[SEC Bylaw 17.30] The administratin f Cnference regular-seasn and champinship cntests are gverned by NCAA rules, except where these Cmmissiner s Regulatins expressly supersede r cnflict with NCAA rules. Artificial Nisemakers. [SEC Bylaw e] Artificial nisemakers shall nt be brught int r used in any sprts venue during games between member institutins. Each institutin must have statements printed n tickets and ntices t the effect that such nisemakers will nt be permitted inside its cmpetitin areas. Awards. The General Administratin sectin f the Cmmissiner s Regulatins prvides a cmplete list and guidelines fr all Cnference awards. In additin, the recipients f the sprt-specific awards listed belw will be selected as fllws: 1. All-SEC Teams. The first team cnsists f the tp finisher in each event. The secnd team cnsists f the secnd and third place finishers in each event. And fr award purpses, ties are nt brken. 2. All-Freshman Teams. The all-freshman team (ne men s and ne wmen s) cnsists f the highest freshman (true r redshirt) finisher in each event, excluding relays, and ties are nt brken. 3. Runners f the Year. The recipients will be determined by vte f the head caches. An SEC staff member will distribute nminatin frms t caches after the SEC Champinships. Nminatins will be returned t the SEC ffice where a ballt will be cmpiled and returned t caches fr their vtes. One men s team and ne wmen s team is named annually fr track and field, which includes the sprts f crss cuntry and indr track and field, at the end f the utdr track and field seasn. 10. Track/Field Athletes f the Week. See General Administratin sectin f the Cmmissiner s Regulatins. 11. Freshmen f the Week. See General Administratin sectin f the Cmmissiner s Regulatins. Caches Cmmittee. [SEC Bylaw 21.9] The caches cmmittee will be made up f the head cach frm the champinship hst institutin alng with tw ther head caches frm different institutins. Fr , the caches cmmittee will include Auburn, LSU, and Alabama. A chart listing the cmplete rtatin will be maintained by the Cnference ffice. Caches Meeting. [SEC Bylaw 21.8] Each head track and field cach is required t attend the annual caches meeting held in September at the SEC ffice. Caches Meeting Chair. The chair f the annual caches meeting will be an alphabetical rtatin with Flrida serving as the chair fr Subsequent years will be as fllws: Gergia ( ) and Kentucky ( ). A chart listing the cmplete rtatin will be maintained by the Cnference ffice. Cnference Champinship. The Cnference Champins (men and wmen) will be determined by a meet f all SEC member institutins spnsring a team. The champinship will be cnducted under the guidelines utlined in these Cmmissiner s Regulatins. Regular-Seasn Cmpetitin/Scheduling. The utdr track and field seasn shall begin with the first scheduled meet and cntinue until the last regularly-scheduled utdr meet, r thrugh the NCAA Champinships, whichever is later. Reprting Meet Results. Results f field events shall be reprted in bth meters/centimeters and feet/inches. Public address annuncements must be made in feet/inches and metrically. Any event perfrmance indicatr displays must be made in feet/inches and may include metric. CONFERENCE CHAMPIONSHIPS Administrative Telecnference and Meeting. Caches frm each institutin cmpeting in the Cnference champinships shall participate in a mandatry telecnference prir t the start f the champinships t review plicies and prcedures. In additin, caches frm each institutin cmpeting in the Cnference champinships shall attend a mandatry meeting the afternn prir t the start f the champinships t review additinal infrmatin and prcedures. Champinships Cmmittee. This cmmittee shall be cmpsed f the chairs f the men s and wmen s caches cmmittees, plus a representative f the hst institutin (either the meet directr r head cach), the head referee and the SEC liaisn. Its duties shall include: 1. Supervising the declaratin f entries; 2. Heating and flighting the meet (the mechanics will be delegated t meet management after the start f cmpetitin); and 3. Serving as the final authrity n all matters cncerning the cnduct f the champinships, ther than thse handled by the referees and/r jury f appeals. Credentials. [SEC Bylaw ] All credentials shall be issued accrding t a numbering system (r ther cmparable methd) t ensure nly apprpriate individuals have access t specified areas. 154

