4 FEBRUARY PRESIDENT S REPORT The hckey cmmunity experienced a tragic lss in January with the passing f Dean Blixt, this ccurred while he was refereeing a 16U game at AZ Ice Peria, n Sunday mrning January 21 st. The players that were invlved in this hckey game had the pprtunity t speak with Tammy Trawick LCSW, frm The Barry Grup wh specializes in Pediatric Mental Health and Bereavement Cunseling. All that were invlved in these meeting thught they were very psitive t help prcess this tragic lss. The Referees Assciatin lead by Chris Zrrza and with the cperatin f Jim Curly and AZ Ice Peria have put tgether a Celebratin f Life fr Dean Blixt. This will ccur n February 23 rd at 6:00pm at AZ Ice Peria. This will be a skate with a small dnatin at the dr, s please shw yur supprt fr ur hckey cmmunity and cme jin us.

15 AAHA Administratrs Reprt fr January 2018 This mnth saw attentin turned tward the playffs, in all divisins, AZYHL, Tier I and Tier II. Wrk was dne t clean up and make the Tabs n the AAHA Hme page mre meaningful, particularly fr Tier I and II. This entailed mving all f the histrical data frm the previus pages which were embedded in the Yuth tab t new pages established n the AAHA Hme page, mre wrk still needs t be dne, but it is starting t lk gd. There were a number f new News articles created fr the New s slideshw; a Webinar fr a USA Hckey Caching Clinic; a remembrance article fr a Referee tragically lst this mnth; annuncement f, maintenance f and reprting n the tw Mite Jambrees and finally an article abut the Tier I and Tier II playffs with the schedules fr Tier I. Cnsiderable wrk was dne n creating the Cmmitment Letter prcess fr AZYHL and Tier hckey fr the upcming seasn. Previusly a Cmmitment Letter link was created fr each team that was anticipated t be participating in the upcming seasn, requiring team names t be determined and the number f teams in each League t be identified. In additin t this being very early in the year, it was a very cumbersme prcess fr the Assciatins and Teams. Keeping track f all f thse links and rganized s that the right link was given t the crrect parent/guardian fr the crrect team, was very labr intensive. Wrking with Sprts Engine the gal fr this year is t have ne link fr all teams. The Registratin will ultimately be a pl f players by Assciatin and age that the AZYHL, Tier I and Tier II administratr(s) can pull frm t create the teams n-line nce the respective rsters are knwn. This shuld reduce significantly the wrk invlved in setting up the teams fr the new seasn. This is currently in testing and sn will be rlled ut t the AZYHL Cmmittee members fr further testing. Wrk needs t cntinue n the verall develpment f the Web page, there are a lt f electrnic features that we are currently nt taking advantage f that wuld help t draw peple t the page. This an pprtunity t distribute infrmatin, shw case hckey in Arizna and t help grw the game.

