7 INTRODUCTION This report presents the results of a traffic impact study for the proposed auto sales and service facility on Ownership Lot 17 (part of Lot 14) of the Montgomery Auto Sales Park in Montgomery County, Maryland. The site vicinity map is shown in Figure 1. The site is located within an automobile service and sales park that is surrounded to the west by Columbia Pike (US 29), to the south by MD 2 / Intercounty Connector, and to the northeast by Briggs Chaney Road. The site itself is directly adjacent to Automobile Boulevard, which completes a one-way circle around the site and links to Briggs Chaney Road. Vehicle access to the site is provided from southbound Automobile Boulevard (west side of the site) and northbound Automobile Boulevard (east side). The proposed development includes replacing an existing 21,8 square-foot auto sales and service facility with a new 85, square-foot facility. This traffic study was prepared to satisfy the requirements of the Adequate Public Facilities Ordinance (APFO) associated with the Preliminary Plan of Subdivision application for this project. The study was prepared in accordance with the latest Local Area Transportation Review (LATR) and Transportation Policy Area Review (TPAR) guidelines established by the Montgomery County Planning Board (MCPB). The following sections of this report describe the area transportation system, existing traffic volumes, the calculation of traffic generated by approved and unbuilt developments, and the impact of the proposed development. This report is a revision to the June 25, 214 traffic report and reflects the modification in the size of the auto sales and service facility. Comments were received from the MCDOT and MDSHA to the June 25, 214 traffic report. The Appendix contains responses to these comments. Where appropriate, responses to these comments have been incorporated into this revised report. 1

9 AREA TRANSPORTATION SYSTEM Existing Area Roadways The study site is located in the Fairland area of Montgomery County, approximately eight miles north of downtown Silver Spring. The study site is located within the Montgomery Auto Sales Park, a local commercial hub of automobile sales and service facilities. The proposed new development is located along and surrounded on all sides by Automobile Boulevard, a one-way, two-lane industrial road that provides access to the various businesses within the Auto Sales Park. Automobile Boulevard accesses the regional roadway network with a signalized intersection at Briggs Chaney Road, a local arterial. Briggs Chaney Road has nearby grade-separated interchanges with Columbia Pike (US 29) and the Intercounty Connector (MD 2). Included in this study are six signalized intersections along Briggs Chaney Road, including two at the interchange with Columbia Pike and two at the interchange with the Intercounty Connector. The study also includes a stop-controlled one-way to one-way intersection on Automobile Boulevard in the Auto Sales Park. A brief description of the area roadway system follows. Briggs Chaney Road This northwest-southeast local arterial serves the Fairland area in northeast Montgomery County. Within the study area, it is two lanes in each direction, with additional turn lanes provided at major intersections. It has grade-separated interchanges with Columbia Pike and the Intercounty Connector, with two traffic signals for access ramps at each interchange. Between Columbia Pike and the Intercounty Connector within the study area, the road serves several commercial developments, including the Auto Sales Park and a shopping center. Within the study area, Briggs Chaney Road also serves access to a Park and Ride Lot, which provides links to several transit lines. Past Columbia Pike to the northwest and past the Intercounty Connector to the southeast, it narrows to a two-lane road. The study area along Briggs Chaney Road includes six signalized intersections in total, including the four at the interchanges, one for a shopping center at Outlet Drive, and one for access to the Auto Sales Park at Automobile Boulevard. Columbia Pike / US 29 This major northeast-southwest arterial connects Montgomery County to Silver Spring and the Washington, D.C. metropolitan area to its south with Howard County and the Baltimore metropolitan area to its north. It is located approximately three miles west of and 3

