n Nvember 11, Members f the AHU Mite White Team and AHU were present. They were given an pprtunity t present their interpretatin f the event. They did indicate they used the full ice surface fr their event but did nt play a game since there were n referees, scresheet r clck used. The Discipline Cmmittee determined that the event was a vilatin under AAHA rule 11.1 and USA Hckey rule lcated in the Annual Guide n page 146. The Discipline Cmmittee assessed a 30 day suspensin t the head cach f the AHU Mite White team and a $500 fine t the AHU rganizatin. They were infrmed f their right t appeal. 2. A match penalty was assessed t a player frm Desert Vista High Schl under USA Hckey rule 627 (b) kicking. This penalty ccurred in a game in the Arizna High Schl Hckey Assciatin. The teams invlved in the game were Desert Vista and Flagstaff. The player did nt disagree with the penalty that was called and did state that he did make a kicking mtin at the player. The Discipline Cmmittee suspended the player frm participating in any USA Hckey sanctined activity thrugh December 17, The player was made aware f the appeal prcess. 3. On December 1, 2017 a player playing in the Gilbert Adult League was assessed a match penalty under USA Hckey rule 615(c), remving helmet during altercatin. The player was nt present fr the hearing. The Discipline Cmmittee determined the player t be suspended frm participating in any USA Hckey sanctined adult hckey league thrugh January 27, The player was made aware f th appeal prcess. 4. A CAHA Cach was assessed a match penalty under USA Hckey rule 601 (f3) behaving in any manner that is critically detrimental t the game. The cach appeared befre the Cmmittee and gave his interpretatin f the incident. He als shwed a vide f the incident. The Cmmittee that the 4 games and 4 practices that he missed was substantial enugh as time served fr the penalty. It shuld be nted that the vide shwn did indicate that the fficials did nt have cntrl f the game. It shuld als be nted that this game was played in Califrnia and nt Arizna. 26 AAHA Mite Cmmittee Summary December 4th, 2017 The Mites Cmmittee met n December 4th. Tpics discussed were: -Age up Clinics -Recmmendatins fr Mites in the 2018/2019 seasn -Mites playing Squirts 1. Age up clinics After cnsultatin and recmmendatins frm the Executive Cmmittee, the Mites Cmmittee has decided t take the age up clinics ff the schedule. 2. Recmmendatins fr Mites in the 2018/19 seasn- ACTION REQUESTED a) The cmmittee recmmends that Mites can nly travel ut f state nce per seasn (dwn frm 2 in previus seasns) with the apprval f the cmmittee and the bard. USA Hckey des nt recmmend that any Mites travel at all and des nt frmally recgnize Travel Mites. The Mites Cmmittee recgnizes that the decisin t travel is a decisin that each team/ assciatin can decide n individually. b) The cmmittee recmmends that mites shuld jin AZYHL fr the upcming seasn and have league play. All league games will be held at jambrees arund the State. -The league will cnsist f 2 divisins (an upper and a lwer), play 4x4 half ice, n mre than 10 kids n a team. -Each assciatin will be limited t 2 teams in each divisin. -League games will be played at Jambrees and jambrees will eliminate the huse/ develpment league. -Seeding turnament (jambree) will be held in Octber t determine which divisin the team plays in. -Mini mites will n lnger be allwed t participate in Mites travel teams. This is fr 1st and 2nd year mites (example 2011 and 2010 fr the 2018/19 seasn) nly. Teams may ask the Mites Cmmittee fr age exemptins. -Teams may mve a player up t the higher divisin t cver fr sick r injured players, hwever, kids in the higher divisin may nt play dwn n the lwer divisin teams. 3. Mites playing Squirts -Each club can self regulate Mites PRACTICING with squirt teams. The cmmittee sees n need t make a rule r intervene n this issue -At the end f the travel seasn (at the cnclusin f the AZYHL playiffs) 2nd year Mites may play squirts

27 -1st year Mites may nt play up an age grup regardless f the seasn. (i.e. summer huse leagues). Rinks need t be reminded f this plicy. This is an existing plicy and must be adhered t. 4. At this time last year we had a cmpletin rate f 70% s we have had a significant increase in the prprtin f fficials wh have cmpleted all registratin requirements. In the next mnth it is expected that we will have mre cmpleted fficials at every level fr the seasn except fr Level 4. The drp in Level 4 fficials was expected because Arizna is nt hsting a natinal champinship this seasn. 29 Seminars We will begin planning fr the seminar seasn within the next mnth. The first step is t identify ptential ice slts at the varius rinks acrss the valley. Typically we have nt been able t schedule dates late due t rinks wanting t reserve time fr leagues/teams. This is detrimental because fficials d nt have sufficient ntice t plan fr seminars. This year we are attempting t have fewer seminars with mre seats and t schedule these seminars far in advance. This will require us t have multiple sheets f ice at a single facility fr each seminar. The cperatin f the rinks t get this scheduled wuld be much appreciated. USA Hckey Evaluatins Fr the first fur mnths f the seasn, the evaluatin prgram has fcused n new and develping fficials. Belw are summary statistics fr the evaluatins that have been cmpleted frm 8/1/2017 thrugh 12/31/2017.