16 AZYHL Cmmittee Reprt fr January 2018 The seasn is fast appraching the end and a lt f wrk has/is being dne t stay as current as pssible with the game results, the final league standings, in mst f the League/Divisins, will determine the team placement in the State Champinship Turnament. The auditing f the Dec 31st 1-T Rsters is nw cmplete and with nly a cuple f questins utstanding all is ready fr the playffs. Wrk cntinues in preparing fr the State Turnament, the first f which pens the 28th f February and they run until the 11th f March. DIBs are available n the Web site fr vlunteers; we are planning n pre-printing all but the cnslatin and final games scresheets; the trphies are being returned frm last years winners; the winners banners have been rdered; the pster bards fr tracking the turnament at each venue are being rganized and the medals fr the 10U League/Divisins are being rganized s things are in pretty gd shape, but wrk still needs t be dne and the fcus still needs t be n the Turnament. At the last AZYHL Cmmittee meeting the last f the changes being recmmended t AAHA fr inclusin in Appendix B f the AAHA Bylaws were apprved and are being rganized nw fr submissin t AAHA Plicies Cmmittee fr review and ultimately submissin t AAHA fr actin. 18 Bylaw and Plicy Cmmittee Reprt February 2018 AAHA Meeting Prepared By: Sherri Kshil Date: February 8, 2018 Plicy sectins and which were unanimusly apprved at the January bard meeting were updated in the plicy manual and upladed t the AAHA website. The fllwing prpsals were tabled at the January meeting awaiting further changes and cmments frm the Tier cmmittee POLICY PROPOSAL FOR DISCUSSION: Allwance f 12U players t individually petitin t play up n a 14U team. Sectin 12.2 which currently reads as fllws: 12.2 Play Up Rules All 8U age players (as defined by USA Hckey) shall nly be eligible t participate n an 8U age team. N 8U age player r 8U team shall be permitted t play up in a higher divisin. N team, 10U and abve (bys r girls), shall rster a player mre than ne age grup higher (as defined by USA Hckey) nly if allwed by the Member Assciatin. Appeals t these rster rules need t be made t the full AAHA Bard prir t the August AAHA Bard meeting s it can be reviewed by the Bard at that meeting. This appeal must be accmpanied by an evaluatin by the head cach f the current team the player is trying ut fr as well as the head cach f the prir team the player was rstered n shwing the player has the ability t play at this higher level. Prpsed language fr discussin: 12.2 Play Up Rules All 8U age players (as defined by USA Hckey) shall nly be eligible t participate n an 8U age team. N 8U age player r 8U team shall be permitted t play up in a higher divisin. 1. All players participating n 8U teams must be f an age (as defined by USA Hckey) within the 8U age grup. N player classified as a 6&Under player r yunger shall be permitted t participate n an 8U team withut prir apprval f the AAHA Mite Cmmittee. 2. The Hckey Directr f the member assciatin requesting t have a 6&Under player(s) play up n an 8U team, shall submit a written request t the Chairpersn f the Mite Cmmittee detailing the justificatin fr the mve. The Mite Cmmittee shall review the request and prvide final apprval fr the mve prir t the player(s) being allwed t participate in team activities. 3. Entire teams f 6&Under players r yunger shall nt be permitted t play up at the 8U level.

19 Players in the 14U and 10U age divisins (bys r girls) may be permitted t play up n a team that is n mre than ne age grup higher (as defined by USA Hckey) fr the duratin f the current playing seasn if recmmended and apprved t d s by the Hckey Directr f their prpsed Member Assciatin. 1. Fr player(s) recmmended t play up frm the 12U t the 14U age divisin n nn- natinally bund teams at any time r fr any duratin (i.e. full seasn, turnaments, r individual games), the Hckey Directr f the player(s) prpsed and/r current member assciatin must submit the recmmendatin t the Executive Cmmittee fr final apprval (with the help f the AZYHL Cmmittee if necessary). This submissin must include at a minimum, written explanatin f the justificatin fr the mve, a signed letter frm the parent(s) f the player(s) demnstrating their agreement with the mve, alng with a written agreement f the Head Cach f the lder age grup team the player is jining. 2. The Executive Cmmittee (with the help f the AZYHL Cmmittee if necessary) will evaluate the recmmendatin(s) and make a final decisin as t the eligibility f the 12U player t play up ne age grup higher U player(s) awaiting final apprval f the Executive Cmmittee may nt participate in any 14U team activities until ntice f final apprval is prvided in writing t the Hckey Directr f the member assciatin Any appeals t the utcme f the Executive Cmmittee s review prcess utlined abve in shall be presented t the full AAHA Bard f Directrs nt less than ne week (7 calendar days) prir t the next scheduled AAHA Bard meeting s it can be reviewed by the Directrs. The Bard f Directrs will then make the final decisin at the same meeting Entire teams in the 12U age level may NOT play up at a 14U age level Player(s) at the 10U and 14U age level may be permitted t play n a team nt mre than ne age grup higher fr a shrt term basis that may include individual games, turnaments r scrimmages prvided the mve is apprved by the Hckey Directr f the respective member assciatin prir t the player participating in any team activities f the lder age grup team. 1. Shrt-term basis fr the purpse f this sectin shall be defined as a temprary reassignment t an lder age grup team that will result in eventual return t the players riginal team. 2. Shrt-term call ups shall nt exceed 10 ttal games thrughut the duratin f the current playing seasn. If the player(s) exceeds 10 ttal games as a shrt-term call up, the player(s) will be required t be permanently reassigned t the lder age team.