10 parallel to Interstate 95. Within the study area, it is three lanes in each direction, with additional lanes provided for access to grade-separated interchanges, including the full interchange with Briggs Chaney Road. Intercounty Connector / MD 2 This variable-toll east-west freeway connects the Gaithersburg and Rockville areas in western Montgomery County to Laurel and Prince George s County to the east. The freeway opened to traffic in 211 and provides a northern, parallel alternative facility to the Capital Beltway (Interstate 495). Access to Briggs Chaney Road and the study area is provided directly with on and off ramps for vehicles traveling to or from the east; access to Briggs Chaney Road is provided via the Columbia Pike interchange for vehicles traveling to or from the west. The freeway provides a direct connection to Interstate 95 to the east. Automobile Boulevard This industrial road serves the Montgomery Auto Sales Park, including the proposed development on Ownership Lot 17. The roadway is two lanes in each direction immediately southwest of the four-way signalized intersection with Briggs Chaney Road. Just north of Ownership Lot 17, traffic runs one-way counterclockwise, making a loop around the Auto Sales Park and intersecting with itself at a stop-controlled intersection. The study area is shown in Figure 2. 4

12 Existing Area Transit Service Existing transit service in the study area includes four Washington Metropolitan Area Transit Authority (WMATA) Metrobus routes and two Montgomery County Ride-On routes. Metrobus The following Metrobus Routes are available in the study area: Metrobus route Z6, the Calverton-Westfarm line, travels between the Silver Spring Metrorail station, the Briggs Chaney Park & Ride Lot, and the Burtonsville Crossing Park & Ride Lot. This is a Metrobus Local Route, with less frequent service than a Major route, with some evening and weekend service available. In the study area, this route runs along Briggs Chaney Road, with turns in and out of Castle Boulevard and Gateshead Manor Way. Metrobus route Z8, the Fairland line, travels between the Silver Spring Metrorail station, the Briggs Chaney Park & Ride Lot, and the Greencastle Park & Ride Lot. This is a Metrobus Major Route, with frequent, seven-day service. In the study area, this route runs along Briggs Chaney Road, with turns in and out of Castle Boulevard and Robey Road. Metrobus routes Z11 and Z13, the Greencastle-Briggs Chaney Express Lines, travel between the Silver Spring Metrorail station, the Briggs Chaney Park & Ride Lot, and the Greencastle Park & Ride Lot. This is a Metrobus Commuter Route, with weekday peakperiod express service to and from the Metrorail station. In the study area, this route runs along Columbia Pike south of Briggs Chaney Road and then along Briggs Chaney Road, with turns in and out of Castle Boulevard and Gateshead Manor Way (Z11 only) and Robey Road (both routes). Ride-On Montgomery County provides Ride-On local bus service for two weekday-only routes. The following Ride-One routes are available in the study area: Route 21: Briggs Chaney Road Park & Ride Lot to Silver Spring Metrorail station via Briggs Chaney Road to and from the east of the study area. Route 39: Briggs Chaney Road Park & Ride Lot to Glenmont Metrorail Station via Briggs Chaney Road to and from the west of the study area. The Metrobus and Ride-On routes serving the study area are shown in Figure 3. Stop locations are shown for the study area, including those with shelters and benches. 6

14 Existing Pedestrian and Bicycle Facilities This pedestrian analysis examines the presence of pedestrian and bicycle facilities along the area streets and the pedestrian and bicycle accommodations at each study intersection. A review of existing conditions confirms that in the study area, sidewalks are present along both sides of Briggs Chaney Road and Automobile Boulevard. At least one striped crosswalk with pedestrian signal heads is provided at each signalized intersection in the study area. All pedestrian signal heads are Countdown Pedestrian Signals (CPS). ADA-compliant ramps are provided at all study intersections where pedestrian crossings are permitted. Figure 4 displays the locations of all bicycle and pedestrian facilities, including the locations of all crosswalks. Pedestrian pushbuttons are provided at all crosswalks and these signals are Accessible Pedestrian Signals (APS). For crosswalks parallel to Briggs Chaney Road, the walk signal is automatically called upon a green phase. For crosswalks across Briggs Chaney Road, the walk signal must be actuated by a pedestrian pushbutton call. Within the study area, striped bike lanes are provided along Briggs Chaney Road in both directions. When right-turn lanes are present, the bike lane is striped in between through lanes and the right-turn lane. A paved trail is also provided along the length of the south side of Briggs Chaney Road and along the north side of Robey Road. Both of these paved trails are designated Countywide Shared Use Paths / Off-Road (Class 1) from the Master Plan of Bikeways. Figure 4 displays these facilities as well. Future Roadway Modifications There are no programmed roadway improvements in the study area that were considered in this study. 8

