4 MARCH PRESIDENT S REPORT I tuched n this at the last meeting, since the beginning f December there have nt been any cncussins reprted t AAHA. It is interesting that the first six weeks f the seasn we had eight players cmplete the cncussin prtcl and then nly a few up t December. AAHA is wrking n a vide presentatin t educate the parents and caches the prtcl required when their player is suspected f a cncussin. This prtcl is extremely imprtant t eliminate the player returning back t the ice t sn. Thank yu, Tim

15 AAHA Administratrs Reprt fr February 2018 The emphasis this last mnth n the AAHA web page was n setting up a number f infrmatin distributing New s articles, the upcming Tier I, Tier II and AZYHL State Turnaments. Wrking with Geff Pashkwski a number f pages were added t the web site under the Yuth/Player Develpment tab in preparatin fr the spring Develpment Camps fr bth Girls and Bys. In additin there was a New s article created with navigatin links t thse pages. Additinally there were New s articles create n the AAHA Hme page s News slideshw annuncing the dates and lcatins f the Tier I, Tier II and AZYHL State Turnaments. With the hpe that these New s articles wuld be used nce peple became familiar with them, we included links t each game summary as the game was cmpleted and the game sheet entered as well as links t the actual schedules and a reprt tracking hw the teams were prgressing thrugh their varius brackets. Lastly as the Turnaments were finishing, Tier I is the nly cmpleted t date f this writing, an annuncement and phts f the winners was upladed. There were tw ther majr undertakings in the mnth f February. First the Cmmitment Letter/Registratin prcess used in AAHA, it is actually AAHA s registratin system. It is what is called a nn-mnetary registratin system as n fees are cllected that is dne at the Assciatin level, hwever Player s in the Tier I, Tier II and AZYHL levels within AAHA are required t fill ut this registratin system. This is under ging a cmpletely rewrite frm what has been used in past years, with the intent f making it easier fr the players and parents/guardians t filled ut and t distributed sme infrmatin that USA Hckey has recmmended be dne at registratin time. This is just entering the testing stages and shuld be ready t rll ut during March. The secnd majr undertaking is in becming a beta site fr Sprts Engine. Over the last six mnths, setting up the leagues, entering the league games, entering scresheets and then setting up the Champinships a number f issues have been

16 identified with the Sprts Engine sftware. Over six mnths lking int and in determining hw best t reslve/fix these things Sprts Engine has asked us t participate as a beta site. This will be an nging relatinship and very helpful t AAHA allwing us t be instrumental in creating a system that truly is hckey friendly.

17 AZYHL Cmmittee Reprt fr February 2018 There were actually tw AZYHL Cmmittee meetings in February, Jan 31st and Feb 27th and there were tw main tpics discussed and finalized in thse meetings. The first was the cmpletin f the changes being recmmended t AAHA fr inclusin in AAHA s Plicies/Prcedures Appendix B. This brught t a cnclusin a year lng effrt in which all f the Plicies/Prcedures f AZYHL were reviewed with a number f updates identified. Mst f the updates were f a clarificatin nature, but they required cnsiderable review and discussin, having cmpleted that prcess at the Jan 31st meeting they will nw be submitted t AAHA fr review and actin. The ther big tpic fr these tw meetings was the preparatin fr the AAHA (AZYHL) State Turnament pening n the 28th f February with the 16U and 14U s Divisins that week and weekend. The 10U and 12U Divisins are the week f Mar 4th t 11th. At the Jan 31st meeting the schedules were reviewed and apprved with a number f caveats that culd nt be actined until League play is cmpleted. It was agreed that we shuld ensure, regardless f their finishing rder in League play, that Flagstaff and Tucsn shuld be scheduled s that they wuld nt have t play during the week. Additinally at the Jan 31st meeting there was a discussin f the Cmmitment Letter prcess fr the seasn and an indicatin that a test versin f the prcess wuld be distributed t selected, knwledgeable peple fr review and testing by arund the middle f March. At the Feb 27th, meeting the medals fr the 10U Divisin 1st and 2nd place winners in the AAHA (AZYHL) State Turnament were distributed t the Cmmittee Members cmmitted t being at the apprpriate turnaments fr them. In additin the 1st place trphies were distributed fr presentatin at the Champinship games and finally a packet including the Turnament playing rules, the Tie Breaker rules and scresheets were distributed fr each rink hsting ne f the Turnaments.