20 At the request f the Bard, the plicy cmmittee is prpsing the fllwing plicy revisins: pertaining t ut-f-state mite players playing up n squirt teams in lcal AAHA-sanctined turnaments and ut-f-cuntry travel permits and 17.3 POLICY PROPOSAL FOR DISCUSSION: Out f State 8U players playing n 10U and lder teams in lcal AAHA-sanctined turnaments + requirement fr USAH travel permit apprval. Plicy currently reads as fllws: 17. Member Assciatin Turnaments 17.1 All USA Hckey Sanctined Turnaments shall be cnducted in cmpliance with the mst recent USA Hckey Annual Guide. 22 At the request f the Executive Cmmittee, the plicy cmmittee is prpsing the fllwing plicy revisins t Sectin 10.1 pertaining t girls hckey. Sectin 10.1 POLICY PROPOSAL FOR DISCUSSION: (Changes t existing plicy are shwn in red) Plicy currently reads as fllws: 10.1 Member Assciatins that have jurisdictin ver yuth/girls teams must be in full cntrl f all aspects f the prgram in which the teams participate. This cntrl extends t, but is nt limited t, Backgrund screening fr all individuals described in the Backgrund Screening plicy fr all levels f participatin within the prgram. USA Hckey and AAHA nly recgnize yuth/girls teams classified as Tier I, Tier II and Huse/Rec. The Arizna High Schl Hckey Assciatin shall be recgnized and designated as the single fficial high schl hckey assciatin/rganizatin fr the State f Arizna. The Arizna Lady Cytes shall be recgnized and designated as the single fficial all-female assciatin/rganizatin fr the State f Arizna. Other assciatins may nly register huserec all-female teams. N later than the March AAHA Bard meeting date the Bard f Directrs shall establish the earliest tryut dates fr each level f play as defined abve fr the purpsing f frming teams fr the upcming playing seasn (defined as beginning after the cnclusin f USA Hckey s Natinal Turnament). N Member Assciatin shall cnduct r hld tryuts fr the purpse f frming a team, at any level, fr the upcming playing seasn prir t the AAHA established date. Prpsed change t 4 th paragraph: There shall cntinue t be ne recgnized and designated fficial all-female rganizatin fr the State f Arizna until such time that female enrllment is significantly increased t a level that warrants multiple rganizatins. Female rganizatins shall be subject t the same Tier Authrizatin requirements and deadlines as utlined in sectins and Other rganizatins may nly register huse/rec all-female teams.

23 Prpsed mdificatins t Sectin 13.2 f the AAHA Plicy Manual Updated 2/7/ Cmpetitin amng Tier I Assciatins and Teams 1. Prcedures: Each Tier I Assciatin shall adhere t the fllwing: If there is mre than ne (1) authrized Tier I team in any USA Hckey apprved age divisin then each authrized Tier I Team shall play each ther, in Arizna, a minimum number f times as determined by the Tier Cmmittee (excluding any turnament games) at each apprpriate age divisin each seasn. The Tier Cmmittee shall annunce the minimum number f games t be played in each age divisin fr the upcming playing seasn n later than August 1st f each year. *See Appendix C: Tier I Cmpetitin Requirements. Each Hme team is respnsible fr the csts f the game, except fr an dd number f games, r a neutral game, in which bth teams will be respnsible t split the csts evenly. *See Appendix C: Tier I Cmpetitin Requirements, t btain details regarding required games fr current playing seasn. 2. Scheduling f such games shall be the respnsibility f the teams invlved. The dates f said games will be given t the AAHA Tier Cmmittee prir t Octber 1st f the current playing seasn. Scheduling f the dates and lcatins f the required games shall be cmpleted n later than August 15 th f the seasn t be played. All such games must shall be cmpleted at least tw (2) weeks prir t the 1st scheduled game f the Arizna State Tier I Champinships. The dates f said games shall be given t the AAHA Tier Cmmittee prir t September 1st f the seasn t be played. 