16 DESCRIPTION OF PROPOSED DEVELOPMENT The proposed development is located on Ownership Lot 17 (part of Lot 14) of the Montgomery Auto Sales Park, inside the northern half of the loop created by the one-way counterclockwise Automobile Boulevard. The proposed building is an 85, square-foot auto sales and service facility. It will be replacing an existing 21,8 square-foot auto sales and service facility. Vehicle access to Ownership Lot 17 is provided on both the east and west sides of the property. 1

17 TRAFFIC VOLUMES Traffic volumes used in this study include existing traffic volumes, the addition of traffic generated by approved and unbuilt developments in the area, and traffic generated by the proposed development, to obtain total future traffic volumes. The MCPB transportation staff directed that the weekday AM and PM commuter peak hours be studied. Intersections identified for study by MCPB Area 3 transportation staff are as follows: Briggs Chaney Road and US 29 west (southbound) ramps Briggs Chaney Road and US 29 east (northbound) ramps Briggs Chaney Road and Briggs Chaney Shopping Center driveway (Outlet Drive) Briggs Chaney Road and Automobile Boulevard / Castle Boulevard Briggs Chaney Road and Intercounty connector (MD 2) west off-ramp Briggs Chaney Road and Intercounty connector (MD 2) east on-ramp Automobile Boulevard and site access points (defined as the intersection of Automobile Boulevard westbound and Automobile Boulevard northbound) Figure 5 shows the lane designations at the study area intersections. The following sections describe the traffic volumes used in this study. Existing Traffic Volumes Traffic counts were conducted at the study area intersections on Briggs Chaney Road on Thursday, November 14, 213 between 6:3 AM and 9:3 AM and between 4: PM and 7: PM. Traffic counts at the Automobile Boulevard westbound/northbound stop-controlled intersection were conducted on Wednesday, December 4, 213, between 6:3 AM and 9:3 AM and between 4: PM and 7: PM. These counts were used to establish current peak hour traffic conditions. The peak hours at each intersection were established by identifying the peak 6 minutes of vehicle traffic during the AM and PM peak hours. Based on these traffic counts, the peak study hours were identified for each intersection as follows: Briggs Chaney Road and US 29 west (southbound) ramps 7: to 8: AM, 5: to 6: PM Briggs Chaney Road and US 29 east (northbound) ramps 7: to 8: AM, 5:3 PM to 6:3 PM Briggs Chaney Road and Briggs Chaney Shopping Center driveway (Outlet Drive) - 7:15 AM to 8:15 AM, 5:3 PM to 6:3 PM Briggs Chaney Road and Automobile Boulevard / Castle Boulevard 7:15 AM to 8:15 AM, 5: PM to 6: PM 11

22 Vehicle Trip Generation and Directions of Approach The AM and PM peak-hour vehicle-trip generation rates for the proposed development and background developments were drawn from the following sources: For the proposed automobile sales and service facility, as well as for the existing Ownership Lot 17 facility and background approved and unbuilt auto sales facility, the ITE Trip Generation Manual was utilized for land use code 841, Automobile Sales, during the AM and PM peak hours. For the background approved and unbuilt townhouse development, the Montgomery County LATR and TPAR guidelines were utilized. The resulting AM and PM peak-hour trip generation rates for these land uses are shown in Table 1. Regional trip distributions are contained in the Planning Board s LATR guidelines and were used for assigning trips generated by approved and unbuilt developments. These distributions are shown for office and residential land uses. The office distributions were used for the auto sales trips. The resulting percent distributions on the key roadways are listed in Table 2 and shown in Figure 8. These trip distributions percentages were reviewed and approved for use by M-NCPPC staff. 24 Background Traffic Volumes Background traffic volumes represent future traffic that would travel through the area intersections without the proposed development. The MCPB transportation staff provided a list of approved and unbuilt developments to be included as part of background traffic in this traffic study. These approved and unbuilt developments include: A 57,353 square-foot auto sales and service facility within the Montgomery Auto Sales Park Thirty-six (36) townhouses on the Kushner Property, located on the north side of Briggs Chaney Road between the signalized Castle Boulevard intersection and Intercounty Connector westbound off-ramp intersection. Additionally, as the proposed auto sales and service facility in this study is replacing an existing facility, the traffic generated by the use of the existing 21,8 square-foot facility was added to the background traffic volumes. Trips were generated for these developments using the trip generation rates as shown in Table 1. The list of approved and unbuilt developments and the resulting number of trips based upon these trip rates are shown in Table 3. Background traffic volumes were calculated by adding trips generated by approved and unbuilt developments shown on Figure 9, to the existing traffic volumes, shown on Figure 6. The resulting background traffic volumes are shown on Figure 1. 18