3 Dates and Sites. The SEC Champinships shall be held Thursday thrugh Sunday tw weeks prir t the NCAA Champinships and as determined by the hst institutin. The 2016 SEC Champinships will be held May 12-14, in Tuscalsa, Alabama hsted by the University f Alabama. (If an institutin is unable t hst during its scheduled year, ntificatin must be given at least ne year in advance at the annual caches meeting. In this circumstance, the champinships shall rtate t the next institutin in sequence.) The champinships will be a three-day (Thursday thrugh Saturday) meet. The rder f rtatin fr hsting future SEC Outdr Champinships shall be: 2016 Alabama 2020 Texas A&M 2024 Gergia 2017 Suth Carlina 2021 Ole Miss 2025 Auburn 2018 Vanderbilt 2022 Flrida 2019 Tennessee 2023 Arkansas Declaratins and Rsters. The declaratin deadline will be at least tw days prir t the start f the champinships. A team may declare n mre than 30 student-athletes per gender. A team s cmpetitin rster may nt be altered after this time. Infrmatin regarding the nline entry fr rsters and declaratins will be prvided by the hst institutin at least a mnth befre the event, and the declaratin f entries must be made nline. Electrnic Devices. The hst institutin shall determine if electrnic devices may be used in the warm-up area by student-athletes and caches. The use f such devices in the cmpetitin area by caches fr cmmunicatin regarding inclement weather r ther event management matters shall be permitted. Electrnic Timing Prcedures. Fully electrnic time and phts will be fficial. Time will be recrded fficially t the 1,000 th f a secnd when needed. The finish evaluatrs will determine the results f each race frm the phts. Tw fully autmatic, electrnic timing devices shuld be used at the finish line and be independent f each ther. In the event f a prtest (pertaining t the reading f the picture), the meet referee and the tw fficial evaluatrs will make the final decisin. Ttal timing failure requires re-running the heat as decided by the running referee. In the cmbined events, when there is a discrepancy, the electrnic pht and time may be used by the referee and head timer as a guideline in determining prper time fr the cmpetitr. Wind readings must be taken and recrded in all apprpriate events. Entry Infrmatin. Perfrmances used n the entry frms must have been achieved during the current utdr seasn. N indr r relay perfrmances will be accepted. If an athlete has a perfrmance standard fr the event, it must be used. If there is n time standard available fr seeding, the participant will be placed at the bttm f the list. Times used t declare athletes int the champinships may nly have wind readings f 4.0 and belw. All cmpetitrs, including thse in field events, must have a cmpetitin number. Every cmpetitr must als have his/her year f eligibility listed n the entry frms. The meet directr may ntify the apprpriate athletics directr f late entries. If the name f a participant is inadvertently left ff the alphabetical rster list by the declaratin deadline, the participant will be permitted t cmpete, but a letter f reprimand may be sent t the institutin s athletics directr. Institutins may enter up t 30 individuals. Each institutin may enter ne relay team per relay event. The men s and wmen s champinships will be scred separately, althugh they are cnducted tgether at a cmmn site. Ful Camera Minimum Standards. T be eligible t hst the SEC Champinships, the hst institutin must meet the ful camera prtcls set ut in Supplement A. Heating. Setting heats will be dne by, and in the presence f, the champinships cmmittee and will be administered in accrdance with the guidelines listed fr each event. The cmmittee shall supervise the 200-meter and 400-meter draws, including mdifying the running events schedule based n the number f declared entrants in thse races. In any event that requires mre than ne heat; the fastest heat will be run last. A cmputer-generated rank rder list shuld be prvided and all SEC parameters fr heating shuld be prgrammed int the cmputer. Heat sheets will nly be prvided the night befre the cmpetitin at the caches meeting and will include declared and seeded times. Hst Institutin Respnsibilities. In additin t the respnsibilities set frth