3. All games played as cmpetitin between Tier I teams shall be in accrdance with the fllwing: a. 14U games shall have a 5 minute warm up and 16 minute stp time perids. There shall be an ice cut befre each game and there shall be a 2 minute rest perid between all perids. The game slt fr 14U Tier I games shall be 1 hur and 30 minutes. b. 15U and 16U games shall have a 5 minute warm up and 17 minute, stp time perids. There shall be an ice cut befre each game and between the secnd and third perids. There shall be a 2 minute rest perid between the first and secnd perid. The game slt fr 15 Only and 16U Tier I games shall be 2 hurs. c. 18U games shall have a 5 minute warm up and 17 minute, stp time perids. There shalll be an ice cut befre each game and between the secnd and third perids. There shall be a 2 minute rest perid between the first and secnd perid. The game slt fr 18U Tier I games shall be 2 hurs. d. If the gal differential is seven r mre at any pint, run-time n the game clck shall be used. If the gal differential returns t less than seven gals, stp-time shall be reinstated. e. All games shall utilize a 3 persn n-ice fficiating crew. f. Games may end in a tie g. Tw pints will be awarded fr a victry and ne pint fr a tie. h. The team with the greatest amunt f pints in games played between the teams entered in the Arizna State Champinships shall be cnsidered the Hme team during the Arizna State Champinships. If there are nly tw teams in an age Divisin, the Hme team shall hst Game 1 and Game 3, if a third game is needed.

Shuld teams have the same amunt f pints the fllwing tiebreaker(s) shall be applied: (i) Mst wins (ii) Gal differential (Gals scred minus Gals allwed) (iii) Gal qutient (Gals scred divided by Gals allwed) a. A maximum f a seven gal differential in any game shall be used in determining gal differential r gal qutient in tie-breakers at the end f the seasn. (iv) Cin flip 3. Failure f a Tier I team r Tier I assciatin t agree and execute these requirements shall result in excluding the nn-cmplying Tier I team and/r Tier I assciatin frm participating in the Arizna State Champinships, advancing t the Rcky Muntain District Tier 1 Champinships and USA Hckey Natinal Turnament at any level Penalties fr Nn-Cmpliance Any AAHA Member Assciatin Tier I team fund determined by the AAHA Executive Cmmittee t be in vilatin f any f the AAHA Tier I plicies shall be referred t the AAHA Discipline Cmmittee fr a hearing. The AAHA Discipline Cmmittee may impse be subject t any r all f the fllwing sanctins: 1. Suspensin f the Head Cach fr the remainder f the current playing seasn in which the vilatin ccurred AND fr the fllwing playing seasn. 2. Disqualificatin f the vilating team frm participatin in the Arizna State Champinships, the Rcky Muntain District Turnament and USA Hckey s Natinal Turnament. USA Hckey Natinal Turnament prcess. 3. Each playing seasn AAHA shall cnduct Arizna State Champinships at the fllwing age divisins fr the purpse f determining teams t represent Arizna in USA Hckey s Natinal Turnament play accrding t a schedule apprved each year by the AAHA Bard f Directr Yuth Bys Divisin: 14U and abve as defined by USAH; Tier I and Tier II fr each age divisin. Girls Divisins: 14U; 16U; and 19U; Tier I and Tier II fr each age divisin. 2. The AAHA Bard f Directrs will annunce the Champinship dates fr each Divisin prir t Octber 31st f each year and pst t the AAHA website. The Champin f each bys Yuth Tier I, and each girls Girls Tier I r girl s Girls Tier II Divisins shall advance t the Rcky Muntain District Champinships. The Champin f each bys Yuth Tier II Divisin shall advance t the USA Hckey Natinal Champinships. 3. The nn-refundable fee frm each team Member Assciatin shall be used t ffset the final State Champinship fees due per divisin frm each declared Tier I r Tier II team participating in the State Champinships. Beginning with the playing seasn, Member Assciatins must shall submit, a $500 $ nn-refundable fee fr each Tier I r Tier II team fielded fr the playing seasn n later than Octber 31 st August 15 th each year. Each Member Assciatin may declare n mre than ne team in each divisin t participate in the State Champinships. Member Assciatins that register multiple teams in a divisin with the Arizna Assciate Registrar shall be free t determine which team may represent the Member Assciatin per Divisin in any manner they wish., but the Member Assciatin shall declare t AAHA, in writing, which team will represent that Member Assciatin in the State Champinships n later than January 1 st f that playing seasn. See Sectin fr additinal infrmatin n the State Champinship frmat. 