27 Site Generated Traffic Volumes Site generated traffic volumes were calculated for the proposed 85, square-foot auto sales facility on Ownership Lot 17 and are shown in Table 4. The assignment of site generated trips is shown on Figure 11. Total Future Traffic Volumes Total future traffic volumes represent future traffic volumes with the inclusion of the proposed Ownership Lot 17 development, in addition to the approved and unbuilt Montgomery Auto Sales Park auto sales facility and Kushner town houses but accounting for the replacement of the existing facility on Ownership Lot 17. These volumes were calculated by adding the site generated trips (shown on Figure 11) to the background traffic volumes (shown on Figure 1) before subtracting out the volumes generated by the existing Ownership Lot 17 facility. This calculation is shown in Table 5. The resulting total future peak hour traffic volumes are shown in Figure 12. 30 ASSESSMENT OF TRAFFIC CONDITIONS The following is a discussion of the assessment of traffic conditions. Intersection Capacity Analyses Intersection capacity analyses were conducted for existing, background, and total future traffic volumes. The capacity analyses were conducted utilizing the critical lane volume (CLV) method as called for in Montgomery County s LATR Guidelines. The analyses of existing, background, and total future traffic volumes were based on the existing lane uses at the area intersections, since no programmed roadway improvements were assumed in this study. 31 Pedestrian Impact Upon a field assessment and review of pedestrian counts in the study area, it has been determined that pedestrian facilities are adequate. The proposed background and new development will not adversely affect the pedestrian network, and further modifications to the network are not required at this time. Transportation Policy Area Review (TPAR) The recently adopted Transportation Policy Area Review (TPAR) assesses the transit and roadway adequacy of the policy area in which development is proposed. These adequacy standards are used to determine any payment required for mitigation of the development s impact on the surrounding network intersections. The proposed Ownership Lot 17 auto sales and service facility is located in the Fairland/White Oak suburban policy area. This policy area is adequate for the transit test but is inadequate under the roadway test. As a result, TPAR compliance is necessary, and a payment of an additional 25 percent of the Impact Tax amount would need to be made. 25

32 CONCLUSIONS The results of this study show that the area intersections will all operate at acceptable conditions with the proposed development on Ownership Lot 17 of the Montgomery Auto Sales Park. The intersections will operate within the acceptable congestion standard for the area. As a result, the LATR requirements of the Adequate Public Facilities Ordinance are satisfied. Under the TPAR test for development in the Fairland/White Oak policy area, this area is adequate for the transit test and inadequate for the roadway test. In order to satisfy the TPAR requirements, a payment of 25 percent of the Impact Tax amount for the development would need to be made. The vehicular trips to this site will be distributed to the site entrance driveways. Accordingly, the site access and vehicle circulation along the study area streets will operate in a safe and efficient manner with the addition of the Ownership Lot 17 facility traffic. The area is served by several bus transit lines which connect to nearby Metrorail stations. Direct pedestrian connections to transit are in place via existing sidewalks. Pedestrian crossing facilities (ramps, crosswalks, pedestrian signal heads) are provided in most locations and are suitable for the observed pedestrian counts. 26