18 Finally the final schedules were apprved, there needed t be an adjustment in the 12U Blue League/Divisin t minimize cnflicts with the 14U AZ Lady Cytes girls and the State Player Develpment camp. This entailed ne f the playff games being rescheduled in Tucsn special thanks t Wildcats Minr Hckey (Tucsn), the AZ Lady Cytes and AZ Ice Arcadia fr making this all happen it was last minute, but we gt it dne and in place.

19 USA Hckey Sample Lcker Rm Plicy USA Hckey requires that all lcal prgrams publish their lcker rm plicies t the parents f all minr participants. The plicies shuld be specific t the facilities they regularly use. The plicy belw is a sample nly but may be mdified by the lcal prgram t meet its specific needs and facilities. The lcal prgram s plicies shall include the prgram s (a) practices fr supervising and mnitring lcker rms and changing areas; (b) permissin r lack f permissin fr parents t be in the lcker rms; (c) prhibited cnduct, including at least all frms f abuse and miscnduct prhibited by USA Hckey; and (d) specific plicies regarding the use f mbile electrnic devices and phnes and prhibiting the use f a device s recrding capabilities. [NAME OF PROGRAM] s Lcker Rm Plicy In additin t the develpment f ur hckey players and enjyment f the sprt f hckey, the safety and prtectin f ur participants is central t [PROGRAM s] gals. [PROGRAM] adheres t USA Hckey s SafeSprt Prgram as a means t help prtect its participants frm physical abuse, sexual abuse and ther types f miscnduct, including emtinal abuse, bullying, threats, harassment and hazing. T help prevent abuse r miscnduct frm ccurring in ur lcker rms, [PROGRAM] has adpted the fllwing lcker rm plicy. This plicy is designed t maintain persnal privacy as well as t reduce the risk f miscnduct in lcker rms. At [NAME OF ARENA] there are [number (#)] f lcker rms available fr ur prgram s use. Each f the lcker rms [has its wn restrm [and shwer area]/shares a restrm [and shwer area] with ne r mre lcker rms]. [if prgram uses multiple arenas, the same infrmatin shuld be included fr each arena] Sme teams in ur prgram may als ccasinally r regularly travel t play games at ther arenas, and thse lcker rms, rest rms and shwer facilities will vary frm lcatin t lcatin. [PROGRAM s] team rganizers will attempt t prvide infrmatin n the lcker rm facilities in advance f games away frm ur hme arena. At arenas fr which yu are unfamiliar, parents shuld plan t have extra time and sme flexibility in making arrangements fr their child t dress, undress and shwer if desired. Lcker Rm Mnitring [PROGRAM] has predictable and limited use f lcker rms and changing areas (e.g., generally minutes befre and fllwing practices and games). This allws fr direct and regular mnitring f lcker rm areas. While cnstant mnitring inside f lcker rms and changing areas might be the mst effective way t prevent prblems, we understand that this wuld likely make sme players uncmfrtable and may even place ur staff at risk fr unwarranted suspicin.