7. A final cst per team per divisin t participate in the State Champinships will be frwarded t each Member Assciatin n less than thirty (30) days prir t the state f the State Champinships. 8. A Credentials Meeting shall be held apprximately 7-10 days prir t the state start f the State Champinships. All remaining fees due per participating team shall be due n later than this meeting. A cach and/r manager frm each participating team shall be required t attend. N ne persn shall represent mre than ne team unless prir apprval is granted by the Turnament Directr. Failure f a team t have a cach and/r a manager present fr the credentials meeting shall result in the suspensin f the Head Cach f that team s first game f the State Champinship Turnament. 9. AAHA will pay the entry fee fr any team that represents AAHA in the Rcky Muntain District Champinships and Tier II Natinals, nt t exceed the RMD entry fee per team. Beginning with the playing seasn, AAHA will pay the entry fee r a maximum f $1, twards the entry fee, whichever is less, fr any team that represents AAHA in the Rcky Muntain District Champinships. 10. All games shall be played in accrdance with District/Natinal requirements as utlined in the latest editin f the USA Hckey Champinship Turnament Guidebk including all games being played t a winner Team Requirements 1. Teams declaring t participate in the Arizna State Champinships MUST have their final rsters submitted t the Arizna Assciate Registrar n later than December 15th f each year. 2. It shall be the respnsibility f each team declaring fr right t advance t the Rcky Muntain District Tier I Champinships r the Tier II Natinal Champinships t schedule a date t review all items as required by USA Hckey with the Arizna Assciate Registrar at least 10 days prir t AAHA State Champinships. In the case f a team r teams advancing either t the Rcky Muntain District Champinships r t the Natinal Turnament withut having t participate in the Arizna State Champinships that team r teams shall be respnsible fr having all items required by USA Hckey t be reviewed by the Arizna Assciate Registrar at least 3 weeks prir t the first games f the District Champinships r Natinal Champinships Turnament Frmats

31 USA Hckey Natinal Turnament Hst AAHA is hsting the USA Hckey Natinal Turnament fr 14U and 15U Tier I age divisins. The AAHA State Champinships 14U and 15U age divisin will be the fllwing frmat: 1. Winner f the best f three regular seasn series is the hme team. 2. The hme team will hst the first, third and fifth (if needed) games. 3. The away team will hst the secnd and furth (if needed) games. 4. The State Champin will be the first team t win three games. 32 Discipline Reprt February 2018 The Discipline Cmmittee met n Tuesday January 30, There was ne hearing scheduled regarding a caching vilatin. 1. It was reprted that an adult was ding caching n ice and n the bench with a CAHA Chandler team. He was nt USA Hckey registered, did nt have his CEP r mdule and was nt backgrund screened. The nly certificatin he had was SafeSprt. It was determined that the adult culd nt perfrm any caching duties until he ges t a CEP clinic and has his backgrund screening cmpleted. At that time whenever that shuld happen the adult wh is nw a cach will be n a ne year prbatin. The current head cach f that team has been placed n a ne year prbatin that started n February 1, 2018 and will end n January 31, The CAHA Chandler Club was fined $ A secnd caching vilatin was reprted that was essentially identical in nature as t the ne in Chandler. This vilatin was with the DYHA Club. Again, an adult wh was smetimes acting as an assistant cach n the ice and n the bench was nt prperly registered r CEP Certified. It was determined t assess the same suspensin t the adult. That is he cannt be n the bench r n the ice until he cmpletes his CEP Certificatin and has been prperly registered with USA Hckey. He will als be placed n a ne year prbatin nce he has cmpleted all the prper certificatins and registratins. The head cach f the team is als placed n a ne year prbatin that begins n February 7, 2018 and the DYHA Club is fined $500. 