82 INTRODUCTION This report presents the results of a traffic impact study for the proposed auto sales and service facility on Ownership Lot 18 (part of Lot 14) of the Montgomery Auto Sales Park in Montgomery County, Maryland. The site vicinity map is shown in Figure 1. The site is located within an automobile service and sales park that is surrounded to the west by Columbia Pike (US 29), to the south by MD 2 / Intercounty Connector, and to the northeast by Briggs Chaney Road. The site itself is directly adjacent to Automobile Boulevard, which completes a one-way circle around the site and links to Briggs Chaney Road. Vehicle access to the site is provided from southbound Automobile Boulevard (west side of the site) and northbound Automobile Boulevard (east side). The development of the property is proposed to occur in two phases. Phase I involves development of the property for surface storage parking. Phase I development will generate no new peak-hour trips. Phase II involves the development of a new 7, square-foot auto sales and service facility. This study evaluates the impact of Phase II of this property. A more detailed discussion of the phased development of Ownership Lot 18 is presented on page 1 of this report. This traffic study was prepared to satisfy the requirements of the Adequate Public Facilities Ordinance (APFO) associated with the Preliminary Plan of Subdivision application for this project. The study was prepared in accordance with the latest Local Area Transportation Review (LATR) and Transportation Policy Area Review (TPAR) guidelines established by the Montgomery County Planning Board (MCPB). The following sections of this report describe the area transportation system, existing traffic volumes, the calculation of traffic generated by approved and unbuilt developments, and the impact of the proposed development. This report is a revision to the June 25, 214 traffic report and reflects the modification in the size of the auto sales and service facility. Comments were received from the MCDOT and MDSHA to the June 25, 214 traffic report. The Appendix contains responses to these comments. Where appropriate, responses to these comments have been incorporated into this revised report. 1

84 AREA TRANSPORTATION SYSTEM Existing Area Roadways The study site is located in the Fairland area of Montgomery County, approximately eight miles north of downtown Silver Spring. The study site is located within the Montgomery Auto Sales Park, a local commercial hub of automobile sales and service facilities. The proposed new development is located along and surrounded on all sides by Automobile Boulevard, a one-way, two-lane industrial road that provides access to the various businesses within the Auto Sales Park. Automobile Boulevard accesses the regional roadway network with a signalized intersection at Briggs Chaney Road, a local arterial. Briggs Chaney Road has nearby grade-separated interchanges with Columbia Pike (US 29) and the Intercounty Connector (MD 2). Included in this study are six signalized intersections along Briggs Chaney Road, including two at the interchange with Columbia Pike and two at the interchange with the Intercounty Connector. The study also includes a stop-controlled one-way to one-way intersection on Automobile Boulevard in the Auto Sales Park. A brief description of the area roadway system follows. Briggs Chaney Road This northwest-southeast local arterial serves the Fairland area in northeast Montgomery County. Within the study area, it is two lanes in each direction, with additional turn lanes provided at major intersections. It has grade-separated interchanges with Columbia Pike and the Intercounty Connector, with two traffic signals for access ramps at each interchange. Between Columbia Pike and the Intercounty Connector within the study area, the road serves several commercial developments, including the Auto Sales Park and a shopping center. Within the study area, Briggs Chaney Road also serves access to a Park and Ride Lot, which provides links to several transit lines. Past Columbia Pike to the northwest and past the Intercounty Connector to the southeast, it narrows to a two-lane road. The study area along Briggs Chaney Road includes six signalized intersections in total, including the four at the interchanges, one for a shopping center at Outlet Drive, and one for access to the Auto Sales Park at Automobile Boulevard. Columbia Pike / US 29 This major northeast-southwest arterial connects Montgomery County to Silver Spring and the Washington, D.C. metropolitan area to its south with Howard County and the Baltimore metropolitan area to its north. It is located approximately three miles west of and 3

85 parallel to Interstate 95. Within the study area, it is three lanes in each direction, with additional lanes provided for access to grade-separated interchanges, including the full interchange with Briggs Chaney Road. Intercounty Connector / MD 2 This variable-toll east-west freeway connects the Gaithersburg and Rockville areas in western Montgomery County to Laurel and Prince George s County to the east. The freeway opened to traffic in 211 and provides a northern, parallel alternative facility to the Capital Beltway (Interstate 495). Access to Briggs Chaney Road and the study area is provided directly with on and off ramps for vehicles traveling to or from the east; access to Briggs Chaney Road is provided via the Columbia Pike interchange for vehicles traveling to or from the west. The freeway provides a direct connection to Interstate 95 to the east. Automobile Boulevard This industrial road serves the Montgomery Auto Sales Park, including the proposed development on Ownership Lot 18. The roadway is two lanes in each direction immediately southwest of the four-way signalized intersection with Briggs Chaney Road. To the north of Ownership Lot 18, traffic runs one-way counterclockwise, making a loop around the Auto Sales Park and intersecting with itself at a stop-controlled intersection. The study area is shown in Figure 2. 4