in the On-Campus Hsting Manual that is prduced by the Cnference ffice, the Champinships Directr and Champinships Sprts Infrmatin Directr shall: Champinships Directr Respnsibilities: Obtain the fllwing fficials: referee fr track events; referee fr field events; starter; three-persn jury f appeals; and tw finish evaluatrs. In additin, the directr will btain the remaining fficials needed t cnduct the meet. The directr will submit names f referees and the jury f appeals fr apprval at the annual head caches meeting; Serve as the administratr and supervisr f the champinships; and Oversee the supprt staff in the cnduct f the SEC Champinships. Champinships Sprts Infrmatin Directr Respnsibilities: Prduce a champinships prgram insert that includes the event schedule, champinships persnnel, and facts abut the champinships; Crdinate credentialing fr all media, which includes assigning and distributing credentials after ensuring all credentialed media have signed ff n the SEC Media Plicy; Prepare and distribute advance publicity fr the Cnference champinship event; Prvide infrmatin t lcal, reginal and natinal media during the champinships; Supervise and crdinate media interviews and the media wrk area; Send each day s results t all ther Cnference schls and the SEC ffice, including the SEC website; Write a general, unbiased summary fllwing each day f cmpetitin and send t the SEC website; At the end f the champinships, prvide cpies f the final results t the SEC ffice; Prvide a phtgrapher fr the champinships and awards ceremnies; Perfrm any ther duties pertaining t the media aspect f cnducting the event; and 156

5 Wrk with the champinship directr as needed. Official Party. Each participating team will be issued credentials fr its fficial traveling party (e.g., athletes, caches, managers, trainers, etc.). Each institutin must ntify the hst f its traveling party size. Officials. [SEC Bylaw ] The hst institutin is respnsible fr training all fficials in accrdance with SEC and NCAA rules. The Cnference ffice shall maintain a wrking list f head fficials frm which the hst institutin must select the fficials fr the champinships. Tickets Each fficial is entitled t a maximum f tw cmplimentary tickets t the cmpetitin. Officials shall cntact the ticket ffices directly. The deadline fr ticket requests is ten days prir t the cmpetitin. Order f Events. The rder f events shall be apprved at the annual head caches meeting. The rder shall nt change, except in field events where the hst institutin may make mdificatins in the time schedule t accmmdate a facility cnflict. Hwever, the hst may nt change the day f an event withut prir apprval f the head caches. The directin f running and field events will be determined by the referees. The cmbined events schedule n Thursday and Friday may be mdified by the champinships cmmittee if the number f entries warrants such actin. When cmparable men s and wmen s events are cntested back-t-back, the wmen will cmpete first in evennumbered years, and the men will cmpete first in dd-numbered years, except in cmbined events, which shall be scheduled wmen first n the first day f cmpetitin and men first n the secnd day f cmpetitin, regardless f year. In the 10,000 meters and 3,000 meter steeplechase, the champinships cmmittee may adjust the start time, n less than fur hurs befre the event is scheduled t begin, if there are student-athlete safety cncerns related t the heat and humidity. Practice. The facility must be available fr practice the entire day befre the champinship event begins and each day f the champinship until tw hurs prir t the start f the first event f the day. The hst institutin shall determine the practice schedule. Prtests. If an athlete is disqualified, the head cach, r his/her representative, must be ntified immediately by the meet referee f the disqualificatin. All prtests must be filled (at the prtest table) at nce and n later than 30 minutes after ntificatin r after the event results are psted, whichever is earlier. Inquiries may be made by a cmpetitr t the head fficial fr the event, but cmpetitr s cach must file the fficial prtest at the prtest table within 30 minutes. All prtests will be submitted t the referee, wh will render a decisin. Decisins f the jury f appeals shall be final. If there is a tie t the 1,000 th f a secnd, the