41 Tier Cmmittee Meeting January 31, 2018 Oceanside Ice Arena Members present: Marc Fritsche, Kenny Crupe, Jeremy Gltz, Rn Filin, Leer Shtrm, Brad McCaughey, Kurt Gar, Tim Reckell and Bruce Urban. Members absent: Tdd Brdfueher and Geff Pashkwski Meeting started at apprximately 11:45am and adjurned at apprximately 1:20pm Play-up rule prpsal: There was discussin n the prpsed play-up plicy that has been presented t the AAHA Bard. Every member present agreed that players shuld nt mve up t a higher age level. One f the primary reasns is that players lse ut n skill develpment at their current age level Mite play: Discussin was primarily abut Jambrees. The members agreed that the travel teams shuld participate in their wn Jambree under the AZYHL in a Jambree frmat. The jambree shuld be limited t tw teams per assciatin at each event. The members als agreed that travel mite teams be limited t nly ne travel per seasn ut f state. Jambrees fr huse teams are t be free. The frmat is that players will sign up and teams will be made up fr just the Jambree. Players will be selected fr a team by drawing names ut f a hat r similar. Girls Tier Teams: There was sme discussin f changing the plicy f having nly ne assciatin that can register Tier Teams fr girls. There was n cnclusin that came frm the discussin. There will be mre discussin at the next Tier meeting. Tier Plicies: The members agreed with the prpsed Tier Plicies that will g befre the AAHA Bard at the February 12 th meeting. They als asked that the state playdwns fr the Tier I 2018/19 seasn be changed t the weekend befre President s Day weekend and the Tier II state playdwns beginning in 2018/19 seasn be scheduled fr the weekend after President s Day weekend. The ther changes t the plicy was that the Tier I 18U games t be scheduled fr 2 hurs, the 14U games have a 5 minute warmup and scheduled at 1 ½ hurs with n ice cut and the 15 Only and 16U remain the same.

42 Fr Tier II the change was that 16U and 18U games scheduled at 1 ½ hurs with an ice cut after the secnd perid. Tier I Applicatins: The tw Tier I applicatins were tentatively apprved pending the changes that Tim Reckell and Bruce Urban acknwledged at the meeting that needed t be made.

44 07 February 2018 Dear AAHA Bard Members, On behalf f the El Pas Hckey Assciatin (EPHA), I am writing t seek cnsideratin and supprt fr cntinued inclusin in the Arizna Yuth Hckey League (AZYHL) fr the EPHA. Our rganizatin and yuth members have enjyed significant benefits frm many years f psitive membership in the league. El Pas has steadily develped a strng and vibrant yuth prgram ver the past 15 years thanks t rganizatins such as the AZYHL that have pened their arms t ur kids. Our cntinued health, hwever, is dependent n ther cmmunities as ur numbers are nt sufficient t perate as a stand-alne rganizatin and league. Our cntinued success is dependent n ur ability t find teams within traveling distance t play. Phenix is the nly cmmunity within reasnable driving distance that prvides a league with numbers fr ur teams t play. We understand the cncerns that may exist with the lng distance between Phenix and El Pas and are willing t bear the burden f that travel t remain in the league. We feel that ur prgram, caches and parents share the values that yur rganizatin exhibits and demands f its members. We believe that we have demnstrated these cre values f sprtsmanship, teamwrk, and fair play that warrant renewed cnsideratin. We are aware f issues that have ccurred with ther league members that are external t the Phenix cmmunity. We understand the cncerns generated by that situatin but wuld like t be judged by ur wn histry f behavir, actins and psitive cntributins t the league. USA Hckey preaches the mtt f Grw the game.