87 Existing Area Transit Service Existing transit service in the study area includes four Washington Metropolitan Area Transit Authority (WMATA) Metrobus routes and two Montgomery County Ride-On routes. Metrobus The following Metrobus Routes are available in the study area: Metrobus route Z6, the Calverton-Westfarm line, travels between the Silver Spring Metrorail station, the Briggs Chaney Park & Ride Lot, and the Burtonsville Crossing Park & Ride Lot. This is a Metrobus Local Route, with less frequent service than a Major route, with some evening and weekend service available. In the study area, this route runs along Briggs Chaney Road, with turns in and out of Castle Boulevard and Gateshead Manor Way. Metrobus route Z8, the Fairland line, travels between the Silver Spring Metrorail station, the Briggs Chaney Park & Ride Lot, and the Greencastle Park & Ride Lot. This is a Metrobus Major Route, with frequent, seven-day service. In the study area, this route runs along Briggs Chaney Road, with turns in and out of Castle Boulevard and Robey Road. Metrobus routes Z11 and Z13, the Greencastle-Briggs Chaney Express Lines, travel between the Silver Spring Metrorail station, the Briggs Chaney Park & Ride Lot, and the Greencastle Park & Ride Lot. This is a Metrobus Commuter Route, with weekday peakperiod express service to and from the Metrorail station. In the study area, this route runs along Columbia Pike south of Briggs Chaney Road and then along Briggs Chaney Road, with turns in and out of Castle Boulevard and Gateshead Manor Way (Z11 only) and Robey Road (both routes). Ride-On Montgomery County provides Ride-On local bus service for two weekday-only routes. The following Ride-One routes are available in the study area: Route 21: Briggs Chaney Road Park & Ride Lot to Silver Spring Metrorail station via Briggs Chaney Road to and from the east of the study area. Route 39: Briggs Chaney Road Park & Ride Lot to Glenmont Metrorail Station via Briggs Chaney Road to and from the west of the study area. The Metrobus and Ride-On routes serving the study area are shown in Figure 3. Stop locations are shown for the study area, including those with shelters and benches. 6

89 Existing Pedestrian and Bicycle Facilities This pedestrian analysis examines the presence of pedestrian and bicycle facilities along the area streets and the pedestrian and bicycle accommodations at each study intersection. A review of existing conditions confirms that in the study area, sidewalks are present along both sides of Briggs Chaney Road and Automobile Boulevard. At least one striped crosswalk with pedestrian signal heads is provided at each signalized intersection in the study area. All pedestrian signal heads are Countdown Pedestrian Signals (CPS). ADA-compliant ramps are provided at all study intersections where pedestrian crossings are permitted. Figure 4 displays the locations of all bicycle and pedestrian facilities, including the locations of all crosswalks. Pedestrian pushbuttons are provided at all crosswalks and these signals are Accessible Pedestrian Signals (APS). For crosswalks parallel to Briggs Chaney Road, the walk signal is automatically called upon a green phase. For crosswalks across Briggs Chaney Road, the walk signal must be actuated by a pedestrian pushbutton call. Within the study area, striped bike lanes are provided along Briggs Chaney Road in both directions. When right-turn lanes are present, the bike lane is striped in between through lanes and the right-turn lane. A paved trail is also provided along the length of the south side of Briggs Chaney Road and along the north side of Robey Road. Both of these paved trails are designated Countywide Shared Use Paths / Off-Road (Class 1) from the Master Plan of Bikeways. Figure 4 displays these facilities as well. Future Roadway Modifications There are no programmed roadway improvements in the study area that were considered in this study. 8