20 We cnduct a sweep f the lcker rms and changing areas befre players arrive, and if the caches are nt inside the lcker rms, either a cach r vluntary lcker rm mnitrs (each f which has been screened) will be psted directly utside f the lcker rms and changing areas during perids f use, and leave the drs pen nly when adequate privacy is still pssible, s that nly participants (caches and players), apprved team persnnel and family members are permitted in the lcker rm. Team persnnel will als secure the lcker rm apprpriately during times when the team is n the ice. Parents in Lcker Rms Except fr players at the yunger age grups [specific age grups may be included here], we discurage parents frm entering lcker rms unless it is truly necessary. If a player needs assistance with his r her unifrm r gear, if the player is r may be injured, r a player s disability warrants assistance, then we ask that parents let the cach knw befrehand that he r she will be helping the player. Naturally, with ur yungest age grups it is necessary fr parents t assist the players getting dressed. We encurage parents t teach their players as yung as pssible hw t get dressed s that players will learn as early as pssible hw t get dressed independently. In circumstances where parents are permitted in the lcker rm, caches are permitted t ask that the parents leave fr a shrt time befre the game and fr a shrt time after the game s that the caches may address the players. As players get lder, the cach may in his r her discretin prhibit parents frm a lcker rm. Mixed Gender Teams Sme f ur teams cnsist f bth male and female players. It is imprtant that the privacy rights f all f ur players are given cnsideratin and apprpriate arrangements made. Where pssible, [PROGRAM] will have the male and female players dress/undress in separate lcker rms and then cnvene in a single lcker rm befre the game r team meeting. Once the game r practice is finished, the players may cme t ne lcker rm fr a team meeting and then the male and female players prceed t their separate lcker rms t undress and shwer, if available. If separate lcker rms are nt available, then the players will take turns using the lcker rm t change. We understand that these arrangements may require that players arrive earlier r leave later t dress, but believe that this is the mst reasnable way t accmmdate and respect all f ur players. Cell Phnes and Other Mbile Recrding Devices Cell phnes and ther mbile devices with recrding capabilities, including vice recrding, still cameras and vide cameras, are nt permitted t be used in the lcker rms. If phnes r ther mbile devices must be used, they shuld be taken utside f the lcker rm. [it may be permissible t have team manager cllect phnes] Prhibited Cnduct and Reprting [PROGRAM] prhibits all types f physical abuse, sexual abuse, emtinal abuse, bullying, threats, harassment and hazing, all as described in the USA Hckey SafeSprt Handbk. 21 Bylaw and Plicy Cmmittee Reprt March 2018 AAHA Meeting Prepared By: Sherri Kshil Date: March 5, POLICY PROPOSAL FOR DISCUSSION: Allwance f 12U players t individually petitin t play up n a 14U team. Sectin 12.2 which currently reads as fllws: 12.2 Play Up Rules All 8U age players (as defined by USA Hckey) shall nly be eligible t participate n an 8U age team. N 8U age player r 8U team shall be permitted t play up in a higher divisin. N team, 10U and abve (bys r girls), shall rster a player mre than ne age grup higher (as defined by USA Hckey) nly if allwed by the Member Assciatin. Appeals t these rster rules need t be made t the full AAHA Bard prir t the August AAHA Bard meeting s it can be reviewed by the Bard at that meeting. This appeal must be accmpanied by an evaluatin by the head cach f the current team the player is trying ut fr as well as the head cach f the prir team the player was rstered n shwing the player has the ability t play at this higher level. Prpsed language fr discussin: 12.2 Play Up Rules All 8U age players (as defined by USA Hckey) shall nly be eligible t participate n an 8U age team. N 8U age player r 8U team shall be permitted t play up in a higher divisin. 1. All players participating n 8U teams must be f an age (as defined by USA Hckey) within the 8U age grup. The Hckey Directr f the member assciatin requesting t have a 6&Under player(s) play up n an 8U team, shall submit a written request t the Chairpersn f the Mite Cmmittee detailing the justificatin fr the mve. The Mite Cmmittee shall review the request and prvide final apprval fr the mve prir t the player(s) being allwed t participate in team activities. 3. Entire teams f 6&Under players r yunger shall nt be permitted t play up at the 8U level Players in the 14U and 10U age divisins (bys r girls) may be permitted t play up n a team that is n mre than ne age grup higher (as defined by USA Hckey) fr the