Lynx system s camera angles frm bth sides f the finish line will be evaluated. Vide Evidence in Prtests. Fr future champinships, the nly fficial vide permissible fr use as evidence in prtests shall be televisin ftage and/r vide supplied by the hst institutin, as determined by the hst institutin. Caches must infrm the head referee f their desire t access available vide ftage within the permissible 30 minutes. Further, caches may request t review a picture r vide after results are annunced and befre the prtest is filed. [NOTE: Due t technical cnstraints, it may nt always be pssible t view a picture r vide befre the 30- minute prtest windw clses.] Results. All results f preliminaries, semifinals and finals must be psted in lcatins t which caches and athletes have access. Results and pertinent infrmatin will be psted after each event. The fficial timing system will break ties fr the last qualifying psitin t the 1,000 th f a secnd. A run-ff shall be cnducted t break a tie t the 1,000 th f a secnd in qualifying runds fr advancement in running events, and the head referee shall determine when the run-ff is cnducted. Scring. The scring system shall be: Seeding. In all events, ne mre cmpetitr than can scre shall advance t the finals, if pssible. Squad Size. [See Supplement D f the General Administratin sectin] The SEC Champinship squad size is 30. Tickets. Each head cach may receive eight tickets, each assistant cach may receive fur, and student-athletes may receive fur player/guest admissins. The hst institutin may decide whether r nt t charge fr ticketed admissin. If 157

6 an institutin chses t charge fr admissin, the ticket prices shall be set by the hst institutin, but must be apprved by the SEC ffice. In additin, if admissin is charged, the hst institutin shuld make prir cntact with each participating schl t determine the frm f payment and staffing fr the player/guest gate. Institutins are nt required t purchase a set amunt f tickets. Unifrms. (See the General Administratin sectin f the Cmmissiner s Regulatins.) All team members must wear the prper unifrm f the institutin they represent. Weighing Implements. A Trackmaster r cmparable unit shuld be used. The time and site fr weigh-in will be determined by the hst institutin. If an implement is n the Internatinal Assciatin f Athletics Federatins (IAAF) list, it may be used in the SEC Champinships. This list will be prvided by the hst with the final meet infrmatin packet. A descending rder list per event will be prvided t caches prir t the champinships, and n later than the pre-event caches meeting. 158

7 FOUL CAMERA PROTOCOLS FOR CHAMPIONSHIP COMPETITION SUPPLEMENT A Cameras Camera Requirements. If cameras will be used, they must be peratinal fr all thrw and hrizntal jump cmpetitins, including Cmbined Event cmpetitin. Meet management may nt use cameras unless they will be used in all events. Technical Requirements. Enugh cameras must be available t mnitr all thrw and hrizntal jump cmpetitins, including Cmbined Event cmpetitin. There must be tw (2) memry cards available fr each cmpetitin camera. Cameras must be high speed cameras and must be capable f shting at 120 fps. Cameras with the capability f starting/stpping via remte cntrl are greatly preferred. If cameras d nt have this capability, then a minimum f three (3) memry cards must be available fr each cmpetitin camera. The number f cameras t be used and camera psitining fr each event are as fllws. Javelin. Tw (2) cameras are suggested, and must be psitined at ppsite ends f the ful arc. A minimum f ne (1) camera is required. Sht Put. Tw (2) cameras are required, psitined at ppsite ends f and just behind the tebard. Discus. Tw (2) cameras are suggested, and must be psitined at the 60 and 300 degree marks with respect t the thrwing directin. Cameras must be distant enugh s that they d nt create a hazard t a thrwer. A minimum f ne (1) camera is required. Hammer. Tw (2) cameras are suggested, and must be psitined at the 60 and 300 degree marks with respect t the thrwing directin. The peratr must be prepared t mve the camera if multiple takeff bards are being used. Camera Operatrs Operatr Assignments and Numbers. A camera peratr must be assigned t every event in which a camera will be used. This persn must be trained in setup and peratin f the cameras, including