91 DESCRIPTION OF PROPOSED DEVELOPMENT The proposed development is located on Ownership Lot 18 (part of Lot 14) of the Montgomery Auto Sales Park, inside the southern half of the loop created by the one-way counterclockwise Automobile Boulevard. Vehicle access to Ownership Lot 18 is provided on both the east and west sides of the property. The development of this property is proposed to occur in two phases: i. Phase I involves development of the property for surface storage parking. Phase I development will generate no new peak-hour trips. This conclusion remains the same whether the property is used: (a) solely for storage of inventory vehicles; (b) solely for parking for employees and/or parking of repair vehicles; or (c) for a combination of inventory storage, employee parking, and/or parking of repair vehicles. The reason for this is that the peak hour trips associated with vehicle inventory storage, employee parking, and/or parking of repair vehicles are already accounted for in the trips generated by the gross floor area of the buildings these parking spaces would support. ii. Phase II involves development of a 7, square-foot auto sales and service facility. This traffic study evaluates the traffic impact of the auto sales and service facility. Additionally, the proposed auto sales and service facility on Ownership Lot 18 will be independent of a proposed auto sales and service facility development on Ownership Lot 17 immediately to its north. The new development on Ownership Lot 17 is included in the background traffic volumes in this report. 1

92 TRAFFIC VOLUMES Traffic volumes used in this study include existing traffic volumes, the addition of traffic generated by approved and unbuilt developments in the area, and traffic generated by the proposed development, to obtain total future traffic volumes. The MCPB transportation staff directed that the weekday AM and PM commuter peak hours be studied. Intersections identified for study by MCPB Area 3 transportation staff are as follows: Briggs Chaney Road and US 29 west (southbound) ramps Briggs Chaney Road and US 29 east (northbound) ramps Briggs Chaney Road and Briggs Chaney Shopping Center driveway (Outlet Drive) Briggs Chaney Road and Automobile Boulevard / Castle Boulevard Briggs Chaney Road and Intercounty connector (MD 2) west off-ramp Briggs Chaney Road and Intercounty connector (MD 2) east on-ramp Automobile Boulevard and site access points (defined as the intersection of Automobile Boulevard westbound and Automobile Boulevard northbound) Figure 5 shows the lane designations at the study area intersections. The following sections describe the traffic volumes used in this study. Existing Traffic Volumes Traffic counts were conducted at the study area intersections on Briggs Chaney Road on Thursday, November 14, 213 between 6:3 AM and 9:3 AM and between 4: PM and 7: PM. Traffic counts at the Automobile Boulevard westbound/northbound stop-controlled intersection were conducted on Wednesday, December 4, 213, between 6:3 AM and 9:3 AM and between 4: PM and 7: PM. These counts were used to establish current peak hour traffic conditions. The peak hours at each intersection were established by identifying the peak 6 minutes of vehicle traffic during the AM and PM peak hours. Based on these traffic counts, the peak study hours were identified for each intersection as follows: Briggs Chaney Road and US 29 west (southbound) ramps 7: to 8: AM, 5: to 6: PM Briggs Chaney Road and US 29 east (northbound) ramps 7: to 8: AM, 5:3 PM to 6:3 PM Briggs Chaney Road and Briggs Chaney Shopping Center driveway (Outlet Drive) - 7:15 AM to 8:15 AM, 5:3 PM to 6:3 PM Briggs Chaney Road and Automobile Boulevard / Castle Boulevard 7:15 AM to 8:15 AM, 5: PM to 6: PM 11

97 Vehicle Trip Generation and Directions of Approach The AM and PM peak-hour vehicle-trip generation rates for the proposed development and background developments were drawn from the following sources: For the proposed automobile sales and service facility, as well as for facilities included in the background traffic volumes, the ITE Trip Generation Manual was utilized for land use code 841, Automobile Sales, during the AM and PM peak hours. For the background approved and unbuilt townhouse development, the Montgomery County LATR and TPAR guidelines were utilized. The resulting AM and PM peak-hour trip generation rates for these land uses are shown in Table 1. These distributions are shown for office and residential land uses. The office distributions were used for the auto sales trips. The resulting percent distributions on the key roadways are listed in Table 2 and shown in Figure 8. These trip distributions percentages were reviewed and approved for use by M-NCPPC staff.