22 duratin f the current playing seasn if recmmended and apprved t d s by the Hckey Directr f their prpsed Member Assciatin. 1. Fr player(s) recmmended t play up frm the 12U t the 14U age divisin n nn- natinally bund teams at any time r fr any duratin (i.e. full seasn, turnaments, r individual games), the Hckey Directr f the player(s) prpsed and/r current member assciatin must submit the recmmendatin t the Executive Cmmittee fr final apprval (with the help f the AZYHL Cmmittee if necessary). This submissin must include at a minimum, written explanatin f the justificatin fr the mve, a signed letter frm the parent(s) f the player(s) demnstrating their agreement with the mve, alng with a written agreement f the Head Cach f the lder age grup team the player is jining. 2. The Executive Cmmittee (with the help f the AZYHL Cmmittee if necessary) will evaluate the recmmendatin(s) and make a final decisin as t the eligibility f the 12U player t play up ne age grup higher U player(s) awaiting final apprval f the Executive Cmmittee may nt participate in any 14U team activities until ntice f final apprval is prvided in writing t the Hckey Directr f the member assciatin Any appeals t the utcme f the Executive Cmmittee s review prcess utlined abve in shall be presented t the full AAHA Bard f Directrs nt less than ne week (7 calendar days) prir t the next scheduled AAHA Bard meeting s it can be reviewed by the Directrs. The Bard f Directrs will then make the final decisin at the same meeting Entire teams in the 12U age level may NOT play up at a 14U age level Player(s) at the 10U and 14U age level may be permitted t play n a team nt mre than ne age grup higher fr a shrt term basis that may include individual games, turnaments r scrimmages prvided the mve is apprved by the Hckey Directr f the respective member assciatin prir t the player participating in any team activities f the lder age grup team. 1. Shrt-term basis fr the purpse f this sectin shall be defined as a temprary reassignment t an lder age grup team that will result in eventual return t the players riginal team. 2. Shrt-term call ups shall nt exceed 10 ttal games thrughut the duratin f the current playing seasn. If the player(s) exceeds 10 ttal games as a shrt-term call up, the player(s) will be required t be permanently reassigned t the lder age team.

23 At the request f the Bard, the plicy cmmittee is prpsing the fllwing plicy revisins: pertaining t ut-f-state mite players playing up n squirt teams in lcal AAHA-sanctined turnaments and ut-f-cuntry travel permits and 17.3 POLICY PROPOSAL: Out f State 8U players playing n 10U and lder teams in lcal AAHA-sanctined turnaments + requirement fr USAH travel permit apprval. Sectin 10.1 POLICY PROPOSAL: (Changes t existing plicy are shwn in red) Plicy currently reads as fllws: 10.1 Member Assciatins that have jurisdictin ver yuth/girls teams must be in full cntrl f all aspects f the prgram in which the teams participate. This cntrl extends t, but is nt limited t, Backgrund screening fr all individuals described in the Backgrund Screening plicy fr all levels f participatin within the prgram. USA Hckey and AAHA nly recgnize yuth/girls teams classified as Tier I, Tier II and Huse/Rec. The Arizna High Schl Hckey Assciatin shall be recgnized and designated as the single fficial high schl hckey assciatin/rganizatin fr the State f Arizna. The Arizna Lady Cytes shall be recgnized and designated as the single fficial all-female assciatin/rganizatin fr the State f Arizna. Other assciatins may nly register huserec all-female teams. Each playing seasn AAHA shall cnduct Arizna State Champinships at the fllwing age divisins fr the purpse f determining teams t represent Arizna in USA Hckey s Natinal Turnament play accrding t a schedule apprved each year by the AAHA Bard f Directr Yuth Bys Divisin: 14U and abve as defined by USAH; Tier I and Tier II fr each age divisin. Girls Divisins: 14U; 16U; and 19U; Tier I and Tier II fr each age divisin. 2. The AAHA Bard f Directrs will annunce the Champinship dates fr each Divisin prir t Octber 31st f each year and pst t the AAHA website. The Champin f each bys Yuth Tier I, and each girls Girls Tier I r girl s Girls Tier II Divisins shall advance t the Rcky Muntain District Champinships. The nn-refundable fee frm each team Member Assciatin shall be used t ffset the final State Champinship fees due per divisin frm each declared Tier I r Tier II team participating in the State Champinships. Beginning with the playing seasn, Member Assciatins must shall submit, a $500 $ nn-refundable fee fr each Tier I r Tier II team fielded fr the playing seasn n later than Octber 31 st August 15 th each year. The nn-refundable fee frm fr each team shall be paid by the Member Assciatin that is represented by that team and shall be used t ffset the final State Champinship fees due per divisin frm each declared Tier I r Tier II team participating in the State Champinships. The nnrefundable fee shall be required fr ALL Tier I and Tier II teams, even if they fail t qualify fr the Arizna State Champinships and regardless as t whether r nt they register as a Natinally Bund team. Fee payment shall be made payable t AAHA and delivered t the AAHA Treasurer. Failure t make the nn-refundable fee payment n r prir t August 15th shall result in a $500 penalty (per team nt paid) t the delinquent Member Assciatin. Any Member Assciatin that has nt paid their nn-refundable fee plus penalty fee fr a team r teams,