starting, stpping, and changing the memry card. This persn must be present at the event fr the entire duratin f the event. Sufficient peratrs must be available s that if an event lasts lnger than expected, camera usage prtcls will nt be affected. Operatr Instructins Remte Cntrl Cameras Starting/Stpping and Recrding. The camera peratr must start and stp each camera t capture each trial in a separate vide file. In additin, the peratr must, n meet issued scresheets, write the identificatin number f the vide file assciated with each trial in the apprpriate place n the sheet. Handling Prtests. In the event f a prtest, the peratr must perfrm the duties listed belw. 159

8 Fuls and Prtests That Occur in a Flight that is Nt the Final Flight r the Finals The peratr shall indicate the prtest, measurement, and cmpetitrs she clr in the apprpriate place n the scresheet, in additin t the vide file identificatin number. The peratr shall cntinue after the prtest as befre, but extract and replace the memry card at the end f this flight s that the referee can review the vide during the time between flights. Fuls and Prtests That Occur in the Final Flight r the Finals The peratr shall indicate the prtest, measurement, and cmpetitrs she clr in the apprpriate place n the scresheet, in additin t the vide file identificatin number. The peratr shall immediately extract and replace the memry card s that the referee can review the vide immediately and any adjustments t the results can be made as early as pssible. Operatr Instructins Nn-Remte Cntrl Cameras Starting/Stpping and Recrding. The camera peratr must have available a set f cmpetitin scresheets. The camera peratr must start the camera at the beginning f the cmpetitin. The camera must be stpped at the end f each flight r final and started again at the beginning f the next flight r final s that nly fficial attempts are recrded and n warmup trials are recrded. Handling Prtests. In the event f a ful and prtest at any time, the peratr shall indicate the prtest, measurement, and cmpetitr s she clr in the apprpriate place n the scresheet. Als at this time the memry card(s) must be extracted and replaced, s that the final trial n the vide recrd is the trial in questin. Official Instructins Marking All Trials. Officials must mark (but nt necessarily measure) each trial, legal r nt. Prtest Opprtunity. Officials must hld the psitin f the mark n a fuled attempt fr a reasnable time, during which a cach r cmpetitr has the pprtunity t express a verbal prtest f the ful ruling. Time Available fr Prtests. A reasnable amunt f time and pprtunity t express a prtest must be ffered the athlete r cach. Generally speaking, when a lng r triple jumper has prceeded back beynd the takeff bard after a trial, this prtest pprtunity may be cnsidered cmplete. In a thrwing event, when the thrwer has left the ring r runway and prceeds beynd the immediate psitin f the fficials twards the cmpetitr s area, this prtest pprtunity may be cnsidered cmplete. Handling Prtests. In the event f a verbal prtest by a cmpetitr r cach, the fuled mark must be measured. The prtest, the trial n which the prtest takes place, and the measurement f the ful must be recrded apart frm the fficial scresheets. The referee must be ntified immediately and time allwances must be made fr camera peratrs t perfrm their duties. Official Prtests. The verbal prtest alne des nt cnstitute an fficial prtest. Caches must file frmal written prtests subsequent t the verbal prtests. Referees shuld, whenever pssible, view vide evidence in advance f the receipt f the fficial written prtest t facilitate smth, uninterrupted cmpetitin. Officials must cntinue t perate as thugh n prtest has ccurred until the referee ntifies them therwise, with the exceptin f the situatin nted belw. 160

9 Handling Ensuing Cmpetitin. In the event f such a prtest in the trials, and while awaiting the referee s decisin, fficials must determine whether an upheld prtest wuld alter the cmpsitin f the finals. If this is the case, the affected cmpetitr will be allwed t cmpete in the finals until the prtest has been ruled upn and the referee s actin is taken. This cmpetitrs seeding in the finals will be determined by the cmpetitr s best legal mark, the prtested trials measurement may nt be used fr seeding purpses. 161