31 representing that Member Assciatin, prir t Octber 1 st shall be referred t the AAHA Discipline Cmmittee fr review n the subject. 6. Each Member Assciatin may declare n mre than ne team in each divisin t participate in the State Champinships. Member Assciatins that register multiple teams in a divisin with the Arizna Assciate Registrar shall be free t determine which team may represent the Member Assciatin per Divisin in any manner they wish., but the Member Assciatin shall declare t AAHA, in writing, which team will represent that Member Assciatin in the State Champinships n later than January 1 st f that playing seasn. See Sectin fr additinal infrmatin n the State Champinship frmat. 7. A final cst per team per divisin t participate in the State Champinships will be frwarded t each Member Assciatin n less than thirty (30) days prir t the state f the State Champinships. 8. A Credentials Meeting shall be held apprximately 7-10 days prir t the state start f the State Champinships. All remaining fees due per participating team shall be due n later than this meeting. A cach and/r manager frm each participating team shall be required t attend. N ne persn shall represent mre than ne team unless prir apprval is granted by the Turnament Directr. Failure f a team t have a cach and/r a manager present fr the credentials meeting shall result in the suspensin f the Head Cach f that team s first game f the State Champinship Turnament. 9. AAHA will pay the entry fee fr any team that represents AAHA in the Rcky Muntain District Champinships and Tier II Natinals, nt t exceed the RMD entry fee per team. Beginning with the playing seasn, AAHA will pay the entry fee r a maximum f $1, twards the entry fee, whichever is less, fr any team that represents AAHA in the Rcky Muntain District Champinships. 10. All games shall be played in accrdance with District/Natinal requirements as utlined in the latest editin f the USA Hckey Champinship Turnament Guidebk including all games being played t a winner Team Requirements 1. Teams declaring t participate in the Arizna State Champinships MUST have their final rsters submitted t the Arizna Assciate Registrar n later than December 15th f each year. 2. It shall be the respnsibility f each team declaring fr right t advance t the Rcky Muntain District Tier I Champinships r the Tier II Natinal Champinships t schedule a date t review all items as required by USA Hckey with the Arizna Assciate Registrar at least 10 days prir t AAHA State Champinships. In the case f a team r teams advancing either t the Rcky Muntain District Champinships r t the Natinal Turnament withut having t participate in the Arizna State Champinships that team r teams shall be respnsible fr having all items required by USA Hckey t be reviewed by the Arizna Assciate Registrar at least 3 weeks prir t the first games f the District Champinships r Natinal Champinships Turnament Frmats

Out f Twn Requests The cmmittee was reminded abut the use f the Out f Twn Request frm and that the frm has been updated t have a line s that the Hckey Directr can sign and acknwledge the request. The frm is updated n the state website. The cmmittee was als given a summary as t all the requests submitted and apprved t date. Arizna Cytes Updates Matt Shtt advised the cmmittee chair that currently they have 130 registratins fr the Arizna Cytes Jambree, which is 50 shrt f the gal but that expect t hit the gal in the next week r s. All cmmittee members were reminded t tell all parents that the jersey design entrees need t be submitted by Thursday March 8 th and that the winners will be picked n March 10 th. Future Meeting Dates: The cmmittee was made aware that depending n what the state decides n the prpsed plicy changes we may need t have anther meeting this seasn in March r April t prepare fr next seasn.
